TOPEKA —About 150,000 people who had some form of interaction with Kansas courts might have had their data breached in&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/11/21/kansas-court-officials-confirm-details-of-evil-criminal-international-cyberattack/">the October cyberattack</a>&nbsp;that took the judicial system offline for weeks.

The Office of Judicial Administration on Monday announced findings from a third-party investigation into the cyberattack. The office said information accessed during the attack came from files given to the office through appellate court litigation, applications to the Kansas bar and other administrative records.

Information such as Social Security numbers, driver’s licenses, government identification cards, payment card information, tax identification card numbers, passports, and health insurance policy information could have all been accessed, among other data.

Chief Justice Marla Luckert apologized on behalf of the Kansas Supreme Court.

“We’re sorry anyone was personally impacted by the actions of the criminals who attacked our court computer systems,” Luckert said. “The judicial branch respects the privacy of information given to us, and it’s a high priority throughout the court system to keep that information secure.”

People impacted by the breach have been sent notification letters. In cases where the person’s address information wasn’t available, their notifications have been published on the judicial branch website.

Court officials stressed that notifications have not been made through phone, text or email, and warned Kansans against engaging with anyone using these forms of communications to talk about the cybersecurity attack. A<a target="_blank" href="https://www.kscourts.org/About-the-Courts/Court-Administration/OJA/Kansas-Courts-Cybersecurity-Incident">&nbsp;court webpage</a>&nbsp;has been implemented to help address questions.

The attack disrupted all but one of the state’s appellate court operations for weeks, with networks locked down and attorneys and judges relying on manual filing of court documents. In November,&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/11/21/kansas-court-officials-confirm-details-of-evil-criminal-international-cyberattack/">justices confirmed the attack</a>&nbsp;was the result of a “sophisticated foreign cyberattack,” and that perpetrators “stole data and threatened to post it to a dark website if their demands were not met.”&nbsp;

Information on whether the judicial branch met these demands has not yet been released.

Luckert said the office has placed additional security controls in place and will work to reduce the possibility of future cybersecurity attacks.

Kan. court investigation confirms cyberattack compromised personal data of 150K people

WASHINGTON (AP) — An American soldier has been arrested in Russia and accused of stealing, according to two U.S. officials.

U.S. officials said the soldier, Staff Sgt. Gordon Black, 34, was stationed in South Korea and was in the process of returning home to Fort Cavazos in Texas. Instead, officials said he traveled to Russia.

The officials spoke on condition of anonymity to discuss personnel details.

Cynthia Smith, Army spokeswoman, confirmed that a soldier was detained on Thursday in Vladivostok, a major military and commercial Pacific port, on charges of criminal misconduct. She said Russia notified the U.S. and the Army told the soldier's family.

“The U.S. Department of State is providing appropriate consular support to the soldier in Russia,” Smith said.

It was unclear Monday if the soldier is considered absent without leave, or AWOL.

The arrest comes less than a year after American soldier Travis King&nbsp;<a href="https://apnews.com/article/north-korea-us-citizen-crossed-border-e4aaa883901052e65f5c400c8279438b">sprinted into North Korea</a>&nbsp;across the heavily fortified border between the Koreas. Officials ID U.S. Army soldier arrested in Russia

A&nbsp;<a target="_blank" href="https://www.sos.mo.gov/cmsimages/Elections/Petitions/2024-165.pdf">proposal to allow a new casino</a>&nbsp;near the Lake of the Ozarks on Sunday was the final initiative petition submitted for a possible slot on Missouri’s ballot later this year.

The Osage River Gaming &amp; Convention committee said in a news release that it turned in over 320,000 signatures in an effort to meet the requirement to equal 8% of the 2020 vote for governor in six of the state’s eight congressional districts, or roughly 171,000 signatures.

If approved by voters, the development would include a hotel, convention center, restaurants and other attractions, backers said in the release.

The proposal would amend the Missouri Constitution to allow a casino along the Osage River between Bagnell Dam and the confluence with the Missouri River. The constitution currently authorizes casinos only along&nbsp;<a target="_blank" href="https://revisor.mo.gov/main/OneSection.aspx?section=III++++39(e)&amp;bid=31794&amp;constit=y">the Missouri and Mississippi rivers</a>.

The proposal would also override a state law&nbsp;<a target="_blank" href="https://revisor.mo.gov/main/OneSection.aspx?section=313.780&amp;bid=16856&amp;hl=">limiting the state to 13 licensed casinos</a>, passed in 2008 as a result of an initiative sponsored by casino operators.

The Lake of the Ozarks is one of Missouri’s busiest tourism destinations. The casino proposal is being bankrolled by Bally’s, which currently operates a casino in Kansas City, and RIS Inc., a major regional developer. Each has contributed about half of the $4.1 million raised for the petition drive.

The proposal is being pushed in response to a casino development&nbsp;<a target="_blank" href="https://missouriindependent.com/2021/10/29/osage-nation-plans-casino-hotel-for-missouris-lake-of-the-ozarks/">announced in 2021</a>&nbsp;by the Osage Nation, the Native American tribe that the river is named for. That project, a $60 million development, includes construction of a casino, hotel and convention center.

Backers of the initiative effort say their casino project will&nbsp; provide 700 to 800 jobs.

According to the ballot summary, the casino is expected to produce admission and fee revenue of $2.1 million annually, money that is split with the local government with jurisdiction over the site and the Missouri Gaming Commission. The tax on casino net winnings is projected to be about $14.3 million annually.

The proposal earmarks the new gambling tax revenue to early childhood literacy programs in public schools.

Backers of a new casino near the Lake of the Ozarks submit signatures seeking ballot slot

ASHLAND — Staking out the elusive and rapidly disappearing lesser prairie chicken involves a stealthy 5:30 a.m. entry into a rebar-fortified bird blind, freezing into place as the sun rises and the birds begin to strut here and there, popcorning in an age-old mating dance.

Any lesser prairie chicken that has made it into the lek, an area of low grass in which mates are found and won, has already beaten the odds. Beset by politicians’ attempt to strip away federal protections and a dwindling habitat, the bird is battling extinction.

The grouse,&nbsp;known for its colorful spring mating dance, was listed as threatened in Kansas in late 2022 by the U.S. Fish and Wildlife Service. At the time, wildlife officials estimated that 90% of the habitat the birds once inhabited — intact tracts of native grasses — had vanished. With a multistate attempt to overturn this listing underway, the bird’s future has become even more tenuous.

Jackie Augustine, executive director of Audubon of Kansas, put the number of lesser prairie chickens in the U.S. at an estimated 26,591 in 2022, 75% of which were found in Kansas.

“We’ve lost so much of our prairie landscape,” Augustine said. “We’ve lost the bison, we’ve lost the wolves and the other things that used to roam in great herds all over. I feel like if we lose the prairie chicken, we’ve really lost the identity of the prairie. Because the prairie chicken is just so symbolic and charismatic of intact grassland landscapes, that if we lose them, we’ve really lost the connectivity of the landscape. It’s not just losing one species, we’re really losing a part of our heritage.”&nbsp;

Augustine, who first began studying the bird as a Ph.D. candidate at Kansas State University in 2007, has logged thousands of hours watching the birds in the field.

“You get to know them as individuals,” Augustine said. “And you get to see them over the course of the season. They just have so many behaviors that are so entertaining.”

The ones bobbing on the Gardiner Angus Ranch in the early hours of the morning on April 24, had made it to one of the few safe havens for the imperiled bird in the state. The ranch, which is about an hour south of Dodge City in the southwest part of the state, partners with&nbsp;Common Ground Capital on lesser prairie chicken conservation and prairie restoration efforts. CGC principal Wayne Walker spends a few months every year in Ashland to work on native prairie restoration on the Gardiner ranch. The organization invited news media and provided lodging so reporters could observe the ritual.

Sitting in the bird blind, Augustine pointed out a hawk swooping down to startle the birds on the lek.

Prairie chickens face risk at nearly every stage of life. With few to no defenses, Augustine said, if prairie chickens survive to adulthood, they typically only live two years between drought, habitat fragmentation, hawks, owls and ground predators that also eat chicks and eggs.

The state’s annual prairie burning presents additional challenges for the birds, leaving few places for the ground-nesting bird to successfully nest. Invasive tree species and the birds’ avoidance of man-made structures such as power lines and power plants further complicate matters.

The peak of mating season usually falls around mid-April. On the lek, the air fills with the sound of feet-stomping and high-pitched vocalizations as the males attempt to attract a female.

A female lesser prairie chicken that successfully makes it to the lek will mate and lay a clutch of about 8-12 eggs, laying one per day. If the nest isn’t invaded by predators, the eggs will incubate for 23 days before the chicks hatch and the generation continues.

This survival depends on having enough tall prairie grass to provide cover and camouflage, as well as insects to eat.

“They just need the grass,” Augustine said. “And that’s also what kind of gives me hope, is we know what they need. They need grass. They don’t need trees. They don’t need anything tall on their landscape, they just need grass.”

But she&nbsp;worries over the future of this “charismatic” and “comical” bird as she describes it, which has been at the center of political turmoil since it received its endangered listing in 2022.

In April of 2023, Kansas joined Texas and Oklahoma in a lawsuit to block the endangered species listing of the bird. The case will be heard in a Texas federal district court this year.

In June, Congress began efforts to overturn the listing through a Congressional Review Act&nbsp;<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-joint-resolution/9/text?s=1&amp;r=1&amp;q=%7B%22search%22%3A%5B%22S.J.Res.9%22%5D%7D">resolution</a>, which allows Congress to overturn administrative rules, carried by Kansas Republican Sen. Roger Marshall. President Joe Biden vetoed the move.&nbsp;

In July of 2023, a group of Kansas county officials and ranchers&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/kansas-ranchers-county-commissioners-take-federal-action-against-lesser-prairie-chicken-protections/">filed a federal lawsuit</a>&nbsp;against the U.S. Fish and Wildlife Service, arguing that implementing Endangered Species Act protective regulations for the lesser prairie chicken would restrict land use, forcing Kansas agricultural producers into making expensive changes that could hurt business.

Kansas Attorney General Kris Kobach, along with other Kansas politicians, said the federal ruling would interfere with the rights of landowners, arguing that ranchers — as well as the oil and gas industry — would be hurt by protections.

Because the birds need extensive tracts of open, well-managed prairie to survive in a state where 97% of land is privately owned, the fate of the lesser prairie chicken is largely in the hands of ranchers.

“Whether you live in Topeka, or Hays or Kansas City, wherever, the prairie chicken represents the health of these ecosystems out here,” Walker said. “And everybody in the cities benefit from the stewardship of the folks, the rural landowners. It’s the air you breathe, the water you drink, the beef you consume, the vegetables you eat, etc. It all starts out here in rural America. And the prairie chicken, it’s kind of the canary of&nbsp; the prairie. Is the prairie&nbsp; healthy? Can we keep providing these things to a growing human population, or can we not?”

The key to the birds’ survival, some have said, is to compensate ranchers for sharing their land with the birds. One form of this method, known as conservation banking, is at play at the Gardiner Angus Ranch’s partnership with Common Ground Capital.

Conservation banking functions as an agreement among the U.S. Fish and Wildlife Service, landowners and developers. Landowners enter an agreement with a third-party developer and are paid to turn portions of their land into a protected habitat area.&nbsp;In most cases, the rancher can keep ranching on the land but cannot develop it.

The developer maintains and manages the habitat and in exchange for this preservation, the U.S. Fish and Wildlife Service approves habitat or species credits that the bank owners may sell to developers and other project proponents who need to offset project impacts to the same species occurring at another location.

Common Ground Capital, which focuses on lesser prairie chicken conservation banking, maintains the habitat at Gardiner and sells mitigation credits to energy industries.

“We’re trying to effect large, positive, disruptive change, so that these rural landscapes, people can keep making a living on them,” Walker said. “And to do that, you have to pay them a lot more money, market-based rates for being good stewards of the land. If we can do that. I think we can reverse the loss of the prairies, I think we can reverse the loss of the next generation moving to the cities and leaving these communities to dry up.”

Augustine is trying to focus on the present.

“I always said that I wanted to lead prairie chicken tours when I retired,” Augustine said. “And you know, I’m not sure that’s guaranteed in 20, 25 years, that these lesser prairie chickens are going to be here. I’m glad I get the opportunity to talk about them now and show people them now because the future is not guaranteed.”

 </figure>BY&nbsp;<a href="https://kansasreflector.com/author/rmipro/">RACHEL MIPRO</a>,&nbsp;<a href="https://kansasreflector.com/">Kansas Reflector</a>ASHLAND — Staking out the elusive and rapidly disappearing lesser prairie chicken involves a stealthy 5:30 a.m. entry into a rebar-fortified bird blind, freezing into place as the sun rises and the birds begin to strut here and there, popcorning in an age-old mating dance.Any lesser prairie chicken that has made it into the lek, an area of low grass in which mates are found and won, has already beaten the odds. Beset by politicians’ attempt to strip away federal protections and a dwindling habitat, the bird is battling extinction.The grouse,&nbsp;known for its colorful spring mating dance, was listed as threatened in Kansas in late 2022 by the U.S. Fish and Wildlife Service. At the time, wildlife officials estimated that 90% of the habitat the birds once inhabited — intact tracts of native grasses — had vanished. With a multistate attempt to overturn this listing underway, the bird’s future has become even more tenuous.Jackie Augustine, executive director of Audubon of Kansas, put the number of lesser prairie chickens in the U.S. at an estimated 26,591 in 2022, 75% of which were found in Kansas.“We’ve lost so much of our prairie landscape,” Augustine said. “We’ve lost the bison, we’ve lost the wolves and the other things that used to roam in great herds all over. I feel like if we lose the prairie chicken, we’ve really lost the identity of the prairie. Because the prairie chicken is just so symbolic and charismatic of intact grassland landscapes, that if we lose them, we’ve really lost the connectivity of the landscape. It’s not just losing one species, we’re really losing a part of our heritage.”&nbsp;Augustine, who first began studying the bird as a Ph.D. candidate at Kansas State University in 2007, has logged thousands of hours watching the birds in the field.“You get to know them as individuals,” Augustine said. “And you get to see them over the course of the season. They just have so many behaviors that are so entertaining.”<figure>

 </figure>The ones bobbing on the Gardiner Angus Ranch in the early hours of the morning on April 24, had made it to one of the few safe havens for the imperiled bird in the state. The ranch, which is about an hour south of Dodge City in the southwest part of the state, partners with&nbsp;Common Ground Capital on lesser prairie chicken conservation and prairie restoration efforts. CGC principal Wayne Walker spends a few months every year in Ashland to work on native prairie restoration on the Gardiner ranch. The organization invited news media and provided lodging so reporters could observe the ritual.Sitting in the bird blind, Augustine pointed out a hawk swooping down to startle the birds on the lek.Prairie chickens face risk at nearly every stage of life. With few to no defenses, Augustine said, if prairie chickens survive to adulthood, they typically only live two years between drought, habitat fragmentation, hawks, owls and ground predators that also eat chicks and eggs.The state’s annual prairie burning presents additional challenges for the birds, leaving few places for the ground-nesting bird to successfully nest. Invasive tree species and the birds’ avoidance of man-made structures such as power lines and power plants further complicate matters.The peak of mating season usually falls around mid-April. On the lek, the air fills with the sound of feet-stomping and high-pitched vocalizations as the males attempt to attract a female.A female lesser prairie chicken that successfully makes it to the lek will mate and lay a clutch of about 8-12 eggs, laying one per day. If the nest isn’t invaded by predators, the eggs will incubate for 23 days before the chicks hatch and the generation continues.This survival depends on having enough tall prairie grass to provide cover and camouflage, as well as insects to eat.“They just need the grass,” Augustine said. “And that’s also what kind of gives me hope, is we know what they need. They need grass. They don’t need trees. They don’t need anything tall on their landscape, they just need grass.”But she&nbsp;worries over the future of this “charismatic” and “comical” bird as she describes it, which has been at the center of political turmoil since it received its endangered listing in 2022.<figure>

The case will be heard in a Texas federal district court this year.In June, Congress began efforts to overturn the listing through a Congressional Review Act&nbsp;<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-joint-resolution/9/text?s=1&amp;r=1&amp;q=%7B%22search%22%3A%5B%22S.J.Res.9%22%5D%7D">resolution</a>, which allows Congress to overturn administrative rules, carried by Kansas Republican Sen. Roger Marshall. President Joe Biden vetoed the move.&nbsp;In July of 2023, a group of Kansas county officials and ranchers&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/kansas-ranchers-county-commissioners-take-federal-action-against-lesser-prairie-chicken-protections/">filed a federal lawsuit</a>&nbsp;against the U.S. Fish and Wildlife Service, arguing that implementing Endangered Species Act protective regulations for the lesser prairie chicken would restrict land use, forcing Kansas agricultural producers into making expensive changes that could hurt business.Kansas Attorney General Kris Kobach, along with other Kansas politicians, said the federal ruling would interfere with the rights of landowners, arguing that ranchers — as well as the oil and gas industry — would be hurt by protections.Because the birds need extensive tracts of open, well-managed prairie to survive in a state where 97% of land is privately owned, the fate of the lesser prairie chicken is largely in the hands of ranchers.“Whether you live in Topeka, or Hays or Kansas City, wherever, the prairie chicken represents the health of these ecosystems out here,” Walker said. “And everybody in the cities benefit from the stewardship of the folks, the rural landowners. It’s the air you breathe, the water you drink, the beef you consume, the vegetables you eat, etc. It all starts out here in rural America. And the prairie chicken, it’s kind of the canary of&nbsp; the prairie. Is the prairie&nbsp; healthy? Can we keep providing these things to a growing human population, or can we not?”<figure>

 </figure><h2>Future of conservation&nbsp;</h2>The key to the birds’ survival, some have said, is to compensate ranchers for sharing their land with the birds. One form of this method, known as conservation banking, is at play at the Gardiner Angus Ranch’s partnership with Common Ground Capital.Conservation banking functions as an agreement among the U.S. Fish and Wildlife Service, landowners and developers. Landowners enter an agreement with a third-party developer and are paid to turn portions of their land into a protected habitat area.&nbsp;In most cases, the rancher can keep ranching on the land but cannot develop it.The developer maintains and manages the habitat and in exchange for this preservation, the U.S. Fish and Wildlife Service approves habitat or species credits that the bank owners may sell to developers and other project proponents who need to offset project impacts to the same species occurring at another location.Common Ground Capital, which focuses on lesser prairie chicken conservation banking, maintains the habitat at Gardiner and sells mitigation credits to energy industries.“We’re trying to effect large, positive, disruptive change, so that these rural landscapes, people can keep making a living on them,” Walker said. “And to do that, you have to pay them a lot more money, market-based rates for being good stewards of the land. If we can do that. I think we can reverse the loss of the prairies, I think we can reverse the loss of the next generation moving to the cities and leaving these communities to dry up.”Augustine is trying to focus on the present.“I always said that I wanted to lead prairie chicken tours when I retired,” Augustine said. “And you know, I’m not sure that’s guaranteed in 20, 25 years, that these lesser prairie chickens are going to be here. I’m glad I get the opportunity to talk about them now and show people them now because the future is not guaranteed.”

Lesser prairie chicken is dying. Kansas experts say the last of the prairie will go with it.

JACKSON COUNTY —Law enforcement authorities are investigating two suspects on drug allegations.

Just after 1a.m. April 28, a Sheriff's Deputy&nbsp;conducted a traffic stop on a Mercury Grand Marquis near 150th and U.S. Highway 75 for an alleged traffic infraction, according to Jackson County Sheriff Tim Morse.

The traffic stop ended as both the driver and the passenger were arrested.  The driver identified as 59-year-old Rodger Daryl Baker and the passenger 59-year-old Colette Marie McKinnon both of Topeka were arrested booked into the Jackson County Jail on requested charges of possession of methamphetamine and possession of drug paraphernalia.&nbsp; methamphetamine and drug paraphernalia.

Kansas couple caught transporting methamphetamine

In the early 1950s, toll roads became a way for developers to build large superhighways that predated the current interstate road system. Ground was broken on the Kansas Turnpike on the final day of 1954, and the highway was completed 22 months later. Since 1956, drivers have had to stop and pay tolls on the road. That will no longer be the case as of July 1 when the Kansas Turnpike Authority (KTA) moves to a cashless system. KTA CEO Steve Hewitt joined the company nearly 10 years ago with plans to make improvements.

"As we got more into customer feedback, we realized our customers want a more efficient, easier way to travel," he said. "Our K-TAG customers used to be about 35 percent of our customers. Now, they're 70 percent. So 70 percent of our customers want this free flow of movement."

Previously, only drivers with a K-TAG could move across the turnpike without stopping at a toll booth. After July 1, all vehicles passing on the turnpike will keep moving. Those without a K-TAG will be billed based on the license plate information on the vehicle. Hewitt said K-TAGS will still be beneficial to drivers and the KTA.

"Of the folks who don't have a K-TAG, it's more expensive because we have to look you up, find you, send you a bill, wait for you to send us the money back," he said. "So we incentivize folks to get a K-TAG because you tie a payment to your K-TAG and we just ding your card or bank account when you use the turnpike."

Drivers in vehicles with two to four axles can save 35 percent on tolls by using a K-TAG. A credit card or bank account can be attached to a K-TAG account for hands-free payment for using the turnpike. K-TAGs also work on roads in Oklahoma, Texas, and Florida.

Kansas is hardly the first state to try cashless tolling. At least six states, including Colorado, California, and Texas, have versions of cashless tolling. Hewitt said KTA's new cashless system is a byproduct of what those other states have done.

"It was pretty daunting for our IT folks, but we brought partners in to make sure we did it right," he said. "We're not reinventing the wheel because other states and turnpikes across the country have been doing this for a while. We're learning from those lessons where they've struggled but also the success stories. We're putting it together, and we feel like we have a pretty good system to roll out."

No system is perfect. Under the current system, registration information is collected from vehicles that do not have a K-TAG but avoid toll booths. Hewitt knows a small number of drivers will continue to try and manipulate the system.

"That is the small risk to us, but the long-term success and improvements are going to be really good for our system despite chasing a few folks," he said. "We know we're going to have one or two percent of our people that are going to find ways to escape the tolls, not pay the tolls, change their information, try to hide their license plate - it happens in every state. It's not going to affect our business from the standpoint that 98 percent do the right thing. They pay, they pay on time, and they're good partners.

"There will be some we have to write off. That's the reality of it. But that shouldn't stop us from doing the right thing of making it safer and more convenient for the 98 percent of our good customers."

Hewitt said approximately $100 million will go into the project to convert the 236-mile turnpike into a cashless system. With the K-TAG rates, the Kansas Turnpike will offer the lowest rates of any cashless system across the country.&nbsp;

Kansas Turnpike CEO: K-TAG beneficial to all when KTA goes cashless

MCCONNELL AIR FORCE BASE, Kan.&nbsp;– McConnell Air Force Base’s aircraft are departing Monday, to relocate away from&nbsp;<a href="https://forecast.weather.gov/wwamap/wwatxtget.php?cwa=ICT&amp;wwa=hazardous%20weather%20outlook" target="_blank">severe</a>&nbsp;<a href="https://www.weather.gov/media/ict/DssPacket.pdf" target="_blank">weather</a>&nbsp;which is forecasted for the Wichita area, according to a media release from the base.

That forecast calls for high winds with the potential for large hail and the possibility of tornadoes. As such, the base’s KC-135R Stratotanker and KC-46A Pegasus aircraft are being relocated to other military bases outside the local area to protect the aircraft from potential damage, and preserve mission capability for McConnell Air Force Base to provide Air Refueling, Airlift and Aeromedical Evacuation worldwide.

The remaining aircraft, undergoing various phases of maintenance, along with a range of flightline vehicles and equipment, are being stored in hangars.

This is the third relocation of McConnell aircraft in four weeks, due to severe weather. While off-station, McConnell aircrews will continue training activities with other military units around the country.

Kan. Air Force Base again relocates aircraft ahead of severe weather

WYANDOTTE COUNTY—Detectives are investigating a homicide at at Kansas home.

Just after 10:30a.m. Saturday, police&nbsp;were dispatched to a shooting at a home in the 2400 block of Alden. Street, according to a media release.

First responders discovered a man with apparent gunshot wounds. He was pronounced deceased on scene.&nbsp; Detectives detained one person. 

This incident is under investigation by the KCKPD Major Case Unit.&nbsp; The is the ninth homicide of the year in Kansas City, Kansas.

This is often called ransomware, which uses computer software to lock files and withhold the key to unlock the files until a payment is made. Cyberattack: City of Wichita forced to shut down computer network

MCPHERSON COUNTY —Law enforcement in Kansas continue to see more drivers traveling well above the posted speed limit

On Saturday May the 4, the force failed this one and it didn't take a starfighter to catch them, according to a social media report from the McPherson County Sheriff.

'A Deputy was summoned to find this dark side driver,  traveling at excessive speeds with no regard for the safety of themselves or others."

"Hopefully, the fine and court date issued will save lives in the future."

Tactical nuclear weapons include air bombs, warheads for short-range missiles and artillery munitions and are meant for use on a battlefield. They are less powerful than the massive warheads that arm intercontinental ballistic missiles and are intended to obliterate entire cities.

The Russian announcement appeared to be a warning to Ukraine’s Western allies about becoming more deeply involved in the more than two-year war. Some of Ukraine’s Western partners have previously expressed concern about stoking the conflict amid fears it could spill beyond Ukraine into a war between NATO and Russia.

French President Emmanuel Macron repeated last week that he doesn’t exclude sending troops to Ukraine, and U.K. Foreign Secretary David Cameron said Kyiv’s forces will be able to use British long-range weapons to strike targets inside Russia. Some other NATO countries providing weapons to Kyiv have balked at that possibility.

The Kremlin branded those comments as dangerous, heightening tension between Russia and NATO. The war already has placed significant strain on relations between Moscow and the West.

Kremlin spokesman Dmitry Peskov on Monday said Macron’s recent statement and other remarks by British and U.S. officials had prompted the nuclear drills.

“It’s a new round of escalation,” Peskov said, referring to what the Kremlin regarded as provocative statements. “It’s unprecedented and requires special attention and special measures,” Peskov told reporters.

Dmitry Medvedev, the deputy head of Russia’s Security Council that's chaired by President Vladimir Putin, said in his typically hawkish fashion that the comments by Macron and Cameron risked pushing the nuclear-armed world toward a “global catastrophe.”

It wasn’t the first time Europe’s military support for Ukraine has irked Russian authorities and prompted nuclear saber-rattling. In March last year, after the U.K. government’s decision to provide Ukraine with armor-piercing shells containing depleted uranium, Putin announced that he intends to&nbsp;<a href="https://apnews.com/article/russia-belarus-nuclear-weapons-2d9584534da25c00c56dbf7b14694e0e">deploy tactical nuclear weapons</a>&nbsp;on the territory of Belarus.

The ministry said the exercise is intended to “increase the readiness of non-strategic nuclear forces to fulfill combat tasks” and will be held on Putin’s orders. The maneuvers will involve missile units of the Southern Military District along with the air force and the navy, it said.

Western officials have blamed Russia for threatening a wider war through provocative acts. NATO countries said last week they&nbsp;<a href="https://apnews.com/article/nato-russia-ukraine-war-73a3a226a6d036f8eafade7afca0ca5c">are deeply concerned</a>&nbsp;by a campaign of hybrid activities on the military alliance’s soil, accusing Russia of being behind them and saying they represent a threat to their security.

Peskov dismissed those claims as “new unfounded accusations leveled at our country.”

Meanwhile, Ukrainian drones hit two vehicles Monday in Russia’s Belgorod region, killing six people and injuring 35 others, including two children, local authorities said, in an area frequently struck by Kyiv’s forces in recent months.

One of the vehicles was a minibus that was carrying farm workers, Belgorod Gov. Vyacheslav Gladkov said.

No other details were immediately available, and it was not possible to independently confirm the report from the border region.

While Ukraine’s army is largely pinned down on the 1,000-kilometer (600-mile) front line due to a shortage of troops and ammunition after more than two years of fighting, it has used its long-range firepower to hit targets deep inside Russia. The apparent aim is to disrupt Russia’s war logistics system by hitting oil refineries and depots, and unnerve the Russian border regions.

The&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-belgorod-bd4ea87798ce5161b332e0676558ca24">Belgorod</a>&nbsp;region was a staging ground for Russia’s full-scale invasion of Ukraine in February 2022. It has come under regular attack ever since Russian forces retreated there from northeastern Ukraine early in the war following a counteroffensive by Kyiv.

In what has largely been a war of attrition, Russia has also relied heavily on long-range missile, artillery and drones to wreak damage on Ukraine.

At the end of last year, Belgorod officials said 25 people were killed, including five children, and more than 100 were injured in a Ukrainian attack, and regular rocket and drone strikes have continued since then. The area can be reached by relatively simple and mobile weapons such as multiple rocket launchers from forests on the Ukrainian side.

Russian authorities said in March they planned to&nbsp;<a href="https://apnews.com/article/russia-ukraine-belgorod-border-evacuation-children-029e64bdb0d9ba2c8a13dc0854aa7ca4">evacuate about 9,000 children</a>&nbsp;from the area because of continuous shelling, after Putin said he wanted to create a buffer zone to help protect border regions.

Also, the Kremlin's forces kept up their bombardment of Ukraine's power grid, with a nighttime Russian drone attack targeting energy infrastructure in Ukraine’s northern region of Sumy. Multiple towns and villages in the region, including Sumy, lost power, regional authorities said.

Russia attacked Ukrainian targets with 13 Shahed drones overnight, 12 of which were intercepted in the Sumy region, Ukraine’s air force said.

Russia will conduct nuclear weapon drills in response to ‘threats’ from the West

ST. LOUIS (AP) — A former Boy Scout volunteer has been sentenced to 22 years in prison for hiding cameras in a bathroom at a Missouri camp.

A federal judge on Thursday also ordered David Lee Nelson, a 41-year-old from Redmond, Washington, to pay more than $60,000, with some of the money going toward counseling for the victims. Some of them described at the hearing being fearful and unable to trust because of what happened.

The U.S. attorney’s office said Nelson placed the cameras in paper towel dispensers in July 2021, positioning them so they would capture a shower stall and other parts of the bathroom at the S Bar F Scout Ranch in St. Francois County.

The camp is about 80 miles south of St. Louis.

Scouts were cleaning restroom stalls with a leader when one of the cameras was discovered. A search ensued, and another camera was found. Leaders then called law enforcement.

Nelson pleaded guilty in January to two counts of production of child pornography and two counts of attempted production of child pornography.

Once released from prison, he will be on supervised release for life, the U.S. attorney’s office said.

Marquis Earl Savannah, 19, Blue Springs faces felony charges of Murder in the 1st Degree and Armed Criminal Action.

According to court records, Blue Springs police officers were dispatched on a shooting on April 13, 2024, about 10:30 p.m. Officers found two victims later identified as LaDronal Hamilton Jr., 19, Kansas City, Missouri and Karmello Matlock, 20, Blue Springs, Missouri, in Wilbur Young Park in Blue Springs.

One victim was in the parking lot near the volleyball courts. The second victim was found near a basketball court nearby. Witnesses told police that a fist fight escalated to a shooting. A pistol, shell casings, bullets and bullet fragments were collected at the scene. Police detectives reviewed camera footage that showed the fight and the shooting. The defendant can be seen charging the victim, then firing multiple shots at the victim. A second suspect drew a handgun and fired shots as well.

Investigation of these shootings continues.&nbsp;

Fist fight led to double homicide in Kansas City park

JACKSON COUNTY—Law enforcement authorities are investigating two suspects on drug allegations.

Just after 1:30 a.m. May 1.,&nbsp; a Sheriff’s deputy stopped an SUV for a traffic infraction in rural Jackson County, Kansas, according to Sheriff Tim Morse. During the stop, illegal drug contraband was observed in plain view and a search of the car was initiated.

 Additionally, during the stop, methamphetamine was located. The driver identified as Melissa Brown, 54, of Topeka, was arrested for possession of methamphetamine and driving while suspended. The passenger, Christian Rodriguez-Rodriguez, 41, of Topeka, was arrested on requested charges of interference with law enforcement and he also had an outstanding warrant through Jackson County Sheriff’s Office.

WASHINGTON (AP) — Scammers stole more than $3.4 billion from older Americans last year, according to an&nbsp;<a href="https://apnews.com/hub/us-federal-bureau-of-investigation">FBI</a>&nbsp;report that shows a rise in losses through increasingly sophisticated&nbsp;<a href="https://apnews.com/article/scams-phishing-robocalls-facebook-marketplace-291255fc54f4bef161cb6155af562d96">criminal tactics</a>&nbsp;to trick the vulnerable into giving up their life savings.

Losses from scams reported by Americans over the age of 60 last year were up 11% over the year before, according to the FBI's report. Investigators are warning of a rise in brazen schemes to drain bank accounts that involve sending couriers in person to collect cash or gold from victims.

“It can be a devastating impact to older Americans who lack the ability to go out and make money,” said Deputy Assistant Director James Barnacle of the FBI’s Criminal Investigative Division. “People lose all their money. Some people become destitute."

The FBI received more than 100,000 complaints by victims of scams over the age of 60 last year, with nearly 6,000 people losing more than $100,000. It follows a sharp rise in reported losses by older Americans in the two years after the 2020 coronavirus pandemic, when people were stuck at home and easier for scammers to reach over the phone.

Barnacle said investigators are seeing organized, transnational criminal enterprises targeting older Americans through a variety of schemes, like&nbsp;<a href="https://apnews.com/article/romance-scams-563ed335a7fc6a27f3f97ec14df1b867">romance scams</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/investing-fraud-scam-regulators-874f9e3a315aa6cfd13335c92019ed54">investment frauds</a>.

The most commonly reported fraud among older adults last year was tech support scams, in which criminals pose over the phone as technical or customer service representatives. In one such scam authorities say is rising in popularity, criminals impersonate technology, banking and government officials to convince victims that foreign hackers have infiltrated their bank accounts and instruct them that to protect their money they should move it to a new account — one secretly controlled by the scammers.

Federal investigators saw an uptick between May and December of scammers using live couriers to take money from victims duped into believing their accounts had been compromised, according to the FBI. In those cases, scammers tell victims that their bank accounts have been hacked and that they need to liquidate their assets into cash or buy gold or other precious metals to protect their funds. Then the fraudsters arrange for a courier to pick it up in person.

“A lot of the the fraud schemes are asking victims to send money via a wire transfer, or a cryptocurrency transfer. When the victim is reluctant to do that, they’re given an alternative," Barnacle said. “And so the bad guy will use courier services.”

Earlier this month, an 81-year-old Ohio man&nbsp;<a href="https://apnews.com/article/ohio-uber-driver-fatally-shot-2efec12816a9a40934a6a7524e20e613">fatally shot an Uber driver</a>&nbsp;he thought was trying to rob him after receiving scam phone calls, according to authorities.

The man had been receiving calls from someone pretending to be an officer from the local court who demanded money. The Uber driver had been told to retrieve a package from the man’s home, a request authorities say was possibly made by the same scam caller or an accomplice.

Still, the switch is considered “paradigm-shifting, and it’s very exciting,” Vince Sliwoski, a Portland, Oregon-based cannabis and psychedelics attorney who runs well-known legal blogs on those topics, told The Associated Press when the federal Health and Human Services Department recommended the change.

“I can’t emphasize enough how big of news it is,” he said.

It came after&nbsp;<a href="https://apnews.com/article/biden-marijuana-government-and-politics-2d5e3d9e2cfbbbe3ee114536738894a8">President Joe Biden asked</a>&nbsp;both HHS and the attorney general, who oversees the DEA, last year to review how marijuana was classified. Schedule I put it on par, legally, with heroin, LSD, quaaludes and ecstasy, among others.

Biden, a Democrat, supports legalizing medical marijuana for use “where appropriate, consistent with medical and scientific evidence,” White House press secretary Karine Jean-Pierre said Thursday. “That is why it is important for this independent review to go through.”

IF MARIJUANA GETS RECLASSIFIED, WOULD IT LEGALIZE RECREATIONAL CANNABIS NATIONWIDE?

No. Schedule III drugs — which include ketamine, anabolic steroids and some acetaminophen-codeine combinations — are still controlled substances.

They're subject to various rules that allow for some medical uses, and for federal criminal prosecution of anyone who traffics in the drugs without permission.

No changes are expected to the medical marijuana programs now licensed in 38 states or the legal recreational cannabis markets in 23 states, but it's unlikely they would meet the federal production, record-keeping, prescribing and other requirements for Schedule III drugs.

There haven't been many federal prosecutions for simply possessing marijuana in recent years, even under marijuana’s current Schedule I status, but the reclassification wouldn't have an immediate impact on people already in the criminal justice system.

“Put simple, this move from Schedule I to Schedule III is not getting people out of jail,” said David Culver, senior vice president of public affairs at the U.S. Cannabis Council.

But rescheduling in itself would have some impact, particularly on research and marijuana business taxes.

Because marijuana is on Schedule I, it's been very difficult to conduct authorized clinical studies that involve administering the drug. That has created something of a Catch-22: calls for more research, but barriers to doing it. (Scientists sometimes rely instead on people’s own reports of their marijuana use.)

Schedule III drugs are easier to study, though the reclassification wouldn't immediately reverse all barriers to study.

(Yes, at least some cannabis businesses, particularly state-licensed ones, do pay taxes to the federal government, despite its prohibition on marijuana.) Industry groups say the tax rate often ends up at 70% or more.The deduction rule doesn't apply to Schedule III drugs, so the proposed change would cut cannabis companies' taxes substantially.They say it would treat them like other industries and help them compete against illegal competitors that are frustrating licensees and officials in&nbsp;<a href="https://apnews.com/article/marijuana-new-york-unlicensed-pot-shops-crackdown-343e14fd9e95dd15fb9bb4ebb74da9c6">places such as New York</a>.“You’re going to make these state-legal programs stronger,” says Adam Goers, an executive at medical and recreational cannabis giant Columbia Care. It has repeatedly passed the House but stalled in the Senate.ARE THERE CRITICS? WHAT DO THEY SAY?Indeed, there are, including the national anti-legalization group Smart Approaches to Marijuana. President Kevin Sabet, a former Obama administration drug policy official, said the HHS recommendation “flies in the face of science, reeks of politics” and gives a regrettable nod to an industry “desperately looking for legitimacy.”Some legalization advocates say rescheduling weed is too incremental. They want to keep the focus on removing it completely from the controlled substances list, which doesn't include such items as alcohol or tobacco (they're regulated, but that's not the same).Paul Armentano, the deputy director of the National Organization for the Reform of Marijuana Laws, said that simply reclassifying marijuana would be “perpetuating the existing divide between state and federal marijuana policies.” Minority Cannabis Business Association President Kaliko Castille said rescheduling just "re-brands prohibition," rather than giving an all-clear to state licensees and putting a definitive close to decades of arrests that disproportionately pulled in people of color.“Schedule III is going to leave it in this kind of amorphous, mucky middle where people are not going to understand the danger of it still being federally illegal,” he said.___ Peltz reported from New York.
