TOPEKA –&nbsp;Governor Laura Kelly announced that she has formed the Kansas Water Subcabinet to formalize cross-agency coordination, collaboration, and planning on the state’s water quantity and quality priorities. Creating the subcabinet provides an efficient and practical internal forum for experts across several agencies to discuss water-related data and policy and strengthen state government initiatives on emerging and long-term water issues.

“My administration has been laser-focused on finding and implementing sustainable solutions to address our state’s water concerns,” Kelly said. “This subcabinet ensures we are all pulling in the same direction in those efforts and building an all-of-government approach to water issues.”

The Kansas Water Subcabinet will be managed by the Governor’s Special Advisor on Water, and its permanent members will include representatives from the Kansas Water Office, the Kansas Department of Agriculture, the Kansas Department of Commerce, the Kansas Department of Health and Environment, and the Kansas Department of Wildlife and Parks.

“Our state’s agricultural and rural economy is fueled by water, which is why our stakeholders often point to long-term water management as one of the state’s most critical challenges,”&nbsp;Kansas Agriculture Secretary Mike Beam said. “I’m looking forward to enhancing the collaboration among state officials with an active Water Subcabinet.”

The group's tasks could include developing cross-agency goals and strategies on Kansas’ long-term water quantity and quality issues, strengthening service delivery of the state’s water grants and programs, and responding to upcoming and short-term water-related issues while strategizing preventative measures. The subcabinet will also prioritize securing federal or private funding opportunities across agencies to leverage the state’s historic recent investments in the Kansas Water Plan.

MANHATTAN — Kansas State University is taking the next steps toward a more sustainable future by launching and leading the collaborative, multi-institutional&nbsp;<a href="https://www.k-state.edu/next-gen/interdisciplinary-institutes/water-institute/" target="_blank">Kansas Water Institute</a>.

The interdisciplinary institute will build on the work of the Kansas Water Resources Institute, which was established under the 1964 Water Resources Research Act and historically operated out of K-State's College of Agriculture. The new Kansas Water Institute will be elevated to a university-level priority at K-State to bring interdisciplinary university resources and expertise together to develop innovative solutions to today's water challenges, leveraging the more than 75 faculty across the university who are working on water-related issues."

Because the new institute is a university-wide initiative, we will be able to utilize the expertise and resources from across the institution," said Beth Montelone, senior associate vice president for research. "This approach will allow us to address water resource challenges in a meaningful and timely manner.

"The institute will draw upon expertise from every K-State college, campus, and Research and Extension station to drive transformational discovery, including conducting research on novel irrigation and water management approaches, reservoir sediment reduction strategies, urban stormwater mitigation, risk factors for water-contaminant driven disease, social perceptions and behaviors around water use, and climate modeling. In addition to research, the Kansas Water Institute will advance interdisciplinary water-related teaching and engagement."

We will bring together close to 100 faculty members and researchers across the university to address these challenges in a variety of interdisciplinary teams. We will not only do research to solve our current water issues but also train the next generation to ensure that we can sustainably use this precious resource to allow the state to prosper into the future.

"The collaboration won't stop at the university level — tackling the state and nation's water resource challenges will also require leveraging the expertise and knowledge of partnering Board of Regents institutions as well as local, state, and federal agencies and organizations, including the Kansas Department of Agriculture, the Kansas Water Office, the Kansas Geological Survey, the Kansas Department of Health and Environment, the Kansas Biological Survey and the U.S. Geological Survey.

The Kansas Legislature is also working to provide Kansans with the framework, policy and tools — developed in concert with agency partners and stakeholders — to manage, secure and protect a reliable, safe, long-term statewide water supply through the Kansas House Water Committee led by Rep. Jim Minnix.

"The Kansas House Water Committee worked diligently this year to work with experts and community stakeholders to craft historic legislation to invest in the state's water policy and sustainability," said Rep. Minnix. "I appreciate all the time and effort my fellow committee members dedicated to this important issue, and we look forward to furthering our work with the help of the Kansas Water Institute.

"Susan Metzger, director of strategic interdisciplinary program development at K-State and director of the Kansas Center for Agricultural Resources and the Environment, said that addressing the water resource challenges of our state and nation will require a collective effort and enhanced collaborations across research and education institutions, agencies and organizations.

K-State launches multi-institutional Kansas Water Institute

TOPEKA— Governor Laura Kelly announced the Kansas Department of Agriculture is receiving nearly $25 million from the U.S. Department of Agriculture to support water conservation and groundwater management in the High Plains Aquifer.&nbsp;&nbsp;

“Kansas farmers drive our state’s economic success, and water quality and quantity are a key part of that,” Kelly said.&nbsp;“This funding will accelerate our work to help more producers voluntarily implement practices that ensure Kansans have access to sustainable, reliable water sources for generations to come.”&nbsp;

The funding comes through USDA’s Natural Resources Conservation Service as part of the Regional Conservation Partnership Program. The program aims to reduce water use by collaborating with farmers and ranchers to implement a combination of conservation practices including irrigation water management, cover crops, reduced tillage, and nutrient management.&nbsp;

“To feed the world and to operate profitably, Kansas farmers need a secure water supply for this generation and the next,”&nbsp;said Representative Sharice Davids.&nbsp;“Our producers have been working hard to use water even more efficiently, and I'm pleased that this federal investment will help further that mission. Continued success of agriculture in Kansas is critical to our state's economy and lowering food costs — issues that are top of mind as I work with my colleagues to pass a bipartisan Farm Bill.”&nbsp;

The High Plains Aquifer is the largest groundwater source in Kansas and plays an important economic role as farmers rely on it for irrigation. Lying underneath western and south-central Kansas, it consists of several hydraulically connected aquifers.&nbsp;

Ellis County and Hays are not located in the aquifer.

“I’m thrilled that USDA’s Natural Resources Conservation Service has awarded this grant to Kansas,”&nbsp;said Kansas Department of Agriculture Secretary Mike Beam.&nbsp;“This five-year project, built on a collaborative effort by KDA’s Division of Conservation, the Kansas Water Office, local groundwater management districts, non-governmental conservation groups, private landowners and irrigators, and others, will help implement increased conservation and water efficient practices across the High Plains Aquifer of Kansas. I’m confident this voluntary incentive-based initiative will be a successful project.”&nbsp;

The RCPP aims to reduce water use by 10 percent in each of Kansas’ five Groundwater Management Districts. NRCS also announced that Ducks Unlimited will be receiving $10 million as part of the Kansas Nebraska Wetland Initiative to create, restore, and protect wetland and riparian barriers in Nebraska and Kansas.

Kansas to receive $25 million to support High Plains Aquifer

TOPEKA&nbsp;– Governor Laura Kelly and the Kansas Water Office&nbsp; announced that $85 million over five years will go toward water projects with the launch of the Technical Assistance Fund Grants and Water Projects Fund Grants programs. 

Both grant programs provide funding for up-front technical assistance and on-the-ground actions needed to address water quantity and quality issues around the state.

The grants were made possible when Kelly signed&nbsp;<a href="https://lnks.gd/l/eyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDEsInVyaSI6ImJwMjpjbGljayIsInVybCI6Imh0dHBzOi8vd3d3LmtzbGVnaXNsYXR1cmUub3JnL2xpL2IyMDIzXzI0L21lYXN1cmVzL2hiMjMwMi8iLCJidWxsZXRpbl9pZCI6IjIwMjMxMTAxLjg0OTgwMzUxIn0.Qtnw7EznfzdBkbXXTMjqAPACVOkA99iJRWQ-Es_rGhw/s/1303161001/br/229687112352-l" target="_blank">Senate Substitute for HB 2302</a>, a bipartisan bill from the 2023 legislative session that increased funding for the State Water Plan Fund and established these two grant programs.

“Current drought conditions across Kansas have reinforced that strong water infrastructure is essential to growing our economy and preserving our quality of life for future generations,” Kelly said. “These two grant opportunities will provide critical technical assistance and resources to improve our state’s vital water infrastructure.”

The Technical Assistance Fund Grants, totaling $5 million each year for five years, provide funding for planning, engineering, managing, and other technical assistance to develop water infrastructure projects and to process grant and loan applications for such projects. Approved grants will not exceed $1 million.

The Water Projects Fund Grants, totaling $12 million each year for five years, provide funding for construction, repair, maintenance, or replacement of water-related infrastructures and related construction costs; matching money for grant or loan applications for water-related infrastructure projects; and payment towards certain loan balances. Approved grants will not exceed $1 million.

$85M for 2 new water-related grant programs available from Kansas Water Office

TOPEKA – U.S. Department of Agriculture Rural Development Kansas State Director Christy Davis announced that Rural Development is awarding $4.21 million in grants to help agricultural producers and rural small business owners, including several in northwest Kansas, make energy efficiency improvements and renewable energy investments to lower energy costs, generate new income and strengthen the resiliency of their operations.

“Rural Development is ensuring small businesses in rural Kansas are part of the clean energy economy,” Davis said. “The investments announced today expand access to renewable energy infrastructure and help Kansans save money on their energy costs.”

These Kansas projects are part of a larger national announcement which includes 44 other states and one territory. The Department is awarding these loans and grants through the Rural Energy for America Program.&nbsp;

· An $11,987 grant will help purchase and install an 8.6-kilowatt rooftop solar system for CTB West 15th LLC of Emporia. The project will replace 13,416 kilowatt hours of electricity per year, over 100 percent of the company's electricity use, and enough to power more than one home.

· A $448,440 grant will help purchase and install 149-kilowatt total in solar arrays for Carrico Implement Company Inc. in Beloit, Hays, and Ellsworth. The project is estimated to annually replace 862,996 kilowatt hours, enough energy to power 81 homes. Carrico Implement has 90 employees.

· A $79,914 grant will help purchase and install replacement energy efficient refrigeration and freezers at Clasen LLC's Gene's Heartland Foods store in Eudora. The project is expected to save 170,912 kilowatt hours per year, which is 25.4 percent of the facility's usage, enough to power 16 homes. The project is expected to save the company $17,785 per year in electrical costs.

· A $55,600 grant will help purchase and install a 64.2-kilowatt solar photovoltaic system for of Jayco Vent Valve Inc. in Parsons. The project is expected to replace 71,585 kilowatt hours per year, 74 percent of Jayco Vent Valve's usage and enough energy to power six homes. The project is expected to save the company $10,659 per year in electrical costs.

· A $20,000 grant will help purchase and install a 15.5-kilowatt solar photovoltaic system for Town Royal LLC of Emporia. The project is expected to replace 23,876 kilowatt hours per year, nearly half of Town Royal's usage and enough energy to power two homes. The project is expected to save the company $3,106 per year in electrical costs.

· A $79,987 grant will help purchase and install a 67.1-kilowatt solar photovoltaic system for Blue Water SC LLC in Emporia. The project is expected to replace 87,822 kilowatt hours per year, which is 91.6 percent of Blue Water’s usage and enough to power eight homes. The project is expected to save the company $14,246 per year in electrical costs.

· A $48,787 grant will help purchase and install a 36.6-kilowatt solar photovoltaic system for Kress LLC in Emporia. The project is expected to replace 55,840 kilowatt hours per year, 51.3 percent of Kress's usage and enough to power five homes. The project is expected to save the company $8,090 per year in electrical costs.

· A $23,284 grant will help purchase and install a 21.56-kilowatt solar photovoltaic system for Carl’s Sales &amp; Service Inc. in Thayer. The project is expected to replace 33,331 kilowatt hours per year, which is 99.8 percent of Carl’s Sales &amp; Service's usage and enough to power three homes. The project is expected to save the company $5,322 per year in electrical costs.

· A $247,250 grant will help purchase and install a 308-kilowatt solar array for Central Electropolishing Company Inc. of Anthony. The project is estimated to replace 421,670 kilowatt hours per year, which is enough energy to power 39 homes. Central Electropolishing currently has 29 employees.

· A $269,120 grant will help purchase and install a 278-kilowatt solar array for BMG of Kansas Inc. in Hesston. The project is estimated to replace 362,700 kilowatt hours per year, which is enough energy to power 34 homes. BMG of Kansas currently has 52 employees.

· A $54,885 grant will help purchase and install a 41.58-kilowatt solar photovoltaic system for Grow at Eden, a childcare facility in Parsons. The project is expected to replace 63,684 kilowatt hours per year, 115 percent of the company's usage and enough to power six homes. The project is expected to save the company $9,196 per year.

· A $32,140 grant will help purchase and install a 32.4-kilowatt solar photovoltaic system for AMP Commercial, a real estate leasing business in Ellis County. This project will realize $2,733 per year in savings and will replace 25,863 kilowatt hours per year, enough energy to power two homes.

· A $50,494 grant will help purchase and install energy efficient refrigeration units for LaDow's Market of Lebanon. This project will realize $4,978 per year in savings and will replace 56,731 kilowatt hours, enough electricity to power five homes.

· A $22,300 grant will help purchase and install a 16.28-kilowatt solar photovoltaic system for Casey Andersen of Gove County. This project will realize $2,335 per year in savings and will replace 21,358 kilowatt hours, which is enough energy to power two homes.

· A $72,726 grant will help purchase and install a 47.52-kilowatt solar photovoltaic system for Greg Andersen of Gove County. This project will realize $2,946 per year in savings and will replace 33,067 kilowatt hours per year, enough energy to power three homes.

· A $1,000,000 grant will be used to improve an ethanol recovery system for Western Plains Energy LLC of Gove County. This project will generate additional biofuel of 4.8 million gallons each year, enough to fuel 6,534 automobiles per year.

· A $23,264 grant will help purchase and install a 15.91-kilowatt solar photovoltaic system for Shannon Hopson of Thomas County. This project will realize $1,791.30 per year in savings and will replace 20,161 kilowatt hours per year, which is enough energy to power nearly two homes.

The USDA continues to accept REAP applications and will hold funding competitions quarterly through Sept. 30, 2024. The funding includes $144.5 million for underused renewable energy technologies. Kansas businesses will see a positive change when submitting required filings with the Secretary of State’s office in 2024. 

During the 2021 Kansas legislative session, my office introduced a bill which became law that will reduce the filing requirements with our office and cut government paperwork. 

Every year, Kansas business owners have been required to file an annual report with the Secretary of State’s office. This will soon change. 

Starting in January, Kansas businesses will file an “Information Report” every two years instead of an “Annual Report” every year. 

Although the content of the report will remain the same, the transition from annual filings to biennial filings will reduce paperwork for Kansas business owners allowing them to focus more on their business and less time with the government.

TOPEKA&nbsp; – The Office of the Kansas Securities Commissioner, a division of the Kansas Insurance Department, warns investors to be aware of a new type of scam involving the purchase of artificial intelligence&nbsp; algorithms by investors for the purpose of trading cryptocurrencies promising abnormally high returns.

“New technology can often bring with it new scams,” Kansas Insurance Commissioner Vicki Schmidt said. “While the potential exists for AI algorithms to create positive returns on an investment, Kansans should do their own research before investing in any AI or cryptocurrency related offering.”

These scams work by offering investors the opportunity to invest in an AI platform that uses automation to trade cryptocurrency. They often contain a multi-level marketing element that promises additional returns for every additional investor brought to the offering. 

In some cases, these schemes will also offer a secondary investment called an initial coin offering (ICO), which comes with a narrow window of investment opportunity. These ICOs will offer the same cryptocurrency token listed in the ICO as the interest payment source to investors or higher returns if the investor purchases both the AI trading algorithm with the ICO. All these elements combine into a fraud that promises incredibly high returns with little effort—both hallmarks of fraud.

IRS: Beware of fake charities; check before donating

LAWRENCE — For the past 50 years, standardized tests have been the norm in American schools, a method proponents say determines which schools are not performing and helps hold educators accountable. Yet for the past 20 years, it has become clear that testing has failed to improve education or hold many accountable, according to a University of Kansas researcher whose new book details its history.

“<a href="https://www.rutgersuniversitypress.org/an-age-of-accountability/9781978832275">An Age of Accountability: How Standardized Testing Came to Dominate American Schools and Compromise Education</a>” by John Rury, professor emeritus of educational leadership &amp; policy studies at KU, tells the story of how testing became a central focus of American education policy roughly from 1970 to 2020. The book details how it rose to prominence, persisted through generations of leaders and how policymakers routinely ignored evidence that the tests were not improving education for most students.&nbsp;

In the book’s introduction, Rury wrote how testing in American schools dates back to the 1840s but really took hold in the 1970s, when contemporary accountability began with a “minimum competency” high school graduation test in Florida. Other states subsequently adopted a similar approach, especially in the South.

“One of the big questions with these exams,” Rury said, “was setting cut scores. And there was really no scientific way to decide that. In Florida, they set it arbitrarily at 70% because that was the score needed to pass classes generally. The consequence of that was many kids failing, especially African American and poor students.”

The book also covers questions of race and standardized exams. Rury described how tests were called out for racial and cultural bias early on, but the assessment industry responded, and by the 1990s organizations such as the National Urban League backed testing as a way to help address the achievement gap.&nbsp;

Testing has fluctuated in how much attention it gained, and the book outlines how the 1980s became a decade of transition.

“Then testing took a back seat in reform conversations,” Rury said, “and it wasn’t until the '90s that proficiency became a political priority and testing again became a focal point.”

“An Age of Accountability,” published by Rutgers University Press in its New Directions in the History of Education series, documents how American students scored poorly on international tests, especially compared to Japanese students in the late '80s. This helped set the stage for standardized testing being used to hold teachers accountable for not educating American students to the levels of certain international peers. Presidents George H.W. Bush and Bill Clinton both embraced testing in the '90s and even proposed national tests of proficiency. While both met stiff political opposition, it set the stage for No Child Left Behind, the signature education policy of President George W Bush.

The younger Bush campaigned on tales of a “Texas Miracle,” dramatic claims of improvements in schools when he was governor, despite much evidence to the contrary, Rury wrote. The national legislation that followed his arrival in D.C. required students in certain grades to show proficiency in reading and math. More than 20 years later, testing policy remains central to American education.&nbsp;

“All along, since the 1970s, many psychometricians, the people who build assessments, said, ‘Look, you can’t do this with these tests.’ On exit exams, kids will mess up, miss a couple questions below the cut line and not get a diploma, all for just a few questions on a single test. There are major consequences for that in life. My argument is that politicians consistently ignored that. Some even proposed using norm-referenced tests as gateway exams, which is ridiculous. But it all set the stage for No Child Left Behind.”

In the book’s conclusion, Rury outlines how, despite its troubled history, standardized testing continues to be the norm in American education.&nbsp;

“What accountability often does is it really compromises the validity of the test,” Rury said. “This is the underlying problem. When you have a system where people’s jobs are on the line, many are going to find a way to manipulate the assessment process.”

While there are long-standing problems with standardized testing, Rury said his hope is that readers realize there have always been those saying that standardized testing was never meant to be used in this way and to think twice before advocating returning to overreliance on these measures, such as No Child Left Behind.

“These tests are a very poor measure of what kids are doing in schools. That’s the Achilles heel, since most of the variation in scores is due to non-school factors,” Rury said. “I’d rather see measuring growth. That requires testing at the beginning of the school year and again at the end to see how much students have learned. We hear about failing schools, but even there, students often show growth when it’s examined. Saying that current tests are holding schools accountable thus can be very misleading if they’re only administered once a year. I prefer focusing on changes in achievement and using tests not to punish or stigmatize, but to help schools learn how to better serve their students.”

The book details how it rose to prominence, persisted through generations of leaders and how policymakers routinely ignored evidence that the tests were not improving education for most students.&nbsp;In the book’s introduction, Rury wrote how testing in American schools dates back to the 1840s but really took hold in the 1970s, when contemporary accountability began with a “minimum competency” high school graduation test in Florida. Other states subsequently adopted a similar approach, especially in the South.“One of the big questions with these exams,” Rury said, “was setting cut scores. And there was really no scientific way to decide that. In Florida, they set it arbitrarily at 70% because that was the score needed to pass classes generally. The consequence of that was many kids failing, especially African American and poor students.”The book also covers questions of race and standardized exams. Rury described how tests were called out for racial and cultural bias early on, but the assessment industry responded, and by the 1990s organizations such as the National Urban League backed testing as a way to help address the achievement gap.&nbsp;Testing has fluctuated in how much attention it gained, and the book outlines how the 1980s became a decade of transition.“Then testing took a back seat in reform conversations,” Rury said, “and it wasn’t until the '90s that proficiency became a political priority and testing again became a focal point.”“An Age of Accountability,” published by Rutgers University Press in its New Directions in the History of Education series, documents how American students scored poorly on international tests, especially compared to Japanese students in the late '80s. This helped set the stage for standardized testing being used to hold teachers accountable for not educating American students to the levels of certain international peers. Presidents George H.W. Bush and Bill Clinton both embraced testing in the '90s and even proposed national tests of proficiency. While both met stiff political opposition, it set the stage for No Child Left Behind, the signature education policy of President George W Bush.The younger Bush campaigned on tales of a “Texas Miracle,” dramatic claims of improvements in schools when he was governor, despite much evidence to the contrary, Rury wrote. The national legislation that followed his arrival in D.C. required students in certain grades to show proficiency in reading and math. More than 20 years later, testing policy remains central to American education.&nbsp;“All along, since the 1970s, many psychometricians, the people who build assessments, said, ‘Look, you can’t do this with these tests.’ On exit exams, kids will mess up, miss a couple questions below the cut line and not get a diploma, all for just a few questions on a single test. There are major consequences for that in life. My argument is that politicians consistently ignored that. Some even proposed using norm-referenced tests as gateway exams, which is ridiculous. But it all set the stage for No Child Left Behind.”In the book’s conclusion, Rury outlines how, despite its troubled history, standardized testing continues to be the norm in American education.&nbsp;“What accountability often does is it really compromises the validity of the test,” Rury said. “This is the underlying problem. When you have a system where people’s jobs are on the line, many are going to find a way to manipulate the assessment process.”While there are long-standing problems with standardized testing, Rury said his hope is that readers realize there have always been those saying that standardized testing was never meant to be used in this way and to think twice before advocating returning to overreliance on these measures, such as No Child Left Behind.“These tests are a very poor measure of what kids are doing in schools. That’s the Achilles heel, since most of the variation in scores is due to non-school factors,” Rury said. “I’d rather see measuring growth. That requires testing at the beginning of the school year and again at the end to see how much students have learned. We hear about failing schools, but even there, students often show growth when it’s examined. Saying that current tests are holding schools accountable thus can be very misleading if they’re only administered once a year. I prefer focusing on changes in achievement and using tests not to punish or stigmatize, but to help schools learn how to better serve their students.”

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly announced&nbsp; that the Kansas Main Street program is seeking new communities to join the program in 2024. Kansas Main Street provides technical assistance and support for communities working to revitalize their downtown areas by focusing on economic vitality, design, promotion, and organization.

The Kansas Main Street program was initially launched in 1985 but was ended in 2012 under the Brownback Administration. Governor Kelly restarted the program in 2019 with support from the Kansas Legislature.&nbsp;

“The Kansas Main Street Program has been crucial to preserving and growing downtowns across the state,” Kelly said. “Downtown areas are the heartbeat and pride of most communities across Kansas, and improving these community pillars is part of how we’ll bring new jobs to the area.”&nbsp;

Communities wishing to submit applications must first attend a virtual application workshop, which will explain the Main Street Approach and the process for completing the application. Main Street Kansas will host the next virtual application workshop at 10 a.m. Monday, November 13.

Applications for the Kansas Main Street program will open on December 4 and close on January 26, 2024. Applications will be reviewed in February, with new communities announced in March.

Governor Kelly encourages communities to join Kansas Main Street Program

TOPEKA — Kansas Insurance Commissioner Vicki Schmidt recently released the annual “Overview of the Health Insurance Market in Kansas.” 

This report details the 2024 Kansas Health Insurance Market (Marketplace).

Open enrollment is an opportunity for Kansans to make decisions about their health insurance coverage. They can stay on their current policy, if available, or enroll in a different policy from the same company or a different company. 

“It is important for Kansans to make informed decisions when deciding which coverage is best for them and their families,” Schmidt said. “The Kansas Insurance Department is here to provide information and assist.” 

The open enrollment period for Kansans will be from November 1 until January 15. 

Kansans who would like to start their health insurance coverage effective January 1 must enroll by December 15. Health insurance purchased on the Marketplace between December 16 and January 15 will not begin coverage until February 1.

“Each of the goals and recommended actions set in the Kansas Water Plan and by the Regional Advisory Committees seeks to address issues that affect the livelihood of Kansans,”&nbsp;Connie Owen, director of the Kansas Water Office, said. “This program helps organizations throughout the state to take action in addressing those issues.”

Eligible applicants include agricultural commodities, advocacy organizations, colleges/universities, conservation organizations, non-profit organizations, private sector partners, public governmental entities, and water-related districts.

KWPPI applications are encouraged to include a minimum of 50% match, a succinct project proposal, a proposed budget, and a project schedule. Applications submitted by December 29, 2023, will be considered for this initial round of funding, with submittals after this date to be evaluated pending available funds. Just before noon, the school reported there is no ongoing threat to the public. Local law enforcement are working with GCCC officials to ensure student and staff safety. Normal business operations, including classes, remain closed for the duration of the day.

The lockout for all schools in USD 457 was also lifted, according to a social media report from the district.&nbsp; The rest of the school day will continue as normal.&nbsp;

TOPEKA&nbsp;– Governor Laura Kelly announced that Vijay Ramasamy has joined the Kelly Administration to serve as special advisor for water. In this role, Ramasamy will advise Kelly on water planning and develop coordinated strategies to ensure a sustainable future for water in Kansas.&nbsp;

“I am glad Vijay has rejoined my Administration to lead our work on water projects and move conservation efforts forward,”&nbsp;said Governor Laura Kelly.&nbsp;“This new role reaffirms my commitment to preserving our remaining water supply that has powered our farming economy for decades. Vijay’s expertise will be crucial as we address the historic drought Kansas is facing.”&nbsp;

The Special Advisor for Water is a new position created by Kelly to drive progress on the state's most pressing water issues. Ramasamy will be working with state and local partners throughout Kansas and across the region to advance shared water policy goals and develop strategies addressing short- and long-term issues related to water quality and quantity.&nbsp;

“It’s such a privilege to be able to return to my home state and serve the Kelly Administration and the people of Kansas on this critical issue,”&nbsp;Ramasamy said.&nbsp;“Water is the lifeblood of our communities and our economy, and I am looking forward to working with our incredible state and local partners to support the governor’s vision of securing this precious natural resource for generations to come.”&nbsp;

Ramasamy returns to the Kelly Administration, where he first served as a Policy Coordinator and later as a Policy and Budget Advisor from 2019-2021. Ramasamy recently completed both a master of public policy and a master of science in comparative social policy as a Rhodes Scholar at the University of Oxford. He holds an undergraduate bachelor of arts degree in public health studies from Johns Hopkins University.&nbsp;

If you have Medicare, October 15 – December 7 is when you can make changes to your Medicare health and Part D prescription drug plans. About now, you’ll probably be seeing ads from plans by mail, email, phone, and on TV. You might hear from scammers, too — but how will you know?

They pretend to be from or connected to Medicare, or to a business you know. Their goal? Steal your information. To avoid the scammers:• Never give personal information to anyone who&nbsp;<a href="https://consumer.ftc.gov/features/pass-it-on/health-insurance-scams" target="_blank">contacts you out of the blue</a>. Even if the request seems to come from Medicare. They might ask for things like your Medicare, Social Security, or financial account numbers. But&nbsp;<a href="https://www.medicare.gov/basics/reporting-medicare-fraud-and-abuse#:~:text=Remember%20that%20Medicare%20will%20never,a%20member%20of%20the%20plan." target="_blank">Medicare doesn’t call people unexpectedly</a>&nbsp;and ask for your Medicare number or financial information. They won’t call you to sell insurance or health care products. Not sure that call is legitimate? Hang up and call Medicare at 1-800-MEDICARE.&nbsp;• Don’t respond to anyone who seems to be from Medicare and asks for your personal info. They might reach out by phone, mail, email, social media message, or text. They might include the Medicare name. They might look or seem government-y. But as soon as they ask for your Medicare, Social Security, or financial account numbers, you know it’s a scam. The real Medicare doesn’t ask for that kind of information. Also, don’t click on links, open any attachments, or call any numbers if you get those messages. They’re probably&nbsp;<a href="https://consumer.ftc.gov/articles/how-recognize-and-avoid-phishing-scams" target="_blank">phishing</a>&nbsp;for your personal or financial information.
