<a href="https://www.coldwellbanker.com/offices/1001-main-street-hays-ks-67601" rel="noopener noreferrer" target="_blank"><img src="https://www.hayspost.com/wp-content/uploads/2017/06/ColdwellBankerLeaderboard.jpg" height="90" width="728"></a> The Hays Larks are headed west. After a one-year stint in the Kansas Collegiate League Baseball, the Larks are joining the Rocky Mountain Baseball League and will begin play in the 2020. “It’s something we’ve been talking about, trying to make sure we get the right kind of competition for our players to compete against and we just felt joining the RMBL would be the best fit for us” said Larks manager Frank Leo. “The teams out there are all willing to travel into Hays which helps fill out home schedule.” Following the breakup of the Jayhawk League, the Larks joined the KCLB last season along with the Liberal BeeJays and the Dodge City A’s. Outside of their former Jayhawk League rivals, only two other teams in the KCLB were willing to travel to western Kansas to play games. “That was one of the drawbacks of the KCLB. Teams there were kind of restricted a little bit in their budgets and not able to do extensive traveling but the teams out in the RMBL are willing to do that,” Leo said. “We’ve played several of those teams and the competition out there was good then they came to Hays to play us.” Not counting their games with the Liberal BeeJays and Dodge City A's who are opting to remain in the KCLB, the Larks went 15-1 against the rest of the league and scored 10 or more runs in 11 of those 16 games. The Rocky Mountain Baseball League will now consist of nine teams. In addition to the Larks, the other eight teams are in Colorado and includes the Colorado Sox, Denver Cougars, Colorado Pirates, Game Day Saints, Colorado Roughriders, Boulder Collegians, Colorado Springs Renegades and Fort Collins Foxes. Each team will play a 32-game league schedule with four games versus each opponent, two at home and two on the road. The Denver Cougars will play all four of their games with the Larks in Hays giving the Larks 18 league home games. “It’s going to make for some longer road trips,” Leo said. “It could be a six-day road trip and two four-day road trips to get our 14 games in out in Colorado.” The RMBL is NBC affiliated and currently receives two bids into the NBC World Series, one in the First Week and one in the Championship Week.

By CRISTINA JANNEYHays Post The Hays school board approved the purchase of three new route buses at its meeting Monday night and added the purchase of a coach activity bus. The original proposal was to buy two diesel and one gas route bus. The total cost for the buses will be&nbsp;$283,987, which is&nbsp;$20,013 under budget. The route buses were part of the five-year transportation plan. However, board member Greg Schwartz amended the motion to include the coach bus.The new coach activity bus was supposed to be in the budget for the next fiscal year. Russ Henningsen, transportation director, proposed ordering the bus in July at the beginning of the fiscal year. If the bus was ordered in the July, it would likely be ready by the fall sports season. Schwartz suggested going out for bids now and using contingency funds to pay for the activity bus. The contingency funds could be replaced in July out of the capital outlay budget. Henningsen estimated the coach bus will cost between $240,000 and $250,000.If the bus is ordered in January, it could be ready for the spring sports season.Ron Wilson, superintendent, said the spring is the district's busiest time of year for activities. "I feel we do have the money to replace [the money] after July 1, and it doesn’t put the district at any kind of risk," Wilson said. Henningsen said he saw nothing wrong with purchase. The district has the bus budgeted for the next fiscal year. An older activity bus is scheduled to be taken out of service at that time. Keith Hall, interim director of finance, said the district has about $1.2 million in its contingency fund. The money is there to make the purchase. However, he could not speculate what the district might need contingency funds for in the next six months.Board member Sophia Rose Young said she did not want to approve the purchase of the activity bus until she had seen bids. Schwartz said board policy dictates the purchase would still have to go out for bids.He also noted most of the other WAC schools already have one or two coach buses."It's not like we are going to be some elite school," he said. "We are just going to be like everybody else." After a couple of amendments, a motion to purchase the four buses passed on a vote of 4-2 with Young and Luke Oborny voting against. Board member Lance Bickle was absent. MunjorThe board approved transferring ownership of Munjor school to the Salina Catholic Diocese. A portion of the property is already owned by the Catholic church. The early childhood program that was located at the school has moved to the newly renovated USD 489 Early Childhood Complex on 13th Street in Hays. <img src="https://media.eaglewebservices.com/public/2019/11/1574132650212.jpeg">Teachers crowd the Hays school board meeting Monday. Hays school board approves purchase of route, activity buses

<img src="https://media.eaglewebservices.com/public/2019/11/1573590596307.png">There will be times, maybe when your aunt at Thanksgiving dinner says she’s decided to buy a pickup truck or that she’s taken up break-dancing at her neighborhood bar, that the atmosphere in a room changes. We’ve all been there, but we didn’t expect that change in atmosphere, that chill, to occur at the Special Committee on Medicaid Expansion in the Kansas Statehouse last week.That chill? It was when former seven-term Rep. Larry Campbell, R-Olathe, who was named State Budget Director by former Republican Gov. Jeff Colyer and retained by Democrat Gov. Laura Kelly, was battered by that committee for his lack of a fiscal note on a Medicaid expansion proposal that the Senate has proposed. The fiscal note is the estimate of the cost to the state of passing a bill. It’s essentially a pricetag that is a key to lawmakers deciding whether to vote for or against a bill, any bill.And the bill this time around is the Kelly-supported expansion of Medicaid to about 130,000 Kansans who don’t have health insurance. Turns out that Campbell had a pretty good estimate of the cost of expanding that health-care coverage to the state’s poor, but not a clue of the pricetag of a complex Senate-generated proposal for getting that 90 percent federal/10 percent state funded plan enacted. Nobody expects the state budget director to walk across water when he goes to the Statehouse to present a fiscal note on just what a piece of legislation is likely to cost the state. But lawmakers have rarely heard a budget director tell them that he’s not authorized to put together one of those fiscal notes until there is actually a bill typed up and introduced. Of course, Campbell did have a pricetag for the Medicaid expansion bill proposed by Kelly, passed by the House and ignored by the Senate last year. That was a bill, not just a plan for a bill proposed by a Senate committee a couple weeks ago. So…Campbell only had a fiscal note for a bill that the Senate leadership doesn’t like and doesn’t want and no fiscal note for the not-yet-a-bill that Senate Majority Leader Jim Denning, R-Overland Park, crafted.&nbsp; It instantly became political, with assertions that Campbell was just the governor’s guy, sending the message that the budget director—and possibly any fiscal notes on bills the governor doesn’t like—are questionable. That’s an earth-shaking change in the Statehouse for us folks who hang out at the Statehouse for a living, or possibly as a condition of probation. *** Nope, we don’t know yet just what that little scuffle is going to amount to in the upcoming election-year session. But there are suspicions. Maybe that little flare-up means that the Republicans who run the Legislature are getting ready for open warfare with the governor. It casts doubt on the willingness of the governor, and her employees, for cooperating with lawmakers. That has the effect of essentially either freezing out the governor or the Legislature from actually driving the state. That devolves into what becomes a governor vs. Legislature fight that will delay everything that is politically and financially important. It also has the effect of determining whether the top-heavy Republican majorities in both House and Senate can become a&nbsp;unilateral “no” vote, or a “yes” vote, or majorities that have the power to override gubernatorial vetoes on anything with a political aspect…like Medicaid expansion, of course, or maybe tax cuts and who gets them…Nothing is simple in the Statehouse, and maybe, just maybe, we got a taste of confrontation that will make everything harder. Six students received Margaret Byrne Sarricks Scholarships: Lauren Oldham, a Dodge City graduate student; Janae Powell, a Bucklin graduate student; Mollie Reves, an Olathe graduate student; Amy Schneider, an Olathe graduate student; and Tanner Staab, a Hays graduate student. Reves also received the Dixie Heinrich Servant Leadership Award. “I am proud and honored yet incredibly humbled to have been recognized through this scholarship,” said Reves. “This is not taken lightly and is something I am very grateful to have received. Leadership has always been a quality that has been important to me and I continue to work to actively improve my skills in this area.” Tara Marshall, instructor of communication science and disorders, received the Honors of the Association Award, the highest honor awarded by the KSHA to an audiologist or speech-language pathologist who has contributed significantly to KSHA and demonstrated outstanding leadership in the profession. “I’m humbled and honored to receive this award,” said Marshall. “Being able to serve others is a large part of why I chose this profession and I feel so fortunate to be part of Fort Hays State that supports and encourages service.” Thirty-three undergraduate and graduate students and nine faculty members attended. Fort Hays State hosted a planning committee chaired by Marshall and Breanna Taylor, program specialist in the Department of Communication Sciences and Disorders. “It was a great experience co-chairing at the KSHA conference. It was so humbling to see the hard work and dedication of FHSU faculty and students in planning for the conference,” said Taylor. “Watching the conference come to life due to the collaboration of speech-language pathologists and audiologists all over Kansas was truly a pleasure.” “This was my first time going to KSHA, and I am still processing all the information learned,” said Alexis Werner, a Hays (67601) graduate student in the CSD Department. “I am beyond thankful for the opportunity to be involved in a program that is so dedicated to helping others, advocating, and so much more. TRETBAR Kansas Common crude at CHS in McPherson starts the week at $48 per barrel, after gaining a dollar on Friday. The Kansas Geological Survey released production numbers for July, 2019, with operators pumping more than 2.9 million barrels statewide. That's an average of more than 93-thousand barrels per day, slightly more than the average for the first six months of the year. The state agency's numbers are higher than the July figures released by the U.S. Energy Information Administration, which pegs July production in Kansas at just shy of 2.8 million barrels. Barton County's July total was more than 141-thousand barrels, according to KGS. That's up nearly five thousand barrels from June but down about four thousand barrels from July of last year. Ellis County's total was over 221,000 barrels, up slightly from a month earlier, but down about 500 barrels compared to a year earlier. Russell County pumped nearly 130-thousand barrels in July, a slight increase over June, but down more than a thousand barrels from last July. Stafford County production dropped about 3,000 barrels from the month before to 89-thousand barrels, but that's more than a thousand barrels higher than a year ago. Baker Hughes reports another big dip in its weekly Rotary Rig Count. There are 806 active rigs across the U.S., which is down ten oil rigs and one seeking natural gas. Texas was down five rigs. The rig counts across Kansas were slightly higher. Independent Oil &amp;amp; Gas Service reports eight active drilling rigs in eastern Kansas, up one, and 22 west of Wichita, also up one. Drilling was underway on a well in Barton County, and operators are preparing to spud wells on one lease in Barton County, one in Russell County and one in Stafford County. Regulators approved 25 permits for drilling at new locations across Kansas last week, 13 of them east of Wichita and 12 in Western Kansas. So far this year there are 951 new drilling permits. Independent Oil &amp;amp; Gas Service reports 50 newly-completed wells statewide last week, which brings the year-to-date total to 1,245 completions. There were 12 in eastern Kansas and 38 west of Wichita, including one in Barton County, one in Ellis County, one in Russell County and one in Stafford County. Energy operators set a new weekly record for U.S. crude-oil production at just shy of 12.8 million barrels per day. That beats the previous record by more than 200,000 barrels per day. The government says U.S. crude oil inventories are about three percent above the five-year seasonal average. The Energy Information Administration reports stockpiles of 449 million barrels for the week ending November 8, an increase of 2.2 million from the week before. EIA said U.S. crude oil imports were down 327,000 barrels to around 5.8 million barrels per day. The four-week average is more than 18% less than the imports reported during the same four-week period a year ago. Employment watchdogs in Texas say that state's energy sector continues to lose jobs. Citing a report from the Texas Workforce Commission, The Houston Chronicle says energy companies in Texas are cutting their payrolls amid sluggish growth in the patch. Payroll employment fell by two thousand jobs last month in the state's mining and logging sector, which includes oil and gas production. Saudi Arabia on Sunday announced share prices that would value Saudi Aramco at up to $1.7 trillion. That's well below their original target of two trillion dollars. At that level, the sale of one and a half percent of its 200 billion shares would raise just over $25 billion. The IPO would be the largest ever, and the valuation would make Aramco the world's most valuable company. Regulators are investigating what's being called a "purge," the seepage of oilfield wastewater through the soil to the surface in northern Oklahoma's Blaine and Kingfisher counties. The Oklahoma Corporation Commission has shut down a total of eight saltwater disposal wells near the town of Omega and is limiting volumes at nearly a dozen more. The purge has been pushing an average of 120 barrels per day of wastewater to the surface since at least the first of July. A new directive also places pressure and volume limits on disposal wells across a large swath of western Oklahoma. The provincial government in Alberta, Canada is once again relaxing production rules for oil producers. The industry has been under production limits since December because of low Canadian prices. Last week, the province said producers can drill new conventional oil wells without being subject to the production limits. Since 1938, the Association for Library Service to Children, a division of the American Library Association, has recognized the significant impact of art on early reading experiences, awarding the Caldecott Medal for excellence in this area. Named in honor of nineteenth-century English illustrator Randolph Caldecott, the prestigious and highly coveted medal is awarded annually to the illustrator of the most distinguished American picture book for children. The exhibition Young at Art: A Selection of Caldecott Book Illustrations includes original illustrations from Caldecott Medal recipients and from “runner-up” Honor books, as well as other illustrations by award-winning artists. It opens at the Hays Public Library on Dec. 14 and will be on display through Jan. 19. This exhibition of works from Wichita Falls Museum of Art’s permanent collection celebrates the vision and talent of twenty-eight award-winning artists, including the first Caldecott Award recipient Dorothy P. Lathrop (1938, two-time winner Chris Van Allsburg (1982, 1986, and Maurice Sendak (1964, whose work Where the Wild Things Are, like Van Allsburg’s Jumanji and The Polar Express, was adapted for the big screen. Curated by Danny Bills, curator of collections and exhibitions at Wichita Falls Museum of Art and organized by Wichita Falls Museum of Art at Midwestern State University, Young at Art is part of ExhibitsUSA, a program of Mid-America Arts Alliance. 'Young at Art: A Selection of Caldecott Book Illustrations' coming to HPL 

<img src="https://media.eaglewebservices.com/public/2019/11/1574110714986.png">KANSAS CITY, Kan. – A California man who was arrested on his way to Kansas City pleaded guilty Monday to smuggling heroin and methamphetamine, U.S. Attorney Stephen McAllister said in a news release. Allan Bryan DeJesus, 39, Bakersfield, Calif., pleaded guilty to one count of possession with intent to distribute heroin. In his plea, he admitted he was on his way to Kansas City on Jan. 5, 2019, when the Kansas Highway Patrol pulled him over on Interstate 70 in Thomas County. In DeJesus’ vehicle, a trooper found two pounds of heroin and 20 pounds of crystal methamphetamine. Sentencing is set for Feb. 3, 2019. He could face a penalty of not less than five years and not more than 40 years in federal prison and a fine up to $5 million. McAllister commended the Kansas Highway Patrol, the Drug Enforcement Administration and Assistant U.S. Attorney David Lind for their work on the case.

Man pleads guilty to heroin, meth offenses after Thomas Co. arrest

The championship completed a season in which they also placed first in all-team events and High Overall Awards (HOA) at the Prairie Circuit Conference Shoot in North Platte, Neb., and at the ACUI Upper West Coast Conference Shoot in Carson City, Nev. At the SCTP Nationals shoot, Heather Gordon, a Colorado Springs, Colo., senior majoring in criminal justice, won co-champion of the female HOA, placed first in Ladies Trap and third in Ladies Sporting Clays. Jake Whipple, a Cambridge, Neb., graduate student, placed second for the male HOA. Jennifer Schoenecker, a Hays senior majoring in agricultural business, placed third in Ladies Skeet. In addition to individual awards, Fort Hays State placed first, first, and second in team events for Skeet, Trap, and Sporting Clays, respectively. At the Hastings College Shoot, Riley Ross, a St. Paul, Neb., junior majoring in agriculture, won the male HOA, and Hailey Zulkoski, an Ord, Neb., sophomore majoring in sport and exercise therapy, won the female HOA.In addition, six individuals won first-place medals. At the Prairie Circuit shoot, Ross won the male HOA, Gordon won the female HOA, and Logan Smith, a Burwell, Neb., freshman majoring in biology and criminal justice, won the male freshman HOA. Some team members were awarded all-conference medals. To earn all-conference, members had to be among the top 10 male and top five female shooters when scores were totaled. Recipients of all-conference medals: Whipple; Cordell Waggoner, a Tribune junior majoring in tourism and hospitality management; Hank McVeigh, a Lincoln, Neb., sophomore majoring in physics; Colton Lashley, a McCook, Neb., senior majoring in criminal justice; Ross; Brock Barton, a Fairbury, Neb., sophomore majoring in information networking; Gordon; and Schoenecker. Smith received an all-conference freshman medal, awarded to the top five male and top five female freshmen. At the ACUI Upper West Coast shoot, Whipple won the male HOA and Schoenecker won the female HOA. In addition, eight first-place, six second-place, and seven third-place individual medals were won across all events. Three FHSU team members shot perfect rounds of 100: Ross and Michael Saint, a Jewell graduate student, in Men’s Skeet and Whipple in Men’s Trap.

Public hearings for rezoning requests to be heard tonight

Laura Kelly on Wednesday appointed Glenda Susan Bowles, Laura Smith-Everett, Melissa Rooker and Liz Long to the Coordinating Council on Early Childhood Development Services. The mission of the council is to solicit information and opinions from concerned agencies, groups and individuals on proposed policies and recommendations for the delivery of health, education and social services to families of young children—from birth through age five—who have or are at risk of having disabling conditions. “Early childhood development is a major focus of our administration,” Kelly said. “The four Kansans appointed all have strong backgrounds in caring for our children, and I know they will be effective participants on this council.” <a href="https://www.hayspost.com/2018/06/30/bowles-retires-from-hays-area-childrens-center-williams-named-replacement/" rel="noopener noreferrer" target="_blank" style="color: rgb(39, 163, 209);">Bowles, Hays, is the former executive director of the Hays Area Children’s Center for USD 489</a>. She completed her undergraduate degree at Kansas State University and graduate degree at Fort Hays State University. Bowles works as a speech pathologist and as an educational administrator. Smith-Everett, Shawnee, is an ELL teacher for the Shawnee Mission School District and the parent of a special-needs child. She received her undergraduate degree from William Jewell College and attended the University of Kansas for graduate school. Rooker, Fairway, is the executive director of the Kansas Children’s Cabinet. She was appointed as a designee of the governor on the Kansas Interagency Coordinating Council. Long, Mayetta, is the MCO reporting manager at KDHE Division of Healthcare Finance and has relevant Medicaid program experience. Hays woman named to council on early childhood development

Courtesy photo FHSU University Relations Applications opened this fall for the new Master of Social Work program at Fort Hays State University, the latest initiative by the university to serve rural Kansas.Fort Hays State’s program will carry a specialty in clinical social work. Dr. Tim Davis, a professor in and chair of the Department of Social Work, said the FHSU Master of Social Work program takes advantage of the flexibility and outreach aspects of online education while maintaining a strong, hands-on clinical training emphasis. He said the department will accept up to 45 students this first year. “The MSW program at FHSU will provide high quality and affordable solution to the demand for clinical social workers in Kansas, and improve access to health and mental health care for residents in the underserved rural areas of the state,” said Davis.Three aspects of FHSU’s program are innovations designed to create opportunity in rural areas: • Hands-on clinical skills training will be provided near where students live, thanks to creative use of online technology, the completion of face to face clinical intensives, and partnerships with agency field instructors. • In addition to the standard requirement of 16 to 24 hours a week of clinical practicums, students will complete several short clinical rotations at health clinics, mental health clinics or other clinical sites at the start of the clinical practicum period. • After graduation, the department will provide the program’s alumni with ongoing help in finding and providing the clinical supervision and training during the two-and-a-half to three-year residency-type training required to gain licensure as independent clinical social workers. “This is particularly important for Western Kansas as FHSU is the only university located in the western half of the state,” he said. “There is an acute, unmet need for social workers at the master’s level and higher across Kansas, and particularly in the FHSU service area.” As the program continues to grow, the department will expand its long-standing partnerships with communities and agencies in order to provide students with a broad foundation of knowledge through clinical experience in health and behavioral health as well as classroom training. Davis said clinical training partnerships will extend into post-MSW partnerships to provide the credentials that MSW alumni will need to gain independent licensure. This is particularly important in the supervised clinical training required for independent licensure. Agencies in rural areas often do not have the personnel with the required credentials to supervise the post-graduate clinical training for licensure. Department faculty, who have the appropriate credentials, will use HIPAA compliant video conferencing systems to provide group supervision to the graduates at work in the clinical settings. In addition, the department will work with agencies to ensure robust ongoing training through the clinical training plan. “We understand the challenges and rewards of living and working in rural Kansas,” said Davis. “We are committed, through education, scholarship and service, to training exceptional clinical social workers as well as supporting the agencies and communities in which they serve.” The program offers two pathways to an MSW degree. The Regular MSW Program consists of academic coursework for four standard semesters, one summer term, and field practicum experiences across four regular semesters. The Advanced Standing MSW Program is only available to students with a bachelor’s degree in social work from a Council of Social Work Education accredited social work program. This program can be completed in one calendar year of academic coursework and two semesters of field practicum experience. Both degree paths will provide students the clinical training and educational requirements necessary to obtain licensure as a clinical social worker. Both began accepting applications in October. The advanced program will start in June 2020 and the regular program will start in August 2020. Similar to the FHSU Bachelors of Social Work Program, FHSU will seek and secure CSWE accreditation for the MSW Program. As is the case with all new programs, said Davis, the MSW Program will launch in candidacy status and become eligible for full CSWE accreditation after two years. Students who graduate from the program while it is in candidacy will retain a fully accredited degree upon the program’s approval of accreditation following the two-year candidacy period. The MSW Program’s candidacy status will neither delay nor prevent graduates from obtaining licensure, he said. FHSU’s Bachelor of Social Work program is CSWE accredited. As a primarily online program, all knowledge and theory components of the courses, as well as some practice skill development, will be delivered through online technology, while the hands-on clinical skills training will be completed in face-to-face clinical intensives, clinical rotations, and clinical field placements, said Davis. Clinical intensive requirements in the advanced clinical year involve attendance at one session per semester, which consists of two and a half days of hands-on clinical training. To make the program more accessible to students, these sessions will be organized around the regions where the MSW students are concentrated. Clinical rotations and clinical practicums can be set up near where individual students reside.Tuition and fee information for both programs, and comparisons with other MSW programs in the region are available on the departmental Facebook and Instagram pages and on the department’s webpage, www.fhsu.edu/socialwork.
