WICHITA, Kansas — Easter services at <a href="https://heritagebaptistchurch.cc/" target="_blank">Heritage Baptist Church</a><a href="https://heritagebaptistchurch.cc/" target="_blank"> in Lawrence </a>felt
 like a typical Sunday meeting. Several dozen congregants sang hymns and
 heard messages about Jesus Christ and the importance of going to 
church.

Some people sat in every other row and tried to maintain separation in the pews. A few wore masks.

“I
 believe very strongly that the Bible commands us to have church,” said 
the Rev. Scott Hanks, one of only a handful of ministers who held 
services in defiance of a statewide order, backed by the state Supreme 
Court, that limited even religious gatherings to 10 or fewer people.&nbsp;

Hanks
 and some Republican lawmakers had argued that complying with the order 
would not only violate their commitment to God, but also violate <a href="https://www.archives.gov/founding-docs/constitution-transcript" target="_blank">the U.S. Constitution</a>.

On Thursday night, two Kansas churches, one in Dodge City and one in Junction City, sued Gov. Laura Kelly in federal court.

Religious
 liberty experts say the First Amendment freedoms aren’t absolute, but 
that government officials should take care not to abuse emergency powers
 in the name of public safety.

Hanks said he takes the threat of 
the coronavirus seriously, but thinks that Kelly’s order limiting the 
ability of churches to gather goes too far. He’s cancelled all of the 
church’s other activities and services, except its regular worship on 
Wednesdays and Sundays.

“As an American, it’s completely 
unconstitutional,” he said. “And nobody wants to address it because they
 know it’s unconstitutional.”

Kelly issued the<a href="https://governor.kansas.gov/wp-content/uploads/2020/04/20-18-Executed.pdf" target="_blank"> executive order limiting the number of people who can gather</a> in public or private to 10 or fewer on April 7.

The part specifically dealing with religious services reads: “This
 order prohibits gatherings of more than ten congregants or parishioners
 in the same building or confined or enclosed space. However, the number
 of individuals — such as preachers, lay readers, choir or musical 
performers, or liturgists — conducting or performing a religious service
 may exceed ten as long as those individuals follow appropriate safety 
protocols, including maintaining a six-foot distance between individuals
 and following other directives regarding social distancing, hygiene, 
and other efforts to slow the spread of COVID-19.”

The two 
churches suing Kelly, First Baptist Church in Dodge City and Calvary 
Baptist Church in Junction City argue the executive order discriminates 
against religious organizations because it includes a wide range of 
exemptions to the 10-person limit for other organizations such as 
restaurants, libraries and grocery stores.

The churches want an injunction from the court preventing the state from enforcing the order.

Before the lawsuit was filed, some Republican legislative leaders also thought the order went too far and <a href="https://www.kmuw.org/post/kansas-gop-upends-gov-kelly-s-limits-church-services-and-potentially-all-gatherings?nopop=1" target="_blank">challenged its validity at the Kansas Supreme Court</a>. But the case turned on legal procedure, not the First Amendment right to freedom of religion.

The <a href="https://kmuw.drupal.publicbroadcasting.net/post/kansas-supreme-court-sides-governor-preserving-ban-large-church-services" target="_blank">Kansas Supreme Court ruled in favor of the governor</a>, so the order still stands.

Legislative
 leaders and Kansas Attorney General Derek Schmidt have not indicated 
that they plan to join any challenge to the order using the religious 
liberty argument. At least not yet.

But, what would a constitutional challenge look like?

Luke Goodrich is senior counsel at the <a href="https://www.becketlaw.org/" target="_blank">Becket</a><a href="https://www.becketlaw.org/" target="_blank"> Fund for Religious Liberty</a>,
 an organization that defends religious organizations against government
 overreach. It has represented organizations and individuals in many 
high profile cases before the U.S. Supreme Court, including the Little 
Sisters of the Poor, an order of Catholic nuns fighting against having 
to provide contraception.

Goodrich said the First Amendment 
guarantees religious organizations many protections, but it’s not 
absolute. He said the same way free speech rights don’t protect you 
against spreading defamatory lies about their neighbor, churches don’t 
have a right to spread a dangerous virus to their neighbors.

“The
 government does have authority to protect public health and that 
authority has to be balanced with the right of religious liberty,” he 
said.

He said the arguments turn on a few key points.

First, religious events should be treated no differently than other gatherings.

“It
 needs to be done in a consistent way,” Goodrich said. “And not make all
 kinds of exceptions for non-religious gatherings, but then prohibit 
religious gatherings.”

Governments could get themselves into 
trouble, he said, if they try to make value judgments. For instance, he 
says they should treat food the same as spiritual nourishment. So if 
there are no required precautions at the grocery or hardware store and 
churches aren’t even being allowed to gather following social distancing
 precautions, he said that would violate religious freedoms.

Second, he said religious gatherings should be considered as close to essential as possible.

Goodrich
 said many religious organizations work with other emergency responders.
 Many distribute food to the needy. Others share stocks of emergency 
equipment. Some even run hospitals.

Third, Goodrich said 
government should work with religious organizations to allow them to do 
as much as possible, as soon as possible.

That could mean 
allowing enough staff to gather at their facilities to provide services 
over the internet, or allowing sacraments to be given as long as proper 
protective measures are in place.

“At a minimum, make sure that 
the temporary limits on in-person gatherings are lifted for religious 
groups as soon as safely possible,” Goodrich said.

Schmidt, the 
Kansas attorney general, has said that he believes Kelly’s executive 
order should be followed, but that it violates religious liberty.

“(It) must not be enforced by arrest, prosecution, fines or imprisonment,” he said <a href="https://ag.ks.gov/media-center/news-releases/2020/04/08/ag-derek-schmidt-kansans-should-comply-with-governor-s-order-limiting-religious-gatherings-during-pandemic-but-cannot-be-arrested-prosecuted-or-imprisoned-for-worshiping" target="_blank">in a statement</a>.

Kelly
 said she’s leaving those kinds of decisions up to individual law 
enforcement agencies and believes they’ve been using very good judgment.

“It really hasn’t been necessary to bring down the hammer,” the governor said.

Douglas County law enforcement agencies said that its <a href="https://coronavirus-response-dgco.hub.arcgis.com/" target="_blank">officers are prepared to enforce the order if necessary</a> but would prefer to help people comply with it voluntarily.

The Douglas County District Attorney’s Office said it is not working on any prosecutions at this time.

Hanks, the pastor at Heritage Baptist Church, said he has had several
 conversations with local law enforcement after his Easter Sunday 
services. He had planned to continue holding services inside his church 
on Wednesdays and Sundays. But after hearing that several members of his
 congregation were threatened with fines or even jail time for showing 
up and violating the governor’s order, he decided to start holding 
services outside in a tent with no walls.

He held the first outside service Wednesday evening.

Hanks
 said the Douglas County Sheriff’s office told him as long as people are
 keeping their distance, the outside services would not be violating the
 governor’s executive order.

“There might not be many people 
doing church gatherings right now,” Hanks said. “But ...I feel for our 
own local congregation, and that’s really the only thing I’m concerned 
about.”

Some Kan. churches call virus restrictions violation of religious liberty

OSBORNE COUNTY —One person died in an accident just before 8:30a.m. Saturday in Osborne County.

The Kansas Highway Patrol reported a 1999 Dodge Ram driven by&nbsp;McKeon,Shawn A. McKeon, 50, Osborne, was southbound on Kansas 181 just north of U.S. 24.

The pickup left the roadway and entered the east ditch continued southeast through a field, vaulted off an embankment, became airborne, struck 3 trees, the ground and overturned.

EMS transported McKeon to the hospital in Osborne where he died. The KHP did not report details on seat belt usage..

Ellis County Health Department releases updated COVID-19 information

More community members are stepping up to fill the gap after the USD 489 grab-and-go meal program was forced to close when an employees tested positive for COVID-19.

The program will be shut down through April 26.

Hays McDonald's has agreed to drop the price of its Happy Meals to $1 each from April 20 to 24. The price will be honored at both the McDonald's north and south locations. No special coupon is needed to take advantage of the offer.

Hays Kiwanis announced Saturday it would buy $1,000 worth of gift certificates that could be used toward Happy Meals for children. The children do not need any special coupons to qualify for the free happy meals.

The $1,000 will be split between the north and south Hays McDonald's locations.

Michele Springer, Kiwanis president, said the donation should purchase 925 meals when the tax is figured into the purchases.

Springer said the Kiwanis decided to move forward with the donation even though its largest fundraiser, the Wild West Festival beer garden, has been canceled.

The organization is continuing with its flag program. It places flags at businesses and residences for $40 per year.

The school district was providing 1,600 meals per day, five days per week as of earlier this week.

The Ellis County Ministerial Alliance is also raising money to help defray the cost of the Happy Meals. It is coordinating with Big Brothers Big Sisters to make sure the funds are directed to the families most in need.

Donations can be made through Venmo through Becky Rogowski, ECMA secretary, or Heidi Wasmer, USD 489 teacher, at @Becky-Rogowski or @Heidi-Wamser. You can also make donations using PayPal, credit card using Rogowski's Square, check or cash.

The Paisley Pear is offering $1 cheese flatbread pizzas for any child in grades kindergarten through 12th grades from 11 a.m. to 2 p.m. Tuesday through Saturday next week.&nbsp;

There will be about a 15 minute wait time on the pizzas once they are ordered.

On Saturday Old Chigaco announced they would also be offering $1 pizzas for any student K-12 from 11 a.m. to 2 p.m. from April 20-24. They will also be offering free pizzas on Wednesday for students.

Update: Kiwanis to purchase Happy Meals; Paisley Pear to offer $1 pizzas for kids

The Ellis County Health Department reported a pair of new COVID-19 cases in Ellis County in a news release late Friday afternoon.

The two new cases — details were not released about ages or gender — have a connection with one another and have not had recent travel to an area listed under Kansas Department of Health and Environment travel restrictions.

The cases bring the total number of positive diagnoses in Ellis County to eight, with one listed as recovered.

As Doerflers’ Harley-Davidson in Hays celebrates 45 years of serving western Kansas with its passion for Harley-Davidson and the sport of motorcycling, owners Brian and Deanna Doerfler are saying goodbye to the Harley-Davidson franchise.

“Currently, there are many challenges within the Powersports market.&nbsp; Franchise requirements for a small-market Harley dealership are no longer financially conducive to a market our size,” Brian Doerfler said. “After months of debate and with a heavy heart, a voluntary buyout from the Harley-Davidson Motor Company has been accepted.”

The Doerflers will be transitioning ownership of the business to their long-term key employee BJ Rupp and his wife, Dena, and moving it back to its original location at 1007 Vine Street in Hays.&nbsp;

The new location will continue to provide motorcycle sales and service to all their current and future customers in western Kansas.&nbsp;

&nbsp;“We are looking forward to BJ and Dena taking the business of motorcycling into the next generation and watching them build new riders while still serving our loyal customers,” said Deanna Doerfler. “

“The Doerfler Harley-Davidson Family will forever remain loyal and thankful for the relationship and opportunity Harley-Davidson has given us to be a part of the greatest brand in the world.”&nbsp;

About Doerflers’ Harley-Davidson:&nbsp; Kirtland Battery and Electric started in 1955 on 4th Street in Hays, KS by John Kirtland. As a young family man Alex Doerfler purchased the business from his father- in- law. In 1974, Alex and his brother Don Doerfler became partners and moved the business to 1007 Vine Street. Doerflers end relationship with Harley-Davidson after 45 years

The <a href="https://www.facebook.com/hayscac/">Community Assistance Center</a> in Hays has reached its $5,000 fundraising goal much sooner than expected.

The CAC embarked on a cash fundraising drive because the annual mail carrier food drive that usually restocks the pantry in the spring was cancelled as a precaution against the spread of the coronavirus.

The Robert E.&nbsp; and Patricia A. Schmidt Foundation and the Bank of Hays both agreed to match up to $5,000 each toward the drive.

Gary Shorman, Schmidt Foundation president, said via email, "We are pleased that so many people stepped up to help the Community Assistance Center during this crisis. I'm always impressed in the way our community jumps in to help when there is a need like we have today.

"I also want to thank the Bank of Hays for adding an additional $5,000 in matching funds and hope others will step up and help as well."

John Clarke, Bank of Hays president, also responded to the community's generosity.

"Bank of Hays is responding to the coronavirus emergency on multiple fronts," he said via email. "The Community Assistance Center and its food bank is a great organization that provides much needed assistance to people in need, and we are proud to help support it."

The CAC accepts monetary and food donations year round, and donations are still coming in from the cash drive, said Laurie Mortinger, CAC director. She said she did not have a total donated to date on the cash drive.

"I am not surprised about the donations," she said. "Hays has always been vey generous."

Mortinger said the donations have come in large and small amounts. One women called this week and said she wanted to donate part of her stimulus check.

"It all adds up, and we really appreciate it," Mortinger said.

The CAC's next big food drive will be Trick-or-Treat so Others Can Eat in October.

The CAC receives no government funding. It raises some funds through garage sales, but those have been temporarily canceled due to corona virus precautions.

The CAC has had new families seeking food, but has not see a large surge in food requests to date; however, Mortinger said that could change as people continue to be off work as a result of the coronavirus stay-at-home order.

The governor's order has been extended to to May 3.

For those who need food, the CAC is open 8 a.m. to 1 p.m. Mondays through Fridays. Only one person is allowed in the lobby at one time. CAC asks families not to bring children and only send one person to pick up food. It is a good idea to call ahead. The phone number is 785-625-9110.

Mortinger said the CAC is trying to get food orders processed in 10 to 15 minutes.&nbsp;

Community Assistance Center reaches $5,000 goal, still accepting donations

The Fort Hays State football team was scheduled to close out
spring practice Saturday with its annual Spring Scrimmage at Lewis
Field. The annual event, open to fans, was to be the last of the 15 practices
the NCAA allows during the spring semester.

The Tigers were able to complete two practices before all
spring sports and athletic activities were shut down by the NCAA, forcing head
coach Chris Brown and his staff to adjust.

“We’ve just been doing video conferences with our players.”
Brown said. “We’re doing position meetings each day and watching film with our
kids.”

Brown, who just completed his 10th season as the Tigers head
coach in the fall, said strength and conditioning coach Doug Boucher has played a
key role in trying to keep his team in shape while getting them ready for next
season.

“Coach Boucher did a good job of sending our kids workouts
they can do since there are no gyms open or weight rooms available for our
players — things they can do on their own,” he said.

While most of the roster was set for the 2020 season, Brown
said there were still a few spots they were hoping to fill with junior college
transfers. That process has been altered significantly or put on hold
altogether.

“We were trying to get those kids here in June because we’re
expecting them to play for us this upcoming fall,” Brown said. “We can’t have
visits until May 30th now.” 

Brown said this is also a time they start looking at their
next high school recruiting class.

“It’s been a process because those coaches are out of school
as well now and a lot of them don’t have their information,” Brown said. “It is
a lot different because in the spring we go out and meet the coaches and they
give us a good idea on who we need to recruit.

“Our coaches are doing a good job right now of reaching out
to the high school coaches and making sure we’re getting their film. The junior
college kids, that’s going to be the tough one because you really want to see
them in person,” he added.

Brown urged everyone to follow the social distancing
guidelines set by the state and federal government, if for no other reason than
to bring football back this fall.

“Hopefully this thing will come to an end pretty soon
because I really do want to play football this fall. We need it. The world
needs it. It’s a great sport that brings everybody together,” he said. “If
things continue the way they’re going, we’re not going to have it, so just do
what you’re supposed to do and do it the right way.”

Kansas oil and gas operators hope for everyone’s good health and a speedy end to this pandemic.&nbsp; Like other businesses, we are doing our best to find a way through this difficult time.&nbsp; Perhaps it’s a good time to consider ways to improve our industry for a more resilient and productive post-corona life.

First of all, it is no secret a significant consequence of the pandemic has been a collapse in oil and gas prices to levels not seen since the 1980s. &nbsp;The oil posting in Kansas is currently around $15 (vs $50-60) and the April natural gas index is $1.07 (vs $2-$4).&nbsp; At present, operators in Kansas are reluctantly shutting down hundreds, if not thousands of wells and laying off or furloughing our experienced employees.&nbsp; The oil service industry and others in the supply chain are suffering as well.&nbsp; Further complicating the situation is the mechanical concern wells may not recover oil production once shut down.&nbsp; &nbsp;

Prior to the current crisis, Kansas was home to approximately 41,000 wells whose cumulative value contributes to 118,000 jobs, $3.0 billion in family income, and $1.4 billion in state and local tax revenue annually.&nbsp; As we all know, oil industry ingenuity has thankfully brought our country to the holy grail of energy independence. Perhaps we take for granted the 6,000 products produced from petroleum which, like soap and plastic, contribute to comforts we all enjoy. &nbsp;

We will find a way to get by for now until we hopefully return to more reasonable oil and gas prices.&nbsp; However, to succeed in the future, we must confront and alter the pre virus dilemma of an industry with rising costs, flat commodity pricing, and normal declining production. &nbsp; These are some of the many challenges we must overcome to do so:&nbsp;

&nbsp;1. We need more manpower. &nbsp; We cannot automate and need people willing to work in the oil patch.&nbsp;

&nbsp;2.&nbsp; We need to find a solution to the burden of high electric rates.&nbsp; Kansas rates are the highest in our region and Kansas consumers spend over $1 billion per year more on electricity than just 10 years ago.&nbsp;With electric costs that are 30-50%+ of expenses, oil wells in rural Kansas could run for many years longer with more competitive electricity prices.&nbsp; Who will be left to absorb the high fixed costs that burden rates?&nbsp; Oklahoma rates can be more than 50% less than in Kansas. &nbsp;

3.&nbsp; The state has adequate renewable energy generation and careful study is required before allowing more subsidies.&nbsp; Methane and CO2 emissions are significantly down in the U.S. even as oil and gas production has dramatically increased.&nbsp; We must resist unduly penalizing and regulating the fossil fuel industry for political expedience. &nbsp; &nbsp;

4. Health, property and liability insurance costs continue to skyrocket, deductibles increase and exclusions expand.&nbsp; These costs need to be reduced as they affect all businesses in Kansas.&nbsp;

5. All industries have seen their property tax bills ratchet up and we must find solutions. &nbsp; &nbsp;

Oil producers appreciate the Kansas tradition of hard work, resilience, and ingenuity. &nbsp; We have been a part of the Kansas story for over a century and pledge to do our part to keep the Kansas economy thriving and growing for the next 100 years. &nbsp; We wish everyone a speedy and positive end to the current crisis. &nbsp;

CROSS: Improving oil and gas industry for post-crisis times

LOGAN COUNTY —One person was injured in an accident just after 8:30p.m. Friday in Logan County.

The Kansas Highway Patrol reported a 2005 Honda Accord driven by&nbsp; Lajada M. Hibbler, 21, Memphis, TN, was westbound on Interstate 70 just east of U.S. 83.

The driver exited to the right, entered the south ditch and struck a tree.&nbsp;

EMS transported&nbsp; Hibbler to the Logan County Hospital. She was properly restrained at the time of the accident, according to the KHP.

Woman hospitalized after I-70 crash

As another week passes, my hope is that you are staying well and finding things to smile about each day. It is easy to get overloaded with news accounts that we really have no control over. Taking time each day for what I call “self-care” is more important than ever. Carving out time for whatever brings you peace of mind may look different for you than it does for me. Those of you who know me, can guess my self-care includes a bike ride somewhere every chance I get.

The “Mindful Meditation and Do-In” class that was set to begin next week through the Great Bend Recreation Commission can’t be held due to the stay at home order. But for those who were signed up and for anyone who has access to a computer, a recorded version is available. While I am disappointed that we can’t meet in person, taking advantage of the video format allows you to participate in the comfort of your own home. Our Cottonwood Extension District website has a link to Everyday Mindfulness in the middle of the front page. This was a recording I was asked to do at one of our agent updates. Extension colleagues, Charlotte Shoup-Olsen and Debra Bolton, join me as we share the benefits of taking deep breaths and clearing the many thoughts racing through our minds. About 31 minutes into the recording, my husband, John, leads a short meditation and Do-In (pronounced doe-een) exercises.

As I surveyed additional mindful meditation resources that are on-line I found literally hundreds of links to well-done videos. There are many websites with research based information as well. Mindfulness was a hot topic before the COVID-19 pandemic. Now, more than ever, people are hoping to find a way to cope with the feelings of anxiousness and uncertainty.&nbsp;

The “Everyday Mindfulness” fact sheet I helped write a couple of years ago offers the following benefits that come from a regular meditation practice:

 </figure>As another week passes, my hope is that you are staying well and finding things to smile about each day. It is easy to get overloaded with news accounts that we really have no control over. Taking time each day for what I call “self-care” is more important than ever. Carving out time for whatever brings you peace of mind may look different for you than it does for me. Those of you who know me, can guess my self-care includes a bike ride somewhere every chance I get.The “Mindful Meditation and Do-In” class that was set to begin next week through the Great Bend Recreation Commission can’t be held due to the stay at home order. But for those who were signed up and for anyone who has access to a computer, a recorded version is available. While I am disappointed that we can’t meet in person, taking advantage of the video format allows you to participate in the comfort of your own home. Our Cottonwood Extension District website has a link to Everyday Mindfulness in the middle of the front page. This was a recording I was asked to do at one of our agent updates. Extension colleagues, Charlotte Shoup-Olsen and Debra Bolton, join me as we share the benefits of taking deep breaths and clearing the many thoughts racing through our minds. About 31 minutes into the recording, my husband, John, leads a short meditation and Do-In (pronounced doe-een) exercises.As I surveyed additional mindful meditation resources that are on-line I found literally hundreds of links to well-done videos. There are many websites with research based information as well. Mindfulness was a hot topic before the COVID-19 pandemic. Now, more than ever, people are hoping to find a way to cope with the feelings of anxiousness and uncertainty.&nbsp;The “Everyday Mindfulness” fact sheet I helped write a couple of years ago offers the following benefits that come from a regular meditation practice:<ol>

KRUG: Self-care more important than ever before

Three-day weather outlook

When public health disasters strike and times get tough, neighbors 
pull together to help neighbors. We deliver groceries, pick up 
prescriptions, sew masks and blankets, cook meals, provide 
transportation, assemble care packages, serenade, write cards and 
letters, check on vulnerable residents, donate resources and more. We 
reassure one another that our communities can and will come back even 
stronger than before.

Why do people give of themselves so freely when trouble comes around?
 When asked, they often say, “This is just what our community does” or 
“Helping one another is the American way.”

It is the American way, but in more respects than we might 
fully realize. Among the many helpers and hometown heroes are people who
 are putting their religious faith into action. The freedom to do so is 
assured us in the First Amendment.

Take a close look at the volunteer landscape and see literally 
hundreds of faith traditions that make America the most religiously 
pluralistic country on earth. Those faith traditions are represented by 
diverse people who step forward to do good things for others. Among the 
helpers also are individuals — now nearly one-quarter of all Americans —
 who ascribe to no organized denomination at all, but whose actions are 
guided by deep humanistic concerns. The religious and the humanist share
 not only a right, but a value.

Faith-in-action in times of trouble is nothing new in America. It is 
at least as old as the First Amendment that supports it. Consider these 
few examples, taken from our country’s history with public health 
epidemics.

Opportunities abound to put faith into action to support our 
neighbors during the COVID-19 pandemic today. Information about ways to 
help is readily available through churches, synagogues, temples, 
mosques, other houses of worship and faith-based community 
organizations. We can connect on social media, through virtual meet-up 
groups, online community bulletin boards and social media channels. 
Also, many Americans are acting alone on their own individual sense of 
faithfulness in their own neighborhoods.

After weeks of stay-at-home social distancing, we are looking forward
 to the day when we can resume life as we knew only a few months ago. 
Some commentators suggest that things will not be the same when we come 
out of the present difficulty: The old normal has been so shaken that a 
new normal will necessarily take its place.

Let’s hope that we move into that new normal stronger than we were 
before. And let’s hold fast to our First Amendment right to put faith 
into action to lift one another up in any troubled times that may lie 
ahead.

 <li>In 1794, Protestant reverends Richard Allen and Absalom Jones
 came to the defense of black Philadelphians who had put their health 
and safety at risk while removing and burying the bodies of people who 
lost their lives in the yellow fever epidemic. The ministers countered 
racist accusations of wrongdoing that were being leveled publicly 
against the workers. Jones’s and Allen’s pamphlet, “A Narrative of the 
Proceedings of the Black People, During the Late Awful Calamity in 
Philadelphia, in the Year 1793 and a Refutation of Some Censures Thrown 
Upon Them in Some Late Publications,” was widely read and debated.</li><li>In 1864, Quakers from Indiana sent missionaries to Arkansas to 
establish an orphanage for children who had lost their parents to the 
ravages of smallpox during the Civil War. Most of these children were 
African Americans whose parents had escaped from slave plantations of 
the South and run to the relative safety of Union troop encampments, 
where they were protected as “contraband of war.” Smallpox, diarrhea and
 other communicable diseases felled many soldiers, civilians and 
families during the war.</li><li>During the influenza pandemic of 1918, Rabbi Samuel Thurman
 of St. Louis spoke out forcefully in defense of the quarantine imposed 
on residents by city officials. Speaking of city leaders, including the 
chief of the local health board, who experienced resistance from many 
residents, the rabbi wrote: “Due to his determined action, St. Louis has
 been spared the terrible fate of other cities of its size and larger… 
The price we are paying now is commensurately small compared with the 
gain and good we shall obtain in the end.” He was right. Because of 
early and decisive action on the part of city leaders, St. Louis had one
 of the lowest excess death rates in the nation.</li><li>In Worchester, Mass., members of the Catholic Women’s Club delivered
 clothing, food and comfort to influenza patients in 1918. On one day 
alone, they distributed large quantities of applesauce, pears, peaches, 
squash, lamb stew, meat pies, chicken soup, cornmeal muffins, johnny 
cakes, tapioca pudding and cocoa — prepared by volunteers and 
transported in their own vehicles to homes of those in need. Because 
most of the club members were schoolteachers, their volunteer work 
stopped when the epidemic had subsided enough to reopen schools.</li><li>When influenza struck again in pandemic proportions in 2009, the 
Inner-City Muslim Action Network (IMAN) provided free H1N1 vaccinations 
to low-income residents of the Southside of Chicago. The IMAN community 
clinic was established in the late 1970s to support health, wellness and
 healing among community residents, “beyond the barriers of religion, 
ethnicity and nationality.” In 2020, the clinic supports residents 
facing illness, economic insecurity, stress and isolation because of 
COVID-19.</li>

FIRST FIVE: Faith, freedom in action in troubled times – like now

STOCKTON − A Rooks County man has been charged with second-degree intentional murder and criminal possession of a firearm, Kansas Attorney General Derek Schmidt said in a news release Friday.

Schmidt on Friday filed the charges against Thomas S. Wojtczuk, 39, Woodston, in connection with the death of Charity Northrop on April 8 in Woodston. Bond has been set at $1 million. First appearance in Rooks County District Court has not yet been scheduled.

The case was investigated by the Kansas Bureau of Investigation and the Rooks County Sheriff’s Office. The attorney general’s office accepted the case at the request of the Rooks County Attorney’s Office, which will assist with the prosecution. Criminal charges are merely accusations.&nbsp;Individuals are presumed innocent unless and until proven guilty.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Any public comments on the prosecution of Wojtczuk are governed by the Kansas Rules of Professional Conduct Rule 3.6, Trial Publicity, and Rule 3.8, Special Responsibilities of a Prosecutor. AG charges Rooks Co. man with second-degree murder

The Wild West Festival’s executive committee met this week to discuss this summer’s multi-day event. After difficult conversations, the group agreed that the concerts will not take place.

Wild West Festival was scheduled for Wednesday, July 1, to Saturday, July 4, in Municipal Park in Hays, and would normally include three nights of concerts, Main Street parade, carnival, and free fireworks show. The parade and carnival are still being discussed. Plans will depend on state regulations at that time.

The committee stated that necessary sponsor funds have not been secured in order to effectively proceed with festival planning.

“Sponsors are not in a position to give and we understand that,” said Sandi Maier, Wild West Festival event coordinator. “With so many unknowns in our community’s future, we can’t proceed as usual with an event of this scale.”

Maier has been involved with the festival committee for 12 years; six years as a committee member, and the last six years as event coordinator.

Maier confirmed that the free fireworks show will still take place on Saturday, July 4, thanks in part to the City of Hays fulfilling their sponsorship commitment.

“For that, we are truly grateful, because I know our community will be ready to celebrate Independence Day together any way we can,” said Maier.

The Wild West Festival is a 501(c)4 nonprofit corporation organized for the purpose of providing an annual community festival celebrating the customs and traditions of Hays.

The community is stepping up to try to fill the gap of the USD 489 grab-and-go meal program that had to be closed this week because an employee tested positive for COVID-19.

Becky Rogowski, secretary of the Ellis County Ministerial Alliance, said $1 per meal per child is going to be too much for some families.

The Ellis County Ministerial Alliance is raising funds to provide free meals for needy families. ECMA is working with Big Brothers Big Sisters of Ellis County to identify the families in most need.

If the ECMA raises enough money, it will cover all meals for all children.

Rogowski said the school district was providing 1,600 meals per day five days per week as of earlier this week.

That also included breakfast for the following morning.

The program has been temporarily suspended as a precaution until April 26.

Donations are needed as soon as possible. They can be made through Venmo through Rogowski or Heidi Wasmer, USD 489 teacher, at @Becky-Rogowski or&nbsp;@Heidi-Wamser. You can also make donations using PayPal, credit card using Rogowski's Square, check or cash.

The price will be honored at both the McDonald's north and south locations.
