A trial date has been set for a couple that has been charged in a check-kiting scheme that allegedly cost banks millions of dollars.

Ranchers who sold cattle at two sales at the now-bankrupt Plainville Livestock Commission waited almost 10 months for payment while the financial fallout from the company's bankruptcy was sorted out.

New Kansas Bicycle Map now available

Fort Hays State University’s Jennifer Kitson co-authored an article published in May by the&nbsp;National Association of School Psychologists, Bethesda, MD.&nbsp; The article by several authors from other universities and Kitson, instructor and interim director of the School of Psychology’s graduate program, features Fort Hays State’s success with its online graduate program.&nbsp; Kitson noted the timing of the article’s publication is fortuitous since online education during the COVID-19 pandemic became the necessary delivery for all programs in the country. FHSU is one of a select few institutions in the nation that provide online graduate school psychology programs.&nbsp; The copy of the&nbsp;Communiqué&nbsp;article titled “Extending the University Walls: Using Technology to Prepare Future Practitioners” can be accessed both in print form and online to the 25,000 members of the National Association of School Psychologists, the largest professional association of school psychologists.&nbsp; NASP sets the standards for the profession of school psychology, and Kitson – who has three degrees in psychology from FHSU – has been a leader in the association for more than 20 years in various capacities.&nbsp; She is currently a member of the National Accreditation Board and previously served on NASP Executive Council for 11 years. FHSU continues that leadership in the organization as Leslie Paige, scholarship and sponsored projects director in the Graduate School and a two-time graduate of FHSU, currently serves as the NASP president.&nbsp; Kitson was invited in late March to work with a group of ten graduate educators representing school psychology programs, to identify needs and organize online resources and supports for school psychology graduate educators to conduct distance online education during campus closures. On May 21, FHSU school psychology program faculty Jennifer Kitson and Angie Howard co-facilitated with four faculty from other universities a session to assist graduate educators with counseling skill development in online delivery, presented as a virtual training and facilitated focus groups, as one of the recorded offerings sponsored by NASP “Distance Education for Graduate Educators in School Psychology”. Kitson and Howard highlighted strategies and technology application considerations used in their courses. They are continuing to plan with the Distance Education for Graduate Educators in School Psychology for additional webinars and supports for graduate educators over the summer, as the demand grows for online education in school psychology graduate programs.&nbsp;

Three-day weather outlook

It doesn’t feel like an election year with all that’s gone on in the world these past few months, but in Kansas, primary elections loom in August followed by November’s general contest.

Over the years I’ve voted on Election Day, done in-person advance voting and utilized the mail-in option. Of the three, I’ve found in-person advance to be the fastest and most convenient. Election Day is still my preference, probably because of tradition. All three have positives and negatives, depending on one’s point of view.

There are passionate people who will say anything other than casting a ballot on Election Day is un-American. Others will say it’s absurd to hold an election in the middle of the week. For Kansans, none of the arguments really matter because the system allows ample opportunity and access to the ballot box.

Like everything else voting will be different in 2020. Polls will still open and operate on the first Tuesday in August and November, but it’s likely a record number of Kansans will cast their ballots early and through the mail. I can’t tell you how to vote, but I would urge everyone to be aware of the potential disruptions to traditional voting procedures.

My home county is currently looking for 80 workers to staff polling places for the primary and general elections. I’ll be among those new hires for the primary, receiving a full two hours of training before working a polling location for 12-plus hours. If there’s a slow line in Riley County, there’s a good chance I’m the reason.

If time and your health aren’t concerns, there’s no indication you can’t still vote in person at the traditional time. But if they are, Kansas law makes it easy and convenient to cast a ballot early either in person or by mail.

If you want to vote in person but skip the lines on Election Day, counties offer the opportunity to do so, usually at the courthouse or clerk’s office, starting the Tuesday before Election Day or 20 days before the election.

Check with either your clerk’s office or county election commissioner to see what days and times in-person advance voting is available. If you’re not registered, those same officials can help you with that as well.

To vote by mail, you need to request an advance ballot application from your county election officer. Some counties have already mailed applications to all registered voters. If you submit an application, a ballot will be mailed to you starting 20 days before the election.

Completed ballots can be mailed back, so long as they’re post-marked on or before Election Day and received no later than three days after the election. Voters can also return their advance ballot to the county election office or any polling place in their county by the close of polls on Election Day.

Key dates for the primary are July 14, the last day to register; July 15, the day advance ballots will be mailed and in-person voting may begin; July 28, deadline to apply for an advance mail ballot, Aug. 3 at noon, in-person advance voting ends; and Aug. 4, Election Day.

Those dates for the general are Oct. 13, last day to register; Oct. 14, the day advance ballots will be mailed and in-person voting may begin; Oct. 27, deadline to apply for an advance mail ballot; Nov. 2 at noon, in-person advance voting ends; Nov. 3, Election Day.

I should note I’m against voting for voting’s sake. Our system of self-governance relies on an informed electorate choosing its leaders. Hopefully, you will be part of that electorate this fall, either in person or by mail.

Kansas Farm Bureau Insight: Ballot measures

By JOHN P. TRETBAR Crude futures prices were mixed in morning trading Tuesday, with the Nymex benchmark contract up eleven cents and London Brent down a penny. Kansas Common crude at CHS in McPherson was down a dollar and a quarter Monday to $28.50/barrel.&nbsp; The Energy Information Administration says gasoline demand in March fell by 13% to its lowest level since January of 2000. From February to March, gasoline demand fell by 1.2 million barrels per day. Jet-fuel demand fell 15%, its largest monthly change since records began in 1965. Energy operators filed just 39 intent-do-drill notices during the month of May, 238 so far this year. Current totals from the Kansas Corporation Commission are up slightly from a month ago, but are still down significantly from last year at this time, when there were more than 400 on file. There's one new intent to file in Barton County, and four in Ellis County. The national drilling rig count is down 17 to 284 active drilling rigs, according to the weekly report from Baker Hughes. The count in Texas is down 12. New Mexico is down three. Independent Oil &amp; Gas Service reports its weekly Rig Count in Kansas is unchanged, with just four rigs drilling in Western Kansas, and none in the eastern half of the state. Independent Oil &amp; Gas Service reports 24 new wells completed across Kansas last week, nine in eastern Kansas and 15 west of Wichita, including one in Barton County. Operators in the state have completed 423 wells so far this year, compared to 670 at this time last year. Regulators approved just nine permits for drilling at new locations across the state last week, 197 so far this year. U.S. crude-oil production dropped again last week. The government says domestic output averaged 11.18 million [["eleven point one eight million"]] barrels per day for the week ending May 29. That's down more than 230-thousand barrels per day from the week before, and down more than a million barrels a day from a year ago. The U.S. Energy Information Administration reported a more than two million barrel decline in U.S. crude stockpiles last week. At more than 532 million barrels, current inventories are about 12% above the five-year seasonal average. EIA reported a drop in imports as well, down one million barrels per day for the week ending May 29. The agency's four-week average for imports is down more than 18% from the same period a year ago. The Energy Information Administration reported on U.S. crude-oil production through March of this year, with Kansas operators managing to pump more than 86-thousand barrels per day. That's down from a year ago, when the state managed nearly 92-thousand barrels per day. National production totaled about 12.7 million barrels per day. Saudi Arabia and Russia agreed to a preliminary deal to extend existing oil output cuts by one month. Reuters reports the agreement would also raise pressure on other OPEC-Plus producers with poor compliance to deepen their cuts.

🎙 Post Podcast: Hays Chamber begins interviews for VP of membership

On a 2-1 vote Monday evening, Ellis County Commissioners approved employee pay adjustments for 2020, an issue that was also raised last week.

Dustin Roths voted against the increases during the 30-minute discussion, citing economic uncertainties in the county caused by the coronavirus pandemic.

"What I'm talking about is the reverberating economic effect on our major employers — our oil industry, our farming industry," Roths said after reading a prepared statement. 

"The goal is to keep that mill levy to stay the same, too," he added. "So the problem is just because people earn things doesn't mean&nbsp; you can afford to pay them."&nbsp;&nbsp;

Chairman Butch Schlyer and Commissioner Dean Haselhorst supported the pay raises.

During town hall meetings in Ellis and Victoria, "we all three agreed that if the <a href="https://hayspost.com/posts/5e8cfcfdeb7f17053601f5e0">sales tax</a> passed that we would do something with employees' wages to try and bring them back up to scale," Haselhorst said.

"I have always been in favor of this," Schlyer said. "Our employees have earned it.&nbsp;

"I don't want to hold anything hostage to what a virus might do some time," he added. "Things are coming back alive and it's time we get this done and get it done right."

Roths said&nbsp;he too wants to give pay raises to the employees, calling them "the backbone of our organization,"&nbsp; but "it's time for conservatism."

The pay increases include a 1.6 percent cost of living adjustment for all Ellis County employees and a step raise for employees who've worked for the county five years or less. That's the final range of a pay plan policy the commission implemented four years ago as identified by the "Evergreen Study."

According to Interim County Administrator Darin Myers, the total cost to the county is $17,310.

As part of the 2020 budget, funding was allocated for salary adjustments. Pay for elected officials will remain the same.&nbsp;

Myers addressed the "harsh reality" of the mill levy following a presentation by Bill Ring, public works director, who has prioritized a list of eight road projects with an estimated cost of between $5 million and $6 million.

"I know it weighs heavy on the commission in wanting to hold the mill levy, to keep it flat," Myers said. "If we don't increase that mill levy, you're losing a quarter of million dollars a year for the next 10 years. That's $2.5 million.

"One of those road projects we left out could take that completely. I know there are several other large projects that the commission is aware of — the HVAC in this building, the HVAC at the LEC&nbsp; went out Sunday.

"I know it's nice to be able to keep that mill levy down especially being in the economic times we are.&nbsp;

"But the best interest of the county is being able to continue to raise that mill levy up because if we commit to a $5 to $6 million bond (for road projects) and the mill levy isn't raised, we know where our budget sits at today. There is no money going to public works for any of these other projects that need to be done," Myers said.

"Ten years from now, we could be here in the exact same discussion," he cautioned, "begging and pleading for another sales tax so we can do another $5 million bond and not being able to increase that."&nbsp;

The commissioners will meet in executive session at 1:30 p.m. Wednesday to interview candidates for the county administrator position.&nbsp;

🎥 Ellis Co. commissioners revisit, then OK employee pay increases  

The Ellis County Historical Society is hoping for a fresh start.

The society has been plagued with financial woes, mold and a controversy over the fate of the former brick Presbyterian Church, which the society owns.

Lee Dobratz, former director of the historical society, resigned in mid-April.

Brad Boyer, historical society president, said the board has not decided what to do with the former brick Presbyterian Church.

The museum moved its offices, some of their archives and part of the collection that was stored in the former church to different locations in August after water and mold became a problem in the building.

Drier weather conditions have meant some of moisture in the building has dried. The society has also dealt with a leak in the roof.

Kris Muncsh, who with his wife, Larissa, run a building inspection business and have experience restoring historic homes, are doing a survey and will issue a report on the condition of the building.

Kris Munsch was appointed to the board in January.

Boyer said the board members will discuss the fate of the church further after they review that report.

Nabholz Construction developed a design for a new museum complex that included demolition of the former church. The estimated cost for the project was $14.5 million.

That plan was met with opposition from members of the community, including then-City Commissioner Henry Schwaller, who has since been appointed to the historical society board.

Boyer said he did not believe the former Presbyterian Church was conducive to continue to be used as a museum.

"It's served its purpose," he said. "We've been there longer than the Presbyterians were. Basically, it's a structurally sound building. It just doesn't work as a museum. 

"The amount of work that would have to go into it now in order to allow ADA compliance and in order to allow restroom access would pretty much be cost-prohibitive at this point."

He said he would still like to see a new home for the museum collection on the city block owned by the society. That could be building a new building, buying an existing building or leasing a building.

What happens next, Boyer said, has a lot to do with funding. The historical society does not have the funds to repurpose the brick church.

The stone church, which is a historical landmark, is in good condition. It is being used to store artifacts that have been moved from brick church because of moisture and mold issues.

The stone church is not open to tours at this time because of the amount of materials being stored in the building.

Boyer said the society would like to have a campus museum, which would include the Volga German house, Fire Station Museum, the Stone Gallery and the Stone Church.&nbsp;

The condition of the harness shop, an 1880s wood building, continues to be evaluated, Boyer said.

The historical society has items stored in the Hays Daily News building. That building has experienced leakage, Dobratz reported to the city commission at a past meeting.

Kris Munsch is set to do a survey of those materials as a part of his report for the historical society. Boyer said Munsch has not visited that building and reviewed that part of the collection yet.

The historical society is not currently paying for that space and the society is engaged in ongoing negotiations with the newer owners of the Hays Daily News, Gannett.

The historical society is looking for a new home for the materials that are being stored in the Hays Daily News building. Boyer said the COVID-19 pandemic has slowed that process.

If items in the brick church or the Hays Daily News building are contaminated with mold, the historical society will need to develop a decontamination plan.&nbsp; This will require space to store contaminated items, space for cleaning and space to store items once they are clean.

Both the city and county elected officials have been critical of the historical society in the last year for its lack of fundraising.

Boyer said state statue requires county governments to fund historical societies for operations.

"Ellis County has been spectacular since 1971 in supporting us and growing," he said.

Ellis County has faced its own budget cuts, cutting the historical society funding last year. The county told the historical society to request the same amount or less funding for the coming year.&nbsp;

The county commission was set to consider outside agency funding Monday night.

In 2000, the historical society had seven employees and about 35 volunteers. Today it has one full-time director and an hourly employee.

"During that time period, we have had a very well-funded budget," Boyer said. "We've had modestly funded budget. Currently, we are on the down slope budget-wise.

"It is no fault of the city commissioners or county commissioners. It is just a result of the times right now that essential services should probably be addressed before museums."

Boyer said the historical society has also taken a financial hit because it has not been able to be open to the public and not able to charge admissions&nbsp;because of COVID-19.

COVID-19 has also affected the society's ability to conduct fundraisers. The society postponed two events and is not sure when further fundraisers can be scheduled.

The historical society hopes to receive some assistance in applying for grants, but does not have a grant writer on staff.

"There are a lot of potential resources for us," Boyer said. "At this point, we are still very optimistic that we can recover from where we are as the community recovers and goes forward."

The museum reopened to the public as of Monday.

The archives and offices are open normal hours at 1111 E. 30th. Tours of the main campus are by appointment only and can be scheduled by calling 785-628-2624 or by emailing director@echshays.org.&nbsp;

Visitors are encouraged to wash their hands before visiting the museum and masks are strongly encouraged.

"We have a young, energetic, smart young lady that has a lot of expertise at her young age," Walz said. "She can definitely move us forward. She is very personable. We just need&nbsp; to communicate well to people our needs.

"Our direction is to keep history alive from Ellis County. We have such a wealth of history for this small of a community. It's unbelievable."

Annett said she hopes to put more emphasis on the community's Wild West history while continuing to preserve the community's Volga German history.

However, Boyer said he continues to be frustrated that after almost 20 years on the board, the historical society has not been able to secure a new building.

The society needs funds and volunteers to keep going, Walz said.&nbsp;

"Many parents are struggling to pay their rent and utilities. &nbsp;If there is no money coming in or they are waiting on severance pay, it’s difficult to stay caught up.

"Now that restrictions have been lifted, some people who were fortunate enough to report back to work are experiencing a cut in hours, which also affects them financially."

&nbsp;Shoaff said&nbsp;First Call For Help was blessed to have donors who sent monetary donations for the agency to assist more Ellis County families in need with their rent, utilities or food. 

"However, now we’re seeing less donations for Backpacks For Kids, which I’m hoping will increase in the next few weeks so we’re able to purchase the supplies we need for backpacks and hygiene bags," she said. 

Last year, the agency distributed 671 backpacks to Ellis County students in grades pre-K through high school. 

"If you are financially strained and your child is going to need a new backpack with supplies in August," Shoaff said, "make sure you register before July 24. Kids who are registered will be guaranteed a backpack and hygiene bag as long as we have the financial means or donations to complete them all.”

Backpacks for Kids accepting applications, donations; increase in need expected

The wind was blowing a steady 27 mph from the southwest and the temperature was already 82 degrees at the Hays Regional Airport Monday morning as the Hays Fire Department underwent its first group training since April.

"That's Kansas," quipped&nbsp;Tim Detrixhe, the HFD lieutenant assigned to B shift.&nbsp;

The scenario was a plane crash fire, with specialized training equipment and instructors from the University of Missouri Extension Fire and Rescue Training Institute in connection with the University of Kansas Fire and Rescue Training Institute.&nbsp;

The practical portion of the HFD annual exercise in aircraft rescue and firefighting had been postponed since April because of restrictions imposed by the COVID-19 pandemic.

Also participating in this morning's training were firefighters from Dodge City and Salina.&nbsp;

The hands-on live burn with an aircraft prop experience is a yearly requirement of the Federal Aviation Administration, according to Detrixhe.

"These trainers travel all over the country, teaching airport firefighting. So if a plane were to have an incident and crash, the local responders — like us — have some practice putting out such a fire," Detrixhe said.&nbsp;

Three teams worked together to control the situation.

The first team handled the simulated fuel spill fire.

"They're working on controlling fuel that's spilled on the ground after the plane incident. That fuel spreads across the ground and gets exponentially worse," Detrixhe explained.&nbsp;

"If something goes bad, they're going to jump into action and help out. They're called the RID team — the Rapid Intervention Team."

The third team worked inside the mock jet fuselage, doing fire suppression and rescue of a trapped victim, portrayed by a life-size dummy.&nbsp;

The firefighters also turned off&nbsp; switches for air and nitrogen bodies, fuel tanks and batteries. The cockpit was set up to replicate the layout of the SkyWest jet planes that fly in and out of the Hays Regional Airport once a day.

"We actually get specific training the planes that fly in and out of Hays to know where those switches are and turn that stuff off.&nbsp;

"The last thing we want to have happen is a jet engine that's still on when the pilots may have become incapacitated," Detrixhe said. "We're trained to go in there and manipulate the controls in the cockpit to shut them off."

Normally, airport firefighters will use foam spray on a jet engine fuel fire. But the foam is quite expensive, according to Detrixhe, so during the exercises water is used on the propane fuel fires.&nbsp;

There are two trucks based at the airport fire station, Engine 5 and the larger Engine 6.

 </figure>By BECKY KISER Hays PostThe wind was blowing a steady 27 mph from the southwest and the temperature was already 82 degrees at the Hays Regional Airport Monday morning as the Hays Fire Department underwent its first group training since April."That's Kansas," quipped&nbsp;Tim Detrixhe, the HFD lieutenant assigned to B shift.&nbsp;The scenario was a plane crash fire, with specialized training equipment and instructors from the University of Missouri Extension Fire and Rescue Training Institute in connection with the University of Kansas Fire and Rescue Training Institute.&nbsp;The practical portion of the HFD annual exercise in aircraft rescue and firefighting had been postponed since April because of restrictions imposed by the COVID-19 pandemic.Also participating in this morning's training were firefighters from Dodge City and Salina.&nbsp;The hands-on live burn with an aircraft prop experience is a yearly requirement of the Federal Aviation Administration, according to Detrixhe."These trainers travel all over the country, teaching airport firefighting. So if a plane were to have an incident and crash, the local responders — like us — have some practice putting out such a fire," Detrixhe said.&nbsp;<figure>

The National Weather Service has issued a high wind warning for most of western Kansas from 11 a.m. Tuesday to midnight.

A cold front moving through the area is expected to bring afternoon wind gusts of up to 70 mph Tuesday afternoon and evening. Farther west, the NWS in Goodland says wind gusts in excess of 80 mph could be seen in the Goodland area.

Forecasters said the northwest winds could be damaging, posing a risk to power lines, trees and structures, in addition to blowing dust impacting driving conditions.

The cold front — which will push the temperature below 60 by Tuesday afternoon — also is expected to bring with it moisture, as there is a 80 percent chance of precipitation in the Hays area.
