From pitches to plants. From hardballs to hibiscus. From the strike zone to the root zone. Those phrases are a way of describing the transition made by a Major League Baseball player who, with his daughter, has developed one of the leading plant nurseries in the nation.&nbsp;&nbsp;

Lyndsi Oestman is vice president of Loma Vista Nursery in Ottawa, Kansas. She shared this remarkable story.

Lyndsi’s dad, Mark Clear, grew up in California where he worked at his best friend’s family’s avocado ranch. Mark enjoyed tree pruning and avocado picking. He also enjoyed baseball. In fact, he was such a good player that he was drafted into Major League Baseball as a pitcher.

While being developed in the minor leagues, he was playing in Des Moines when he met the young woman who would become his wife. He went on to a 17-year major-league career, serving as a two-time all-star relief pitcher for the California Angels, Boston Red Sox and Milwaukee Brewers.

One year, Mark bought a tree nursery in California with his childhood friend from the avocado ranch. He played baseball during the season and worked at the nursery during the offseason.

One of his buddies on the Red Sox was traded to the Kansas City Royals. When Mark came for a visit, he found he loved the hunting and fishing in the KC area. In fact, he liked it so well that he moved his family to Olathe after retiring from baseball. He also sold his share of the partnership in California and bought a home with a tree nursery in Olathe. He called it Loma Vista Nursery.

“That was the place I grew up in,” Lyndsi said. “My brother and I drove tractors and planted trees.” The company became one of the first wholesale suppliers in the Kansas City area.

Lyndsi went to Kansas State University and studied marketing and business. She met and married her husband and entered corporate work after graduation, but found it wasn’t the same as a family business.

As Loma Vista Nursery continued to grow and evolve, Lyndsi came back to work at the nursery. She worked in every department and became vice president of the company, which is now headquartered in Ottawa, Kansas.

Today, Loma Vista Nursery is one of the nation’s leading wholesale suppliers of plants, trees and shrubs for independent garden centers, landscape contractors, and wholesale distributors in the Midwest. The operation consists of 300 acres of containerized production at Ottawa plus a 600-acre tree farm in the Willow Springs area of Douglas County. Willow Springs is a rural township with a population of 1,409 people. Now, that’s rural.

Loma Vista Nursery offers various varieties of pot-in-pot trees, shrubs, roses, grasses, perennials and groundcovers. The tree farm produces field-grown shade and ornamental trees, upright junipers and spruce, as well as many other deciduous and evergreen varieties. Loma Vista serves customers from Denver to Indianapolis.&nbsp;

“We’re focused on being the best grower we can be,” Lyndsi said. Loma Vista was a pioneer in the adoption of what is called SANC: Systems Approach to Nursery Certification, developed in partnership with regulatory agencies and the industry. In simplest terms, SANC takes a holistic approach to the processes and protocols necessary to assure plant health. “We are super proud of that,” Lyndsi said. “Our SANC handbook has become one of the national models.”

In 2019, Loma Vista Nursery won the national sustainability award from Greenhouse Grower magazine. “We want to do the right thing for our plants, our people, and our customers,” Lyndsi said.

Loma Vista employs 100 people and is home to more than 1 million propagated plants and more than 2 million containerized plants. “The team we have right now is awesome, and we’re very proud to be part of the Ottawa community,” Lyndsi said.&nbsp;

Now That’s Rural: Lyndsi Oestman, Loma Vista Nursery

In the last 3 to 4 years now, there have been problems with chinch bugs coming out of mature wheat fields and feeding on the small sorghum plants, and this year is no exception.&nbsp;

The overwintered adults emerge in early spring and fly into small grains where they mate and produce the first generation. Most problems in milo or feed occur when large groups of the immature, wingless nymphs migrate from maturing wheat fields and invade adjacent sorghum or sorghum/sudan hay fields where they attempt to complete development. They typically do not infest the entire field but can take out several rows of milo next to the wheat. &nbsp;

Problems with this insect were historically confined to eastern and central Kansas, with damage beginning in May or June, but in recent years, chinch bugs have become more of a problem further west in the state.&nbsp;

Chinch bugs puncture vascular tissues to extract plant juices and secrete digestive enzymes that cause the breakdown of surrounding plant tissues. Feeding punctures also can allow pathogens to enter the plant.&nbsp; Consequently, damaged plants present a variety of symptoms including stunting, yellowing, wilting, and necrotic lesions. The effect nymphal feeding has on plants depends to a large degree on the size, health and nutritional status of the plants. Growth stage and water balance are critical because small or drought-stressed plants have less ability to tolerate or recover from chinch bug feeding damage.&nbsp;

Using seed treatments: clothianidin (Poncho), imidacloprid (numerous products) and thiamethoxam (Cruiser) at planting can potentially decrease chinch bug damage and may protect plants for up to 3 weeks, unless the migration is heavy. Growers can use follow-up sprays on border rows if protection wears off before the end of chinch bug migration.&nbsp;

Most often the damage is noticed only after several rows of sorghum or feed have been severely stunted or killed. Ideally treating promptly as migrations begin and before significant numbers of bugs enter the field and small plants are affected is best.

An insecticide spray can be used over the affected rows and approximately an additional 100 feet beyond. Also, spraying about 100 feet into the wheat stubble is advisable if chinch bugs are still coming out of the wheat field.

Most currently approved insecticides have good efficacy against chinch bugs, if three factors are considered. First, it is important to use the full recommended rate of the selected insecticide, preferably applied in 20 to 40 gallons of water per acre. High gallonage ensures good plant coverage and enhances the movement of material into protected plant parts such as leaf sheaths, which increases the probability of contact with bugs. Second, the material should be applied with properly adjusted and calibrated equipment. Cone nozzles designed for high-pressure use will create smaller droplets and improve coverage. Third, the timing of the insecticide application is critical. Early morning applications are preferred because winds are calm (reducing drift), temperatures are cool (reducing volatilization of chemicals), and a large proportion of the chinch bug population will be on the plants and exposed to the application. None of the materials currently registered for use against chinch bugs has long residual efficacy and plants can outgrow the protection. Because peak migrations may continue for 10 days or more, monitoring is required to determine if additional applications to border rows are necessary.&nbsp;

CAMPBELL: Don’t forget about chinch bugs after wheat harvest

Recovered cases: Following KDHE guidelines patients have completed isolation, improvement of symptoms and have gone 72 hours fever free with no fever-reducing medication.

Probable Cases as determined by KDHE: Defined as a person with a) presumptive lab evidence with COVID-19 symptoms or epi-linked to a confirmed case, or b) no lab testing with COVID-19 symptoms and epi-linked to a confirmed case. Reported retroactively by KDHE.

Total cases: Total number of Covid-19 patients that reside in Ellis County. Includes both active, recovered and probable cases.

The ECHD has been notified of two new positive cases. 

Four cases have recovered since our last press release. 

The ECHD is following KDHE guidelines to identify any close contacts of the new positive cases. Contacts will be notified and directed to self-quarantine for 14 days. 

The positive cases have mild symptoms and are in home isolation. Both cases are contacts of a known positive with recent travel history.

Two positive COVID-19 cases identified in Ellis Co. Friday

BARTON COUNTY —The Kansas Fire Marshal and officials with the Bureau of Alcohol, Tobacco, Firearms and Explosives are investigating an explosion at a home in Barton County.

Just before 5p.m. Thursday, police responded to the explosion and fire at a home in the 1200 Block of North Main Street in Hoisington, according to Police Chief Kenton Doze.

One person identified as Kyle Stout was airlifted to a Wichita hospital for treatment, according to Doze. 

The home was severely damaged but Doze did not have a dollar amount of damage on Friday afternoon.

Man airlifted to hospital after Barton Co. home explosion, fire

The Habitat for Humanity ReStore will reopen for the first time since March this weekend.&nbsp;

Val Karl, ReStore co-manager, said many of the all-volunteer staff at the store are elderly, and the organization wanted to do all it could to protect those volunteers and the public.

Store volunteers have been in the building cleaning and sanitizing. Once the store reopens Saturday, volunteers will be wearing masks and store visitors are also asked to wear masks.

The organization had decided to require masks at the store before the governor issued her order requiring masks be worn in public earlier this week, Karl said.

Volunteers have been instructed to frequently sanitize surfaces, such as doors and counters, Karl said.

Donations will be accepted during store hours 9 a.m. to 2 p.m. Saturdays and on the first and third Tuesdays of the month.

The Hays ReStore only sells donated items. It does not accept soft goods, such as clothing or bedding.

All proceeds from the store support the mission of Habitat for Humanity to provide affordable housing, advocate for&nbsp;fair and just housing policies, and provide training and access to resources to help families improve their shelter conditions.

The ReStore is one of Habitat's biggest financial resources, so it does affect its budget,&nbsp;Leslie Wyatt, Habitat of Ellis County director, said via email.

"We are hopeful that with our reopening on Saturday that we will rebound quickly," she said.

Habitat for Humanity&nbsp;of Ellis County is a tax-exempt 501(c)3 nonprofit organization. You can also donate funds directly through the Habitat website.

The local habitat chapter is accepting applications for a home at 1809 Walnut in Ellis.

Habitat completed several repairs on the Ellis house, including new carpet, vinyl flooring, drywall repair, plumbing repair, installed a sump pump in the basement and painting, Wyatt said.

Installation of the back deck and general landscaping are still in the works. A new oven and refrigerator will be provided through the Habitat for Humanity International Gifts in Kind program.

The home has four bedrooms and two and a half baths.

It has 1,040 square feet on the upper level, a large partially finished basement and a 10,650-square-foot lot size.

Habitat is always seeking applications for the Brush with Kindness and Critical Home Repair programs. Habitat volunteers make repairs to homes for people who are in need as a part of this program.

ReStore to reopen Saturday; Habitat taking apps on Ellis home

TOPEKA – While questions continue as to what school will
look like in the fall for high school students in Kansas amid the COVID-19
pandemic the state’s activities association is moving forward with plans for
sports this fall.

Earlier this week, a post on social media claimed that the
Kansas State High School Activities was planning to cancel fall sports. The
official KSHSAA Twitter account quickly responded, saying “there is no truth to
this rumor.”

In a Zoom meeting Wednesday with media members from across
the state, KSHSAA Executive Director Bill Faflick pushed back and called the
Tweet “irresponsible.”

Faflick said KSHSAA is currently working on a plan for the fall.

“All of our efforts right now are directed at providing
best guidance for our schools,” Faflick said.

KSHSAA has already provided an update to its member schools
this summer, and Faflick said they plan to release a plan for fall sports
after the state department of education releases its guidelines for return
later this month.

“We think that the plans that we have put in plans are
adaptable and we’re about to exercise the agility necessary to accommodate potential
changes,” Faflick said.

Faflick said they anticipate the Kansas Department of
Education releasing more information on July 17, and KSHSAA will use that
guidance to update and release its plan.

“We know school needs to be in session for us to have an interscholastic
activity program that is education-based,” Faflick said.

He said much of the focus centers around the actual
operations of the different events in an effort to limit the spread of COVID-19
and not how the activities and athletics look on the stage, court or field.

Faflick said they have looked into different contingency
plans. Among those would be potentially moving the fall sports to the spring and
spring sports to the fall. But he said “challenges” remain.

He said the issue is that spring activities were already
canceled last year and they worry that a second wave of the coronavirus could
cut the fall season short as well.

“While we’ve looked at that, at this point as of July 1st
of 2020, that does not seem to be a direction we want to go,” Faflick said. 

Faflick added that they believe their plan is flexible
enough to make changes if more restrictions are announced by the state of
Kansas.

“We’ve looked at many models, not just season flipping but
season shifting” Faflick said. 

Those changes could include changing the length of a season
or limiting the number of competitions.

“We know it’s a fluid situation, yet we can wait for
guidance to be put out we want to be prepared when that happens,” Faflick said.

There have been a few school districts across the state that
have had to alter their summer workout programs due to positive COVID-19 tests
and exposure to the coronavirus and Faflick said that does worry them.

“Our challenge is the unknown,” Faflick said. “Not knowing when
we’re going to be able to get back to normal, wherever that new normal is, as
well as the unknown presence of COVID-19.”

He said they have already made several recommendations to
member schools. Among those are screening every student and coach before every
activity. They also continue to recommend good personal hygiene practices.

The first day of fall practice is scheduled for Aug. 17 and several
schools, including Thomas More Prep-Marian and Victoria are set to start school that day.
Hays schools are scheduled to start Aug. 13 with Ellis schools starting Aug.
20.

Mopar closed west of Roth Avenue beginning Monday

MANHATTAN — The Fourth of July may be a fun and noisy celebration for many people, but a Kansas State University veterinarian says that's not the case for some pets. "This holiday is often a time filled with fear and anxiety for some pets — and it can also be a dangerous time for them as well," said&nbsp;<a href="https://www.vet.k-state.edu/education/clinical-sciences/faculty-staff/faculty/nelson/index.html">Susan Nelson</a>, clinical professor at the&nbsp;<a href="https://www.vet.k-state.edu/vhc/">K-State Veterinary Health Center</a>, a part of the&nbsp;<a href="https://www.vet.k-state.edu/">College of Veterinary Medicine</a>. Nelson offers some tips to help keep pets safe this holiday. The first: Keep your pet indoors for the most part, and under leash control when you do need to take them outside. "The sound of fireworks can make some pets run off in an attempt to get away from the noise," Nelson said. "In fact, this is the time of year with the highest incidence of runaway pets, so be sure to keep them secure." Besides getting lost, Nelson said there is also the risk of pets getting hit by a car because their fear of fireworks will make them less observant of oncoming traffic. She recommends making sure your pet has some type of ID, such as a tag and/or microchip, in case it should get lost. Ideally, it should have both. Nelson said keeping your pet inside also keeps it safe from those people who may try to harm an animal with fireworks. "Many dogs will appreciate being in the safe confines of their crate and will do fine if allowed to stay there," Nelson said. "A secure room may also work as well. Be sure to close the blinds or use heavy curtains to block out the flashes of light." Nelson also suggests the following to help calm a pet who gets rattled by loud noises: • Play soothing music or turn on the TV or white noise machine in an attempt to block out the loud crackles and booms. • Trying an anxiety wrap specially made for pets may help calm those with mild anxiety. • Using over-the-counter medications made for anxious pets may benefit those with mild to moderate noise anxiety.&nbsp; • Consider temporarily relocating your pet to a quieter friend/relative's house or kennel during this time. • Talk to your veterinarian about prescription anti-anxiety medications if your pet has a severe noise phobia. Have the medication ready to give on the first day that fireworks are allowed to begin in your community. Just as with young children, Nelson said it is important to keep dangerous items&nbsp;out of your pet's reach and not apply products on pets that aren't labeled for safe use on them. "These include lighters, punks, matches, lighter fluid, glow jewelry, citronella candles/oils, insect coils and repellants and fireworks, both unlit and lit," Nelson said. Even if your dog is not bothered by fireworks, Nelson said it is still subject to being burned or injured by fireworks if it gets too close or attempts to retrieve one that has been ignited. Many fireworks also contain toxic chemicals if ingested. Another product to avoid using on pets can be some insect repellants, Nelson said. "Mosquitoes are often out in force this time of year, but don't be tempted to spray your pet with insect repellants that contain DEET as it is toxic for them," she said. "Only apply insect repellants that state they are safe to use on pets." Human foods and beverages also pose dangers to pets. "Pets often experience vomiting and/or diarrhea when given foods they are not used to eating," Nelson said. "And some foods, such as chocolate, macadamia nuts, onions, grapes or raisins, coffee, salt and yeast-based bread dough are all potentially toxic for your pet." When ingested, fatty foods can lead to life-threatening pancreatitis, while corncobs, bones and wooden barbeque skewers can cause blockage of the intestinal tract if swallowed. Nelson also said to keep any foods or candies sweetened with artificial sweeteners, such as xylitol, out of reach as they can be toxic to pets. Another no-no for pets are alcoholic beverages. "Keep the beer and wine out of their reach," Nelson said.

While the Ellis County Commission supports an individual's right to wear a mask, it does not support a mandate handed down by the governor
this week requiring all Kansans to wear a mask amid the COVID-19 pandemic.

The commission, serving as the county board of health, held
a special meeting Thursday afternoon in response to Gov. Laura Kelly’s executive
order requiring that all Kansans wear a mask in public spaces. The
commission voted unanimously to not require Ellis County residents to wear a mask.

Ellis County Health Director Jason Kennedy told the commission that
while the requirement that all Kansans wear masks in public is an extremely divisive
issue, he does not serve a political party — only the Ellis County residents.

“I’m not sure there are right answers,” Kennedy said. “I’m
not sure there is anything that is a perfect yes (or) no.”

Kennedy said the mandate has to be viewed as a health
agenda, and that does not just include physical health, that also includes
mental, social and financial health. 

“There is no doubt that face masks work, in certain
situations and in certain places” Kennedy said. “Masks work inside a home where
you have close or high-population density. They work in areas of high viral load.”

Kennedy said there are questions about what kind of impact
masks have in places like Ellis County. Places with low population density and with
“extremely low” community spread.

“I think we should encourage, I think we should support and
I think we should allow businesses and individuals to make a choice to protect
themselves, the patrons of their business and those around them,” Kennedy. “Saying it’s OK to make your decision to wear a mask absolutely
should be universal across the board.”

Kennedy also said when it comes to county’s response to the
pandemic, it would not require masks when in public.

“We have eight active cases, we have zero hospitalizations
and, thankfully, we have zero deaths,” Kennedy said. “Our hospital capacity is
sufficient to handle anything that we have at this point.”

Kennedy also pointed to the county’s positive test rate as
another reason not to mandate masks at this time.

According to Kennedy, Ellis County’s positive test rate is only
1 percent — meaning only 1 percent of those people tested in Ellis County
have tested positive for coronavirus.

The statewide average is approximately 8 percent. He said
health officials become concerned when the positive rate is nearing 10 percent.

Ellis County Commissioner Dustin Roths said he would echo
Kennedy’s statement.

“I would encourage anybody who wants to wear a mask, that
might be at risk, that may be around other people and not be able to social
distance for a period of time, feel free (to wear a mask),” Roths said. “We’d
actually probably encourage it.”

All three commissioners said while they heard from a lot of
people on the issue, they were not in favor of mandating face masks.

“If you feel threatened at all when you are out in public or
at a gathering, please do wear a mask,” said Commissioner Dean Haselhorst. “I
encourage you to do that.”

There was one member of the community who addressed the
commission.

Cheryl Duffy, addressed the commission while wearing a mask
and told the commission, “You can probably tell by my mask where I stand on
this issue.”

Duffy told the commission, as a person who is at risk of
contracting the virus, that she does not feel safe shopping in Hays.

She said she believes that the commission was saying they
will wait until there are a lot of cases of the coronavirus in Ellis County and
said, “that doesn’t seem smart to me.”

Roths said he had two relatives that contracted the virus
and said they had no problems. 

“In Ellis County, we’ve been very lucky. We’re naturally socially
distanced because we don’t live on top of each other like New York City,” Roths
said.

“I hope you feel, in Ellis County, you’re a lot safer than
you would be in an apartment building in Kansas City,” Roths said.

Commissioner Butch Schyler said that the number of people who
contacted him that were opposed to the mask mandate was substantial.

“They don’t want to be told that they have to wear it, that
sense of independence in this part of the country, people just thrive on,” said
Schlyer. “They don’t want to be dictated too and mandated too, especially by
some bureaucrat in the far-distant land.

“I happen to be one of those people too,” said Schlyer.

Masks encouraged, but not required in Ellis County

TOPEKA&nbsp;– The Kansas Department of Health and Environment, in conjunction with the Kansas Department of Wildlife, Parks and Tourism, has issued its list of public health advisories for Kansas lakes due to blue-green algae. The watch that had been issued for Kanopolis Reservoir in Ellsworth County has been lifted; it is no longer under advisory.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions. Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die. No beer garden at WWF concerts — but BYOB allowed in cans

As Ellis County waited Thursday for more information on the governor's mask mandate, Jason Kennedy, Ellis County public health officer,&nbsp; answered questions about wearing masks and testing in Ellis County.

Kennedy said by far the best way to limit the spread of COVID-19 is social distancing and staying home if you are sick.

Studies have indicated wearing masks stems the tide of spread of the illness where high viral loads are present, such as hospitals or in a private residence in which another person is infected.

However, Kennedy said the studies don't show 100 precent either way if masks will prevent community spread.

He acknowledged wearing masks has become a hot-button issue across the nation.

He tried to dispell some myths regarding masks. He said they are not harmful. 

"If you cannot maintain social distancing, and you must have close contact, wear a mask," Kennedy said. "CDC and KDHE recommend the use of a mask if you cannot maintain social distancing. That is not a politically driven statement. That is a statement from KDHE and CDC for at least the last couple of months."

Wearing a mask does not decrease your oxygen levels, and they can be worn for an extended period without any harm, Kennedy said.

They should be cleaned on a regular basis, he said.

Can I catch the virus at the grocery store?

Masks are meant to decrease the transfer of droplets, which can transmit the virus when individuals are in close contact.

The most likely means of transmitting COVID-19 is through person-to-person contact through droplets in the air over an extended period of time (10 minutes or more).&nbsp;

Kennedy said it is unlikely that you would contract the virus from someone you might pass on the street or in the grocery store.&nbsp;However, it is possible for you to contract the virus from talking to a friend in the parking lot of the grocery store for 15 minutes.

The longer that you are exposed to a person with the virus, the more likely you are to receive the viral load necessary to be infected, Kennedy said.

Can I get the virus from touching a counter?

The risk of transmission from a surface is extremely low, but not zero, Kennedy said.&nbsp;However, Kennedy still advised businesses and residents to disinfect frequently touched surfaces and regularly wash their hands or use hand sanitizer.

He discouraged wearing gloves for most daily activities, because if the virus is on a surface, it can be transferred from surface to surface via the gloves.

Can you spread the virus if you do not have symptoms?

You can spread the virus if you have not started to show symptoms or you are asymptomatic and never show symptoms, Kennedy said.

Kennedy emphasized if you feel sick or have tested positive for the virus, you should have contact with no one. Stay home.

Because of limited supplies, N-95 masks are still being recommended only for health care settings. The KDHE and CDC are recommending cloth or disposable masks be worn in public when social distancing can't be achieved.

Kennedy said cloth masks with higher thread counts or multiple layers are better at stopping the particles that spread the virus.

Regardless of the governor's order or the decision of County Board of Public Health, local businesses can still require masks within their businesses, Kennedy said.

Kennedy said even if not all businesses choose to follow best practices, those that do make a differnce.

"Every single one of you making decisions right now to protect you, to protect someone you care for, to protect your patrons, your employees, any little decision that we make individually leads to an impact," he said.

He added, "If you are [social distancing] and someone else isn't, that is still contacts that you are breaking."

Kennedy encouraged businesses or organizations if they had questions on best practices to check the KDHE website or call the health department.

The County Board of Health, which is comprised of the three county commission members, were scheduled to vote late Thursday afternoon about mask enforcement. Enforcement of the order in the county would be up to the sheriff's office, Kennedy said.

"I don't view this mandate as a political statement," Kennedy said. "This is something that should be based in medical knowledge that should be based in fact and should be based in what is right for the individual."

At the beginning of Kennedy's press conference, he reminded the public that anything that he said today could change tomorrow. The situation is evolving.

Kennedy also updated the community on local testing and infection rates.

He said the infection rate and community spread in Ellis County continues to be low.&nbsp;

Ellis County reported two new cases Wednesday for a total of 25 cases in six months. There have been no deaths in the county.

The KDHE and CDC are recommending cloth or disposable masks be worn in public when social distancing can't be achieved.Kennedy said cloth masks with higher thread counts or multiple layers are better at stopping the particles that spread the virus.Regardless of the governor's order or the decision of County Board of Public Health, local businesses can still require masks within their businesses, Kennedy said.Kennedy said even if not all businesses choose to follow best practices, those that do make a differnce."Every single one of you making decisions right now to protect you, to protect someone you care for, to protect your patrons, your employees, any little decision that we make individually leads to an impact," he said.He added, "If you are [social distancing] and someone else isn't, that is still contacts that you are breaking."Kennedy encouraged businesses or organizations if they had questions on best practices to check the KDHE website or call the health department.The County Board of Health, which is comprised of the three county commission members, were scheduled to vote late Thursday afternoon about mask enforcement. Enforcement of the order in the county would be up to the sheriff's office, Kennedy said."I don't view this mandate as a political statement," Kennedy said. "This is something that should be based in medical knowledge that should be based in fact and should be based in what is right for the individual."At the beginning of Kennedy's press conference, he reminded the public that anything that he said today could change tomorrow. The situation is evolving.The best sources of information are <a href="http://kdheks.gov">kdheks.gov</a> and <a href="http://CDC.gov">CDC.gov</a> and listening to public health officials and medical professionals.<h2>Ellis County infection rates still low</h2>Kennedy also updated the community on local testing and infection rates.He said the infection rate and community spread in Ellis County continues to be low.&nbsp;Ellis County reported two new cases Wednesday for a total of 25 cases in six months. There have been no deaths in the county.Positives as percent of tests have also been low (1 percent). The state rate is 8 percent.Kennedy said those who have contracted the virus have had less severe symptoms as time has progressed and had shorter duration of symptoms.&nbsp;He said there has also been very little person-to-person transmission within the county.The transmission rate from person-to-person in Ellis County has been less than one, Kennedy said. People have been contracting the illness from people outside of the county instead of community spread."I think it is because people have done their job," he said. "They've stayed home. They have maintained social distancing. They have done what they can to mitigate that risk."However, that transmission rate can increase or decrease, he said.Kennedy urged Ellis County residents to continue to take precautions.
