&nbsp;The August primary elections produced sobering results for all Kansas politicians and, for the matter, all Kansans.&nbsp;&nbsp;

Sometimes important elections, like the presidential contest of 2020, easily display their importance. Others, however, may seem quite ordinary, even as they produce or reflect substantial change.&nbsp; The recent primary falls into this category, largely because it hastens a powerful trend in Kansas politics – the growing national-style partisanship that reduces our capacity to address serious problems.

This year, right-wing Republican state senate candidates won six primary races, knocking off such notable Republican moderates as John Skubal (Overland Park), Randy Hardy (Salina), and Ed Berger (Hutchinson), all who won their seats in 2016 and who faced well-funded, highly conservative opponents.&nbsp;&nbsp;

Several of these GOP winners will cruise to victory, while some other conservative Republicans will face strong Democratic opponents; indeed, Democrats could well pick up a few Senate seats in November, further squeezing out moderate Republicans.

And the Kansas Legislature will take one more step toward embracing the partisanship that infects Washington.

In the modern era of Kansas governance, from the late-1960s on, three familiar factions have dominated the state’s political landscape: moderate Democrats, moderate Republicans, and conservative Republicans.&nbsp; Although their respective numbers have changed as their political fortunes have waxed and waned, ordinarily any two of them could defeat the third.&nbsp;&nbsp;

Given their centrist status, moderate Republicans often held disproportionate power in determining final outcomes, even when they did not dominate the GOP leadership, which has recently been the case.&nbsp; To be sure, this is a familiar Kansas story, but it remains significant in that so many other states have become heavily polarized, with no real ideological center.

In Oklahoma, for example, a strong GOP emerged in the 1970s and 1980s, as the state evolved from its long-time southern Democratic roots. New Republicans were conservative, while moderates remained Democrats. The idea of a “moderate Republican” was and is inconceivable.

Reacting to the Brownback administration, moderate Republicans reasserted themselves in the election of 2016 and hung on in 2018. Meanwhile, Democrats came back in the state legislature, as well as winning the governorship and a congressional seat.&nbsp; Thus, the three-party system was resurrected, however tenuously.

That gets us to the 2020 elections. Almost certainly, the Legislature will host more far-right Republicans, more Democrats, and fewer moderate Republicans.&nbsp;

In addition, the 2020 elections will likely produce enough Democrat legislative seats to render the Legislature “veto-proof,” in that Governor Kelly’s fellow partisans will have more than a third of the seats in at least one chamber.&nbsp; This means that even conservative Republicans will have to negotiate with Kelly, given her veto power.

This negotiation can happen in one of two ways. First, Republican legislative leaders could encourage the chambers to work bills in committees and bring those with adequate support to the floor, allow requisite votes, and send them on to the governor for her signature or veto.&nbsp; In short, it could be a relatively collegial process.

Alternatively, they could make every issue a partisan test, delaying issues (per Medicaid with Senate President Wagle) and forcing an ultimate budget deal that would leave almost everyone dissatisfied and many issues unresolved.

Let’s hope that legislative leaders opt for acting responsibly and that the Governor reaches out to them.&nbsp; If so, Kansans will be well served by their public servants.

COLBY — ArtRageous, the first art show of the school year for the Colby Community College art department, is scheduled from 6 to 8 p.m. on Thursday, Sept. 3, at the Prairie Museum of Art and History.

The show features a mix of two and three-dimensional works. CCC art instructor Rebel Mahieu said the event has a unique format.

"Artists will bring two or four pieces," she said. "Most of them will be at the show to describe how the pieces they hang contrast with their style."

W. Kansas, FHSU art instructors to join ArtRageous art show

The Ellis County Landfill this week announced an upcoming tire disposal discount
event. Due to unavailability of grants for a tire amnesty, the Ellis County Commission
has approved a half-price reduction on the rate of tires from 10 cents/pound to 5
cents/pound. The sale will begin Monday, Sept. 21, and last through
Saturday, Oct. 3. All tires disposed of will be recycled.

Ellis County will offer reduced fees for tire disposal

CHEYENNE COUNTY — One person was injured in an accident just before 5 p.m. Thursday in Cheyenne County.

The Kansas Highway Patrol reported a 1998 Jeep Cherokee driven by Benjamin Baker, 27, Loveland, CO., was northbound on Kansas 27 just north of County Road 12.

The Jeep left the road and the driver steered the vehicle back on to the roadway. It then left the roadway to the left again and when the driver attempted steer back onto the road, the Jeep rolled.

EMS transported Baker to the Cheyenne County Hospital and he was later flown to Swedish Medical Center in Denver, Colorado to be treated for injuries sustained in the crash.&nbsp;

He was properly restrained at the time of the accident, according to the KHP&gt;

A Kansas State University agricultural economist has completed an exhaustive study on hedging cattle prices, which he says could help producers manage their economic risks – perhaps especially so in times of crisis.

Brian Coffey looked at the average price of steers and heifers sold in Kansas between 2010 and June 2020 to determine if hedging – a strategy to lock in prices using futures markets – is a reliable strategy for selling live cattle.

“One thing that came out of this will be surprising to a lot of people,” Coffey said. “If we look just at the average price that live cattle would have been sold for from 2010 to 2020, the hedged prices are lower, but they are only 48 cents per hundredweight (cwt) lower than unhedged sales, on average. In other words, the risk-management benefits of hedging come at a fairly lower cost per hundredweight, on average.

“A lot of times, people have in mind that to get the risk-management benefit of hedging, you take a pretty big hit on expected average returns. But over the long term, we’re just not seeing that.”

Hedging helps to protect against adverse price changes in the markets by allowing a producer who is feeding cattle to establish an approximate selling price now and be protected if prices decline by the time they market those animals later.

“In given weeks or months, you can definitely give up potential gains in some of those extreme times when cash prices rally unexpectedly,” Coffey said. “But you also avoid extreme losses in weeks or months when cash prices decline unexpectedly.”

Coffey notes that more detailed information on hedging is available at&nbsp;<a href="https://agmanager.info/">AgManager.info</a>, a website managed by the K-State Department of Agricultural Economics.

In his study, Coffey assumed a feeding period of 160 days while comparing what a producer might have earned on live cattle sales had they hedged those sales instead.

“Basically what I assumed was that a producer would hedge cattle immediately upon placement, then immediately lift the hedge when those live cattle are priced or sold,” he said. “It’s a very disciplined and systematic hedging routine.”

While he found a slight average-price decrease when hedging during normal times, Coffey said hedging can provide huge benefits when disaster hits the industry – such as has happened twice in the past year.

In Fall 2019, a fire destroyed a packing plant owned by Tyson Fresh Meats in Holcomb, Kansas, which had a daily capacity of 6,000 head – or about 6% of the United States’ slaughter capacity.

Coffey compared live cattle prices for 23 weeks, between July and October 2019 to see what impact hedging would have had on producers’ profits.

“What I saw was the hedged price, on average, was about $10 per cwt higher,” he said. “If someone was marketing fed cattle week after week through that same time period, having those cattle hedged was worth an extra $10 per cwt higher.”

Put another way, the average weekly value of gain for hedged cattle was $123 higher per head than for unhedged cattle.

More recently, Coffey also looked at the impact of the COVID-19 pandemic, comparing prices between February 2020 and the end of June. Again, hedging proved to be a successful strategy during crisis.

“The hedged value of gain averaged about $221 per head higher,” Coffey said.

“The take-home lesson from both of those instances,” he said, “is that hedging can protect from scenarios that can, frankly, end a business. Hedging protects against catastrophic losses.”

The city of Hays will receive the same amount as it requested from the $5.7 million Ellis County CARES Act, according to Toby Dougherty, city manager.

Hays applied for two portions of the CARES money — reimbursement and direct aid.

"The reimbursement component is for the governmental entities (counties, cities and schools) for expenses they've already incurred as a result of the pandemic," Dougherty explained. "We applied for and received $58,000 of that."

A total of $500,187.82 was <a href="https://hayspost.com/posts/63c30894-2782-4e0c-8542-3173c1321015">recommended as reimbursements</a> to Ellis County, Hays, Ellis, Victoria, Hays USD 489, Ellis USD 388 and NCK Technical College.&nbsp;

The additional direct aid of $230,000 going to Hays will be used for pandemic-related projects to be completed before the end of the year.&nbsp;

A portion of the city's direct aid award — $9,000 — will go to the Hays Public Library for items to ensure the safety of patrons.&nbsp;

Most of the city's aid will be used to enhance teleworking capabilities, Dougherty said.

"We did have a fairly significant portion of that involved in running fiber optic cable out to the airport so we can more easily staff the airport fire station.

"One of the pandemic tactics Fire Chief Ryan Hagans has taken is to split the fire fighting shifts into two shifts, one out at the airport fire station and one at the downtown station.

"That way if there's a localized outbreak, we don't lose a whole shift of firefighters," he said.

Without fiber to the airport fire station, technology is currently limited and constrained.

"So, part of our request was enhancing the fiber," Dougherty said, "and then the networking capabilities to the airport fire station to make it more full-time staff ready."&nbsp;

Vice Mayor Sandy Jacobs called the fiber project "forward thinking."

"We're thinking in the future, not just what's happening this afternoon," she said.

City granted $288,000 in federal funds from Ellis County CARES Act

The COVID-19 pandemic has affected everyone in some way, but seniors
residing in area assisted living centers, cut off from loved ones for months,
have arguably been the most affected.

While working in an area assisted living center Courtney Molleker, 21-year-old Hays native, saw first-hand how
small things like receiving a letter can&nbsp; make a huge difference for
seniors. After putting the idea out on Facebook earlier this month, a full-fledged
letter writing campaign has begun, with a first set of letters set to be
delivered soon.

“This simple act of love and kindness will surely bring a smile to their
faces,” Molleker said. “Please join me in having a passion for kindness by
sending some letters of love.”

Molleker said she was surprised by the immediate response to the idea and is
hopeful it will spur relationships between the letter writers and the
recipients.

"The response so far has been great," Molleker said. "People
are being so nice about it and seem like they’re excited to write to the
residents."

To facilitate the deliveries and spread the word, a Facebook page was set up
last week and generated 100 members on the first day alone.

As relationships develop between the letter writers and the seniors, she
hopes that personal messages back and forth can become the norm, but at this
point, she said the letters will be generalized.

And as the campaign continues Molleker is hopeful that letters can be
addressed to specific residents soon, but is working out the details on how
that can work.

In the meantime, the more letters collected for the campaign the better, she
said.

"I would love it so much if I could collect as many as possible to take

"I have a daycare also having their kids do little coloring activities
to send over as well," Molleker said. "It’s been going well so far. I
seem to have people from multiple age groups contributing,&nbsp;young children,
teens, college students, and others beyond that."

Recognizing the value in the campaign, Caden Frank, Fort Hays State
University's Sigma Chi recruitment chairman and Hays High assistant boys’
soccer coach, brought the idea to his fraternity and the team.

The fraternity plans to write letters on Monday and hopes to work with the
soccer team to write letters sometime next week.

“The population that she is writing to is a forgotten population sometimes,”
Frank said. “Hopefully, we get some responses and get a conversation going
between the two.”

Stepping up and creating relationships in the community is a large part of
the Sigma Chi mission, he said, so this campaign is a way to do that during the
limited in-person contact created during the pandemic.

Sigma Chi has always focused on creating lifelong friendships and this is a
way to help foster that mission, he said.

“Being leaders in the community, we want to be the ones at the forefront of
creating change and starting social service projects,” Frank said.

He also said they want to set a good example for other student groups and
hopes others will take up writing even more letters.

residing in area assisted living centers, cut off from loved ones for months,
have arguably been the most affected.While working in an area assisted living center Courtney Molleker, 21-year-old Hays native, saw first-hand how
small things like receiving a letter can&nbsp; make a huge difference for
seniors. After putting the idea out on Facebook earlier this month, a full-fledged
letter writing campaign has begun, with a first set of letters set to be
delivered soon.“This simple act of love and kindness will surely bring a smile to their
faces,” Molleker said. “Please join me in having a passion for kindness by
sending some letters of love.”Molleker said she was surprised by the immediate response to the idea and is
hopeful it will spur relationships between the letter writers and the
recipients."The response so far has been great," Molleker said. "People
are being so nice about it and seem like they’re excited to write to the
residents."To facilitate the deliveries and spread the word, a Facebook page was set up
last week and generated 100 members on the first day alone.<a href="https://www.facebook.com/groups/732248417627027/">The group

hopes that personal messages back and forth can become the norm, but at this

Beginning at 7 a.m. Monday, the east leg of the intersection of Pine and 15th (300 block of East 15th) in Hays will be closed to through traffic for pavement repairs. 

Repairs are expected to be completed by the end of the day on Friday.

Secretary Julie Lorenz will unveil signs celebrating the 50th&nbsp;anniversary of the completion of I-70 in Kansas and highlight the significance of the Interstate system across the country at 10:30 a.m. Thursday at the Kanorado motor carrier station on eastbound I-70.

To get to the event, from westbound I-70,&nbsp;take the exit at mile marker 1&nbsp;and KDOT staff will direct you to the event site.

In case of inclement weather,&nbsp;the event will be at the Goodland Travel Information Center, located on eastbound I-70, mile marker 7.

From westbound I-70,&nbsp;take the exit at mile marker 1&nbsp;and then go eastbound on I-70 back to the travel center.

Everyone attending the event must adhere to social distancing guidelines and must wear a mask.

TOPEKA - The Kansas Department for Children and Families announced today that EBT Online has been fully implemented, and Kansas food assistance recipients now have the option of purchasing groceries online using a Kansas Benefits Card, also known as an EBT card, at Amazon and Walmart.

“As the COVID-19 pandemic continues, this new online purchasing program offers a contactless, safe, and secure way for Kansans to get their groceries,” said DCF Secretary Laura Howard.

Governor Laura Kelly announced in June 2020 that the United States Department of Agriculture approved the DCF proposal to offer EBT Online to Kansans.

When using the EBT card to purchase groceries online, the card will function like a debit card, and the same guidelines will apply. SNAP recipients should note that while they can now use their EBT card to pay for groceries online, they cannot use their card to cover the cost of grocery delivery.

Kansas food assistance, or SNAP, provides monthly food benefits that help individuals and families buy healthy, nutritious food. Even if temporary, individuals and families who have experienced a change in their circumstances and need additional help may apply for food assistance benefits.

Kansas currently has more than 208,000 individuals who receive food assistance benefits totaling $291 million annually.

EBT online purchasing now available 

The Ellis County Health Department on Wednesday announced six additional cases of COVID-19 had been identified in the county since Monday.

There are now 13 active cases and 153 recovered cases.&nbsp;

Since reporting began, there have been 167 cases of coronavirus identified in Ellis County, including one death.

Ellis County updates case counts each Monday, Wednesday and Friday.

Yesterday the Board of Canvassers made the decision to not put my name, Laura Allen, on the November General Election ballot as a candidate for Ellis County Clerk. I understand why they made that decision, based on input from state election officials. I absolutely believe that if I chose to challenge the statute, by bringing suit, I would win. I won’t go into the details again, a letter from John Bird explaining that position has been published. I do not; however, believe that a lawsuit is in the best interest of the county or the state. Unlike the Republican Party, who threatened a lawsuit immediately if my name was put on the ballot, my goal is not to put undue strain of any sort on already sparse resources.

I do; however, believe that the spirit of an election is choice. I do not, as has been suggested, have a personal agenda. In trying to learn and become more involved in how our county and city are run, I realized that the people of Ellis County have not had a “say” in their County Clerk for some time. While it has always been an elected position, when there is no opposition, there is no choice, essentially, no election. I also realized that I do not want to be one of the folks who complain and criticize without stepping up to try to make a difference. Because of this I will continue my write-in campaign, and give the voters a choice. A write-in campaign is more difficult, and will take a bit more work than marking a bubble, but, I don’t know very many Ellis County residents who are afraid of a little extra work, it’s that western Kansas work ethic we should be proud of!

I also feel it is important to explain why I did not file before the deadline. It was not a matter of not being serious, or a disregard for deadlines. As a single parent, I do not have an extra $700. Especially with socioeconomics changing frequently based on the COVID-19 pandemic. I also have a son who had a heart transplant almost three years ago, and is now immunocompromised. Putting us in a position to be in contact with a number of people we don’t know, in order to get signatures for a petition, was not in his best interest. When I read the requirements for a write in campaign, I felt 5 percent of registered Democrats was something I could achieve. We all know how that turned out! At this point, I don’t think anyone should question my dedication or my seriousness about this election.

I was born and raised in Hays, as were my parents and their parents before them. My great-great-grandparents settled in Catherine with the first group that ventured this far west to build a new life. My grandmother cut chickens at Al’s Chickenette, which was also my first job. I graduated from TMP and then Fort Hays with a degree in business administration. I have one child who graduated from Hays High School, one currently at Hays High and another who went to TMP. I am a member of St. Joseph’s Church and am active in community events.

I have had opportunities to move out of Hays, but have chosen to stay here. It is my home and where I belong. My only hope is that we are all engaged and doing what is best for our community, and that local government is an extension of that community.

Putting us in a position to be in contact with a number of people we don’t know, in order to get signatures for a petition, was not in his best interest. When I read the requirements for a write in campaign, I felt 5 percent of registered Democrats was something I could achieve. We all know how that turned out! At this point, I don’t think anyone should question my dedication or my seriousness about this election.I was born and raised in Hays, as were my parents and their parents before them. My great-great-grandparents settled in Catherine with the first group that ventured this far west to build a new life. My grandmother cut chickens at Al’s Chickenette, which was also my first job. I graduated from TMP and then Fort Hays with a degree in business administration. I have one child who graduated from Hays High School, one currently at Hays High and another who went to TMP. I am a member of St. Joseph’s Church and am active in community events.I have had opportunities to move out of Hays, but have chosen to stay here. It is my home and where I belong. My only hope is that we are all engaged and doing what is best for our community, and that local government is an extension of that community.I am truly looking forward to the next three months!Laura Allen

After more than a year being closed, the&nbsp;K-147 bridge at Cedar Bluff opened to traffic Tuesday.

The bridge and 1.8 miles of highway were closed in June 2019 for safety reasons. Rust in the bridge deck was not allowing the bridge to move freely.

Construction on the bridge began in February.

The Kansas Department of Transportation posted on its Facebook page Tuesday the bridge was complete and was back open.

Voters across the state received letters Tuesday with applications for mail-in ballots from a non-profit with a return address in Missouri.

Donna Maskus, Ellis County Clerk, said the letters from a national non-profit organization, the Center for Voter Information, are legitimate.

If voters have not already filled out their request for a mail-in ballot for the general election, they can fill out the form enclosed in the letter and send it to the Ellis County Clerk's Office in the postage paid envelope that is enclosed in the letter.

Maskus said her office was not involved in the letter campaign and did not pay the postage for the return envelopes.

If you have already requested a mail-in ballot for the general election, you do not need to do it again, she said.

Maskus said she had multiple calls about the letters on Tuesday, but confirmed with the Secretary of State's Office that the letters are legitimate.

Mail-in-ballot letters from Missouri are legitimate

Nex-Tech announced Tuesday it will offer assistance for low-income families with children who do not have internet service.

"In response to the impact the COVID-19 pandemic is having on area schools and understanding that internet connectivity is critically important to the success of students, Nex-Tech is announcing its plan to extend the Continuous Learning Initiative," Nex-Tech said in a news release.

The&nbsp;Continuous Learning Initiative was instituted in the spring when schools closed because of COVID-19 and went to online learning.

Schools will be asked to confirm the impact of student households that don’t currently have internet service and have opted in to at-home learning or a hybrid option.  Schools will then share these addresses with Nex-Tech for verification of eligibility. Nex-Tech began providing service to eligible locations effective Monday.

Area schools have been sent additional information from Nex-Tech and will distribute to eligible families regarding the steps to sign-up for service.

Diane Quennoz, senior vice president of marketing for Vyve, Eagle Broadband's parent company, said Eagle Broadband does not have a sweeping program for low-income families. However, she said Eagle Broadband will be working with local schools to assist families who need internet service for schooling.

"We are really committed to our communities and working with our schools, and we want to help where we can," she said. "[We will be] definitely working with the schools to identify the families in need."

Dustin Schlaefli, Nex-Tech director of customer engagement, said Nex-Tech will apply for federal SPARK funds that the state of Kansas has dedicated for low-income internet service to help support this program. Applications for that funding open Wednesday.

The state has allowed both internet providers and schools to apply for the SPARK funds dedicated to expanding services for low-income families.

The state has set aside a total of $60 million in federal COVID-19 funds to help with broadband expansion in the state. Emphasis has been placed on expanding education and telemedicine services.

Of that $60 million, $10 million was set aside to support connectivity in low-income homes. The money must be spent by the end of the year.

Hays Superintendent Ron Wilson told the school board last week the district has identified 71 students who do not have internet access in their homes.&nbsp;

Two hundred and sixteen students have enrolled in the district's parent choice remote learning option this school year. 

The Hays district as well as the Catholic schools are also preparing hybrid learning and remote learning options for all students if pandemic numbers force schools to fully or partially close again.

The Hays school district is set to start in-person classes on Wednesday, Aug. 26.&nbsp;
