Brandon Taylor, recently elected board president of the Central and Western Kansas chapter of the American Red Cross, is hitting the ground running with a virtual tour of the chapter’s 60-county territory.&nbsp;

Taylor, who will serve as board president for the coming year, is special programs manager at Fort Hays State University. He has served on the board for two years.

He earned a Bachelor of Business Administration in Management, a Master of Business Administration, and a leadership and grant-writing certificate from Fort Hays State University. He currently is working on his pastoral ministry degree from Newman University.&nbsp;

Taylor’s family was impacted by the Greensburg tornado in 2007.

“I still remember the Red Cross vehicle driving the streets, handing out water and sunscreen, which was most needed while going through debris,” Taylor said. “Those individuals were the kindest people you will ever meet, and the world needs more like them.”&nbsp;

Taylor said he is excited to lead the board as it executes a strategic plan they have developed. He will conduct a virtual tour through each county, talking to emergency management officials, city and county officials, and other stakeholders, while reviewing Red Cross’s role in those communities.

Because he firmly believes those working on the front line are at the heart of any successful operation. Taylor stated he will be calling all volunteers to listen to their experiences and feedback.&nbsp;

“Many people don’t realize the many services the Red Cross offers, besides blood donation and disaster services,” Taylor said. “I want to make those trainings accessible to not only individuals but also create business partnerships as well.”&nbsp; Another area he wants to stress is Service to the Armed Forces (SAF), which assists active duty and veterans in communities.&nbsp;

Knowing that the chapter could not operate without the support of donors, Taylor is working with the board to identify the greatest needs in the chapter and bolster fundraising in the chapter.

“Anyone that gives wants to see how their dollar makes an impact,” he said.&nbsp; “Anyone can check a box for it to go to the general fund or designate it to towards a specific area, but the report back to the donor I feel is most key on where their hard-earned dollar went.”&nbsp;

Ellis County Fair cancels indoor vendor fair

Laura Allen, 47, of Hays has announced she intends to run as a write-in candidate for Ellis County Clerk as a Democrat.

There are no other Democratic candidates in the primary. The only Republican candidate is Deputy Clerk Bobbi Dreiling.

Allen is a client services representative at First Call for Help, a Hays non-profit. She has a bachelor's degree in business administration from Fort Hays State University.

"After doing a little bit of research into the different offices and trying to educate myself on what we are voting for, I just decided that it is time for change," Allen said. "People need some choices."

"I really think we need to do a better job with our elections and our voting," she said.

Allen said she thought the clerk's office should not be politicized.

"I don't see there is any reason why the clerk's office can't work timely and efficiently with other offices," she said.

County Treasurer Lisa Schlegel has been publicly critical of current County Clerk Donna Maskus for being late in getting tax information to the treasurer's office. Maskus has repeated told Schlegel she has had to wait on tax information from multiple outside taxing bodies to compile the data.

"No. 1, I would want to talk to them, because I don't want to say anyone is doing anything wrong specifically without knowing the ins and outs of the situation," Allen said. "But I assume all of the offices have the same deadlines and have to work together."

"I can't imagine there is not a way to work with those offices to get what we need when we need it without placing undue burden on them."

Allen said she would also like to see the clerk's office promote voter registration. She said she very rarely sees voter registrations set up at different events. She said she has also been disappointed in local voter turnout.

"There's got to be a way we can engage our citizens better to exercise their right to be&nbsp; part of their local government," she said. "I know everyone worries about the presidential elections, but on the local level, that is where we can really affect change."

Allen said she thought she would be a good county clerk because she is good at meeting deadlines and following rules and regulations.

She has run area retail stores and is familiar with accounting, she said.

"I think No.1 I have a desire to represent the people of Ellis County and make sure their interests are met," she said. "No. 2 [I have] the ability to follow the rules and regulations and read statutes and find answers and make sure everyone has access to the information they should."

Allen said she can see the office with a new eye.

"I know a lot of our county offices can do better, and change is a great catalyst to do that," she said.&nbsp;

The Hays Post asked Allen why she did not file for office by the filing deadline so her name could be on the primary ballot.&nbsp;

"I did not want to do it frivolously and I have been looking up various clerk duties and statues and actually talked to a couple of different clerks throughout the state to just get an idea of what the job entails and if it would be something I would be able to do effectively," she said.

"By the time I was able to say comfortably, 'Yes, this is something I am willing to do,' I had missed the deadline."

Outside of her work, Allen is the secretary for the state board of directors of Kansas Legal Services. This is her sixth year on the board. She is also a volunteer at her foster daughter's school. She is also active with the Democratic Party.

"I just want people to know that Ellis County deserves a choice in who they are electing to different offices," she said.&nbsp;

“I have watched as Ellis County has struggled with handling elections, being the last County in the State to report its results, purging thousands of voters because of wrong addresses or other things which a Clerk should never allow to happen.&nbsp; I watched the last election as it was revealed that the machines being used in Ellis County were defective and not reliably reporting the true results of elections.&nbsp; The response of the County Clerk was to spend $350,000 on yet more machines.&nbsp; Those were unnecessary.&nbsp; Ellis County is a relatively small county and for decades we conducted our elections by casting votes on paper ballots which were then quickly counted by local volunteers.&nbsp; If there were any discrepancies, they were easily fixed.&nbsp; Now, we have another entirely new system that is inappropriate for our times.”

Allen said that if elected, she would conduct an intensive audit of use of personnel and equipment to find ways to stretch the taxpayer money to accomplish all required duties while increasing voter participation in Ellis County.&nbsp; 

“We have some of the most engaged and enthused citizens in the State of Kansas here in Ellis County, yet we throw obstacles in front of them when it comes election time.&nbsp; We should be sending mobile registrars to the nursing homes, schools, City and School offices, grocery stores, and we should have people trained to use mobile registration from cell phones at every public event.

I want to make it part of the culture of the County that we register, we educate, we vote, in Ellis County,” Allen said.

She is a TMP and FHSU graduate and works for a local non-profit agency. She is also the acting Secretary for the State Board of Directors of Kansas Legal Service and attends St. Joseph’s Catholic Church. Her children have also grown up in Ellis County. Joshua coaches football at TMP and is a Salesman. Sam works at DSNWK as he prepares to join the Capuchin Order next year, and her daughter, Gilda, a Sophomore at Hays High School, plans to become a Police Dispatcher. Her family has also recently welcomed a foster daughter, Cat.&nbsp; “I know the importance of family and good neighbors and I know that participation in civic matters is not just a privilege, it is a duty.&nbsp; I pledge to serve Ellis County in a nonpartisan manner.&nbsp; My goal is 100 percent participation, regardless of political affiliation.”

The County Clerk also serves as the government conduit for public records and information and Allen has made it clear that she will do everything necessary to bring her office into the 21st century by making as many records available online as possible.&nbsp; “People should not have to beg office holders for the evidence of government spending and taxing,” Allen said.&nbsp; “I will make it so that any citizen can access the minutes of meetings, voter registration information, tax parcels, boundary lines of governmental units, personnel contact information, apply for passports, and other similar things, from their cell phones.&nbsp; No more will people need to worry about whether the office is open over the lunch hour or past 4 o’clock; we will be accessible, 24/7."

Grow Hays Executive Director Doug Williams believes Ellis County has a problem.

He shared concerns over the amount of housing available in the county and efforts being made to increase housing inventory with area leaders Tuesday at BriefSpace,&nbsp;219 W 10th, during the Grow Hays Quarterly Luncheon.&nbsp;

“The availability of affordable housing is critical to the
recruitment and retention of a workforce in our community,” Williams said. “Without
an adequate workforce, we cannot attract new businesses or retain the ones we
have.”

He said many business owners in the area frequently struggle
with recruiting employees due to the lack of available housing.

Even with the area lacking for homes, the market in the area has remained strong, Williams
said, through both the 2008 market downturn and the events of this year.

“But the current situation is worrisome to us,” Williams
said.

The average home in Hays is only on the market for an average of 128 days, he said.

“That’s not very long when you consider the loan application
process," 
&nbsp;Williams said.

He said the average sale price is also somewhat “disturbing.”

This year, we have seen an average price increase to $207,000,
he said, up from around $180,000 last year.

“That kind of increase has a significant impact on the
market,” Williams said.

Overall, he said, the average sale price is up 25.3 percent, the median price is up
19.5 percent and days on the market are down 19 percent.

He said new listings are generating multiple offers with properties frequently
selling over the list price as home availability is nearing historic
lows.

Low interest rates, Williams said, is a driving factor for
the area market.

Currently, there are 65 homes in Ellis County for sale with an average price of
$269,000, he said. Only six homes are available in the $175,000- $225,000 range, with an
average age of 55 years.

With such low inventory of available workforce housing, Williams said recruiting talent for area businesses is challenging.

“We stand a good chance of not getting those people in our
community,” he said.

While the availabity of homes creates need for more
inventory, Williams said the strength of the market is a good indicator of the
potential for new construction in Hays.

“It’s not all bad, there are some real positives to that,
but long term it presents some challenges for us,” he said.

“We have a market, like all markets that is driven by supply
and demand,” Williams said. “The market sets the price and we have a real
problem with supply and demand right now.”

The challenge right now is finding a better balance.

“We need to try and figure out how to get things back to a
reasonable balance,” Williams said.

While the problem identified, Grow Hays is working on solutions to bring more housing to the market.

“From a Grow Hays standpoint, we are approaching this in
several different ways,” Williams said.

Grow Hays is currently running a housing rehab program, working on bringing a new housing development to Hays through a Rural Housing Incentive District, and working toward increasing retiree
housing.

A recent study of the area economy shows retirees as
the single largest economic contributor in Ellis County, Williams said.

“We view retirees as a recruitment opportunity,” he said.

Ellis County has many attributes that make it attractive to
retirees, Williams said, but without available housing, the area is losing that
potential growth.

“So we are looking at some options,” he said. “These
are good people to add to the community.”

Grow Hays is working on finding sites for retiree housing
projects in the area around HaysMed.

With older homes in the county in need of rehabilitation, Grow Hays helps to bring those homes to the market through a housing rehabilitation program.

A $400,000 grant from the Hansen Foundation allows Grow Hays
to loan funding to buyers to rehab a house in Ellis County that is capped at a
$155,000 selling price.

Williams said 11 projects have been completed in Hays, Victoria and
Ellis using the revolving loan fund.

“It’s a great program as it is self-sustaining,” Williams
said. “We try to keep three or four of these projects going at one time.”

The homes are developed after a developer secures a nine-month loan from Grow Hays to purchase and
resell the home.

Williams said most of the homes have sold before or right
after they have been completed.

“It’s a great program that improves neighborhoods,” Williams
said. “These are opportunities that wouldn’t exist without someone doing this
program.”

The program, he said, also creates work and increases the area housing
inventory.

The Rural Housing Incentive District was recently approved by the
city of Hays, and now the Hays USD 489 Board of Education and Ellis County Commission have the right to veto, but Williams said he believes both groups will allow the development to pass.

“It will be final, if everything goes as planned, on July 25,”
Williams said.

The RHID allows the developer to recoup the cost of the infrastructure development by collecting tax revenue after development until the cost of the infrastructure has been covered.

The 75-lot development at 22nd Street and
Wheatland Drive is scheduled to be developed in three phases, Williams said.

Contractors are currently being courted, and
Williams said seven contractors have already expressed interest in building the
homes, which will range in price from $175,000 to $225,000.

“We feel that is the part of the market that is currently
being underserved right now,” Williams said.

If everything moves according to plan, Williams said homes will be available relatively quickly.

“Ideally, we will have 20 to 25 homes out there in the next
12-18 months,” he said.

Construction on the homes will begin once the infrastructure
has been completed, and Williams is hopeful homes will be ready by next summer.

“Affordability will be quite good in these new homes,”
Williams said. "With 75 lots, I think we can stay busy for a while and appeal to hopefully both sides of the equation."

recruitment and retention of a workforce in our community,” Williams said. “Without
an adequate workforce, we cannot attract new businesses or retain the ones we
have.”He said many business owners in the area frequently struggle
with recruiting employees due to the lack of available housing.Even with the area lacking for homes, the market in the area has remained strong, Williams
said, through both the 2008 market downturn and the events of this year.“But the current situation is worrisome to us,” Williams
said.The average home in Hays is only on the market for an average of 128 days, he said.“That’s not very long when you consider the loan application
process," 
&nbsp;Williams said.He said the average sale price is also somewhat “disturbing.”This year, we have seen an average price increase to $207,000,
he said, up from around $180,000 last year.“That kind of increase has a significant impact on the
market,” Williams said.Overall, he said, the average sale price is up 25.3 percent, the median price is up
19.5 percent and days on the market are down 19 percent.He said new listings are generating multiple offers with properties frequently
selling over the list price as home availability is nearing historic
lows.Low interest rates, Williams said, is a driving factor for
the area market.Currently, there are 65 homes in Ellis County for sale with an average price of
$269,000, he said. Only six homes are available in the $175,000- $225,000 range, with an
average age of 55 years.With such low inventory of available workforce housing, Williams said recruiting talent for area businesses is challenging.“We stand a good chance of not getting those people in our
community,” he said.While the availabity of homes creates need for more
inventory, Williams said the strength of the market is a good indicator of the
potential for new construction in Hays.“It’s not all bad, there are some real positives to that,
but long term it presents some challenges for us,” he said.“We have a market, like all markets that is driven by supply
and demand,” Williams said. “The market sets the price and we have a real
problem with supply and demand right now.”The challenge right now is finding a better balance.“We need to try and figure out how to get things back to a
reasonable balance,” Williams said.<h2>The solutions</h2>While the problem identified, Grow Hays is working on solutions to bring more housing to the market.“From a Grow Hays standpoint, we are approaching this in
several different ways,” Williams said.Grow Hays is currently running a housing rehab program, working on bringing a new housing development to Hays through a Rural Housing Incentive District, and working toward increasing retiree
housing.<h2>Retiree recruitment</h2>A recent study of the area economy shows retirees as
the single largest economic contributor in Ellis County, Williams said.“We view retirees as a recruitment opportunity,” he said.Ellis County has many attributes that make it attractive to
retirees, Williams said, but without available housing, the area is losing that
potential growth.“So we are looking at some options,” he said. “These
are good people to add to the community.”Grow Hays is working on finding sites for retiree housing
projects in the area around HaysMed.<h2>Housing rehab</h2>With older homes in the county in need of rehabilitation, Grow Hays helps to bring those homes to the market through a housing rehabilitation program.A $400,000 grant from the Hansen Foundation allows Grow Hays
to loan funding to buyers to rehab a house in Ellis County that is capped at a
$155,000 selling price.Williams said 11 projects have been completed in Hays, Victoria and
Ellis using the revolving loan fund.“It’s a great program as it is self-sustaining,” Williams
said. “We try to keep three or four of these projects going at one time.”The homes are developed after a developer secures a nine-month loan from Grow Hays to purchase and
resell the home.Williams said most of the homes have sold before or right
after they have been completed.“It’s a great program that improves neighborhoods,” Williams
said. “These are opportunities that wouldn’t exist without someone doing this
program.”The program, he said, also creates work and increases the area housing
inventory.<h2>Rural Housing
Incentive District&nbsp;</h2><figure>

city of Hays, and now the Hays USD 489 Board of Education and Ellis County Commission have the right to veto, but Williams said he believes both groups will allow the development to pass.“It will be final, if everything goes as planned, on July 25,”
Williams said.The RHID allows the developer to recoup the cost of the infrastructure development by collecting tax revenue after development until the cost of the infrastructure has been covered.The 75-lot development at 22nd Street and
Wheatland Drive is scheduled to be developed in three phases, Williams said.<figure>

Williams said seven contractors have already expressed interest in building the
homes, which will range in price from $175,000 to $225,000.“We feel that is the part of the market that is currently
being underserved right now,” Williams said.If everything moves according to plan, Williams said homes will be available relatively quickly.“Ideally, we will have 20 to 25 homes out there in the next
12-18 months,” he said.Construction on the homes will begin once the infrastructure
has been completed, and Williams is hopeful homes will be ready by next summer.“Affordability will be quite good in these new homes,”
Williams said. "With 75 lots, I think we can stay busy for a while and appeal to hopefully both sides of the equation."

Grow Hays working to alleviate housing shortage in Ellis Co.

Sixty families in Hays are receiving nutritious, easy-to-cook meals through the Community Assistance Center due to the efforts of the Rotary Club of Hays.

The project is a part of a coordinated effort of Rotary clubs across Kansas and the panhandle of Oklahoma to distribute food to over 6,300 families during this time of food insecurity, job loss and pandemic worries.

Rotary International President Mark Maloney recently posted “Rotary offers something no other organization can match — an existing infrastructure, which allows people from all over the world to connect in a spirit of service and peace.” 

Rotary was able to capitalize on its existing infrastructure throughout Kansas and Oklahoma to provide food to people who need food at this challenging time.

The Rotary Club of Hays, along with 59 other clubs, are partnering with local food distribution agencies to deliver 3,600 boxes of ready-to-cook meals. Each box includes seven meals with each meal serving six people. 

The positive outcome is that a family can be ensured to have nutritious food for at least one meal per day for a week.

The Rotary Club of Hays is a group of community leaders who come together to serve others, help those in need, and make a lasting impact in the community.

The Rotary Club of Hays was founded in 1923 and most recently has been involved in picking up trash through their 41st Street Cleanup project. 

Rotary International consists of over 1.2 million people worldwide having sustainable impact on ending polio, bringing clean water to remote areas, helping to educate children and promoting global peace.

Hays Rotary donates meals to local families

PHILLIPSBURG – Carolyn Rumbaugh never dreamed that her love for the Phillipsburg rodeo would turn into help from the rodeo when she had cancer.

The Phillipsburg woman was diagnosed with colon cancer in 2019, going through a colectomy surgery and chemotherapy throughout the year.

Her road through medical treatment was full of obstacles and hindrances.&nbsp;

Lab work done with her primary care doctor, in January of 2019, showed there was the potential for cancer. After a colonoscopy a month later, it was discovered that it was stage four.&nbsp;

Colectomy surgery was scheduled to remove the cancerous portion of the colon. But a cold, then a spider bite, then shingles delayed the surgery, which finally took place on May 28, 2019.&nbsp;

Then, on her second chemotherapy treatment, she had a reaction to the medicine. Carolyn was in the ICU in Hays for three days and in the hospital for another twenty days.

She and the doctor chose to do no more chemo treatments after that, and after a CAT scan, it looks like the cancer hasn’t reappeared.&nbsp;

She had never been to a rodeo before she married her husband, Dennis, who passed away in 2016.&nbsp;

Dennis was born and raised in Phillipsburg and met her when he was in the Navy. Carolyn grew up in San Jose, Calif., and when she moved to Phillipsburg, it was a culture shock. “God has forsaken me,” she thought to herself. “My gosh, they only have one stoplight and they park in the middle of the street.” In 1964, when she left California, San Jose was the tenth largest city in the nation. “Then I came to Phillipsburg, and it was like, where did heaven go?”

Now she can’t imagine living anywhere else. “I wouldn’t trade it for the world,” she said.

Dennis was a shareholder in the Phillipsburg Rodeo Association, and the couple, plus their children: Jennie Christiansen, who lives in Phillipsburg, Bruce Rumbaugh, in Hays, and Hollie Kendall, Logan, attended the rodeo. Jennie and Hollie were part of the Prairie Dusters drill team, opening the rodeo with the American flag on horseback for almost thirty years.&nbsp;&nbsp;

Rumbaugh received a check from the Hope in the Heartland funds, the organization that works with Kansas Biggest Rodeo to send funds to those undergoing cancer treatment in north central Kansas and south central Nebraska.&nbsp;

“I was shocked when I got the check,” she said.&nbsp;

“I knew all about Tough Enough to Wear Pink, and we always wore our pink, but I never associated it with getting any money from it.”&nbsp;

The money came in handy. “I’ve used it for gas, going back and forth (from Phillipsburg to the doctor in Hays). It helped pay for medication, too, that my insurance wouldn’t cover. And I bought a wig with it.”&nbsp;

Carolyn, her family and friends make sure they wear pink on Tough Enough to Wear Pink night at the rodeo each year.

“Rodeo time is a big time here, a very big time, and we’re very conscious to be sure to wear pink,” she said. “My grandsons, after my husband passed away, wanted to wear Papa’s pink shirts. I dug out Dennis’ shirts, and they didn’t care if they were too big or not. They wore Papa’s shirts.”&nbsp;

As of press time, Carolyn’s cancer is not evident; she has gone back for two doctor’s visits since chemo ended.&nbsp;

Funds are raised in several ways. One of those ways is through the selfless donations made by area sponsors, including Prairie Horizon Agri-Energy, McClain Farms, Rodgers and Associates Insurance Co., and Farmers State Bank.

Those sponsors match the Phillipsburg Rodeo’s donation. The rodeo raises funds through its annual Tough Enough to Wear Pink campaign, always held on the first night of rodeo (this year, on July 30). For every fan through the gate who wears pink, one dollar is donated to the fund. Since the program started fourteen years ago, over $107,000 has been raised.

Funds are also raised through donations picked up at the rodeo.

The Phillipsburg Rodeo is July 30-August 1 at the rodeo grounds north of Phillipsburg on Highway 183. Phillipsburg woman’s journey with cancer includes rodeo gift

By GREG DOERING Kansas Farm Bureau A recent survey of Kansas Ag Alliance members reveals the economic turmoil wrought by Covid-19 on the state’s farmers, ranchers and ag retailers. The survey was conducted in late May. Responses came from a broad spectrum of growers and other agriculturally related businesses across the state. The survey went to members of statewide associations representing corn, sorghum, soybeans, wheat, livestock, electrical cooperatives and Kansas Farm Bureau. More than two-thirds of respondents reported negative or very negative effects on their farm or business as a result of the pandemic. Less than 10 percent reported a positive impact on farm or business revenue. The top three issues for respondents are what you would expect, disrupted markets, cashflow problems and not being able to find a place to process products. But there are some other concerns, like one cattle producer who also shoes horses. “With the horse shows, rodeos and barrel races canceled, it has hurt my business because clients are trimming more and shoeing less,” the farrier reported. “So, a $140 shoeing turns into a $50 trim.” The disruption to markets is widespread in the cattle industry, and the slowdown of packing plants has filtered down to smaller custom processors, which has caused another set of headaches. “Direct sales to the consumer is our preferred method of marketing our beef,” one rancher said. “With the bottleneck in small, overwhelmed processing facilities, we are unable to process our animals in a timely manner, which means they have to go through the sale barn at a lower price.”&nbsp; Others are seeing a slow down in the normal course of business because of the virus. “Most suppliers I deal with are scared to death they will have a positive employee and have to close their facility,” one grower wrote. “This leads to very inefficient interaction with the businesses. We are getting through it, but it has taken a lot more planning to get things in place.” Ninety percent of responses indicate they’ve taken advantage of at least one Covid-19-related government program, like the Coronavirus Food Assistance Program, Paycheck Protection Program or received an Economic Injury Disaster Loan. These programs fall short of making farmers and ranchers whole from the economic disruption from the pandemic, but there’s growing unease about the scale of government support of agriculture. Especially following on the heels of recent Market Facilitation Payments. “My main concern is that if we don’t find an exit strategy for these government programs, we will be plunging further into socialism,” one respondent remarked. Others voiced concerns about how commodity markets will respond as the pandemic drags on and wondered if input costs will go down. Cellular phone service and access to broadband internet also are on the minds of farmers and ranchers who saw their children return home after schools and colleges closed. The disparity between what producers receive and consumers pay also drew plenty of comments, none more succinct than one respondent who said, “It has exposed the total disconnect between farm gate prices and grocery store prices.” None of the responses are earthshaking, but they do provide a good reminder of just how far the misery has spread across the countryside. Despite all the new things to worry about, one farmer recently told me not much has changed in his daily routine. “Get up, feed everything in the morning, harvest, bale hay, just like normal,” he said. There can be solace found in a job well done.

Three-day weather outlook

During the summer grazing months many producers run into issues with lame cattle. The effects of lameness may show itself by decreased fertility, weight loss, decreased performance, and increased labor and medicine costs. It has been estimated that 88-92% of lameness in cattle stems from the foot. Several issues could be the culprit, but we will review some of the common causes and the key differences between the clinical signs. It is a good idea to contact your local veterinarian to create a treatment plan for these conditions prior to the grazing season.

The first way to determining the cause of lameness is to observe obvious swelling. The swelling most commonly effects the lower limb, indicating the area of inflammation just above the hoof. It is important to distinguish if the swelling is symmetrical (equal on both sides of the foot), or asymmetrical (only effecting one side). Swelling may also be noticed effecting single or multiple joints in both calves and cows.

Footrot is a common disease process that occurs in pasture cattle. Footrot is a bacterial infection of the foot that manifests itself with symmetric swelling encompassing the lower limb just above the hooves. Upon closer inspection, producers will notice a crack in the skin between the hooves and a foul pungent odor. Injectable antibiotic treatment is typically very rewarding when treated in the early stages of the disease. With delayed or late treatment of cases, however, deeper structures of the foot (tendons, joints, even bone) may become involved. Delayed treatment often requires extended therapy, and leads to increased cull rates from the herd.

It is always important to closely inspect symmetric swelling cases in the pasture settings. Wire, bale wrap, or other foreign bodies can wrap around and entrap the lower foot causing very similar symptoms as footrot. If the swelling has a well demarcated line horizontally across the foot, further investigation in warranted. The entrapping foreign body must be removed.

Single sided or asymmetric swelling of the foot often indicates a more serious condition in cattle. This type of clinical sign is often the result of deep structure issues. Puncture wounds, sole abscesses, or chronic infections can cause single sided joint, bone, or tendon infections. Extensive footwork on a tilt table or under sedation is often indicated in these cases. Contact your veterinarian when these cases are identified.

Single or multiple joint swelling with lameness can also be observed in pasture settings. In calves this is often the result of septic arthritis. This is a bacterial infection of the joints. In very young calves it can be the sequela of naval ill, or from bacteria that get into the blood stream. It is not uncommon to see this condition a week to 10 days following a bout of respiratory disease with some pathogens as well. Even with appropriate treatment, the inflammation in the joint often takes several weeks to resorb back into the body. Joint swelling in mature animals can also occur. Many times this is a result of an orthopedic break down. Torn cruciate ligaments in the stifles of breeding bulls, or hock damage from riding activity are examples of these conditions. Consult with your veterinarian for potential treatment or course of action if these situations occur.

Obvious lameness to one or more limbs with no noticeable swelling can often be challenging to diagnose appropriately. One of these conditions is called Hairy Heel Warts, also known as Digital Dermatitis, or Strawberry Footrot. These animals often display obvious lameness and will attempt to walk on the “tippy toe” of the foot. Upon closer observation you will notice wart like growths or bright red scab lesions below the dewclaws and above the heel bulbs of the foot. Topical treatment with an astringent or antibacterial solution is warranted for this condition.

The last condition we see more commonly in newly arrived stocker calves, is called toe tip necrosis (toe abscesses). These animals often appear with shifting lameness of the back legs. They will usually stand in strange orientations to protect and get pressure off the of the damaged toe. The rear, outside hooves are most often affected. Treatment of these consists of picking up the feet and using hoof testers to confirm the condition. Then the toes are slightly opened with hoof nippers to release the pressure. Without opening the toes, healing will not occur.

Lameness can be challenging to diagnose in a field situation, but understanding the subtle differences will help will proper and timely treatment. Visit with your veterinarian about any non-responsive lameness issues. Further diagnostics and treatment may be indicated.

The effects of lameness may show itself by decreased fertility, weight loss, decreased performance, and increased labor and medicine costs. It has been estimated that 88-92% of lameness in cattle stems from the foot. Several issues could be the culprit, but we will review some of the common causes and the key differences between the clinical signs. It is a good idea to contact your local veterinarian to create a treatment plan for these conditions prior to the grazing season.Lameness with Swelling:The first way to determining the cause of lameness is to observe obvious swelling. The swelling most commonly effects the lower limb, indicating the area of inflammation just above the hoof. It is important to distinguish if the swelling is symmetrical (equal on both sides of the foot), or asymmetrical (only effecting one side). Swelling may also be noticed effecting single or multiple joints in both calves and cows.Footrot is a common disease process that occurs in pasture cattle. Footrot is a bacterial infection of the foot that manifests itself with symmetric swelling encompassing the lower limb just above the hooves. The Ellis County Health Department on Wednesday announced five new positive cases of COVID-19 have been identified in the county.

The cases have been identified since Monday. The individuals are symptomatic and in isolation, the department said. Two previous cases have recovered since Monday's news release. Contacts will be notified.

There have now been a total of 35 positive cases identified in Ellis County since reporting began, with 10 categorized as active.

As Kansas health care officials seek to gain control of a cluster outbreak of COVID-19 at the Logan Manor Nursing Home in Logan, the&nbsp;Phillips County Review has learned that two people there have had their lives claimed by the highly transmissible disease. Knowledge of a problem in the facility first emerged last week, with four cases being diagnosed on Wednesday, July 1. &nbsp;The count rose to seven on Thursday, July 2, and jumped to 25 on Friday, July 3. Of that number, 17 are residents and eight are staff.&nbsp;&nbsp;

According to Kansas Department of Health and Environment daily reports, no additional cases have been diagnosed since last Friday. 

The&nbsp;Review&nbsp;has learned a new round of testing that includes around 100 people is taking place as this is being written, and that a third round of testing will be conducted a week from today.&nbsp;

Since the beginning of the pandemic in March safety protocols have been strict at the facility, which houses our most at-risk members of the community — the aged.&nbsp; The hunt to determine how the safety protocol chain was broken continues.

Two deaths reported in Phillips Co. nursing home virus outbreak

An Ellis County Commission candidate is facing legal trouble
after two arrests in recent weeks.

According to the Ellis County Attorney’s office, Lisa “L R”
Boyd, D-Victoria, is accused of violating a restraining order on two occasions
in June.

Boyd allegedly violated the restraining order for the first
time on June 15 and then again on June 19. Following the second incident, Boyd
was arrested. Ellis County Attorney Tom Drees said Boyd has been charged with
two counts of violating a restraining order.

While out on bond, Boyd allegedly was involved in a third incident on
July 4 that led to a second arrest in less than a month.

Drees said a second set of charges are expected to be filed
against Boyd later this week.

The charges are expected to include two felonies — two counts
of aggravated battery for reportedly firing a Roman candle firework at the alleged
victims, including a teenager — and criminal threat. Boyd is also expected to
face a misdemeanor charge of violating a restraining order.

Boyd made her first appearance in court in the most recent
incident Tuesday and is currently being held in the Ellis County jail in lieu
of bond.

Boyd is running as a Democrat for Ellis County Commissioner
3rd District. That seat is currently held by Republican Dean
Haselhorst. The two will face off in the November primary election.

Scott Gene Boomer, age 50, of Hays, Kansas, died Tuesday, July 7, 2020, at his home with his loved ones. He was born June 7, 1970, at Seneca, Kansas, to Warren Eugene and Connie V. (Nichols) Boomer. He married Ann Marie (Means) on May 6, 1995, at Jewell, Kansas.

He spent his lifetime in radio broadcasting in a variety of roles from program director to radio announcer. He worked 30 years at Eagle Communications and a few years at KHAZ. Scott, of “Mike and Boomer," was the morning show host on the “The Bull Country KKQY 101.9” FM Radio. Over the years in broadcasting, he received a number of awards.&nbsp; He grew up in Bern and Beloit, Kansas, and was a 1988 graduate of Beloit High School. He also received his bachelor's degree from Fort Hays State University. Scott loved his work and being on the air. He had a deep passion for his family and friends, the community of Hays, and the people he reached out to in Hays, and the surrounding area.

Survivors include his wife, Ann Boomer, of the home; two sons, Tyler Boomer and Kaden Boomer, both of the home; his father and step-mother, Gene and Marsha Boomer, Heath, Texas; one sister, Jodi Foerschler and husband, Josh, Littleton, Colo.

He was preceded in death by his mother, Connie Boomer; and his grandparents, Warren and Viola Boomer, and Claude and Frances Nichols.

Funeral services will be 10 a.m. Friday, July 10, 2020, at Celebration Community Church, I-70 &amp; Exit 157, Hays, Kansas. Graveside services will be at 3 p.m. Friday, July 10, 2020, at the Osborne City Cemetery, Osborne, Kansas.&nbsp;

Click here for more.</a>By CRISTINA JANNEY Hays PostPete Felten is not sure how long he has been working on his latest sculpture to be on display in downtown Hays.At model of a steam engine, Felten, 86, said he could be have been working on the 300-pound sculpture for about 10 years."When you have been carving for 60 years, it gets a little bit fuzzy in the back, you know, trying to remember everything," he said from his Stone Gallery on Sixth Street in Hays.The steam engine is carved from native Kansas post rock limestone. It may have originally been cut for a building step, Felten said.The post rock limestone is the stronger of the two limestones found in Kansas, but can difficult to work with because of its layers. The stronger layer tends to be in the middle of the stone, which made the fence posts it was used for stronger. However, it means the sculptor has to work with with varying hardnesses.Felten used the same pattern he used for a similar sculpture that is on display at Hays Regional Airport.He wanted the engine to be patterned after the locomotives that traveled through Hays. He studied a engine that is on display at Fort Riley. Felten estimated the train he modeled the sculpture after was in use in about the 1890s. He even researched the guts of the great machines.<figure>

 </figure>He compared research on the engine to the knowledge he gleaned of bison anatomy to carve the many sculptures of the creatures he has created over the years."You got to [do the research]," Felten said, "or someone is going to say that you've got that all wrong. You better know what you're doing."When I carve a buffalo, I know their anatomy. I know what I am carving. If you don't know, it shows right away."Felten carved the locomotive and all his sculptures with simple hand chisels, similar to what Michael Angelo used hundreds of years ago. Carving goes back millennia to the earliest art ever created by man, he said.Felten said he was pleased with the final train sculpture, saying that he was fortunate to discover as he carved the stone was fairly clean."You never know how they are going to turn out," he said. "You would think after 60 years of carving, you would get some knowledge, but you don't. Each stone's different."Often the limestone contains fossils or is discolored by iron, something he doesn't always know until he starts to carve the piece.He explained pointing to a small bison he is carving that was sitting on the back of his classic red pickup. As he was carving the piece, he revealed a fossil about the size of a teacup saucer in the midsection of the animal.&nbsp;So the challenge now is to reshape the body to the level of the fossil, he said, running his stone-worn hands along the surface of the limestone and marking it with a red carpenter's pencil.The challenge is what keeps Felten carving every day. He compared challenges of carving to the excitement of a game show."If you are trying to make a stone look like something, there's a lot of challenges," Felten said. "Usually it works out. ... It's a big challenge. It's a complicated challenge. It's fun."Not all inclusions are a problem. Felten explained some people liked the fossil inclusion in the limestone, so he tries to preserve them on some pieces. A piece of what had been a fence post, propped up on the edge of the pickup bed, had two shell fossils distinctly visible at the top&nbsp;He said he thought the piece would eventually be a figure, but he hadn't quite got the stone figured out.Felten is not particularly sentimental about his sculptures. He didn't have any grandiose words about the engine and said he didn't plan to attend the dedication of the sculpture.&nbsp;However, Felten's work has been an iconic part of the Hays and Kansas landscape for decades.Felten's work in the State Capitol building in Topeka, in the form of statues of the “Four Famous Kansans” — Amelia Earhart, Dwight D. Eisenhower, Arthur Capper and William Allen White — has been seen and admired by hundreds of thousands of visitors, as noted by the Downtown Hays Development Corp., which has facilitated the project.The first large Felten sculpture, of the iconic American buffalo, called Monarch of the Plains, stands sentinel at historic old Fort Hays.<figure>

 </figure>Despite the fame of some of his other work, Felten said he has a fondness for the lawman outside Hays City Hall on Main Street.&nbsp;"He turned out a lot better than I worried about," he said. "You never know what theses sculptures are going to look like. If you got it wrong and can't change it, what are you going to do?&nbsp;"I look at him every day out of the kitchen window, so he's easy to live with."The train sculpture, which was donated by local attorney John Bird, is supposed to be placed at the pavilion with the next several weeks.Although Felten approached his latest downtown Hays installation with humility, Bird emphasized the importance of the sculpture to the local history in a letter to the DHDC.“When I saw Pete’s sculpture of the locomotive, I knew it needed to stay in Hays, Kansas,” Bird said. “It represents the very beginnings of this community, as Hays was founded on the same day that the Kansas Pacific Railroad, now Union Pacific, reached Hays."Without the railroad, Hays would have not developed into the economic and educational center of this region."Bird, whose family has resided in Ellis County since 1906, has restored numerous historic structures in Ellis County, several made of the same stone from which the steam locomotive by Felten is carved. The Bird family farm is on land that was originally owned by the railroad and sold to local farmers to fund its expansion."I was raised on a farm bordering the railroad tracks, and I tried to go out to watch every train that passed, counting the cars, and I still do,” Bird said. “This sculpture deserves to be seen and enjoyed by all citizens of Hays and visitors to it. It was worth every penny I paid just to know that it would be preserved for display here."Bird said he and his family traveled by rail in and out of Hays when passenger service was still available in Hays. He said the last time he took a train out of Hays was in 1971 when on his way to report for duty in the Marine Cops.The sculpture is being placed near the original railroad tracks in the city, which are still in service. Bird said rail service is still important to the Hays economy and would like to see passenger rail restored in the community."I hope that when people go to see it and take their kids to appreciate it that they will be reminded of the amazing history of our town and also will appreciate that we have a world-class sculptor residing in our midst, still creating works of art that will last centuries to come,” Bird said.“Each time we hear the train’s whistle blow as it crosses Main Street in Hays, America, this stone locomotive will be proudly showing its modern successors how the pioneers came to Kansas to make a home for themselves and for us,” he said.Bird concluded, “I am grateful every day for the opportunities being raised in Ellis County gave me, and this is one small way to pay some back for those opportunities.”
