BOOR: 21st KSU Beef Stocker Field Day

Forty-six years ago, at the 1974 Kansas state fair U.S. Senate debate, Bob Dole altered the path of politics for both state and nation.

Down in the polls to Democratic Representative Bill Roy, Dole had struggled through the debate, nominally focused on agriculture.&nbsp; He faced the real possibility of losing his seat.

Flailing, Dole concluded by attacking Roy, a gynecologist, with this question: “I want to know how many abortions you’ve done, and where you stand on abortion?” Bill Roy subsequently recounted, “Ninety percent of that arena booed, whistled… [and] thought it was a terribly mean, ugly and wrong thing… But he’s playing to a very small audience…who would vote on the abortion issue only.”

In the wake of the historic 1973&nbsp;Roe v. Wade&nbsp;Supreme Court decision, Bob Dole became, in a desperate moment, the first national politician to open the Pandora’s box of abortion politics.&nbsp;&nbsp;

The consensus explanation of Dole’s 1974 victory emphasizes (1) his campaign shake-up in September that led to a set of effective, hard-hitting television advertisements and (2) the senator’s strong performance in several heavily Catholic, traditionally Democratic communities.

Dole prevailed by 13,000 votes, by far the slimmest margin of his career and the closest Senate race since the 1930s.&nbsp;&nbsp; He never seriously revisited abortion as a core policy concern.&nbsp; Rather, as a fierce competitor, Dole reached out for an issue to use for his immediate advantage. He was ultimately rewarded with 22 more years in the Senate, 15 years in top leadership roles, and a run at the presidency in 1996.

Abortion issues became central to American politics in the 1980s and 1990s, but Dole largely ignored the issue; it had served its purpose.&nbsp;

Fast forward to Kansas, 2020, with abortion surfacing as a highly visible issue in the Senate race between two physicians, one an obstetrician/gynecologist.&nbsp; That candidate, First District Representative Roger Marshall, has adopted a radical anti-abortion position that permits no exceptions.&nbsp;

His opponent, state senator Dr. Barbara Bollier, an anesthesiologist, has compiled a steady pro-choice record over her medical and political career.&nbsp;&nbsp;

Unlike 1974, when abortion represented a new, uncertain subject, it has become a well-developed issue, to the point of calcification.&nbsp; Overall, most Kansans (and Americans) want abortion to remain legal, albeit with various restrictions.&nbsp; There are virtually no undecideds, and nationally just nine percent favor a “no exceptions” policy.

Remarkably, Marshall has painted Bollier on this and other issues as an “extremist,” wrongly accusing her, for example, of endorsing late-term abortions and supporting the Green New Deal.

In truth, Roger Marshall is the extremist. His hardline, no-exceptions anti-abortion policy locates him far outside the mainstream.&nbsp; Likewise, his opposition to Medicaid expansion, his cavalier attitude toward wearing masks, and his total support for Donald Trump’s anti-scientific pandemic pronouncements place him well beyond the s views of most Kansans.&nbsp;

Marshall even followed Trump’s lead in taking&nbsp;hydroxychloroquine to ward off the coronavirus, a risky, unscientific, and highly problematic act that Bollier immediately opposed.

Conversely, as an ideologue, Roger Marshall has adopted far-right positions on abortion, health care, and other issues.&nbsp; In short, these politically questionable positions make him the radical in the 2020 U.S. Senate race.

The Ellis County Health Department on Friday reported the average of new coronavirus cases per day in the last seven days had risen to 21, from 17 on Wednesday.

The department reported 48 new cases of COVID-19 since Wednesday, including four active hospitalizations. There are 212 active cases and 755 total recovered cases.

Since reporting began, there have been 970 cases of COVID-19 identified in Ellis County, including three deaths.

The seven-day average of percent of positive tests rose to the highest level since reporting began at 30.5 percent, up from 27 percent Wednesday. Of the nearly 8,000 total tests, 11.8 percent have returned positive for COVID-19.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Because of delayed test results, total cases might include cases prior to the previous reporting period, so the figures might not necessarily correspond.

Per-day trend of COVID-19 cases increases to 21 in Ellis Co.

Five people, including a 9-year-old girl with asthma and a Hays physician, told Hays city commissioners Thursday night they support extending the <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">face mask ordinance</a> scheduled to end Mon., Oct. 5.&nbsp;

Elizabeth Snyder, M.D., is a primary care doctor at HaysMed hospital who recommends to her patients they wear masks.

"It's hard to do research on masks," Snyder acknowledged,"... but it makes sense to me if there's a barrier of air exchange that's going to help reduce virus spread at least somewhat.

"I understand people wanting to have their free choice about what they decide to do but I really do think it does reflect well on as a community to have that ordinance in place."

Snyder urged commissioners to take some official action extending the face covering ordinance "probably indefinitely," she added, "so you wouldn't have to vote on it again."

Snyder and the others spoke during public comments. The ordinance was not on the agenda.

The commission will next meet Thursday, Oct. 1, for a work session. Those meetings are informational and do not include votes on agenda items.&nbsp;

Reading from her handprinted remarks, Lydia Hickel introduced herself as a student at St. Mary's School in Ellis who is at high risk for COVID-19 because she has asthma.

"I want to keep the masks because masks let me go to school and to the grocery store with my parents.

"Masks also let me do dance, my favorite sport, and if I didn't wear a mask, I wouldn't be able to go to dance."

Lydia also said she is "concerned that more people will get sick if we don't wear masks. I think we should keep the masks."

Lydia's mother, Cassie Hickel, spoke following her daughter's presentation.

"In our family of five, there are three of us at high risk. If we were to contract COVID, it could be truly devastating to our household."

Vice-mayor Sandy Jacobs thanked each speaker and praised Lydia Hickel for doing a great job.&nbsp;

There was no discussion by commissioners following the face mask supporters' remarks, nor at at the end of the meeting which allows each commissioner time for add-on comments and inquiries.&nbsp;

The Hays face covering ordinance went into <a href="https://hayspost.com/posts/78a708f5-4f1e-401f-9bd3-85c618edb4de">effect July 23</a> and has been <a href="https://hayspost.com/posts/71b2e036-1db2-45b6-86a9-c9d86520f000">extended once</a>.&nbsp;&nbsp;

Mayor Shaun Musil was absent from the meeting.

* Approved rezoning of the 1500 block of 240th Avenue from Agriculture to Public and Institutional District for anticipated expansion of the Ellis County Landfill.

* Approved a $73,742 agreement with Nex-Tech for fiber optic connectivity to the Hays Regional Airport and the Ellis County Law Enforcement Center to be paid entirely with federal CARES Act funding.

🎥 Residents ask for extension of Hays face mask ordinance

A historical marker unveiled in Ellis County last week tells the story of a black community and white homesteaders and how their journeys have intersected in the past and again today.

A marker was dedicated Sept. 17 at the site of the Walz Homestead on the Ellis Trail. The marker is located 10 miles north of Ellis on Saline River Road off of 110th Avenue.

The Ellis Trail ran 35 miles from the Ellis to Nicodemus. Nicodemus is the only remaining community west of the Mississippi established by African Americans after the Civil War. 

About 380 black settlers, most of whom were recently freed slaves, arrived from Kentucky at Ellis by rail in fall 1877.

They walked the rest of the way to their new settlement via what would become the Ellis Trail. It took two days. They arrived on Sept. 17, 1877, 143 years ago to the day of the dedication, at the site of Nicodemus.

Nicodemus was the first settlement in Graham County, and the settlers there helped organize the county.

At the time the trail was in use, Ellis was the terminus of the Kansas Pacific Railroad. Angela Bates, a descendant of the Nicodemus settlers, said the Ellis Trail remained an important route for Nicodemus residents to travel to Ellis for supplies. Before other post offices were established, Nicodemus residents also traveled to Ellis for the mail.

"This is really a part of our history here in Kansas. I know we live in 2020 and everyone is concerned about COVID and the election. But our forefathers, white, black, green, red, it doesn't matter, they were part of building this nation, and they were the ones who dared to endure things we dare not to endure."

When some of the black settlers from Kentucky first arrived at the settlement site, it was so stark they returned to Kentucky. Early settler Rev. Hickman's wife was said upon arriving at Nicodemus she sat down and cried.

Bates said it took some research to determine where the trail ran. A letter from one of the descendants helped pinpoint landmarks like Happy Hollow. A county road now bears that name. Wagon ruts are still visible amongst the sunflowers and bluestem in the pasture where the Ellis Trail traversed the Walz homestead.

"The whole valley has come to life for me," Angle Bates said. "The whole trail has, and meeting people along the way has been a wonderful thing."

Bates grew up in Pasadena, Calif., but said she has many happy memories of coming back for family reunions in Nicodemus during the summers. She was let to run loose in a town where everyone was considered a relative. She hid at the end of the summer break, because she didn't want to go home.

"I always had a desire in my heart to see what I could do to preserve the history of Nicodemus because it was a wonderful place for me as a child to come back to every summer," she said.

The Nicodemus National Historic Site&nbsp;was established in 1996, and Bates was instrumental in the push to establish the site as part of the National Parks System.

"There is no history without the people, so I am just a steward of it," she said. "I am hoping we just don't forget, because if you don't turn around and look to where you've come from, you'll have no idea what's in front of you."

The Rev. Victor Williams, who portrays Rev. Roundtree — one of the founders of Nicodemus — for the Nicodemus Historical Society, spoke to the group Thursday.

"I want to thank God. This means so much, all of you," he said. "The Walz family are my friends. I have learned to love them. Through Angela, we were able to come down that Ellis Trail."

Williams' great-great-grandmother, Emma Williams, was among the original group to walk the trail to Nicodemus. She was carrying the first baby to be born in Nicodemus.

The remains of the Mandota Post Office, which was on the site of the original Walz family homestead, is still visible to the west of the marker. Allen Walz lives in a house built by his grandfather in 1911 across the road from the marker and the former post office.

Many members of the Walz family were on hand at the dedication of the marker.

The marker depicts historical Walz family photos as well as a photo of a post card sent to one of the members of the Walz family to the&nbsp;Mandota Post Office. Henry Walz, a 105-year-old patriarch of the family, died last year. Money from his memorial was donated to the Nicodemus Historical Society and ultimately helped paid for the Ellis Trail marker.

"When I heard what Angela chose to do with the money, first of all I cried," said Linda Walz Thompson, Henry's daughter, "and then I thought dad would just be smiling so much. This would just have thrilled him. Angela, I love you dearly, and that goes for all of you in Nicodemus."

Leroy Walz, 77, said his great-grandfather W.A.R. Walz, a German immigrant, likely used the trail to make his way from Ellis to the homestead and stopped at that spot because it was the first free land he came to.&nbsp; It was also close to the Saline River, which could be used as a water source for livestock.&nbsp;

The family started in a dugout. The homesteaders shared water from their hand-dug well with those who passed by on the trail.

Roma McConkey of Olathe, daughter of Henry Walz, said, "This trail did not become real to me, even though we've talked about the house and we've got family pictures over here by this house, until the day Angela (Bates) said to me, 'I bet our grandmothers waived to each other on this because that is where she lived.'"

The marker at the Walz Homestead is only one of five large signs the descendants of the Nicodemus settlers hope to install in the area.&nbsp;More&nbsp; directional signs with a silhouette of a wagon will also mark the trail. The directional signs will also be located at the post offices along the trail. These included Crescent, which was the original site of Palco, Amboy and Keybar. Logan will be also included in the trail as Nicodemus was part of the mail route coming back toward Ellis.

Next year, Bates said she hopes to take a group on a walking tour of the trail.

 </figure>By CRISTINA JANNEY Hays Post&nbsp;A historical marker unveiled in Ellis County last week tells the story of a black community and white homesteaders and how their journeys have intersected in the past and again today.A marker was dedicated Sept. 17 at the site of the Walz Homestead on the Ellis Trail. The marker is located 10 miles north of Ellis on Saline River Road off of 110th Avenue.The Ellis Trail ran 35 miles from the Ellis to Nicodemus. Nicodemus is the only remaining community west of the Mississippi established by African Americans after the Civil War. About 380 black settlers, most of whom were recently freed slaves, arrived from Kentucky at Ellis by rail in fall 1877.They walked the rest of the way to their new settlement via what would become the Ellis Trail. It took two days. They arrived on Sept. 17, 1877, 143 years ago to the day of the dedication, at the site of Nicodemus.Nicodemus was the first settlement in Graham County, and the settlers there helped organize the county.<figure>

 </figure>At the time the trail was in use, Ellis was the terminus of the Kansas Pacific Railroad. Angela Bates, a descendant of the Nicodemus settlers, said the Ellis Trail remained an important route for Nicodemus residents to travel to Ellis for supplies. Before other post offices were established, Nicodemus residents also traveled to Ellis for the mail."This is really a part of our history here in Kansas. I know we live in 2020 and everyone is concerned about COVID and the election. But our forefathers, white, black, green, red, it doesn't matter, they were part of building this nation, and they were the ones who dared to endure things we dare not to endure."When some of the black settlers from Kentucky first arrived at the settlement site, it was so stark they returned to Kentucky. Early settler Rev. Hickman's wife was said upon arriving at Nicodemus she sat down and cried.Bates said it took some research to determine where the trail ran. A letter from one of the descendants helped pinpoint landmarks like Happy Hollow. A county road now bears that name. Wagon ruts are still visible amongst the sunflowers and bluestem in the pasture where the Ellis Trail traversed the Walz homestead."The whole valley has come to life for me," Angle Bates said. "The whole trail has, and meeting people along the way has been a wonderful thing."Bates grew up in Pasadena, Calif., but said she has many happy memories of coming back for family reunions in Nicodemus during the summers. She was let to run loose in a town where everyone was considered a relative. She hid at the end of the summer break, because she didn't want to go home."I always had a desire in my heart to see what I could do to preserve the history of Nicodemus because it was a wonderful place for me as a child to come back to every summer," she said.<figure>

 </figure>The Nicodemus National Historic Site&nbsp;was established in 1996, and Bates was instrumental in the push to establish the site as part of the National Parks System."There is no history without the people, so I am just a steward of it," she said. "I am hoping we just don't forget, because if you don't turn around and look to where you've come from, you'll have no idea what's in front of you."The Rev. Victor Williams, who portrays Rev. Roundtree — one of the founders of Nicodemus — for the Nicodemus Historical Society, spoke to the group Thursday."I want to thank God. This means so much, all of you," he said. "The Walz family are my friends. I have learned to love them. Through Angela, we were able to come down that Ellis Trail."Williams' great-great-grandmother, Emma Williams, was among the original group to walk the trail to Nicodemus. She was carrying the first baby to be born in Nicodemus.The remains of the Mandota Post Office, which was on the site of the original Walz family homestead, is still visible to the west of the marker. Allen Walz lives in a house built by his grandfather in 1911 across the road from the marker and the former post office.<figure>

 </figure>Many members of the Walz family were on hand at the dedication of the marker.The marker depicts historical Walz family photos as well as a photo of a post card sent to one of the members of the Walz family to the&nbsp;Mandota Post Office. Henry Walz, a 105-year-old patriarch of the family, died last year. Money from his memorial was donated to the Nicodemus Historical Society and ultimately helped paid for the Ellis Trail marker."When I heard what Angela chose to do with the money, first of all I cried," said Linda Walz Thompson, Henry's daughter, "and then I thought dad would just be smiling so much. This would just have thrilled him. Angela, I love you dearly, and that goes for all of you in Nicodemus."Leroy Walz, 77, said his great-grandfather W.A.R. Walz, a German immigrant, likely used the trail to make his way from Ellis to the homestead and stopped at that spot because it was the first free land he came to.&nbsp; It was also close to the Saline River, which could be used as a water source for livestock.&nbsp;The family started in a dugout. The homesteaders shared water from their hand-dug well with those who passed by on the trail.Roma McConkey of Olathe, daughter of Henry Walz, said, "This trail did not become real to me, even though we've talked about the house and we've got family pictures over here by this house, until the day Angela (Bates) said to me, 'I bet our grandmothers waived to each other on this because that is where she lived.'"<figure>

 </figure>The marker at the Walz Homestead is only one of five large signs the descendants of the Nicodemus settlers hope to install in the area.&nbsp;More&nbsp; directional signs with a silhouette of a wagon will also mark the trail. The directional signs will also be located at the post offices along the trail. These included Crescent, which was the original site of Palco, Amboy and Keybar. Logan will be also included in the trail as Nicodemus was part of the mail route coming back toward Ellis.If you wish to donate to the trail project, you can donate to <a href="https://www.nicodemushistoricalsociety.org/">Nicodemus Historical Society</a>.Next year, Bates said she hopes to take a group on a walking tour of the trail.<figure>

Hays FD uses jaws of life to help dog out of cinder block

A new Center for Student Success is coming to life on the campus of Fort Hays State University, thanks in part to the support of generous alumni and donors.&nbsp;&nbsp;

The Fischli-Wills Center for Student Success was strategically designed with a one-stop shop approach. This is an opportunity for FHSU to enhance all areas of student health — mind, body and soul.

The first floor will welcome new students to campus and will concentrate on academic and career support. The second floor is intentionally designed to provide experiential opportunities that will develop engaged global citizen-leaders. The third floor was designed to keep students healthy through preventative education, and physical and mental health care services.

By attaching the new three-story facility to the Memorial Union, Fort Hays State will be able to provide access to students beyond normal operating hours. Walking over a glass-covered bridge between the Memorial Union and the center, students will enter a space designed specifically for their success.

Powered by philanthropy, the new facility would not have been possible without the generous support of alumni and donors. The building is named in honor of Richard Fischli and Dolores Wills-Fischli, whose journey with Fort Hays State began with two rural Kansas kids pursuing a college education. Richard and Dolores both earned bachelor's and master's degrees from FHSU in the 1950s, then moved to southern California. Upon retiring from their careers in education with the Los Angeles Unified School District, the Fischlis moved back home to Logan, a small community in Phillips County in north central Kansas.

As lifelong K-12 educators, Richard and Dolores made an impact on thousands of students throughout their careers. Beyond the classroom, the Fischlis were known for giving what they could and truly understood the impact that every dollar had on student success. In 1981, they started giving back to Fort Hays State with an initial gift of $5. Today, this stunning new facility is becoming a reality thanks to a $5 million gift from the late Richard and Dolores Fischli. Although the generous couple is no longer with us, their legacy of impacting students will continue to live on.

A number of other generous alumni and donors have stepped forward and named a space within the new center.

FHSU donor Robert Kurr knew the center would be a tremendous addition to Fort Hays State’s campus and has generously donated to name two spaces within the facility. “Upon hearing the purpose and location of this new building, the FHSU Tiger within me became very motivated to join in and help move the project forward.”

A passion for helping others to be successful is what led the Olliff family to support the Fischli-Wills Center for Student Success. The Olliffs’ donation will give them the opportunity to name the Kelly Center space.

The late Darel Olliff and his wife, Shirley, were in the funeral home business in Phillips County for many years as third-generation funeral directors.&nbsp;While serving many people during the struggles of losing a loved one, Darel developed a passion for emotional and mental health.&nbsp;

Their son, Dr. Kenton Olliff, is an associate professor of Advanced Education Programs at Fort Hays State. He previously served as FHSU’s assistant vice president for student affairs, as well as Director of the Kelly Center, and shares the same passion for helping others to be successful, especially students. His wife, Carol Solko-Olliff, served as FHSU’s Coordinator of Accessibility Services in the Kelly Center prior to her current position on campus.&nbsp;

“The Fischli-Wills Center for Student Success will be a wonderful addition to Fort Hays State University,” Kenton and Carol shared. “The services will assist students in many ways, helping them to be successful while at the university and beyond. Because of this mission, we thought donating to the facility by naming the “Kelly Center” space would be a wonderful legacy to Darel and Shirley Olliff and the entire Olliff family.”

Adjacent to the Kelly Center on the third floor of the facility is a reception area, named by Fort Hays State supporters Preston and Judy Caprez. Preston has three degrees from FHSU. Judy is a retired FHSU professor who spent 23 years with the Department of Social Work, the last several as director before her retirement. Their children, Dr. Cassanda Caprez Davis and Dr. Adam Caprez, are both FHSU graduates.&nbsp;

It is fitting that the reception area for the Kelly Center be named on behalf of Judy and also Dr. Viola Caprez Ames, Preston’s aunt. Viola was a personal friend of Dr. George Kelly, namesake of FHSU’s Kelly Center, while both were at Fort Hays State many years ago. Preston and Judy said their decision to support the Fischli-Wills Center for Student Success was an easy one, and they hope their support will help ensure mental health services for present and future FHSU students.&nbsp;

“Some of the most exciting things we can do as supporters of Fort Hays State University is to help students to be healthy and successful and to graduate on time,” said Dr. Joey Linn, FHSU vice president for Student Affairs. “Increasing retention and graduation rates is a top priority for colleges across the country. The Fischli-Wills Center for Student Success will provide wrap-around services to all students, helping them to achieve their educational goals.”

Linn added that “Fort Hays State University has long been known as an innovator in student success. Our students need a center like this - it’s a further commitment that we want to see them cross the stage at commencement.”

MANHATTAN — Nearly 575 students completed degree requirements from Kansas State University in summer 2020. The graduates are from 48 Kansas counties, 36 states and 20 countries.

The university awarded 303 bachelor's degrees, 209 master's degrees, 62 doctorates — six of which are Doctor of Veterinary Medicine — and three associate degrees. Several students earned multiple degrees.&nbsp;

Thirty-two students earned graduation honors for outstanding academic performance. Of those, three students graduated summa cum laude with a grade point average of 3.95 or above, 15 students graduated magna cum laude with a grade point average of 3.85 to 3.949, and 14 students graduated cum laude with a GPA of 3.75 to 3.849.

NW Kan. students earn summer 2020 degrees at K-State 

RUSSELL - The next art exhibition at the Deines Cultural Center (DCC) opens Friday, September 25.

Selected works by Shelly Pinto will be on display Sept. 25 through Nov. 1.

After graduating from Kansas City Art Institute CAI with a painting degree and working at Hallmark Cards, Shelly Pinto&nbsp;co-founded with her husband a handmade paper company called Shizen Design. The company designs and sells screen print papers from India.&nbsp;&nbsp;

She uses these papers in her mixed media paintings. The merging of the exotic surface patterns and the culture of India has imparted designs that blend together her history and cultural experiences to create a truly international and unique vision in her artwork.

Pinto grew up going to Russell to visit as a small child. Her grandmother always wanted her to show her art at the Deines.

She&nbsp;is bringing a selection of her mixed media paintings to fulfill her grandmother's wishes.

The Deines Cultural Center is located at&nbsp;820 N. Main Street in Russell.

The galleries are open noon to 5 p.m. Tuesday through Friday and 1 p.m. to 5 p.m. Saturday and Sunday.

TOPEKA—Successful applicants to the July 2020 Kansas bar examination will be sworn in as Kansas attorneys Friday, September 25.

These are two options for September 25, but admittees can also choose to be sworn in by any state judge.

Chief Justice Marla Luckert and Justice Eric Rosen will swear in new attorneys in person during multiple outdoor ceremonies at the Judicial Center. The number of attorneys and guests at each ceremony will be limited to comply with requirements for outdoor gatherings from the Shawnee County Health Department.

Justices Dan Biles, K.J. Wall, and Evelyn Wilson will initiate videoconferences to swear in other new attorneys individually.

Five hour closure of 32nd Street scheduled for Friday morning

A Victoria man currently in the Ellis
County jail has been identified as a suspect in a rape case dating back to March
2014.

Cody Schultz, 32, was arrested on Dec.
20, 2019, on suspicion of aggravated criminal sodomy of a child under 14 and
electronic solicitation of a child under 14 for a crime that was alleged to
have occurred on Dec. 16, 2019.

“The
victim reported that she met a young man on social media and agreed to meet him
at the park,” the Hays Police Department said at the time. “At the park, the
young man reportedly physically restrained the victim and then sexually
assaulted her. The suspect then fled the park. The victim ran from the scene
with another female and then called the police.”

After the arrest, another count alleged
electronic solicitation of a child under the age of 14 was added to the charges
relating to a September 2019 incident, according to Ellis County Attorney Tom
Drees.

The children, in those cases, were aged 12
and 13, he said.

He was formally charged on
Jan. 3, 2020, and remained in the Ellis County jail in lieu of a $450,000 bond,
Drees said.

"After he was arrested, Lt. Ridgeway
worked the original case in 2014 and saw the similarities and asked the (Kansas
Bureau of Investigation) &nbsp;to compare the
samples collected and we got a hit on the DNA,” said Hays Police Chief Don Scheibler.

During a bond hearing on Sept. 22 establishing
probable cause for the 2014 case, his bond was increased to $500,000, Dress
said.

The county attorney has until Sept. 29
to file charges.

In the meantime, Scheibler said identifying
Schultz as a suspect was “good police work.”

“We were grateful for the work by Lt. Ridgeway,”
Scheibler said. “Five years later and he sees the case similarities and it
piqued his interest so he has the KBI do some follow up.”

“At the time, it was frustrating for him,
but he did good work upfront,” said HPD deputy chief Brian Dawson.

The work in 2014 allowed the connection to be made by comparing DNA
from both cases with the assistance of the KBI.

“That doesn’t happen a whole lot, but
thanks to technology and good police work and good follow-up,” Dawson said.

Scheibler also credited the victim for
coming forward.

“(It was) the courage of the victim to
go through the examination that allowed us to collect that valuable evidence. Again, we are grateful we are able to hold people accountable for their actions,”
Scheibler said.

He said the arrest is a proud
moment for the department.

While Schultz has been implicated in the
crimes, Drees said it is important to remember arrests do not imply guilt.

“All arrests on all charges are allegations
of criminal wrongdoing and the defendant maintains the presumption of
innocence until proven guilty in a court of law,” Drees said.
