SHERMAN COUNTY —Two people were injured in an accident just after 1p.m. Sunday in Sherman County.

The Kansas Highway Patrol reported a 2000 Ford F150 driven by Gregory J. Hafemeister, 51, Castle Rock, CO., was eastbound on Interstate 70 ten miles west of Kansas 27.

The driver fell asleep at the wheel and the pickup&nbsp; begin to exit to the right off the interstate. 

The driver overcorrected to the left and the pickup rolled into the median.

EMS transported&nbsp;Hafemeister to the hospital in Goodland. A passenger was not injured. They were not wearing seat belts, according to the KHP.

TOPEKA — Gov. Laura Kelly 
touted job creation, opportunities to expand wind farming and potential 
savings for ratepayers Wednesday with construction of an electric 
transmission line to move power from western Kansas to consumers in 
Missouri, Illinois and Indiana.

She joined transmission 
developer Invenergy to outline benefits of Grain Belt Express, which is a
 780-mile project designed to transfer 4,000 megawats of wind-powered 
electricity from the rural plains to population centers. The project has
 been mired in legal and political battles, but could alleviate a 
shortage of transmission capacity in Kansas needed for delivery of its 
abundant wind resource.

Kelly said the project 
would create in Kansas an estimated 22,500 temporary jobs during the 
three-year construction and nearly 1,000 permanent jobs as the system 
went online. She said Kansans would earn $1.6 billion in salary during 
construction and $54 million annually when operational.

“Kansas is uniquely 
positioned to be a regional and national leader in the development and 
expansion of clean and renewable energy,” the Democratic governor said. 
“The Grain Belt Express will be instrumental in helping to power Kansas 
and other states.”

The Grain Belt Express’ 
transmission network would move electricity from the Dodge City area 
into northern Kansas, turn eastward and cross into Missouri near St. 
Joseph. The line would follow an easterly course through Missouri and 
Illinois before reaching Indiana.

Kris Zadlo, senior vice 
president of regulatory affairs at Invenergy, said during the news 
conference the company’s investment in the project could inspire enough 
wind and solar farm development in Kansas to power 2.4 million homes.

Kansas and Missouri 
consumers might benefit from lower-cost power if utility companies in 
those states take advantage of new access to electricity drawn from 
renewable sources, he said.

Zadlo and Kelly said the 
large investment in Kansas would be beneficial as the economy worked 
through damage caused by the COVID-19 pandemic.

“Economic recovery and 
long-term economic competitiveness in Kansas and Missouri depend on new 
investment, more jobs and tapping into low-cost, homegrown clean energy,
 which Grain Belt is moving full speed ahead to deliver,” he said.

Kansas Lt. Gov. Lynn 
Rogers said Grain Belt Express would allow installation of broadband 
infrastructure on towers along the line in support of internet services.

“This new project will not
 only create good-paying jobs and invest dollars in our communities, it 
will strengthen Kansas’ position as a leader in renewable energy and 
make great strides in our efforts to expand broadband access statewide,”
 Rogers said.

Chicago-based Invenergy 
bought the Grain Belt Express project in 2018 from Clean Line Energy 
Partners in Houston. The transaction was approved by Kansas and Missouri
 regulators.

The transmission project 
has been endorsed by environmentalists who advocate for greater reliance
 on renewable energy rather than power plants driven by fossil fuels. 
Landowners in Missouri concerned about the line’s interference with farm
 operations or adverse affect on their health sought to block the 
project.

In July, the Missouri 
Court of Appeals rejected the challenge by Missouri landowners of a 2019
 ruling by the state’s Public Service Commission to allow Invenergy to 
buy rights to construct the Grain Belt Express line.

The plaintiffs’ attorneys 
argued Missouri regulators shouldn’t allow a private company to rely on 
eminent domain proceedings to acquire land for towers necessary to carry
 the above-ground line. The appellate court, however, determined the 
sale was permitted because the electricity would be transmitted to serve
 the general public rather than particular retail customers.

Kelly, Invenergy outline economic jolt of electric transmission project

Hays USD 489 Superintendent Ron Wilson took time at this week's school board meeting to reflect on how the district has changed its COVID-19 plan since reopening a month ago.

"We do the best we can until we know better, and then when we know better, we do better," Wilson said, "and that is what we hope to accomplish with our plan."

Wilson said Monday he still feels very strongly keeping children onsite is the best means of learning.

"We also feel in a sense that it is probably the safest thing, as we have so many health and safety measures inside our schools and protocols that I think it has become a very safe place," he said.

Buildings have had to be shut down for short periods of time because of staffing issues. The district has also had classrooms moved to remote learning for short periods of time.&nbsp;

Other classes have been placed in modified quarantine. However, Wilson said he thought that had been successful because it kept children in classrooms.

"We have understood the need to be flexible," he said. "What works for one situation doesn't always work for the same situation the next time. We are hoping that our parents and families of the district appreciate that we are trying to be flexible and not just a one-size-fits-all approach."

Wilson said the district is going to have to deal with the virus for the rest of the school year and is going to have to continue to examine its plan.

"I think some things that we have learned this year that have been very valuable is that remote learning has worked for short periods of time for situations where we needed classrooms or students to go remote," he said. "It is not as good as onsite learning, but it is serving us well."

The district has done further work on developing hybrid learning models, but has not implemented the models at any of the district schools.

The percent positive among students remains low. However, staff and students have had to quarantine&nbsp;because they have been in close contact with someone who has COVID-19. The district had 100 quarantines as of Monday.

The district has spent additional money this year because of COVID. Federal CARES funding and state-allocated SPARK funding has helped cover those costs.

"We have also identified that our facilities also lack adequate space, as we are not able to social distance real well in most of our facilities," Wilson said, "and also a lack of up-to-date HVAC systems in all our buildings."

Wilson said after a month, the district has concluded it is difficult to determine what phase the district in. The district has moved away from phases instead identifying a school or classroom as either in onsite, hybrid or remote.

Shanna Dinkel, assistant superintendent, said, "What we found was that every school is not in the same learning environment. We can't assess the district as a whole.&nbsp;

"I think going into this we felt that would could only&nbsp; go into a phase if there was a level of community risk, but we have found that we have to look at some building numbers and make some decisions as to the best learning environment for that classroom or that building."

She said the district wants to keep staff and students as safe as possible with the least possible disruption to families and other students in a building.

The district has a trained contact tracer on staff. It has also implemented daily cleaning procedures.

Dinkel said it is important for the district to know when a child is being tested, so it can begin contact tracing immediately.

Wilson said it has been critical to maintain the confidentiality of students and staff as the district contact traces.

"If you were a close contact, if your student was a close contact, you will be notified," he said.

Wilson said PPE has been adequate and temperature checks and staff check-ins have been going well.

For children with individual education plans, those plans have been modified to include contingencies in case students need to move to remote or hybrid learning.&nbsp;

"This has not been easy," Wilson said. "I don't want to even understate it. Every day has been a challenge. Every day you are kind of on egg shells, thinking it could break on us at any time.

"But we have so many great people in this district, who do some really outstanding work."

Board member Craig Pallister asked Wilson through his discussions with Ellis County health officials if it had become clear why Ellis County's COVID-19 positive rate was one of the highest in the state.

Wilson said it has to do with the density of the population in Ellis County compared to surrounding counties as well as the infection among college students.

"This is not an 8 to 3 virus," Wilson said, "meaning we only have to protect ourselves 8 to 3 and do all the health protocols. I think it sometimes is what happens after school gets out."

He said families need to continue to avoid large gatherings, to wear masks outside of school and keep kids at home when they are sick.

"It is working, but these numbers have to go down at some point or I don't know if it will be sustainable," he said.

Wilson said the administration has floated the idea of going remote after breaks because the district is worried about people traveling during breaks and bringing COVID back home.

Fort Hays State University Kansas Wetlands Education Center educators are providing students who are learning from home an opportunity to attend a fun-filled field trip into the outdoors. 

On Oct. 19 from 9 a.m. to noon, students will be split into two age groups, for grades K-2 and 3-6. The two groups will be limited to 15 each and will be provided two hands-on, nature-themed programs. Programs will be held outdoors, where social distancing rules will be followed. Masks are also required when going into the center.

Bring a lunch and enjoy the nature trail or the picnic shelter following the morning programs. After lunch, there is an option for any interested families to tour Cheyenne Bottoms. Families will drive in their own vehicles, following one of the educators. The tour will include stopping to identify birds and wildlife along the route.

To register for the event on Oct.19, call KWEC at 1-877-243-9268 by Oct. 9.

On Oct. 23, KWEC will host fall Drop-In STEM activities in the picnic shelter. Students will have the opportunity to learn why leaves change colors and what it takes to be a bat biologist. They will create their own art inspired by the book&nbsp;Leaf Man.

There is no registration or fee for the activities on Oct. 23, when participants may come-and-go from noon to 4:30.

Kansas Wetlands Education Center provides opportunity for adventures 

U.S. Department of Agriculture Rural Development State Director for Kansas Lynne Hinrichsen on Friday announced the USDA is investing $2,659,746 in loans and grants to support rural economic development.

“This economic development funding is a great asset for rural communities to save and grow jobs,” Hinrichsen said.&nbsp;“Under the leadership of President Trump and Agriculture Secretary Sonny Perdue, USDA has been working tirelessly to be a strong partner to rural Kansas in building stronger and healthier communities, because we know when rural America prospers, all of America prospers.”

Alma - This project will provide a $600,000 loan to Grandma Hoerner's Foods, a food processing facility, to make building improvements and purchase additional equipment. The applicant will provide an additional $150,000 toward the project and the project will create 19 jobs.

Cheney - This project will provide a $422,800 loan to SPK Grocery Inc. and SPK Holdings LLC to make purchases and improvements to a grocery store in Cheney, Kan. The borrower will provide an additional $56,000 and private/commercial sources will provide an additional $49,700 toward the project for a total project amount of $528,500. The project will save 16 jobs.

Colby - This project will provide two loans of $870,000 and $150,000 to Citizens Medical Center Inc. to purchase an MRI machine and make building improvements to the MRI department at the hospital. The $150,000 Rural Development investment will be used to create a revolving loan fund through Rural Telephone Service Company Inc.&nbsp; The initial loan through this revolving loan fund will be made to Citizens Medical Center.&nbsp; Both loans through Rural Telephone will then be loaned to Citizens Medical Center Inc.&nbsp; The applicant will provide an additional $217,500 toward the project and it is expected to save 14 jobs.

Leavenworth - This project will provide a $116,946 loan to Next to Nature Farm to construct a new facility and purchase extraction and harvesting equipment. Next to Nature Farm is a bee farm of 58 hives. They also produce fresh fruit, fruit products and operate two area farmer’s markets. The applicant will provide an additional $29,236 toward the project and the project will create four jobs.

Wellington - This project will provide a $500,000 loan to assist the city of Wellington with necessary improvements to the existing emergency department so that the facility can reopen. The applicant will provide an additional $200,000 toward the project, Ascension via Christi will additionally provide $1,134,914 and the project will create 25 jobs.

The funding is being provided through <a href="https://www.rd.usda.gov/programs-services/all-programs/business-programs">USDA Rural Development’s&nbsp;Rural Economic Development Loan and Grant (REDLG) Program</a> which provides zero-interest loans to local utilities that they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility then is responsible for repayment to USDA.

The REDLG program also provides grants to local utility organizations that use the funding to establish a Revolving Loan Fund (RLF).&nbsp; Loans are made from the revolving loan funds to projects that will create or retain rural jobs.&nbsp;

TOPEKA – The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for&nbsp;Ellis County Rural Water District 1C located in Ellis County. 

The advisory&nbsp;was issued because of a loss of pressure&nbsp;in the distribution system.

Laboratory testing samples collected from Ellis Co. RWD 1C indicate no evidence of bacteriological&nbsp;contamination and all other conditions that placed the system at risk of contamination are deemed by&nbsp;KDHE officials to be resolved.

&nbsp;Regardless of whether it’s the supplier or KDHE that announces a boil water&nbsp;advisory, KDHE will issue the rescind order following testing at a certified laboratory.

🎥 Eisenhower Library Lunch & Learn: Author James Worthen

Jerry Braun, Hays Middle School gifted teacher, was recently awarded&nbsp;the Kansas Special Education Professional of the Year by the Kansas Association of Special Education Administrators.

Braun was recognized at the Monday Hays school board meeting for his service to the district.

Braun has been a teacher for 24 years. He joined special education four years ago as the gifted teacher at HMS and Hays High School.

He also serves several other districts in the area as part of the special education coop.

"Jerry is an outstanding educator," Kyle Carlin, special education coop director, said. "He also is very innovative in his classroom and his program.

"He is also a strong advocate for all students, not just the students that he works with."

Braun has recently added new units in his classroom on brain science and dissection. The program also has a rich program on architecture, Carlin said.

"[He is] always looking at ways to improve and ways to add, and always will when we come to him and say 'Hey, can you help us with this?' he is willing to step in and lend a hand and take on a little more responsibility," Carlin said.

Carlin said Braun has also been a strong advocate in his work with KNEA. He was a national delegate for KNEA, as well been heavily involved in the Kansas Association of the Teachers of Mathematics.&nbsp;

"I was shocked and surprised," Braun said of his award. "Looking at our coop, we have phenomenal special ed teachers in our coop and phenomenal special ed teachers across the state. To be named Teacher of the Year, I have no words for that."

Board member Lori Hertel came to know Braun when she worked at Hays Middle School.

"I was so impressed with you and the way you were with children, your demeanor and the way you work with staff," she said.&nbsp; ... "I think one of the reasons you got that award is that when anyone comes into a room you, have this kind of flair about you. Thank you, and I am so proud of you."

Board member Craig Pallister also worked with Braun at HMS.

"He is a resource for special ed and I think continues to be a resource for math in the district also," he said.

Isaac M. Chambers, MD, hematologist/oncologist, has joined the medical staff at the Dreiling/Schmidt Cancer Institute at HaysMed, part of The University of Kansas Health System. &nbsp;

Chambers completed medical school at the University of Kansas School of Medicine, Wichita.&nbsp; He completed a residency in internal medicine, also at the University of Kansas School of Medicine and a fellowship in hematology and oncology from the University of Iowa Hospitals, Iowa City, Iowa.&nbsp; He is board certified in internal medicine.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

Blue-green algae warning issued for Phillips Co. lake

Sweet corn. It’s one of the joys of summer. Freshly picked sweet corn, cooked and served with some butter and salt, can be a summertime treat. When there happens to be extra sweet corn, it also can be a benefit when it is donated for families facing food insecurity.&nbsp;

Tonya Martisko and Julie Ball are sisters and owners and operators of Gaeddert Farms Sweet Corn, based on the third-generation family farm near Buhler.&nbsp;

Gaeddert Farms, one of the state’s leading vendors of sweet corn, has been generous to many families in need. This generosity caused the company to be recognized as an Ag Hero by the Kansas Department of Agriculture during the 2020 Ag Growth Summit.&nbsp;

“We’ve been doing this since grade school,” Tonya said with a smile. She and Julie are daughters of Leon and Ruth Gaeddert. The Gaedderts had a family garden which included sweet corn.&nbsp;

“When we had extra, we would take it to our grandparents’ house in Buhler and sell it from the front yard,” Tonya said. “We were excited if we sold five dozen in one day.”&nbsp;

The Gaedderts started selling sweet corn direct from the farm and at farmers’ markets.&nbsp;&nbsp;Tonya and Julie grew up, married, started families and expanded the sweet corn business. In 1996, the Gaedderts opened a retail stand location in Hutchinson.&nbsp;

“About 2000, we really made a commitment to grow the business,” Tonya said. Today, they sell at farmers’ markets in Hutchinson and Wichita, plus selling from their distinctive green-and-gold canopies at their seasonal retail stands in Hutchinson, McPherson, Newton, Andover, Derby, Salina and five in Wichita.&nbsp;

That’s a lot of sweet corn. It requires a lot of work and management. The Gaedderts typically begin planting sweet corn in early April. From then on, multiple plantings are staggered to get fresh sweet corn for six to eight weeks.&nbsp;

The Gaeddert Farms website says: “Planning for that perfect timing can be difficult to do.&nbsp;So many factors come into consideration, most of which we have no control over, such as Kansas weather.&nbsp;There have been years when some of our crop has been hailed out, drowned out, frozen out and even sustained damage from high winds. So goes the life of a farmer.”&nbsp;

Freshness and quality are emphasized by the Gaedderts. “We start picking corn at three in the morning and sell that corn on the same day,” Tonya said. Estimating consumer demand can be tricky.&nbsp;

“Some days we sell out and some days we don’t,” Tonya said. “If there’s any extra, we hate to throw it away.”&nbsp;

As a result, they worked out an arrangement with the Kansas Food Bank to pick up the excess. It was the Kansas Food Bank, based at the Cargill Cares Complex in Wichita, which nominated Gaeddert Farms for the Ag Hero award.&nbsp;

The Food Bank nomination noted: “In their 12-year history with us, they have donated over 454,000 pounds of fresh produce and they are still going strong. Fresh produce is one of the first things that is passed up at the grocery store by cash-strapped households. Yet, fresh produce is one of the most needed items for people who have underlying health issues … Gaeddert Farms has stepped up tremendously this year to provide missing meals for families in need.”&nbsp;

The Gaeddert family also has ventured into agritourism. For a number of years, they offered a corn maze. In 2018, they opened their sunflower fields for visitors. Now they conduct an annual Sunflower Festival, a Craft and Art Market with more than 40 vendors, and even a 5K and one-mile trail run through their 16-acre sunflower field.&nbsp;

All this is located on the farm near the rural community of Buhler, population 1,327 people. Now, that’s rural.&nbsp;

Now That’s Rural: Gaeddert Farms Sweet Corn

The announcement of a grand jury’s decision to indict one of the 
three police officers involved in the shooting death of 26-year-old 
emergency medical technician Breonna Taylor sparked another wave of protest for justice and racial equality around the nation.

Following last week’s announcement from Kentucky’s Attorney General Daniel Cameron, we have seen protests erupt in Chicago, Milwaukee, Seattle, Louisville and Washington, D.C., among other places.

Despite being a year that has been brutally unpredictable, 2020 has 
shown some promise through raw emotions over issues this country has 
been carrying for years. With a presidential campaign and historic 
demonstrations unfolding at the same time, the country’s youngest voters
 and activists are being pushed to weigh their role in politics and the 
nation’s attitudes and policies, trying to navigate the relative power 
of protest and electoral politics in real time.

In the long-awaited decision in Louisville, a grand jury indicted a former police officer on a charge of wanton endangerment for
 his actions the night Taylor was killed — none of the three officers 
involved in Breonna Taylor’s death was charged with her murder. The 
decision drew swift criticism from around the country, including 
demonstrators who sought murder charges and arrests for all three 
officers. Feeling outraged by the grand jury’s decision, many took to 
the streets to exercise their First Amendment freedoms.

For one generation, protest in America has taken on a whole new 
light. Generation Z — those born in the mid-1990s to early 2010s — grew 
up with endless school shootings, viral videos of police brutality, a 
political climate defined by the first Black president and Donald Trump.

This demographic is rapidly aging into the voting population. Gen Zs 
have also had an unprecedented ability to see politicians, athletes, 
celebrities and musicians use their platforms to freely express their 
First Amendment rights. Recently, the Emmys, normally known for 
celebrating television’s best and brightest stars, held its 2020 award 
ceremony. This year’s ceremony was marked by its focus on politics and 
social justice issues. Nominees used the event to highlight the upcoming
 election, ongoing protests and the injustice of police brutality.

And, if that is not enough evidence of the changing response in 
America, who can forget the historic strike that spread throughout the 
athletic world following the shooting of Jacob Blake in Kenosha, Wisc.? 
The national protest motivated Democratic presidential nominee Joe Biden
 to praise players for their “moral leadership.”

While 2020 has been a year full of controversies and challenges, it 
has also demonstrated a greater response by our country to unfavorable 
decisions. Protest is the spirit of the people freely expressing; it is 
like their religion, their source of strength in time of trouble. 
However, protest is more than dealing with issues or producing results. 
It is often a joyful experience, a vibrant affirmation of life and its 
possibilities in an appropriate aesthetic form. Protests have proven 
artistic. Speak with those involved with the March on Washington and 
discover a community in motion, in rhythm, swinging and swaying to the 
movement of life. The meaning of protest is not contained in mere words 
or actions, but in the history that created it. For the uninitiated, the
 best approach in interpreting this protest movement is to feel one’s 
way into the cultural and historical situations of its people.

History is created out of protest, and for some it is a soulful 
experience. To understand it is to know the being of a people who had to
 feel their way along the course of America, enduring the stresses and 
strains of human servitude, but not without a voice. It is this 
certainty that informs the thought of the Black protest. It is this 
inevitability that has a people willing to risk their freedom.

I am encouraged more than ever — and know that now is the time that 
Americans must continue to organize around those issues they see as 
paramount. This energy can translate into a lasting movement for 
justice, one that extends beyond this election season. As they have 
before, as they were designed to do, the freedoms of the First Amendment
 have the power to change the American trajectory

MANHATTAN — Research at Kansas State University is making progress on keeping both humans and animals safe from tick-borne diseases.<a href="https://www.vet.k-state.edu/academics/dmp/faculty-staff/faculty/ganta-r/" target="_blank">Roman Ganta</a>, professor and director of the&nbsp;<a href="https://www.vet.k-state.edu/research/cevbd/index.html" target="_blank">Center of Excellence for Vector-Borne Diseases</a>&nbsp;at the&nbsp;<a href="https://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a>, and his team of researchers received two patents on technology to develop vaccine candidates against tick-borne&nbsp;Ehrlichia&nbsp;and Anaplasma&nbsp;infections.

Ehrlichia species pathogens transmitted by ticks can lead to ehrlichiosis, the general name for illness caused by the bacteria. Human monocytic ehrlichiosis, caused by E. chaffeensis, can lead to life-threatening illness and is associated with significant morbidity, especially in children, the elderly and people with compromised immunity.

Before the team's efforts, the only option for controlling E. chaffeensis infections and other related pathogens of Ehrlichia and Anaplasma in humans and dogs was antibiotic treatment. This showed a clear need for preventative vaccines.

"In our prior studies, we created several mutations in the tick-borne rickettsial pathogen, E. chaffeensis, which is responsible for causing ehrlichiosis disease in people and dogs," Ganta said. "Our team was the first to develop methods to generate gene mutations in obligate rickettsial bacteria belonging to the Ehrlichia species.

"Gene mutations cause the inactivation of proteins in bacteria, which can render the bacteria incapable of causing disease. This knowledge led to the creation of the vaccines since mutated bacteria are ideal for inducing enough immunity to protect against infection.

"Because our mutagenesis and vaccine development methods are broadly applicable to other tick-borne pathogens causing diseases in dogs, cattle and humans, K-State filed the patents that cover our inventions for developing vaccine candidates against tick-borne infections of bacterial pathogens belonging to the Ehrlichia and Anaplasma species,” Ganta said.

The patent filings have helped Ganta generate additional support from the National Institutes of Health to expand the research on vaccine development to several related pathogens impacting human and animal health.&nbsp;

 K-State team finding patented ways to help fight tick-borne diseases

Friday's special meeting convened by the Hays city commission to consider a second extension of the face covering ordinance was much quieter — and shorter — than the first such <a href="https://hayspost.com/posts/71b2e036-1db2-45b6-86a9-c9d86520f000">meeting on Aug. 27</a>.&nbsp;

First enacted on July 27, the <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">ordinance</a>&nbsp;requires people in Hays to wear a face covering in public, with some exceptions, if they are unable to social distance at least 6 feet. It was set to expire Monday.

Two uniformed Hays police officers were posted outside city commission chambers, while Police Chief Don Scheibler — also in uniform — remained in the audience. 

Approximately 10 residents attended the one-hour special meeting that was requested Thursday night by Mayor Shaun Musil.

Approximately 10 residents attended the one-hour special meeting that was requested Thursday night by Mayor Shaun Musil.Musil opened the public comments by reading aloud a letter of support from 12 HaysMed physicians."There is an increase in hospitalizations and deaths of Ellis County residents. ... During the pandemic there have been a number of published studies reporting evidence that masks reduce the transmission of the virus," were statements included in the letter.&nbsp;At least one HaysMed physician opposes the mask ordinance.&nbsp; Ron Holweger, M.D., an ophthalmology specialist, was one of eight people speaking — with a three-minute time limit — against the ordinance.&nbsp;&nbsp;Holweger said only certified N95 face masks (used by health care professionals) protect the wearer.<figure>

 </figure>The face masks typically worn by the public "don't protect myself but only protect others. ...&nbsp; An N95 mask will protect you from me, whether I'm wearing a mask or not," Holweger said."Until you come to the point where you actually have people wear effective protective equipment, I think this is all a farce," he declared."I just feel you are infringing on everyone's rights in Hays, Kansas," said Shawnda Werth, "and&nbsp; I do believe most people don't want to wear masks."<figure>

 </figure>Werth and Kaci Kirmer told commissioners they no longer shop in Hays because they don't want to have to wear a mask.&nbsp;Mask requirements in public aren't keeping away all customers."Sales taxes across the city are up significantly," noted Commissioner Michael Berges.&nbsp;&nbsp;"Our occupancy is down 40 percent," reported Tony Taylor, owner of On The Rocks Bar and Grill. He said the owners of Sip 'N Spin and The Golden Q are facing the same problem.&nbsp;<figure>

 </figure>Taylor wanted Musil, owner of the Paisley Pear&nbsp;Wine Bar, Bistro and Market, to recuse himself from the vote."He's a competitor," Taylor said of Musil, "and he received more<a href="https://hayspost.com/posts/63c30894-2782-4e0c-8542-3173c1321015"> (CARES Act) financial aid from the county</a> than we did. ... Only 50 businesses knew about it and applied. We didn't know about it."Musil refused to recuse himself.&nbsp;Instead of choosing a date for the expiration, the commission opted to use COVID-19 metrics suggested by Berges and supported by the Ellis County Health Department. “We don’t know if whether this virus is going to peak or subside or abate, or when that will be," Berges said, "So the idea of selecting a date and then revisiting it to decide if it’s working or not or helping or not, doesn’t appeal to me.”After more discussion, commissioners voted 3-1 to extend the face mask ordinance. Mason Ruder voted against the measure as he did the first extension. Ron Mellick was absent from the meeting.&nbsp;<figure>

 </figure>The ordinance now will be lifted if the seven-day average of new cases is at five or fewer for 14 consecutive days — or if Gov. Laura Kelly's statewide emergency declaration is lifted.The Ellis County Health Department reported Friday <a href="https://hayspost.com/posts/6e4ab751-363d-4555-aa40-759297a30585">an increase in the&nbsp;average number of new coronavirus cases per day</a> in the last seven days — from 11 on Wednesday to 13 on Friday.The department also reported the sixth death related to COVID-19."As we look to the future of COVID-19, without successful vaccines or therapeutics, no realistic end is in sight," Health Services Director Jason Kennedy said in an emailed&nbsp; statement to Hays Post."It is imperative that we each make personal choices to protect ourselves and our community," Kennedy added.He also emphasized "basic health principals as we navigate the new normal.&nbsp;"Do not&nbsp;gather in groups. Do social distance. Do wash your hands frequently.&nbsp;Do wear a mask if you cannot socially distance. Do isolate immediately if you feel ill.&nbsp;Do call your doctor for questions regarding your symptoms and testing.&nbsp;Do continue to protect yourself, loved ones and the community," urged Kennedy.During the meeting discussion, Musil and Vice-Mayor Sandy Jacobs said they have reached out regularly to Kennedy for his expertise.A Friday morning news release by the University of Kansas Health System, which includes HaysMed, noted "HaysMed reports 12 inpatients with one in the non-infectious but recovering phase."Following the vote, Musil said his 9-year-old daughter is in the middle of a 14-day quarantine. "She had a mask on around kid that tested positive and was within six feet.&nbsp;Half of her [Wilson Elementary School] class got quarantined. "Personally, I hope to God that it worked," Musil said.&nbsp; &nbsp;
