TOPEKA—District Magistrate Judge Marty Clark, who serves in Russell County, retired effective today after 23 years of service.

Clark has been a magistrate judge since 1998. Russell County is part of the 20th Judicial District, which also includes Barton, Ellsworth, Rice, and Stafford counties.

"I became a judge because I wanted the opportunity to help people," he said. "Working with child in need of care cases and adoptions is the most satisfying part of the job. The people of Russell County gave me an opportunity at a young age, and for that I am very thankful."

Clark has been active in judicial-related groups and committees.

He currently serves on the Kansas Criminal Justice Reform Commission and the judicial branch's Judges Assistance Committee. He is a member of the 20th Judicial District Juvenile Corrections Advisory Board.

Clark received the Lee Nusser Award for Outstanding Magistrate Judge of 2020 from the Kansas District Magistrate Judges Association. He served the previous year as president of the association.

He was named Kansas CASA Judge of the Year in 1989 and nominated twice for the National CASA Judge of the Year.

Clark is a Smith Center native and graduated from Fort Hays State University in 1989 with a degree in sociology and an emphasis in criminal justice.

District magistrate judges in the 20th Judicial District are elected by partisan ballot. State statute requires the governor to select a replacement to complete a vacated term of office. Clark was last elected to a four-year term in 2020.

&nbsp;Landscape irrigation typically accounts for about 50% of total household water use. This can be reduced significantly by using the principles of WaterSmart landscaping. The WaterSmart Perennial Demonstration Garden at 601 Main in Hays serves to educate the public on smart practices that reduce the amount of water required for irrigation purposes.&nbsp;

One important WaterSmart principle is to use drought-tolerant plants that do not require much water to perform at their best. This garden provides opportunities for gardeners to be introduced to select drought-tolerant plant varieties and observe how these plants perform under our local conditions.&nbsp;

In this garden, there are about 70 drought-tolerant plants representing 44 different cultivars.&nbsp;

Plants are identified with labels to indicate common name, scientific name, and cultivation tips. When plants are in their prime, look for enlarged plant labels. These contain additional information and a QR link to the Missouri Botanical Garden where you can learn how the plant grows, how to cultivate it, and much more.&nbsp;

A well-established drought-tolerant garden may still need some irrigation, especially during hot windy conditions. Any new perennial planting will require consistent moisture until the roots are well established (usually two to three years) including during dry periods of winter.&nbsp;

Consider using captured rain water in rain barrels or creating natural rainwater divergent methods. This demonstration garden uses water from a large rain barrel which collects runoff water from the roof of this building.&nbsp;

Of course, it’s more than just watering plants correctly… it is the combination of sound gardening principles. Used together, you can create a garden that not only conserves water but is creative and beautiful. Here are some more important WaterSmart Gardening Principles:&nbsp;

Select plants according to the amount of sunlight or shade they will get. Know your planting zone (Hays is in Growing Zone 6A). Take into account the mature plant size when laying out your garden so that you do not crowd the roots. A nice root structure is healthier for the plant and, when spaced properly, plants will not compete for soil moisture.&nbsp;

Amend your garden bed with organic matter to help loosen heavy clay soils and increase&nbsp;water absorption. Get a soil test to find out if your soil is needing any nutrient amendments.&nbsp;

Throughout the growing season, water deeply and infrequently to encourage deep, more drought-tolerant roots. After your plants are established, only water when the soil at the root depth is dry. You can use a soil moisture probe to check this.&nbsp;

A 2-4” layer of organic mulch decreases soil temps, limits evaporation, discourages weeds, and eventually breaks down to improve the soil. Gravel or rock should not be used over plant roots. They compact the soil removing the tiny air spaces within the soil for oxygen and moisture that the roots need. Rock also gets hot and can lead to root and foliage dehydration.&nbsp;

Select low water use or drought-tolerant plants if possible. If some plants are “thirstier” and require a bit more water on a regular basis, group those plants together.&nbsp;

Proper pruning, weeding, fertilizing, watering, and insect/disease control are important to maintain the health of your garden. Healthier plants can better tolerate occasional droughts.&nbsp;

I don’t know what makes some people deathly afraid of snakes and other people not, but I was blessed (or cursed) with the latter; we’ll call it a “healthy respect.” Now, don’t misunderstand me, I don’t want a snake for a pet, to wear around my neck or to curl up on my lap for scratches like our pups, but I’m not afraid of them at all. I have close friends who would make a back-door in a building where there was no back-door, if suddenly faced with a snake. My brother, whom I have always seen as manly-as-they-come, will turn and walk the other way. I have seen grown men twice my size and tough-as-nails run screaming like little girls at the sight of a snake. A recent conversation with a friend who found a big bull snake in her basement reminded me of my first encounter with a big Kansas snake.&nbsp;

My first residence in Kansas, years ago, was only one-half mile or less from the Arkansas River, so my place was no stranger to critters. The first summer there, I had a vegetable garden at one end of the yard. Nearby sat a small chicken coup that was home to a few odd chickens and a duck or two. One duck was sitting on a nest of several eggs, on the floor, at the far end of the chicken house. This particular day as I worked in the garden, I could hear the duck squawking and quacking like crazy from inside the chicken house, sort of like a duck’s version of a frenzied 911 call. I peered into the little building and found the momma duck pacing back and forth in front of her nest. “Odd,” I thought, so I stepped up into the building to get a better look, and there coiled up in-and- around her nest was a big bull snake swallowing her eggs. As I remember, a couple lumps in its throat showed the beast had already ingested a few.

What happened next will probably make many readers think the butter had dripped off my noodles. Bull snakes are not poisonous and eat many vermin around farmsteads, so if you can tolerate them and give them space, we humans will be the benefactors. Knowing this, I didn’t want to kill or hurt the thing, so with the garden hoe I had in my hand, I scooped the bugger up and chucked it out the door into the yard where I had some maneuvering room. With the snake trying to decide whether to “slither” for its life or whether to turn and take me on, I pinned its head to the ground with the flat blade of the hoe, and carefully grasped the wriggling critter just behind the head. The snake kept wrapping around my arm and leg, so I finally stood on its tail while I hoisted its head to stretch it out; it was as long as I am tall, well over 6 feet. A friend was there, so with me holding the brutes head out the window with one hand, and the rest of its body inside the car with the other, we drove to the river and released it there. I’m sure it paid me many more visits after that we just never knew about.

Back to my friend’s snake encounter that reminded me of this story. Her clothes dryer is in the basement, and some time back, the dryer quit working properly. Long story short, they found a big bull snake had somehow gotten into the dryer vent and was completely blocking it. It was pulled out and released near a row of round bales up the road. Now, I’m certainly not advising to release a rattlesnake that is around your home or buildings that might bite someone, but if possible, give bull, rat and garter snakes room and let them do the jobs God equipped them to do, to help rid your property of vermin. The Kansas Department of Health and Environment on Friday reported just one new case of COVID-19 identified in Ellis County since Wednesday.

As of Friday, the University of Kansas Health System reported three COVID-19 inpatients at HaysMed, with one active and two in the recovery phase.

Since reporting began, there have been 3,734 cases of COVID-19 identified in Ellis County, including 72 coronavirus-related deaths — the last of which was reported on March 10. 

NOTE: KDHE revised the death total Friday, lowering the figure by one.

Reporter Cristina Janney earned a third-place finish in the news story and youth story categories. Videographer and graphic designer Bryan Dennett also earned a third-place award for best political ad (with marketing consultant Mike Holliday).

Hays Post honored in Kansas Press Association award contest

The Ellis County Joint Planning Commission recommended a conditional-use permit for the C2T Ranch campground and event venue at its meeting Wednesday night.

Two people spoke against the project, and Nathan Leiker, planning commissioner, abstained in the vote, saying he did not feel he could support or reject the proposal without further information.

Chad and Cynthia Tuttle own C2T Ranch, which is 14 miles north of Hays at 1202 Saline River Road.&nbsp;

The&nbsp; proposed campground would consist of up to 36 campsites along a loop of the Saline River. Each campsite will have river access and will be accessible by vehicles and RVs. The couple is planning 12 primitive campsites, 12 RV sites with 50-amp power and water, six yurt sites, and six full-service RV sites with power and water hookups.&nbsp;&nbsp;

The couple is also planning an outdoor event venue. Periodic flooding along the river will prevent the developers from building a permanent structure, but the couple plans to build a large deck that can be used to mount a 40-by-80-foot tent.

This can be used for outdoor events or weddings, Tuttle said. Capacity would be up to 300 people.&nbsp;

Chad Taylor, an attorney representing a neighboring landowner DOT LLC, expressed multiple concerns about the campground development.

He said his greatest concern is the roads leading to the site are not capable of handling the traffic the campground will potentially generate.

He also had concerns about how law enforcement and emergency responders would be able to reach the campground if an RV accident would block Saline River Road, the road that would be used to access the campground.

Chad Tuttle said he contacted both the Ellis County Public Works Department, as well as local law enforcement about the planned development. 

The public works officials said they did not plan to make changes on the road in light of the development. He also noted the road handles oilfield heavy-truck traffic on a regular basis.

The neighbor uses his property primarily for hunting. Taylor said the landowner was concerned about conflicts between hunters and campers during the hunting season.

&nbsp;Taylor said fencing and signage needs to be improved to keep campers off of the neighboring property. He said there have already been issues with the Tuttles' cattle getting out and being on the neighbor's property.

Tuttle said he already has the land leased for hunting, and last year blocked out dates for camping during the hunting season.

He said he is willing to install signage if it is needed.

Taylor also expressed concerns about how septic waste and trash would be dealt with.&nbsp;

"What scares my client is obviously with that close a proximity to the river, people do stupid things," he said. "If you dump chemical toilets into rivers, it has a bad, negative side effects."

Tuttle said he was not going to allow septic dumping at the campground. He has been directing RVs to dump at commercial dumping sites in Hays or Ellis. The Tuttles also plan to have portable toilets on site.

Trash will be handled by a refuse company out of Plainville, and recycling will be taken to the Hays recycling facility, Tuttle said.

Taylor expressed concern about the lack of specificity of the application, saying the proposal also includes a bed and breakfast and food service in the future.

"What the applicant appears to be asking for in this application is everything," Taylor said, "to be able to have a rubber stamp to come in and do everything that they want to do without the required specificity ..."

Leanne Zimmerman, who also proposed an event center north of Hays this year, also spoke in opposition of the campground and event venue.

<a href="https://hayspost.com/posts/09c03d31-628f-4e02-b1ba-62e60ca49151">Zimmerman's Buckeye Barn event center, was recommended by the planning commission, but her permit request was denied by the Ellis County Commission.</a>

Zimmerman had a lengthy list of reasons why she opposed the CT2 proposal. She repeatedly cited quotes of county commissioners and petitioners who spoke at the February county commission meeting at which her request was denied.

"[County commissioner] Butch Schlyer said an event enter does not fit in with our comprehensive wide plan," Zimmerman said. "If it didn't fit in in January and February with that respect of time, tell me how it's going to fit in now."

The Tuttles opened four camp sites to visitors last spring. Both Taylor and Zimmerman asked what the ramifications would be for the Tuttles operating their site without a conditional-use permit.

Chad Tuttle told the commission he believed a location with less than eight camping sites is not considered a commercial campground.

"It is not true that we are trying to get away with anything," Tuttle said. "In reality, what we are trying to do is that anything we develop down there is done correctly."

Zimmerman expressed concerns about the campground being located in the floodplain.

Chad Tuttle said he had met with the Kansas Department of Health Environment and the campground will meet state regulations for its location in a flood plain.

The Tuttles are creating an emergency plan. They have developed an emergency warning system that will allow the Tuttles to alert campers of emergencies via their cellphones. A tornado shelter is also being built for campers.

Staff noted in its report to the commission a campground is one of the few uses for the land except agriculture because of its location in a flood plain.

Tuttle said he implements burn bans and restricts camp fires when conditions are dry. They are also going to have a&nbsp; water trailer on site for quick response to a fire.

Zimmerman also expressed concern about the availability of potable water at the campground. Tuttle said they are in the process of drilling a new well for not only their own home, but for a public water supply.

If this well doesn't produce water, the Tuttles plan to tap into the Trego County water system.

"This a natural resource of Ellis County," Commissioner Brett Schmidt said. "To say people shouldn't use it except for the cattle ... Lucky cattle, that's an awesome place to be grazing. This is a great place for people to come and see what we have to offer."

Board Chairman David McDaniel said this is an example of agritourism, which is outlined in the county's comprehensive development plan.

The permit request will next go before the Ellis County Commission for final approval. That meeting will be May 17.

The protest period for the permit runs now through May 12.

 </figure>By CRISTINA JANNEY Hays PostThe Ellis County Joint Planning Commission recommended a conditional-use permit for the C2T Ranch campground and event venue at its meeting Wednesday night.Two people spoke against the project, and Nathan Leiker, planning commissioner, abstained in the vote, saying he did not feel he could support or reject the proposal without further information.Chad and Cynthia Tuttle own C2T Ranch, which is 14 miles north of Hays at 1202 Saline River Road.&nbsp;The&nbsp; proposed campground would consist of up to 36 campsites along a loop of the Saline River. Each campsite will have river access and will be accessible by vehicles and RVs. The couple is planning 12 primitive campsites, 12 RV sites with 50-amp power and water, six yurt sites, and six full-service RV sites with power and water hookups.&nbsp;&nbsp;The couple is also planning an outdoor event venue. Periodic flooding along the river will prevent the developers from building a permanent structure, but the couple plans to build a large deck that can be used to mount a 40-by-80-foot tent.This can be used for outdoor events or weddings, Tuttle said. Capacity would be up to 300 people.&nbsp;<figure>

 </figure><h2>Neighbor's opposition</h2>Chad Taylor, an attorney representing a neighboring landowner DOT LLC, expressed multiple concerns about the campground development.He said his greatest concern is the roads leading to the site are not capable of handling the traffic the campground will potentially generate.He also had concerns about how law enforcement and emergency responders would be able to reach the campground if an RV accident would block Saline River Road, the road that would be used to access the campground.Chad Tuttle said he contacted both the Ellis County Public Works Department, as well as local law enforcement about the planned development. The public works officials said they did not plan to make changes on the road in light of the development. He also noted the road handles oilfield heavy-truck traffic on a regular basis.The neighbor uses his property primarily for hunting. Taylor said the landowner was concerned about conflicts between hunters and campers during the hunting season.<figure>

He said there have already been issues with the Tuttles' cattle getting out and being on the neighbor's property.Tuttle said he already has the land leased for hunting, and last year blocked out dates for camping during the hunting season.He said he is willing to install signage if it is needed.Taylor also expressed concerns about how septic waste and trash would be dealt with.&nbsp;"What scares my client is obviously with that close a proximity to the river, people do stupid things," he said. "If you dump chemical toilets into rivers, it has a bad, negative side effects."Tuttle said he was not going to allow septic dumping at the campground. He has been directing RVs to dump at commercial dumping sites in Hays or Ellis. The Tuttles also plan to have portable toilets on site.Trash will be handled by a refuse company out of Plainville, and recycling will be taken to the Hays recycling facility, Tuttle said.Taylor expressed concern about the lack of specificity of the application, saying the proposal also includes a bed and breakfast and food service in the future."What the applicant appears to be asking for in this application is everything," Taylor said, "to be able to have a rubber stamp to come in and do everything that they want to do without the required specificity ..."<figure>

She repeatedly cited quotes of county commissioners and petitioners who spoke at the February county commission meeting at which her request was denied."[County commissioner] Butch Schlyer said an event enter does not fit in with our comprehensive wide plan," Zimmerman said. "If it didn't fit in in January and February with that respect of time, tell me how it's going to fit in now."The Tuttles opened four camp sites to visitors last spring. Both Taylor and Zimmerman asked what the ramifications would be for the Tuttles operating their site without a conditional-use permit.Chad Tuttle told the commission he believed a location with less than eight camping sites is not considered a commercial campground."It is not true that we are trying to get away with anything," Tuttle said. "In reality, what we are trying to do is that anything we develop down there is done correctly."<figure>

 </figure><h2>Floodplain and emergency plan</h2>Zimmerman expressed concerns about the campground being located in the floodplain.Chad Tuttle said he had met with the Kansas Department of Health Environment and the campground will meet state regulations for its location in a flood plain.The Tuttles are creating an emergency plan. They have developed an emergency warning system that will allow the Tuttles to alert campers of emergencies via their cellphones. A tornado shelter is also being built for campers.Staff noted in its report to the commission a campground is one of the few uses for the land except agriculture because of its location in a flood plain.Tuttle said he implements burn bans and restricts camp fires when conditions are dry. They are also going to have a&nbsp; water trailer on site for quick response to a fire.<h2>Water</h2>Zimmerman also expressed concern about the availability of potable water at the campground. Tuttle said they are in the process of drilling a new well for not only their own home, but for a public water supply.If this well doesn't produce water, the Tuttles plan to tap into the Trego County water system.<h2>Commission response</h2>"This a natural resource of Ellis County," Commissioner Brett Schmidt said. "To say people shouldn't use it except for the cattle ... Lucky cattle, that's an awesome place to be grazing. Ellis Co. planning commission recommends C2T campground, despite opposition

BARTON COUNTY —A man from Hays was injured in an accident just after 3:30p.m. Thursday in Barton County.

A 1991 GMC 2500 pickup, driven by Terrence J. Dreiling, 52, Hays, was northbound on NW. 40th Avenue, according to Barton County Sheriff Brian Bellendir.

The driver failed to stop at the stop sign at U.S. 281, according to Bellendir.&nbsp; The pickup struck a westbound Versatile 4-wheel drive tractor driven by James Tindall, 60, rural Hoisington, in the vehicle's left rear tires.

Tindall was in the process of making a left turn onto NW. 40th Avenue at the time of the crash.

Hoisington ambulance transported Dreiling to Clara Barton Hospital for treatment of serious injuries, according to Bellendir. Tindall was not injured in the collision.

It is believed excessive speed, texting while driving and alcohol may have been possible contributing factors as to why the Dreiling vehicle failed to stop, according to Bellendir.

The accident remains under investigation by the Barton County Sheriff’s Office.

Sheriff: Excessive speed, texting factors in crash

U.S. Rep. Tracey Mann, R-Kan., discussed concerns over the crisis of immigrant children being held at the U.S. Mexico border during a visit to Hays on Wednesday.

&nbsp;Mann&nbsp; was in Hays for a tour of Developmental Services of Northwest Kansas.

Mann visited the border earlier this month and said the crisis there is tragic.

"I would say innocent children are the losers, and Mexican cartels are the winners," he said. "The Mexican cartels are making millions of dollars every month as they are getting paid to smuggle children across the border."

Mann said he supports returning to a Trump-administration policy that would have the children returned to Mexico.&nbsp;

He&nbsp; said he thought the United States should continue to build the border wall.

"The money has been appropriated. We are paying those contractors even though they are not building it," Mann said.

He said gaps in key areas along the border where the wall has been started need to be finished.

He was asked what the U.S. should do with the thousands of immigrant children who are currently in U.S. custody.

He did not answer this question directly, but he did say the U.S. needs to send a strong message that if you are an unaccompanied minor, the U.S. is not going to let you in the country.

Mann was asked about breaches that have already occurred at the wall.

"They have identified the most crucial 110 miles where [people] are going through," he said. "It's not just a wall. It's a system. It's also fiber optics to pick of vibrations in front of the wall. It's arial&nbsp;surveillance."

Mann said he supports legal immigration.&nbsp;

"We need to come up with a system and a process that works so people can come to the country legally to help address some of the workforce issues that Developmental Services and northwest Kansas has," he said.

Mann was hesitant to speak to&nbsp;initiatives President Joe Biden was set to touch upon in his address to a joint session of Congress on Wednesday night.

"We need to have systems in place that promote education and provide the workforce that the economy needs," Mann said. "At the same time, we have to be mindful of costs, as we have an almost $3 trillion deficit."

Mann said he also has reservations about Biden's $2.3 trillion infrastructure plan.&nbsp;

"Less than 25 percent of that goes to roads and bridges and waterways. I think there is bipartisan support for true traditional infrastructure, which would be much less than the $2 trillion. ...

"I just think what the Big First Kansas needs is money for roads, bridges — those types of things — true, traditional infrastructure."

In Biden's first 100 days, Mann said the country is making good progress in battling the pandemic.

However, he said the Americans need to keep getting their immunizations. He advocated for the country to open up faster and local governments to have more control.

He said he is opposed to making Washington, D.C., the 51st state.&nbsp;

Mann is on the House Ag Committee. He said rural broadband is a high priority for him. The current Farm Bill expires in 2023. Congress will likely begin working on new legislation by the end of the session.&nbsp;

"The bottom line is that I think farmers want trade and not aid," he said. "I think crop insurance and other risk management tools are important, but it's good news corn prices and milo prices and wheat prices are very high right now.&nbsp;

"That is going to be good for Main Street Kansas and Kansas taxpayers."

Mann said he thinks the U.S. needs to continue to look at its trade relationship with China. The United State's current trade deal with China expires Feb. 15.

He said he would like to see the United States expand its trade relationships with other countries, including Japan, Canada and Mexico.

Jerry Michaud, DSNWK president/CEO, talked about the need to increase funding for services for developmentally disabled individuals in the state of Kansas.&nbsp;

Kansas has more than 4,500 developmentally disabled individuals waiting for services, some of which are waiting as long as 10 years for funding.

He said he is hopeful the federal government will increase Medicaid matching funds for services this year.

Mann advocates sending minors back to Mexico, finishing border wall

The recent death of Walter Mondale — vice president to President Jimmy Carter, and a presidential candidate himself in 1984 — has reminded me of some old history which may help explain Senator Roger Marshall. The key to that history is one of Kansas’s great political figures, Bob Dole.

In 1976, Mondale debated Dole as President Gerald Ford’s newly picked vice-presidential running mate. Like so many Kansas Republicans of that bygone era (and only a few today; Senator Jerry Moran being one of the few), Dole’s politics were of a practical bent, very much in line with the Eisenhower Republican tradition. While Dole was a product of what became the Big First congressional district and never abandoned the strong conservatism of western Kansas — his early embrace of anti-abortion politics proves that — he also knew how to work across the political aisle, compromising to pass laws defending the rights of minorities and the disabled.

But when Dole was thrust into the spotlight of American politics at the highest level, during that debate with Mondale 45 years ago, what came out was the defiant conservative isolationism of mid-century Russell, Kansas, where Dole was born. In an embarrassing exchange, Dole attacked his opponent by labeling every war of the 20th-century as the conspiratorial work of evil Democrats — including WWII’s struggle against fascism, where Dole himself had been gravely wounded. Dole’s strange rant may not have caused Ford’s loss to Carter, but it didn’t help.

In the decades which followed, Dole sought that spotlight again multiple times, climaxing in his own run for the presidency in 1996, against President Bill Clinton. Clinton was highly unpopular in Kansas, and thanks to national figures like Rush Limbaugh, anti-Clinton conspiracies and accusations were everywhere. Yet Dole touched almost none of them. He’d learned his lesson about the costs of tossing ideological red meat to the applause of core supporters while losing the opportunity for what he called, on the 1996 campaign trail, “honorable compromise.”

How does this history relate to Marshall? Over the past months we have seen a politician from the same deeply conservative Big First district enjoying the attention the U.S. Senate offers — and using that attention to dish out plenty of red meat. Taking every opportunity to grandstand on behalf of “Kansas values,” whether it be the imaginary threat which transgender girls supposedly pose to high school sports, or the imaginary threat that the Biden White House supposedly poses to eating hamburgers, Marshall has fashioned himself as determined cultural warrior, fighting, as his chief of staff put it, “urban/corporate America” on behalf of “everyone else.”

In reality, however, these words are just that: words. Far from acting on his grandstanding, Marshall’s first actual legislation was a compromise with one Democratic and one Republican senator to ease the burden of getting generic drugs to market. Which is exactly the sort of practical legislation that you’d expect a conservative Kansas doctor like Marshall to support.

Today’s Republican party is much different, and what conservatives expect from their politicians has changed post-Trump. But the lesson Dole took from his 1976 debate remains: ideological ranting, while always appreciated by the extremists within one’s party, gets in the way of the hard work of government, and there is a better way to represent voters than by giving vent to cultural paranoia. Perhaps Marshall will eventually come to the same conclusion. As a Republican elected to the Senate from Kansas, he’ll almost certainly be able to take his time thinking about it. Dole’s history, though, suggests that it’s better to grow out of grandstanding sooner rather than later.

First responders will be honored at annual barbecue in Hays

TOPEKA – Kansas Lottery players from all over won big prizes in multiple drawings last night across the Sunflower State. Wednesday night’s drawings had winners in Powerball, Super Kansas Cash and 2by2.

One lucky player in north-central Kansas won $150,000 on a Powerball ticket thanks to the Powerplay multiplier. They matched four numbers and the Powerball to win $50,000, but their prize was multiplied 3X thanks to the $1 multiplier addition.

A handful of Hays Post-area counties are in the north-central region. Ellis County is in the northwest region.

Another Powerball player in south-central Kansas won $50,000 by matching four numbers and the Powerball as well! The winning Powerball numbers in the Wednesday drawing were 16-18-35-39-53 Powerball 21.

In southeast Kansas, one lucky player woke up to a $22,000 2by2 top prize win this morning. The winning ticket matched both red and white numbers to win. The winning 2by2 numbers for Wednesday were red 5-6 white 1-26.

ROOKS COUNTY —A Kansas teen died in an accident just after 9:30p.m. Wednesday in Rooks County.

The Kansas Highway Patrol reported a 2010 Chevy Silverado driven by Zebulun Thomas Cole, 20, Stockton, was westbound on Kansas 18 at 14 Road three miles west of Plainville.&nbsp;

The pickup struck a 1997 GMC Jimmy that was disabled on the shoulder of the road.&nbsp; 

Carole Leanne&nbsp;Adamson, 16, Plainville, was standing outside of the Jimmy at the time of the collision and was pronounced dead at the scene. She was transported to&nbsp;Brock's North Hill Chapel.

The crash pushed the Jimmy into a 2002 Dodge Ram.&nbsp; Maranda Payton-Louise Kuhl, 21, Sibley, Iowa, was standing outside of the Dodge. EMS transported her to Hays Medical Center and transported Cole to the hospital in Plainville.&nbsp; He was wearing a seat belt, according to the KHP.

The Hays Arts Council's Spring Art Walk is set to return this weekend, but with a few changes.

The most notable will be a shift from a Friday night event to all day on Saturday.

“As everyone knows, we haven’t had an art
walk for quite some time, and out of respect for the circumstances and the acknowledgment
that one of the most important things is the best interest of our community, that’s
actually what prompted it to get moved from the traditional Friday night,” HAC Executive Director Brenda Meder said.

Typical art walks will bring large crowds into downtown businesses along with the Arts Center.

“It can be shoulder to shoulder in here,” Meder said. &nbsp;“We knew it wasn’t quite the
right time for the frenetic energy and congested traffic.”

So the event was shifted a six-hour event that will run from 10 a.m. to 4 p.m. Saturday.

“You can treat it just like any other art
walk,” Meder said.

But for those looking for something Friday, the Fort Hays State University Jazz Band, under the direction of Brad Dawson, will kick off the Art Walk in the Downtown Hays Pavilion from 7 p.m. to 8 p.m. — its first performance since before the pandemic began.

“Those incredibly talented individuals
have not gotten to perform publicly since November of 2019,” Meder said. “We invite everyone ... Bring
your lawn chair, sit back and enjoy some music by some really talented
performing artists.”

During Saturday's art walk, she said, two dozen locations will be included, featuring almost three dozen installations.

“So there is a lot to see and do,” she
said. "It’s going to be a great opportunity for
our community to get back out, to enjoy each other’s company and yet to be
doing so in a way that addresses we are coming out the other side of the
pandemic."

While the change was made out of necessity, she views the shift as a positive one.

“I think there are some things about
this switched-up format that are actually so positive,” Meder said. “I wouldn’t
be surprised if this isn’t the future of the Spring Art Walk.”

She said some patrons have already
indicated the all-day format makes a drive to Hays more worthwhile — benefiting Hays businesses, noting the many restaurants and shops
downtown available for breakfast and lunch.

“We have so many amazing places in our downtown
and really we are so thrilled with the timing of that,” Meder said.

“One of those will be posted in front of
every storefront that has something art walk-related in there,” Meder said.

Interactive exhibits will also be a feature of this art walk.

“I think it is going to be very
connected and very interactive and special,” Brenda said.

The interactivity will include a drum
circle three times during the day, a feature of a previous Summer Art Walk.

“People loved it, and children loved it,”
Meder said. “It was just a great way to be engaged in this rhythmic wonderful experience.”

Other performing artists will include a
children’s theatre group presenting a short play, twice during the day.

This art walk will also feature work
from every level of art development from elementary school students, to art
students and professionals.

Some of the most notable artist will be
featured in the Smoky Hill exhibition, the regular anchor of the Spring Art
Walk.

For the most part, the event will be familiar to patrons of previous events, but out of an abundance of caution, she said no food or drinks will be offered at the exhibitions.

“It will make the flow a lot better, it
will keep people from congregating in ways that maybe are not the best and with
all these great places downtown that is OK,” Meder said.

Hays Spring Art Walk returns with new format

High Plains Mental Health Center is pleased to announce expanded psychiatric and medication services as a result of five new telehealth providers joining its local staff.

Adding staff capacity will increase availability and timeliness of access for Northwest Kansas residents needing medication services. New telehealth providers are:

Andrew Klise, M.D., is a psychiatrist from rural Ohio who began his career as a researcher at National Institutes of Health and Johns Hopkins University. He earned a master’s degree in biomedical science and then a Doctor of Medicine degree at University of Toledo (Ohio) College of Medicine. He is passionate about treating patients with severe mental illness, and completed his residency at the largest community hospital in the nation, Jackson Memorial Hospital. Klise specializes in treating mood and anxiety disorders.

Nirupama Tamirisa, M.D., is a child and adolescent psychiatrist and ABPN-certified adult psychiatrist. She completed her psychiatry training at St. Louis University, then graduated from a fellowship program at the University of Texas Health Science Center, San Antonio. She received all-around training dealing with various complexities of mental health disorders.

Karen Tonner, MSN, APRN, PMHNP-BC, is a Board-Certified Psychiatric Mental Health Nurse Practitioner who received her master’s degree from the University of Alabama at Birmingham. She is experienced in treating a wide array of mental health disorders, including mood disorders, anxiety disorders, psychotic disorders, neurodevelopmental disorders, and trauma in patients of all ages.

Myrto Mia McNeil, DNP, APRN, PMHNP-BC, is a Doctor of Nursing Practice and a Board-Certified Psychiatric Nurse practitioner. She graduated summa cum laude from Rutger’s University, and she has a personal commitment to promoting optimal mental health for individuals across their lifespan using an integrated holistic approach. She has earned several awards for high levels of achievement in both academic and clinical studies.

Kelsey Daugherty, DNP, RN, PMHNP-BC, holds a Doctor of Nursing Practice from the University of Missouri, Kansas City. She has experience working with children, adolescents, and young adults. The majority of her career has been spent in the outpatient setting working as the sole prescriber in a large private practice alongside therapists of various specialties. She values having a close, collaborative relationship with the clinicians and specialists with whom she shares clients to provide truly integrated care.
