GOODLAND — Northwest Tech recently announced the launch of collegiate Women’s Wrestling at the college, with competition beginning in the Fall of 2021. The move comes following a decision at the March board meeting as the college works to strengthen enrollment and increase female student-athletes on campus.&nbsp;

“We have discussed adding the program for a few years, but with the recent decision by the NJCAA to recognize women’s wrestling as an emerging sport the timing was right to make the move,” said Athletic Director Rory Kling.

Northwest Tech is no stranger to women’s wrestling, as it was a club sport during the 2012/2013 and 2013/2014 academic years. “We are excited to bring the program back and provide an additional opportunity for student-athletes to earn a degree in a high-demand and high-wage field of study,” said Kling.

Women’s wrestling is on the rise all across the country. According to the National Wrestling Coaches Association website, the number of women wrestling at the high school level has grown from 804 athletes in 1994 to well over 21,124 by 2019 – and that was as of two years ago. Even while participation has increased, opportunities for female wrestlers in Kansas to compete at the collegiate level in-state are few and far between. According to the Kansas Wrestling Coaches Association website, there are only five private NAIA colleges and universities in Kansas with women’s wrestling. “High school programs have grown rapidly in Kansas and all around the Midwest,” said Northwest Tech President Ben Schears. “This is an opportunity for us to be among the first in the state to meet the growing demand and provide an equal opportunity to compete.”

The creation of the women’s program will be a great addition to a highly successful NJCAA Men’s Wrestling program at Northwest Tech. The men’s program is currently ranked 9th in the nation and has already produced three national champions, eleven All-Americans, and has several nationally-ranked wrestlers heading to the national competition in late April. “We want to see the same success, talent, and skill with our women’s program as we have with our men’s program,” said Wrestling Head Coach Chris Guillot. “Our goal is to develop high-quality student-athletes in the classroom and on the mat.”

Both the men’s and women’s programs will be under the guidance of Head Coach Chris Guillot and Assistant Coaches Lelund Weatherspoon, Ramico Blackmon, and Ben Kritsonis. “Our coaching staff are the right people at the right time to get this off the ground,” said Schears. “They have the vision, skills, and mindset to get the program started on the right foot.”

YODER — Twenty-three new law enforcement officers, including a Hays Police Department officer, graduated from the Kansas Law Enforcement Training Center on April 9 at a ceremony held in KLETC’s Integrity Auditorium.

Darin Beck, KLETC executive director, and Robert Lee, chief of police for the Derby Police Department. Officer Jason Boyd of the Conway Springs Police Department was the graduating class president. The speaker for the ceremony was the chief of police for the Derby Police Department, Robert Lee. Troy Livingston, KLETC senior instructor of police, was the class coordinator for the 276th Basic Training Class.

Officer Eric Moore of the Ottawa Police Department was the recipient of the Welsh Academic Award of Excellence, an award given to the student with the highest academic score in their class at 94% average or higher. Moore graduated with an average of 96%. Deputy Cameron Beakley of the Rice County Sheriff’s Office was also recognized during the ceremony for his firearms proficiency as the class’ “Top Shot."

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in December 2020, represented 19 municipal, county and state law enforcement agencies from across Kansas. Graduates are listed below by county and agency:

ELLIS COUNTY —A Kansas woman was injured in an accident just after 8:30a.m. Friday in Ellis County.

The Kansas Highway Patrol reported a 2017 Ford Explorer driven by&nbsp; Terri Lynn Clark Giersch, 22, Lincoln, was eastbound on Interstate 70 five miles east of Hays 

The driver of the SUV lost control while passing an eastbound 2019 Peterbilt semi driven by William Richard Jacobs, 54, Hays.&nbsp;

The Explorer spun out in front of the semi.&nbsp; The semi struck the Explorer and the Ford spun out into the ditch

EMS transported Giersch Hays Medical Center.&nbsp;&nbsp;Jacobs was not injured. Both drivers were properly restrained at the time of the accident, according to the KHP.

ELLIS COUNTY —A Kansas woman was injured in an accident just after 8:30a.m. Friday in Ellis County.The Kansas Highway Patrol reported a 2017 Ford Explorer driven by&nbsp; Terri Lynn Clark Giersch, 22, Lincoln, was eastbound on Interstate 70 five miles east of Hays The driver of the SUV lost control while passing an eastbound 2019 Peterbilt semi driven by William Richard Jacobs, 54, Hays.&nbsp;The Explorer spun out in front of the semi.&nbsp; The semi struck the Explorer and the Ford spun out into the ditchEMS transported Giersch Hays Medical Center.&nbsp;&nbsp;Jacobs was not injured. Both drivers were properly restrained at the time of the accident, according to the KHP.

The Fort Hays State University shotgun sports team completed a whirlwind season last month by finishing in the top three of two national competitions in a span of 10 days — in two different cities, more than 1,300 miles apart.

The Scholastic Clay Target Program Collegiate national tournament, normally held during the fall semester, was postponed because of COVID-19 protocols until March 19 to 21 — just one week before the annual spring national event, the Association of College Unions International Clay Target Championships on March 25 to 27.

After winning the overall national championship in Division II at the SCTP meet in Marengo, Ohio, Fort Hays State finished third overall in the ACUI meet in San Antonio. At the SCTP competition, FHSU not only claimed its seventh national title in program history, but it scored higher than all the Division I teams as well.

Dr. Duane Shepherd, the team’s coach, said he was impressed with how the team stayed focused while practicing so many hours when all the meets during fall 2020 were canceled because of the pandemic.

“We try to practice the way we are going to shoot at meets,” Shepherd said. “But when we didn’t have any meets during the fall semester, it was kind of hard to keep up the intensity. So I am very proud of how they hung together this past year.”

Cordell Waggoner, a senior from Tribune, closed out his final collegiate season in style this spring.&nbsp;

At the SCTP meet, he finished as the high overall winner (HOA) in the men’s division with 573 out of 600 shots. He also was part of the skeet team, which placed first, and the sporting clays team that placed second (missing out on a tie for first by just one shot). Then at the ACUI competition, he was part of two second-place teams, as well as another, which finished fourth.

Waggoner came to FHSU four years ago and worked his way up the ladder while honing his skills behind some of the best shooters in the country.

“It’s hard to believe how lucky I was, to be able to be a part of a team with some really great shooters,” said Waggoner, who is set to graduate in May with a degree in tourism and hospitality management. “Fort Hays State has built such a great program, and it is known all over the country for its great shotgun team.”

Katie Petersen, a graduate student from Fremont, Neb., enjoyed similar success at nationals. After finishing second in the women’s HOA and being part of two winning teams (trap and skeet) at the SCTP meet, just a few days later, Peterson placed first in women’s trap and second in women’s skeet at the ACUI meet. She also was part of two top-four teams at that meet and shot a perfect 100 score in trap to help that team place second.

Petersen had been part of the shotgun team at Doane College in Nebraska while working on her bachelor’s degree. When she was looking for a college to pursue her master’s in art and design, she was drawn to FHSU because of its top-notch painting program, as well as its shotgun team’s national reputation. Students are eligible to compete for six years in collegiate shooting sports.

Petersen said once she met her advisor at FHSU, Assistant Professor Jee Hwang, and toured the new Schmidt Foundation Center for Art and Design, she was hooked. Being able to join the shotgun team was a bonus.

“You couldn’t ask for better coaches or better teammates,” Petersen said. “Everyone encourages each other, and you can feel they are genuine. Being part of a team is such a great way to meet people, and I feel privileged that I am part of the Fort Hays State shotgun team.”

FHSU’s shotgun team, considered a club sport, does not offer scholarships and relies mostly on funding from the Student Government Association and team fundraisers.

“The students are a great bunch of young people, and we are blessed with their commitment to the program and to excellence,” Shepherd said. “They just do what it takes to make it work.”

FHSU shotgun sports team wins seventh national title

Hays city commissioner Mason Ruder called himself a "former band nerd" as he declared his support of a proposal by the Downtown Hays Development Corporation (DHDC) to build a permanent performance stage in Municipal Park on south Main Street.

Sara Bloom, DHDC executive director, presented the idea during Thursday's city commission work session.

"We're very, very early in the planning process for this project," Bloom said. "We're coming before you asking permission to pursue such a project."

Bloom said the idea is a "second phase" of the Downtown Pavilion Project which went unnoticed until she was filing paperwork after the pavilion was built.

DHDC asked the Wild West Festival committee if they would utilize a permanent stage for their July 4th holiday event and if they thought the community would also utilize it.

"At that time, their feeling was yes, that the community would absolutely utilize it and so would the Wild West Fest.&nbsp;

"However, they were in a very long contract with their current stage provider and they were not ready to move forward with the project."

Last year, Wild West Festival approached DHDC as their contract - more than $40,000 a year for the concert stage and lighting - was nearing its end.

A task force was formed for the project proposal with representatives from DHDC, Commercial Builders, Fort Hays State University, City of Hays, Wild West Festival, Oktoberfest and Rockalooa music festival, many of whom were in the commission chambers.

The task force wants the structure to be versatile, so it can be used as the venue for large events such as the Wild West Festival concerts, as well as performances by smaller groups, including Rockalooa, Hays Community Theatre, Hays Symphony Orchestra, and others.&nbsp;&nbsp;

"The integration of arts and culture in the community spark economic growth," which is a benefit to the city, Bloom said. "They also enhance the overall quality of life."

Municipal Park has previously been home to a band shell. It was torn down in 1983 because of deterioration.

Mayor Sandy Jacobs remembered when she was a high school musician playing in city band concerts in the band shell. It was located at the back of the park.

"I'd like to see a band shell back there just because it would take my heart," she said with a smile.

Bloom said the task force has considered a band shell but discovered they require more maintenance than steel and limestone structures.&nbsp;

She encouraged the commissioners to check the Facebook group "You know you're from Hays, Kansas if..." which she said has posted a picture of the former band shell "in all its glory."

"The comments are really heartwarming from people in our community who used to play in it or would like to see a structure brought back to Municipal Park."

"I see nothing wrong with pursuing this," Commissioner Ron Mellick said to Bloom, "and to come back with input from everyone who could possibly use it."

Mellick asked Jeff Boyle, director of parks, if the grass in Municipal Park could withstand more events and attendees.

"Wild West Fest has very large concerts down there now and it takes a beating," Boyle answered. "Oktoberfest beats it down pretty good."

Boyle said there might be a future need to consider changing the park grass to a different type, such as fescue. It's more durable but also requires more watering.&nbsp;

Construction of a stage would follow the same model used in the building of the pavilion.

Construction and design students from Fort Hays State University and NCK Technical College would work alongside a private contractor to ensure a quality finished product. The stage would then be turned over to the city.&nbsp;

Bloom hoped to come back to the city commission within six to twelve months with stage designs and cost figures, keeping the city in mind during planning.

Collin Bielser, assistant city manager, Jeff Boyle, parks director, and Curtis Deines, planning, inspection and enforcement superintendent, are task force members.&nbsp;

"You have the same promise that we made with the pavilion, that we will not break ground until 100 percent of the funds have been fundraised," Bloom said.

"Currently, there are actually a huge number of available grants thanks to the COVID pandemic because we see the need now to have more outdoor opportunities for events."

Bloom wondered if some of the many events canceled in Hays last year because of COVID might have been held if an outdoor venue had been available.&nbsp;

"The arts are a huge part of who I am as a person," Ruder said, "and I know it's a huge part of what a lot of Hays is.&nbsp;

"These kinds of events bring in people from all over western Kansas to our beautiful downtown... 

"I think something like this could be a huge draw for us," Ruder added, "and I think we should see what kind of plans and designs we can work on together."

The Kansas Department of Health and Environment on Friday reported no new cases of COVID-19 identified in Ellis County since Wednesday.

Whether you're planting a garden or planning some landscaping, Holly Dickman, Hays water conservation specialist, has some tips for saving water outdoors.

* Prepare the soil for&nbsp; maximum water penetration by adding organic matter. * Grow in the garden only what you know you'll use to limit irrigation needs. * Choose the right plant for the right place at the right time. * Avoid poor-yield crops for the space/water needs. * Apply mulch after the soil warms up. * Continue with routine maintenance of gardens and landscaping.

 🎥 DICKMAN: Outdoor water-saving tips for spring gardens and landscaping 

The Heartland Community Foundation raised $410,145 for Ellis, Rooks and Trego counties during its fifth-annual Twice As Nice campaign in February – surpassing its goal and earning all of the matching funds available from the Dane G. Hansen Foundation.

Heartland raised almost $185,145 from donors: $63,410 in Rooks County, $62,000 in Ellis County, and $59,735 in Trego County. The Hansen Foundation committed matching dollars up to $50,000 per county, plus a bonus $25,000 per county for the foundation’s administrative fund upon reaching the goal.

Thanks to the generous community support, tenacious board members, and business partnerships, Heartland was able to capture all of the match dollars, which added $225,000 to the total.

Money raised will be invested into the foundation’s county grant endowment funds, which make funds available to award as grants to local nonprofits, charitable programs and projects. The money raised in each county stays in that county.

Donations in Ellis County increased more than 20 percent compared to a year ago. That increase was helped in part by a special initiative led by Hays-area banks. Every bank in Hays donated to the campaign, putting their collective total at almost $7,500.

Donations varied in amount, but ranged from $50 to $1,000 each. Participating banks included: Astra Bank, Bank of Hays, Central National Bank, Commerce Bank, Emprise Bank, Equity Bank, Farmers Credit Union, First Kansas Bank, Golden Belt Bank, Golden Plains Credit Union, Gorham State Bank, High Plains Farm Credit, and Sunflower Bank.

“It is awesome to see all of the banks and financial institutions in Ellis County come together and raise money for Heartland Community Foundation,” said Josh Dreher, HCF board member and senior vice president at Bank of Hays. “When I made the ask, it was obvious that each institution wanted to be a part of an effort that will leave a lasting impact in Ellis County. I am proud to be a part of the banking community and Heartland Community Foundation.”

Several of the banks hosted special initiatives during the month to encourage employees to give, as well. First Kansas Bank and Bank of Hays both had “blue jeans” days during the month, for an employee donation on top of their corporate donations. Bank of Hays employees raised $860.

Golden Belt Bank hosted a “healthy habits” program all month long. For every “healthy habit” an employee noted, the bank made a donation to Heartland. The entity ended up donating $1,000.

Because of the success of the annual Twice As Nice campaign and the commitment of matching funds from the Hansen Foundation, the county grant endowment funds have each passed the half-million mark in just five years. The current balance of those funds is: $572,728 (Ellis County), $541,956 (Rooks County), and $535,282 (Trego County).

Governor Laura Kelly just took an interesting tack on the Kansas Legislature’s bill prohibiting Transgender girls from competing in girls’ athletics.&nbsp; She calls it a job killer.&nbsp; Is she right?	

	Kelly noted that states like North Carolina have experienced companies moving out of,&nbsp; or refusing to relocate into their state due to discriminatory laws.&nbsp; Georgia’s restrictive new election laws have also generated calls for corporate boycotts.&nbsp;&nbsp;

	The Governor is alluding to an idea called the creative class, advanced in the early 2000s by urban studies professor Richard Florida.&nbsp; He argued that a new social class was beginning to shape American politics and society.&nbsp; They combine college education, professional aspirations, and socially-liberal values.&nbsp; The creative class questions traditional institutions.&nbsp; They are less likely to get married or go to church, for example. They also reinvented the workplace.&nbsp; Increasingly, in the professional world you are judged on what you accomplished, not where you worked, what schedule you kept, or how you dressed.&nbsp; Work facilities such as Apple, Google, and Microsoft headquarters incorporate coffee bars, gyms, outdoor recreational areas, and child care centers.&nbsp; Kansas City’s massive Cerner headquarters also has many of these.&nbsp; Long before the pandemic and Zoom, Florida envisioned more and more professionals working on laptops while sitting on park benches or in coffeehouses.&nbsp; 	

	According to Florida, this new creative class celebrates tolerance.&nbsp; Even those not directly affected still perceive a community hostile to its Lesbian, Gay, Bisexual and Transgender (LGBT) neighbors as being equally hostile to the inventive, nontraditional new approaches to work, family and play embraced by creatives.&nbsp; It would also be unwelcome to their friends and family who are LGBT.&nbsp; Non-inclusive communities would be passed over by employers because they could not recruit their creative, often (but not always) college-educated employees to move there.&nbsp;&nbsp;

	A few years ago, Amazon announced after an intense competition that it was building a second headquarters in the Virginia suburbs of Washington, DC.&nbsp; Even with generous tax breaks, that area has a much higher cost of doing business than many other possible locations.&nbsp; However, it offered the right mix-- a transportation hub and a cosmopolitan metropolitan area attracting the creative class professionals that Amazon needs.

	In some ways, the theory appears to fit Kansas.&nbsp; This state’s highest-growth locations are suburbs such as Johnson County, along with the larger college towns, Lawrence and Manhattan.&nbsp; Responsible for 25% of the state’s GDP, JoCo is represented by Sharice Davids, who is lesbian, one of the first Native American women elected to Congress, and the state’s only Congressional Democrat.&nbsp;&nbsp;

	Then again, Florida’s analysis has also faced withering criticism.&nbsp; Not all creative class workers are socially liberal.&nbsp; Also, workers still go where they can find jobs, particularly when jobs are scarce.&nbsp; There is also a cause-and-effect issue.&nbsp; Do more professionals make a place tolerant, or vice-versa?&nbsp; Finally, will creatives decide if they can live here based on the statewide environment, or that of specific communities like Lawrence?&nbsp; Consider Austin, Texas.&nbsp; Austin is one of the nation’s premier creative class hubs, attracting many people who disagree with Texas’ statewide political climate.

 </figure>Governor Laura Kelly just took an interesting tack on the Kansas Legislature’s bill prohibiting Transgender girls from competing in girls’ athletics.&nbsp; She calls it a job killer.&nbsp; Is she right?		Kelly noted that states like North Carolina have experienced companies moving out of,&nbsp; or refusing to relocate into their state due to discriminatory laws.&nbsp; Georgia’s restrictive new election laws have also generated calls for corporate boycotts.&nbsp;&nbsp;	The Governor is alluding to an idea called the creative class, advanced in the early 2000s by urban studies professor Richard Florida.&nbsp; He argued that a new social class was beginning to shape American politics and society.&nbsp; They combine college education, professional aspirations, and socially-liberal values.&nbsp; The creative class questions traditional institutions.&nbsp; They are less likely to get married or go to church, for example. They also reinvented the workplace.&nbsp; Increasingly, in the professional world you are judged on what you accomplished, not where you worked, what schedule you kept, or how you dressed.&nbsp; Work facilities such as Apple, Google, and Microsoft headquarters incorporate coffee bars, gyms, outdoor recreational areas, and child care centers.&nbsp; Kansas City’s massive Cerner headquarters also has many of these.&nbsp; Long before the pandemic and Zoom, Florida envisioned more and more professionals working on laptops while sitting on park benches or in coffeehouses.&nbsp; 		According to Florida, this new creative class celebrates tolerance.&nbsp; Even those not directly affected still perceive a community hostile to its Lesbian, Gay, Bisexual and Transgender (LGBT) neighbors as being equally hostile to the inventive, nontraditional new approaches to work, family and play embraced by creatives.&nbsp; It would also be unwelcome to their friends and family who are LGBT.&nbsp; Non-inclusive communities would be passed over by employers because they could not recruit their creative, often (but not always) college-educated employees to move there.&nbsp;&nbsp;	A few years ago, Amazon announced after an intense competition that it was building a second headquarters in the Virginia suburbs of Washington, DC.&nbsp; Even with generous tax breaks, that area has a much higher cost of doing business than many other possible locations.&nbsp; However, it offered the right mix-- a transportation hub and a cosmopolitan metropolitan area attracting the creative class professionals that Amazon needs.	In some ways, the theory appears to fit Kansas.&nbsp; This state’s highest-growth locations are suburbs such as Johnson County, along with the larger college towns, Lawrence and Manhattan.&nbsp; Responsible for 25% of the state’s GDP, JoCo is represented by Sharice Davids, who is lesbian, one of the first Native American women elected to Congress, and the state’s only Congressional Democrat.&nbsp;&nbsp;	Then again, Florida’s analysis has also faced withering criticism.&nbsp; Not all creative class workers are socially liberal.&nbsp; Also, workers still go where they can find jobs, particularly when jobs are scarce.&nbsp; There is also a cause-and-effect issue.&nbsp; Do more professionals make a place tolerant, or vice-versa?&nbsp; Finally, will creatives decide if they can live here based on the statewide environment, or that of specific communities like Lawrence?&nbsp; Consider Austin, Texas.&nbsp; Austin is one of the nation’s premier creative class hubs, attracting many people who disagree with Texas’ statewide political climate. A wave of cold weather is expected to sweep into northwest Kansas Thursday evening, bringing with it rain that could turn to snow in some areas.

The National Weather Service in Dodge City also predicted afternoon temperatures 25 degrees below normal on Friday, with a high of just 42 degrees predicted in Hays.

The precipitation is expected to begin Thursday and last in Friday morning, the NWS said.

Skies will begin to clear Friday night into Saturday, with the mercury rising to the high-50s to low-60s by Monday.

Hays Catholic Schools, Thomas More Prep-Marian and Holy Family Elementary have revised the school’s policy regarding the wearing of facial masks within school buildings.&nbsp;

Beginning April 23, the wearing of masks by students and staff will no longer be mandated. However, guidelines for safety will be enforced.&nbsp;

The decision to revise the masking policy is based on reports of community positive cases of COVID-19 over a period of time, CDC guidelines and collaboration with the Ellis County Health Department and local medical authorities. If COVID-19 numbers increase, the schools reserve the right to reinstate the current mask mandate.

Holy Family Elementary will require students and staff to wear facial masks during arrival to and dismissal from the school building. HFE students will not be required to wear masks while with their cohort groups throughout the day.&nbsp;

TMP-Marian will not require the use of facial masks in the school buildings unless required by the teacher. Students and staff will be encouraged to carry masks with them in the event prolonged close contact is unavoidable.&nbsp;

Both TMP-Marian and Holy Family Elementary will continue to encourage social distancing and hand hygiene throughout the day. Visitors to the schools may be required to wear a facial mask depending on specific circumstances.&nbsp; External guidelines will be enforced such as school district transportation and KSHSAA regulations.

These decisions have not been made lightly. They are with strong regard for the health and well-being of our students, staff and community. As we approach the conclusion of another successful school year, we are grateful that we have been able to maintain in-person learning and look forward to ending the school year with joy and good health.

Holy Family Elementary/TMP-Marian announce mask policy revision

Thomas More Prep-Marian will present Andrew Lloyd Webber's "Phantom of the Opera" tonight through Sunday in a performance dedicated to their former music director&nbsp;Jim Balthazor.

Showtimes are 7 p.m. tonight, Friday and Saturday and 2 p.m. Sunday at the TMP&nbsp;Dreiling Theater, 1701 Hall. Tickets are $8 and can be purchased <a href="https://www.tmp-m.org/phantom/">online</a>.

Travis Grizzell, director, said he knew he had a special group of talented seniors this year and wanted to have something special for them to perform their last year in high school.

"Right before the pandemic hit and we went to remote learning, my music director at the time, Jim Balthazor, and I were having a hard time selecting a musical for this year," Grizzell said.

"I made a side note to myself about Phantom, and I finally brought it up to him.  He just said 'What the hell, let's get crazy.'"

Our show is dedicated to Mr. Jim Balthazor," Grizzell said.Ben Pfannenstiel, senior, is the Phantom and has inhabited a role that really showcases his range and talent, Grizzell said."Our two female leads, Maggie Baalmann (Christine) and Madelyn Seiler (Carlotta) are nothing short of amazing," Grizzell said. He falls madly in love with an innocent young soprano, Christine, and devotes himself to creating a new star by nurturing her extraordinary talents and by employing all of the devious methods at his command, the site said.<figure>
