TOPEKA – This Fourth of July weekend, the Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks and Tourism (KDWP) urges individuals who may be on Kansas lakes to be aware of potential blue-green algae and to understand that harmful algal blooms are unpredictable and may develop rapidly.&nbsp;

If you observe a scum, a paint-like surface on the water, small floating blue-green clumps or filaments, or the water is an opaque green, avoid contact and keep pets away. &nbsp;These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

KDHE, in conjunction with KDWP, has also issued several public health advisories for Kansas lakes due to blue-green algae.

Government commodity distribution set for July 30

The Independence Day holiday is officially underway in Hays with Thursday's kickoff of the Wild West Fest, and the sale and discharge of fireworks Friday through Sunday.

Fireworks, except for skyrockets which are illegal in Kansas, may be sold and used from 10 a.m. until 11 p.m. July 2-4 in Hays.

The Hays Fire Department most often responds to fireworks-related 911 calls when the discharged material has not been properly disposed, according to Chief Ryan Hagans.&nbsp;

"People improperly place them in a plastic container or sometimes even in a cardboard box," Hagans said.

"Always soak your spent fireworks in a metal container. Keep them 10 to 15 feet away from your house. And don't place them in the back of a vehicle in order to dispose of them.

Hagans and Don Scheibler, police chief, remind Hays residents of the laws regarding use of fireworks and how to do so safely.

The <a href="https://wildwestfestival.com/">Wild West Festival</a> kicked off Thursday night in Hays with Brock Wagoner and Logan Mize playing to a packed Municipal Park. The festival will continue Friday and Saturday with concerts and wrap up Sunday night with public fireworks.

General admission tickets for all three nights are available for $20 at the Hays Welcome Center or any of three Hays Cerv's locations. General admission tickets at the gate for one night will cost $25.

VIP tickets, which includes three nights of access, a catered meal, reserved seating, VIP restroom access and beer, wells or non-alcoholic drinks, are $150 per person and can be purchased at the&nbsp;Hays Welcome Center at Vine and 27th streets.

WEEE will feature a “Pay Our Price” promotion every day from 6 to 10 p.m. A wristband will enable patrons to ride for that period for $25. Regular prices are single tickets for $3 or 10 tickets for $25. One ticket per person is required for each ride if a wristband is not purchased.

PLAINVILLE — Downtown Plainville Inc. announced Thursday it is partnering with the Plainville Community Foundation to bring a coworking space to downtown Plainville. 

“Thanks to grant funds and pledges from the Dane G. Hansen Foundation, the Heartland Community Foundation, Rooks County Economic Development, the Andreson Trust, Rooks County Healthcare Foundation, and the Plainville Community Foundation, we are very excited to launch a program aimed at bringing more entrepreneurs and professionals to downtown Plainville,” said Kelli Hansen, president of DPI.&nbsp; 

The coworking space will occupy the currently vacant building located at 223 W. Mill St.

“COVID-19 really forced executives to realize over the last year that people can get work done regardless of where they are,” DPI Board Member Ashley Comeau said. “As companies transition away from expensive, traditional office environments in large cities, we expect to see more people return to rural areas, and we want Plainville to be prepared to benefit from that.” 

Visitors to Plainville will also be welcome to use the space on an as-needed basis, as space allows.

In addition, the DPI Board has been in touch with the northwest Kansas Economic Innovation Center to learn more about the Rural &amp; Remote program. Rural &amp; Remote, an initiative of Ogallala Commons,&nbsp;is a program that provides job placement support for many different career tracks for those who want to live in northwest Kansas and work for companies across the nation that hire remote workers.&nbsp;These positions vary widely, and include jobs in marketing, office administration, sales, graphic design, coding, and more. DPI plans to pursue recruitment opportunities through Rural &amp; Remote and similar programs.

The coworking space, which is ADA accessible, will initially offer six open workspaces, a private meeting room, a small kitchenette, and a storm shelter. In addition to WiFi, water and coffee will be provided as amenities,&nbsp;with more services added as funding allows. Downtown Plainville Inc. plans to host an open house and grand opening for the coworking space later this year and will publicly announce rates and more information at that time.

Coworking space will be unveiled in Plainville

	Grant Lung has been a constant at second base for the Hays Larks. He has had different double-play partners due to injuries and matchups. Saturday night, Lung welcomed a new Larks shortstop.

	Cortland Lawson, a sophomore infielder for the Tennessee Volunteers, arrived in Hays on Friday night shortly after the squad was eliminated at the College World Series. Less than 24 hours later, he was in the starting lineup at Larks Park.

	“It has been hectic,” Lawson said. “I got here, didn’t know what to expect.”

	Lawson wasn’t expecting to have a big night at the plate against the Colorado Sox. He homered to left field in his first at-bat, hit another home run later in the game and finished with three hits and four RBI. While watching his long fly ball in his first at-bat, he saw the Sox left fielder jump for the ball at the wall. At first, Lwson was unsure if he hit it out.

	“I was looking out there to see if he had the ball,” Lawson said. “I saw the home plate umpire twirl his finger (to signal a home run). I said, ‘All right, how about that.’ ”

	Lung had an all right night at the plate, too. The left-handed hitting leadoff man doubled off the wall in his first at-bat to set the tone for the night, as Hays won 21-2 and pounded out 17 hits. Lung finished 5-for-5 with two home runs, two doubles, five runs scored and five RBI.

	“I just felt good at the dish, got some good pitches to hit,” Lung said. “I've had a couple five-hit games, but nothing like (Saturday) night. I don’t know if I’ve ever hit two home runs in a game, and had two doubles. That was probably my best game ever.”

	While running to second base on his double to start the game, Lung slipped rounding first. He got up in time to still safely make it to second, but still was the subject of some good-natured barbs.

	“I heard about it for an inning or two,” Lung said with a laugh. “I got a bunch of text messages and a couple phone calls about it. It was all in good fun.

	“The turf is a little slick, especially when it’s hot,” he added. “Sliding into second, it’s really slick.”

	Lung and Lawson turned in a slick double play in their first game together. New DP combo, but it’s still just baseball.

	“It’s not as hard as some people might think,” Lung said. “You take some ground balls before the game, communicate there a little bit.”

	Lawson found it easy to team up with Lung the first night out.

	“He’s a good dude,” Lawson said. “It was a pretty easy transition.”

	Veteran Larks manager Frank Leo was happy to see the big night at the plate for his team. Hays had a nine-run inning and a seven-run inning and in addition to Lung and Lawson’s hitting, catcher Sam Crowell belted a grand slam.

	“Offense caught on fire, didn’t stop,” Leo said.

	Leo wanted Lawson in Hays as soon as possible after the CWS because shortstop Matt Cavanagh went down with a hamstring injury in the team’s last game. Ironically, Cavanagh, in his first game as a Lark in 2019, also hit a homer and had four hits.

	“That’s one of the reasons I pushed getting him here,” Leo said. “He can play all three positions. He’s going to give us some great infield depth.”

	Lawson played shortstop again on Sunday and hit an RBI single and walked three times. On Monday against Junction City, Lawson filled in for Lung at second. He singled, tripled and walked.

	Lawson also is getting to know a future teammate at Tennessee in outfielder Dylan Dreiling, who will be a senior at Hays High next year. Dreiling has been getting some at-bats with the Larks, and Lawson has taken batting practice with him.

	“He’s got a lot of potential,” Lawson said. “I think he can be a really good player for us.”

	Lawson had heard about the good crowds at Larks Park before arriving in Hays, and saw the packed stands first-hand over the weekend.

	“That was pretty awesome, makes the games better than they already are,” Lawson said. “Gives you a lot of energy.”

	Lung, who joined the Larks for the postseason in 2019 and was with the team all of last summer, said Hays is a special place.

	“It’s incredible. I enjoy it so much,” Lung said. “The fans are awesome.

	“It’s completely different from a lot of summer teams,” he added. “I played on another summer team, and it was nothing like this. It’s some of the most fun I’ve had playing baseball.”

The Sternberg Museum of Natural History would like to honor Dean Zerr, a full-time volunteer at the museum.

Zerr started volunteering at the admissions desk in November 2011. Like most retirees, he was interested in finding a project to fill his time. That when he learned about the volunteer program at the Sternberg Museum.

“I was asked if I would consider volunteering at the admissions desk,” Zerr said. “Once I started the training, I enjoyed the work and visiting with people. I loved it!”&nbsp;

Zerr quickly worked into being a full-time volunteer, devoting his mornings and afternoons at the Sternberg’s admissions desk. Whether you were a visitor, museum member, staff, volunteer or student, chances are you have had the opportunity to chat with Dean.

“He has been the most dedicated volunteer that I have worked with,” said Brad Penka, manager of Visitor Services. “He has never missed a shift, unless for an unforeseen situation. He has not only been an excellent volunteer, but he has been a great friend too.”&nbsp;

After 10 years of service, Zerr will be retiring from volunteering at the admissions desk.

The Sternberg Museum appreciates the time and care Zerr has put in during his time at the museum. His last day will be July 30, so you will have the rest of the month to wish Zerr a happy retirement.

In the meantime, the museum is looking for individuals who are interested in volunteering for a few hours in the mornings or early afternoons.

 of Fort Hays State to its Academic All-District Baseball Team on 
Thursday. Schmidt was one of four outfielders from District 7 
(MIAA, NSIC, and GAC) named to the team. Sports Information and Athletic
 Communication professionals within the district vote on the Academic 
All-District Team, which honors a combination of academic and athletic 
accomplishments of the individuals selected. 
The teams are voted on by position, with selections going to two 
pitchers, one catcher, four infielders, three outfielders, and one 
designated hitter. Ties in voting can produce extra individuals listed 
at a position. 
Schmidt, native of Hastings, Nebraska, holds a 3.93 GPA as a Health and 
Human Performance major at Fort Hays State. He was named an MIAA 
Scholar-Athlete in 2021 for earning All-MIAA honors on the field and 
holding a GPA of at least 3.5. He is a two-time member of the MIAA 
Academic Honor Roll. He was also an NJCAA All-Academic selection during 
his time at Cloud County (Kan.) Community College before transferring to
 FHSU in the fall of 2019. 
Schmidt earned All-MIAA Honorable Mention status as an outfielder in 
2021, finishing the year as the team leader in doubles (12), home runs 
(11), RBIs (29), slugging percentage (.676), and runs scored (37), while
 hitting .316. He tied for the team lead in hits (43) and triples (2). 
In two years at FHSU, Schmidt has generated 16 home runs, 23 doubles, 
and 45 RBIs. 
As an All-District selection, Schmidt will now be considered for 
Academic All-America honors to be voted on by Sports 
Information/Athletic Communication professionals nationwide in NCAA

FHSU's Schmidt named to CoSIDA Academic All-District Baseball Team

CONCORD, N.H. (AP) — A former traveling medical technician who stole drugs and infected more than 40 patients with hepatitis C will remain in prison after a judge called his request for compassionate release “the least meritorious” he’d ever seen.

David Kwiatkowski was sentenced in 2013 to 39 years in prison for stealing painkillers and replacing them with saline-filled syringes tainted with his blood. Despite being fired numerous times over drug allegations, he had worked as a cardiac technologist in 18 hospitals in seven states before being hired in&nbsp;New Hampshire&nbsp;in 2011.

After his arrest in 2012, 46 people in four states were diagnosed with the same strain of the hepatitis C virus he carries, including one who died in&nbsp;<a href="https://www.usnews.com/news/best-states/kansas">Kansas</a>.

Hepatitis C is a viral infection that attacks the liver. In all, 32 patients were infected in New Hampshire, seven in&nbsp;Maryland, six in Kansas and one in&nbsp;Pennsylvania. Kwiatkowski also worked in&nbsp;Michigan,&nbsp;New York,&nbsp;Arizona&nbsp;and&nbsp;Georgia.

In December, Kwiatkowski filed a motion asking to be released to home confinement because his medical issues, including Hepatitis C and Crohn’s disease, put him at higher risk for contracting COVID-19 and for severe illness due to his immunocompromised state. At the time, 15% of the inmates at his&nbsp;Florida&nbsp;federal prison complex had been infected, but by the time a judge heard his case Thursday, there were no infections, according to Acting U.S. Attorney John Farley.

Even if Kwiatkowski was at high risk of infection, releasing him fewer than nine years into his sentence would be wrong, he argued. Farley said Kwiatkwoski’s 2013 sentencing hearing was the most emotionally charged he’s witnessed in 25 years as a prosecutor, as victim after victim explained “how their lives were destroyed.”

And victims contacted recently ahead of Thursday’s hearing were deeply troubled by the idea that someone who gave them a long-term, potentially deadly disease would seek early release based on his own medical concerns, he said.

If Kwiatkowski were released, “the message to the victims, the message to the community, the message to the health care system would be very shocking,” he said.

U.S. District Court Judge Joseph Laplante agreed. While he has granted several compassionate release requests, those inmates were far sicker than Kwiatkowski, he said. And even if the medical situations were the same, he said he still would’ve denied the request.

“For these extra cruel and callous crimes, the relief requested would not be justice,” he said. “I think sentencing relief this early in the sentence, under these circumstances ... would actually undermine respect for the law in the community.”

Kwiatkowski appeared to anticipate that response.

“Chances are, I’ll do all my time,” he said. “I’m prepared for that, but I would like to show the court I am a new man.”

Had he been released, Kwiatkowski planned to live with the family of a Rochester, New Hampshire, woman who befriended him before his guilty plea when she visited him in jail as a mental health counselor. Linda Baillargeon called Kwiatkowski a “really fine young man” who has become a member of her family.

“We saw something very restorable in David,” she said. “There was something very uniquely special about him that allowed me to feel safe.”

At his sentencing hearing, Kwiatkowski apologized to his victims, saying his crime was caused by an addiction to painkillers and alcohol. He later claimed he pleaded guilty under extreme emotional distress, that his mental state should have been in question for agreeing to the deal and that his sentence should have been much lower.

Linda Ficken, who traveled to New Hampshire for the sentencing, contracted hepatitis C from Kwiatkowski at Hays Medical Center in Kansas in 2011 and has since recovered.

She said Thursday she was glad the judge denied the release request, particularly since prosecutors said he had been disciplined in prison for misusing authorized medication. Prosecutors described the incident as “drug diversion” but Kwiatkowski told the judge he only set aside doses of one of his prescriptions.

“In light of that, keep his a— in prison,” Ficken, 79, said in a phone interview. “I don’t have any doubt at all that if he got out, he would find some way to do the same thing.”

The Hays school board approved raises for teachers, as well as classified staff, directors and administrators during a special meeting Thursday.

The board approved a contract with the teachers' union that adds $1,200 to each cell of the salary schedule and allows for vertical and horizontal movement on the schedule. This equals about a 3.35 percent raise.

"I want to thank the negotiating team of the teachers. From what I have heard, they were working for the best of the district," board member Craig Pallister said.&nbsp;

He also thanked the negotiating team for the board.&nbsp;

"I felt that through everything that was relayed to me that it was very positive and everything worked in the positive direction of the district," he said.

The board also approved a 3.35 percent raise for classified staff, directors and administrators.

In addition, the board approved salary increases in addition to the 3.35 percent raise for Shanna Dinkel, assistant superintendent and director of curriculum, and&nbsp;Shaunna Zwiefel, Hays Middle School assistant principal, based on their years of experience.

Board member Allen Park was the lone vote against the amendment that allowed the additional salary increases for Dinkel and Zwiefel. He said he thought all administrators should receive the same raises.

Board members Nuchelle Chance and Lance Bickle were not present at the meeting.

The teachers already approved their contract on a vote of&nbsp;159-0.

The teachers' contract contained other provisions including:&nbsp;

The board also approved a revised school calendar to designate April 18 as Spring Parent Teacher Conference day.

 </ul><ul>
 <li>A spring parent-teacher conference day&nbsp;has&nbsp;been added to the contract for the standard contract duty year. </li>
 </ul><ul>
 <li>Changes were made to school nurse extended contracts.</li>
 </ul><ul>
 <li>When making changes to the master contract, both a representative from the Hays Teacher's Association and &nbsp;a representative from the Hays school board will arrange and type the agreements together. Both parties will review the document before signatures are added.</li>
 </ul><ul>
 <li>Change to sick leave contract language so that all sick leave will be granted on the first day of a continuing contract. If a staff member is on paid leave or FMLA protected leave status, all sick leave will be awarded without proration.</li>
 </ul><ul>
 <li>Adding six early release days to the contract, which will eliminate the need to vote on approving&nbsp;these each year.</li>
 </ul><ul>
 <li>In cases of termination or non-renewal of a teacher contract, teachers will be able to have a representative present with them during an executive session if they choose to respond to the school board.</li>

Lemonade stands support ARC Park construction 

	In a short season, it’s important to get off to a fast start. For the Hays Larks, getting their pitching sorted out will be key.

	Hays is 12-4 overall and 6-2 in the Rocky Mountain Baseball League as the team embarks on a four-game Colorado road trip. The Larks will play two league games with the Colorado Roughnecks starting Thursday, followed by a pair of nonleague games at the Boulder Collegians. Hays is a half-game out of first place in the league race; the Fort Collins Foxes are 7-2 in the RMBL.

After the trip to Colorado, the Larks will play nonleague games at the Kansas Cannons and Junction City Brigade before returning to Hays July 10 to play the Foxes to start a 14-game homestand to end the regular season.

“It’s hard to make up ground when it’s a short season,” Larks manager Frank Leo said. “We’ve been fortunate to juggle our pitching staff; we don’t have great depth. We’ve been able to get the matchups we want in each of the games.”

The Larks were short on pitching even before the season started. Leo lost three good arms, two shut down by their college coaches and another who received a good career opportunity. Hays then lost right-hander Corey Bright last week after he was shut down for the summer by his college coach.

“If we had them on our current staff, we would have a very well-rounded pitching staff,” Leo said.

“Two of them were left-handed, and that really changed things,” said longtime Larks pitching coach Keith Harper.

Leo was able to add an arm a few days ago, picking up right-hander Derek Decolati, who both started and pitched in relief for South Mountain (Ariz.) Community College, and who will pitch for Nevada next season.

The Larks’ rotation is led by right-hander Wyatt Divis, in Hays for his fourth summer. Divis is 4-1 with a 2.13 ERA and is the designated hitter when he is not on the mound. Left-hander Jake Fitzgibbons, a newcomer from Tennessee, won his first decision Saturday. Leo also is looking at right-handers Luuk ter Beek and Jackson Blue in starting roles, and right-hander Hunter Parker pitched five scoreless innings in his last start.

“He just knows how to win,” Harper said of Divis. “He’s going to keep you in every game. He just knows how to hit, how to pitch. He’s a special guy.”

Fitzgibbons gives the Larks a quality arm from the left side.

“He’s a special kid,” Harper said. “He’s not very big, but he can let it go. You don’t get one of those kind of guys very often.”

The bullpen has right-hander Jose Velazquez in a setup role and right-hander Cade Brown to close out games. Leo also is looking to build up Trevor Munsch for a left-handed option in relief. Harper said Decolati also will likely pitch out of the ’pen.

“Cade and Jose will handle the bulk of our late innings,” Leo said.

The Larks also look to have another arm for the postseason. Right-hander Patrick Cooper, a standout starting pitcher for the team from 2008-10, was back for the 75th anniversary weekend. After talking with Leo and Harper, he hopes to join the team for the postseason.

“I do know Patrick Cooper is going to join us for the World Series,” Leo said. “Hopefully, we get to the World Series.

“That will be a very good arm,” he added. “We can survive the summer, I know we can pick up Patrick.”

Harper said Cooper, who previously pitched for the Larks at the World Series, could add depth to the bullpen.

“Just having an experienced guy is pretty good,” Harper said.

Harper said he will set his pitching up for the league race down the stretch.

“We’ve just got to put it all together in July, make that run against the league opponents,” he said. “As long as we win three out of four against everybody, nobody can catch us.”

Wednesday morning.&nbsp;&nbsp;John Freeman Colt walked out of the&nbsp;Sexual 
Predator&nbsp;Treatment Program&nbsp;shortly after 7 a.m.&nbsp;&nbsp;

Colt&nbsp;is 
described as a white male, 5’ 7”, weighing 200 pounds with blue eyes and
 short brown hair.&nbsp;He has a tattoo of a heart with the letters BH on his
 left arm.&nbsp;He was last seen at 11:10 a.m. Wednesday walking 
northbound&nbsp;from the Kwik Shop on Broadway. He was wearing a gray long 
sleeve shirt, black pants and a dark face mask. He possibly has an ID 
badge with the name C. Jones, and he may be in possession of a 
cellphone.&nbsp;&nbsp;

Authorities say Colt should be considered dangerous. Anyone with information is encouraged to call 911.&nbsp;

Sexual predator escapes from Larned State Hospital

He graduated in three years with a Bachelor of Science in Biology (health profession) and a minor in chemistry. He speaks two languages proficiently, a third with working proficiency, and a fourth with elementary proficiency.

Anthony is clearly ambitious. His life philosophy of “work smart and harder” has successfully guided him. His favorite quote: “Let him who would move the world first move himself.” (Socrates)&nbsp;

Anthony was born in the Philippines, grew up in Los Angeles, California, then moved to Plainville, Kansas, when he was 13. After graduating from Plainville High School in 2018, he came to FHSU to participate in collegiate athletics on the Tiger track and field team.

Many of our student-athletes take athletics seriously at a young age, and many are inspired by their fathers. Anthony was no different. His dad was a collegiate athlete and later became a doctor.

“I am very thankful to God and my family,” Anthony said. “My mom, stepdad, late father, and sisters are a big part of my life that I truly value. My role models are my mom, stepdad, and late father, who gave me a lot of wisdom and discipline. Most importantly, they showed me love.”

While Anthony came to FHSU to compete in track, he soon found so many other opportunities to pursue. And pursue them he did.

I love learning about each individual life in our mosaic of impact – individuals such as new alumnus Anthony Ventura.Anthony, a May graduate, is a truly incredible person who will indeed make a difference in our world. And pursue them he did.Participation in the Kansas Startup competition – an event designed for entrepreneurs to meet, share ideas, and launch new businesses – exposed Anthony to the fundamentals of entrepreneurship. His team won the 2020 Kansas Startup with the creation of a mental health app and was a finalist for this spring’s Faulkner Challenge, a business plan competition. The Faulkner Challenge also enabled Anthony to establish professional connections that will help in his graduate study and the professional life that awaits him.&nbsp; &nbsp;“My passion for entrepreneurship is rooted in the idea of innovating and helping others,” he said. “Entrepreneurship shows a metaphorical brick wall of challenges. That brick wall has pushed me to be creative and learn to move forward.”One of the many things Anthony values about FHSU is the opportunity for meaningful undergraduate research. Anthony credits Dr. Nicholas Stewart as a scholar-mentor who helped him conduct genetic research that is being reviewed by the Genome Education Project for publication.During the pandemic, Anthony wanted to find a way to improve mental and physical health on campus. So, he founded the American Healthy Heart student organization at FHSU to advance mental and physical health among students with underlying health challenges. The group considers the definition of “heart” to include a holistic and integrative approach.Club members enjoyed hearing from a wide variety of speakers, including Charles Camarda, an American engineer and a NASA astronaut. Anthony has a growing interest in space and the sustainability of the earth, and he thoroughly enjoyed hearing Camarda speak about the Columbia disaster, life in space, and what awaits in our exploration of Mars.&nbsp;While completing a bachelor’s degree in three years, serving on the Student Government Association, and participating in numerous campus organizations, Anthony also served as the music coordinator for Harvest Christian Church. Additionally, he worked at Hays Medical Center as a telemetry technician and coded app games for the digital Apple App Store.&nbsp;It’s no wonder this very talented, hard-working, ambitious, young man was trying to decide which graduate program to enter – Boston University, MIT, Columbia, or the University of Oklahoma – and which program to study (business, biology, or engineering). Ultimately, he chose Oklahoma, where he can combine a dual program of Master of Business Administration and Master of Science in Industrial and System Engineering.Anthony fully embraces his mantra, “Be fearless,” while chasing his goals. But I have no doubt this Tiger will succeed and make a lasting impact on his community – and our world.
