TOPEKA — The Kansas Department of Health and Environment has issued a stream advisory for the Paradise Creek, along the area east of Natoma located near the wastewater treatment facility.

The stream advisory is a result of lift station overflow due to heavy rainfall.&nbsp; The city of Natoma is working to repair the problem.

The advisory has been issued because potential elevated bacteria and contaminants may be present in Paradise Creek as it flows east of Natoma. If you live or have activities near this stream, do not enter the stream or allow children or pets to enter the stream.

KDHE will rescind the advisory once flows recede and subsequent bacteria testing indicates secondary (wading) contact has been deemed safe.

Hays student wins is outstanding graduating senior; Quinter student earns Lighthouse Award

A student from Hays, Grace Wasinger, was named the winner of Fort Hays State University’s Torch Award as the outstanding graduating senior for 2021.

Wasinger received a Bachelor of Science in psychology at FHSU’s commencement ceremonies Saturday.

Blaine Wertz from Quinter received the Lighthouse Award as this year’s outstanding graduate student. Wertz graduated with a Master of Science in biological sciences at this year’s commencement.

Dr. Eric Gillock, professor of biological sciences, was given the Pilot Award as the year’s outstanding faculty member.&nbsp;

The winners were announced at the virtual Spring Convocation Awards by Dr. Jill Arensdorf, provost and vice president for academic affairs, in advance of commencement and recognized at a private reception with FHSU President Tisa Mason.

Reading from a nomination letter, Arensdorf said of Wasinger, “Grace is a multi-talented student who is focused on her education and service to others. She has been engaged in scholarship both collectively and independently throughout her academic career. This involvement in research has allowed her to apply knowledge gained to enhance her undergraduate experience at the University.”&nbsp;

“Her inherit drive has served her well as she honed her research skills to the level of being asked to present at numerous regional and national conferences,” Arensdorf said. “She is described by faculty as being dedicated, engaged in the field of psychology, and motivated in all of her aspirations and goals. Grace has also served in leadership roles in various organizations and has assisted in teaching classes for the department.”&nbsp;

In conversation with Mason during the video livestream of the awards presentation, Wasinger was asked, “Where does your passion and commitment come from?”&nbsp;

“In my own life, I’ve found that passion and commitment often go hand in hand. When faced with a challenge, commitment often doesn’t occur unless there is a true passion and personal meaning behind the work you’re doing,” Wasinger said.&nbsp;

Wasinger continued, regarding her education, “My passion comes from a place of genuinely wanting to understand human behavior. While a psychology major, I’ve sought out many research and service opportunities that have nurtured and reinforced my thirst for knowledge and desire to work with others. However, a tremendous amount of growth has come from wanting to be challenged. I feel fortunate to have had mentors who have challenged me and ignited through their example this willingness to seek out personal and meaningful challenges.”

Arensdorf also introduced the winner of the Lighthouse Award, Blaine Wertz, who also earned a Bachelor of Science from FHSU in 2019.

“Faculty describe Blaine as a student with high academic standards and one who actively engages in the learning process – eager to understand the materials presented. They also comment on his pleasantness and genuine concern for others. Blaine used his talents to provide support as a graduate teaching assistant and also spends time mentoring undergraduate students in the research laboratory,” Arensdorf said.&nbsp;

Wertz also provides his services as a CNA to area hospitals and seeks ways to give back to his community while preparing for medical school in the fall.&nbsp;

When describing his passion for his work, Wertz said, “My passion comes first from having Jesus Christ as my Lord and savior. But, out of that, I know that I have been cared for in so many ways. And so, finding ways to care for different people has always given me a passion. In one way, that’s teaching students in introductory biology labs, and in another way, that’s taking care of residents in long term care settings. I’m really looking forward to doing that as a physician someday, and that continued passion to care for people in the same way I’ve been cared for keeps me going.”&nbsp;

Arensdorf introduced the Pilot Award for outstanding faculty member, and this year’s recipient, Gillock.

One nominating letter described Gillock as, “a shining example of all that I love about Fort Hays State University. Teaching, curiosity, community, and family are his life, and this shows through in his every act.”

The letter continued, “The care he has for his students is exceptional; he takes care to ensure they understand the material, checks up on them if they fall behind, and believes deeply in their ability to prosper. Dr. Gillock’s passion for biology is truly contagious (pun not intended); he speaks with such wonder about microbes, viruses, and immunology that one can't help but adopt a similar enthusiasm in his classes. He conducts innovative research projects and challenges his students to seek solutions to problems in biology, and&nbsp;he always has a positive attitude and is available to answer questions. He’s highly proficient in what he teaches and able to convey ideas for any level of understanding; I have no doubt that he could hold an engaging conversation about bacteria with a child and a fellow expert alike.”

The Navigator Award recipient, Kris Munsch, assistant professor of applied technology, was also recognized at the President’s reception.&nbsp;The award was established in 1998 by the Student Government Association to recognize an outstanding academic advisor based on how closely the advisor adheres to the university goals for academic advising.&nbsp;

“Not only does Kris seek to invest in his students as future builders (literally) of this world, but also as future citizens,” said Arensdorf. “He pushes his students to become visionaries and thinkers who come up with real solutions. The grit that he instills and demonstrates to all the students he interacts with, is inspiring. Construction knowledge is simply just the beginning of his advising of students. Kris’ life experiences are something he teaches his students every day.”

Mason asked Musch to share the impact of the physical structures built by students in the department of applied technology, the importance of that experience, and his favorite project his students have completed.

“The Pavillion is way up there because it’s such a community structure. I’m always seeing videos or posts on social media where that structure is being used for all kinds of things- and that’s what it’s all about. Advising is all about community,” said Munsch. “Advising is 98% education and 2% life. That’s what that Pavilion does. Even a garage project is community. There’s not a lot of things you can do in education where you can bring your family back 20 years later and say, ‘I built that’.”

The FHSU Alumni Association instituted the Torch and Pilot awards in 1974 to emphasize the importance of excellence in teaching and learning.

Torch Award candidates are nominated by faculty members on the basis of classroom excellence, participation in professional organizations, and involvement in student or civic activities.

The Lighthouse Award, approved by the Alumni Association in 2017 and first awarded in 2018, honors an outstanding student who is completing graduate studies. The award was named the Lighthouse in honor of the late Dr. James Forsythe, a former dean of the Graduate School and the university historian. Dr. Forsythe’s book, “Lighthouse on the Plains,” documents the history of Fort Hays State.

The Pilot Award is given on the basis of classroom excellence, ongoing research, and service activities. Candidates are nominated by graduating students.

Hays, Quinter students earn prestigious at Fort Hays State graduation

GREAT BEND — The Barton County Health Department is now reporting the first case of a COVID-19 variant in Barton County. Karen Winkleman, the County's Health Director, told Barton County Commissioners on Monday morning that she learned of the variant on Sunday night from the Kansas Department of Health and Environment.

"The variant that was identified as a variant of concern, [was] the B117 which is the United Kingdom variant," Winkleman reported, "and it has approximately a 50 percent increase in transmission."

Winkelman said 51 of the 105 counties in Kansas have reported the presence of a COVID variant.

In other news, she noted that Barton County continues to lag behind the state average in the percentage of vaccinations.

"The percentage of Kansas vaccinated is 39.9 percent, and that's with one dose, total population," she said. "And our total population vaccine rate in Barton County is 32.8. We did go up about one percent with the eligible population. This past week we are at 41.5 percent."

The County Health Department administered 113 doses this past week compared to 138 doses the week before.

The Pfizer vaccine has been approved for children 12 years and older. Winkleman said she met with the county's school superintendents via Zoom last Friday to let them know that her department is willing to come to the schools to administer the vaccine.

KDHE has reported one additional COVID death in Barton County during the past week, bringing the total to 49.

The advisory was issued because of a water main break, resulting in a potential loss of pressure in the distribution system and affected&nbsp;customers&nbsp;in the area bounded on the west and east by Baughman St. and Cottonwood St.; and on the north and south by W. 10th&nbsp;St. and W. 11th&nbsp;St.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the&nbsp;city of&nbsp;Ellis indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

KDHE: Boil order rescinded for city of Ellis

Colorado-based FirstSun Capital Bancorp, the holding company of Sunflower Bank, N.A. and&nbsp;Texas-based Pioneer Bancshares Inc., the holding company of Pioneer Bank, SSB jointly announced today that they have entered into a definitive agreement pursuant to which Pioneer and Pioneer Bank will merge with and into FirstSun and Sunflower Bank, respectively, in an all-stock transaction.

On a pro forma basis as of&nbsp;March 31, the combined company would have over&nbsp;$7 billion&nbsp;in total assets with over&nbsp;$5 billion&nbsp;in both loans and deposits, and over 60 branch locations. 

Sunflower Bank's expanded pro forma footprint will include some of the largest growth markets in&nbsp;the United States. 

This combination will bring Sunflower Bank an expanded presence in&nbsp;Texas, along with its footprint in&nbsp;Arizona,&nbsp;Colorado,&nbsp;Kansas&nbsp;and&nbsp;New Mexico&nbsp;and home mortgage origination capabilities in 43 states.

The transaction is intended to qualify as a tax-free reorganization for U.S. federal income tax purposes. 

The financial terms of the transaction were not disclosed. 

The transaction is expected to close early in&nbsp;October, subject to satisfaction of customary closing conditions, including receipt of regulatory approvals and Pioneer shareholder approval. 

Upon closing, the Board of Directors of both FirstSun and Sunflower Bank will be expanded to include former directors of Pioneer and Pioneer Bank.

Sunflower Bank to expand with upcoming merger

Retirees are the top economic driver in the Hays community.

Doug Williams, executive director of Grow Hays, explained what that means for Hays and talked about a proposed retiree housing community during a luncheon at BriefSpace on Tuesday.

Although many perceive retirees as seniors, the national definition now includes anyone older than 55 who is not working or has wound down their career.

Williams said the demographic is very desirable — if you can attract it.

"They contribute. They have money. They spend money, and they typically don't hold up liquor stores," he said.

Rural Kansas is facing a serious exodus of people between now and 2064. Ellis County is the only county in Northwest Kansas expected to have any population growth over that time frame.

Williams said he had a good friend who recently moved a year ago to Kansas City because he couldn't find housing in this community. Had he been able to find the right type of housing, he would have stayed, Williams said.

"He moves. His wealth moves with him, whatever that might be, and the chances of him coming back are slim to none," Williams said.

Hays may be in a position to take advantage of rural migration into more urban areas. Rural retirees are looking to be closer to health care and more amenities.

"Far too many are driving by here, because again, we don't have the right things in place for them to locate here," Williams said.

Yet another segment of the population that is living in urban areas is seeking to relocate to more rural areas, which tend to be less congested and have lower crime rates.

Williams said Hays is not going to be able to capture more retirees or new workers until it solves its housing crisis. A proposed retiree housing development could be part of the solution.

Hays had 101 homes listed for sale in December 2019, 50 in December 2020 and, as of Tuesday, Hays had 34 listings.

"We definitely have a housing problem," Williams said. "This would be one more solution to that housing problem."

Williams said some retirees are stranded in their current homes. They would like to relocate into a homes that better suit their lifestyles, but the housing they desire is not available.&nbsp;

If older Hays residents could move into retiree housing, that would free up family homes for younger families.

A Retiree Community Task Force has been working on a proposed retiree housing development north of the HaysMed campus. Plans for the project are still in their infancy, and any completed project is at a minimum of two years in the future, Williams said.

The 20-acre tract is owned by HaysMed. Williams said having a location next to The Center for Health Improvement, which could provide fitness opportunities, is desirable for this type of development. The task force also would like to see the development tie into the HaysMed walking trail.

HaysMed would use some of the lots for housing for HaysMed personnel who are trying to relocate to the area, but have not been able to secure housing yet.

The development would have 34 garden homes and 30 to 34 townhomes or condos.

Williams said the retiree development could address workforce issues in Hays in two ways. First, some retirees who move into the retiree development might want to continue to work or volunteer. The development could also free up as many as 70 homes in Hays for new workers.

The housing would be covered by a home owners association and all lawn and garden maintenance and snow removal would be covered.

The housing will be accessible for those with disabilities. No assisted-living or skilled nursing would be included in this development. Williams said the task force members believe there is enough of those services already offered in Hays.

A community center would be at the heart of the development. It would also be available for use by the community at large. However, the task force doesn't know yet who would own the center or how it would be paid for.

The task force would like to see the community center offer meeting rooms, a dining area and a pickleball court. The Northwest Kansas Area Agency on Aging has volunteered to offer office hours periodically at the community center.

Task force members see all the units in the development being individually owned. Retirees could own the units, children could own units on behalf of their parents or investors could own units and rent them to retirees.

HOA guidelines would govern who could live in the homes, Williams said.

A developer has yet to be found for the project. HaysMed has indicated it does not want to be the developer on the project, Williams said. The task force will also need to find a way to pay for about $1 million in infrastructure, including sewer and streets, needed for the development.

Williams said he thinks Hays has a lot going for it in terms of being a retiree community, the relative safety being an example. However, he said Hays could focus more on activities for retirees. He said an activities director could organize activities through the community center.

Sandy Jacobs, a task force member, said the idea is not for a community center to compete with the existing senior center, but those activities to move to the new center. Representatives of the senior center have been involved in discussions with the task force, Jacobs said.

"To me, this is another road block that we can put on I-70 to keep people in western Kansas from going to Manhattan or Junction City and stopping here," she said of the proposed development.

The next step for the task force's project is to find a developer and for that developer to find financing, Williams said.&nbsp;

The Hays USD 489 school board on Monday will discuss a timeline for its next bond attempt and the makeup of the committees who will help shape that bond.

The board has a regularly scheduled meeting at 6:30 p.m. Monday at the Rockwell Administration Center.

DLR, the district's architecture firm, is suggesting three committees to evaluate bond options. These include an executive team that would include administrators, a planning team, which would include teachers and staff and a vision team that would include community members.

DLR's timeline suggests these teams be formed between now and the end of June.

If the groups can come to a consensus by December, the school board would be asked to call an election for April 2022. If a consensus can't be reached, planning would continue with the hope of an election being set for September 2022.

The board has not decided what project the bond will include, nor has the board settled on a dollar amount for the bond issue.

USD 489 has not passed a bond in more than 30 years.

The board also will consider a proposal to rent space at the Hadley Center for the&nbsp;Early Childhood Special Education and Hays High School Transition programs. The new space would be dubbed, the WeCan Center.

The only added costs would be rent, initial furnishing, and additional internet and phone costs. Additional costs would be covered by federal COVID relief funds for special education.

This location will allow the special education cooperative to expand services to make up for lost opportunities during the COVID pandemic.

The school board will discuss student fees for the 2021-22 school year. Proposed student fees 2021-22 Elementary — $90 Sixth grade —$177 Seventh grade — $192 (includes an exploratory tech fee) Eighth grade — $177 High School — $196

Both school lunches and breakfasts will be free to all students thanks to funding from the United States Department of Agriculture.

The board also will: • Hear a report from Lincoln Elementary School staff on its redesign project. • Consider renewal of K-5 social studies textbooks.&nbsp; • Consider a bid of almost $33,000 for Roosevelt Elementary School security cameras • Discuss construction of a storage building at the Early Childhood Complex. Food commodity distribution May 28 in Hays

After a year with little to no live music due to COVID-19, the
Hays City Band will return this summer, giving audiences and performers a chance
to regain a part of what has been missing over the last year with three performances
in Hays and Ellis.

“We are getting the band back together,” said Hays City Band
director and assistant professor of music at Fort Hays State University
Peter Lillpopp.

In recent weeks, he said, Fort Hays State University bands
have performed outdoors after slowly transitioning to in-person rehearsals. But
with the summer band, those students, along with members of the community, will
have the opportunity to perform three times in June.

“It’s been interesting to work with (students) because they
were excited to be with us at every step,” Lillpopp said. “They were just excited
to get out of the house, get out of the online class and do whatever they could.”

Like the FHSU bands that have been able to perform this
month, the City Band performances will be outdoors, the safest way he said to
see live music while COVID-19 remains a concern.

The group will also practice in the Beach-Schmidt
Performing Arts Center, located in Sheridan Hall on the FHSU
campus, a large space that will allow performers to distance.

The first practice will coordinate with the lifting of
COVID-19 precautions at the university.

But while the band will allow FHSU students a chance to
perform, the city band is open to everyone.

“Anyone can come and participate,”
Lillpopp said. “We recommend that they are high school age and older, but we
have had some advanced Eighth graders play with our band, just so that they can
handle the music. There is a lot of music in a short amount of time.

“It’s really a combined effort,” he said. “We have a lot of
high school students that do the band, there is a lot of college kids that
are still around during the summer that do the band. The college faculty does
the band in addition to the community. Many of them are former band members themselves
and they just want to keep their instrument going and keep playing.”

Anyone with an interest, even those that may not have
performed for some time, is invited to participate.

Instruments can also be provided, if needed.

“It’s a very supportive atmosphere,” Lillpopp said. “If you haven’t
played your clarinet or trumpet in a while, you can come in and sit third chair
and take the easy parts. And that’s OK. We have the faculty that are there to
cover the solos and everything.”

The more difficult parts, including solos, will be taken on
by performers with a higher level of ability, which he said makes the summer
band experience more enjoyable.

“Another feature of our band is the soloists,” he said. “We
have students that are at the university, faculty members will solo with the
band. So it’s just a great experience to get to hear that and experience that.”

He said they also try to work with schedules so those that
can only make it to a limited number of sessions are also welcome.

“We are very flexible with the schedule, too,” he said. “If
people can only make one rehearsal and one performance, that’s great.”

The music will be a mix of traditional city band tunes and marches,
jazz, movie music and more, and are free to attend.

Practices will run from 7 p.m. to 9 p.m. beginning June 1,
and every following Monday through the month.

Performances

Hays City Band will return this summer, giving audiences and performers a chance
to regain a part of what has been missing over the last year with three performances
in Hays and Ellis.“We are getting the band back together,” said Hays City Band
director and assistant professor of music at Fort Hays State University
Peter Lillpopp.In recent weeks, he said, Fort Hays State University bands
have performed outdoors after slowly transitioning to in-person rehearsals. But
with the summer band, those students, along with members of the community, will
have the opportunity to perform three times in June.“It’s been interesting to work with (students) because they
were excited to be with us at every step,” Lillpopp said. “They were just excited
to get out of the house, get out of the online class and do whatever they could.”Like the FHSU bands that have been able to perform this
month, the City Band performances will be outdoors, the safest way he said to
see live music while COVID-19 remains a concern.The group will also practice in the Beach-Schmidt
Performing Arts Center, located in Sheridan Hall on the FHSU
campus, a large space that will allow performers to distance.The first practice will coordinate with the lifting of
COVID-19 precautions at the university.But while the band will allow FHSU students a chance to
perform, the city band is open to everyone.“Anyone can come and participate,”
Lillpopp said. “We recommend that they are high school age and older, but we
have had some advanced Eighth graders play with our band, just so that they can
handle the music. There is a lot of music in a short amount of time.“It’s really a combined effort,” he said. “We have a lot of
high school students that do the band, there is a lot of college kids that
are still around during the summer that do the band. The college faculty does
the band in addition to the community. Many of them are former band members themselves
and they just want to keep their instrument going and keep playing.”Anyone with an interest, even those that may not have
performed for some time, is invited to participate.Instruments can also be provided, if needed.“It’s a very supportive atmosphere,” Lillpopp said. “If you haven’t
played your clarinet or trumpet in a while, you can come in and sit third chair
and take the easy parts. And that’s OK. We have the faculty that are there to
cover the solos and everything.”The more difficult parts, including solos, will be taken on
by performers with a higher level of ability, which he said makes the summer
band experience more enjoyable.“Another feature of our band is the soloists,” he said. “We
have students that are at the university, faculty members will solo with the
band. So it’s just a great experience to get to hear that and experience that.”He said they also try to work with schedules so those that
can only make it to a limited number of sessions are also welcome.“We are very flexible with the schedule, too,” he said. “If
people can only make one rehearsal and one performance, that’s great.”The music will be a mix of traditional city band tunes and marches,
jazz, movie music and more, and are free to attend.Practices will run from 7 p.m. to 9 p.m. beginning June 1,
and every following Monday through the month.

Customers should observe the following precautions until further notice:

The advisory took effect on May 16 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because wells are under water due to flooding.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

A second consecutive night of thunderstorms moved west through Hays late Saturday night, yielding 0.61 inches of rain.

The combined two day total of rainfall is 1.70 inches, according to the official report from the K-State Agricultural Research Center south of Hays.

There are four rain gauges scattered across the center's property. Weather monitor Joe Becker reported the amount in each varied greatly.

So far during May, Hays has recorded 3.25 inches of moisture, with the average accumulation by month's end 3.31 inches.

Hays is ahead of normal precipitation for the year, with 10.41 inches as of May 16. The 152-year cumulative average is 7.92 inches by the end of May.

The <a href="https://hayspost.com/posts/647bf61e-b22f-4f0e-a5ee-cbdfc47946b9">three-day weather forecast</a> calls for thunderstorms each day.

Saturday's storms were widespread with flooding reported Sunday morning in Natoma.

A flash flood warning has been issued for&nbsp;southern Osborne County and southeastern Rooks County by the National Weather Service in Hastings, Nebraska.&nbsp;

More rain in Hays Saturday night; flash flooding in Natoma

Beginning 8 a.m. Monday,&nbsp; the intersection of General Custer and Holmes Road in Hays will be closed for pavement repairs. 

Repairs are expected to be completed by the end of the day on Friday.
