Three-day weather outlook

The Hays Fire Department will be inspecting and flow testing fire hydrants on Monday in the area from Madison to Hall between 41st and Interstate 70 also Hall to Country Lane between 27th and 33rd. 

This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually. Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. 

The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains. Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer.

Lights, camera, action! The cameras roll as the actors say their lines, and the commercial is recorded. That’s a frequent occurrence in a Hollywood studio, but this filming took place in a rural Kansas barn.&nbsp;&nbsp;&nbsp;

Last week we met Kevin and Julie Kirkwood of Kirkwood Kreations Photography. Kevin and Julie are farmers and award-winning photographers who specialize in farm and ranch landscape scenes.&nbsp;&nbsp;&nbsp;

One day in 2013, Kevin learned of an unusual request. Marci Penner’s Kansas Sampler Foundation and the Kansas Barn Alliance sent the word that a New York film director was looking for a picturesque barn in which to film a Coca-Cola commercial. People were encouraged to submit photos of suitable barns.&nbsp;

Kevin realized that he and Julie had a photo of a barn which would be ideal. The photo had been taken when Kevin was out for a ride in Dickinson County with Julie and her father and stepmother, Larry and Donna Schlappi. “We were drivin’ down some road and as we drove by this barn, Larry said, ‘Hey Julie, your grandfather and your great-grandfather and I used to farm that land and we used that barn,’ ” Kevin said.&nbsp;

Kevin took a picture of it. It was a classic Kansas scene: A weathered wooden barn, surrounded by a field of golden wheat.&nbsp;

When the call came for photos, Kevin submitted his barn picture. Out of 2,000 barn photos, the picture that was selected was Kevin’s.&nbsp;

Zach Lowry was the New York film director. He and his business partner Luke Rafferty were students at a film school in New York. They had an idea for a Coca-Cola commercial which they wanted to produce and sell to the Coca-Cola company. Their idea for the Coke commercial was based on the 50th&nbsp;anniversary of the creation of Coca-Cola and the 50th&nbsp;anniversary of the Ford Mustang.&nbsp;

The script for the commercial described a little boy and his grandfather, going into an old barn on a hot summer day. The grandfather shows the boy an old, beat-up Mustang automobile. The two work on restoring the Mustang while, of course, consuming some tasty bottles of Coke. The next scene, presumably years later, features a grown-up young man walking into the barn to see the beautiful, fully restored candy-apple red Mustang. He takes it for a drive, while drinking another bottle of Coke. He glances at a black-and-white photo hanging on the rearview mirror, showing him and his grandfather together. The commercial ends with an aerial view of the Mustang zipping along the wide-open country roads.&nbsp;

Zach notified Kevin Kirkwood that the exterior of the barn looked ideal for filming. Unfortunately, the inside of the barn was a different story. The interior needed major renovations for the barn to be workable.&nbsp;

Kevin tracked down the barn owner, Lonnie Heigele who lives at the nearby rural community of New Cambria, population 126 people. Now, that’s rural. Lonnie gave permission for the renovations because the project would help the students at the film school.&nbsp;

Kevin, Julie, and friends set out to make the renovations. It was like an old-fashioned barn-raising, with volunteers pitching in together. Others donated props, including a beautifully restored Mustang.&nbsp;

In three days during 2014, Zach. Luke, and seven New York film students filmed the video in the barn in Kansas. In the end, Coca-Cola did not purchase the commercial, but the students received an invaluable experience. In 2015, the commercial was revealed at a special announcement in Chapman.&nbsp;

Zach stated at the announcement that he was blown away by the hospitality and support which he found in rural Kansas. Folks in Kansas even helped out when Luke’s own car broke down. “This (project) took months and months of work and dedication and the unbelievable, indescribable generosity of the people in Kansas,” Zach said. Now That’s Rural: Kirkwood Kreations – Part 2 

The National Weather Service in Dodge City is calling for potentially severe thunderstorms across portions of southwest and west-central Kansas on Sunday.

"Strong to severe thunderstorms will be possible across west-central Kansas late this afternoon, and farther east-southeast into southwest and central Kansas during the evening and overnight hours. The strongest storms will be capable of producing quarter to golf ball size hail and damaging winds 60 to 70 mph," the NWS said in its hazardous weather outlook.

WASHINGTON&nbsp;– U.S. Sen. Jerry Moran, R-Kan., announced he has appointed James Kelly of Elkhart as his new chief of staff. Moran’s current Chief of Staff Brennen Britton has accepted a position with Passion City Church in Washington.

“During Brennen’s time as chief of staff, he has been a true friend, trusted leader and tireless public servant to the people of Kansas,” Moran said.&nbsp;“I greatly appreciate Brennen’s many years of service, and I have no doubt he has made Kansas a better place. I have the utmost admiration for those who make faith a central part of their life, and I know Brennen will continue his work to better the lives of anyone lucky enough to meet him as he answers this new call to service at Passion City Church DC.

“James’ thoughtfulness and drive to do right by Kansans will serve him well in his new role as chief of staff,”&nbsp;Moran added. “He has traveled to every corner of our home state and knows the priorities, concerns and people of Kansas well. His commitment to serving the people back home has been obvious throughout his time in my office, and I look forward to having him at the helm.”

Kelly previously served as Moran’s district director in Manhattan. He was born and raised on his family ranch near Elkhart and graduated from Fort Hays State University.&nbsp;

HaysMed recently was recognized by Blue Cross and Blue Shield of Kansas with a&nbsp;Blue Distinction Centers+ for Maternity Care designation, as part of the Blue Distinction Specialty Care program.

Racial and ethnic disparities are persistent and widespread across maternal healthcare, primarily drive by socioeconomic status, geographic location, and simplicity provider bias.&nbsp; Compared to similarly developed countries such as Canada, Germany and Australia, the United States has the highest maternal mortality rate, at approximately 17.4 deaths per 100,000 live births, with the MMR steadily increasingly since 20001.According to the CDC, non-Hispanic Black women are two to three times more likely to die from preventable or treatable pregnancy-related complications compared to white women.

To help address these gaps in care and to help ensure the better health of mothers, the Blue Cross Blue Shield Association enhanced its quality evaluation for the Maternity Care program to address key factors driving the United Sates’ maternal health crisis, such as preventable or treatable pregnancy-related conditions, high utilization of Caesarean sections, and racial and ethnic disparities in maternal healthcare.

Overall, cost of care for vaginal and caesarean births at BDC+ facilities are 20% less than those at non-Blue Distinction Centers+ facilities.&nbsp; The rates of Episiotomies were 49% less those at Blue Distinct Center (BDC and BDC+).&nbsp; In 2018, BDC/BDC+ facilities across the country cared for more than 40% of Blue Cross and Blue Shield commercially insured women giving birth.

HaysMed is proud to be recognized by BCBSKS for meeting the rigorous Blue Distinction Canter+ quality selection criteria for maternity care set by the Blue Distinction Specialty Care program.

“Our staff has put a lot of work into achieving this goal,” said Terry Siek, RN, Vice President for Patient Care Services and Chief Nursing Officer.&nbsp; “Mothers can feel confident that they are receiving the best maternity care available for themselves and their babies when they are at HaysMed.”

In 2020, the Blue Distinction Centers for Material Care Program was expanded beyond traditional outcome measures to include assessments of internal quality improvement, data collection and dissemination, and internal protocols that better addresses clinical quality and equity issues in maternity care.&nbsp; New in the evaluation cycle, facilities must collect race ethnicity data, have a maternal quality improvement program, commence drills and simulations for adverse events, and have dedicated protocols and procedures for the management of hypertension and hemorrhage.&nbsp; In additional, they must meet clinical outcome metrics at a higher standard than required previously.&nbsp; Specifically, the rate for low risk first time cesarean sections (NTSV c-section rate, PC-02) has been aligned with the revised Health People 2020 goals.&nbsp; Facilities eligible for the Blue Distinction Centers for Maternity care show statistically significant differences in key clinic outcomes compare to their peers.

Quality is key:&nbsp; only those health care facilities that first meet Blue Distinction’s nationally established, objective quality measures will be considered for designation as a Blue Distinct Center+.

HaysMed earns BCBS maternity care designation

Perhaps the biggest misconception of Nazi Germany is that the Nazi party came to power in a landslide victory and overwhelming wave of public support. This program looks at the conditions of Germany in the 1920s and 1930s that made Nazism possible. It also explores many examples of propaganda used by the Nazis to gain the support of the people for their new vision of Germany.

Dr. Cline is the Historian and Director of Education at the Midwest Center for Holocaust Education in Overland Park, Kan. She received her Ph.D. from the University of Kansas. Her research focuses on the SS Aufseherinnen in the concentration camp system and the gendered perpetration of the Holocaust. Her research has been supported by grants from the University of Kansas (KU) and Universität Hamburg. Cline has been an instructor in the KU Humanities Program and Women, Gender, and Sexuality Studies Department. She also served on the faculties of the Kansas City Art Institute and University of Missouri Kansas City.

Some unusual artists will be featured in the Hays Arts Council Art Walk on Saturday.&nbsp;

Some of them have no hands or feet. One of them has six legs, and a couple of them are furry and have whiskers.&nbsp;

The creatures in the Sternberg Museum of Natural History outreach program have created their own art pieces with the help of their human caretakers.

The artwork will be on display from 10 a.m. to 4 p.m. at Indigo by Jasmine, 111 W. Eighth. Proceeds from the sale of the art will used for the care of the animals and insects in the Sternberg's collection.

Several of the Sternberg's snakes created art for the project, said Rachel Unruh, marketing and public relations coordinator.

The museum's bull snakes, Jason and Jacob; Mazie, a juvenile spectacled kingsnake; Oreo, a young California kingsnake; and Pretzel, a prairie rat snake, all created paintings.

Canvases were placed in totes or on the floor, non-toxic paint of varying colors was added to the canvases and the snakes were allowed to slither over the canvases to create their masterpieces.

Jason's handler said he loved his long, warm bath after his painting session.

Jacob is 6 feet long.&nbsp;Since he is so big, he leaves the best scale prints when he paints, his handlers said. Making art is a great enrichment for Jacob because he gets to slither all over and explore a new place and smells.

Mazie leaves breath-taking scale patterns and cute tail swirls, according to the Sternberg Facebook page.

&nbsp;Oreo is very enthusiastic when it comes to painting and always knows how to pose for the perfect picture, his handlers said on Facebook.&nbsp;

Ladybug, an albino red-eared slider tortoise, created several paintings.

"Ladybug is pretty popular around here for being a sweet and interactive turtle," her handlers said. "She is no different when it comes to painting. She loves all the bright colors and the treats that she gets as a reward."

Unruh said she was never a huge fan of turtles, but she fell in love with Ladybug and her art.&nbsp;

"There is a photo of her, her mouth is open and she's like 'Oh my gosh. Look at what I just did. I'm so excited.' She is so cute. ...

"She's so photogenic because she just loves attention, and she is definitely like a lady. She's polite about things. I didn't realize how much of a personality a turtle can have until I met Miss Ladybug."

Unruh said she thought the most aesthetically pleasing paintings came from the museum's hissing cockroach, Picasso.

"I was surprised how well his paintings come out for a cockroach," Unruh said. "I don't think a lot of people think about a cockroach painting."

She said the paintings reminded her of those of the French&nbsp;post-Impressionist&nbsp;artist&nbsp;Georges-Pierre Seurat. The dots the cockroach made when it scampered across the canvas mimicked the dots in Seurat's pointillism paintings, Unruh said.

Mocha and Toffee are two of the Sternberg's rats.&nbsp;

"They are wiggle bottoms that never stop moving," their handlers said. "Painting with these guys is so great because it give us the opportunity to see how smart they are, and bath time after is always fun."

Those who wish to purchase paintings can reserve them Saturday, but the paintings will need to be picked up and paid for at the museum on Monday.

&nbsp;Prices for the paintings will vary depending on size.

If paintings don't sell at the art walk, they will be available for sale at the museum gift shop.

Eight graduating Kansas State University students have been recognized by the K-State
                           Alumni Association for outstanding achievements throughout their college careers.
                           The Association recognizes students annually with Anderson Senior Awards, Tony Jurich
                           Community Commitment and Leadership Awards, and Graduate Student Awards.
                        

Faculty and peers nominate students for the awards, and committees consisting of members
                           of the Alumni Association board of directors and K-State students select the recipients.
                        

“These students are role models for leadership, community service, inspiration and
                           academics and exemplify the caliber of students at K-State,” said Tamie Redding, assistant
                           director of student programs for the Alumni Association. “The Alumni Association is
                           pleased to celebrate these students by recognizing them for their contributions to
                           the Wildcat community.”
                        

The Anderson Senior Award recognizes four graduating seniors for excellence academics,
                           leadership, inspiration and service. The award was established in 1998 and pays tribute
                           to K-State’s second president, John Anderson, who served from 1873 to 1879.&nbsp;
                        

Two students have been recognized with the Tony Jurich Community Commitment and Leadership
                           Award. The award was established in honor of the late K-State professor Tony Jurich,
                           who taught in the College of Health and Human Sciences – formerly the College of Human
                           Ecology for more than 39 years. It recognizes both graduate and undergraduate students
                           who have demonstrated a commitment to community leadership and service through Jurich’s
                           core leadership tenets.
                        

The Alumni Association recognizes two graduate students with its Graduate Student
                           Award, which was established in 2010. The award recognizes outstanding graduate students
                           for academics, service and leadership.

TMP-M alum earns Anderson Senior Award at K-State

TOPEKA—District Magistrate Judge Marty Clark, who serves in Russell County, retired effective today after 23 years of service.

Clark has been a magistrate judge since 1998. Russell County is part of the 20th Judicial District, which also includes Barton, Ellsworth, Rice, and Stafford counties.

"I became a judge because I wanted the opportunity to help people," he said. "Working with child in need of care cases and adoptions is the most satisfying part of the job. The people of Russell County gave me an opportunity at a young age, and for that I am very thankful."

Clark has been active in judicial-related groups and committees.

He currently serves on the Kansas Criminal Justice Reform Commission and the judicial branch's Judges Assistance Committee. He is a member of the 20th Judicial District Juvenile Corrections Advisory Board.

Clark received the Lee Nusser Award for Outstanding Magistrate Judge of 2020 from the Kansas District Magistrate Judges Association. He served the previous year as president of the association.

He was named Kansas CASA Judge of the Year in 1989 and nominated twice for the National CASA Judge of the Year.

Clark is a Smith Center native and graduated from Fort Hays State University in 1989 with a degree in sociology and an emphasis in criminal justice.

District magistrate judges in the 20th Judicial District are elected by partisan ballot. State statute requires the governor to select a replacement to complete a vacated term of office. Clark was last elected to a four-year term in 2020.

Russell County judge, Fort Hays State alum retires from bench

&nbsp;Landscape irrigation typically accounts for about 50% of total household water use. This can be reduced significantly by using the principles of WaterSmart landscaping. The WaterSmart Perennial Demonstration Garden at 601 Main in Hays serves to educate the public on smart practices that reduce the amount of water required for irrigation purposes.&nbsp;

One important WaterSmart principle is to use drought-tolerant plants that do not require much water to perform at their best. This garden provides opportunities for gardeners to be introduced to select drought-tolerant plant varieties and observe how these plants perform under our local conditions.&nbsp;

In this garden, there are about 70 drought-tolerant plants representing 44 different cultivars.&nbsp;

Plants are identified with labels to indicate common name, scientific name, and cultivation tips. When plants are in their prime, look for enlarged plant labels. These contain additional information and a QR link to the Missouri Botanical Garden where you can learn how the plant grows, how to cultivate it, and much more.&nbsp;

A well-established drought-tolerant garden may still need some irrigation, especially during hot windy conditions. Any new perennial planting will require consistent moisture until the roots are well established (usually two to three years) including during dry periods of winter.&nbsp;

Consider using captured rain water in rain barrels or creating natural rainwater divergent methods. This demonstration garden uses water from a large rain barrel which collects runoff water from the roof of this building.&nbsp;

Of course, it’s more than just watering plants correctly… it is the combination of sound gardening principles. Used together, you can create a garden that not only conserves water but is creative and beautiful. Here are some more important WaterSmart Gardening Principles:&nbsp;

Select plants according to the amount of sunlight or shade they will get. Know your planting zone (Hays is in Growing Zone 6A). Take into account the mature plant size when laying out your garden so that you do not crowd the roots. A nice root structure is healthier for the plant and, when spaced properly, plants will not compete for soil moisture.&nbsp;

Amend your garden bed with organic matter to help loosen heavy clay soils and increase&nbsp;water absorption. Get a soil test to find out if your soil is needing any nutrient amendments.&nbsp;

Throughout the growing season, water deeply and infrequently to encourage deep, more drought-tolerant roots. After your plants are established, only water when the soil at the root depth is dry. You can use a soil moisture probe to check this.&nbsp;

A 2-4” layer of organic mulch decreases soil temps, limits evaporation, discourages weeds, and eventually breaks down to improve the soil. Gravel or rock should not be used over plant roots. They compact the soil removing the tiny air spaces within the soil for oxygen and moisture that the roots need. Rock also gets hot and can lead to root and foliage dehydration.&nbsp;

Select low water use or drought-tolerant plants if possible. If some plants are “thirstier” and require a bit more water on a regular basis, group those plants together.&nbsp;

From the Ellis Co. Master Gardeners: WaterSmart demonstration garden

I don’t know what makes some people deathly afraid of snakes and other people not, but I was blessed (or cursed) with the latter; we’ll call it a “healthy respect.” Now, don’t misunderstand me, I don’t want a snake for a pet, to wear around my neck or to curl up on my lap for scratches like our pups, but I’m not afraid of them at all. I have close friends who would make a back-door in a building where there was no back-door, if suddenly faced with a snake. My brother, whom I have always seen as manly-as-they-come, will turn and walk the other way. I have seen grown men twice my size and tough-as-nails run screaming like little girls at the sight of a snake. A recent conversation with a friend who found a big bull snake in her basement reminded me of my first encounter with a big Kansas snake.&nbsp;

My first residence in Kansas, years ago, was only one-half mile or less from the Arkansas River, so my place was no stranger to critters. The first summer there, I had a vegetable garden at one end of the yard. Nearby sat a small chicken coup that was home to a few odd chickens and a duck or two. One duck was sitting on a nest of several eggs, on the floor, at the far end of the chicken house. This particular day as I worked in the garden, I could hear the duck squawking and quacking like crazy from inside the chicken house, sort of like a duck’s version of a frenzied 911 call. I peered into the little building and found the momma duck pacing back and forth in front of her nest. “Odd,” I thought, so I stepped up into the building to get a better look, and there coiled up in-and- around her nest was a big bull snake swallowing her eggs. As I remember, a couple lumps in its throat showed the beast had already ingested a few.

What happened next will probably make many readers think the butter had dripped off my noodles. Bull snakes are not poisonous and eat many vermin around farmsteads, so if you can tolerate them and give them space, we humans will be the benefactors. Knowing this, I didn’t want to kill or hurt the thing, so with the garden hoe I had in my hand, I scooped the bugger up and chucked it out the door into the yard where I had some maneuvering room. With the snake trying to decide whether to “slither” for its life or whether to turn and take me on, I pinned its head to the ground with the flat blade of the hoe, and carefully grasped the wriggling critter just behind the head. The snake kept wrapping around my arm and leg, so I finally stood on its tail while I hoisted its head to stretch it out; it was as long as I am tall, well over 6 feet. A friend was there, so with me holding the brutes head out the window with one hand, and the rest of its body inside the car with the other, we drove to the river and released it there. Back to my friend’s snake encounter that reminded me of this story. Her clothes dryer is in the basement, and some time back, the dryer quit working properly. Long story short, they found a big bull snake had somehow gotten into the dryer vent and was completely blocking it. It was pulled out and released near a row of round bales up the road. Now, I’m certainly not advising to release a rattlesnake that is around your home or buildings that might bite someone, but if possible, give bull, rat and garter snakes room and let them do the jobs God equipped them to do, to help rid your property of vermin.  </figure>I don’t know what makes some people deathly afraid of snakes and other people not, but I was blessed (or cursed) with the latter; we’ll call it a “healthy respect.” Now, don’t misunderstand me, I don’t want a snake for a pet, to wear around my neck or to curl up on my lap for scratches like our pups, but I’m not afraid of them at all. I have close friends who would make a back-door in a building where there was no back-door, if suddenly faced with a snake. My brother, whom I have always seen as manly-as-they-come, will turn and walk the other way. I have seen grown men twice my size and tough-as-nails run screaming like little girls at the sight of a snake. A recent conversation with a friend who found a big bull snake in her basement reminded me of my first encounter with a big Kansas snake.&nbsp;My first residence in Kansas, years ago, was only one-half mile or less from the Arkansas River, so my place was no stranger to critters. The first summer there, I had a vegetable garden at one end of the yard. Nearby sat a small chicken coup that was home to a few odd chickens and a duck or two. One duck was sitting on a nest of several eggs, on the floor, at the far end of the chicken house. This particular day as I worked in the garden, I could hear the duck squawking and quacking like crazy from inside the chicken house, sort of like a duck’s version of a frenzied 911 call. I peered into the little building and found the momma duck pacing back and forth in front of her nest. “Odd,” I thought, so I stepped up into the building to get a better look, and there coiled up in-and- around her nest was a big bull snake swallowing her eggs. As I remember, a couple lumps in its throat showed the beast had already ingested a few.What happened next will probably make many readers think the butter had dripped off my noodles. Bull snakes are not poisonous and eat many vermin around farmsteads, so if you can tolerate them and give them space, we humans will be the benefactors. Knowing this, I didn’t want to kill or hurt the thing, so with the garden hoe I had in my hand, I scooped the bugger up and chucked it out the door into the yard where I had some maneuvering room. With the snake trying to decide whether to “slither” for its life or whether to turn and take me on, I pinned its head to the ground with the flat blade of the hoe, and carefully grasped the wriggling critter just behind the head. The snake kept wrapping around my arm and leg, so I finally stood on its tail while I hoisted its head to stretch it out; it was as long as I am tall, well over 6 feet. A friend was there, so with me holding the brutes head out the window with one hand, and the rest of its body inside the car with the other, we drove to the river and released it there. The Kansas Department of Health and Environment on Friday reported just one new case of COVID-19 identified in Ellis County since Wednesday.

Hays Post honored in Kansas Press Association award contest

The Ellis County Joint Planning Commission recommended a conditional-use permit for the C2T Ranch campground and event venue at its meeting Wednesday night.

Two people spoke against the project, and Nathan Leiker, planning commissioner, abstained in the vote, saying he did not feel he could support or reject the proposal without further information.

Chad and Cynthia Tuttle own C2T Ranch, which is 14 miles north of Hays at 1202 Saline River Road.&nbsp;

The&nbsp; proposed campground would consist of up to 36 campsites along a loop of the Saline River. Each campsite will have river access and will be accessible by vehicles and RVs. The couple is planning 12 primitive campsites, 12 RV sites with 50-amp power and water, six yurt sites, and six full-service RV sites with power and water hookups.&nbsp;&nbsp;

The couple is also planning an outdoor event venue. Periodic flooding along the river will prevent the developers from building a permanent structure, but the couple plans to build a large deck that can be used to mount a 40-by-80-foot tent.

This can be used for outdoor events or weddings, Tuttle said. Capacity would be up to 300 people.&nbsp;

Chad Taylor, an attorney representing a neighboring landowner DOT LLC, expressed multiple concerns about the campground development.

He said his greatest concern is the roads leading to the site are not capable of handling the traffic the campground will potentially generate.

He also had concerns about how law enforcement and emergency responders would be able to reach the campground if an RV accident would block Saline River Road, the road that would be used to access the campground.

Chad Tuttle said he contacted both the Ellis County Public Works Department, as well as local law enforcement about the planned development. 

The public works officials said they did not plan to make changes on the road in light of the development. He also noted the road handles oilfield heavy-truck traffic on a regular basis.

The neighbor uses his property primarily for hunting. Taylor said the landowner was concerned about conflicts between hunters and campers during the hunting season.

&nbsp;Taylor said fencing and signage needs to be improved to keep campers off of the neighboring property. He said there have already been issues with the Tuttles' cattle getting out and being on the neighbor's property.

Tuttle said he already has the land leased for hunting, and last year blocked out dates for camping during the hunting season.

He said he is willing to install signage if it is needed.

Taylor also expressed concerns about how septic waste and trash would be dealt with.&nbsp;

"What scares my client is obviously with that close a proximity to the river, people do stupid things," he said. "If you dump chemical toilets into rivers, it has a bad, negative side effects."

Tuttle said he was not going to allow septic dumping at the campground. He has been directing RVs to dump at commercial dumping sites in Hays or Ellis. The Tuttles also plan to have portable toilets on site.

Trash will be handled by a refuse company out of Plainville, and recycling will be taken to the Hays recycling facility, Tuttle said.

Taylor expressed concern about the lack of specificity of the application, saying the proposal also includes a bed and breakfast and food service in the future.

"What the applicant appears to be asking for in this application is everything," Taylor said, "to be able to have a rubber stamp to come in and do everything that they want to do without the required specificity ..."

Leanne Zimmerman, who also proposed an event center north of Hays this year, also spoke in opposition of the campground and event venue.

Zimmerman had a lengthy list of reasons why she opposed the CT2 proposal. She repeatedly cited quotes of county commissioners and petitioners who spoke at the February county commission meeting at which her request was denied.

"[County commissioner] Butch Schlyer said an event enter does not fit in with our comprehensive wide plan," Zimmerman said. "If it didn't fit in in January and February with that respect of time, tell me how it's going to fit in now."

The Tuttles opened four camp sites to visitors last spring. Both Taylor and Zimmerman asked what the ramifications would be for the Tuttles operating their site without a conditional-use permit.

Chad Tuttle told the commission he believed a location with less than eight camping sites is not considered a commercial campground.

"It is not true that we are trying to get away with anything," Tuttle said. "In reality, what we are trying to do is that anything we develop down there is done correctly."

Zimmerman expressed concerns about the campground being located in the floodplain.

Chad Tuttle said he had met with the Kansas Department of Health Environment and the campground will meet state regulations for its location in a flood plain.

The Tuttles are creating an emergency plan. They have developed an emergency warning system that will allow the Tuttles to alert campers of emergencies via their cellphones. A tornado shelter is also being built for campers.

Staff noted in its report to the commission a campground is one of the few uses for the land except agriculture because of its location in a flood plain.

Tuttle said he implements burn bans and restricts camp fires when conditions are dry. They are also going to have a&nbsp; water trailer on site for quick response to a fire.

Zimmerman also expressed concern about the availability of potable water at the campground. Tuttle said they are in the process of drilling a new well for not only their own home, but for a public water supply.

If this well doesn't produce water, the Tuttles plan to tap into the Trego County water system.

"This a natural resource of Ellis County," Commissioner Brett Schmidt said. "To say people shouldn't use it except for the cattle ... Lucky cattle, that's an awesome place to be grazing. This is a great place for people to come and see what we have to offer."

Board Chairman David McDaniel said this is an example of agritourism, which is outlined in the county's comprehensive development plan.

The permit request will next go before the Ellis County Commission for final approval. That meeting will be May 17.

The protest period for the permit runs now through May 12.

Ellis Co. planning commission recommends C2T campground, despite opposition

BARTON COUNTY —A man from Hays was injured in an accident just after 3:30p.m. Thursday in Barton County.

A 1991 GMC 2500 pickup, driven by Terrence J. Dreiling, 52, Hays, was northbound on NW. 40th Avenue, according to Barton County Sheriff Brian Bellendir.

The driver failed to stop at the stop sign at U.S. 281, according to Bellendir.&nbsp; The pickup struck a westbound Versatile 4-wheel drive tractor driven by James Tindall, 60, rural Hoisington, in the vehicle's left rear tires.

Tindall was in the process of making a left turn onto NW. 40th Avenue at the time of the crash.

Hoisington ambulance transported Dreiling to Clara Barton Hospital for treatment of serious injuries, according to Bellendir. Tindall was not injured in the collision.

It is believed excessive speed, texting while driving and alcohol may have been possible contributing factors as to why the Dreiling vehicle failed to stop, according to Bellendir.

The accident remains under investigation by the Barton County Sheriff’s Office.

"The Mexican cartels are making millions of dollars every month as they are getting paid to smuggle children across the border."Mann said he supports returning to a Trump-administration policy that would have the children returned to Mexico.&nbsp;He&nbsp; said he thought the United States should continue to build the border wall."The money has been appropriated. We are paying those contractors even though they are not building it," Mann said.He said gaps in key areas along the border where the wall has been started need to be finished.He was asked what the U.S. should do with the thousands of immigrant children who are currently in U.S. custody.He did not answer this question directly, but he did say the U.S. needs to send a strong message that if you are an unaccompanied minor, the U.S. is not going to let you in the country.Mann was asked about breaches that have already occurred at the wall."They have identified the most crucial 110 miles where [people] are going through," he said. "It's not just a wall. It's a system. It's also fiber optics to pick of vibrations in front of the wall. It's arial&nbsp;surveillance."Mann said he supports legal immigration.&nbsp;"We need to come up with a system and a process that works so people can come to the country legally to help address some of the workforce issues that Developmental Services and northwest Kansas has," he said.Mann was hesitant to speak to&nbsp;initiatives President Joe Biden was set to touch upon in his address to a joint session of Congress on Wednesday night."We need to have systems in place that promote education and provide the workforce that the economy needs," Mann said. "At the same time, we have to be mindful of costs, as we have an almost $3 trillion deficit."Mann said he also has reservations about Biden's $2.3 trillion infrastructure plan.&nbsp;"Less than 25 percent of that goes to roads and bridges and waterways. I think there is bipartisan support for true traditional infrastructure, which would be much less than the $2 trillion. ..."I just think what the Big First Kansas needs is money for roads, bridges — those types of things — true, traditional infrastructure."In Biden's first 100 days, Mann said the country is making good progress in battling the pandemic.However, he said the Americans need to keep getting their immunizations. He advocated for the country to open up faster and local governments to have more control.He said he is opposed to making Washington, D.C., the 51st state.&nbsp;Mann is on the House Ag Committee. He said rural broadband is a high priority for him. The current Farm Bill expires in 2023. Congress will likely begin working on new legislation by the end of the session.&nbsp;"The bottom line is that I think farmers want trade and not aid," he said. "I think crop insurance and other risk management tools are important, but it's good news corn prices and milo prices and wheat prices are very high right now.&nbsp;"That is going to be good for Main Street Kansas and Kansas taxpayers."Mann said he thinks the U.S. needs to continue to look at its trade relationship with China. The United State's current trade deal with China expires Feb. 15.He said he would like to see the United States expand its trade relationships with other countries, including Japan, Canada and Mexico.Jerry Michaud, DSNWK president/CEO, talked about the need to increase funding for services for developmentally disabled individuals in the state of Kansas.&nbsp;Kansas has more than 4,500 developmentally disabled individuals waiting for services, some of which are waiting as long as 10 years for funding.He said he is hopeful the federal government will increase Medicaid matching funds for services this year.
