Stable flies (Stomoxys calcitrans) are starting to emerge with the start of spring; you might even have seen a few around already! Stable flies are distinguishable by four black stripes on the thorax, black checkered spots on the abdomen and large, protruding mouthpart. 

These flies are a common pest feeding primarily on cattle and horses but can also target other livestock species, pets (especially dogs) and humans. Both male and female adult flies are obligate blood feeders and their painful bite and feeding causes significant annoyance and blood loss. Stable flies can negatively affect cattle average daily weight gain, milk production and feeding efficiency. Each fly feeds once or twice a day for between two and five minutes each time. Stable flies are routinely found on the legs or underside of large animals such as horses and cattle, on dogs and small ruminants however, they are generally found around the head area. 

When not feeding, adult flies can be found resting on building surfaces or vegetation. Sustainable stable fly control is best achieved through an integrated approach. In her lifetime, a single adult female can lay between 500 and 1000 eggs. Limiting resources available for egg laying and larvae development, especially in the spring and summer months is essential. 

Stable fly larvae develop in decaying plant matter, particularly those contaminated with animal waste. Hay bales are a great breeding site for stable flies, elevating hay and straw off the ground when feeding animals prevents manure and urine contamination. Periodically clear feed storage and animal feeding areas of spilled hay, straw and feed. Large bales for herd feeding are especially able to promote fly populations, be sure to inspect and clean these areas regularly. Separate animal watering from feeding areas and protect stored feeds from weather and water runoff. 

For areas where straw bedding is used, frequently replace the bedding, spreading decomposing waste in thin layers, which allows waste to dry faster and be less attractive to female stable flies. Composting manure increases heat and dries out material making the environment inhospitable for developing fly larvae. If you have to store manure waste in piles, attempt to keep as little fibrous plant material/feed as possible in the pile. Insect growth regulators fed to animals as feed-throughs inhibit stable fly development during the pupal stage reducing adult fly numbers and are a great addition to an integrated pest management program. 

Adult stable flies can be controlled through insecticide application with both pyrethroid and organophosphate products being effective although resistance to both is increasing. BOOR: Battling stable flies

NORTON –&nbsp; A Norton man has been convicted of rape and aggravated criminal sodomy following a jury trial, according to Kansas Attorney General Derek Schmidt.

Mark A. Scheetz, 32, Norton, was convicted in Norton County District Court on two counts of rape, two counts of aggravated criminal sodomy, one count of sexual exploitation of a child and one count of intimidation of a witness. Norton County District Court Judge Preston Pratt presided over the eight-day trial. Sentencing was set for May 25 at 1 p.m.

The crimes took place between 2012 and 2015 in Norton County. The victim in the crime was under the age of 14 at the time.

The case was investigated by the Norton Police Department, Norton County Sheriff’s Office, Sheridan County Sheriff's Office, Bonner Springs Police Department, Kansas Bureau of Investigation and the Kansas Department of Wildlife and Parks.

The case was prosecuted by Norton County Attorney Missi Schoen and Senior Assistant Attorney General Melissa Johnson and Assistant Attorney General Stephanie Plaschka of Schmidt’s office.

The Kansas Department of Health and Environment on Wednesday reported just one new case of COVID-19 identified in Ellis County since Monday.

As of Wednesday, the University of Kansas Health System reported three COVID-19 inpatients at HaysMed, with one active and two in the recovery phase.

The staff at Westside school is not only trying to change the physical building, but also trying to change the community's perception of the program.

Lindy McDaniel, school principal and assistant director of special education, said Westside in the past was thought of as a program where "bad kids" went to school.

“For the longest time, I was one of those professionals that was saying, 'Why would you want your child to go to Westside? If they go to Westside, they’re only going to learn bad behavior.' 

"But I really did a 180 flip when I started working with … our teachers at Westside. Some kids need something different.”

Westside, which is celebrating its 30th anniversary this year, is a collaboration between USD 489 and High Plains Mental Health — the first of its kind in the state. In the 1990s, Westside received a national recognition for being an innovative program.

School officials from across the state continue to seek information from the program as they attempt to assist students in their communities with mental health or behavior issues.

Westside hosts 28 children in elementary school through high school.

Younger students often struggle with coping with disappointment, self regulation and social skills. However, older students may be dealing with anxiety, depression or bipolar disorder.

Students at Westside have a normal academic schedule just as those children in the other USD 489 schools. However, in addition they have groups with High Plains staff twice a day and a social emotional skills session once a day.

The program has a therapist on staff. As needed, students have family therapy, case management and one-on-one therapy.

School officials hope students will be able to build skills and transition back to their home schools. Research has shown the longer they are away from their home schools, the harder it is for them to go back, McDaniel said.

Forty-four percent of Westside students spend part of their school day in their home schools.&nbsp;

Early intervention is key, McDaniel said. Early intervention means kids have a greater likelihood of being successful through the rest of their school years.

Even for some students for whom Westside is the optimum placement long term, McDaniel said the program's goal is to prepare students to enter the workforce and be productive members of the community after they leave school.

Mental health issues such as ADHD, anxiety depression or bipolar disorder may be issues for these students throughout their lives, said Adam Adams, Westside program coordinator and qualified mental health professional.

"These are life skills that we are not going to just use in the classroom setting, but everywhere," he said.

In an attempt to instill pride in the students, school officials are working on a school logo, and helping the students pick a school mascot, something Westside has not had in its 30-year history.

“When the kids come to that school, they feel defeated. They feel like they don’t belong to anything," McDaniel said.

She shared the story of a young child that was entering the Westside program.

"Mom was really nervous about the transition and rightfully so," McDaniel said. "We said let's think of this as an opportunity, so let's share with him ...

"'You know what, buddy, you have this wonderful opportunity to go learn skills to be a really good friend and a good student and you get to go back and share those with your other school.' "

The school has chosen green for its school color. Green is not represented in any of the other USD 489 schools or the special education cooperative. Green is also a color symbolizing mental health awareness.

“Westside completes the rainbow, because some kids just need a little alternative,” she said.

A tree is also being painting on a wall inside Westside. Students transitioning out of the program will be able to put their handprint on the tree.

Westside school is one of the oldest schools in the school district. In the last bond issue attempt, it was targeted for closure with the program moving into another building.

However, McDaniel said school officials have decided they need to do the best for the students at Westside now with the resources they have.

School officials wrote a grant to the USD 489 Foundation for Education Excellence to develop a school library.

Closets were replaced with lockers from the former Washington school to give the older students an experience closer to what they would have at Hays Middle or Hays High school.

"We are helping kids have similar experiences, so transitions back to their home schools are successful. We want them to be able to go into the school and go, 'Oh, I've done this before.' "

A new secure entrance is going to be installed this summer. Westside is one of the last schools at which this security feature is being added.

The district is also working on creating a staff lounge, which also does not exist at the school.

Yet, problems at the school remain. The aging windows in the school are leaky.

Westside will have a community garage sale this summer to raise money for new playground equipment.

Space continues to be an issue. The elementary students can't have a classroom upstairs because of state restrictions. The small classroom downstairs can be challenging when the noise level gets high or a child has a behavioral issue, Adams said.

When a child needs one-on-one attention, they are taken into the hallway, which is not optimal, Adams said.

Westside is using the Rockwell gym for some activities, but the school has to share the facility with occupational and physical therapy services.

Before the pandemic, the student were eating lunch at O'Loughlin Elementary School. However, this school year, the students had to eat lunch at Westside. By the time the elementary school kids get to eat, their food is cold.&nbsp;

Although eating lunch at O'Loughlin may be beneficial for the Westside elementary school class, McDaniel wondered how comfortable the middle school and high school students feel there.

McDaniel said she thought it would be more practical to have Westside classrooms attached to their home schools with one class at the high school, one at the middle school and one at an elementary school.

Superintendent Ron Wilson told the school board in a meeting April 12 he is continuing to work with the special education cooperative and High Plains Mental Health on shaping the future of the Westside program.

“It is the unknown shining star in our district,” Wilson said. “They don’t get the press or accolades they deserve. Staff has just been amazing in what they do every day and how they mold kids and develop kids and get them where they need to go. ...

“This is part of our core values of doing our best for all kids,”he said.

The technical college also cooperates with HHS to provide students programs through allied health and its electrical, auto, pharmacy technician and culinary arts programs.

HHS students can earn concurrent credits in sociology, U.S. history, government and Spanish.

NCK Tech is hoping to launch a commercial driver's license program in Hays soon. The college is looking for an instructor.

HHS also has an agreement for concurrent credit with Fort Hays State University. FHSU reduced the cost for concurrent credit from $218 per credit hour to $125 per credit hour this school year.

Concurrent credit hours increased from 733 in 2019-20 to 922 in 2020-21.

NCK Tech will offer welding classes at HHS in fall

Nominees for three top commencement awards have been announced by the Fort Hays State University Alumni Association.

Nineteen graduating seniors have been nominated for the 2021 Torch 
Award, the highest student honor, and 35 faculty members were nominated 
by members of the class of 2021 for the Pilot Award for an outstanding 
faculty member.

Three graduate students who will complete their degrees this spring 
were nominated for the association’s Lighthouse Award to honor the 
outstanding student completing graduate studies.

The recipients of each award will be announced by Dr. Tisa Mason, 
FHSU president, at the university’s spring convocation on Friday, May 7.

The Torch and Pilot Awards, created in 1974, and the Lighthouse 
Award, created in 2018, are presented every year during spring 
commencement.

Torch Award and Lighthouse Award candidates are nominated by members 
of the faculty and staff on the basis of classroom excellence, 
leadership, participation in professional organizations, and involvement
 in student, civic or research activities.

Pilot Award candidates are nominated by members of the graduating 
class on the basis of classroom excellence, ongoing research, and 
service activities.

Nominees for the Torch Award and the Lighthouse Award are listed 
alphabetically by their hometowns. Pilot Award nominees are listed 
alphabetically by last name.

Finalists for each award are denoted by an asterisk.

ANDALE: Zachary Meyer* is a chemistry major. He is a graduate of Andale High School.

2021 Torch, Pilot, Lighthouse nominees announced at Fort Hays State

By KIM BALDWIN McPherson&nbsp;County farmer and rancher Throughout our farm you can see large, metal grain storage bins scattered about. While many farmers haul their grain to the local elevator while their crop is being harvested to either sell or to pay to have the grain stored for later sales, many also store grain in their own bins.&nbsp; &nbsp; These “big bins” as the kids call them can hold an impressive amount of grain. It allows our family the ability to store grain to sell throughout the year as the market changes.&nbsp; &nbsp; A few years ago, we had a large grain bin built near our house. This new metal “giant” has held some of our corn since last fall. The year before, it was filled with grain sorghum.&nbsp; &nbsp; Just like the stages observed during an annual life cycle of a crop, our newest bin also experiences stages. August generally sees a bin with just a few remnants of the previous crop. It’s swept and cleaned and prepared for fall harvest.&nbsp; &nbsp; September ushers in a cleaned, empty bin, which encourages the family to go for evening walks to the structure and utilize the large chamber to hold impromptu mini-concerts. My daughter prefers singing songs associated with Disney princesses at the top of her lungs, while my son likes showcasing his novice beatboxing skills.&nbsp; &nbsp; While the echoes allowed by the tall, metal walls make it feel like one is singing within a stadium, I’m sure that from outside any observer would question the cacophony of sounds produced from both kids combining their preferred vocal performances. &nbsp; Later in the fall, the concerts end, and we again review our safety rules with the kids before and while we monitor the trucks unloading grain. During this time, the bin ultimately will fill plum to the top. From late fall until early spring will welcome semi-trailers ready to be filled with golden streams of grain and then hauled to local feed yards, ethanol plants or elsewhere.&nbsp; &nbsp; The stairs which curve around the outside of the bin allow the perfect opportunity to take in scenic views and look for wildlife during these storage months. While we take in the views, no one is allowed into the bin until it’s time to start shoveling and sweeping the remains of the grain. &nbsp; Currently there’s only a thin layer of corn covering the floor of the bin. It’s the perfect time for the family to take evening walks over to the silver structure, allowing the kids the opportunity to enjoy the feeling of the kernels between their bare toes. I’ll sometimes do the same.&nbsp;&nbsp;&nbsp; &nbsp; Later in the evenings following a visit to the bin and after bath times, I’ll come upon a small collection of grain on the floor somewhere — usually making the discovery only after stepping on the kernels. It’s better than stepping on a Lego brick.&nbsp; &nbsp; Soon the bin will be swept and cleaned completely and then sit empty for a few months. During that time, its purpose will change from holding grain to holding mini-concerts.&nbsp; &nbsp; The annual stages of the large structure will reset, and soon more grain will gather within the walls. The levels of the stored crop will slowly lower until a thin layer remains, and the kids will once again relish the feel of grain between their toes. And throughout the year, we will continue to safely enjoy the magic of a grain bin.

Field bindweed is difficult to control, especially for homeowners, but there are options.

Home Vegetable Gardens: Weed control requires taking the treated portion of the garden out of production for a time.

Glyphosate - Glyphosate is sold under a wide variety of names, the most common being Roundup. Take the garden out of production when treating.

1. Glyphosate is a non-selective herbicide that will kill whatever it hits but is inactivated when it contacts the soil.

2. Glyphosate is most effective when applied to bindweed that is at or beyond full bloom. You can treat earlier but don't skip the late summer to fall application.

3. Do not apply to bindweed that is under moisture stress or not growing well.

Turf: Selective herbicides are available. An herbicide with the trade name of Drive (quinclorac) is now packaged in homeowner combination herbicides such as Fertilome Weed-Out with Q, Ortho Weed-B-Gon Max + Crabgrass Control, Monterey Crab-E-Rad Plus, and Bayer All-in-One Lawn Weed and Crabgrass Killer.

Commercial applicators can also use Drive (quinclorac) as well as Q4 (contains quinclorac). Products with Drive work better than glyphosate and are selective. Note that lawns treated with Drive should not use clippings in compost or as a mulch since Drive is very stable on grass clippings.  We recommend clippings be returned to the lawn anyway but if they are bagged, they should be discarded. Do not apply products with Drive over exposed roots of trees and ornamentals. It would be best to avoid spraying beneath the canopy of any trees to avoid possible damage. If there are plans to convert a section of lawn to a vegetable garden, do not use Drive on that area. Eggplants can be damaged if planted within 12 months of areas treated with Drive, and tomatoes can be damaged if planted within 24 months.  Shrub Beds: Use a spray of glyphosate between plants. Use a shield if spraying near plants to keep spray from contacting green plant material. Remember, glyphosate will hurt your shrubs if it contacts green tissue.

It is possible to control field bindweed by pulling, but you must be extremely persistent. I remember reading a study from the 1940s that found that bindweed produces enough energy to start strengthening the roots when it reached the six-leaf stage. So, if pulling, never allow plants to produce more than six leaves.

FICK: ​Field bindweed control

We’re seeing some states around the county raising taxes, something President Biden is now looking to do in Washington.&nbsp;

At the same time, we’re seeing Republican leadership here in Kansas looking to return money to the wallets of hard-working Kansas by passing tax cuts. Yes, Republicans believe that your hard-earned money is your money, not the money for Topeka bureaucrats.&nbsp;

Kansas needs to take advantage of a tax environment that grows business and let the rest of the country know that we are open for business and that we are creating the environment that will value your wallet and the wallets of your employees. We need to start going to states that are raising taxes and meet with CEOs and business leaders and pitch why they need to relocate to our state.&nbsp;

We should not let the leadership our we are seeing from our Legislature go to waste, we should use it to grab businesses for overtaxed and overregulated states like New York and California and bring them here to Kansas. This is not uncommon, other governors and lieutenant governors from around the country have routinely gone out and marketed their states, including tax environments to bring more business to the state.&nbsp;

Let’s look at New York. Every day it seems there are reports of state legislative Democrats pushing higher and higher taxes on residents. At the same time there is no one to push back on them. Pretty soon they’ll make the state too expensive to live in.&nbsp;

California has become one of the most over taxed and over regulated states and every year, another ballot referendum makes it harder to cut any tax or regulation. Why would business want to stay there?

This is where Kansas comes in. We have a great quality of life across our state. We have great schools, great communities, no traffic, an affordable cost of living and many things to do. We are the perfect place to relocate your business, especially when you see that we value your money. Now we need a state government that is hyper focused on selling this low tax, great quality of life environment to the nation.&nbsp;

How have other states brought top notch business in? They have used the state’s top leaders to meet with CEOs to recruit business. They travel the state and the world talking about how their state is the right economic environment for new business. As Kansas sees business leave due to the transformation of the aviation sector we need this leadership.&nbsp;

This type of business recruitment, combined with a smart tax and regulatory environment pays off. Oklahoma landed new aviation jobs due to the right tax environment and leadership from the former governor. Florida’s former lieutenant governor may have just lived on Wall Street with constant meetings to sell her state to CEOs as the best location for Wall Street South.&nbsp;

Large companies want to know why they should move their employees to a state. They want lower taxes and they want a good quality of life. Above all they want to hear this from top leaders, not middle managers at the Commerce Department.&nbsp;

Kansas can get that tax environment, now we need the leadership at the top.&nbsp;

Pretty soon they’ll make the state too expensive to live in.&nbsp;California has become one of the most over taxed and over regulated states and every year, another ballot referendum makes it harder to cut any tax or regulation. Why would business want to stay there?This is where Kansas comes in. We have a great quality of life across our state. We have great schools, great communities, no traffic, an affordable cost of living and many things to do. We are the perfect place to relocate your business, especially when you see that we value your money. Now we need a state government that is hyper focused on selling this low tax, great quality of life environment to the nation.&nbsp;How have other states brought top notch business in? They have used the state’s top leaders to meet with CEOs to recruit business. They travel the state and the world talking about how their state is the right economic environment for new business. As Kansas sees business leave due to the transformation of the aviation sector we need this leadership.&nbsp;This type of business recruitment, combined with a smart tax and regulatory environment pays off. Oklahoma landed new aviation jobs due to the right tax environment and leadership from the former governor. Florida’s former lieutenant governor may have just lived on Wall Street with constant meetings to sell her state to CEOs as the best location for Wall Street South.&nbsp;Large companies want to know why they should move their employees to a state. They want lower taxes and they want a good quality of life. Above all they want to hear this from top leaders, not middle managers at the Commerce Department.&nbsp;Kansas can get that tax environment, now we need the leadership at the top.&nbsp;Wink Hartman is the CEO of the Hartman Group of Companies in Wichita and the 2018 Republican nominee for lieutenant governor.&nbsp;

Hays High Plains Barbershop Chorus

The Hays High Plains Barbershop Chorus regretfully has had
to cancel our barbershop show for 2021. Because of health concerns due to the
coronavirus outbreak, Fort Hays State University has denied us use of Beach/Schmidt
Performing Arts Center and in the interest of the health of our patrons and our
members we feel that it is in everyone’s best interest that we take this step.
We did look at the possibility of other venues, but we didn’t feel that they would
allow us to provide the quality of the show we usually do and may put others at
risk. As difficult as this decision was, we feel this action was necessary for
all concerned.

Be assured, we will be back next year with another great
show tentatively scheduled for April 2, 2022. We will publicize
the date as we get closer to that time. Fort those who purchased ads or tickets
for last year’s show, we will honor those ads and issue new tickets at our show
next year. We greatly appreciate the patronage the people of Western Kansas
have given us. We promise that we will be back and providing unique barbershop
style music again.

While we may not be able to put on a full show, we do invite
organizations, business and communities to contact us if they would like us to
sing at an event. We are always happy to help you celebrate whatever event you
are putting on.

On Thursday, May 20, 2021 we will be having an
open house for anyone, male or female, wanting to consider joining us in
singing in our unique style of A Cappella Harmony, we invite you to join us at
7:30 pm at the basement of Trinity Lutheran Church at 27th and Fort
in Hays, Ks. We encourage young singers to consider joining us as well, with
their parents’ permission of course. We have members that travel 1 ½ to 2 hours
each week just to come join us for rehearsal so that we can provide our
wonderful brand of music to the area so there is most likely someone in your
area that sings barbershop with us.

Hays High Plains Barbershop Chorus cancels 2021 show

Jesus Alvarez of Hays typically only buys Kansas 
Lottery tickets on the weekend, but a last-second decision to purchase a
 couple $2 Double Bonus Crossword tickets during the week ended up 
paying off with a $20,000 top prize win.

“I typically only buy tickets on Fridays,” said Alvarez. “I don’t 
really remember why I decided to buy some on a week night, but I’m 
definitely glad I did.”&nbsp;

tickets on the kitchen table. He then went outside to hang out with some
 friends and never got back to playing the games that evening.&nbsp;“I was asleep the next morning when I heard my wife yell ‘Woohoo’ 
from the kitchen,” Alvarez said. “She came and got me and said ‘Did you 
know that you won a big prize?’ We were so excited that we went down to 
the store to scan the ticket and it said to redeem in Topeka, so we 
called the Lottery that morning.”&nbsp;For the Alvarez family, the win couldn’t have come at a better time, 
and it could be a stepping stone to a new career for Jesus.&nbsp;“I work a full-time job already, and I have started a side business 
doing some roof work on the weekends. We have really been needing a 
truck to haul our trailer and equipment around, and this puts us way 
ahead of schedule for getting a new work vehicle,” Alvarez said 
excitedly.&nbsp;Aside from a new work vehicle, Jesus says the Alvarez family is due a
 big vacation very soon. “I think my family and I will be taking a trip 
together now as well, probably to Cancun. It’s going to be so much fun, 
we’re very excited.”&nbsp;The winning ticket was sold at Main Street Express at 1601 Main Street in Hays. There are still five top prizes left in the <a href="https://kslottery.com/games/instants/?gameid=170">$2 Double Bonus Crossword</a> instant scratch game, as well as thousands in other cash prizes.&nbsp;
