Did you support the USD 489 2016 and 2017 bond issues? No and&nbsp;Yes. Why or why not? In 2016, the impression was given the bond was so high because they were trying to get everything funded all at once, the needs of the district and the desires as well. In 2017, I felt the bond was more in line with meeting the needs of our district and was reasonable.&nbsp;

Would you support a bond issue if it were put to a public vote in the next year? Yes. What do you think it should include? The facility improvements that are needed including classroom updates, new administrative offices and a new auditorium.

How do you think the district should address facility needs and maintenance outside of a bond issue? Our district has done a good job this last year of finding ways to fund immediate facility concerns. I’ve seen how our community cares about the schools and have supported public education funding in the past. It will take involving our community and keeping them informed.&nbsp;

What would you do to improve relations between the board and the community? I would work toward improving the board’s public image by trying to promote unity in our board. When I speak to people in the community, the perception is that this disunified image makes it hard to have confidence in decisions that are made by them.&nbsp;

Do you think board unity is important? Yes. Would you be able to compromise with other board members who do not share your same views? Yes, I would. I realize the best way to make a good decision is by listening to other’s point of views so that I will have a clearer view of the big picture. Do you think you would be able to work with the current board members who will remain on the board after the election? Yes, I have known most of the current board for years and have a good rapport with each of them.&nbsp;

What is your position on students wearing masks in schools as a COVID mitigation effort? I think that we need to focus on what is best for the health of our students. The COVID mitigation policy that was adopted by USD 489 has done a great job of limiting the need for a mask mandate.&nbsp;

Do you support the school district’s current COVID mitigation policy? If not, what would you put in its place? Yes, it seems to be a&nbsp;well-thought-out&nbsp;policy that addresses all possible concerns.

What is the most positive and negative things about&nbsp;	USD 489 currently? The most positive thing about USD 489 currently is the faculty. I don’t know a single person on staff that doesn’t want what is best for the students in the district. The most negative thing about the school district currently, in my opinion, is the high cost of enrollment in our public schools. This puts a hardship on so many families at USD 489.&nbsp;

Though some lines may be self-draining, check to be sure there are no manual drains. If manual drains are present, they should be opened. I have often wondered what it would be like to not be tied to a place, a way of living and a lifestyle. Those thoughts are very fleeting because who I am is very much tied to the land and the history associated with it. Like my ancestors I have a passion for farming and ranching. I know I am not alone in my thoughts, in fact, I am very much in the majority when it comes to farmers and ranchers. Often our farms have been in our families for generations, the land is part of us. It defines who we are. I know my family has put decades and generations of blood, sweat and tears into building what we have, and I do not want to be the last generation, but it all might be in jeopardy if we lose stepped-up basis, and important tool family farms and ranches use to pass assets on to the next generation. I also suspect my feelings go beyond the farm and echo up and down Main Street in our towns. I can think of lumberyards, grocery stores, clothing stores and many other local multigenerational businesses our communities depend on that are facing the same danger of being swallowed up to pay taxes if we do not make our voices heard. We have all heard that farmers live poor and die rich, and never has that been truer than when it comes to the farm itself. Often bought 100 years or more ago for much less than it is worth today, especially if you are like me and farm next to a growing urban population. My great-grandparents, grandparents and parents paid their taxes and yet we are told simply because we will inherit the farm we have to pay even more in taxes, it does not make sense. We do not want to sell our heritage, but we could have to choose between selling or going into more debt. With already tight margins that is not going to work, and it could bring on my very worst fear, the end of our family farm. I do not mean to be gloom and doom, but it is definitely time that each of us get involved and tell our story. Even if our legislators support our views and share them, it is time for them to hear from each of you. It is also time to get involved with Kansas Farm Bureau. Our family farms are in the crosshairs for this massive tax increase because we are such a small percentage of the population and therefore and easy target. Singularly our voices are important, and we should make them heard. However, we are much more effective when we band together. Kansas Farm Bureau is that collective voice that represents all types and sizes of agriculture. The call to action is now and we must all join together to protect our way of life and our heritage.

“Until vaccines are approved for our kids, testing is one of the best tools we have to stop the spread of COVID-19 in our schools and child care centers,”&nbsp;Governor Laura Kelly said. “Child care providers have done excellent work throughout the pandemic to keep our children safe. With this extra assistance, our providers can ensure Kansas families maintain access to safe, quality child care.”

KDHE recognizes how important it is to provide access to easy, reliable, and rapid testing to reduce the spread of COVID-19 and control outbreaks. Testing in child care settings helps identify individuals who have the virus but do not have symptoms and who may be contagious. This testing can support organizations with maintaining normal operations and keeping children, staff, visitors, and volunteers safe.

“Child care providers across the state have continued to provide this vital service to Kansans,” said&nbsp;Lee Norman, M.D., Secretary of KDHE. “We are excited to partner with Battelle to provide another tool for child care providers to use. Through COVID-19 testing, positive cases will be identified earlier to reduce the amount of spread of this virus.”

Outreach for the Midwest Coordination Center is ramping up this month. Battelle has an extensive team on board ready to assist organizations who serve children in group settings to administer the complete testing process from registering and collecting samples to receiving the results. Saliva testing is now available for children as young as 3 years old, and nasal swab testing is available for children as young as 5 years old, both with a 24 to 48-hour turnaround time for results. Testing supplies, shipping, and technical assistance are available at no charge.

These services are also available to other congregate settings in Kansas such as schools, organizations that provide group services for children, homeless shelters, group homes, or detention centers.

COVID-19 testing available to Kansas child care providers

Through the years, the Hays business community has proven its generosity in support of Fort Hays State University and its students. Robert Long, owner and manager of a popular Hays restaurant, Taco Shop, serves as a prime example.&nbsp;

Taco Shop previously had three $1,000 annual scholarships available to their FHSU student employees at the restaurant, and Long recently added two additional $1,000 scholarships.

“With everything that's been going on, we had five employees apply for scholarships this year instead of three,” Long said. “I didn’t want to turn anyone down,&nbsp;and I know that every little bit helps.”

Long is a former Fort Hays State student himself, coming to campus in 1992 to take courses in accounting, marketing, and management. Although he never graduated, he remembers his time as a student well. Through his experience, he knows how expensive college can be and wants to help his employees have the best possible chance of success in reaching their dreams.

Long understands the challenge that his employees face in trying to work while going to college. He began working at the Taco Shop himself when he was a college student, noting there were times when he had to close the store and did not leave the shop until 4 a.m. Over the years, he worked his way up the chain to become the system manager. In 2014, he became the general manager, and eventually took over the lease in 2016 as the establishment’s owner.

The Taco Shop scholarships started out as what Long describes as “a combination of an incentive and a reward.” The aim is to give students the motivation to keep working hard but also to recognize their accomplishments thus far and experience the satisfaction of the team working together. While the scholarship recipients are generally very appreciative, some are shy. Others express their gratitude through letters or photos, which he enjoys. Parents sometimes approach Long, thanking him for the financial support and in helping their children learn job skills.

When Long began his business career, he was taught that labor is the biggest cost in running a business and the necessity to keep labor low. However, as the world is changing, he sees labor as an investment. Doing more for his team members, whether by increasing hourly wages, allowing time off, or providing scholarships, may potentially retain employees. More importantly, it can improve their quality of life.

“We’re all trying to get through life,” Long said. “It’s just a philosophical approach of trying to do more to help everyone.”

After 28 years working with a multitude of student employees, Long still finds it “exciting to see kids come to college, find real success and move on. It’s part of the process.”

Did you support the USD 489 2016 and 2017 bond issues? Why or why not? Yes, 489 facilities are old, need remodeled to fit today’s education methodologies and technology, and lots of safety issues.

Would you support a bond issue if it were put to a public vote in the next year? 	Would like to – Maybe depends on what is in the bond and the length and cost of said bond. We should promote the passing of a bond issue not DLR. What do you think it should include? 	Replacement of Lincoln Elementary, Improvements to all of the other schools – remodel and updates, turf and lights on HHS and HMS football/soccer fields, Softball field if reasonable. Hopefully, DLR brings a variety of things to the community for us to evaluate. Price tag and bond duration will be important. Will not support a bond like 2016 with 3 options.

How do you think the district should address facility needs and maintenance outside of a bond issue? Capital Outlay.

USD 489 Foundation has been a wonderful asset.   Don’t think it is their function to maintain school structures though.

All Regular BOE meetings, Work Study Session – which are now BOE meetings, and special meetings should be scheduled in the evenings so the community could attend.   All of these need to be videoed and made available for the public.

Should build and use are school display boards to tell our story better.

Better use of social media and websites.    Websites should always be current.

Hays Post Hays USD 489 candidate profile: Curt Vajnar

Do you or have you ever had children or grandchildren who attend(ed) Hays public schools? I have six children, three of whom went all the way through USD 489. The other three spent some time here before completing their education in Olathe, KS. I currently have grandchildren who attend school in USD 489.

Did you support the USD 489 2016 and 2017 bond issues? Why or why not? I did not live in Hays at that time.

Would you support a bond issue if it were put to a public vote in the next year? What do you think it should include? I would support a bond issue provided it receives full input from the community, is fiscally sensible, and has plans for maintenance in the coming years. The fact that the last two bond issues failed tells me the community sent a message, and we need to listen to it rather than just offer up more of the same.

Someone asked at the last community bond meeting whether other school districts that had passed and completed a bond saw improved results among their students. No data was provided, and I hope it will be offered in the next meeting. I believe this question has to be answered. Plans have to make sense and money must be spent wisely.&nbsp;

How do you think the district should address facility needs and maintenance outside of a bond issue? We first have to answer the question of how we got here and then make changes accordingly. The BOE must serve the public by being fiscally prudent and ensuring that dollars are spent wisely. All this will, in my opinion, garner trust among our community and allow a sensible bond to be passed in the future.

What would you do to improve relations between the board and the community? In short, I would do everything possible. I believe a large part of the work involves improving transparency. It also means that board members need to listen to members of our community and be open to their suggestions.

Do you think board unity is important? Would you be able to compromise with other board members who do not share your same views? Do you think you would be able to work with the current board members who will remain on the board after the election? Unity is both important and necessary. However, we must recognize that unity is not uniformity. The simple fact that you disagree on a particular issue does not mean you reject unity. Rather, unity means coming together towards a common goal and doing the work until that goal is achieved.&nbsp;

Yes, I do believe I can work with the remaining board members, provided they are willing to work with me. There is absolutely no reason we can not work together to fulfill the mandate of the BOE.

What is your position on students wearing masks in schools as a COVID mitigation effort? I believe in the freedom to choose what is best for you and your family. I do not believe in mandates as they detract from our constitutional freedoms. Simply put, we are a republic with a constitution, and it has to be upheld. Giving away our rights as citizens is not an option; it leads to nothing good.&nbsp;

There is much data to show that masking and quarantining the healthy are not effective. Our own county health officer stated quite clearly at the BOE September work session that masks and quarantining are political in nature. There is decades worth of scientific research showing that cloth masks are ineffective when it comes to stopping viral transmission, which is why we've never seen this approach used before. What’s more, there are many studies showing that prolonged masking of children is harmful.&nbsp;

But beyond all of that, health mandates are a method of taking away our freedoms, and I will not apologize for seeking to uphold those hard-won rights.

Do you support the school district’s current COVID mitigation policy? If not, what would you put in its place? I do not support the current policy. I believe the numbers are way too low, and the testing of anyone who is asymptomatic does not make sense. The tests themselves have been proven to be inaccurate. The CDC has gone back and forth many times on all things COVID-related. Many practicing doctors (and I do mean many) who regularly see patients disagree vehemently with the CDC and its methods. The silencing of those voices takes me back to my previous statement: our freedoms, including our right to informed consent, must not be abandoned.

Have you received any funds or in-kind donations from a donor from outside of the school district or a PAC? Please explain. I have received some support from my sister, who does not live in this community. Aside from that, all of my backing has been local.&nbsp;&nbsp;

What is the most positive and negative things about USD 489 currently? We have amazing people here in our district, community, and county. If we are willing to do the hard work of engaging each other without prejudice, then I believe we will see things get even better. It is not a cliche to say our children are our future--they are. We must champion them daily by being the best individuals we can be. I think the #EveryStudentEveryDay489 is a bold statement that everyone can get behind, and we should do what it takes to live it out.&nbsp;

Yet this doesn’t mean asking people to sign off on a bond issue without providing them with clarity and accountability. Doing the same thing over again would show we didn't listen the last two times. I am also concerned that bringing in the same group to promote this huge project is not showing honor to the community who said no in 2016 and 2017. We do not have the federal dollars that Liberal, Garden City and Dodge City had to spend. Comparing those cities to Hays is not apples to apples. This is what I gleaned from those I have heard from. Thank you.

The other three spent some time here before completing their education in Olathe, KS. I currently have grandchildren who attend school in USD 489. Did you support the USD 489 2016 and 2017 bond issues? Why or why not? I did not live in Hays at that time. Would you support a bond issue if it were put to a public vote in the next year? What do you think it should include? I would support a bond issue provided it receives full input from the community, is fiscally sensible, and has plans for maintenance in the coming years. The fact that the last two bond issues failed tells me the community sent a message, and we need to listen to it rather than just offer up more of the same. Someone asked at the last community bond meeting whether other school districts that had passed and completed a bond saw improved results among their students. No data was provided, and I hope it will be offered in the next meeting. I believe this question has to be answered. Plans have to make sense and money must be spent wisely.&nbsp; How do you think the district should address facility needs and maintenance outside of a bond issue? We first have to answer the question of how we got here and then make changes accordingly. The BOE must serve the public by being fiscally prudent and ensuring that dollars are spent wisely. All this will, in my opinion, garner trust among our community and allow a sensible bond to be passed in the future. What would you do to improve relations between the board and the community? In short, I would do everything possible. I believe a large part of the work involves improving transparency. It also means that board members need to listen to members of our community and be open to their suggestions. Do you think board unity is important? Would you be able to compromise with other board members who do not share your same views? Do you think you would be able to work with the current board members who will remain on the board after the election? Unity is both important and necessary. However, we must recognize that unity is not uniformity. The simple fact that you disagree on a particular issue does not mean you reject unity. Rather, unity means coming together towards a common goal and doing the work until that goal is achieved.&nbsp; Yes, I do believe I can work with the remaining board members, provided they are willing to work with me. There is absolutely no reason we can not work together to fulfill the mandate of the BOE. What is your position on students wearing masks in schools as a COVID mitigation effort? I believe in the freedom to choose what is best for you and your family. I do not believe in mandates as they detract from our constitutional freedoms. Simply put, we are a republic with a constitution, and it has to be upheld. Giving away our rights as citizens is not an option; it leads to nothing good.&nbsp; There is much data to show that masking and quarantining the healthy are not effective. Our own county health officer stated quite clearly at the BOE September work session that masks and quarantining are political in nature. There is decades worth of scientific research showing that cloth masks are ineffective when it comes to stopping viral transmission, which is why we've never seen this approach used before. What’s more, there are many studies showing that prolonged masking of children is harmful.&nbsp; But beyond all of that, health mandates are a method of taking away our freedoms, and I will not apologize for seeking to uphold those hard-won rights. Do you support the school district’s current COVID mitigation policy? If not, what would you put in its place? I do not support the current policy. I believe the numbers are way too low, and the testing of anyone who is asymptomatic does not make sense. The tests themselves have been proven to be inaccurate. The CDC has gone back and forth many times on all things COVID-related. Many practicing doctors (and I do mean many) who regularly see patients disagree vehemently with the CDC and its methods. The silencing of those voices takes me back to my previous statement: our freedoms, including our right to informed consent, must not be abandoned. Have you received any funds or in-kind donations from a donor from outside of the school district or a PAC? Please explain. I have received some support from my sister, who does not live in this community. Aside from that, all of my backing has been local.&nbsp;&nbsp; What is the most positive and negative things about USD 489 currently? We have amazing people here in our district, community, and county. If we are willing to do the hard work of engaging each other without prejudice, then I believe we will see things get even better. It is not a cliche to say our children are our future--they are. We must champion them daily by being the best individuals we can be. Kansas Common crude at CHS in McPherson starts the week at $72.50 per barrel after gaining a dollar on Friday. Kansas prices have gained more than $6 a barrel since the beginning of the month. Friday's price is the highest in McPherson since Oct. 16, 2014.&nbsp; U.S. crude futures rose slightly Monday morning, gaining eleven cents to $82.39 per barrel. The near-month contract for light sweet crude settled Friday at $82.28, topping $82 for the first time in seven years. Brent crude retreated slightly, dropping 13 cents to $84.73 per barrel, still the highest price in London in seven years.&nbsp; Based on the number of wells spudded, drilling activity in Kansas this year is up 80% over the same time a year ago. Independent Oil &amp; Gas Service reports the number of operators exploring in Kansas is up 37% from a year ago.&nbsp; The Rig Count in Kansas shows a slight uptick this week, with 23 active rigs in the western half of the state, up one rig. The rig count in eastern Kansas was unchanged at 15 active drilling rigs. Drilling was underway Friday on a lease in Barton County, one in Russell County, and one in Stafford County. Baker Hughes reports 543 active drilling rigs nationally, an increase of 12 oil rigs. The count in the Gulf of Mexico increased by two rigs. Texas is up three, Oklahoma is up two, and New Mexico is down one for the week. Kansas regulators approved 26 new drilling permits last week. Total new drilling locations approved statewide so far this year reached 845, nearly one-and-a-half times the total at this time last year. There are three new permits in Barton County and one in Stafford County. Independent Oil &amp; Gas Service reports operators completed nine new wells last week. That's 680 so far this year, which equals the number at this time last year. The government reported domestic crude-oil production over 11 million barrels per day for the second week in a row. The Energy Information Administration says U.S. operators pumped 100,000 barrels per day more than they did a week ago, and a million barrels per day more than a year ago. U.S. crude inventories increased last week by more than six million barrels. But as of October 8th stockpiles were about six percent below the five-year average for this time of year. Gasoline stockpiles are about two percent below the five year average. Imports dropped by one million barrels per day, but 22 percent higher than last year over the last four weeks. Oil-by-rail shipments dropped more than eight percent last week across the U.S. compared to a year ago, but were up nearly 15% in Canada. The Association of American Railroads reports 9,395 tanker cars hauling U.S. petroleum in the week through October 9th, down nearly five hundred carloads from the week before.&nbsp; Surging crude prices are leading to surging demands on your personal budget this week. The national average on Thursday was $3.29 a gallon, up a nickel on the week, up 12 cents on the month, and over a dollar and a dime higher than a year ago. The average across Kansas reached three dollars a gallon Thursday for the first time since 2014. Your 15-gallon fill-up will cost you nearly $15 more than a year ago at this time. Crude production in the number-three crude producing state increased in August by nearly three percent. The North Dakota Department of Mineral Resources reported output of 1.1 million barrels per day. The statewide gas-capture rate improved to 92%, with just eight percent of produced natural gas either flared or vented.&nbsp; Oklahoma is proves once again that a robust oil patch translates into a robust state treasury. Government revenues in Oklahoma set records for September and for the year through September. State Treasurer Randy McDaniel said revenue from the state's oil patch increased by nearly 130 percent compared to a year earlier, due largely to rising prices. Gross production taxes collected in September reflect production in July, after prices had topped $72 for the first time in seven years. A year earlier, crude prices were just over $40 a barrel. Despite surging crude-oil costs, U.S. refiners are seeing improving margins as U.S. gasoline and diesel consumption spike. Reuters reports profit margins on refined products have more than doubled from last year at this time. Analysts continue to escalate their predictions of the impact rising natural-gas prices will have on global crude-oil demand. By some estimates, the increase in crude demand could reach two million barrels per day within the next few years. That's about five times the impact offered in similar estimates just a week ago. Power producers are increasingly switching from natural gas to oil, reversing a ten-year trend in the other direction. The world's top oil exporter has been supplying full volumes to Asia, despite limiting its total output in order to comply with the OPEC-Plus agreement. Saudi Aramco is selling additional crude to at least three Asian buyers next month, and meeting full contracted volumes with four others, according to a Reuters report. The company also cut prices in Asia for the second month in a row, as it renews competition with other Middle East producers. Canada, the world's fourth largest producer of crude oil, has set some lofty goals to curb carbon pollution, hoping for net-zero emissions in thirty years. Oil and gas companies are asking the Canadian government for a system of tax credits to pay for 75% of the cost of new carbon-capture facilities. According to Reuters, the Canadian Association of Petroleum Producers made the request in August.

News From the Oil Patch: Seven-year price records tumble

Sometimes as I conjure up Google or check Fox News or the 7-day weather forecast on my smart phone, all while sitting in the Walmart parking lot, I wonder how we ever survived with phones that were only made to talk on. Then it hits me; we survived quite well, thank you very much.

The other day I went to fill the deer feeder in the draw below our high-rise deer blind which we built several years ago. As I’ve stated before in other columns, if it were only me hunting, I probably would not have gone to such lengths. But the hunting and outdoor experiences it has provided Joyce and I and other family members has made it all worthwhile. So, how would I hunt deer if I were only me hunting? &nbsp; &nbsp;

For those of you new to deer hunting that don’t have a blind from which to hunt, or for those of you wanting to try hunting deer for the first time but are not sure how to proceed without a blind, let me give you some tips from my experience.

&nbsp;Mr. Webster defines the word camouflage as “a disguise or deception; to disguise in order to conceal.” Camouflage does not have to make something or someone entirely disappear, it just has to make them blend in, and it does that by breaking up their outline. Examples of that would be sitting against a tree or sitting behind or under some broken overhanging limbs. Both choices camouflage you by breaking up the outline of your body. I have harvested more deer from a folding camp chair tucked beneath a cedar tree than from any other way. Joyce harvested her first deer ever as she sat on a camp chair behind a log in a big thick tree row. My point is that in the absence of a blind of some description, nature will provide you everything you need if you just learn to see it.&nbsp;

The most important element of hunting is to position yourself where there is game. So, when deciding upon a deer hunting location, choose a spot near a well-used deer trail, where deer enter and exit a woodlot etc. If you’re bow hunting, you want to be as close to the trail as possible, but if rifle hunting, choose a spot away from the trail seventy-five to a hundred yards or so. Then pay attention to where the sun will be in relation to you. You do not want the sun shining directly on you or in your eyes when it rises or sets, making it hard to see ahead of you as it shines into your eyes or lighting you up like a Christmas tree as it shines on you. Next, look around you for anything that will conceal your form, like a broken-over or uprooted tree, a tree with large broken limbs that hang to the ground or a big cedar tree with long outstretched branches. Once you have found a natural blind, figure out how best to use it. Prune and remove limbs and branches until you can tuck yourself into whatever concealment you’ve chosen. Prune away only enough to allow you entrance and to give yourself an open shooting lane. Use your imagination and move limbs and branches around if necessary to accomplish what you need. If you are firearm hunting, find a way to support your firearm. If none exists naturally in your new natural blind, a couple 1-inch x 2-inch pieces of lumber bolted together near one end opens up into an “x” to make a cheap and dandy shooting stick to cradle your gun. Your seat can be whatever you want. If you’re young you can probably get away with sitting on a log, but my choice is a cheap folding camp chair that gives me a back to lean against. It’s not always possible, but choosing to tuck yourself in amongst the branches of a big cedar tree will often help protect you from the north and west wind also, and the strong, pungent cedar scent will be a natural cover-scent.&nbsp;

There are still plenty of ways to conceal yourself to harvest a Kansas deer without a hunting blind or tree stand. Be creative; tree limbs stacked against a fence, a piece of camouflage fabric stretched around some fence posts, even digging yourself down into an old round hay bale at the edge of a field will all fill the bill. Exploring Outdoors Kansas: Deer hunting, old school

Beginning Tuesday, 12th Street in Hays will be closed to through traffic just west of Pine Street for storm sewer work.

  Pine Street will remain open to north/south traffic, but 12th Street will be closed to east/west traffic. 

 12th Street is expected to reopen by the end of the day Friday.

The Kansas Department of Health and Environment on Monday reported 14 new COVID-19 cases in Ellis County had been identified since Friday.

The Robert E. and Patricia Schmidt Foundation awarded Imagine Ellis County $50,000 Wednesday to promote Ellis County.

The group arose out of the Dane G. Hansen Strategic Doing meetings. The Imagine Ellis Committee, which is operating under the umbrella of Grow Hays, is meeting to discuss improving the quality of life in Ellis County.

<a href="https://hayspost.com/posts/e264fbc7-ab51-427a-9b26-e420d611ad4f">Doug Williams, Grow Hays director, said the committee is taking on big issues facing the county, including child care, housing, senior living, school facilities, workforce development, among other issues.</a>

"Those are baseline things you can't ignore to attract a workforce," he said.

The committee is made up of elected officials, business leaders and directors of local nonprofit organizations. 

The committee hopes to use the funds to promote Ellis County. This will include a video, website and community survey. 

The group wants to show potential residents why they should move to Ellis County.

"The story that's being told," Sandy Jacobs, Hays mayor and committee member, said, "may be told by families, but when you're a business looking at relocating, one of the first things you look at, especially if you're bringing some of your own employees, is that there's a great quality of life when you get there."

The committee will host a Strategic Doing event on Feb. 7, as well as town hall meeting.

"We would encourage anyone who reads about [Imagine Ellis] or hears about it and wants to have input and even wants to attend meetings to reach out," Jacobs said. "We want as many who want to participate."

HPD Activity Log, Oct. 11-13

With the November general election less than a month away, advanced voting is set to begin Monday in Ellis County.

Advanced voting will be available from 8 a.m. to 4 p.m. Monday through Friday at the Ellis County Administrative Center at 718 Main St. in Hays. The deadline for advance voting is noon on Nov. 1, the day before the election.

Ellis County Election Officer Bobbi Dreiling said voters can also request an advanced ballot online through the county’s website or by contacting the county election’s office. The last day to request an advanced ballot through the mail is Oct. 26. Ballots must be returned to the county election office by Election Day. Ballots can also be dropped off at any polling location on Election Day.

According to Dreiling, ballots mailed back to the county election office must be postmarked on or before Election Day and received in the election office by Friday, Nov. 5.&nbsp;&nbsp;

Polling locations are open from 7 a.m. to 7 p.m. Election Day, Nov. 2.

The November general election covers city, school board, Cottonwood Extension District board positions and improvement districts.&nbsp;

The deadline for advance voting is noon on Nov. 1, the day before the election.Ellis County Election Officer Bobbi Dreiling said voters can also request an advanced ballot online through the county’s website or by contacting the county election’s office. The last day to request an advanced ballot through the mail is Oct. 26. Ballots must be returned to the county election office by Election Day. Ballots can also be dropped off at any polling location on Election Day.According to Dreiling, ballots mailed back to the county election office must be postmarked on or before Election Day and received in the election office by Friday, Nov. 5.&nbsp;&nbsp;Polling locations are open from 7 a.m. to 7 p.m. Election Day, Nov. 2. The November general election covers city, school board, Cottonwood Extension District board positions and improvement districts.&nbsp;

She sat quietly painting a small landscape scene in all black — the barren ground and a lifeless tree.

Members of the community were asked to attend a Paint the Town Purple painting session at Union Pacific Park Oct. 9. Purple is the color of domestic violence awareness. Victims could paint about their feelings about abuse. Advocates were encouraged to leave messages of hope.

The survivor, who wished not to be named, said it was hard to put things into words, but the painting was helping.

"It's hard to see color," she said. "The world just doesn't seem that bright to me right now."

Options Domestic and Sexual Violence Services hosted the event as part of National Domestic Violence Awareness Month.

"I think art can be very healing," Jennifer Hecker, Options executive director, said. "When we experience trauma, we often close off parts of ourselves for self protection. Art can help people let go of some of those things. 

"Creativity can help to feed hope," she said. "Hope can spring forward and healing can happen. You can express things creatively that people can't always articulate."

The artwork created at the event will be made into a collage that will be displayed at Fort Hays State University.

Other awareness events continue through the month.

Options will have an In Her Shoes Role Model event from 6 to 8 p.m. Oct. 26 at Hays Arts Center Annex, 1010 Main. The public is invited.

This role play will increase awareness of the struggle survivors of domestic violence face. By being assigned different characters, such as law enforcement, judge, advocate, abuser, victim, the participants get to be a part of the life of a fictional victim. These roleplays are windows into the lives of those who have a part in the journey of a survivor of domestic violence.

"It's really a way for people who don't understand what it's like for a victim to reach out in the community and get the help they need. It's very complicated," Hecker said.

"This is a sneak peek for people who aren't familiar with domestic violence to see what it's really like so we can start coming up with solutions to make accountability in our community happen more frequently ... to prevent violence from happening and help people recover if they have had violence happen to them."

Options continues its Purple Light Nights through October. Local residents and businesses are encouraged to use purple lights outdoors to show their solidarity for people who have survived domestic violence. Purple light bulbs are available free at the Options office, 2716 Plaza Ave., Hays.

You can also see the purple lights around Hays in participating salons and spas. These businesses are participating in a window awareness decorating competition.

The Hays Public Library will share the book walk for, "A Terrible Thing Happened," by Margaret Holmes at the Union Pacific Park weekends through October. This book is especially engaging for children ages 4-7 and discusses a child dealing with trauma.

"Domestic violence, I think, is the silent scourge of our community, of our culture," Hecker said. ... "If we don't talk about it, we can't make people aware. If people aren't aware that it's going on, they don't know how to step forward and help."

Public events also help let survivors know there is a place they can go to receive help, she said.

Options has also recruited salon employees to spread the word about its resources. The salons have an opportunity to participate in a special free training through the Cut it Out program.

The Beauty Community Against Domestic Abuse is a program dedicated to mobilizing salon/spa professionals, students and others to fight the epidemic of domestic abuse in communities across the United States.

Cut it Out builds awareness of domestic abuse through awareness materials to be displayed in salons, the “Give the Power Back” initiative to involve salons in helping local domestic violence agencies, and training salon/spa professionals and students to recognize warning signs and safely refer clients to resources.

"Survivors of domestic abuse create a rapport with their hairdressers," said Anniston Weber, campus advocate and Cut it Out trainer. "If we are able to provide training to those hairdressers on how to identify domestic abuse in their clients, we can essentially create a pathway to healing when it's identified by a party they trust."

Participating salons include Salon Ten O Seven, Hays Academy of Hair Design, Brickhouse Day Spa, Salon MUAH, J Studio and Salon, Emerald Image Salon, Desbien Designs Salon and Park Avenue Salon.

UPDATE: Art leads to hope, healing during Domestic Violence Awareness Month

Throughout 2021, Ellis County staff has been considering options for the purpose of expanding the current public works facility versus building a new facility. 

Part of this process has taken into consideration of the space needed to operate efficiently in one location. 

Expanding the current facility would take away space for equipment and storage needs for equipment and aggregate piles which are already limited. 

Staff has also been in communications with Union Pacific to lease additional ground for expansion, but the price of the lease is not economically feasible in comparison to purchasing a different piece of land with more acreage.

Ellis County staff is looking for a piece of property approximately 50-60 acres in size which would be centrally located in Ellis County, preferably close to the current shop location at 280th Avenue and Old Highway 40, and/or right outside the city limits of Hays.
