The United Way of Ellis County announces the opening of the 2022 CARE Council application process.  Any 501(c)(3) that provides services in Ellis County is eligible to apply.  The services must meet one of the three criteria of education, health and financial stability.  

The CARE Council is made up of 12 community volunteers who review the applications to determine funding for the United Way of Ellis County, City of Hays Social Service Funds and Alcohol Tax Funds, and Ellis County Alcohol Tax Funds.

The application can be found on their website at <a href="http://www.liveunited.us">www.liveunited.us</a> and click on the 2022 CARE Council Application for Funding in the top menu bar. ELLIS COUNTY—Two people were injured in an accident just after 1:30p.m. Sunday in Ellis County.

The Kansas Highway Patrol reported a 2022 Peterbilt semi driven by Terry J. Fox, 59, Brookfield, Ohio., was westbound on Interstate 70 near Walker Avenue.

The vehicle struck a 2004 Freightliner semi that was disabled on the north shoulder of the interstate. The semi came to rest on the I-70 overpass over Old U.S. 40 and caught fire.

EMS transported Fox and a passenger Robert Lee Fox, 62, Brookfield, Ohio, to Hays Medical Center. He was in the sleeper berth of the truck at the time of the accident. 

Melvin Aguilar-Rios, 35, Jewett City, CT.,&nbsp;was in the sleeper berth of the Freightliner semi at the time of the accident and not transported for treatment.

Keeping students and staff warm, safe and dry, as well as optimizing space in schools, continues to be at the top of list of priorities for an upcoming bond as the Hays USD 489 bond committees met again Tuesday.

No decisions have been made yet on what will be included in the bond or how much the bond will cost.

The community committee giving input on the bond again looked at examples of renovations of other schools that its architect, DLR, have completed to get ideas on what could be done in Hays.

Ian Kilpatrick, DLR architect, said research indicates flexible spaces support learning. That does not exist in the Hays schools now. This includes spaces for small groups or hands-on learning activities.

The spaces in Hays are also smaller than what is recommended for the number of students that are using those spaces.

Kilpatrick also discussed creating environments that are individualized for each student. 

"We want to give [our educators and learners] ownership in their facilities," he said. "These are community buildings that every community member is invested in. How can they be student-centered?"

Kilpatrick said something as simple as a chair that allows a student to comfortably touch their feet to the floor can empower a student.

He also encouraged the committee members to consider how they could inspire pride in their students and community through the school buildings.

Research also indicates inadequate heating or cooling is the No. 1 hindrance to student success, Kilpatrick said.

"If it was 100 degrees in here, we would probably be all outside here right now," he said. "We would not be listening to me talk."

Issues with heating and cooling have been problems across the district for years. Roosevelt Elementary School's HVAC system was replaced this summer. The district has a multi-million project in the works to replace the HVAC system for Hays High. That two-year project is supposed to start this summer.

Teachers have expressed concerns about students at the middle school losing learning time because they are bused out of the school for electives, said Marilyn Denison, DLR K-12 design leader and former teacher.

The students are bused in part because there isn't space in the school to offer more electives. They are losing 15 percent of their learning day transitioning between classes. 

Fixing the space issue would cut that transition time in half, Kilpatrick said.

The students are also in large groups for lecture. Teachers said they would like to have students work in more small groups in which they can collaborate and work on hands-on activities.

High school teachers also said they wanted to have more space to allow their students to work in small groups.

The teachers, administrators and community group will soon come together to start talking about more concrete ideas for the bond.

"We've got two separate groups that are about to converge, but the message is the same," Kilpatrick said. "From your perspective, the spaces that you want to see, the creativity and flexibility and adaptability and inclusiveness is exactly in line with the teaching and learning our educational team is looking at."

The DLR representatives shared some examples of renovations that were completed in 2018 at Salina South and Salina Central high schools. The Salina bond was $110.7 million bond issue. It included improvements at both high schools plus addressed safety and security, all-day kindergarten, career and technical education, and storm shelters at all the schools.

DLR also showed examples of a middle school and elementary school that it recently renovated. 

The district has yet to decide which schools will be included in the bond.

Journalism labs were also embedded with language art classes.

The bond committee will meet with its bond counsel at its next meeting and will begin to discuss bond financing.

A USD 489 bond issue that failed in 2017 proposed a 30-year term. Some critics opposed that time frame. Committee members suggested it would be difficult for the community to accept a 30-year bond if it meant the district would need another bond before the first bond was paid for.

Sarah Wasinger, committee member, said the community has fallen out of the habitat of paying for bonds.

Luke Oborny, committe member, said the community is going to pay either way.

"Everybody says let's do shorter bonds, but in five bonds, you are going to have to start over. It's a lease for the rest of your days. Is that what you want to do?" he said.

A committee member said he thought many residents misunderstood what their cost for the last bond would have been. Oborny said it would have cost him about $320 a year. However, some residents incorrectly thought the bond was going to cost them thousands of dollars per year.

A committee member said the perception in the community is that the district is asking for a Lexus instead of a practical Chrysler. 

"The misinformation piece is just huge in this," he said.

Tom Wasinger, school board candidate, said the cost of the last bond was made clear to voters. He said he thought the last bond was too expensive and the bond term was too long. 

"My daughter would have been 60 when the last one would have been paid off," he said.

He also said he thought the issue of differed maintenance needs to be discussed.

"The school board has a problem," he said. "People don't trust them with their money. How do you get them to trust them? Not just transparency, but give them a comprehensive plan. We're going to do this with our capital outlay budget. We're going to do this with our bond."

Wasinger said all options need to be explored and the public needs to know the bond is the most efficient use of its money.

The district plans to do community polling, as well as have community meetings to discuss multiple bond options before a plan is proposed to the school board for a vote.

The next community bond meeting will be at 5:30 p.m., Oct. 27 at the Rockwell Administration Center.

Bond committees continue to focus on space, basic infrastructure needs

There will be a book signing and reading for "Warclouds on the High Plains" at 2 p.m. Oct. 24 at historic Fort Hays. Past Historic Fort Hays director and local author Bob Wilhelm will present his new fiction book "Warclouds on the High Plains."

The book is about Fort Hays, soldiers stationed there and daily life of an 1867-1888 soldier. He will talk about his writing and research process and he will sign copies of the book.&nbsp;

There will be books for sale at the program.&nbsp; Refreshments will be provided.

The regulation changes ­ which are related to waterfowl hunting on select Department-managed wetlands and will be in effect this fall ­- have a shared purpose of improving the overall experience and safety for waterfowl hunters utilizing public lands in Kansas.

“Last season, many waterfowl hunters expressed concerns about overcrowding, vessels being operated unsafely, and waterfowl being disturbed unnecessarily on public lands,” said KDWP Public Lands Division director Stuart Schrag. “We took those concerns seriously and immediately began developing a plan to significantly improve the overall hunting experience for our public lands hunters moving forward. It won’t solve every issue that needs addressed, but we’re confident these changes will be a big step in right direction.” &nbsp;

Cheyenne Bottoms Wildlife Area

In an effort to deter the unsafe operation of motorized vessels at Cheyenne Bottoms Wildlife Area – and to reduce the unnecessary disturbance of waterfowl on the marsh - a “No Wake” regulation is now in effect for all pools open to motorized vessels.

To improve the experience for all public lands users at Cheyenne Bottoms, no motorized vessels will be allowed in Pool 4A after 1 p.m. Pool 3A is closed to motorized vessels entirely.

“To help ensure hunters are aware of and complying with these new regulations, the Department will bring in additional officers to help patrol and educate hunters at Cheyenne Bottoms throughout the season,” said KDWP Law Enforcement Division director Colonel Greg Kyser. “It’s a big complex, and there’s certainly enough room for everyone, so we just want to make sure that things goes smoothly for all parties involved, and that conflicts are kept to a minimum.”

i-Sportsman Check-in System

In addition to checking for compliance with all waterfowl hunting regulations, Public Lands and Law Enforcement staff will also be verifying that hunters are utilizing the i-Sportsman (<a href="https://kdwpt.isportsman.net/">Home - Kansas Department of Wildlife, Parks and Tourism - iSportsman</a>) electronic check-in/check-out system.

“Data provided through the i-Sportsman program has proven to be invaluable for having informed discussions and making sound decisions that benefit the majority of our public land users,” added Schrag. “Without i-Sportsman compliance on properties where it is required, justifying appropriate regulatory changes can be much more challenging.”

New for hunters at Neosho Wildlife Area near St. Paul will be a time restriction on access to the wetlands to ensure that no one hunting group has an unfair advantage over others in securing a hunting spot. At the June 17 public hearing, KDWP Commissioners approved a regulation change that prevents access to Neosho’s wetlands before 5 a.m., and requires all hunters to exit the wetland within one hour after sunset.

Lastly, KDWP Commissioners voted on and approved a regulation that prohibits all use of motorized vessels on McPherson Valley Wetlands (<a href="https://ksoutdoors.com/KDWP-Info/Locations/Wildlife-Areas/South-Central/McPherson-Valley-Wetlands">McPherson Valley Wetlands / South Central / Wildlife Areas / Locations / KDWP Info / KDWP - KDWP (ksoutdoors.com)</a>) – a wetlands complex situated within a 50-mile radius of Cheyenne Bottoms Wildlife Area and Quivira National Wildlife Refuge, offering a combined 1,750 surface acres of water&nbsp;

Cheyenne Bottoms Wildlife Area included in new KDWP safety regulations

GOVE COUNTY—Two people died in an accident just before 1a.m. Saturday in Gove County.

The Kansas Highway Patrol reported a 1999 Chevy Suburban driven by Christina&nbsp;Satana, 39, Pueblo, CO., was westbound in the eastbound lane on Interstate 70 just east of the Park exit. The SUV struck an eastbound 2012 Hyundai Sonota driven by Alexie&nbsp;Echo-Hawk,16, Mosca, CO, head-on.

MORLAND — On any given morning, you can find a group of men in the back of the Morland Mercantile drinking coffee.

Eugene Sauer, retired farmer and cattleman, lives 10 miles south of Morland and drives in almost every day to sip coffee, BS with his buddies and pick up a few groceries.

Before the Mercantile opened in 2013, Sauer was driving to WaKeeney or Hill City, a 30-mile drive one way to buy groceries. He said he appreciates being able to pick up little items on a daily basis without the longer drives.

Morland used to be in a food desert. The community was without a grocery store for eight years. The Mercantile brought fresh food back to the community of 146 people.

A food desert is an area defined by the United States Department of Agriculture as low income, based on poverty rates, and area median income levels. It is also considered low access, an area where people live more than 10 miles from a grocery store in a rural area and more than a mile from a grocery store in an urban area.

For Sauer, the Mercantile has come full circle. He remembers coming to the same building when he was a boy to buy groceries with his family, who also sold eggs and cream to the store owner.&nbsp;

However, he acknowledged the community has changed. As he purchased property, he personally leveled six old farmhouses. They all represent families that have left the community. The story is the same across the county as farms have consolidated.

"All that's left is maybe a windmill and a foundation," he said.

Data from the 2020 U.S. Census showed 80 of the state’s 105 counties declined in population since 2010. The population of Graham County, where Morland is located, dropped by 7 percent between 2010 and 2020.

The exodus of families from rural areas, such as Graham County, has made it difficult for traditional grocery stores to remain open. Morland found another way.

The Morland Community Foundation, with the help of grants, opened the Morland Mercantile in 2013. The foundation subsidized the store until it could become self-sustaining in 2018.

Although there is a grocery store in Hill City, which is 15 miles from Morland, the nearest retail center would be Hays, which is 70 miles to the southeast.

“Of course everyone drove into Hoxie or Hill City," Diana Crouch, Morland Community Foundation director, said.&nbsp; "It kind of separates everybody. Right now, the Morland Mercantile is where you get a newspaper or stamps.

“It is more of a community setting now, and it was not that way for the eight years. There was really nowhere to go if you just  needed milk for dinner. This has become more of a community place where you learn about your neighbors and who's ill —&nbsp;a gathering spot.”

Mike Frakes is the owner of Pacleader, an agriculture services company and a major employer in the area. He has also served on the board of the community foundation. Having a grocery store in the community is vital to recruiting people to work for the company, he said.

"There are a few things — banks, schools, grocery stores — that are vital to communities. When you lose any one of those, it's a great impact on the community," Frakes said.

"Our little grocery store is the last thing we have going for us in town. ... It's a meeting place and extremely vital for our community."

He lived in Morland when the community did not have a grocery store and said he didn't realize how many things he took for granted until the store closed.

"You are constantly finding yourself out of things," he said. "You make that long trip to Hays, and you forget that one item you really, really wanted. It is so nice to have that here in town."

The Morland Community Foundation also prepares hot meals in a kitchen next door to the Mercantile. The money the foundation makes on the hot foods helps subsidize the Mercantile's grocery lines,&nbsp;Crouch said.&nbsp;

Hot meals are delivered to the elderly and disabled and sold onsite at the Mercantile while supplies last. The kitchen averages about 25 meals per day.&nbsp;Fried chicken is a community favorite. Come early — if you don't reserve a plate by 11 a.m., it'll probably be sold out.

The deli also allows the Mercantile to make the best use of perishables. A bruised tomato might linger on a shelf. It doesn't look beautiful, but the bruise can be cut away and the rest of the fruit used in a deli dish.

Convenience foods, such as snacks and pop ,also help the store's profit margin. Farmers and grain haulers often frequent the store for these items.

"I think it's so valuable to have that. We’ve kept Main Street Morland alive. To me, that's key,” Crouch said.

“What we see as a problem is that people are so used to specialized food nowadays like gluten-free, although  we offer gluten-free flour and things like that. Everybody has their special milk. Everybody has their specialized products,” she said.

The store will order some specialty products on request, Crouch said.

The Mercantile sells Kansas products whenever possible, including meats from Rock Creek Ranch in  Penokee, Alma Cheese, from Alma, and Let It Rise bread mixes from Hays.&nbsp;&nbsp;

Crouch said residents from Hill City, which has a grocery store, come to Morland to buy the locally raised beef and pork.

Crouch bemoaned the pandemic as a whole, but said it has meant more shoppers in the Mercantile. Residents have been more reluctant to drive to larger communities for groceries, she said.

The store volume is low so it can't take advantage of the discounts that chain stores receive. Prices may be a little higher, but shoppers said they don't mind, Crouch said.

“But I think the convenience has won out," she said, "I think it's the convenience of walking to the grocery store rather than driving 12 miles to Hill City.

“I think it took a while to realize, 'Why should I drive all the way in for cheese when it's right here?' ”

As population shrinks, Morland finds a new way to provide groceries

The airline pilot happened to be in Amsterdam but he had a question. He sent a text to a friend and asked, “When is the world’s fair?”&nbsp;&nbsp;The friend texted the dates in his reply.&nbsp;

The pilot said, “Good, I want to be sure I make it back to Kansas for it.”&nbsp;&nbsp;The self-proclaimed world’s fair to which he referred is a remarkable community fair in rural Kansas. &nbsp;

Last week we learned about a century-long collection of fair books. Those fair books were produced for the annual Kincaid Farmers Free Fair, known today as the Kincaid World’s Fair or Kincaid Free Fair for short. Gary Holloway is the president of the Kincaid fair board.&nbsp;

From newspaper accounts, it appears that the first Kincaid fair was held in 1907. “Of my grandparents, one was 8 (years old) and the other was 5 (at that time),” Gary said. It began as a Farmer’s Institute and corn growing contest, in an effort by local businessmen to attract attention and generate business from the railroad.&nbsp;

Since that time, the fair has been held every year, except when cancelled due to World War II and due to the Covid-19 pandemic in 2020. This year, the fair theme is “110 years and going strong.”&nbsp;

Gary Holloway’s family was always involved in helping with the fair. He grew up on the farm near Kincaid, went away to college and worked in business before coming back to the farm. He and his wife raised two sons, one of whom went to K-State and is coming back to the farm with his family also. “My grandchildren will be the fifth generation to be involved with the fair,” Gary said.&nbsp;

The Kincaid fair, by the way, is separate from the Anderson County Fair, which is in July and at which 4-Hers qualify to go the state fair. The Kincaid fair was in late September, after the state fair is over.&nbsp;

“Growing up, my brother and I always had two of every kind of livestock,” Gary said.&nbsp;&nbsp;“One we sold at the county fair and the other we saved for the Kincaid fair.”&nbsp;

As president of the fair board, Gary works with experienced volunteers. “Dozens of volunteers make this possible,” he said. “Everybody knows what to do at the fair and they just do it. There’s no egos.”&nbsp;

“We have to have stuff for kids to enjoy,” he said.

When the tentatively-scheduled 2021 carnival company cancelled, the fair board arranged for multiple bounce houses to be available for kids every night.&nbsp;

The Kincaid Free Fair includes lots of exhibits and a remarkable set of related activities. In addition to the exhibit judging, there’s a kids cash grab, pedal tractor pull, bean feed, pony pull, cornhole tournament, pie baking contest, 5K run, antique farm machinery show, horseshoe pitching contest, horse show, voting for a fair queen, car show, barbecue smoke-off competition, and more. The annual parade has sometimes drawn as many as 4,000 people.&nbsp;

“We’ve had as many as eight marching bands in the parade from communities around the region,” Gary said. Thanks to sponsors, the entertainment is provided free to the public. “It’s called the free fair because we’ve never charged for entertainment,” Gary said.&nbsp;

Along the way, the fair began to be referred to as the world’s fair, and it brings people back to the community from all over. “This is the homecoming event that we come home to,” Gary said.&nbsp;&nbsp;&nbsp;

It’s amazing to find this in a rural community such as Kincaid, population 122 people. Now, that’s rural.&nbsp;

“This is a reunion,” Gary said. “These things were important to us growing up, and we want our grandkids to have a great experience too.”&nbsp;

Now That’s Rural: Gary Holloway, Kincaid Free Fair 

After nearly a half-century of political struggle, the right to abortion in the United States, at least as a constitutional matter, may come to an end in 2022. What would follow that is anyone’s guess—but Kansas will probably be at the center of it.

True, the “end of abortion”—mean the overturning of Roe v. Wade, the 1973 Supreme Court decision that decided the U.S. Constitution encompassed a right to privacy, which guaranteed American women the freedom to choose abortion—has been predicted before. But now, with a state law directly challenging Roe on the docket and a 6-3 Republican majority on the Supreme Court, the end of abortion as a constitutional right is more likely than ever.

Why might Kansas play a central role in abortion’s endgame? Because if the Supreme Court overturns Roe in the early summer of 2022, that would make abortion a purely state matter. And while some states have laws in place which greatly restrict or criminalize abortion, none of those laws would face an immediate political referendum. But in Kansas, they would.

On August 2, 2022, the “Value Them Both” constitutional amendment will be on the ballot. This would eliminate from the Kansas state constitution language which has been interpreted as guaranteeing “bodily integrity” to Kansans, and thus the right of Kansas women to choose to access abortion services. Many assume that this anti-abortion rights amendment will pass easily.

But that is an assumption made while Roe v. Wade is still national law. What if it wasn’t? Then the passage of this amendment would take away a freedom defined by the Kansas State Supreme Court, with no similar guarantees on the national level remaining. How will that affect voters?

Will the prospect, after so many years, of writing legally unchallengable state bans of abortion fire up moderate Republicans, increasing turnout in what will otherwise be an election with no major Republican contests to draw them to the ballot? Or will the prospect of an old ideological fight finally becoming “real” cause some otherwise committed abortion opponents to become fearful of alienating woman voters in November? Similar questions could be asked of Democrats: would the end of Roe before the August election inspire them in their fight, or leave them hopeless?

Kansas may well see enormous amounts of money from organizations both opposed to and supportive of women accessing abortion services flooding into the state. Campaigns for the state legislature could be transformed by the amendment election, as might the gubernatorial race.

Governor Laura Kelly’s desire to run a re-election campaign focused on the state’s COVID-19 recovery might be derailed, with her instead campaigning on her veto pen being necessary to prevent the legislature from writing total abortion bans. Similarly, Kansas Attorney General Derek Schmidt, who has relied on that same line about “bodily integrity” to defend the freedom to refuse masks and vaccinations, might have to reverse his rhetoric, and denounce his previous pro-choice language, if he doesn’t want the amendment’s possible success to work against him.

The decision of the U.S. Supreme Court is months away, and Roe v. Wade’s elimination isn’t guaranteed. Still, those who pushed this amendment set up Kansas, perhaps unintentionally, to be at the heart of a possible 2022 abortion endgame in America. Politicians and voters best prepare.

 </figure>Why might Kansas play a central role in abortion’s endgame? Because if the Supreme Court overturns Roe in the early summer of 2022, that would make abortion a purely state matter. And while some states have laws in place which greatly restrict or criminalize abortion, none of those laws would face an immediate political referendum. But in Kansas, they would.On August 2, 2022, the “Value Them Both” constitutional amendment will be on the ballot. This would eliminate from the Kansas state constitution language which has been interpreted as guaranteeing “bodily integrity” to Kansans, and thus the right of Kansas women to choose to access abortion services. Many assume that this anti-abortion rights amendment will pass easily.But that is an assumption made while Roe v. Wade is still national law. What if it wasn’t? Then the passage of this amendment would take away a freedom defined by the Kansas State Supreme Court, with no similar guarantees on the national level remaining. How will that affect voters?Will the prospect, after so many years, of writing legally unchallengable state bans of abortion fire up moderate Republicans, increasing turnout in what will otherwise be an election with no major Republican contests to draw them to the ballot? Or will the prospect of an old ideological fight finally becoming “real” cause some otherwise committed abortion opponents to become fearful of alienating woman voters in November? Similar questions could be asked of Democrats: would the end of Roe before the August election inspire them in their fight, or leave them hopeless?Kansas may well see enormous amounts of money from organizations both opposed to and supportive of women accessing abortion services flooding into the state. Campaigns for the state legislature could be transformed by the amendment election, as might the gubernatorial race.Governor Laura Kelly’s desire to run a re-election campaign focused on the state’s COVID-19 recovery might be derailed, with her instead campaigning on her veto pen being necessary to prevent the legislature from writing total abortion bans. Similarly, Kansas Attorney General Derek Schmidt, who has relied on that same line about “bodily integrity” to defend the freedom to refuse masks and vaccinations, might have to reverse his rhetoric, and denounce his previous pro-choice language, if he doesn’t want the amendment’s possible success to work against him.The decision of the U.S. Supreme Court is months away, and Roe v. Wade’s elimination isn’t guaranteed. Still, those who pushed this amendment set up Kansas, perhaps unintentionally, to be at the heart of a possible 2022 abortion endgame in America. INSIGHT KANSAS: Kansas and America’s abortion endgame

My grandparents received exactly one paycheck per year, usually in mid-August when they took calves to market. I was probably 5- or 6-years-old the first time I got to go to the sale and sit in the grandstand as the cattle were auctioned off in lots. I don’t remember much from the sale, other than the auctioneer’s cadence was pleasing even if it didn’t make much sense to me. It was the conversation with my grandparents as we were leaving the parking lot that’s stayed with me. It was a good year, and my grandmother said she’d picked up a nice check at the cashier’s office.

Upon hearing the word check, the most obvious question spilled forth from my mouth. “How much was it?” I asked. My grandfather stared at the road while my grandmother flatly stated, “We don’t talk about money.” End of conversation. I accompanied my grandparents to lots of sales over the next several years, and the routine was always the same. We’d go to the auction, stop at a restaurant on the way home and, in the good years, I’d come home with a new pair of boots. True to my grandmother’s word, we never talked about money. Years of careful observation eventually allowed me to decipher the general workings of the business side, even if I lacked access to the actual accounting of dollars and cents. By the time I was a teenager, I generally understood the success of the ranch depended on a delicate balance of controlling expenses in down years and setting something aside in the good ones. This all has been running through my mind lately after seeing a consumer post on social media believing ranchers have it easy because their only outlays are minimal, just some mineral and vaccines. He believed grass was free. A couple of questions popped into my mind when I saw that. One, where can one find this free grass? Two, how much does the average consumer know about the business side of agriculture? I know the answer to the first, and I suspect the answer to the second question would scare me. One of the biggest misconceptions about the business of agriculture is that corporations are taking over and displacing family farms. There’s no doubt there are some large corporate farms, but the rise in corporations is driven primarily by family farms and ranches. These are still mom and pop operations choosing to incorporate for any number of reasons, from liability protection and enhanced management to transition and tax planning. It’s a recognition of what’s always been true — agriculture is a business and those who grow our food are its leaders. We tend to gloss over those facts by calling farming and ranching a lifestyle. While it’s undoubtedly true, it also obscures some of the most difficult work those in agriculture do. To grow a crop or raise livestock requires an extensive set of skills, ranging from finance and marketing to logistics and recordkeeping. Even with managing what they can control, farmers and ranchers are still at the mercy of markets and Mother Nature. Those are tough partners, thankfully our food in in the hands of business professionals.

The Kansas Department of Health and Environment on Friday reported 12 new COVID-19 cases in Ellis County had been identified since Wednesday.

As of Friday morning, HaysMed reported 19 COVID-19 inpatients, down from 18 Wednesday. Hays Med also reported an additional death in the last 24 hours, but that number is not reflected in today's KDHE reporting.

The KDHE reported Friday 51.15 percent of eligible Ellis County residents are fully vaccinated, noting the vaccination rate, including recommended third doses for the eligible Kansas population (12 and older) is approximately 49.6 percent.

Since reporting began, there have been 4,467 cases of COVID-19 identified in Ellis County, including 76 coronavirus-related deaths.

Hays Young Professionals to host leadership summit

All the candidates running for USD&nbsp; 489 school board said Wednesday night during a community forum they think the district needs to improve its facilities through a bond, but they had differing approaches.

The district failed to pass bond issues in 2016 and 2017. It's in the process of developing another bond issue.

&nbsp;"As far as the bond issue, we've had two failed in recent years," board candidate Cathy Hopkins, said. "I think it's very important to look at that failure and make sure we're not repeating the same thing over and over again."

She said she hoped the district could work toward a bond that was sound in its time frame and duration. Some critics of the 2017 bond said they would have preferred a 20-year bond versus the 30-year bond that was proposed.

Curt Vajnar, candidate, said as a former teacher, he understood the facility needs in the district.

"In another 30 years, we'll be teaching in tents because it'll be falling down," he said.

He said the school board needs to working as a team to pass a bond issue.

Candidate Tom Wasinger said he thinks there's support in Hays to pass a school bond.

"The trick is finding the right balance, total cost to do what you want to do, making sure the plan has turned over every rock," Wasinger said. "So when you go to the community, you can tell them you've done everything possible to come up with the best plan possible."

"It does come down to transparency in the process and trust to get the work done," Zampieri-Lillpopp said.Candidate Ken Brooks said he loves Hays schools."I want our schools to be safe," he said. "I want them to be good facilities. That's going to mean passing a bond."He said school improvement is not just important to the district, but the entire community.Candidate Casey Herrman said the past bonds have been "blank checks.""We've got to have every cent accounted for. These big bonds to build a new high school and pay big contractors and big architects money — that's not how this is going to go. We need to keep our money local."<h2>Capital outlay</h2>The candidates said they thought bond spending needed to be paired with continued facility repairs through the district's capital outlay plan.Zampieri-Lillpopp said, "I think [the board] is trying to take care of some of that deferred maintenance, trying to cover the safety issues in the buildings, but I know it's not going to be enough."It's not going to cover all of the needs of the buildings, and we need to pass a bond as soon as we possibly can. The students deserve it. The teachers deserve to have donors not have to choose fundraisers for their furniture."Brooks said there isn't going to be enough money in the capital outlay budget to fix all of the facility problems in the schools, and that is why the community needs to move forward on a bond.Herrman said he had not looked at the district's five-year capital outlay plan. Hopkins said building future maintenance into a bond plan will be important. "I think a huge part of it all is that we don't put ourselves in a position 10 years from now that the buildings we just built aren't being taken care of," she said.Vajnar said the district is going to need a bond issue if it is going to get ahead. Wasinger said he did not think bond payments nor salaries should come out of capital outlay.A previous bond proposed taking 2 mills out of capital outlay to lower the bond cost. At one point, maintenance staff wages were also coming out of the capital outlay budget, but that practice has been discontinued."I think on the next bond, it needs to be parallel — the capital outlay budget and the bond — to maximize efficiencies," Wasinger said. <h2>COVID</h2>The candidates differed widely on their thoughts on the district's COVID mitigation policy.Vajnar said he thought USD 489 was doing a good job in handling COVID. He said he thought all decisions on COVID should be made locally. Vajnar, who was teaching in the district in 2020, said no education occurred after children were sent home in spring 2020. "Put a mask on before you don't let my kids be educated," he said. Wasinger said he thought the meetings between school officials and Public Health Officer Jason Kennedy were working well.Zampieri-Lillpopp said she thought the current COVID policy is respectful of the experts while also being conscious of the goal of keeping students in classrooms."We are losing education time when they're on a screen," she said.Brooks said he thought the school district did a great job of seeking advice and putting the COVID mitigation policy together. "I think they've done a good job of keeping our schools open," he said.Herrman has been a vocal opponent of the use of masks in schools. He said he thought the district's COVID mitigation policy is a joke.He said he thought the threshold for COVID mitigation measures was too low compared to other districts. He also said he thought the policy should allow mitigation efforts to be applied to individual schools instead of the whole district."I think it's parental choice," he said. "If you're sick, stay home." Hopkins has also been an opponent of the masks in schools and the district's COVID policy."I believe in parental choice 100 percent across the board when it comes to their children's health," she said."Yes, education is very important or being in the classroom is very important," she said.
