I’m a dog walker and bicycle commuter, so I spend a lot of time on residential streets at less than highway speed. One result of this is that I notice and pay attention to campaign yard signs. As the vote over the proposed anti-abortion amendment approaches, that attention is paying off.

Yard signs get little respect. People say they’re meaningless, yet quickly complain if they suspect efforts to steal them. They’re too basic to share any information besides a single name or message, and so are presumed to have no persuasive impact—but if one candidate distributes signs and their opponents do not, many fear that voters will assume the cause is hopeless, which is the last thing any campaign wants.

In truth, yard signs are a classic 20th-century election tool--and like direct mailing (not yet entirely replaced by e-mailing and texting), door-knocking, or phone-banking, they still play a role. Studies have shown that an effective yard sign effort can impact the behavior of close to 2% of voters—a small amount, but one that might make a difference in a close election. And since the majority of that 2% will likely be clustered around specific residences (the signs you see in your neighborhood have a greater impact on you than those you see on the street), the placement of signs, however seemingly unimportant, may be a signal worth thinking about.

What signal that can be discerned from the yard signs around Kansas for the amendment vote? Going solely off my own limited observations here in Wichita, I can guess at a few.

Pro-amendment signs outnumber anti-amendment signs, but not overwhelmingly—less than the two-to-one Republican-Democratic ratio of campaign signs I’m used to. Also, the correlation between homes where I usually see Republican or Democratic signs and where I’m now seeing pro- or anti-amendment signs is strong, but not total (particularly on the anti-amendment side).

The pro-amendment signs are almost entirely identical—the purple and white image of a mother and child—reflecting the centralized planning, funding, and distribution networks behind the pro-amendment message. The anti-amendment yard signs are more diverse (within a mile of my home I count five different types, and I’ve seen more elsewhere), reflecting the various groups with slightly different messages which many of them prefer to emphasize.

Most striking is the clustering. I’ll see a lone home with a pro- or anti-amendment sign, and a week later they’ve been joined by those on either side, making three amendment signs all in a row. Or a pro-amendment sign goes up, and an anti-amendment sign pops up directly across the street from it, and then another pro-amendment sign appears just two doors down. And so forth.

These observations can’t compare with solid polling, of course. Still, it makes me suspect there is a good deal of discussion, argument, and recruitment taking place behind the doors of the homes where these signs are appearing—certainly more than is typical for an August election anyway.

Yard signs today, whatever their overall impact, are more reflective of personal communication than in years past. The era of operatives marching out to deliver signs in mass to the homes of party or church or club members is a thing of the past. If your neighbor has a sign supporting or opposing the amendment in their yard, the odds are that they bought it themselves, really believe in it, and might even talk about it. That can give neighbors pause, even cause them to rethink. And it is in those realizations and exchanges where close elections can be won or lost.&nbsp;

TOPEKA — The Kansas Department of Health and Environment has issued a boil water advisory for&nbsp;the city of Smith Center public water supply system.

Customers should observe the following precautions until further notice:

The advisory took effect on July 9 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a water line break resulting in a loss of pressure in the distribution system. Failure to maintain adequate pressure may lead to a loss of chlorine residuals and result in bacterial contamination.

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Hays city commissioners got their first glance at the proposed 2023 budget Thursday evening.

"The budget's balanced. We've put money into reserves. The 25 mill levy is maintained," said Toby Dougherty, city manager, in a review of the budget highlights. "These are things we try to achieve every year."

The city's mill levy has remained the same the past 13 years.

Something new in 2023 is the plan to hire two additional employees.

Those two positions would be for maintenance workers - one in the solid waste department, the other in the department of water resources' production and distribution division.&nbsp;

The number of solid waste customer accounts has grown, Dougherty explained, and there's also been growth in the water resources system.&nbsp;

"Jeff Crispin (water resources director) can get by now with his crew, but he has a hard time being proactive, and as you know, if you're not proactive it's going to cost you more money eventually."

"I like that we're having growth and need more employees," said Reese Barrick, commissioner.&nbsp;

All 184 city employees are slated for a cost of living increase in 2023. The budget will continue including $11,000 per employee for health insurance.&nbsp;

City services, such as fire and police protection, parks, and public works are financed in the general fund. Most of the money comes from the city's sales tax.

Sales tax revenues are expected to be up 10% this year compared to 2021, and are projected to be up 5% in 2023.&nbsp;

Part of the revenue comes from the city's portion of the recently passed Ellis County quarter-cent sales tax, estimated at $1.1 million dollars.

Dougherty noted the $7.6 million transfer to commission capital reserves is "quite large" due to several factors.

A big portion of that is federal relief the city received through the American Rescue Plan (ARPA) ACT during the COVID-19 pandemic.&nbsp;

"The commission capital reserve is your savings account that allows you to pay cash for projects."

Hays is believed to be the only city in Kansas which pays for cash for its projects, according to Assistant City Manager Collin Bielser, which results in interest payment savings.

Also in the general fund are requests for monies from outside agencies, including the CARE Council which funds a number of social services, along economic development dollars requested from the city's scholarship program at Fort Hays State University, Grow Hays, and the Hays Chamber of Commerce. This is the first time the chamber has requested city funding.

Other non-profit quality-of-life groups have requested funding in 2023 through the Convention and Visitors Bureau. Those are the Ellis County Historical Society, Hays Arts Council, Wild West Festival, Downtown Hays Development Corporation and Sister Cities.

The total amount requested by the groups - $556,116 - is nearly $72,000 more than what was allocated last year.&nbsp;

"The budget (for outside agencies funding) is the same as it was last year, so the commission will have to have a discussion on that," Dougherty said.

Assessed valuation for Hays, as determined by the county, is up 12% at $267.2 million dollars.

Just like everyone else's budget, adjustments have been made for rising fuel prices. The city's allocation for fuel has increased by $70,000.&nbsp;

Commissioners will review the proposal in more detail July 21 and again August 4, which will focus on the funding requests from the outside agencies.

"We always give the commission some time to review, absorb, think about the budget and talk about it before asking about outside agency funding requests."

The 2023 capital improvement plan includes an extra $1 million for improvements to East 13th Street, anticipating more traffic as USD 489 begins its planned construction of a new high school east of the current building.

Also in capital improvements is $9 million dollars for design of the R9 Ranch long-term water supply project.

Hays Post will have an update on the long-awaited project next week.&nbsp;

Commissioner Shaun Musil thanked city staff for their work on the budget.

"Seems like we're continuing to stay aggressive with street maintenance, water," Musil said. "I like it that we stay ahead instead of behind like a lot of communities do."&nbsp;

"I like that we're staying ahead while still putting money into the reserves fund," agreed Commissioner Barrick.

The budget hearing and subsequent adoption is scheduled for September 8.

Although Commissioner Sandy Jacobs was absent from Thursday's meeting, Dougherty said he had already reviewed the budget proposal with her individually.

🎥 Hays' 2023 budget draft remains at 25 mills, including employee pay raises 

Since its founding in 1947 by the late Harold G. Palmer, thousands of students have attended High Plains Music Camp on the campus of Fort Hays State University.&nbsp;

High Plains Music Camp celebrates 75th anniversary

“My doctor said I need glasses (so I got wineglasses…).”&nbsp;

That’s a paraphrase of a light-hearted saying posted on a sign in a winetasting room in rural Kansas, where an innovative family is producing wine and using it to create new opportunities.&nbsp;&nbsp;&nbsp;

Allen Schmidt and family are owners and founders of Resurrection Vineyard near Hays.&nbsp;&nbsp;The vineyard is located on the fifth generation family dairy farm where Schmidt grew up.&nbsp;&nbsp;He went to the University of Kansas then earned a masters degree in school psychology at Fort Hays State before joining the Army and earning a masters from the U.S. Army War College.&nbsp;

Schmidt served in the Army Medical Service Corps for 32 years, including 12 years in the Army Reserve, and retired as a colonel.&nbsp;&nbsp;&nbsp;

Schmidt left the service in 1981, returned to run the dairy, and then was recalled to the Army. He completed his active duty career as the deputy commander for readiness of the Army Reserve Medical Command, with responsibility for 27,000 soldiers in 165 locations.&nbsp;

After his second stint in the Army, Schmidt and his wife Ellen returned to Ellis County permanently. They have nine children and 21 grandchildren with more on the way. Schmidt served in the Kansas Senate and on the Kansas Board of Regents, among other organizations.&nbsp;

He now serves part-time as planned giving officer for Developmental Services of Northwest Kansas, a non-profit charity that serves persons with intellectual and developmental disabilities. For more information on that, see&nbsp;<a href="http://www.dsnwk.org/">www.dsnwk.org</a>.&nbsp;

The family dairy closed in 1995 but family members continued to live on the place while renting out the farm ground. Schmidt’s son Brett lives there with his wife Ashley and their children. Brett founded an intergenerational day care in Hays.&nbsp;

One day Brett came to Allen and told him that he would like to raise grapes and make wine on the farm. Allen wasn’t sure at first, but then he thought about how this could restore activity on the farm while preserving its rustic culture.&nbsp;

“It’s bringing the farm back to life,” Allen Schmidt said. With that in mind, and as a faith-based family, they chose the name Resurrection Vineyard. The winery opened as a commercial operation in 2017.&nbsp;

The old dairy barn has been converted to the winery. Even the previous dairy equipment is being used, in some cases. A former milk weigh jar, for example, is now used in bottling wine. The milking parlor has been converted to the bottling facility with modern bottling and labeling equipment. “Brett is the winemaker,” Allen said.&nbsp;

The bulk tank room has been converted and used for wine-tastings, which Allen and Ellen host by appointment. Resurrection Vineyard offers five dry wines – a Merlot, Cabernet Sauvignon, Chardonnay, Pinot Grigio, and Riesling – and seven sweet wines:&nbsp;&nbsp;Moscato, Risen Red, Blueberry Pinot Noir, Sweet Legacy, Misty White, Strawberry Sunrise and Apple Blast.&nbsp;

Allen Schmidt and his family are remaking the farmstead as well. Two grain bins have been ingeniously converted to housing. A new structure will incorporate another grain bin and will provide lodging, beginning with the grandkids. “That’s been my dream, having a place where the family can gather,” Schmidt said. He already conducts a grandkids camp in the summer, where the kids can get outside to play and learn on the farm.&nbsp;

Resurrection Vineyard wine is available online and through local stores. It is offered in traditional bottles and resealable plastic containers.&nbsp;&nbsp;&nbsp;

The vineyard is located in a rural area just north of Hays in Buckeye Township, which has a population of 391 people. Now, that’s rural.&nbsp;

“We came back to develop a gathering place for family, friends, and community,” Schmidt said.&nbsp;&nbsp;“We have a lot of fun.”&nbsp;

Founded in 1904, Moundridge Communications Network is a broadband and telephone service provider for customers in the Kansas communities of Moundridge and Goessel. Family-owned and operated, the Weelborg and Smith families have owned the company since 2016.   &nbsp;

Through this acquisition, new business technologies including Cloud Phone, Managed I.T., Security and Surveillance, hardware and software, and backup services will be available to Moundridge customers and customers in the surrounding areas.  &nbsp;

The Moundridge Communications Network local office will continue to operate with existing staff in their current positions.&nbsp;

TOPEKA — The Kansas Department of Health and Environment and the Kansas Department of Wildlife and Parks have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;

A harmful algal bloom may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. &nbsp;ELLIS - The Walter P. Chrysler Boyhood Home and Museum has announce that they are beginning a restoration project partly funded by the Dane G. Hansen Community Grant Fund of the Heartland Community Foundation.

A grant of $3,500 is to be used towards the replacement of the home’s storm windows. An exterior restoration project is beginning. 

It entails the complete scraping, priming and painting of the home. Shutters that were originally on the home will be replaced. New guttering to preserve the foundation and home will be installed plus the replacement of wooden storm windows.&nbsp;

The present storm windows were deteriorated so it is important to replace the storm windows as it will keep dust and dirt from getting into the home and make it more energy efficient. They will also protect the windows from any hail damage that might occur. The new storm windows will also enhance the appearance of the home.

Maintaining the exterior of the home will breathe new life to the home, thereby enhancing the community's commitment to maintain quality attractions for tourism. 

Since 2007, Heartland Community Foundation has built stronger communities and helped donors make a difference through charitable giving in Ellis, Rooks, and Trego Counties. Northwest Kansas bridges among KDOT approved June bids

While Hays was host to various events in celebration of the Fourth of July holiday, no significant incidents were reported to law enforcement.

In total, the Hays Police Department logged 26 calls for service from June 27 to July 5, according to Chief Don Scheibler.&nbsp;

"That's when it's legal to sell fireworks in the state of Kansas," he said.&nbsp;

But Hays restricting the sales and use to only July 2 to 4 was also key to the safe holiday.

"That has really seemed to help," Scheibler said. "One year, we had an extended period where we allowed fireworks and that was just a disaster."

After several years of the three-day limit, he said most area residents comply with the regulations.

"And we are grateful for those folks," he said.

He also said he is appreciative of the patience and understanding showed by the community as fireworks were fired across the city.

Calls to the department concerning fireworks overwhelming come in during the day, often to share a concern about unsafe behavior, Scheibler said.

He said that the department also recived a large influx of calls as the 11 p.m. fireworks curfew passes.

But violators are mostly educated as to the rules.

"[Sometimes] they have a couple more fireworks to shoot off before the night is over and the neighbors call up and express their frustration," Scheibler said.

Officers then used those opportunities to share the regulations, especially with visitors to Hays.

 "A lot of people come to Kansas, and we want them to do that for Wild West Fest and baseball games and those different types of events, and they may not be familiar with our laws and ordinances so the education is a big part of what we do," Scheibler said.

Along with the police department, the Hays Fire Department reported a relatively safe holiday, with no firework-related injuries reported and only minor fires.

"I think everything went really well for our community," said Hays Fire Department Deputy Chief Shane Preston.

In total, the department responded to 12 fireworks-related calls "spread throughout the city" he said.

Those calls included grass fires and fires within trash cans, but the most significant incident was reported after fireworks that were not completely extinguished were placed in the bed of a pickup and reignited, damaging the truck.

"Most were just carelessness," Preston said.

He reported all nine fireworks stands in Hays cleared the department inspections "with flying colors."

The department was also on-scene for the city fireworks show, extinguishing hot spots, but all were "nothing major," Preston said. "We were already there for that purpose."

Outside of the minor fireworks-related calls, Hays events remained relatively calm as well, Scheibler said.

He said the parks department reported that "they didn't have any problems with trash being left in the parks and they were grateful for that."

"Jeff Boyle and his crew spend a lot of time and a lot of effort and the city puts a lot of money towards us having nice parks and they really appreciate it when the community takes care of those beautiful facilities," Scheibler said.

Along with parks, he praised the organizers of the annual Wild West Fest, and said the event was "pretty much uneventful for us."

"It's a great family event," Scheibler said. "The Wild West Fest committee does a wonderful job of making that all come together and a shout out to the Kiwanis Club. They handle the beer garden portion for the Wild West Fest and we didn't have any reports of underage drinking down there. We didn't have any disturbances in there. They just did a really nice job of keeping that very low key and I think people appreciate that."

And the annual parade was also safer than ever he said.

"The parade had 55 great entries and just went really, really well," Scheibler said. "I really appreciate the Wild West Fest in terms of making those
parades safer. Almost all the [entries were] just walking alongside, passing out candy, not throwing it from the end. That made it much safer. We really appreciate that the Wild West Fest committee stresses that community safety."

Overall, he said the holiday can be nerve-wracking for first responders, but the way the community comes together created a fun weekend.

"To be in Hays, Kansas, for the Fourth of July weekend and see all the fireworks going off across the community and the sky is just lit up and for the most part people are very responsible, very respectful. It's just a great family weekend here," Scheibler said.

No major incidents reported in Hays during holiday festivities

Twenty-three new law enforcement officers graduated from the Kansas 
Law Enforcement Training Center on July 1st at a ceremony held 
in the KLETC Integrity Auditorium.&nbsp;

Officer Andrew Lee of the Riley County Police Department was the 
graduating class president. The speaker for the ceremony was Sheriff 
Russ Thorton of the Ottawa County Sheriff’s Office. Rob McClarty, KLETC 
Senior Instructor of Police, was the Class Coordinator for the 295th 
Basic Training Class.

Officers Julia Raymann and Justin Smithson of the Riley County Police
 Department were placed on the Director’s Honor Roll for achieving an 
overall academic average of 94% or higher. Officer Raymann was also the 
recipient of the Larry Welch Award of Academic Excellence for having the
 highest overall academic score of 96.35%. Officers Raymann and 
Smithson, along with Officer Toney Asquith of the Galena Police 
Department, were inducted into KLETC’s 200 Mile Club. Officer Asquith 
also received the Fitness Medal for having completed 239.23 miles as a 
member of the 200 Mile Club. Officer T.J. Powell from the Hutchinson 
Police Department was recognized during the ceremony for his firearms 
proficiency as the class’ “Top Shot."

Graduates receive certificates of course completion from KLETC and 
Kansas law enforcement certification from the Kansas Commission on Peace
 Officers’ Standards and Training, the state’s law enforcement licensing
 authority. The training course fulfills the state requirement for law 
enforcement training. Classroom lectures and hands-on applications help 
train officers to solve the increasingly complex problems they face in 
the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the 
majority of municipal, county, and state law enforcement officers in 
Kansas and oversees the training of the remaining officers at seven 
authorized and certified academy programs operated by local law 
enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training 
programs. KLETC offers continuing education and specialized training to 
over 10,000 Kansas officers each year. KLETC is located one mile west 
and one mile south of Yoder, near Hutchinson, and is a division of the 
University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in March 2022, represented 
multiple municipal, county, and state law enforcement agencies from 
across Kansas. Among the graduates was:

RUSSELL COUNTY—One person was injured in an accident just after 7p.m. Thursday in Russell County.

The Kansas Highway Patrol reported a 2005 Chevy SUV driven by Delmer J. Williams, 54,&nbsp; Los Angeles, Calif. was eastbound on Interstate 70 near Bunker Hill Road.

The driver lost control of the vehicle.&nbsp; The SUV traveled through the&nbsp; ditch, the KDOT fence, continued across Old Highway 40 and entered a milo field.

EMS transported Williams to the hospital in Russell.&nbsp; He was properly restrained, according to the KHP.

The biggest strength of Kansas Farm Bureau (KFB) is its grassroots policy process that undergoes at least a year of debate before it’s enshrined in the organization’s policy book. This manual serves a blueprint for the advocacy work of state staff in the Kansas Legislature. In 2022, this member-driven process was crucial to improving farming, ranching and rural living during the legislative session. The success Kansas Farm Bureau had during the last legislative session will affect everyone in agriculture or living in a rural community in some fashion. Some of the wins are unlikely to be undone anytime soon and others could prove to be more fleeting without continued engagement. As of July 1, several of these polices are now laws codified in Kansas statutes. That’s proof that a group of dedicated people working toward a common goal can make the ultimate influence on the political process. Turning policy into action is not an easy endeavor, so it’s worth acknowledging when it does happen. Here are a handful of examples of how Farm Bureau members of Kansas and other likeminded organizations had an impact in Topeka: Fencing Tax Exemption:&nbsp;KFB successfully testified in support of a law the exempts fencing supplies and services from sales tax to repair fencing damaged or destroyed by natural disasters including wildfires. Those exemptions are permanent for all farmers and ranchers. Based on calculations from the Kansas Division of Budget and the Kansas State University Land Use Survey Center, this sales tax elimination will save farmers and ranchers approximately $865 for each mile of fence, a number that will grow alongside the cost of materials and labor. Funding for Rural Housing:&nbsp;Kansas Farm Bureau was one of nearly two dozen organizations that successfully lobbied for an investment in rural housing of more than $100 million. The money will come from the state’s extraordinary budget surplus and unspent federal COVID-19 relief funding. Included in the spending package is $40 million to spur moderate-income housing programs. An additional $20 million is dedicated specifically to rural housing. Expansion of Rural Veterinary Program: KFB supported legislation that will expand the Veterinary Training Program for Rural Kansas, addressing a shortage of veterinarians across the state. The legislation will allow more flexibility in where Kansas State University graduates can establish a practice and receive up to $25,000 per year in student loan forgiveness. The law also adds flexibility to increase the number of recipients beyond the maximum of five if funding is available. Pasture Tax Fix:&nbsp;KFB successfully supported a policy change in how pastureland enrolled in the federal Conservation Reserve Program (CRP) Grasslands are classified for Kansas property tax purposes. Without this fix, land that has always been in pasture and then enrolled in the CRP was in danger of being classified as higher-value dryland farm ground for property tax purposes. Water Issues:&nbsp;Kansas Farm Bureau staff testified against proposed legislation that would have consolidated the state’s water regulatory agencies because it would have increased government bureaucracy and consolidated enormous power under the control of a single political appointee, in addition to other measures that go against KFB’s policy. While the proposal was ultimately unsuccessful, it has prompted a review of KFB policy on water issues with regional meetings scheduled around the state, including July 6 in Hutchinson, July 7 in Dodge City, July 12 in Hoxie and July 14 in Burlington. As the final issue illustrates, effectively implementing policy is a job that never ends. It requires continued discussion and refinement, and the ability to react quickly when there’s an opening. Kansas Farm Bureau will continue seeking feedback, forging alliances and pushing politicians to create rules and regulations allowing agriculture to flourish in Kansas and beyond.

This manual serves a blueprint for the advocacy work of state staff in the Kansas Legislature. In 2022, this member-driven process was crucial to improving farming, ranching and rural living during the legislative session. The success Kansas Farm Bureau had during the last legislative session will affect everyone in agriculture or living in a rural community in some fashion. Some of the wins are unlikely to be undone anytime soon and others could prove to be more fleeting without continued engagement. As of July 1, several of these polices are now laws codified in Kansas statutes. That’s proof that a group of dedicated people working toward a common goal can make the ultimate influence on the political process. Turning policy into action is not an easy endeavor, so it’s worth acknowledging when it does happen. Here are a handful of examples of how Farm Bureau members of Kansas and other likeminded organizations had an impact in Topeka: Fencing Tax Exemption:&nbsp;KFB successfully testified in support of a law the exempts fencing supplies and services from sales tax to repair fencing damaged or destroyed by natural disasters including wildfires. Those exemptions are permanent for all farmers and ranchers. Based on calculations from the Kansas Division of Budget and the Kansas State University Land Use Survey Center, this sales tax elimination will save farmers and ranchers approximately $865 for each mile of fence, a number that will grow alongside the cost of materials and labor. Funding for Rural Housing:&nbsp;Kansas Farm Bureau was one of nearly two dozen organizations that successfully lobbied for an investment in rural housing of more than $100 million. The money will come from the state’s extraordinary budget surplus and unspent federal COVID-19 relief funding. Included in the spending package is $40 million to spur moderate-income housing programs. An additional $20 million is dedicated specifically to rural housing. Expansion of Rural Veterinary Program: KFB supported legislation that will expand the Veterinary Training Program for Rural Kansas, addressing a shortage of veterinarians across the state. The legislation will allow more flexibility in where Kansas State University graduates can establish a practice and receive up to $25,000 per year in student loan forgiveness. The law also adds flexibility to increase the number of recipients beyond the maximum of five if funding is available. Pasture Tax Fix:&nbsp;KFB successfully supported a policy change in how pastureland enrolled in the federal Conservation Reserve Program (CRP) Grasslands are classified for Kansas property tax purposes. Without this fix, land that has always been in pasture and then enrolled in the CRP was in danger of being classified as higher-value dryland farm ground for property tax purposes. Water Issues:&nbsp;Kansas Farm Bureau staff testified against proposed legislation that would have consolidated the state’s water regulatory agencies because it would have increased government bureaucracy and consolidated enormous power under the control of a single political appointee, in addition to other measures that go against KFB’s policy. While the proposal was ultimately unsuccessful, it has prompted a review of KFB policy on water issues with regional meetings scheduled around the state, including July 6 in Hutchinson, July 7 in Dodge City, July 12 in Hoxie and July 14 in Burlington. As the final issue illustrates, effectively implementing policy is a job that never ends. It requires continued discussion and refinement, and the ability to react quickly when there’s an opening. LINCOLN, Neb. — Madelyn Martin of Hays, a recent graduate of Hays High School, is among 43 incoming first-year students selected to join the Nebraska Business Honors Academy at the University of Nebraska-Lincoln this fall. Comprising the academy's 10th cohort, the students hail from six U.S. states and 13 Nebraska communities.

"This cohort exemplifies how Huskers create the future they want to see," said Kathy Farrell, James Jr. and Susan Stuart Endowed Dean of the College of Business. "They bring to Nebraska Business extensive experiences in leadership and academic achievements. These students will hone their academic and leadership skills, stretching their strengths together as they transform into future business leaders."

The cohorts complete most of their core and foundation business curriculum together using an action-based learning style focused on the development of critical thinking, technical and communication skills. Students choose from 11 academic majors in the College of Business, including business and law, offered in partnership with the Nebraska College of Law.

"We're incredibly excited to welcome our 10th cohort to the academy," said Erin Burnette, the academy's director. "This marks a key milestone for our program, and this group of students is the perfect compilation of talents, skills and ambitions to join the academy ranks."

The new students will participate in leadership activities and student competitions across the country to enhance their professional communication. The students will also participate in internships. This summer, more than 50% of academy students are participating in paid internships in 13 states and two countries.

Academy students also study abroad. Since January, 28% of the students have studied abroad in eight countries.

"These students are bright, eager and community-focused individuals, and I have no doubt they will quickly find ways to positively impact the academy, the College of Business and the university as a whole," Burnette said. "Our team feels very honored to be able to have a front-row seat as we help this cohort learn, grow and realize their potential as they progress through their college career."

Academy students are involved in more than 150 student organizations on campus, serving in a variety of leadership roles. Graduates have taken their talents to careers and graduate schools spanning 29 states and five countries.
