KDHE: Just 3 COVID cases in Ellis Co. since Wednesday

Topeka March 11, 2022

On Wednesday of this week, the House of Representatives debated five bills. Here are some of the details of those bills:

* Senate Bill 2 would allow the Kansas State Fair Board to designate a common consumption district on the fair grounds. Also, of the taxes collected from the gross receipts from the sale of alcoholic liquor, 30% shall be credited to the State General Fund. This bill passed, 87-31.

* House Bill 2462 amends current law to remove committee membership requirements for legislators appointed to the Joint Committee on State-Tribal Relations. This bill passed, 118-0.

* Senate Bill 421 authorizes a payment from the State General Fund of $1 billion to the Kansas Public Employee Retirement System (KPERS) unfunded liability. By authorizing this payment, we would eliminate a layered payment with a current interest rate of 7.75% and lowering the unfunded liability, both of which is an annual cost savings. This passed 113-5.

* House Bill 2652 extends the expiration dates for certain portions of the governmental response to the COVID-19 pandemic. This bill passed 102-7.

* The final bill was 2466 which states during the 2023-2024 school year, each high school shall offer at least one course of computer science or submit a plan to the State Board of Education regarding how the district plans to offer a computer science course. This bill passed 115-4. I voted in favor of all five bills.

This week the House Appropriations Committee completed all of the budget recommendations from the respective budget committees. We had the budgets of the Kansas Department of Transportation, Department of Corrections, and the Postsecondary Education system on Monday. We continued Tuesday with the budgets for the Kansas Department of Labor and the Judicial Branch. Wednesday, we had the budget recommendations for the Kansas Department for Aging and Disability Services and the Department of Children and Families. We concluded the budget recommendations with the Kansas Department of Education. Next week, we will be compiling all the budget recommendations to reconstruct the House’s position for the state budget.

Convention of States &amp; Legislative Forums

On Tuesday, the House of Representatives debated a resolution that would apply to Congress to call a convention of the states. This resolution has been discussed in prior legislative sessions and this is the third time that we have debated it on the House Floor.

House Concurrent Resolution 5027, if passed, would make an application for Congress, under Article V of the US Constitution, for a convention to propose amendments that would impose fiscal restraints on the US Federal government, limit the power and jurisdiction of the Federal government, and set term limits for federal officials. Currently, only 17 states have passed similar resolutions, where there needs to be 34 in order to call the convention. There were numerous amendments proposed during the nearly two-hour debate, though many did not pass.

The resolution failed as it requires a supermajority to pass out of the house with 84 votes. I voted “yes.”

This month I will be conducting numerous legislative townhalls throughout the 109th Kansas House District. On Thursday, March 24, Senator Elaine Bowers and I will be starting the day in Mankato at 8:30 AM. We will then have a townhall in Smith Center at 10 AM. In the afternoon, we will then move to Osborne for a scheduled townhall at 1 PM and then move on to Paradise United Methodist Church for one scheduled at 3 PM. On Saturday, March 26, we will be conducting a townhall at Violette’s Coffee Shop in Lincoln at 9 AM.

During a three-week stretch in the first semester, the Fort Hays State University women’s basketball team was ranked No. 1 in the nation among all NCAA Division II schools.

Tiger Head Coach Tony Hobson will tell you that his assistant coaches &nbsp;are the best in the country every week.

Hobson is the coach you will see pacing the sidelines at this weekend’s NCAA Division II Central Regional at Gross Memorial Coliseum. With his game face on, Hobson will call out plays to his team and even chat a little with referees as they run down the court.

But the assistant coaches on the bench play just as vital of role for the Tigers, the fourth-ranked team in NCAA D-II and the top seed in the Central Regional with a 28-3 record.

Both Talia Kahrs and Paige Lunsford are former FHSU players of Hobson’s – and it’s no coincidence they are still a part of his team.

“When I hired Talia or Paige I knew exactly what I was getting,” said Hobson, in his 14th year at FHSU. “I knew them personally and the type of loyalty they had for our program and for me. I knew their work ethic and their knowledge of basketball. They were easy hires.”

Hobson calls coaching with two of his former players a luxury. It got even better last year when former Tiger standout Kacey Kennett joined the staff as a volunteer assistant.

Kennett, a four-year starter for the Tigers from 2017-20, is working on her master’s degree in health administration. She would like to coach someday and jumped at the chance to absorb more of Hobson’s acumen.

Kahrs was recruited by Hobson in 2007 when he coached at Hastings College in Nebraska. A daughter of a high school coach, Kahrs was familiar with a coaching life. She followed Hobson to FHSU when he was hired as the new Tiger coach in 2008, and they have been together ever since.

After receiving her undergraduate degree in 2012, Kahrs was offered a job to coach volleyball and basketball at Trinity Bible College in North Dakota. But the opportunity to coach with – and learn more from – Hobson was too great to pass up. She said “no” to the college job in North Dakota and decided to begin work on a master’s degree at FHSU. Hobson’s assistant at the time then accepted a head coaching job in Nebraska, and Kahrs took over the Tigers’ assistant role.

“That was a big decision back then,” Kahrs said. “Looking back, it was definitely a blessing that I decided to stay at FHSU and work on my master’s.”

Hobson is the winningest coach in FHSU women’s basketball history (310-108 record), and Kahrs has been a part of it all. The decision to stay in Hays has worked out personally, too. Kahrs met her husband, Garrett, while in graduate school. He now drives the Tiger bus on road trips, and their 3-year-old daughter, Malaki, gets to tag along with them.

Lunsford, who played for Hobson and the Tigers from 2012-16, did try her hand at college coaching away from Hays for one year. She graduated from FHSU in 2016 and joined the staff at Barton Community College in Great Bend. But the pull to return to her hometown – and FHSU – won out.

“Fort Hays State has been nothing but a blessing to me since I stepped on campus as a freshman,” said Lunsford, a former standout at Hays High School. “I loved playing for Coach Hobson and Talia, so I decided to come back and get my master’s and coach with them as a grad assistant.”

A third full-time coaching position was added for both FHSU men’s and women’s basketball in 2019.

Hobson said it was an easy decision who that would be for the women’s program. He said only once in his 30-year career has he hired he didn’t know personally. That didn’t work out, so he hasn’t done it since.

“When you hire someone you are familiar with, not only do you know them, but they know you,” he said. “That takes away a lot of the uncertainty of hiring new coaches.”

Kahrs and Lunsford are certain they made the right choice, too.

“Besides all his basketball knowledge, Coach Hobson is really passionate about the game and really cares about his players,” she said. “I admire all of those things in him.”

Lunsford agreed, saying the consistency of the FHSU coaching staff is invaluable.&nbsp;

“We know what Coach expects, and you don’t have to wonder what he wants done,” Lunsford said. “We’re all able to do our individual roles really well, which makes our collective effort more successful.”

The collective effort of this Tiger threesome is the epitome of success. After winning the MIAA regular-season and tournament titles, the Tigers earned the right to host the Central Regional for a third time.

Anyone watching this weekend’s FHSU’s regional games, whether in person or online, will see Hobson strolling the sideline, game face on.

He obviously knows what he’s doing. He won three national championships at Hastings College and has coached FHSU to NCAA D-II tournament appearances seven of the past eight years.

But, Hobson says “there’s nothing in our program that Talia or Paige can’t do.”

That has to be a scary thought for opponents.

FHSU’s Hobson: ‘My assistants are second to none’

Another half-inch of snow fell in Hays Thursday morning, resulting in&nbsp; nine inches total from the late winter storm that blanketed most of northwest Kansas Wednesday night.

According to the official report from the K-State Agricultural Research Center south of town, Hays has seen 16.2 inches of snow so far this year.

Precipitation still lags behind by more than an inch and a half for the year.

The 153 cumulative average precipitation in Hays by the end of March is 2.46 inches. To date, Hays has received just 0.81 of an inch.&nbsp;

The newly released U.S. Drought Monitor shows all of Ellis County (3 down, 5 right from upper left corner) in severe drought.&nbsp;

Late winter storm snowfall total in Hays is 9 inches; Ellis Co. in severe drought

TOPEKA — The Kansas Chamber announced its 2022 Leadership Kansas class, which includes two Hays residents.

Sara Bloom is executive director of the Downtown Hays Development Corporation. Schamra&nbsp;Detherage is vice-president of human resources for Midwest Energy.&nbsp;

As one of the oldest and most prestigious statewide leadership programs in the country, Leadership Kansas, or LK, is focused on developing and motivating Kansas leaders from across the state.

Kansas Chamber President and CEO Alan Cobb said the Kansas Chamber is excited to welcome the newest Leadership Kansas class — a great representation of the state's demographics.

"Leadership Kansas has a long history of fostering greater awareness and understanding of statewide economic, business, and political issues. The program helps develop our state leaders to make Kansas a stronger and more vibrant business engine," said Cobb. "Graduates of the LK program have gone on to take on key leadership roles at the local, state, and national levels."

Leadership Kansas received more than 600 nominations for the 2022 program. After a thorough&nbsp;and thoughtful application and selection process, the selection committee chose 40 individuals for the 2022 class.&nbsp;

The committee and the Leadership Kansas Board of Advisors make every effort to ensure the class reflects the state in regard to geographic, ethnic, occupational, and gender diversity.&nbsp;

The program begins in April with an orientation session in Lawrence and ends with graduation in October after the completion of seven sessions.

The other cities the 2022 class will visit for this year's program include Garden City, Liberal, Overland Park, Olathe, Lenexa, Kansas City, KS, Leavenworth, Hays, Pittsburg, Hutchinson, Wichita, El Dorado, Manhattan, and Topeka.&nbsp;

&nbsp;Throughout the seven-month program, the class interacts with a variety of experts and community leaders through three-day educational training sessions. Two Hays residents selected for 2022 Leadership Kansas class

Habitat for Humanity of Ellis County is seeking home repair applications for low-income homeowners within Ellis County. Programs currently offered are a Brush with Kindness and Critical Home Repair.

A Brush with Kindness repair program includes painting, minor exterior building repair, window repair or replacement, and weatherization. This also includes minor landscape grading to provide adequate drainage away from residence, porch repair and ADA compliant handicap ramp construction or repair.

The Critical Home Repair program includes ramp access to primary entrance, handrail to primary entrance, and grab bars in the bathroom. Also covered is minor roof repair, floor repair, plumbing, electrical and any other repairs that would affect the health and safety of the homeowners.

Applicants agree to partner with Habitat to perform sweat equity such as helping with repairs or providing snacks for the volunteers during the repairs. Applicants must exhibit an ability to repay. Three-day weather outlook

If you struggle with the switch to daylight saving time, you might feel enlightened to learn it's not just in your head. It involves an interplay between the clock, sunshine and your body at a cellular level.

Planning ahead to shift clocks forward one hour, which happens this year on March 13, could ease the transition, say sleep experts, who see the time change as a serious health threat.

"We all lose an hour of sleep from time to time," said Dr. Beth Malow, director of the sleep division at Vanderbilt University Medical Center in Nashville, Tennessee. But daylight saving time is more than that.

For starters, "it's not just that one hour," Malow said. It can lead to more.

High school students, for example, lost an average of 32 minutes of sleep on weeknights following the shift, for a net loss of 2 hours, 42 minutes that week, according to a small 2015 study in the&nbsp;<a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4513265/">Journal of Clinical Sleep Medicine</a>.

According to the&nbsp;<a href="https://jcsm.aasm.org/doi/10.5664/jcsm.8780">American Academy of Sleep Medicine</a>, effects of the time change might last for months. Some of those effects appear serious.

"People are more prone to having some types of cardiovascular events because of the change in time," said Girardin Jean-Louis, director of the Center on Translational Sleep and Circadian Sciences at the University of Miami Miller School of Medicine in Florida. Research shows the risks of having a&nbsp;<a href="https://www.mdpi.com/2077-0383/8/3/404/htm">heart attack</a>,&nbsp;<a href="https://www.sciencedirect.com/science/article/abs/pii/S1389945716302222">stroke</a>&nbsp;and episodes of an irregular heartbeat called&nbsp;<a href="https://www.sciencedirect.com/science/article/abs/pii/S1389945720300496">atrial fibrillation</a>&nbsp;can increase after the time change.

The shift to daylight saving time differs from the jet lag that accompanies travel because of our biology, Malow said.

Many of our organs have internal clocks, she said. A key signal for those body clocks, or circadian rhythms, is light. If you travel from Chicago to New York, you lose an hour, but a shift in the light cycle accompanies the change. When it's time to spring forward, you don't get that cue.

Younger, healthier people may adjust more quickly, Jean-Louis said. But for older people, or those with medical conditions that affect their sleep, "it's a much, much harder task to try to get back to schedule."

Although some defend daylight saving time for economic and other reasons, Jean-Louis and Malow, like the American Academy of Sleep Medicine, said a fixed year-round time would be the healthiest approach. But, as Jean-Louis said, "that's not going to happen anytime soon."

– Take sleep seriously. Most adults need at least seven hours a night, the&nbsp;<a href="https://www.cdc.gov/sleep/about_sleep/how_much_sleep.html">Centers for Disease Control and Prevention</a>&nbsp;says. Older and younger people may need more. Yet a third of U.S. adults are sleep-deprived,&nbsp;<a href="https://www.cdc.gov/media/releases/2016/p0215-enough-sleep.html">CDC data show</a>. The shift to daylight saving time can exacerbate that, Malow said.

– Make a gradual shift. Most people don't adjust until the day of the change, Jean-Louis said. But if you start a few days ahead, shifting bedtime by 20 minutes a day, "it's easier for you to get accustomed to the new clock."

– Don't sleep in on Sunday. It's tempting, Malow acknowledged. "But really try to get up at your usual time and get exposed to light, because that bright light in the morning will help you wake up, and it will also help you fall asleep easier at night."

– See the light. Jean-Louis also emphasizes light exposure in the morning. "You could wake up one hour early and take a walk facing east so that you have exposure to the sun as it rises." Again, starting a few days ahead of time is important, he said.

– Coffee? OK, but be careful. Malow and Jean-Louis are coffee drinkers. And both say it's great for keeping you alert in the morning. But only drink it early in the day. "If you're having coffee at about 3, 4 or 5 p.m., that's just not good," Jean-Louis said, "because it can trigger a cascade of dysregulated sleep cycles, which influence your ability to get a good night's sleep."

– Don't use alcohol to help you fall asleep earlier. "That can actually interrupt your sleep in the middle of the night," Malow said.

– Limit screens. The blue light from screens is "kind of like being exposed to sunlight late at night," Malow said. So limit time looking at them, especially at bedtime. "Try reading a book or do something that doesn't involve that light. If you absolutely have to be on your computer or phone, use settings that help cut down on the light."

– Help the kids. Parents of small children know that time changes can be rough. But most of the advice for adults also works for kids, Malow said. "Try to get them to bed a little earlier the few days leading up to it," she said. And "pay attention to getting them out in the bright light as much as you can once we make the change so they can acclimate."

– Address persistent problems. If someone has a regular problem falling or staying asleep, or if they have signs of sleep apnea such as snoring or excessive sleepiness, "they really should get it checked out" by a doctor, Malow said. Sleep is important not only for feeling good, "but it can make a tremendous difference on our health, including our heart health."

Light snow is forecasted to continue until mid-day. A winter storm warning remains in place until noon.

8.5" of snow in Hays, so far

TOPEKA - The free document destruction event scheduled for Haysat the Sternberg Museum of Natural History on Thursday, March 10 has been canceled for today.

Because of winter weather conditions, the event, planned by the Attorney General's Office as part of National Consumer Protection Week, has been canceled.

Document destruction events planned for other locations in the state the remainder of the week are still scheduled to occur.

Free document destruction event canceled in Hays

A new exhibit at the Sternberg Museum of Natural History illustrates how tiny one-celled organisms that lived millions of years ago can help us predict the future of Earth's climate.

The traveling exhibit is titled "In Search of Earth's Secrets" it includes a large map of Earth which shows where&nbsp; geological core samples have been taken during the last 50 years, interactive displays, a video wall, as well as a giant inflatable ship.

Funded by the National Science Foundation,&nbsp;"In Search of Earth's Secrets"
 is a five-year project designed to create exciting “pop-up” science events
 in the style of pop-up restaurants, stores and art fairs.

Core samples have been taken from hundreds of locations all around the planet, including the Earth's oceans. Scientists can glean insights into prehistoric life, earthquakes and past climates based on the core samples, which can span deposits laid down millions of years ago.

"Doing anything in the deep ocean is expensive," Reese Barrick, museum director, said. "It's been running for 50 years, and it gets the most information about understanding past climate, environmental hazards and geologic history and sea level changes.

"Almost everything we know about those particular topics, comes from this program."

As the scientists study these core samples, they look for indications of one-celled organism that lived in ancient oceans. Certain organisms were more prevalent when waters were warmer and others were more dominant when temperatures were cooler. 

In this way, the researchers can track how climate changed over time in the past. 

They can also extrapolate what climate may do in the future and how that might affect modern life on Earth.

"You can get dates and times," Barrick said. "You can now correlate what happens to sea level when climate goes this way. Is there a lag time or a delay of 100 years or 1,000 years or is it tightly wound?

"We can correlate, sea level, climate and natural disasters, tsunamis and hurricanes. Then you can look forward and say climate's changing in this direction. What is that going to mean for our sea levels?

About 40 percent of the world's population lives within 60 miles from a coast.

"Every experiment on climate has been done in the past," Barrick said. "When we look to the future and we&nbsp; don't know what's going to happen, we can look to the past to what has happen and it's a pretty tight fit for what will happen."

By analyzing core samples, scientists may be able to narrow changes in climate from ten of thousands of years to maybe 100 years — within the scale of a human lifetime.

The exhibit has an example of a core sample as part of one of it's interactive displays. Iron deposits are present in these samples. When those deposits were laid down, they magnetically lined up with the planet's poles. You can run a magnet up and down the sample and see how the magnetic poles changed over the course of time.

"It tells you how we know what we know," Barrick said.

Core samples revealed the blast zone of a huge asteroid that hit the planet and likely lead to the extinction of the dinosaurs, Barrick said, standing over the area, which was highlighted on a large floor map.

The inflatable ship that accompanies this exhibit is symbolic of the scientific vessels that travels year-round collecting core samples from the oceans. Local museum staff members have the capability to connect via videoconferencing to the research vessel, so visitors can interact with working scientists.

The Sternberg is partnering with Girl Scouts on this project. Girls ages about 11 and older will be trained to be volunteer docents for the exhibit. They will help with hands-on demonstrations, as well as handing out surveys to visitors. More information will be released on this at a later date.

"They will get a change to explore the exhibit themselves and hopefully get a chance to learn about oceans," Barrick said.

The Sternberg also plans to partner with the Hays Public Library to offer events in conjunction with its reading program this summer.

The exhibit will be at the Sternberg through March 30. It will then

Sternberg exhibit tells story of climate through core samples

TOPEKA&nbsp;– Kansas Department for Aging and Disability Services Secretary Laura Howard announced today that the agency has appointed Kathy Stiffler, Ph.D., to serve as superintendent at Kansas Neurological Institute effective March 28.

Stiffler will join KNI after a 10-year role as senior vice president for adult services with the Capper Foundation in Topeka where she directed all supports for adults with developmental disabilities across three Kansas counties. She has 40 years of experience working with individuals with intellectual disabilities that includes time at Norton State Hospital, her own agency serving individuals in the Topeka area and seven years as a unit director and qualified intellectual disability professional at KNI from 1990 to 1997.

“Kathy is a skilled supervisor and manager committed to person-centered services and supports and we’re confident her experience over the years will enhance the lives of the individuals living at KNI and the effectiveness of the programs at the hospital,” said Scott Brunner, KDADS Deputy Secretary for Hospitals and Facilities. “We’re excited to have her return to KNI to serve as superintendent.”

Stiffler earned a bachelor's degree from the University of Colorado, Boulder, in 1981, a master's in management at Baker University in 1995, and a doctor of&nbsp; philosophy in organization and management from Capella University in 2007.

The announcement comes after Superintendent Brent Widick announced his retirement late last year and Acting Superintendent Barney Hubert was named to lead the hospital until a permanent replacement was found. Acting Superintendent Hubert will continue in that role until April 8 to assist in the transition.

HaysMed&nbsp;was recently named one of the top 20 rural and community hospitals in the country. HaysMed was the only hospital in Kansas to earn this designation.

The National Rural Health Association has announced the 20 highest-ranked prospective payment system hospitals in the country based on an evaluation by the Chartis Center for Rural Health. The hospitals are identified using the Chartis Rural Hospital Performance INDEX, the most comprehensive and objective assessment of rural PPS hospital performance. These hospitals will be recognized May 12 during&nbsp;<a href="https://www.ruralhealthweb.org/summit">NRHA’s Rural Hospital Innovation Summit</a>&nbsp;in Albuquerque, N.M.

The determining factors for the top 20 rural and community hospitals are based on eight indices: inpatient market share, outpatient market share, quality, outcomes, patient perspective, cost, charge, and financial efficiency. “HaysMed&nbsp;is proud of the efforts of its physicians and Associates who have contributed to our hospital achieving this designation,” said Eddie Herrman, president and CEO.&nbsp;“Our recognition as a top health care provider proves our community can count on us to deliver the services they need now and in the future.”

The Kansas Department of Transportation plans to begin work on a trio of bridge repair projects along Interstate 70 in Ellis County the week of March 14.

Crews will be making repairs to the westbound I-70 overpass at exit 153 and on the westbound and eastbound bridges located approximately 1 mile east of Yocemento. Project work will include milling, patching and overlaying the bridge decks with new concrete driving surfaces.&nbsp;&nbsp;

Traffic will be reduced to one lane through the construction zones with a decreased speed limit of 60 mph. Minor delays not exceeding 5 minutes should be anticipated. KDOT expects work to be completed by mid-July, weather permitting.

PCiRoads of Topeka is the primary contractor for the project with a total contract cost of approximately $655,000.&nbsp;

Bridge repairs starting on I-70 in Ellis County

Snow continued falling in Hays at 4:30 a.m. today, with an estimated six inches accumulation overnight. 

It's the first significant snowfall of the year, with five to seven inches of the white stuff in the <a href="https://hayspost.com/posts/b74818a9-8e26-451d-8117-97138f69e73f">forecast from the National Weather Service</a> in Dodge City.

A winter storm warning is in effect until noon today.

Emergency snow routes were plowed earlier and streets in Hays are snowpacked.

Most area schools <a href="https://hayspost.com/posts/9ba84ee3-c409-41e4-9e46-cf3c7812dcd3">canceled classes</a> today, including USD 489 and Thomas More Prep-Marian in Hays.

expired in double-overtime lifted the TMP boys back to the 3A state semifinals
with a 68-67 win over Galina Wednesday night at the Hutchinson Sports Arena.

Galena opened the game with a 5-2 lead but after a 6-6 tie
TMP’s Luke Rome knocked in a pair of free throws putting the Monarchs up 8-6.
It was a lead that held up until the end of the third quarter.

The Monarchs (20-4) got back-to-back Kenton Ginther
3-pointers that gave TMP a five-point lead two different times in the closing
minutes of the first quarter.

Galena (22-2) was able to close the deficit to two at 18-16
at the end of the first quarter.

The Monarchs outscored the Bulldogs 8-3 to open the second
quarter to take a 26-19 lead on back-to-back Kade Harris field goals.

Galena closed within two before TMP closed the first-half
and opened the second on an 8-0 run taking their largest lead of the game at
37-27.

Trailing by 10 Galena outscored the Monarchs 16-2 to end the
third quarter and open the fourth quarter to take a 43-39 lead early in the
