 Theft from oil leases is very easy, due to the rural access and oilfield pipe is not traceable. However, these cases are not unsolvable, according to the sheriff's office.

MANHATTAN —Rand and Patti Berney of&nbsp;Ponce Inlet, Florida, have been awarded the KSU Foundation's 2023 Medal of Excellence award for efforts to boldly advance Kansas State University through exceptional service, leadership and financial support. Rand and Patti, originally from&nbsp;Phillipsburg,&nbsp;are both members of the KSU Foundation Board of Trustees, for which Rand served as chair in 2018. A seven-year member of the foundation's board of directors as well, Rand held the positions of vice chair from 2014-15 and chair from 2016-17. Together, the Berneys are lifetime members of the K-State Alumni Association and belong to the President's Club and Land Grant Legacy Society. Serving as co-chairs for the record-breaking Innovation and Inspiration campaign, they helped raise $1.6 billion in support of university initiatives. The Berneys'&nbsp;commitment to K-State has made possible many recent additions and improvements, most notably the Berney Family Welcome Center, the College of Business&nbsp;Administration&nbsp;building and the Ice Family Basketball Center. "We're so appreciative of the many things Rand and Patti have done for the college,"&nbsp;said Kevin Gwinner, Edgerly&nbsp;family&nbsp;dean of the College of Business Administration and marketing professor.&nbsp;"But considering the role they played in the Innovation and Inspiration campaign and the Welcome Center initiative — everything they've been a part of has been a positive experience for K-State,&nbsp;and we wouldn't be where we are today without their support." K9 Zeus with the Sheridan County Sheriff’s Office will receive a bullet and stab protective vest thanks to a charitable donation from nonprofit organization Vested Interest in K9s Inc. 

K9 Zeus’ vest is sponsored by a fundraiser hosted by Brittany Piccola of Watchung, N.J. and will be embroidered with the sentiment “In honor of Nancy Plis." Delivery is expected within eight to ten weeks.

Vested Interest in K9s Inc., established in 2009, is a 501(c)3 charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States.

USD 489 children's summer food program to start May 30

At 1:00 a.m., April 28 The City of Russell Fire Department was dispatched to 49 South Kansas, for a report of a detached garage that was on fire.

Crews arriving on scene observed a detached garage at the back of the property fully engulfed.

Crews were able to extinguish the fire quickly once access was gained through a window and garage door.

The fire was brought under control at 02:12 and crews remained on scene looking for extensions and extinguishing hot spots. 

The structure and contents of the garage are a total loss.

After investigation, the cause of the fire is ruled as undetermined.

Russell structure damaged in early morning fire

TOPEKA - The Kansas State High School Activities Association has announced that the 2024 state wrestling tournament will be held in Salina.

In a news release, KSHSAA wrestling administrator Mark Lentz said that due to scheduling issues, the 2024 tournament that is normally held at Gross Memorial Coliseum is being moved to the Tony's Pizza Events Center in Salina.

"The KSHSAA completely understands the scheduling situation with Fort Hays State University, as they and the city of Hays have been and continue to be a great partner with the KSHSAA and our member schools."

With the venue change for 2024, the format for the 3-2-1A Boys, 4A Boys and 4-1A Girls will be altered into a three-day tournament format. The tournament will be held on Thursday, February 22 - Saturday, February 24, 2024.

Changes include: - 3 days of competition weigh-in for each division. - 8 mats will be used for the competition on Thursday and Friday. - 4 mats will be used on Saturday for all consolation semifinals and medal matches. - The schedule will be released later. - All wrestlers will wrestle two matches on Thursday. - The number of rounds on Friday will be determined later. - On Saturday, all medal winners will wrestle, leading into 3 mats of championship finals congruently.

PAWNEE COUNTY—One person was injured in an accident just before 8:30a.m. Friday in Pawnee County.

The Kansas Highway Patrol reported a 2007 Ford Explorer driven by&nbsp; &nbsp;Kristi Marie Oak, 34, Great Bend, was&nbsp;southbound on 40th Avenue three miles north of Maxville.

The SUV traveled left of center, continued off the roadway into the east ditch, struck a field entrance and rolled multiple times.

EMS transported Oak to the hospital in Larned. She was properly restrained, according to the KHP.

An overnight rain Thursday dropped an official 0.43 inches of rain in Hays according to the K-State Agricultural Research Center south of town.

So far in April, Hays has received 1.10 inches of moisture. The 153-year cumulative average is 2.11 inches.

For the year, Hays is at 3.05 inches. The cumulative average by the end of April is 4.57 inches.&nbsp;

According to the city web site, due to circumstances and conditions adversely affecting the normal usage of water, including the extreme drought in the region and scheduled maintenance of the water tower, the city is ordering water conservation practices as defined in city code 15-210(c).&nbsp; The order is to begin at 10a.m. Friday

Water restrictions set to begin in Norton

ELLIS — A former bowling alley in Ellis that sat vacant for more than 20 years has been transformed into an elegant event venue.

Dolce Vita, which translates to the good life, encompasses 11,000 square feet.

The space, 203 E. Second, Ellis, has a standing-room capacity for 1,200 people with seating room for 700 to 800 people, making it the largest venue of its type in the area.

It has two wet bars, a catering kitchen, a commercial ice machine, a 15-by-50-foot stage, and state-of-the-art sound and lighting systems.

The stage is equipped with a camera, so action on the stage can be broadcast to TVs throughout the building.

Guy Riedel, owner, completely gutted the space and tore out the drop ceilings to reveal a beautiful truss system and 16-foot ceilings, which he preserved in the remodel.

"I like these old buildings that have good bones," he said. "I know that it looked rough for a lot of years."

The heating and air, plumping and water systems were replaced. Because of the size of the building, Riedel installed zoned HVAC with separate controls for those zones. Zoned HVAC allows the temperature to be cooler on the dance floor and warmer in other parts of the building.

The upper two sections of the building are handicap accessible. There are several steps down to reach the stage and dance floor.

The building has a smaller room that can be partitioned off from the main hall, which has its own bar and bathrooms. That room can seat 100 people and can be rented separately.&nbsp;

This smaller space has multiple TVs for presentations and a cozy gas fireplace.

A mural of the Ellis train depot adorns the west wall of this room. It was original to the building, but Riedel hired local mural artist Dennis Schiel to rehab and extend the painting.

The business encourages renters to bring in their own food or hire a catering service, as well as bring their own alcohol or hire a bartender.

Riedel says he sees many pluses to the location of the event venue. It is next door to a hotel, which has agreed to give the venue patrons block-booking discounts, Riedel and his wife own the liquor store next door and the venue is right off Interstate 70.&nbsp;

Riedel is also in talks with hotels in Hays about offering shuttle service to and from the venue. The venue also has ample parking, Riedel said.

The venue is booking events now. To book the venue, call Guy Reidel at 785-623-7138.

Cost will be $3,000 for the large side of the building and $1,250 for the smaller room and $4,000 for the whole building.

Tables and chairs come with the rental. Renters can use the table decorations that are provided or bring in their own. Dishes, glassware and utensils will need to be provided by the renters.

Both Facebook pages and a website for the venue are under construction.

The event will have a grand opening on May 6. The public is invited. Doors open at 7 p.m. A Wichita band, The Source, will perform. Riedel described the band, which plays tunes from the '60s to the present, as "Chicago on steroids." The cost will be $25 at the door. A cash bar will be available pending approval of the venue's liquor license within the next couple of weeks.

"We hope that will bring in a lot of people and show it off, so we can start booking it a lot more," Riedel said.&nbsp;

It is next door to a hotel, which has agreed to give the venue patrons block-booking discounts, Riedel and his wife own the liquor store next door and the venue is right off Interstate 70.&nbsp;<figure>

 </figure>Riedel is also in talks with hotels in Hays about offering shuttle service to and from the venue. The venue also has ample parking, Riedel said.The venue is booking events now. To book the venue, call Guy Reidel at 785-623-7138.Cost will be $3,000 for the large side of the building and $1,250 for the smaller room and $4,000 for the whole building.Tables and chairs come with the rental. Renters can use the table decorations that are provided or bring in their own. Dishes, glassware and utensils will need to be provided by the renters.Both Facebook pages and a website for the venue are under construction.The event will have a grand opening on May 6. The public is invited. Doors open at 7 p.m. A Wichita band, The Source, will perform. Riedel described the band, which plays tunes from the '60s to the present, as "Chicago on steroids." The cost will be $25 at the door. A cash bar will be available pending approval of the venue's liquor license within the next couple of weeks."We hope that will bring in a lot of people and show it off, so we can start booking it a lot more," Riedel said.&nbsp;

Hays USD 489 has been honored with the Best Communities for Music Education designation from the National Association of Music Merchants Foundation for its outstanding commitment to music education.

Now in its 24th year, the Best Communities for Music Education designation is awarded to districts that demonstrate outstanding achievement in efforts to provide music access and education to all students.

To qualify for the Best Communities designation, USD 489 answered detailed questions about funding, graduation requirements, music class participation, instruction time, facilities, support for the music program and community music-making programs.

Responses were verified by school officials and reviewed by The Music Research Institute at the University of Kansas.

Since the passage of the Every Student Succeeds Act in 2015 and a stated emphasis on a well-rounded education, many school districts have re-committed to music and arts education programs.

During the pandemic, music and arts programs were a vital component to keeping students engaged in school.

ESSA provides designated funding for well-rounded educational opportunities through Title IV Part A Student Academic Success and Achievement grants.

The foundation research has revealed that these grants are being widely used by school districts to address instructional gaps in access to music and arts education.

Research into music education continues to demonstrate educational/cognitive and social skill benefits for children who make music.

After two years of music education, researchers found that participants showed more substantial improvements in how the brain processes speech and reading scores than their less-involved peers and that students who are involved in music are not only more likely to graduate high school but also to attend college.

In addition, everyday listening skills are stronger in musically trained children than in those without music training.

Significantly, listening skills are closely tied to the ability to perceive speech in a noisy background, pay attention and keep sounds in memory. 

Later in life, individuals who took music lessons as children show stronger neural processing of sound. Young adults and even older adults who have not played an instrument for up to 50 years show enhanced neural processing compared to their peers. Not to mention, social benefits include conflict resolution, teamwork skills and how to give and receive constructive criticism.

The foundation is a nonprofit supported in part by the National Association of Music Merchants and its 15,000 member companies and individual professionals. The foundation advances active participation in music-making across the lifespan by supporting scientific research, philanthropic giving and public service programs. USD 489’s music education program receives national recognition

This year’s Hays Public Library Summer Challenge theme is "All Together Now!" The challenge will run from May 22 to July 29.

The library will use the online program Beanstack to track summer reading for children and teens. Through Beanstack, families register participants and use the program to log their reading progress. Staff will assist with sign-up and logging for those without computer access. Challenges have been created for each age group, early literacy, elementary, and young adult.

For children and teens, the Summer Challenge is an exciting way to improve literacy during the summer months.&nbsp;Numerous studies show that kids who don't read during&nbsp;summer&nbsp;vacation, actually slip in reading ability by the time school begins in the fall.

Registration is required and begins May 1, online or in person. Each child who registers receives a gift. A prize will be given to each child who completes their challenge by the end of the event on July 29. Those who complete the challenge also will put their name in a drawing for the grand prize of their choice. The ending party this year will be held at the Hays Aquatic Park. Only those who complete the Summer Challenge by July 26 will receive an invitation to the pool party.

Adults participate in the Summer Challenge by completing activities on a bookmark that can be picked up at the library, beginning May 22. They will receive a tote bag when they sign up. There will be 12 challenges. Adults will have until July 28 to complete all the challenges and submit an entry into the end of the summer adult prize drawing.&nbsp;

A day of activities will kick off the Challenge on May 22nd. Along with crafts and snacks, the day will include performances by Jammin’ Randy at 10 a.m., Jetpack Jason at 1 p.m., and the Wizard of Oz Museum at 3 p.m.

'Saving Our Past’s Future' has a new advocate

The Ellis County Historical Society has been awarded
a grant of $84,706 from the Heritage Trust Fund for brick work on the
First Presbyterian Church as one of seven projects funded by the Kansas
Historic Sites Board of Review. 

“We are honored
to receive this grant and it is vital to our plan to fully restore and open our
main campus museum with new and exciting exhibits," said Amanda Rupp, ECHS executive director." We want to be a ‘must-see’
destination for our local citizens and tourists who come to Ellis County.” 

A total of 36 applicants requested over $2.78 million during
this grant round. HTF grants reimburse expenses for projects that preserve or
restore qualifying historic properties.

Work began at the beginning of April and should see
completion in mid-summer.

Efforts to give a new lease of life to the society began in
2021 with a new board and three part-time staff.&nbsp;

In July of 2022, Rupp was named executive director. She is a homegrown native to western Kansas and has a vision,
together with the board and staff, of what ECHS can develop from its foundation
of over 50 years. 

Public interest in the new direction and changes is growing
as witnessed by the $190,000 of private donations given for various projects
since 2021.

While most school districts in the state are seeing decreases in enrollment in part due to aging populations and migration of young families to urban areas, Hays' enrollment is growing.

A Hays USD 489 audit report to the school board on Monday showed an increase in enrollment.

Hays enrollment had been within about 12 students for the last three years, but its full-time equivalent increased by 43 students for the 2022-23 school year.

Chris Hipp, assistant superintendent, said this is important because this is the number on which the state bases funding.

The district's headcount was 3,420 students, which includes virtual and pre-kindergarten at-risk students.&nbsp;

Audit shows enrollment increase for Hays USD 489

Works of art that were meant to preserve memories of loved ones turned into an addictive hobby for a Stockton native.

Cindy McDowell, 74, creates shadow boxes using vintage jewelry.

Her art is on display now through Saturday at Professor's, 521 E. 11th, Hays.

She created her first piece after her grandmother died using pieces of her jewelry.

She decided to repeat the effort after her mother died, creating an elaborate Christmas tree. 

"When I look at them, I see the pear pin that my mother wore. She wore it a lot. She had a turtle pin that she wore all the time. When I see those, I know who they belonged to, and that brings a memory," she said.&nbsp;

She made a mermaid for her bathroom and in the foreground is her grandmother's rosary box. Her name was inscribed in gold on the box.

"Whenever I see that, it's neat because you know it is a piece of your family," she said. "The earrings that are in the tail are grandma's earrings."

Although she dabbled with the craft before, when her mother died she now had her mother's jewelry, her aunt's jewelry who died before her mother and the remainder of her grandmother's jewelry. Her creativity exploded.

Although women have been creating these mixed-media displays for years, McDowell brings a modern flair to her pieces by using her scrapbooking skills.

"I have scrapbooked for years, but there are only so many baseball, basketball and football games you can do," she said of the scrapbooks she created for her grandchildren.

McDowell said she picks out a central piece of her work. It could be a turtle, hummingbird or butterfly. Many of the centerpieces of her work are colorful vintage broaches.

She uses scrapbook paper, beads and scrapbook embellishments to fill in the backgrounds.

Once she starts gluing, a piece may take an hour or two to complete, but the creative process may be more involved, she said.

"I'll wake up at 5 or 6 in the morning and think, 'Oh, that will work there,' " she said. "Then I have to go downstairs and find the jewelry I'm thinking about."

McDowell, who worked in banking for more than 40 years, sells her artwork. However, she said she barely is able to recoup the cost of the materials and the frames. She keeps creating because she loves it.

The hunt for new pieces of jewelry is part of the excitement. Now, when she travels, her plans include visiting local thrift stores to shop for overlooked gems.

McDowell occasionally does commissioned pieces for family members, but she said she prefers not to. She says it's too much pressure.

McDowell's art also&nbsp;can be seen and purchased at Funky Junky or Now and Then Treasure Chest in Stockton.

of Tom Howie as the new project manager for the city of Hays. He will 
assume his duties May 1.

Howie, a Hays resident, comes from the private 
sector, where he worked as a business consultant and project manager for

“Tom will be an immediate 
asset for the city of Hays," Dougherty said. "His skill set and private sector experience
