The Kansas Post Rock Limestone Coalition announced a new annual Preservation Award to recognize successful efforts to preserve and restore structures built with native greenhorn limestone post rock.

Many of the area’s beautiful limestone structures were skillfully crafted more than 100 years ago, when early Kansas settlers used the sturdy and available native stone to build grand buildings in bustling new communities and fencing to protect crops and livestock. These reminders of our shared cultural history in rural Kansas deserve to be celebrated and restored, rather than demolished.

The first recipients of the inaugural Post Rock Limestone Preservation Award are Jack and Kathie Crispin of Lincoln, Kansas. Recognizing the Crispin’s long-time efforts to save, preserve, and repurpose a historic native limestone commercial building, the award was presented during Lincoln’s Post Rock Festival parade September 2, 2023.

Jack and Kathie purchased the Cummins Block Building, 161 E. Lincoln Ave., in 1997, after a majority of the building had been vacant for over 50 years. They immediately added a new roof for protection from further water damage and worked to list it on the National Register of Historic Places in the spring of 2000. While an application for a Heritage Trust Fund grant was not successful, the Crispins moved forward with the preservation project.

Rehabilitation of the building included contracting with Mid-Continental Restoration out of Fort Scott, KS, to clean, tuckpoint, and repair the structure. Jack told more about these processes that take into account the nature of the native limestone and also approved historical procedures. 

The exterior cleaning of the building is completed with a biological cleaner, rather than sandblasting, to remove black mold and restore the bright limestone with minimal erosion. Mortar repair requires a particular lime and cement mix, according to National Park Service standards, that dries the same hardness as the native limestone, and minimizes differing expansion rates over time from further separating the mortar from the rock.

Mid-Continental Restoration was also able to create a new doorway through the 18-inch-thick limestone wall, to connect the former corner bank and abstract office to the neighboring commercial space, which also included the original yellow pine stairway to the upper floor. Additional contractors, including local contractor Corey Uhl, were hired for the windows, doors, floors, and installation of new mechanical, electrical and plumbing systems.

The Crispins completed a considerable amount of the rehab work themselves, at times donning personal protective gear that included suit and respirator mask, demoing the upper floor plaster and lathe, and restoring the rusty tin ceilings in the lower commercial building.

“The Cummins Block Building served as a financial, commercial, and community cornerstone in Lincoln in its early years. We believed that its historical importance, its architectural beauty, and its perfect fit for our future plans required that we do what we could do to rehabilitate it to its past glory. We thank&nbsp;the Post Rock Limestone Coalition for this recognition of this building’s importance to the heritage of this area and our efforts to restore it to usefulness,” Jack Crispin said.

The fully restored late Victorian Italianate style building that spans the southwest corner across from Lincoln’s historic limestone courthouse, with striking round-arched windows and a bracketed stone cornice to accompany the native limestone architecture, is now home to two museums curated by the Crispin’s, and their loft residence on the upper floor.

The Post Rock Scout Museum was created by Kathie in 2004, with Girl Scout memorabilia displays, uniform styles from past eras and much more. Kathie has been involved with Girl Scouting since 1985, volunteering her time first as a troop leader, and over time with many special committees, leadership offices, and directorships. She has received the Outstanding Volunteer Award twice, Thanks Badge, Appreciation Pin, Treasured Time Award, and Honor Pin.

While Girl Scouts is clearly one of her passions, as evidenced in the museum collections, her volunteer service does not stop there. 

She has also been involved with the Lincoln County Historical Society for more than 25 years, the United Methodist Church for 30 years, the Lincoln Carnegie Library, Lincoln County Election Board, Lincoln Area Chamber of Commerce, Lincoln County Tourism Coalition, and Kansas Museums Association, often serving in leadership roles, and also served on many other special committees.

Jack owned a pharmacy in Lincoln for 26 years and is also a Civil War historian known locally for his engaging storytelling abilities. He served on the Lincoln City Council for a combined 32 years across two periods of service. He also served on the Lincoln Hospital Board, after working with the hospital as a pharmacist for 40 years.

He opened Crispin’s Drug Store Museum in 2007, showing a small-town pharmacy from the 1880-1920 period. This transition period includes both crude drug ingredients and manufactured drugs. Collections include a large number of Kansas bottles, patent medicines, apothecary bottles, druggists’ tools, and show globes. Both museums are open by chance or by appointment, most afternoons. Jack and Kathie have received several awards over the years for their community service, including a 2017 Advocacy Award for Excellence from the Kansas Preservation Alliance, for their lifelong work in preserving and promoting history and the Cummins Block Building.

KPRLC hopes to continue its mission of promoting, preserving, and protecting the history, art, and architecture of the Kansas post rock limestone region by recognizing efforts, such as those like the Crispin’s project, in the coming years with a nomination process and annual awards specifically for native Greenhorn Limestone preservation projects.

THOMAS COUNTY—An elk was reported hit by a vehicle Wednesday morning on Interstate 70 east of Colby, according to a social media report from the Kansas Department of Wildlife and Parks Game Wardens.

Wardens believe the head was cut off sometime early Wednesday morning.

Game wardens: Decapitated elk found along I-70 near Colby

All it takes to dampen a good mood is a look at any news site. To counter those dreary dumps on the day, I intentionally seek stories with happy endings. This week I didn’t have to look far.

A girlfriend in Sheridan County requested help on her FB page to save an abandoned kitten. Within minutes, offers to assist flooded her feed. Before the clock marked an hour, that hungry baby had a new momma to look after it.

Shirley, my friend, lives on a cattle ranch. In addition to raising beef cattle and hay for consumers, she gardens, raises chickens, and cares for the dogs and cats that call the property home. On a visit to the barn to do chores the other morning, she found a wobbling, still blind white kitten bobbing its little head and reaching with a front paw in search of its absent momma. Nothing causes a pet lover more distress than finding a truly abandoned infant unable to meet its most basic needs. My friend shifted gears.

She put her intended tasks on hold to look for that little guy’s missing parent. In short time, she realized his mom had gone AWOL. Apparently, Shirley’s seen similar situations before, so always prepared for the expected unexpected, she dug a little eye dropper of her emergency kit and filled it with milk for that hungry baby. 

What she used this to feed this teensy stray worked, but she knew a real momma cat would make all the difference in its chances for survival. None of her cats qualified to substitute at that moment so she made a little video on her phone and posted a call for help on her page.

In no time, friends offered three momma cats willing to accept a spare. Further postponing her chores, Shirley hurried this little fluffball into town to meet his new family. As soon as the kitten was in reach of the adoptive mom, she put her raspy tongue to work cleaning up her bonus offspring and covering his scent to make him her own. While she worked her magic, he latched onto a teat and suckled 'til his little belly rounded out.

Folks in agriculture solve problems day in and day out. My friend faced an old-fashioned, time-sensitive issue in a sparsely populated region. Like everyone who survives in this country, she evaluated her options and resources. To give this kitten its best chance for survival, she put technology to work.

While the technology Shirley utilized creates its share of troubles and interruptions in people’s lives, in this case, it made it possible to swiftly find a substitute mom for that orphan. He’ll remain with his bonus fam 'til he’s old enough to wean, and then he’ll return to Shirley. Once back at the ranch, he’ll join Shirley’s rodent reduction crew that also provides entertainment for her and her family. I love a happy&nbsp;ending.

🎙 Post Podcast: TMP-M prepares for 2023 Homecoming

WASHINGTON, D.C.&nbsp;– U.S. Senators Jerry Moran (R-Kan.), Jon Tester (D-Mont.), Patty Murray (D-Wash.) and John Boozman (R-Ark.) introduced legislation to protect rural veterans’ access to quality, lifesaving emergency medical care and transport.

The&nbsp;<a href="https://www.veterans.senate.gov/services/files/FF4D27DE-7010-42D1-87DD-E0866947776D" target="_blank">VA Emergency Transportation Access Act</a>&nbsp;would bar the Department of Veterans Affairs (VA) from reducing rates of pay and reimbursement for special mode transportation providers, including ground and air ambulances, unless VA meets certain requirements that ensure rate changes will not reduce veterans’ access to this essential service. Uninformed reductions in rates to levels below the actual cost of these emergency transports, without proper safeguards in place, would have catastrophic impacts if providers are forced to reduce services and even close access points due to an inability to absorb those costs.

“It is critical that VA continues to provide fair reimbursements for emergency transportation services so veterans, particularly those in rural areas, have no barriers standing between them and the health care they need,”&nbsp;said Moran. “VA’s recent rule making threatens to upend access to care for veterans and all Americans by disrupting the air and ground ambulance industry from coast to coast.&nbsp;This legislation would put&nbsp;a&nbsp;stop to that by establishing commonsense parameters for VA to follow when setting air ambulance reimbursement rates to make certain veterans across the nation receive lifesaving care when they need it most.” &nbsp;

“In rural states like Montana, emergency ground and air transportation is a lifeline for veterans who can easily find themselves a long way from a hospital when a medical emergency happens,”&nbsp;said Tester.&nbsp;“Our bipartisan bill will ensure veterans can continue to access the timely, lifesaving emergency services they have earned, and that local emergency transportation providers are fairly reimbursed for their service to these heroes.”

“As someone who has served in the military and now has the honor of providing care for other Veterans, this bipartisan legislation is a crucial step forward in preserving access to lifesaving air medical flights,”&nbsp;said&nbsp;B.J. Tyner, former Black Hawk Army pilot, Kansan, and current area manager for LifeSave Transport, which has 4 air medical bases in Kansas. “Rural-based veterans face many obstacles when it comes to healthcare, and we must ensure they continue to have access to critical care in their time of need. I want to thank Senator Moran for standing up for the approximately 200,000 Kansas veterans.”

Veterans living in rural or hard-to-reach areas rely on emergency medical care and transports to access urgent, lifesaving medical care. 

In&nbsp;February, VA finalized a&nbsp;<a href="https://www.veterans.senate.gov/2023/2/sens-moran-tester-urge-va-secretary-denis-mcdonough-to-delay-proposed-air-ambulance-rule-change" target="_blank">proposed rule change</a>&nbsp;for special mode transportation service rates that would bring rates far below the actual costs of these services that would go into effect February 2024, despite&nbsp;<a href="https://www.veterans.senate.gov/2023/2/sens-moran-tester-urge-va-secretary-denis-mcdonough-to-delay-proposed-air-ambulance-rule-change" target="_blank">significant opposition from Congress</a>, providers, and veteran service organizations.

Rate reductions could cause emergency transportation providers to severely reduce services, close bases, or even bill veterans for the remainder of their costs in order to shoulder the financial impacts of this change. The department’s plan to reduce this negative impact through contracted rates above the base rates proposed in the rule is months behind and many aspects of the contracting plans are still not confirmed.

The&nbsp;VA Emergency Transportation Access Act&nbsp;would require VA to complete the following requirements before pursuing a change that would reduce reimbursement rates for Special Modes of Transportation:

• Conduct a thorough review of the impact a change in rates would have on veterans’ access to care;&nbsp; • Consult industry experts, Centers for Medicare and Medicaid Services, appropriate VA subject matter experts, and Veterans Service Organizations when conducting the review;&nbsp; • Develop a formal process of updating the rates that protects or expands veterans’ current access to emergency transportation; and&nbsp; • Ensure the new rates reflect the actual costs of transportation.&nbsp;

“Having access to VA’s Special Mode of Transportation is the only way many veterans can safely get to their VA and authorized non-VA medical appointments,”&nbsp;said Heather Ansley, chief policy officer of Paralyzed Veterans of America.&nbsp;“The&nbsp;VA Emergency Transportation Access Act&nbsp;helps ensure reimbursement rates for this program remain strong by preventing VA from changing them until a review of their impact on veterans’ access to care, the actual cost of transportation and other variables is conducted.”

“The American Legion and our 1.6 million members applaud the swift bipartisan leadership of Senators Tester and Moran in introducing the&nbsp;VA Emergency Transportation Access Act,”&nbsp;said Chanin Nuntavong, executive director of The American Legion.&nbsp;“This timely proposal rightfully institutes accountability from the Department of Veterans Affairs and continuity for our nation’s veterans to receive the emergency care they need, when they need it most – without arbitrary reimbursement rate changes that leave veterans footing outrageous emergency transportation service bills and diminished access to emergency services. The&nbsp;VA Emergency Transportation Access Act&nbsp;is a step toward a more transparent, more veteran-focused VA healthcare system.”

“The VFW supports the&nbsp;VA Emergency Transportation Access Act which would limit the Secretary of VA from modifying the rate of payment or reimbursement for transportation of veterans or other individuals via special modes of transportation under the laws administered by the Secretary,”&nbsp;said VFW Associate Director Meggan Thomas.&nbsp;“The VFW does not support the reduction of transportation rates, especially when rising costs make it challenging for veterans to access services. We believe there must be a more effective way of handling transportation issues. We thank Senators Tester and Moran for introducing this bill, and we look forward to getting this legislation passed into law.”

“The&nbsp;VA Emergency Transportation Access Act&nbsp;by Senators Tester, Moran, Murray and Boozman will help ensure that veterans as well as communities continue to have access to often lifesaving emergency 9-1-1 ambulance services,”&nbsp;said Randy Strozyk, president of the American Ambulance Association.

Uninformed reductions in rates to levels below the actual cost of these emergency transports, without proper safeguards in place, would have catastrophic impacts if providers are forced to reduce services and even close access points due to an inability to absorb those costs.“It is critical that VA continues to provide fair reimbursements for emergency transportation services so veterans, particularly those in rural areas, have no barriers standing between them and the health care they need,”&nbsp;said Moran. “VA’s recent rule making threatens to upend access to care for veterans and all Americans by disrupting the air and ground ambulance industry from coast to coast.&nbsp;This legislation would put&nbsp;a&nbsp;stop to that by establishing commonsense parameters for VA to follow when setting air ambulance reimbursement rates to make certain veterans across the nation receive lifesaving care when they need it most.” &nbsp;“In rural states like Montana, emergency ground and air transportation is a lifeline for veterans who can easily find themselves a long way from a hospital when a medical emergency happens,”&nbsp;said Tester.&nbsp;“Our bipartisan bill will ensure veterans can continue to access the timely, lifesaving emergency services they have earned, and that local emergency transportation providers are fairly reimbursed for their service to these heroes.”“As someone who has served in the military and now has the honor of providing care for other Veterans, this bipartisan legislation is a crucial step forward in preserving access to lifesaving air medical flights,”&nbsp;said&nbsp;B.J. In&nbsp;February, VA finalized a&nbsp;<a href="https://www.veterans.senate.gov/2023/2/sens-moran-tester-urge-va-secretary-denis-mcdonough-to-delay-proposed-air-ambulance-rule-change" target="_blank">proposed rule change</a>&nbsp;for special mode transportation service rates that would bring rates far below the actual costs of these services that would go into effect February 2024, despite&nbsp;<a href="https://www.veterans.senate.gov/2023/2/sens-moran-tester-urge-va-secretary-denis-mcdonough-to-delay-proposed-air-ambulance-rule-change" target="_blank">significant opposition from Congress</a>, providers, and veteran service organizations. Rate reductions could cause emergency transportation providers to severely reduce services, close bases, or even bill veterans for the remainder of their costs in order to shoulder the financial impacts of this change. Braiden Werth, optometrist, has started seeing patients alongside Dan F. Schmidt, O.D., at 625 East 8th Street in Hays.

Dr. Werth, a native of Hays, is a 2015 graduate of Thomas More Prep Marian. He then attended Fort Hays State University where he obtained his bachelor’s of science degree in biology in 2019.

Following his time at FHSU, Dr. Werth attended the Southern College of Optometry in Memphis, Tennessee. During his time at SCO, he was a member of the optometric honor society Beta Sigma Kappa. He was also a student ambassador and was an active member in various organizations.

Dr. Werth graduated cum laude with his doctor of optometry degree from SCO in May of 2023.

Following graduation, Dr. Werth moved back to Hays with his wife, Mindy, and their newborn daughter Kinley Werth.

Hays welcomes new optometrist

VICTORIA—Almost two years ago, a meeting to discuss the
future of the former St. John’s Rest Home was conducted in front of the almost 40,000-square-foot facility. <a href="https://hayspost.com/posts/20265d70-4cca-400e-9a7e-69323db9d166">Out of
that meeting, and many others since area residents were happy to share memories
of the facility, but more importantly, ideas for its future.</a>

Since the <a href="https://hayspost.com/posts/2ac039a1-30b9-4f98-870a-c2724081446d">Victoria
Community Coalition, now the owner of the building</a>, the project has received grants
<a href="https://hayspost.com/posts/6555fe96-b357-460a-bcc3-19b959acc74e">totaling
over $1.35 million from the state and the Dane G. Hansen Foundation</a> in
order to revitalize the facility to be used for housing, daycare and a satellite
campus for the Ellis County Historical Society.

More recently, Schmidt Foundation president Gary Shorman pledged
another $100,000 match pledge to the project, contingent on a match from
fundraising within the community by November.

That was July. By the end of August, the coalition had
already raised the full amount from the community.

Shorman recently presented a $100,000 check to coalition
president Jeff Pfeifer in front of an assembled crowd at the building, praising the coalition’s hard work and enthusiasm. 

“We had
strong leadership from [coalition vice president] Brenda
Dreiling in the fundraising
department,” Pfeifer said. “And the community responded exceptionally well. This
whole project has been about the community. And their support has always
exceeded my expectations.”

While community support had been with the project from the beginning,
prior to the award, financial support from within the community had been
minimal, but he was “pleasantly surprised” that the community stepped up financially
as well.

We were “just
tickled pink that the community supports this, not only with their time but
their resources as well,” Pfeifer said.

“I'm
always appreciative of the VCC board members and the community.”

And while the recent support will help keep the project
moving forward, he said the coalition continues sourcing additional funds in an
effort to raise the estimated $3 million that would allow for the completion of
phase 1 of the project. 

Phase 1 includes 11 apartments, common areas, a new north
entrance, parking and childcare space.

“We've
got one more grant we're applying for,” Pfeifer said. “We're hoping to get some
support from the Patterson Family Foundation by the end of the year. And we are
moving forward with architecture, detailed design construction documents.”

He said the coalition hopes to
begin construction next year. To take advantage of one grant from the state of
Kansas, apartments must be completed by April 2025.

TOPEKA&nbsp;– Governor Laura Kelly announced that $1 million in Attraction Development Grants is available from Kansas Tourism, a division of the Kansas Department of Commerce. Attraction Development Grants are designed to assist in the development of sustainable tourism experiences that influence travel decisions and create economic impact, including new jobs, capital investment, revenue, and increased visitation.&nbsp;&nbsp;

“Kansas tourism is an economic driver that highlights the many reasons why our state is the best place in the nation to live, work, and raise a family,” Kelly said. “By investing in our tourism industry, we strengthen our economic growth and Kansas’ placement as a destination state for tourists from around the world.”

A first round of applications is now open with a deadline of October 1, 2023. A second round will open on February 1, 2024. $500,000 will be awarded in each round. Successful grant applications must have an accountable tie to the tourism industry, with funds being used to develop new or enhance existing tourism attractions.&nbsp;

“Investing in the growth and development of our destination-based assets contributes to economic prosperity in communities of all sizes across Kansas,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Tourism empowers local communities by creating job opportunities and strengthening the overall business landscape.”&nbsp;&nbsp;

Tourism has a total economic impact of $11.2 billion on the state, which includes $7 billion in direct visitor spending on lodging, dining, transportation, and entertainment. Eligible projects for this grant program include new attraction construction, enhancements to an existing attraction, and new or enhanced exhibits that will improve a visitor’s experience.&nbsp;

“By strategically fostering new tourism development, we are inspiring quality vacation experiences for our visitors,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “Visitors spend dollars while in our state, and those dollars provide increased tax revenue, new jobs, and a better quality of life for all.”

TOPEKA — The Kansas Department of Transportation is hosting nine meetings this fall as part of the Eisenhower Legacy Transportation Program (IKE) Local Consult process. KDOT holds Local Consult meetings every two years to discuss regional transportation project priorities with Kansans.

TOPEKA&nbsp;– The start of a new school year is an expensive time for families. If you are struggling to pay for phone and internet services, there are programs to help you stay connected.

During Digital Connectivity and Lifeline Awareness Week, the Kansas Corporation Commission joins utility regulators nationwide in encouraging those in need of assistance to apply for Lifeline and the Affordable Connectivity Program.&nbsp; Both programs help low-income individuals and families stay connected so they can access health care, attend classes, find employment, and call for help in an emergency.

Lifeline provides federal and state discounts up to $17.02 per month on phone service (wireless or residential) and broadband. Seven million Americans currently benefit from the program, including approximately 30,000 Kansans.

The Federal Communication Commission’s Affordable Connectivity Plan&nbsp; provides a monthly internet service discount of up to $30 and a one-time device discount of up to $100 for a laptop, desktop computer or tablet. According to FCC data, more than 20 million U.S. households are currently enrolled, including approximately 120,000 in Kansas.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines for Lifeline and at or below 200% for Affordable Connectivity Plan)&nbsp;or participation in certain assistance programs&nbsp;such as:

UPDATE: World War II aircraft at Hays Regional Airport event canceled

A Ransom man faces life in prison after a jury found him
guilty of sexually assaulting a child in 2015. 

An Ellis County jury deliberated for five hours last week
before finding Robert Wayne Evel guilty on all four counts of aggravated
criminal sodomy, attempted rape, aggravated indecent liberties with a child and
criminal threat. 

According to court documents, all four crimes occurred
between June 1, 2015, and August 31, 2015.

All four crimes also involved a child who was 10 years old
at the time of the assault.

According to Ellis County Attorney Robert Anderson, Kansas
sentencing statutes require Evel to be sentenced to life in prison without the
possibility of parole for a 25-years on three of the four charges.

Sentencing is scheduled for Monday, November 20, at
10:30 a.m.

The Hay USD 489 school board approved its 2023-24 budget at its meeting on Monday with a slight mill levy decrease.

The overall mill levy will decrease from 32.375 mills last year to 31.463 for the 2023-24 school year. Although the mill levy is decreasing, the assessed valuation has increased in Ellis County. The amount of tax raised will increase by about $900,000.

Although the mill levy is decreasing, the assessed valuation has increased in Ellis County. The amount of tax raised will increase by about $900,000.The state sets the general fund levy at 20 mills. The local school board has no control over that mill levy. The capital outlay mill levy was set by a previous board at 8 mills.The supplemental general mill levy, which is also known as the local options budget, was set at&nbsp;12.251 by the board Monday night, which was a decrease from&nbsp;13.01 mills last year.The district can levy up to 33 percent of its budget for its local option budget. USD 489 is levying at 31.6 percent of its budget.The bond and interest line item was also decreased from&nbsp;11.356 mills to&nbsp;11.212 mills.Local taxing units not only have to conduct public budget hearings but a revenue-neutral hearing if the taxes raised will be more than the previous year.Because of the increase in valuation, the district was required to conduct a revenue-neutral hearing.Several residents spoke during the public comment sections of the revenue-neutral and budget hearings. The speakers said they were concerned about paying the increase in taxes as a result of the increase in valuations.Resident Duff Watson said his wages have not increased as much as his taxes have."We have improvements to the schools and they are very high-end and very nice improvements, but it's not school buildings that make the school. It's the teachers in the classroom," he said.Resident Ken Kennedy acknowledged it was late in the budget process to make changes to the budget.&nbsp;However, he suggested the school district as well as the city and county consider dropping the local mill levies to decrease the impact of increased valuation on taxpayers.If not this year, he urged the school board to decrease either to local option budget mill levy or the capital outlay mill levy next year."Those who live on fixed incomes, it's really hard for them to come up with those extra dollars," Kennedy said.Another audience member&nbsp;Cody Marintzer said his valuation went up $30,000.&nbsp;"We want to know that you are spending our dollars wisely," he said.Superintendent Ron Wilson said all costs to the district have increased as a result of inflation.Kyle Carlin, director of the special education cooperative, said the percentage the state reimburses for special education is anticipated to decrease this year, which means local districts like Hays will have to increase contributions from their general funds for those services.The board already approved raises for both teachers and classified staff.Board member Allen Park suggested decreasing the capital outlay mill levy by a mill. One mill in the capital outlay budget would equal about $400,000.Chris Hipp, district assistant superintendent of business, said if revenue was cut from the budget at this point, it would have to come from somewhere.He said the district is using capital outlay funds to pay off multiple lease purchase agreements, including work on HVAC systems and the Early Childhood Complex that have already been completed."You have to be careful about how that would affect your cash flow on paying off those leases," he said.Board member Meagan Zampeiri-Lillpopp said the district's five-year plan shows a reduction in the use of capital outlay money in light of the bond construction."We are making up for a long period of low state funding and local funding that was very low and not sufficient to care for our buildings," she said.Wilson said the biggest mistake the district could make now is to cut its capital outlay fund."This district has a history of not taking care of its facilities. This district suffered because of that," Wilson said. ..."We still have some very old buildings. Regardless of the bond, there will still be things that need taken care of and big ticket items and unexpected things."Board member Curt Vajnar said he has been hit hard by the increase in the local valuations. He saw tax increases for his home, business and agricultural land.Although he voted in favor of the budget, he said he hoped during the coming year, the district would consider costs."As we make decisions, we have to be in the shoes of some of these taxpayers," he said. "I hope we will consider this as we go down the road."Park abstained from the vote. Per procedure, that abstention was counted as a no-vote.&nbsp;Conservative Republicans on the Kansas Board of Education have used this tactic as a means, for all practical purposes, of voting no without officially taking a stand on important policy issues.&nbsp;Mark Ferguson, legal counsel to the state Board of Education since 2009, <a href="https://hayspost.com/posts/b2bb1540-6efa-4913-a769-7604fea3341d">called it an "abdication of the responsibility to vote or to take a position on a particular issue," in a news story written by the Kansas Reflector and republished by the Hays Post in June</a>.
