Jose Madrid lived most of his life in densely populated urban areas in the United States and around the globe.

Today, he is “more than excited” to live in Larned, while taking on his new duties as director of marketing and communications at Pawnee Valley Community Hospital (PVCH).

“This smaller community and state-of-the-art hospital are exactly what I was looking for,” Madrid said. “This gives me the opportunity to put into practice what I learned in Kansas colleges, as I share information about the exceptional people and services at Pawnee Valley Community Hospital.”

Madrid will spread the hospital’s message through newspapers, television, radio and social media. He will help create marketing and advertising content, while overseeing marketing strategies.

“I am eager to spread the word because most people wouldn’t expect such a high level of medical infrastructure in a smaller community,” he commented. “I acknowledge that I was surprised. The facility itself, as well as the services and equipment are second to none.”

For example, Madrid pointed out, Pawnee Valley Medical Associates is “a great family-medicine clinic that integrates well with the hospital. In addition, we have 3D mammography and the Sleep &amp; Diagnostic Center, which oftentimes are not offered in a smaller hospital. These are just a few examples of the high-quality services here.”

Madrid was born in Venezuela, and also lived in Kuwait and India. This was due to his father, Abrahan Carpio, working in the oil industry, which allowed Madrid and his family to experience world travel when he was growing up. Most recently, he resided in Katy, Tx., which is in the Houston area.

Madrid, who is fluent in Spanish, earned his associate’s degree in business administration in 2019 at Labette Community College in Parsons, Ks., where he was a member of Phi Theta Kappa Honor Society.

The next stop was Bethany College in Lindsborg for a dual bachelor’s degree in marketing and management. He graduated in 2022.

Madrid received baseball scholarships at both colleges, achieving the status of Kansas Collegiate Athletic Conference Scholar Athlete.

“Both my formal education and baseball experience will help me in this new job,” Madrid commented. “I will rely on the leadership and strategic planning skills I learned in college as we help PVCH grow.

“Also, baseball taught me how to work with a team, hold myself accountable and work to achieve a goal. Ultimately, I am committed to lifelong learning and personal development.”

Madrid also noted that he has been astonished by the friendliness and welcoming nature of his colleagues at PVCH and the Larned community.

“People here greet one another with a smile and say ‘hello,’ which you don’t experience often in the big cities,” he said. “The hospital and community are just the right fit for me.”

A Hays man was sentenced Friday in Ellis County District Court to the maximum sentence under a plea agreement on charges he shot and killed his roommate in August 2021.

Defendant Brian Finger of Hays initially told police he was preparing to repair his firearm, when the gun fired, hitting his roommate in the head and killing him.

However, testimony at his preliminary hearing showed a pattern of threatening and reckless use of firearms.

The parents of victim Christian Leonel Cortes-Alfaro, 22, gave tearful statements in court Friday, asking Judge Glenn Braun to impose the maximum sentence possible for Finger.

Finger was sentenced to 55 months in prison on a charge of involuntary manslaughter and 13 months in prison on a count of aggravated assault in connection with&nbsp;&nbsp;Cortes-Alfaro's death.

In a separate case, Finger was charged with aggravated assault after pointing a gun at another victim. In that case, he was sentenced Friday to 31 months in prison.&nbsp;

Braun ordered Finger to serve his sentences consecutively for a total of 99 months in prison with 36 months of post-release supervision.&nbsp;

Finger was out on bond prior to the sentencing and was taken into custody today to be remanded to the Kansas Department of Corrections.

Laura Hildenbrand,&nbsp;Cortes-Alfaro's mother, pled for justice for her son. who she described as smart, loving and giving.&nbsp;Cortes-Alfaro was Hildenbrand's only child.

"A mother should not have to bury her child," she said. "When I lost Christian, I felt lost. My heart was broken. I felt like I was going crazy.&nbsp; I had an emptiness in my life."

She said she has suffered from depression since her son's death, her husband adding later that&nbsp;Christian's girlfriend had also been depressed and had been suicidal.

"Christian was a good person, respectful, generous with a big heart, she said.&nbsp;

Cortes-Alfaro's organs were donated, so even in death he helped others, his mother said.

Hildenbrand said her son had hoped to earn his Ph.D. and pursue medical research. Fort Hays State University awarded&nbsp;Cortes-Alfaro his science degree posthumously.

"Brian Finger took away a life of dreams and a future," she said. "This will affect me the rest of my life."

Both Laura and Jim Hildenbrand noted in their statements to the court multiple people had testified at Finger's preliminary hearing that Finger had previously pointed guns to people's heads and dry-fired the weapons. This included friends, family members and even a child.

Jim Hildenbrand called Finger a menace to the community and society.

"His life goes on, and my son's life is over," he said.

Dean Barney, one of&nbsp;Cortes-Alfaro's friends, said in his statement during sentencing that Finger had also pointed a gun at him. He said he felt great guilt. He said he regretted not trying to convince&nbsp;Cortes-Alfaro to move out of the apartment he shared with Finger.

Barney said he too had been depressed since his friend died. He dropped out of school and has struggled to keep a steady job since the shooting.

County Attorney Robert Anderson argued for the maximum sentence of 99 months in prison, saying that Finger did not adhere to even the basic safety measures when handling a firearm — any of which could have prevented&nbsp;Cortes-Alfaro's death.

Finger's attorney argued for a sentence of 52 months in prison, arguing in an involuntary mansluaghter case in 2021 involving a DUI, the defendant was sentenced to 41 months in prison.

He called&nbsp;Cortes-Alfaro's death a terrible accident.

During his allocution, Finger said he was sorry to&nbsp;Cortes-Alfaro's family and friends.

"I regret the moments leading to this tragedy," he said, adding that&nbsp;Cortes-Alfaro's death will haunt him for the rest of his life.

"I deserve justice for my actions, and it is my hope that in some way will ease the pain of those I've wronged," he said.&nbsp;

Braun read that portion of Finger's statement again right before he imposed the sentence.&nbsp;

He said he was shocked by Finger's reckless use of firearms. He said had Finger not killed&nbsp;Cortes-Alfaro, it was only a matter of time before he killed someone.

Braun said he considered several factors in imposing the sentence, including public safety, punishment and responsibility, as well as the sentence acting as a deterrent to possible future offenders.

Hays man sentenced in 2021 shooting death of roommate

<a>The Hays Chamber’s 14th annual golf tournament is again set
for the beginning of May, and preparations for the fundraiser are already well
underway.</a>

The tournament will be hosted at the Smoky
Hill Country Club, 3303 Hall, on May 5, with registration beginning at 8 a.m.

“For those of you who may not
be a club member, this is the perfect opportunity to go play on the beautiful
course,” said Hays Chamber President and CEO Sarah Wasinger. “It's an 18-hole
tournament, and we have teams of four that participate.

“It's a
great day,” she said. “It's pretty all-inclusive. We start at eight o'clock in
the morning with registration, and then we'll have doughnuts available and coffee and juice.”

Lunch
this year, Wasinger said, will be different than previous years and feature cheeseburgers
and hot appetizers through the afternoon.

“Of
course, you can't have a golf tournament in western Kansas probably without a
few kegs of beer,” she said. “So, there will be beer on the course. And then we
have it under good authority that Smoky Hill Country Club will have a couple
of bar carts going around. So, lots of fun to be had.”

Team
registration fees will be $600 per team or $150 per individual, she said.

“If you
want to get a team together yourself that wants everybody to pay individually,
we can definitely do that, too,” Wasinger said.

While the event remains a popular
annual tradition for the community, it also serves a practical purpose as the
largest fundraising event of the year for the chamber.

“It's no
secret our chamber is funded by membership dues and non-dues revenue, such as
sponsorships and advertising, and things of that nature,” Wasinger said. “This
golf tournament actually serves as our largest fundraiser of the year. And to
put it in perspective for you, it actually really helps us get about 10 percent
of our operating budget.”

The importance
of the day to the chamber's operations also creates a focus on developing an
event that appeals to a wide spectrum of the community.

“One of
our goals to continue to be sustainable in the future is to really just build
on this event, which is why we have a multifaceted event,” Wasinger said. “We
want to be providing value for our members throughout the year. And this is
just one of the more fun ways to kind of get involved.”

Making
that goal possible, she said, are Hays Chamber ambassadors and sponsorships
from area businesses and organizations, including title sponsor Nex-Tech
Wireless.

“We are
very involved in all of the communities that we serve,” said&nbsp;Tasha Eichman, Nex-Tech Wireless brand
manager and chamber ambassador. “This is just a really fun event.
Our entire team looks forward to it every year. You'll see lots of volunteers
from Nex-Tech Wireless out and about. … We love supporting them, and it's a
great opportunity to interact with other local businesses.”

While event
planning continues, she said the ambassadors are in the community soliciting further
support from area businesses.

“We've
done some really popular stuff in the past,” Eichman said. “The business
community has been great about donating and helping us get some great items in
our silent auction. So, we're working on that behind the scenes right now.”

“They will
be out in full force,” Wasinger said. “So, if you have people contacting you,
chances are it's to see if you want to contribute something to that auction.
And a lot of people will say, ‘Well, my business doesn't necessarily have
something traditional to donate, what should I consider doing?’ If you want to
do cash or a check, our ambassadors are willing to go out to some of our other
local businesses to purchase items on your behalf. Or we can just do gift cards
from other businesses or things of that nature. So, it doesn't necessarily have
to be something tied to your business that can be a gift basket full of goodies
from other places across town.”

Historically, the tournament sells
out, she said, and registration is open now. &nbsp;

🎙 Preparations underway for Hays Chamber’s annual golf tournament

The campaign to End Hunger received donations from the Kansas Farm Bureau Foundation for Agriculture, Ellis County Farm Bureau Association and Farm Bureau Agent, Danny Dinkel.&nbsp;The funding&nbsp;is a direct reflection of the membership of&nbsp;the&nbsp;Ellis County Farm Bureau&nbsp;Association accumulating&nbsp;$1.50/member to&nbsp;go toward this project.&nbsp;These combined efforts have&nbsp;raised $3979.50&nbsp;in Ellis County, which was donated to&nbsp;U.S.D.&nbsp;489 school food pantries.

“We are happy to be a part of helping end hunger in our community, and we encourage everyone who can to join us in this endeavor,” Dinkel said.

Individuals who wish to contribute are also welcome. All funds will run through the “Fund to End Hunger in Kansas,” within the KFB Foundation. In addition to this project, the Board of Directors&nbsp;and Ellis County Farm Bureau&nbsp;Agriculture Ambassador, Wyatt Grabbe have&nbsp;committed to a&nbsp;food drive to be held on March 25, from 10am to 2 pm&nbsp;at the Vine Street Dillons. &nbsp;The food and monetary donations from this event will be donated to the Developmental Services of&nbsp;Northwestern Kansas&nbsp;Food Bank.&nbsp;

“We are so fortunate to live in a country with&nbsp;healthy,&nbsp;safe and abundant food. It is our duty to make sure that every individual has access to that&nbsp;resource," said County Service Coordinator Stephanie Eckroat. "We are excited to celebrate National Agriculture Month and look forward to sharing&nbsp;what our American Farmers grow.”

Ellis Co. Farm Bureau celebrates national ag month by giving

Six freshmen students for the fall semester at Fort Hays State University have been selected to receive scholarships from the Rudd Foundation in Wichita. Following a competitive application process that focused on the students and their life stories, the sixth class of Rudd Scholars was chosen based also on the students’ academic accomplishments, test scores, and extracurricular activities.

All Rudd Scholars receive a four-year college scholarship to attend either FHSU, Emporia State University, or Wichita State University to obtain a bachelor’s degree in a field of their choice. Each Rudd Scholarship covers all tuition and fees, books, supplies, and on-campus room and board remaining after other aid, grants, and scholarships are received by the student. The expected value for the 30 new scholarship recipients is approximately $1.5 million over four years.

“The Foundation is honored to offer the Rudd Scholarship to these exceptional young men and women, and we look forward to watching each of their journeys through our program and into their professional careers,” said Darrell Swank, president of the Rudd Foundation. “Leslie Rudd’s vision in establishing this program was to provide students of this caliber with the opportunity to fully experience college without financial stress, graduate debt-free, and be inspired to pursue their own passions and dreams, all while remaining connected to their Kansas communities.

NATOMA — Central to the historical significance of the American Legion Auxiliary are dedicated women.

Since 1919, generations of grandmothers, mothers, sisters, daughters, and wives of military veterans have passionately volunteered decades of time in supporting active military, veterans, children, youth and the community.

The Natoma, Kansas American Legion Auxiliary Unit 109 continues to serve alongside the American Legion Post 109 with a myriad of programs throughout the year in the Heartland. The organization launched into 2023 by joining the Natoma USD 399 Elementary School with its annual Kansas Day event in January.

Ladies gathered in February for the first unit meeting of the year with a Valentine’s Day celebration. March is Women’s History Month with members celebrating accomplishments, reporting updates and announcing future plans, including a community-wide pancake supper.

Natoma American Legion Auxiliary celebrates Women’s History Month

First responders encountered a flipped car and bloodied patients buried under debris in a damaged building Tuesday during a Hays disaster drill.

The drill was conducted at two sites — St. Francis Community Services and Hays Middle School.

Hays USD 489 tested its new Raptor reunification system during the drill. This was the first test of the Raptor system for the district.&nbsp;

The software is supposed to notify guardians of where their children are in case of disaster.

Organizers said they believed the HMS drill went well. The team was at the reunification site within 23 minutes.

The primary reunification site for Hays Middle School is the North Oak Community Church, which is across the street from the school.

Drill participants discussed Tuesday the need to have alternate sites in case the church is comprised. Those have been established by the school district.

Tuesday was a sunny day, but if a tornado had hit, officials would likely be dealing with rain, hail and winds in the aftermath of a tornado.

They also would likely be dealing with many frightened parents, which would further complicate reunification and control of the scene, first responders said.

Participants said they thought the school staff needs more training on the system.

Julie Zollinger, USD 489 psychologist and crisis consultant, was a member of the drill team at Hays Middle School.

"We needed to know what was working and wasn't working, because that opens up more resources for us," she said.

Toby Prine, northwest regional coordinator for the Kansas Department of Emergency Management, was an observer at the St. Francis site. He said he did not see anything that needed improvement.

"What we saw was a very microscopic piece of a big disaster," he said. "There's going to be 10,000 other things going on."

Prine said reunification is a giant piece of a disaster. During the aftermath of the Greensburg tornado, patients were sent to five hospitals in the state. No one was tracking where patients were going. Once the injured arrived at the hospitals, they were tracked by injury, such as broken leg, and not name.

Ellis County Emergency Management, Saint Francis Ministries, Hays USD, 489, Hays Medical Center, Ellis County EMS, Hays Fire Department, and Hays Police Department all participated in the drill in coordination with the Statewide Tornado Drill.

High Plains Mental Health also had a representative at the hospital. In a real disaster, crisis counselors would be deployed to the hospital and disaster scenes to help those who were affected.

Lyle Pantle, assistant director of fire Ellis County Fire and EMS, said he thought the exercise went well.&nbsp;

At the St. Francis site, first responders had to rescue multiple actors from a building that had been damaged by a tornado. The actors had fake blood applied to simulate injuries. First responders had to triage and treat the actors as they would patients in a real mass casualty situation.

Hays firefighters also had to extricate a dummy from an overturned car.&nbsp;

HaysMed remained open to normal emergency traffic and patients, but staff there also participated in the drill. The emergency department distributed stuffed animals with tags indicating their injuries to various departments of the hospital so they could practice their disaster response.

After the drill, participants met for a debriefing session to discuss ways emergency crews could improve disaster response.

A formal review of the drill will be conducted in April.

A man charged with robbing a salon and leading law enforcement on a high-speed chase in March 2022 pleaded guilty to three felony charges Friday in Ellis County District Court.

Irving W. Brooks III, 32, Jacksonville, Fla., pleaded guilty as part of a plea agreement to felony charges of robbery, aggravated assault, and fleeing and eluding.&nbsp;

<a href="https://hayspost.com/posts/d3f396ee-01c5-46d7-8fa2-c4e18a93a2b1">According to Ellis County Attorney Robert Anderson, Brooks entered All the Rage Studios on March 18, 2022, threateningly approaching an employee with a hand in a backpack.</a>

Anderson said a weapon was never recovered.

Brooks stole $24 from the salon and fled the scene.

Law enforcement officers spotted Brooks' vehicle in Russell where a high-speed chase ensued. Police chased Brooks back into Ellis County where he was stopped when a law enforcement officer crashed into Brooks' vehicle in a roundabout on Vine in Hays.

One officer was injured and taken to the hospital with minor injuries.

Brooks has been in custody in the Ellis County Detention Center since the incident.

As part of the plea, the state is asking for $24 in restitution for the money that was stolen and $828 to cover medical bills for a member of law enforcement.

Per the plea agreement, Brooks would fall into what is known as a border box, which could mean either probation or imprisonment if a presentence investigation finds he has no prior felony convictions. That could be 38 to 34 months in prison or probation on the first count of robbery.&nbsp;&nbsp;

The second count of aggravated assault would call for 13 to 11 months of presumed probation, and the third count of fleeing and eluding would call for seven to five months of presumed probation.

Anderson has recommended the sentences run consecutively if probation is granted and concurrent terms if the sentence includes prison.

Brooks' sentencing has been set for 9 a.m. April 17.

Florida man pleads guilty to robbing Hays salon

Two Hays residents remain jailed following the execution of a search warrant issued in relation to a death in Hays in February.

At 6:35
p.m. Feb. 26, Hays Police Department officers were dispatched to the 200 block
of West Fourth on the report of an unresponsive female, according to Hays
Police Department Chief Don Scheibler.

“Officers
arrived and lifesaving efforts were attempted, but it was determined that female
had passed,” Scheibler said.

The
Ellis County Coroner was notified, and the department initiated an
investigation.

“The investigation
revealed that the likely cause of death was the victim had ingested fentanyl,”
Scheibler said.

The most
likely source was a counterfeit Oxycodone tablet, he said.

On March
2, members of the department and the Ellis County Drug Enforcement Unit served a

“During
the search, pills consistent with the pills found at the death scene we're
located,” Scheibler said. 

Based on the investigation, Kimberly Beth Schmeidler, 48, Hays, was
arrested on suspicion of distribution of a controlled substance causing death,
use of a communication facility in the commission of a felony drug violation, possession
of methamphetamine, possession of drug paraphernalia, possession with intent to
distribute an opiate and possession with intent to distribute a narcotic drug,
Scheibler said.

Brandon
Joseph Kahrs, 36, Hays, was also arrested on suspicion of possession with
intent to use an opiate, possession with intent to use drug paraphernalia and
possession to distribute an opiate. 

“Both
are still in the Ellis County jail and are innocent until proven guilty in a
court of law,” Scheibler said.

He said
they appreciate the cooperation of the coroner's office, the Ellis County Drug
Enforcement Unit, initial responding officers and the work of the Investigation
Division of the Hays Police Department.

“The reality
of it is these drugs are in Hays, Kansas,” Scheibler said. “Parents need to be
having a conversation with their children right now. They can't take pills, can’t
smoke pills, can’t ingest them if they don't get them from the doctor. People
are dying in our community from drug overdoses.

“It is going
to continue to be a priority for us, and those that sell drugs that kill people
most definitely will be a priority for us. We are going to continue to focus on
these people and hold them accountable.”

p.m. Feb. 26, Hays Police Department officers were dispatched to the 200 block
of West Fourth on the report of an unresponsive female, according to Hays
Police Department Chief Don Scheibler.“Officers
arrived and lifesaving efforts were attempted, but it was determined that female
had passed,” Scheibler said.The
Ellis County Coroner was notified, and the department initiated an
investigation.“The investigation
revealed that the likely cause of death was the victim had ingested fentanyl,”

likely source was a counterfeit Oxycodone tablet, he said.On March

Hays PD reports arrests following fentanyl-linked overdose death

TOPEKA – Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.9% in January. This is unchanged from 2.9% in December and an increase from 2.5% in January 2022.

The jobless rates across northwest Kansas ticked up, with Ellis County rising from 1.9 percent in December to 2.2 percent in January. Barton County's 3 percent unemployment rate was still the highest in the area.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 8,500 from December. Total nonfarm includes private sector and government employers. Private sector jobs increased by 4,400 over the month, while government increased by 4,100.

“Annual estimates indicate that Kansas employers added 38,300 private sector jobs in 2022, a growth rate of 3.4%,” said Labor Economist Emilie Doerksen. “This strong growth continued in January 2023, with preliminary estimates for the private sector increasing by 4,400 jobs over the month.”

Since January 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 48,900. This change is due to an increase of 47,100 private sector jobs and an increase of 1,800 government jobs.

“Bling.” My daughters would say that this term refers to fun, shiny jewelry.&nbsp;

Today we’ll meet a remarkable young woman entrepreneur who has built a business around providing fashionable bling for women. She is not only overcoming the challenges of business, she has found that doing so is helping her overcome the challenges of health and life itself.&nbsp;&nbsp;&nbsp;

Nicole Hedges-Campos is the founder of Bling Glamour, a clothing and fashion accessory business. She grew up in the rural community of Scott City, population 4,113 people. Now, that’s rural.&nbsp;

Hedges-Campos attended Kansas State University and joined a sorority. After college, she moved to Las Vegas with two sorority sisters. She was working in a marketing position when an unknown health disorder popped up.&nbsp;

“I got really sick,” she said. On one occasion, she passed out on an airplane. No one could identify the cause. Ultimately she lost her driver’s license and moved back with her parents in Scott City.&nbsp;

“We were going to doctors all over the country, trying to figure out what was wrong,” Hedges-Campos said. Finally a physician at the Cleveland Clinic identified that she had a connective tissue disease, and prescribed treatment.&nbsp;

Back home, Hedges-Campos was cleaning rooms at her parent’s bed and breakfast.&nbsp;&nbsp;She also started selling purses from her basement.&nbsp;

“I love fashion,” she said. “My mom and I always enjoyed shopping.”&nbsp;

Her eye for fashion proved successful, as customers became very interested in the items she was offering. Hedges-Campos also met and married Mark, a local teacher and coach.&nbsp;

Hedges-Campos decided to open a shop in downtown Scott City. She named it Bling Glamour. The shop started selling handbags and accessories, and expanded its product lines over time to include clothing and jewelry.&nbsp;

“It was a hit,” she said. Not only did the business grow, it seemed to give her a purpose in her recovery. “Bling got me back on my feet. God put this in my heart, and I started getting stronger.”&nbsp;

It went so well that Nicole decided to open a second store in Garden City. “That store went crazy,” she said. A third store opened in Manhattan.&nbsp;

Bling Glamour has grown so much that Mark has joined the business, along with Nicole’s parents. In addition to its online presence, Bling Glamour now has 26 stores in Kansas, Nebraska, Oklahoma and Missouri, with another on the way.&nbsp;

There have been challenges. At one point, their distribution center was lost to fire. On another, the roof collapsed on their store in Hays.&nbsp;

“It’s been a journey, and a lot of work,” Hedges-Campos said. “God has closed doors in our face, and He has opened them. We relied on our faith to get us through. We feel we are meant to do this.”&nbsp;

Hedges-Campos has especially enjoyed mentoring young women who have joined the company. “We’ve helped encourage some incredible leaders who are working really hard. I’ve loved watching other women find opportunity, find strength, and be leaders.”&nbsp;

Bling Glamour can outfit a customer from head to toe – literally. The company offers items from hats to shoes, with apparel, jewelry and other accessories in between.&nbsp;&nbsp;Kendra Scott jewelry is a popular feature. The store stays very current.&nbsp;&nbsp;“We buy weekly,” Hedges-Campos said.&nbsp;

Through its online site, Bling Glamour is shipping items across the nation and beyond.&nbsp;&nbsp;“We just had an order from Guam,” Hedges-Campos said.&nbsp;&nbsp;&nbsp;

“We cater to everybody. This is not only for young women. A grandmother can shop with her granddaughter, and each one can find something. It’s like coming into the store to play dress-up.”&nbsp;

She adds: “I want people to feel better about themselves after they come in. I tell my staff, ‘Love people.’”&nbsp;
