A vehicle was reported stolen with several firearms inside on Main Street in Hays on New Year's Eve.

According to Hays Police Chief Don Scheibler, the Hays Police Department was alerted by an individual at 3:40 p.m. reporting the theft of his 2004 Jeep Grand Cherokee, parked at 800 Main St. near Main Street Gym &amp; Fitness.&nbsp;

A video from Dec. 31 allegedly depicts 33-year-old Hays resident Ngabo Salomon Kabika surveying his surroundings before the theft.

"At approximately 3:20 p.m., a black male is seen on video looking through the front door of the gym," Scheibler said. "At 3:26 p.m., the Jeep is seen leaving the parking spot heading north."

Corporal Brandon Bell observed the vehicle pulling into the Cerv's,&nbsp;1601 Main St.

A male driver exited the vehicle, accompanied by a female, whom Scheibler said was unaware that the vehicle was stolen.

"The female was only a passenger who had been picked up by the guy," he said.&nbsp;

The two suspects started walking toward the store when Bell instructed them to stop. 

With the arrival of additional officers, both individuals were taken into custody without any resistance. The female passenger was not arrested, Scheibler said.

Kabika, without a driver's license, was arrested on charges of vehicle burglary, vehicle theft, DUI and firearm theft, and firearm possession stemming from a prior domestic battery conviction.

The suspects did not direct any firearms at anyone on the scene. The weapons discovered in the Jeep were owned by the vehicle's owner.

"The gun in the car was a Winchester SXR 12 Gauge Shotgun and the other one was a Glock 19 handgun," Scheibler said.

Scheibler said there was little risk to the public due to the time it took for Kabika to be apprehended.&nbsp;

"He could have driven into somebody and caused an accident, but the theft occurred within a short time of police locating the vehicle and taking him into custody, so the risk was limited to the public," he said.

Scheibler acknowledges Bell for the short period it took to locate and apprehend the suspects.

Scheibler said stolen vehicles are an ongoing issue and advises residents to take the proper steps in securing their belongings.

"Stolen vehicles continue to be a problem not only in our community but across the country," he said. "We encourage the public to lock their vehicles and not to store their firearms in their cars."

Hays suspect arrested on charges of theft of Jeep containing firearms

Snow is expected to begin in northwest Kansas overnight and spread eastward, according to the National Weather Service.

The Hays area is forecast for about 2 inches of snow. The National Weather Service was forecasting as of 7 a.m. Thursday that snow should begin in Hays at about 6 p.m.

The precipitation may start as rain and change quickly to snow.

The snow should come to an end on Friday.

A winter weather alert has been issued for the area starting at 8 p.m. Thursday through noon Friday.

Plan on slippery road conditions. The hazardous
  conditions could impact the morning commute.&nbsp;

The Annual meeting of The Society of Friends of Historic Fort Hays will be on Sunday, Jan. 28 at 2 p.m. in the Visitor’s Center at the fort. A program will precede the annual meeting and election of new board members to The Society of Friends.

The program – The French on the Smoky Hill Trail in the 18th Century as told by trapper Smoky Hill Thompson will be presented by Donald Wade Davis, an independent author and scholar who lives in Bonner Springs, Kansas. Earning his undergraduate degree in Great Plains Studies from the University of Nebraska at Lincoln, and a master’s degree from the University of Missouri at Kansas City, Wade has been an avid student of the American West, especially here in the plains region. Wade’s interests are Historic Reenacting and Living History. He portrays a fur trader at Nebraska’s Fort Atkinson and takes part in many living history events around the country. He is an active member of the American Mountain Men and the coalition of Historical Trekkers. Wade has worked as a coal miner, a cowboy, a labor advocate and a therapist over his career. When not writing or at a living history event, he can be found at home with his wife Pam and their blended family.

Annual meeting of Society of Friends of Historic Fort Hays scheduled

At 6 p.m. on Dec. 31 the 911 dispatch center in
Hays and it's employees officially transitioned from the city of Hays to a
new department within the Ellis County government.

It's a move that likely not a single member of the public noticed, one that has been in the works for years.

In August, in a joint meeting with the Hays City Commission,
the Ellis County Commission voted unanimously to take over the emergency
dispatch operations inside the Law Enforcement Center, 105 W. 12th
in Hays and transfer 14 employees from the city of Hays to Ellis County.

Ellis County owns all of the dispatch equipment while the
city of Hays paid for the salaries and benefits of employees.

County Administrator Darin Myers said the move had been a
topic of discussion for several years, but those talks escalated in the spring
with budget planning for 2024 and beyond.

Myers said they met with dispatch employees early on in the
process. They wanted to make sure they knew that they would not lose pay or years
of service during the transfer from the city to the county.

He said one of the most reassuring things, for both
dispatch employees and the county, was that Hays Police Lt. Jeff Ridgway agreed
to transfer to the Ellis County Sheriff’s Department and become the new director
of the 911 Communications Center while also serving as a detective for the sheriff’s
department.

&nbsp;“They like working
for Jeff. They believe that he's a good leader and the right choice to be the
director for the new department,” Myers said. “I think that relived a lot of
that anxiety of how would that look like so as a whole.”

Myers also said for the county it was the, “best case scenario.”

“He's very talented, tech-savvy. He knows our computer-aided
dispatch system, or as we call it CAD, inside and out,” Myers said. “(He) has made
vast improvements over the last couple of years since he's been with the city
as the communications lieutenant.”

Ridgway began working as a patrolman in 2002 and starting
working with the communications center three years ago. 

After meeting with employees in the spring, Ridgway said they
began the transition process, which has been made easier because of how intertwined
the two entities are.

&nbsp;“When the city and
the county made their vote formal between the city commission and the county
commission, I've already been started with the process of getting all the
necessary agreements updated and replaced,” Ridgway said. “All the requirements
that we have to have in place according to the KBI and the Kansas Highway
Patrol, we've taken care of all that.”

He said in the final days of December everything was switched over other than the payroll and that will happen on Dec. 31.


“The staff that's working the day shift will clock out on
the system that the city uses, and the staff coming in that night will clock in
on the county system,” Ridgway.

Both Myers and Ridgway celebrated the two entities' abilities to work together and said that is the reason the transition went so
smoothly.

The Ellis County Dispatch Center and communications devices
that are connected to the emergency dispatch center have undergone several
changes in just a short amount of time.

The county, with the help of Federal COVID-19 American
Rescue Plan Act funding and Nex-Gen 911 funding, has emphasized
improving the dispatch center.

In just the last couple of years, the center has added the
new computer-aided dispatch system and mobile data terminals to each emergency
vehicle in the county, installed a new tower north of Hays to help with outages, and the commission has approved a backup dispatch site at the Emergency Services
Building in Hays.

Myers said Ridgway has been a big reason why they are able
to implement the new technology.

“All the different technology upgrades that we've brought to
dispatch center up to the most modern technology, it wouldn't have been able to be done without him, and I think Jeff likes that technology aspect,” Myers said. 

Ridgway says he believes the Ellis County 911 system is
among the best in Kansas and comparable to any dispatch center in the state. 

A recent legislative audit of the Kansas 911 system found several offices, around the state were understaffed and underfunded, but according to Ridgway, that is not the case in Ellis County.

“The city over the past years has recognized the need to
increase its staffing. We've done that. They recognize the need to invest in
our salaries, and they've done that," Ridgway said.

"When you look at the staffing challenges
that are going across the state, let's listen to other 911 administrators. There are centers out there that are struggling to keep their one-seat center filled,” he said. 

Ellis County has just one opening for a
full-time dispatcher.

“I feel here in Ellis County with the city Hays and the
investment we've put in our team and to our members, we're able to do a better
job of retention,” Ridgway said. 

“We've demonstrated that we're willing to
invest in our team and not just with salary but through training, through
continuing education and through mental health resources in all the needs of an
employee.”

Ellis County takes over administration of 911 dispatch

After receiving complaints from the public, the Hays City Commission will talk about possible modifications to the city's parking regulations at its Thursday work session.

Commissioners have received complaints about residential streets being used for parking and long-term storage of recreational vehicles, oversized vehicles, and vehicles associated with home-based businesses.

As part of the parking discussion, city staff is adding a few "cleanup" items, said Collin Bielser, deputy city manager.

"It is the goal of city staff to get feedback on what, if any, changes the city commission would like to see made to the city's parking regulations," he said.

Those changes would then be brought back for commission consideration at a later work session.

The commission will also hear a recommendation of an agreement for the R9 pipeline easement acquisition services.

Eight firms submitted proposals in May 2023, which were shortlisted to two firms,&nbsp;4D Acquisition &amp; Consulting (4D), Onsted, Michigan and O. R. Colan Associates, LLC (ORC), Charlotte, N.C.

In August 2023, the commission approved a contract for pre-acquisition services with 4D Acquisition &amp; Consulting (4D), Onsted, Mich.

Over the past couple months, the 66-milee pipeline route has been selected and a procedures manual for acquisition has been developed.

4D Acquisition &amp; Consulting and&nbsp;&nbsp;O.R. Colan Associates, LLC (ORC), Charlotte, N.C., were the two companies submitting proposals on Dec. 8 for easement acquisition services.

City staff is recommending the low bid of $1,079,374.25 from&nbsp;O. R. Colan Associates, which would be funded out of the water sales tax reserve fund.

O. R. Colan Associates is also recommending use of its software suite to manage easement acquisition documents at an additional cost of $29,000.&nbsp;

Also on the Thursday's agenda are consideration of

• Purchase of&nbsp;fixtures, furnishings and equipment for the new fire station at cost not to exceed&nbsp;$280,500. Completion of Hays' third fire station, 1732 W. 41st St., is scheduled for May.

• Award of bid for four Freightliner Model 108SD dump trucks for the service division to Truck Center Companies, Wichita, for $804,525. Each truck is equipped with a snowplow, two have sand/salt spreaders, and one has a brine applicator.

• Hear requested general nuisance abatement at 409 Riley St. and a demolition abatement for 3809 Post Road.&nbsp;&nbsp;

🎥 City commission to review Hays parking regulations Thursday

THOMAS COUNTY —One person died in an accident just before 2p.m. Wednesday in Thomas County.

The Kansas Highway Patrol reported a 1992 Ford LNB driven by Yancy J. Sowers, 45, Oberlin, was northbound on U.S highway 83 at the Interstate 70 Junction. 

A 2024 Peterbilt semi driven by John W. Adier, 48, West Plains, Missouri&nbsp;was exiting westbound Interstate 70.

Adier failed to yield to traffic on U.S. Highway 83 and pulled out in front of the Ford.&nbsp; The Ford struck the Peterbilt's cattle trailer.

Sowers was pronounced dead at the scene and was transported to&nbsp;Baalman Mortuary in Colby.&nbsp;Adier was not injured. The KHP had incomplete seat belt usage information.

Something I recently read discussed how too much information paralyzes humans’ ability to act. The essay focused on vast details, general and specific, available on the internet to most Americans. The author confirmed something I’d guessed--a click of a button immediately delivers copious feedback that overwhelms readers. Ironically, that same info often needs a rewrite after the source investigates further. Nothing like a trip to the market and the return home to find out you don’t have the right product.

Personally, I’m most overwhelmed by product choices at the grocery store. In days of yore, shopping rarely resulted in fried brains—an untrue statement these days. Check out the pharmaceutical aisle. Plan extra time to read packaging small print to determine exactly what you’re buying. I needed eye drops. This turned into multiple-choice exam that involved more than the expected three potential answers. I read through ingredient lists of at least six different companies to determine what I needed. The pain-killer section compounded the headache building behind my eyes.

One side of the aisle in this section contains a minimum of four to five shelves stacked higher than my nearly six-foot frame, all filled with medications designed to address human pain. You can select aspirin, acetaminophen, ibuprofen, or something else. Be sure to read every detail because some interact with this or cause that. Others have protective coatings to prevent stomach and intestinal issues. In our house, this gets complicated because each of our bodies handles the same product differently. To make matters more difficult, you have to know what delivery system you want for pain relief: fast or slow-release tablets, capsules, syrup, suppositories, or analgesic cream? To complicate matters, you can buy various patches to apply to specific body parts for direct delivery to said site.

If the pharmaceutical aisle hasn’t exhausted your brain, truck over to the dairy aisle. Just the milk section demands a dozen fast decisions. What kind of container do you prefer—plastic or a wax-coated paper product? Do you want pints, quarts, half gallons, or gallons of moo juice? Do you want whole milk or 1 or 2 percent? To complicate matters, options include almond, coconut, or oat milks.

Same aisle, different case: selecting butter demands intense focus. Generic or brand name? Local or delivered from Ireland with a giant carbon foot print? Flavored or regular? Salted or unsalted? In ¼ pound cubes or pound size rectangles? In specialty stores, you’ll find pound-size balls of Amish butter wrapped in wax paper. What started as a quick trip to the market ends up taking forever as you weigh options and calculate expense.

Due to info overload, quick trips to the market don’t exist. For that matter, don’t count on a quick trip to the Quick Trip. Even in stores intended to collect money fast, you have to choose from among several similar products.

As much as I love headache-free cooking with interesting ingredients, this overload leaves me nostalgic for old-time neighborhood markets that offered one choice of everything. All you had to decide was how much you could afford.

The Kansas CARES program, which offers free assistance to Kansas residents enrolling in healthcare coverage through the federal marketplace, has recently become aware of an error resulting in HaysMed being inaccurately listed as an in-network healthcare provider under United Healthcare on the federal marketplace.

Kansas CARES wants to assure residents that there is still time to make changes to their plans, ensuring an in-network provider that is right for them. Our statewide program of Navigators stands ready to assist residents in fixing this error for anyone who enrolled in the United Healthcare insurance plan incorrectly assuming that HaysMed would be an in-network provider.

Applicants must enroll by Jan. 16 to ensure coverage for 2024.

Call local navigators or go to <a href="http://WWW.KANSASCARES.ORG">WWW.KANSASCARES.ORG</a> for additional contact information.

As we believe this situation will create a larger number of people needing assistance, we are doing everything we can to ensure that everyone has the opportunity to update their plan.

Local health insurance navigators stand ready to fix coverage errors

Editor's note: This story was updated at 2:57 p.m. Wednesday, Jan. 3 with a comment from United Healthcare.

Some area residents are scrambling to find new health insurance after HaysMed was inaccurately listed as an in-network provider for the UnitedHealthcare Marketplace insurance.

Shae Veach, HaysMed vice president for regional operations, said UnitedHealthcare has a variety of plans. The Marketplace plan is new to the area.&nbsp; HaysMed was never in-network under the UnitedHealthcare Marketplace plan.

Other UnitedHealthcare plans, including commercial, employer, Medicaid and Medicare supplemental plans are not affected.

HaysMed was notified in late December it had been inaccurately listed as an in-network provider for the Marketplace insurance plan. On Friday, HaysMed published a press release on its website and Facebook page notifying people of the error and urging them to review their plans.

Veach said the hospital has no control over how it is listed on the Marketplace. 

The Hays Post reached out to corporate communications for UnitedHealthcare. A spokesperson for the insurance company responded Wednesday afternoon.

"We are currently negotiating with Hays Medical Center and making every effort to bring the health system in our network at rates that are affordable for our members and their families,” the spokesperson said in an email.

Veach said HaysMed continues to be in active negotiations with UnitedHealthcare to become a network provider for its Marketplace plan, but the negotiations are moving slowly. He said United has been unresponsive. Veach said those negotiations will continue into 2024.

Some local residents said the notification was too late.

A young man who manages a small business in Hays, said his wife is pregnant and due Feb. 2. The man, who did not want his name used, is now facing expensive medical bills for his wife to see her HaysMed provider weekly.&nbsp;

He is working with his insurer broker to sign up for a different plan. Marketplace buyers have until Jan. 15 to change their plans.

However, his new effective date won't be until Feb. 1. If the baby comes early, his coverage for the delivery will be out-of-network.

"I should have insurance, and now it doesn't look like I'm going to," he said.

The man has filed for special consideration to make changes to his plan, but he said that could take 30 days.

A local woman, who also did not want her name published, said she had already enrolled in the UnitedHealthcare Marketplace plan, when she saw the announcement on Friday.

She said she plans to use a nearby hospital and doctor that is in-network.

Veach encouraged residents affected by the issue to reach out to their insurance broker, a Marketplace navigator and/or United Healthcare directly.

Peggy Ritter, Marketplace navigator, said she has been working with individuals since the announcement on Friday to make changes if they need them.

The open enrollment Marketplace deadline is Jan. 15. However, a change now would not go into effect until Feb. 1.

Ritter can assist people in reviewing their Marketplace plan and choosing a different plan if necessary. Her services are free.

The difference between in-network and out-of-network charges can be significant.&nbsp;

"When people thought they were getting a plan for zero dollars or $3 and now that whole company is out of network, it's really going to take a bite out of some people's paychecks," she said. "Whatever I can do, I am happy to."

Although Ritter lives in Dresden, she has also been affected. She also has UnitedHealthcare Marketplace insurance.

Ritter said the timing of the announcement was not ideal.&nbsp;

"There were doctors I looked for specific people back in the beginning of December, and they were in-network or I would call HaysMed and ask, 'Do you accept this?' and they would say, 'Oh, yeah.'&nbsp;

"And now to find that out on Friday at 9:30 at night... I just started calling and texting everybody and posting as much as I could. "

Veach said he could not comment on any phone inquiries to the hospital.

"It is confusing because UnitedHealthcare has a lot of different plans as does BlueCross as does others," Veach said.

Ritter said some people will not be affected.&nbsp;

The No Surprises Act came into effect in 2022. If you enter an emergency room that is in-network and then you are transferred to a hospital that is out-of-network, such as HaysMed, you are to be charged as if you were you were in-network, Ritter said.

"That is comforting to some," Ritter said.

Abby Staley, a licensed Marketplace insurance broker who lives in Hays, is also trying to help people who were affected by the mistake.&nbsp;

Staley said many people were caught off guard. She was out of town for the weekend and said she received calls from clients crying because they were so stunned.

Although people shopping for insurance on the Marketplace can do so on their own,&nbsp;Staley said the system is difficult to navigate. She said trying to apply for Marketplace insurance on your own is like trying to do your own taxes or serve as your own attorney. It's not recommended.

She urged people to seek the free assistance available from an agent.

"People don't need to panic," she said. "There are people who are licensed and trained to navigate these situations and help figure it out."

Although both Marketplace agents and navigators can help you research plans and help you fill out the forms, agents have insurance licenses. Navigators do not.

A group of Hays youngsters recently let fellow soccer players from around the country know that soccer is alive and well in Kansas – specifically in northwest Kansas.

Local goalkeepers made it all the way to the championship match in four of the five divisions in which they competed at the Keeper Wars Ink regional competition in Wichita.

The 1 vs. 1 event at the Stryker Sports Complex in December featured more than 80 competitors from nine different states.

It was an especially successful weekend for the Fisher family from Hays, which posted a cumulative record of 19-1.

Joey Fisher went undefeated at 10-0 to win the 12 and Under-13 and Under division. His older brother Kenny, a junior at Hays High School, went into the 16U-19U championship match unbeaten in nine matches before falling in the title match to place second.

It was the best finish in four years of Keeper Wars competition for Kenny, whose main position in high school is goalkeeper.

Ironically, younger brother Joey’s No. 1 position on the pitch is striker. However, their dad, Adam, says Joey thrives on competition and has enjoyed watching Kenny succeed at Keeper Wars the past several years, so he decided to give it a try.

Winners of the regional competitions qualify for the U.S. Youth Soccer Keeper Wars Ink National Championships held during the summer in Florida. Regional second-place finishers are put on a list and often are chosen as at-large national qualifiers. So the Fisher family could have two national qualifiers in 2024.

Kenny received just what he wanted for Christmas last week – a new set of goalie gloves. Joey – well, he would like to take a trip to Florida and the national tournament.

“Joey is still working on us on that one,” Adam Fisher said with a laugh.

Another HHS goalkeeper, freshman Cedric Durr, hopes to be making a third appearance at nationals. He finished in the top four of the 12U-13U division at the 2022 national tournament and qualified again last year (in the 14U-15U division).

Cedric placed second in the 14U-15U age division at Wichita. After losing his first match of the weekend, he won eight in a row heading into the championship match, where he dropped a 9-7 decision.

Cedric is hoping to automatically qualify for nationals by finishing first at a regional event in Iowa this weekend. He is heading into today’s playoffs with a 4-0-1 record from Saturday’s action.

The youngest Hays competitor at Wichita, Ryder Feldt, claimed second-place honors after an exciting run on the second day of competition.

After a couple of tough losses in the U9 co-ed group on Saturday, Ryder battled his way back up through his bracket, playing seven matches on Sunday. He advanced all the way to the title match, where he lost by one in overtime.

Also representing Hays on the weekend were Aundrea Luna in the U12-U13 age division and Max Schumacher and Bexlee Staab in the 10U-11U group.

 </figure>By DIANE GASPER-O’BRIEN Special to Hays PostA group of Hays youngsters recently let fellow soccer players from around the country know that soccer is alive and well in Kansas – specifically in northwest Kansas.Local goalkeepers made it all the way to the championship match in four of the five divisions in which they competed at the Keeper Wars Ink regional competition in Wichita.The 1 vs. 1 event at the Stryker Sports Complex in December featured more than 80 competitors from nine different states.It was an especially successful weekend for the Fisher family from Hays, which posted a cumulative record of 19-1.Joey Fisher went undefeated at 10-0 to win the 12 and Under-13 and Under division. His older brother Kenny, a junior at Hays High School, went into the 16U-19U championship match unbeaten in nine matches before falling in the title match to place second.<figure>

 </figure>It was the best finish in four years of Keeper Wars competition for Kenny, whose main position in high school is goalkeeper.Ironically, younger brother Joey’s No. 1 position on the pitch is striker. However, their dad, Adam, says Joey thrives on competition and has enjoyed watching Kenny succeed at Keeper Wars the past several years, so he decided to give it a try.Winners of the regional competitions qualify for the U.S. Youth Soccer Keeper Wars Ink National Championships held during the summer in Florida. Regional second-place finishers are put on a list and often are chosen as at-large national qualifiers. So the Fisher family could have two national qualifiers in 2024.Kenny received just what he wanted for Christmas last week – a new set of goalie gloves. Joey – well, he would like to take a trip to Florida and the national tournament.“Joey is still working on us on that one,” Adam Fisher said with a laugh.<figure>

 </figure>Another HHS goalkeeper, freshman Cedric Durr, hopes to be making a third appearance at nationals. He finished in the top four of the 12U-13U division at the 2022 national tournament and qualified again last year (in the 14U-15U division).Cedric placed second in the 14U-15U age division at Wichita. After losing his first match of the weekend, he won eight in a row heading into the championship match, where he dropped a 9-7 decision.Cedric is hoping to automatically qualify for nationals by finishing first at a regional event in Iowa this weekend. He is heading into today’s playoffs with a 4-0-1 record from Saturday’s action.<figure>

 </figure>The youngest Hays competitor at Wichita, Ryder Feldt, claimed second-place honors after an exciting run on the second day of competition.After a couple of tough losses in the U9 co-ed group on Saturday, Ryder battled his way back up through his bracket, playing seven matches on Sunday. He advanced all the way to the title match, where he lost by one in overtime.Also representing Hays on the weekend were Aundrea Luna in the U12-U13 age division and Max Schumacher and Bexlee Staab in the 10U-11U group.

NWester: Hays goalkeepers take Wichita by storm

Losing a loved one in a car accident is never easy. Those pains have been compounded for a Great Bend family after 23-year-old Skyler Warren was killed in a Christmas Eve crash. His girlfriend, Shelia Stiers, has been in Wichita since the accident taking care of her two daughters who were seriously injured in the accident. Skyler's mother, Jennifer Rosenberg-Meis, said the family will need help for some time to come.

"They live in a third-story apartment and they are both going to be coming home in wheelchairs so it's going to be very difficult," she said. "They said they could call the fire department and the fire department can get the girls in and out.  Emma's going to have to have physical therapy three times a week."

On Dec. 24, just after 9 p.m., Warren's Mazda four-door struck a GMC Yukon head-on four miles east of Sterling. Katrina Wood, 16, suffered three fractures in her spine, a broken femur, broken ribs, a punctured lung, and head injuries. Emma Wood, 11, also suffered a broken femur, a broken wrist, and a broken arm that severed her radial nerves. 

Stier and the girls currently have no access to a ground-floor apartment, and Stier's current vehicle will not be able to accommodate two wheelchairs.
