A new recognition for employees within the Hays Police Department was&nbsp; awarded recently to a 911 dispatcher who talked a couple through the birth of their brand new baby before emergency responders could arrive.&nbsp;&nbsp;

And then it happened again. On the same shift to a different dispatcher.&nbsp;

Quite unusual, and deserving of recognition with the first-ever Hays Police Department Stork Awards.

Emergency communications shift lead Austin Schmeidler and dispatcher Rachel Barnes were honored by Don Scheibler, police chief, during the Aug. 24 Hays City Commission work session.&nbsp;

Schmeidler and Barnes work together on the same shift and both took 911 calls where they helped bring new babies into the world.&nbsp;

"In today's modern world, this doesn't happen very often so it's extremely unusual to happen on the same shift in such a short period of time," Scheibler said.&nbsp;

On June 4 at about 1 p.m., Schmeidler answered a 911 call from a couple traveling along Interstate 70.&nbsp;

The caller reported his wife was in labor and the baby was about to make its appearance.

"Dispatcher Schmeidler directed the caller to safely pull over to the side so that EMS could assist," Scheibler said.

"As Austin was asking the primary questions in the emergency dispatch protocol, the mother gave birth to a baby girl.

"Schmeidler provided post-birth instructions prior to the arrival of EMS. EMS arrived to assist the family and their brand-new daughter."

The emergency phone call was just a little more than five minutes.&nbsp;

"Dispatcher Austin Schmeidler maintained a calm, professional demeanor," Scheibler said.

While Schmeidler was talking to the family, co-worker Rachel Barnes took his role as lead dispatcher and sent EMS to the scene.&nbsp;&nbsp;

"Not to be outdone, on Aug. 12, at approximately 4:56 p.m., Dispatcher Rachel Barnes took a 911 call with the individual stating his wife had gone into labor at their home in rural northern Ellis County," Scheibler said.&nbsp;

"Dispatcher Barnes quickly began working through the appropriate protocol while Shift Lead Brian Schmeidler immediately dispatched EMS to the residence.

"Dispatcher Barnes provided instructions and reassurance to the mother, helping her through the birth."

The child was born about six minutes after the call was received, and EMS arrived shortly afterward.

"During the entire 20-minute call, Dispatcher Barnes was calm and professional, providing the mother with support and appropriate post-birth instructions prior to the arrival of EMS," Scheibler said.

Scheibler further praised both Schmeidler and Barnes for their "calm and professional support regularly given by our communication division— many are here tonight—to callers who are in crisis."

The pair posed for pictures with their co-workers, police officers, Hays City commissioners and family members after being presented with their Stork Awards, "when the babies win the race against the responders to the scene."

"Wow! That was cool," said Mayor Shaun Musil after the recognition ceremony.

"Those are the kinds of things you like to have happen," she said.&nbsp;

The Kansas Small Business Development Center at Fort Hays State University will offer its first cybersecurity conference, Cybersecurity 101 for Any Business, on Oct. 3 from 8:30 a.m. to 3 p.m. at the Robbins Alumni Center at FHSU.

The conference will be available for owners or employees of any business. Participants can attend in person or with remote viewing groups available in Dodge City, Liberal, and Goodland.

Focusing on real-life examples, the conference will help business owners and support staff learn more about cybersecurity, enabling an understanding of the importance of risk mitigation and actionable steps.

“One of our goals for this conference is to help small businesses be informed and confident in taking proactive steps to protect their digital environments.,” said Laurie Pieper, assistant director of KSBDC. “We are very excited about the partners that have come together to provide training and resources to support our business communities in western and north central Kansas.”

Speakers from the Department of Homeland Security, FBI, Tree Top Security, Nex-Tech, FHSU, the U.S. SBA, and USD 489 will provide valuable information and opportunities to connect with resources.

In 1908, Theodore Roosevelt served as President of the United States, Oklahoma added the 46th star to the U.S. flag, William Durant founded what became General Motors Corporation, Henry Ford’s $850 Model-T rolled off the Detroit, Michigan assembly line on September 27, and Ellis, Kansas, residents celebrated seven graduating seniors.

Those creative seniors each assembled their own year book, gluing photos onto thick paper and writing a motto under each picture. An appreciative bunch, they thanked their high school faculty, Superintendent W.E Ford, Principal M. Ethel Hoar, and Assistant Principal Margaret H. Cave for their earnest endeavors to assist the students in every possible way in their high school courses. At the end of the eleven-page booklet, they included their class yell: “Oh, yes, sure as fate; Senior! Senior! 1908!”

Four years later in 1912, the district published The First Annual Catalogue of the Ellis Public Schools. It included an event calendar for the school year, a list and photos of staff and board members, mission statement, descriptions of the entertainment course and the courses of study, general information, and a roll of previous Ellis graduates.

Teachers in 1912–13 were Superintendent J.E. Chamberlain, High School Principal Emilie Wedell, Assistant Principal Dora Kohr, Grade School Principal D’Gracia J. Davis, Addie Frost, Kathryn Marts, Easter Woody, and E. Maude Harris. Board members were Thomas McMahon, E.C. Waldo, and H.K. McLeod. 

The high school’s mission statement follows:

"The mission of the high school is comprehensive. It champions the idea of universal education. It places higher education within the grasp of every boy or girl, even in the rural districts. The value of high school education, both as a necessary preparation for admission to college or university, and an effective practical training for the successful pursuits of the various vocations of life is almost universally recognized. The high school should not only prepare for the university; but it should supplement the work of the common school, and above all provide the practical training necessary for the great industrial school, the WORLD."

In order to meet its mission statement of preparing students for the world, the board added two additional courses: Normal Training and Domestic Science. They planned to add Manual Training at the earliest possible opportunity. 

In addition to core classes offered, Ellis Public School included an entertainment course in a lyceum format. The catalogue advertised that “Some of the best talent of the age will appear this winter on our Lecture and Entertainment Course.” Most of the programs were musical in nature with some dramatic entertainment as well.

Those seeking to enter high school took an entrance examination they had to pass with a 75% average and no score lower than 60%. Those possessing teacher’s certificates or common school diplomas were admitted without the exam.

The district charged non-resident high school students $9 tuition while non-resident grade school enrollees paid $6. Community members offered board and room to those who didn’t live in town. Local students did not pay tuition.

According to the catalogue, all students were to be treated kindly and considerately, and they were to “Make the work of school their first business.” It was stressed that every effort would be made to make them self-governing and self-directing men and women.

Clearly Ellis intended to develop productive citizens for a changing world.

The U9 Hays Havoc Girls Soccer Team was in action on August 26 for a weekend tournament in Kansas City. They played a total of four games and finished the tournament with a record of 3-0-1.

Game 1 found the Havoc on the right side of the score as we cruised to an 8-0 victory. First season forward/goalkeeper Olivia Feldt scored her first goal and started the scoring with a great left-footed goal. The scoring would continue thanks to goals from Brynlee Bauck, Hattie Simpson, Getse Cabrera-Ramirez and Hattie Enslow. Stellar defense and shutout goalkeeping from Nyx Kaiser spurred the early tournament blowout.

Game 2 was a little more of a defensive battle, but we stilled ended up with a 3-0 victory. Chasing the ball was an issue in this game and we were fatigued most of the game because of that. We were fortunate to win this game, and only did so due to lockdown defense and shutout goalkeeping yet again. First year forward Olivia Gonzalez had a game to remember as she found the back of the net, sneaking it past the defender and the goalkeeper on the right side. Although play was sluggish, we did exactly what we needed to do to put ourselves in a position to play for a championship.

Starting 2-0 in pool play put us in a great position heading into our 3rd game. The girls played their hearts out and the effort was very good, but we couldn’t quite score enough goals and the game ended in a 1-1 tie. Forward Hattie Simpson netted the lone goal for us and a defensive lapse allowed Sporting City North to tie the game up. A tie is always better than a loss, and after all was said and done in this our first tournament, the girls had a chance to win it at 3:00 p.m.

We knew this was going to be a battle; you wouldn’t want it any other way. I wanted to see the girls compete at a high level, that was my main goal going into the game. 

Both teams went at each other for the first few minutes, resulting in minimal shots on goal. We were the more aggressive team so I felt really good about the start. Hattie Simpson started the scoring, but wasn’t quite done. A little later she took the ball up the right side and passed it to the middle allowing teammate Getse Cabrera-Ramirez to run right into a shot that went into the left corner of the net. That was the best passing sequence of the tournament. Another goal was added and we were up 3-0 at halftime. We were in a great spot but knew there was work to be done. The defenses went at it most of the 2nd half, resulting in no goals being scored until a penalty kick opportunity with about eight minutes left in the game. Bauck was able to find the right corner of the goal on the PK and we took a commanding 4-0 lead. Nyx Kaiser showed yet again why she is the best goalie at her age, yielding her third shutout in four games as the Havoc were tournament champions!

Our defender group of Aly Cabrera-Ramirez, Brynlee Hartshorn, Brielle Robbins, Skyler Nowak, Samantha Schonthaler and Kersee Wince were absolutely outstanding all tournament long. Any time teams thought they had a scoring opportunity there was one of our defenders waiting for them. 

The effort was incredible all tournament long. Overall, there are always things you are going to need to work on, but I was extremely proud of the way the girls played in their first tournament of 7 v. 7.

Hays Havoc U9 girls soccer team wins Sporting Classic in KC 

NESS COUNTY– The Ness County Attorney says that a deputy who fatally shot a man in August outside a home in Ramson is immune from prosecution under Kansas law.

On Friday, the Kansas Bureau of Investigations (KBI) presented its findings to the Ness County Attorney’s Office following a formal investigation into an Officer Involved Shooting occurring the morning of August 8, according to a statement from Ness County Attorney Jacob Gayer.

At approximately 8:36 a.m. August 8, a call was routed, in the E911 system, to Trego County dispatch. The caller informed Trego County dispatchers he was in Ransom, Kansas and was wanting to self-harm. 

Trego County advised Ness County Dispatch. Ness County Sheriff, Brandon Mitchell, was able to establish a line of communication with the then unknown caller which resulted in deputies locating the individual at a private residence in the city of Ransom, Kansas. 

Deputies of the Ness County Sheriff’s Office responded to the area and were able to establish a perimeter around the home.

At approximately 9:49 a.m. a man later identified as Jesse L. Nicholls, 46, of Ransom, exited the residence in possession of a black semiautomatic handgun. Sheriff Mitchell, initially, was able to obtain compliance from Nicholls who placed the handgun on the ground but still within his reach. 

Negotiations to surrender to law enforcement continued by Sheriff Mitchell but ultimately the subject returned to the handgun, retrieving the firearm, and cycling a round into the chamber of the weapon.

Nicholls charged towards Deputies before discharging, towards officers, a single round. A member of the Ness County Sheriff’s Office returned fire striking Nicholls who dropped the firearm. 

Medical personnel and members of the Sheriff’s Office began immediate life saving measures ultimately proving unsuccessful.&nbsp; Nicholls died of hiss injuries sustained in the incident. 

The Kansas Bureau of Investigations was requested to conduct an investigation into the Officer Involved Shooting. 

“After reviewing the reports from the KBI, the body worn cameras and taking into consideration the information available to the deputy at the time, Ness County Attorney Jacob Gayer ruled, in his professional opinion, the deputy was entitled under current Kansas law to use deadly force for the purposes of selfdefense. 

"First, the deputy had a sincere and honest belief that their life was in danger and that it was necessary to use deadly force to defend themself. Secondly, a reasonable person in the deputy’s circumstances could have reasonably perceived the use of deadly force was necessary."

"Charges are not appropriate against the deputy in the death of Jesse L. Nicholls, on August 8."

Prosecutor declines to file charges in fatal Ness Co. officer shooting

It's been 70 years since a group of concerned businessmen organized what is now the United Way of Ellis County.

The non-profit organization first began raising money to support needy community members in 1953.&nbsp;Volunteers for the Hays United Fund raised $18,132 in the first annual fundraising campaign.

There've been a lot of changes over 70 years, including the organization's name, the groups that are supported and the communities that participate.

What hasn't changed is the United Way's focus on identifying local&nbsp;needs and building partnerships to improve the lives of Ellis County residents in the areas of education, health and financial stability.&nbsp;

"Creating a brighter tomorrow" is the theme of this year's fundraising campaign, which kicked off during the Hays Chamber luncheon on Aug. 25.

"As we stand on the edge of another era, let us know the future is not predetermined. It is shaped by our actions today," said Erica Berges, United Way executive director.&nbsp;

"The next 70 years hold immense potential for progress, transformation and impact. It is our responsibility to seize this potential."

Haley Rutherford of the Western Kansas Child Advocacy Center told the crowd how United Way funding helped transform the life of a young child who had been abused at the hands of their father.&nbsp;

"A big support for this kid was our mentor," she said. "He provided them with a sense of normalcy and allowed them to be a kid within that appropriate role model relationship.&nbsp;

"He wasn't there to talk about the abuse or what was going on with the court process. He provided them another perspective of what a man is, what they can be and what they can grow to be.&nbsp;

"He taught them healthy relationship skills, all while playing video games going on walks with them, building Legos and so much more.&nbsp;

"As they continued therapy, the child was able to disclose their sexual, physical and emotional abuse in a safe place in whatever place they needed to disclose it," she said.

"They built a blanket fort and there was a feeling of safety, security and comfort. That's how they were finally able to disclose. They finally felt safe to let out what had been held in for so long, allowing the therapist to hold that for them now."

 </figure>By BECKY KISER Hays PostIt's been 70 years since a group of concerned businessmen organized what is now the United Way of Ellis County.The non-profit organization first began raising money to support needy community members in 1953.&nbsp;Volunteers for the Hays United Fund raised $18,132 in the first annual fundraising campaign.There've been a lot of changes over 70 years, including the organization's name, the groups that are supported and the communities that participate.What hasn't changed is the United Way's focus on identifying local&nbsp;needs and building partnerships to improve the lives of Ellis County residents in the areas of education, health and financial stability.&nbsp;"Creating a brighter tomorrow" is the theme of this year's fundraising campaign, which kicked off during the Hays Chamber luncheon on Aug. 25.<figure>

It is shaped by our actions today," said Erica Berges, United Way executive director.&nbsp;"The next 70 years hold immense potential for progress, transformation and impact. It is our responsibility to seize this potential."Haley Rutherford of the Western Kansas Child Advocacy Center told the crowd how United Way funding helped transform the life of a young child who had been abused at the hands of their father.&nbsp;"A big support for this kid was our mentor," she said. "He provided them with a sense of normalcy and allowed them to be a kid within that appropriate role model relationship.&nbsp;"He wasn't there to talk about the abuse or what was going on with the court process. He provided them another perspective of what a man is, what they can be and what they can grow to be.&nbsp;"He taught them healthy relationship skills, all while playing video games going on walks with them, building Legos and so much more.&nbsp;"As they continued therapy, the child was able to disclose their sexual, physical and emotional abuse in a safe place in whatever place they needed to disclose it," she said."They built a blanket fort and there was a feeling of safety, security and comfort. That's how they were finally able to disclose. 🎥70th year of United Way of Ellis County kicks off with campaign drive

TOPEKA&nbsp;– The Kansas Fights Addiction Grant Review Board awarded more than $6 million in grants to 33 applicants in support of substance abuse and addiction services, Kansas Attorney General Kris Kobach announced.

Money recovered by the Attorney General's office through opioid settlements funds the grants, which are available to eligible agencies, entities and nonprofit organizations.&nbsp;

"These grants go to organizations working to abate the crisis across the state, working to help treat individuals with opioid and substance-use disorders, help develop communities of recovery, reduce the harm of the crisis, and ensure people seeking treatment are able to connect with providers offering care," Assistant Attorney General Christopher Teters said.

The Kansas Fights Addiction Grant Review Board received so many quality treatment applications that the board moved to double the total amount of funding to more than $6 million from the original ceiling of $3 million.

This allowed the board to fund 35 applications instead of only 17.

The board approved grants to the following organizations:

Combatting the fentanyl crisis is a priority for the Kobach administration. The Attorney General launched a&nbsp;<a href="https://ag.us21.list-manage.com/track/click?u=09fcce027126dffda6b997d13&amp;id=a3d26e8ca0&amp;e=6eb0540fbc" target="_blank">public service announcement campaign</a>&nbsp;warning Kansans about the dangers posed by fentanyl, a synthetic opioid.

And in July, Kobach announced the creation of a&nbsp;<a href="https://ag.us21.list-manage.com/track/click?u=09fcce027126dffda6b997d13&amp;id=14aaed16f2&amp;e=6eb0540fbc" target="_blank">Joint Fentanyl Impact Team</a>, a coalition tasked with identifying and breaking up fentanyl distribution operations in the Sunflower state.

According to estimates, more than 107,000 people died from a drug overdose in the U.S. in 2021. Of those, 75 percent involved opioids. Kansas isn't immune to the crisis. In 2019, Kansas reported 393 deaths. In 2020, the state reported 477 overdose deaths, and in 2021 - the most recent year for which statistics are available - Kansas reported 678 deaths.

Kansas has reached multiple settlements with major pharmaceutical companies, distributors and related firms as part of the state’s ongoing efforts to bring accountability to those that fueled the opioid-addiction crisis and to provide funds to support addiction services. Kansas has secured more than $340 million in settlements to be paid to the state over the next 18 years.

The Kansas Legislature enacted the Kansas Fights Addiction Act in 2021, authorizing the creation of the KFA board. Sunflower Foundation, a statewide health philanthropy based in Topeka, serves as the administrator for the KFA grant program.

Eligibility is limited to state agencies, local and county governments, and nonprofit organizations that provide services in Kansas for the purpose of preventing, reducing, treating, or otherwise abating or remediating substance abuse or addiction. To be eligible, applicants also must release all legal claims arising from covered conduct against each defendant named in the opioid settlement agreements. High Plains Mental Health among those awarded grants to fight addiction

NORTON — The Kansas Department of Transportation plans to begin resurfacing work on portions of U.S. 36 and K-261 in Norton County on Wednesday.

Project activity will include milling and overlay on approximately 15 miles of U.S. 36 starting at the Decatur County line and ending near West Avenue in Norton. Construction crews will also complete a mill and overlay on 1.2 miles of K-261 near the Prairie Dog State Park. 

Traffic will be reduced to one lane in the construction zones and directed by flaggers and a pilot car during daylight hours. Motorists should plan for delays of up to 15 minutes.

KDOT expects the projects to be completed by the end of October, conditions permitting.

APAC-Kansas Inc., Shears Division, of Hutchinson is the primary contractor for the projects with a combined contract cost of approximately $6 million.
