If you had one thing you could change about the USD 489 school district, what would it be?&nbsp;

The transparency of the district. I have seen the strides our current board has been taking to have transparency with the community, but I would like to see&nbsp;more&nbsp;of it.

What is your opinion of the current school board? Do you think you could compromise with the incumbents who will remain on&nbsp;the board?&nbsp;

I think the current school board is very attuned to the needs of the district. They have done well to pass the bond, improve the baseball field, and even get our students free breakfast. I would, however, like to see a little more cohesiveness between members and less animosity. I believe they all are well-intentioned but disagree on the finer things that help them achieve their goals.

What is your opinion of the Hays USD 489 administration?&nbsp;&nbsp;

This is a very broad question. There are many different levels of administration in education. Overall, I support the administration in their support of the staff and students.

What do you think the board’s role should be in the day-to-day operations of the district?&nbsp;

The board’s role is to oversee policy in the district.&nbsp; The day-to-day operations are left to the discretion of the professionals who were hired in those positions.

What role do you think the board should&nbsp;have&nbsp;moving forward with the bond issue projects?&nbsp;

This bond is to bring better facilities to Hays for our staff and students. These buildings are for what&nbsp;they&nbsp;need,&nbsp;not&nbsp;me.&nbsp; However, I do want to make sure that there is accountability behind these decisions as it is quite a bit of money being handled. Ensuring that the changes made are fiscally responsible and for the betterment of our students is my priority.

TOPEKA –Kansas Attorney General Kris Kobach announced the award of more than $10 million in grants through the Kansas Fights Addiction grant program. 

The 59 grants, including High Plains Mental Health Center and others in northwest Kansas, will be used to assist approximately 37,100 Kansans in support of substance abuse and addiction services in Kansas.

“This is unprecedented,” Chris Teters, assistant attorney general, said. “This is $10 million that didn’t exist in the opioid abatement space that is going to target emergency needs in areas that either really need additional assistance or may not have had access to resources previously.

“These awards will expand access to naloxone. We will be using this opportunity to make naloxone available to communities and organizations across the state at the lowest cost possible.”

Naloxone is a fast-acting medication used to reverse the effects of opioid overdose.

The Kansas Fights Addiction Grant Review Board awarded grants to rehabilitation facilities, treatment centers, local law enforcement agencies, health providers and first responders to be used for treatment, recovery, and opioid prevention efforts.

The organization will use its $200,000 grant to provide essential treatment services to the uninsured and to initiate adolescent screening, treatment, and recovery services.

The grants are funded through multiple legal settlements with major pharmaceutical companies and related firms as part of the state’s ongoing efforts to bring accountability to those that fueled the opioid-addiction crisis. Kansas will receive more than $340 million over the next 16 years to fight and treat opioid addiction.

Three-day weather outlook

Fall armyworm, Spodoptera frugiperda, can damage several important Kansas crops as well as pasture, turf, and home landscaping. This insect does not overwinter in Kansas. Rather, it is native to the tropical regions of the western hemisphere and is active year-round along the Gulf Coast and southern Florida, migrating in from these locations each year. Two full generations are possible in Kansas, with defoliation and grain damage being the biggest concerns.

While reports of fall armyworm caterpillar damage have not been received so far this fall, it is a good idea to keep an eye out for this insect, especially where newly seeded crops or grasses have been planted.

Fall armyworm caterpillars can be distinguished from other Lepidopterans by markings on the head that resemble an inverted “Y” and four spots on the last abdominal segment that form a square. Once caterpillars are ½ to ¾ inch, they can do considerable damage in a few days. Because of this it is important to scout newly planted fields or hay meadows, in order to spot them when they are small.

A reasonable treatment threshold is finding three or more caterpillars per square foot within a newly planted field. 

There are several insecticides labeled to control this insect including Mustang Maxx, Besiege and Sevin. For forage crops, be sure to check the grazing restriction and post-harvest interval. When considering a chemical treatment option, keep in mind caterpillars ¾-inch or longer are close to maturity and can be harder to control with an insecticide.

Fall armyworm feeding declines with cooler temperatures and the adult moths eventually migrate south. In the meantime, be sure to keep an eye on any newly seeded grain or hay fields.

Regional residents among Barton Community College summer 2023 grads

Students from Fort Hays State University and Thomas More Prep-Marian High School, along with local attorneys, came together to celebrate Constitution Day with the 2nd Annual Reading of the Constitution program. 

Participants took turns reading the full text of the United States Constitution aloud at the Ellis County courthouse on Friday, September 15.

Constitution Day is an annual observance that commemorates the signing of the United States Constitution on September 17, 1787. This day serves as a reminder of the fundamental principles upon which our nation was founded and encourages citizens to reflect on the importance of the constitution in shaping our democracy.

Together with the Kansas 23rd Judicial District Court, the FHSU American Democracy Project, and the Federal Bar Association, Dr. Wendy Rohleder-Sook, assistant professor of political science, helped organize this educational event, noting “this program underscores the significance of understanding the constitution and hopefully, inspires a sense of civic duty and responsibility among the young people participating.”

Glenn Braun, chief judge of the 23rd Judicial District, extends his appreciation to Rohleder-Sook and the students of Fort Hays State and TMP-Marian for their participation in honoring the constitution. 

As said by Abraham Lincoln, “As the patriots of 1776 did to the support of the Declaration of Independence, so to the support of the Constitution and Laws, let every American pledge his life, his property, and his sacred honor; let every man remember that to violate the law, is to trample on the blood of his father, and to tear the character of is own, and his children’s liberty.”

TOPEKA— Governor Laura Kelly and the Kansas Children’s Cabinet and Trust Fund&nbsp; announced a second round of funding awards to 27 statewide organizations to create new, sustainable licensed child care slots, including at <a href="https://hayspost.com/posts/b6f94686-8696-452e-8b7c-1776e6afc34c">The Grove in Hays</a>, and support the expanded operation of high-quality affordable child care programs. These additional grant awards are part of the Child Care Capacity Accelerator Grant Program, designed to advance the rapid development of additional child care slots statewide.

In June, a first round of awards allocated over $43 million to 52 providers and community partnerships to create 4,211 new child care slots. This second round of funding allocates an additional $11.4 million to 27 organizations and providers to create an additional 1,468 slots. In total, the Child Care Capacity Accelerator Grant has allocated $55,018,294 to 67 communities and providers to create 5,655 high-quality child care slots. In both rounds, grantees were required to identify and secure private or community funding to qualify for grants, accounting for an additional $67.7 million in matching dollars to expand access to care.

“Building off the grants announced this summer, this funding will be transformational for families and communities across the state,” Kelly said. “Expanding access to high-quality, affordable child care will spur economic growth by allowing more families to participate in the workforce and support the healthy development of Kansas children.” &nbsp;

The initial round of Child Care Capacity Accelerator grants was provided through federal pandemic funding allocated to Kansas and private sources. The awards announced recently are provided through the Department for Children and Families from the federal American Rescue Plan Act.

“Given the high demand for funding in the initial application process, as well as the well-documented need for additional child care capacity across the state, the Kansas Children’s Cabinet is delighted to be able to make additional awards. Child care grant program creates 5,655 new child care slots in Kansas, including Hays

Get ready to savor the taste of luxury as Verdant Bistro brings Hays a blend of modern elegance and the finest seasonal ingredients.

The new restaurant, 230 E. Eighth St. is in the former The Press location in the Hadley Center.

Austin Petz, executive chef of Verdant Bistro, was raised in Schoenchen but attended Hays High. At the age of 18, he became manager of McDonald’s before managing Applebee’s and Golden Corral.&nbsp;

In the meantime, Petz worked with his grandmother in catering as young as 9, starting off as a dishwasher before purchasing his grandmother's company around 2018.

Petz recently served as the food service director at the Hays Area Children's Center, starting his small catering business called AGourmet LLC in December 2021, which sprouted into Verdant Bistro within the Hadley Center.&nbsp;

Petz said there are too many alternative routes in the culinary industry like pre-packaged meals and frozen food items, detailing how frequently restaurants in Hays practice this method.

“These shortcuts make it easier for business owners to buy these pre-made products and then they give them out to the community, which causes this misconception in the community of what great food really is,” Petz said.

Verdant Bistro's menu has undergone several changes since its opening on Aug. 1 for catering. Petz said you won't find anything typical of what you can find in the community.

“There's not a single item on this menu that anybody else has in the restaurants around here, and that was the idea is to bring something new and refreshing to Hays,” he said.&nbsp;

Petz highlights a few menu items that he believes will be popular among the community.

“I think our focaccia bread is really what's going to be a staple of this restaurant,” he said. “There's nowhere here in town where you're getting a lamb chop or even the snapper and our swordfish loin are all going to be incredible menu items.”

Other items featured on the menu include mushroom squash risotto, scorched wagyu slider trio, bacon wrapped chicken roulade and pistachio crusted pork schnitzel.

The idea behind Verdant Bistro’s menu is to cycle out food items depending on the season and available ingredients.&nbsp;

“Seasons come and go so everything about this menu is seasonally picked by our chefs,” he said.&nbsp;

Head Chef Joel Frith is one of the talented chefs at Verdant Bistro with a diverse culinary background. Although he was born and raised in Texas, Frith dedicated several years to exploring a multitude of flavors and techniques in Japan and the Netherlands.

"When I started Verdant Bistro, originally it was supposed to be this Italian Mediterranean type of food, but when I brought him [Frith] in, I realized I would be an idiot not to let him shine," Petz said.

Verdant Bistro also provides a private dining experience in the restaurant's oak room, which is separated from the main dining area by a set of doors. This reservation-based room will feature chefs personally serving meals and providing explanations about their backgrounds.

A salad bar that works as a grab-and-go area will also be available for customers, offering quick meals with high-quality ingredients at an affordable price.&nbsp;

“Really because this is so upscale, we want to be able to feed into the lower scale or that mid-ranged area as well,” Petz said.&nbsp;

The environment that his restaurant offers is something Petz said is worth dressing for, a setting that's been missing from the Hays area.

"You should be able to walk in here and wear a dress and suit and tie and not feel out of place. Somewhere where you can have a nice date and you can sit and you can focus on the food, you can focus on the guest experience," he said.

The patio area of the restaurant will be open to customers during nice weather conditions.

Petz credits several people for helping him establish Verdant Bistro.

He acknowledges Phil Kuhn for providing the space in the Hadley Center. Chef Kevin Reed inspired him to prioritize food quality over management, and Emily Campbell, founder and executive chef of The Elephant in Hoxie, offered guidance and mentorship to Petz.

I had two children who attended the USD 489 school district. Sadly, my daughter passed away during her junior year of high school and was unable to finish her education at USD 489.

If you had one thing you could change about the USD 489 school district, what would it be?

I would like more parent involvement with their students in the school district. The parents should act as a team member with their child’s teacher and any other resources the child may be participating in. That way they can work on the same basic areas at home and school. Most parents are eager to be involved in their child’s education and would be pleased with the opportunity to be a team member with their teacher.

What is your opinion of the current school board? Do you think you could compromise with the incumbents who will remain on the board?

The current school board consists of professional volunteers who have their unique opinions. All members mean well but should continue to work toward improved communication.

Absolutely, I believe strongly that I could compromise with the current incumbents who will remain on the board. I feel that all school board members should strive to prioritize their primary responsibility, which is a quality education for children in the district.

What is your opinion of the Hays USD 489 administration?

I believe we have an excellent administration that works hard to ensure that our students are given an excellent education and environment to learn from. They are very positive with students, teachers, and staff and provide an atmosphere that is the same. They are open to listening to suggestions and will make changes as needed.

What do you think the board’s role should be in the day-to-day operations of the district?

I don’t believe it is the school board’s job to micromanage the day-to-day operations of the district. Instead, I believe the school board receives reports of the overall program activities, including those that the school board makes decisions to approve a project (etc.) or not. The board is also fiscally responsible for the district and should get reports allowing each member to review the finances and make approvals as needed.

What role do you think the board should have moving forward with the bond issue projects?

I believe that the school board is responsible for ensuring that the district remains within the constraints of the budget set up for the projects. It is the school board’s responsibility to see that they receive updates on the individual projects in a timely manner. The school board ensures that each project is on task and is going as well as expected. If problems should arise and additional costs incur, the school board approves or disapproves the additional income after hearing an explanation from the project manager. The school board ensures that transparency occurs with the public regarding costs and various status of various projects. The board works to ensure that costs are always low to manageable.

1. Why have you decided to run for a position on the Hays City Commission?

My mission for the City has and always will be continuing to provide services the community deserves through smart fiscal decisions and partnering with current and new business leaders for economic growth of our community.

2. What are the top three issues you believe the city will face in the next four years?

Number 1 for me is housing. We have made some progress and have identified many other opportunities to work on building more housing of all costs and styles to fit the needs of our newest community members and our current community members who all make Hays the best place to live. Number 2 would be workforce. To grow, we need people to fill houses, jobs, and classrooms. All of these people will have the opportunities to work for existing, new, or build their own businesses. Number 3 would be water. We are at the precipice of where we need to move forward with our R9 ranch. Over 30 years ago, our citizens had the foresight to prepare us for drought. In that time staff, the community, and commissioners have researched every method and implemented plans for sustainability and conservation. I am proud to be a part of the greatest water conservationists in the state. Now we need to finish this pipeline project strong to prepare us for the future.

3. Is there something you would like to see change about any Hays city ordinance or program?

We should always be exploring potential changes as times change. Our job is to ensure that our programs and ordinances provide the best outcomes for the citizens and visitors to Hays. Recently staff has been working page by page of our Unified Development Code and identifying opportunities that no longer make sense for our situation or adapting these rules to benefit the community at large. We must continue focusing on making sure our rules and regulations are up to date. We need to also continue identifying our incentive packages for development and continue working with our partners to ensure the City remain protected as much as possible while also providing the best option to incent smart development.

4. In light of increasing valuations, should the city of Hays reduce its mill levy? Why or why not?

Every budget year, we evaluate our financial situation and ensure we are being responsible with our funds. The City of Hays has remained at 25 mills (which is one of the lowest mill levies in the entire state of Kansas) for the last 15 years without raising it. The City does not run on property tax to fund the general funds like other cities. A majority of our funds come from sales tax collections that the citizens voted for almost 20 years ago. Our 25 mills are separated by: 7 mills as a passthrough to the Hays Public Library as designated by State Statute that we cannot touch, approx.9 ½ mills for employee health insurance/retirement, 1.5 mills for the airport, 2 mills for the purchase of public safety equipment, and approx. 5 mills to pay for bond and interest payments. Each Mill at the city represents approximately $400,000. So, if we were to lower the mill levy, we would need to make a decision on what to cut: employee benefits, the airport, public safety equipment, or debt payment. What we need to do to help these rising costs is increase the supply of housing to help with the demand and increase our population to spread the tax burden across a wider taxable base.

5. What experience/background do you have that would make you a good city commissioner?

I am currently finishing my fourth year on the City Commission and have served in many aspects throughout the community. I am completing my Political Leadership and Public Service degree from FHSU. I also have a Certified Public Manager certification from the KU Public Management Program and a Leadership Certificate with FHSU. I worked at the county level as an employee for 5 years where I left as the Environmental Services Director where I oversaw the adoption of the County’s new Comprehensive Plan and Zoning Regulations as well as a unified effort to revitalize the Extra Territorial Jurisdiction of the City of Hays for smart growth for the next 50+ years. I now also serve on the Joint Planning Commission of Zoning for Ellis County. My experience at the local level and my relationships with State and Federal leaders are vital to have collaboration on projects and planning for the future of Hays.

6. What would you do, if elected, to attract or retain businesses to the community?

What we have started and continue to do is work alongside Grow Hays and developers/local businesses to identify ways to attract workforce and incentives to help businesses get started or identify ways to help grow current businesses. I am also exploring new and/or underutilized methods of retention/attraction that we could use to help those with the entrepreneurial spirt get started in the greatest city in the state.

Golden Belt Bank Hall of Fame Award Recognizing a lifetime commitment to community service and civic involvement, this award is a testament to an individual's dedication. Grow Hays Robert E. Schmidt Entrepreneur of the Year Award Conferred upon an entrepreneur who has demonstrated the ability to create and grow their business(es) over the past year. Nex-Tech Citizen of the Year Award Reserved for someone whose recent efforts have added value to the community and who has been instrumental in elevating the quality of life for Ellis County residents. Nex-Tech Wireless Businesswoman of the Year Award Highlighting a remarkable woman who has exhibited proven excellence in business or profession and exemplary leadership. Vyve Broadband Rising Star Award Awarded to an individual within the ages of 21-40 who possesses and exhibits excellence in leadership qualities while having strong community involvement and chamber engagement. Werth Wealth Management Member Investor of the Year Award Acknowledging a member investor who has shown a proven financial investment in The Chamber within the past year.
