Years ago, I stumbled across an article detailing the creation of a national forest in Finney County in 1906. Organizers planted 1,000,000 trees near Garden City to set their dream in motion. 

For those interested in end results, road trip to the Sandsage Bison Range Wildlife Area and count remaining trees. For native western Kansans, imagining a national forest on our landscape is as much fantasy as the storied golden city of Quivira. However, early settlers following then current theories that rain followed the plow felt certain ample moisture would nurture their efforts.

Later, while researching Ellis Headlight newspapers and vintage pamphlets, I found even earlier references to Kansas Forest Service activities in the late 1800s. In 1887, Kansas legislators established one of two western Kansas Forestry Stations. They located the first in Ogallah, initially in Ellis County, and later Trego County.

Such stations encouraged homesteader dreams of securing an additional 160 acres of land if they committed to a timber claim. This required planting and nurturing 10 acres of trees on their filing, and regional tree stations made such hopes possible.

Over time, Mother Nature did her darndest to defeat such efforts, but if you want to see the remainder of one successful claim, follow Highway 283 south of WaKeeney 11 miles and look east. Note the stand of remaining trees. Do the research and find evidence of other timber plantings.

Initiating this program, Governor Martin appointed S.C. Robb as the first State Commissioner of Forestry. Robb’s duties required him to establish the office and assure appropriations necessary for “planting and growing forest trees in Kansas.”

Mr. Robb immediately secured two parcels of land each of at least 160 acres about a mile and half west of Ogallah just north of Union Pacific railroad tracks. The landowner, County Clerk C.C. Hoar, couldn’t afford to donate the entire acreage so area citizens contributed funds to complete the deal. Mr. Robb then constructed a 15 x 30 ft. barn for $325, an 85 ft. deep well with attached windmill, and 14 x 32 ft. six room and office house for $1,040. For two years, he lived there and ran the forestry station before relocating to Dodge in 1889 to establish the second station.

On April 27, 1887, Mr. Robb and employees prepared and planted eight acres with various deciduous trees They first planted cottonwood, black locust, honey locust, boxelder, Osage orange, catalpa, Russian mulberry, black walnut, hackberry, Lombardy poplar, and soft maple seeds. Their efforts resulted in 500,000 seedlings to give regional residents to plant the following spring.

Yes, the station gave trees to Kansans. The only cost involved transport. Locals picking up orders usually showed up driving a horse and buggy. For those living far away, trains offered another transportation option.

In 1889, Ogallah Forest Station grew 1,960,200 seedlings, adding red cedars, and Austrian and Norway pines to the selection. That year, 4,175 Kansans placed orders. According to Mrs. Fred Shaw, some ordered more trees than they could plant, intending to share with out-of-state relatives. Authorities quickly discouraged this practice.

Appointed in 1907, Mrs. Shaw’s father Francis Ridgway was the last commissioner of Ogallah Forest Station. Commissioners earned a salary of $1,000 per year while laborers earned $1 per day, enhancing the bank accounts of many Ogallah area men for the 25 years the station operated.

PHILLIPS COUNTY—Two people were injured in an accident just after 2:30p.m. Wednesday in Phillips County.

The Kansas HIghway Patrol reported a 2002 Ford Explorer driven by Brooklyn Jean&nbsp;Beckman, 17, Phillipsburg,&nbsp;was west bound on Kansas 9 a mile and one half west of Kirwin.

The passenger side tires of the SUV dropped off the pavement. The driver overcorrected and lost control of the vehicle. The SUV entered the north ditch and overturned&nbsp;

EMS transported&nbsp;Beckman and a passenger Kyra Maureen&nbsp;Pirotte, 16,&nbsp; Phillipsburg, to the Phillips County Hospital. They were both wearing seat belts, according to the KHP.

The Ellis County Commission set out to lower the mill levy
for the upcoming 2024 budget year, and when the final numbers were calculated this
month, that is exactly what they accomplished.

Last week County Administrator Darin Myers informed the
commission the clerk’s office completed the calculations for the
final mill levy for 2024, and it resulted in a drop of .933 mills to 36.642.

The fire district mill levy also saw a reduction of about .6,
according to Myers.

For 2023, the county mill levy was 37.575 mills. The fire mill levy
will drop from 4.007 to 3.406.

“Depending on where you live out in the county, if you live
in the unincorporated areas of the county, you'll see about 1.5 mill reduction,”
Myers said. “If you live in any of the cities — Ellis, Hays, Victoria or Schoenchen — where just the county's mill levy is assessed, you'll see about a .933 mill
reduction.”

&nbsp;Myers said part of
the reduction was a large tax abatement for the transmission line that goes up
180th Avenue to the Goodman Energy Center and to the northeast portion
of the county.

That was a two-phase project with the first portion of the
project being from the Spearville area to the Goodman Energy Center north of Hays, Myers said. The 10-year abatement on the first phase ended this year.
Myers said he thinks phase two, which is from Osborne County to the Nebraska state
line, will end next year.

“Total wise this year, it was about $500,000 in valuation
that will get assessed, and that's why we see about that mill reduction. Next
year, there should be about another $370,000 assessed that will come off our
valuation,” Myers said. “Based on our mill levy calculation now, that would
be about six-tenths of a mill.”

Myers said that is assuming the budget and valuations remain
the same.

County Commissioner Michael Berges said he believes the
commission accomplished their goal.

“We're still going to get beat up a little bit, taxes are
going up, appraisal values have gone up, but I think we still accomplished what
we can do on our end as far as looking at the budget, making some cuts and
reducing the mill,” Berges said.

Two Ellis County firefighters have been named as leaders for the&nbsp;Kansas State Association of Fire Chiefs for the upcoming year.

The Kansas State Association of Fire Chiefs had its annual conference Nov. 2-4 in Manhattan, Kan.

Elected as officers were President Chad Russell, Andover Fire-Rescue and Vice President Darin Myers, Ellis County Fire Department.

Rusty&nbsp;Lindsay, Ellis County Fire Company 5, was named as a new district representative.

Tim Smith, with the Tonganoxie Township Fire Department, will serve as the past-president. Others appointed as new district representatives were Lester Kaiser Marion County Fire District 5;&nbsp;and Rick Wesley, Barber County Fire Department.

The remaining slate of officers were re-appointed.

2 from Ellis County to represent area with Kansas State Association of Fire Chiefs

Developmental Services of Northwest Kansas, also known as DSNWK, has been awarded an additional $16,629.00 in community service tax credits at the 50-percent rate through the Kansas Department of Commerce. The tax credits are available to donors on a first-come, first-served basis with donations needing to be made by Dec. 31.

Tax credits are an incentive for donors, businesses or individuals, to give to DSNWK. When applied to your year-end taxes, tax credits will lower the amount of Kansas income taxes you owe.

If the tax credits are greater than the tax you owe, you will receive the balance as a refund. The minimum amount that can be donated to receive tax credits is $250.

“We are pleased to have been given an opportunity to offer these additional tax credits from the Department of Commerce,” said Jerry Michaud, president/CEO of DSNWK. “People who utilize these credits by donating to DSNWK help support us in our efforts to make additional upgrades, repairs and accessibility improvements.”

Three small phrases can sum up how to improve health and improve quality of life:

The “three B’s” coined by Chelsea Reinburg, a fellow K-State Extension Agent, has a great point when she says, “I frame good health this way because it’s easy to remember, but sometimes doing all three is difficult. Doing all three is important, and they all affect our health.”

The three B’s can provide a valuable road map for people who are looking to improve their health without complicating the process.

Most people have heard of the USDA MyPlate and know that it is a visual to show how breakfast, lunch, and dinner should be built.

“Half of your plate should be fruits or vegetables, a quarter should be grains – focusing on whole grains – and a quarter should be lean protein. Then, maybe a side of dairy, for those who consume dairy products,” Reinberg said.

Although it may seem difficult to build every meal based on the MyPlate method, it can play a big part in pursuing better health — whether that be weight loss or managing chronic illness, such as high blood pressure or diabetes. There is also an added benefit in diversifying our plate. Reinburg says, “As nutritionists, we say, ‘eat the rainbow,’ because each color has different nutrients, antioxidants, phytonutrients, vitamins and minerals.”

When exercise comes to mind, many people imagine going to the gym, doing intense cardio or even running a marathon.

Instead, try framing your mindset around simple physical activities. This can be a steady 15-20 minute walk or another activity that reduces sitting time and gets you away from the computer, TV or phone screen.

“Being more physically active has some immediate benefits. For example, you may feel like your stress is reduced after a short walk. It reduces your blood pressure, at least temporarily,” Reinberg said.

Long-term benefits include a decreased risk of heart disease or diabetes, lower blood pressure, stronger bones and muscles, and better coordination and balance.

“Some studies have shown that no matter how healthy you are in terms of eating, if you sit for a majority of your day, you are still missing out on the health benefits that physical activity can provide.” Many aspects play a role in holistic well-being, and both nutrition and physical activity are major contributors.

Physical activity also plays a huge role in reducing stress, but colder weather can limit the opportunity to get outside and move. This is why it is especially important to acknowledge stress and to be self-aware of what triggers your stress.

The holiday season tends to increase stress. Family dynamics and finances are just a couple of examples that increase anxiety this time of year. Planning for these situations is important so you can be prepared to handle them. Reinburg advises, “Your plan of action should help to ensure that stress doesn’t get the best of you.”

It is extremely important to learn healthy coping strategies so you don’t continually struggle with anxiety. This is because chronic stress can increase the risk of heart disease, stroke and high blood pressure. It also takes a toll on mental health and quality of life. To learn more about healthy coping mechanisms, the American Psychological Association website has some fantastic tools.

Regarding the three B’s, Reinberg said, “You don’t have to tackle all three at the same time.”

Maybe you start with building a better meal by making half your plate vegetables. Then, once you’ve conquered that goal, you can move on to boosting your physical activity or balancing your stress.

There is no perfect formula when it comes to healthy living. Whatever strategy works for you is the best method because you’ll be more likely to stick to it!

This is why it is especially important to acknowledge stress and to be self-aware of what triggers your stress.The holiday season tends to increase stress. Family dynamics and finances are just a couple of examples that increase anxiety this time of year. Planning for these situations is important so you can be prepared to handle them. Reinburg advises, “Your plan of action should help to ensure that stress doesn’t get the best of you.”It is extremely important to learn healthy coping strategies so you don’t continually struggle with anxiety. This is because chronic stress can increase the risk of heart disease, stroke and high blood pressure. It also takes a toll on mental health and quality of life. To learn more about healthy coping mechanisms, the American Psychological Association website has some fantastic tools.Regarding the three B’s, Reinberg said, “You don’t have to tackle all three at the same time.”Maybe you start with building a better meal by making half your plate vegetables. 🎙 Post Podcast: United Way of Ellis County sets holiday events

Interior work is progressing on the Roosevelt Elementary School expansion while dirt work is happening at the site of the new Hays High School.

Hays USD 489 superintendent Ron Wilson gave a brief report on the progress of the bond projects at the school board meeting Monday night.

The Roosevelt project is in phase three, which includes fireproofing, hanging drywall, insulating pipes and electrical work.

Next week work will continue on the drywall and electrical system.

Dirtwork at the high school will be ongoing this week and next.

Wilson also discussed HVAC work that will be done this summer at O'Loughlin Elementary School. That project will be going to bid soon.

Chris Hipp, assistant superintendent of business services, gave a report on the district's enrollment.

The district's adjusted full-time equivalent enrollment for the 2023-24 school year is 3,152 students, which was larger than the budgeted enrollment of&nbsp;3,145. Last year's enrollment was&nbsp;3,144 students.&nbsp;

The district's state funding is based on enrollment. The larger enrollment will mean more state funding for the district.

Hipp said Hays is one of the few districts in western Kansas that is experiencing enrollment growth. For many districts, increases in base state aid are not keeping up with enrollment declines.

The board authorized the addition of 15 new positions for the special education co-op. The Russell school district will be joining the co-op next year, and the positions will be part of that merge.

An administrator is among the positions.&nbsp;Kyle Carlin, co-op director, said the addition of Russell will add 25 percent more students to the co-op. In addition, the current assistant co-op director has taken on additional duties as the principal at Westside School.

&nbsp;Carlin said the Russell staff will be offered positions equal to the positions they are in now.

The estimated cost of the positions will be $811,000. However, Russell will be paying for a portion of co-op budget when it joins. Hays, Victoria, Ellis and LaCrosse are the other members of the co-op.

Wilson also congratulated Tasha&nbsp;Lang, special education teacher, as the Hays NEA master teacher.

The Chamber in Hays is urging residents to embrace the spirit of the holiday season this year by supporting local businesses. &nbsp;

President and CEO Sarah Wasinger recently highlighted the significance of shopping, dining, and decorating locally to help the community thrive while patronizing the diverse range of businesses in Ellis County during an interview on&nbsp;<a href="https://postpodcast.podbean.com/e/the-chamber-shopping-local-this-holiday-season-benefits-us-all/" target="_blank">The Post Podcast</a>, with Hays Post/Eagle Radio news reporter Becky Kiser.&nbsp;

She encouraged listeners to consider using their purchasing power to support the local economy, emphasizing that the act of giving can be even more rewarding than receiving.&nbsp;

"It is our favorite time of year at The Chamber to remind people all of the different ways that you can support our community,” Wasinger said. “And that includes shopping, dining, and cooking and decorating locally for the holidays."&nbsp;

TOPEKA&nbsp;– Governor Laura Kelly announced seven Kansas communities, including Russell, will receive a combined total of $1.47 million through the federal Safe Streets and Roads for All grants program. The funds go toward projects that improve safety and prevent deaths and serious injuries on local roadways.

State funding provided by a Kansas SS4A Match Pilot Program will contribute to the local match as required of grant recipients.

“No one can better pinpoint a community’s safety needs than the people who actually live and work there,” Kelly said. “I commend these local governments for leveraging federal and state funding to create safety plans for city streets and county roads.”

Administered by the U.S. Department of Transportation, Safe Streets and Roads for All is a five-year, $5 billion competitive grant program funded by the Bipartisan Infrastructure Law. The program plans emphasize responsible driving, safer roadway designs, appropriate speed-limit settings, and improved post-crash care, among other strategies.

Kansas’ largest grant ($360,000) went to Chautauqua and Elk counties as a joint application. Next was the City of Newton, collaborating with Harvey County ($320,000). Other recipients are Shawnee County and the cities of El Dorado, Eureka, Hutchinson, and Russell.

Russell received $160,000, a 15% match from KDOT.

“Local commitment and regional collaboration were instrumental in bringing Safe Streets and Roads for All funds to Kansas,”&nbsp;Transportation Secretary Calvin Reed said. “KDOT’s help with local matching funds is indicative of the importance the agency places on safety and our long-term goal of reaching zero roadway fatalities.”

The program is structured so the federal government covers 80% of the planning and demonstration grant costs, and the local government covers 20%. KDOT agreed to cover part or all the local matching funds to encourage participation in this program. To have the full 20% covered by KDOT, an agency had to represent a rural area of the state.

Russell receives federal, state grants to improve safety on local roadways

WASHINGTON, D.C. — Starting November 20, every U.S. household can again place an order to receive four more free COVID-19 rapid tests delivered directly to their home. If you didn’t order tests since the program reopened in September, the site will let you place two orders for a total of eight tests. Order your test kits through&nbsp;<a href="https://www.covid.gov/tests">COVIDtests.gov</a>. Orders will ship free starting the week of November 27, 2023.

The kits will include&nbsp;<a href="https://www.fda.gov/medical-devices/coronavirus-covid-19-and-medical-devices/home-otc-covid-19-diagnostic-tests#list">instructions on how to verify extended expiration dates</a>.&nbsp;Many kits have had their expiration dates extended beyond what may be printed on the packaging.

You don’t have to pay for shipping, and you’ll never be asked for a credit card or bank account number. You only need to give a name and shipping address. If you’d like an email confirmation and delivery updates from the U.S. Postal Service, you can submit your email address.&nbsp;

Anyone who asks for more information than that is a scammer.&nbsp;So, remember:

ELLIS COUNTY —One person was injured in an accident just before 8a.m. Monday in Ellis County.

The Kansas Highway Patrol reported a 2008 Ford Escape driven by Austin Kyle&nbsp;Starks, 26, Hutchinson, was&nbsp;southbound on Commerce Parkway at Interstate 70.

The SUV struck a 2015 Lexus RX350 driven by Carter Ridgely&nbsp;Harrison, 77, Prairie Village, who was exiting and traveling across. Vehicle one struck vehicle two.

EMS transported Starks to Hays Medical Center.&nbsp;Harrison and a passenger were not injured. All three were properly restrained, according to the KHP.

Kansas man hospitalized after 2-vehicle crash

In New York, Friday's settlement of $75.54 per barrel for light sweet crude was down $1.56 on the day. That's a weekly loss of more than 30 cents despite gains of up to $2 a barrel during the week.

Current prices are $10 lower than a month ago. By lunchtime Monday, Nymex crude was trading below $75 a barrel. London Brent was below $81 a barrel at midday.

The government said U.S. crude inventories rose by nearly 9 million barrels to just over 448 million barrels as of Nov. 17. That's about 1 percent below the five-year average for this time of year, but the highest stockpile total since July.

EIA said domestic crude imports rose to 6.5 million barrels per day. The four-week average is up almost 2 percent over the same four weeks a year ago. U.S. crude production dipped slightly last week, but it was still among the best weeks ever at 13,214,000 barrels per day.

The tally from the Energy Information Administration is 19,000 barrels per day lower than a week ago, and just over 1 million barrels per day higher than the same week a year ago. Output has exceeded 13.2 million barrels per day for each of the last seven weeks.

Monthly production reports in Kansas offer a mixed comparison to last year, which was the second-worst, and in some counties the worst, on record.

Statewide output in July was down from June. The one-month and cumulative tally are both down from last year. Records maintained by the Kansas Geological Survey show a continuing downward trend-line from the state's leading producer Ellis County.

Last year's annual total in Ellis County was the worst ever. July output is up from June but down from a year ago.&nbsp;Last year's output in Barton County topped the previous two years but had not yet reached pre-pandemic levels, according to KGS. Production in Barton County in July was down from June but up from July of last year.

Russell County's output through July was up from a year ago, but July production was down from a month earlier. Stafford County production was down from June and well below a year ago.

Independent&nbsp;Oil&nbsp;&amp; Gas Service reports 1,196 new wells spudded in Kansas so far this year, which is down more than 22 percent from a year ago.&nbsp; Total footage is down more than 25 percent.

There are 18 new drilling permits on file. The year-to-date total of 1,189 new drilling locations lags behind last year by 22 percent. Operators completed 26 wells last week. That includes one in Ellis County out of 21 west of Wichita.

Independent&nbsp;Oil&nbsp;&amp; Gas Service reports 1,551 completed wells so far this year, up by 98 wells from a year ago. Rig Counts are up across the country and across the state. The Kansas Rig Count from Independent&nbsp;Oil&nbsp;&amp; Gas Service is up 10 percent from a week ago, with 19 active drilling rigs in eastern Kansas, up two, and 24 west of Wichita, which is also up two. That count is up 10.3 percent from last week and 22 percent higher than a month ago, but 17.3 percent lower than the same week last year.

The weekly Rotary Rig Count from Baker Hughes shows 622 active rigs nationwide, up three gas rigs. The count in Louisiana was up two rigs. Texas was up one rig, while Colorado and New Mexico were each down one.

Operators in the No. 3 crude-producing state increased output by more than 4 percent in September. The North Dakota Department of Mineral Resources reported an average output of 1.28 million barrels per day, up by more than 54,000 barrels per day from August. The state's operators also set new records for the second month in a row for both natural gas production and the gas-capture rate at&nbsp;oil&nbsp;wells.

Rising inventories fuel dropping prices

SALINE COUNTY —Law enforcement authorities are working to positively identify the body of a man found in Saline County last week.&nbsp; It is believed to be&nbsp; 20-year-old Jessi J. Herbst from Lacrosse, according to Saline County Sheriff Roger Soldan.

On Nov. 22, the Saline County Sheriff's Office reported to the 6000 block of State Street, where a passerby noticed a black Dodge pickup crashed in the trees near the road, according to Soldan.

The truck was traveling westbound on State Street when it left the roadway and crashed into the trees. "Turns out the vehicle had been in the trees for some time," Soldan said. "There was a body found out there."

Deputies found human remains near the wreck, and until now, dense foliage hid the scene from view. The truck belonged to&nbsp; Herbst who was last seen this summer.

"He was reported back in July as a missing person — possibly endangered, he was possibly suicidal," Soldan said. The individual was likely Herbst, but an autopsy report will confirm the identity.

Triple Eight Equine in Hays has introduced a water treadmill to enhance the well-being of horses.

The Hays business, 1380 Toulon Ave., includes a 120-by-80-foot indoor riding arena, a horse hotel and a wash bay.

The AquaPacer Plus by Husdon Aquatic Systems is the latest equipment to be introduced by the Equine Center.

Co-owner Brian Lang said the water treadmill is uncommon as there's a limited amount of them available in the nation, let alone in the state.&nbsp;&nbsp;

"This is a unique machine so now people don't have to go to Oklahoma, Texas or Kentucky for that type of rehab. They can do it in Kansas," he said.

Center Manager Shelly Macumber has dedicated her entire life to working with horses and has certification in massage and rehabilitation therapy.

Macumber said the machine could benefit the well-being of horses in a variety of ways such as muscle building and helping them stay fit, especially in chilly winter months.

"When we're conditioning them, we don't just use the treadmill," she said. "We also do corrective exercising, massage and a bunch of different therapies that we combine together for a package depending on the horse."

The treadmill's water levels can be adjusted to better accommodate horses. A lower water level increases difficulty, requiring the horse to step out, while a higher water level can alleviate any injuries by reducing the weight on their legs.

The AquaPacer Plus can assist horses in ways that they typically wouldn't experience during usual runs.

"By adjusting the different heights of the water, you're working different areas of the body and different muscles that don't necessarily get worked when riding, depending on what it is that the rider does with them," Macumber said.

Additional benefits the AquaPacer can bring to horses are improved balance and restoring muscle in the back for older horses.&nbsp;

There are various reasons why horses may get injured. Macumber recommends that riders reduce this risk by consulting with a trainer or their veterinarian.

Triple Eight Equine began offering riding lessons last October for beginners, intermediate and advanced riders in one-on-one sessions.

Macumber suggests riders can start riding lessons at the equine center from the age of 7 and older. Horses are available for an extra fee of $5 for those without their own.

"It's been really fun to have different ages and different riding skills out here," Macumber said.&nbsp;

Beginner and intermediate lessons teach essential horsemanship skills, including effective communication and mastering various gaits, along with basics in gymkhana, barrels and poles.

Advanced lessons focus on advanced maneuvers, including flying lead changes, lateral movement and competitive preparation techniques.

Lang said Triple Eight Equine places a strong emphasis on involving young people and guiding them through the essentials of horse riding.

"When you look at the young kids that are involved with horses, it does take work to teach them. We focus on that quite a bit," Land said.

Macumber said parents frequently become interested in horse riding, despite initially bringing their kids to lessons.

"The horse community is like family, and all the family is involved," she said. "The parents are there, and sometimes they get to ride, and you get grandparents out supporting. It's a really good family event."

 </figure>Children frequently engage in therapeutic sessions by grooming, bathing and gaining knowledge about horses, rather than riding them.Counselors have reached out to Triple Eight Equine to arrange plans for therapeutic riding in the facility's indoor arena."We have a couple of people in the community who are working on getting that started so we can bring in anybody from the community," Macumber said.In the works is a horse hotel with 24 stalls. Bunk rooms, a bathroom, a shower, a kitchen and laundry appliances will also be available to anyone traveling through the area with their horse."It's hard to find a place to stay with your horse," Macumber said.Two conference rooms are available for rent with Wi-Fi, flat-screen TVs, presentation capabilities, and HDMI cables.
