Although the Kansas presidential primary election is more than a week away, advanced voting continues across the state, including in
Ellis County at the county Administrative Center, 718 Main St. in Hays. 

This year’s presidential primary is March 19. It
is just the third time that voters in Kansas will take part in a
presidential preference primary.

Advanced voting in Ellis County is on weekdays from 8 a.m. to 4 p.m.

Early voting will end at noon on March 18. 

Also new this year will be the opportunity to cast an
advanced ballot from 8 a.m. to 1 p.m. Saturday, March 16 at 718 Main St.

According to the Kansas Secretary of State’s website, a
preference primary is “an election where the vote totals are given to a
political party to allocate delegates to candidates at the national convention.
This is not a primary where the voters selected the party candidate.”

The deadline to request a mail-in ballot has already passed, but voters who did receive one will have to return it to the election office or
a polling site by Election Day. 

Despite the results of the prior primaries, four candidates
will still appear on both the Republican and Democratic ballots.

Early voting continues in Kansas presidential primary

The clock is ticking for the deadline of the returning Amazing Race, a fundraiser for people in need of help with rent and utilities.

First Call for Help is an organization dedicated to reducing poverty in Ellis County, ensuring access to vital resources for all community members.

The nonprofit hosted its last Amazing Race four years ago, just before the COVID-19 pandemic disrupted the annual event for the foreseeable future.

"The last Amazing Race we had was in 2020 and then literally the next day, everything started shutting down," First Call for Help Client Service Specialist Laura Shoaff said.&nbsp;

Teams of four can sign up for $200 in total, or each member contributes $50. Businesses can also sponsor teams to assist in covering entry fees.

Every team must have a vehicle and a licensed driver. Participants must be at least 12 years old. 

The deadline to sign up is March 24, you can find the registration form&nbsp;<a href="https://docs.google.com/forms/d/e/1FAIpQLSfqdP3Xmch7pLbB-V42QT41mz7YYoGCXv6Q-bXpStTXvi0hXw/viewform?pli=1">here</a>.

In response to the pandemic, the fundraiser was transformed into the "Pandemic Photo Frenzy," where teams engaged in a scavenger hunt and earned points by submitting photos.

"We did that instead so people would be more spread out and they wouldn't be in such close contact," Shoaff said.

The upcoming race marks the sixth edition held in Hays, with proceeds going towards the Second Mile Fund.

"[The Second Mile Funds] help families who are in threat of being evicted. We help pay a portion of their rent," Shoaff said. "People who are struggling to pay their utility bills, this also helps with that."

In preparation for the Amazing Race, Fort Hays State University student Abby Reif, along with her Field Work in Leadership class, assisted in organizing the event.

"We're doing a lot of the handiwork. We have been going around and getting in contact with businesses and planning different challenges," Reif said.

Reif and her classmates are assigned the responsibility of locating ten different businesses and devising a challenge at each location for participants to tackle.

The Amazing Race will be from 10 a.m. to 1 p.m. Saturday, April 6. Check-in will be at 9:15 a.m.&nbsp;

The team that successfully finishes all the challenges first will earn bragging rights and the honor of having their name on a traveling trophy.

"When teams follow a clue to get to a business, they will complete a challenge before receiving a clue to the next secret location," Shoaff said.

Past challenges have included art projects, car key matching, catching rubber ducks from pools and dancing at the mall.

Previous locations for the Amazing Race have ranged from Home Depot and Hobby Lobby to the Hays Community Theatre and the Car Zone.

Reif said that she wants the race to not only offer an exciting experience for participants but also bring attention to a cause.

"We really want people to enjoy this," she said. "We want to spread awareness to people who may be struggling or need assistance to become aware of First Call for Help."

After the race, team members and volunteers will be provided with T-shirts and lunch, followed by an awards ceremony.

First Call for Help's Amazing Race returns after four years; teams can still sign up 

TOPEKA&nbsp;– Governor Laura Kelly announced today that 58 projects at 37 airports have been selected to receive $14.3 million through the Kansas Airport Improvement Program (KAIP).

“Improvements made to our aviation infrastructure are vital to local economies, even in rural parts of Kansas,”&nbsp;Governor Laura Kelly said. “These enhancements ensure that no matter where they are in the state, businesses and communities have every opportunity to grow and prosper.”

The Kansas Department of Transportation’s Division of Aviation received 135 applications seeking more than $84 million for projects in this round of KAIP grants. The selected projects focus on pavement preservation, safety, and air ambulance accessibility.

“These general aviation airport improvements couldn’t happen without local partners and KDOT working together,”&nbsp;said Kansas Transportation Secretary Calvin Reed. “Programs like this help Kansans have access to renewed and reliable transportation options available to them in every region of the state.”

Local matching funds are required, though the amount varies depending on the project. With the matching local funds, the total KAIP project value is more than $34 million.

Governor Kelly announces more than $14M to improve 37 Kansas airports

Developmental Services of Northwest Kansas is grateful to announce that The United Way of Ellis County has allocated $28,000 for the Job Placement Follow-along program for the FY 2024 budget year. Follow-along services are provided to individuals who complete DSNWK's Job Placement Program for support to maintain employment and for additional training in the future. DSNWK’s Job Placement Follow-along program can provide timely support before the individual loses their employment and helps reduce the dollars spent on job procurement, training new employees, and unemployment or disability payments.

The United Way of Ellis County has also allocated $35,000 to DSNWK’s Kid-Link program for its Early Intervention Services for FY 2024. The DSNWK Kid-Link Early Intervention Program provides a system of services to help infants and toddlers from birth to age three who have a developmental delay, diagnosed disability, or are at risk for a developmental delay including vision and hearing impairments. Through early intervention services, DSNWK’s Kid-Link program can also help reduce the educational costs by minimizing the need for special education services.

ACCESS Public Transportation was informed by the CARE Council of Ellis County that they have recommended an allocation to the Hays City Commission for an award of $80,000 for transportation services from the City of Hays Social Service Funds for the 2025 budget. ACCESS provides general public transportation services to the people of Hays and Ellis County.

Sharing the wonder and inner workings of the wheat industry from the farm to the miller to the baker to the end consumer is one of the goals of the Wheat Foods Council, which recently held its annual board meeting in San Antonio, Texas, in February 2024. Building those connections along the wheat value chain is a major role of the organization, according to Kansas wheat farmer Ron Suppes, who is chairing the Wheat Foods Council this year.&nbsp;

“One of the aspects of the Wheat Foods Council I really enjoy is the ability to talk to different industries connected with wheat,” Suppes said. “It’s not just wheat farmers. This is millers and bakers who are also members, so you’re able to get a really good perspective of what’s going on out there in the industry. Plus, I’m able to interact with them and spread the word about farming and what’s involved.”&nbsp;

Suppes assumed his role as WFC chairman at the organization’s summer board meeting in Denver in June 2023. He and his wife Shirley, along with son Shayne, farm roughly 12,000 acres in west central Kansas. Wheat and sorghum make up their primary crops. Suppes has served as a Kansas wheat commissioner since 2003, serving as chairman in 2013-2014, and serves as chairman of the Kansas Wheat Commission Research Foundation.&nbsp;

Suppes has also traveled extensively overseas with U.S. Wheat Associates as a member of the USW Board of Directors, having served as chairman of the wheat industry’s export market development arm from 2007-2008.&nbsp;

Growers like Suppes are an important voice in the Wheat Foods Council, which was established by wheat producers in 1972 to promote the entire category of wheat-based foods, including baked goods, cereal, crackers, pasta, sweet goods and tortillas. Since then, the organization has established itself as a leading source of science-based information on wheat and grain foods nutrition.&nbsp;

At the council’s meeting in February, SRG Marketing Firm, a marketing agency representing the Wheat Foods Council, reviewed the first half of the 2023-2024 marketing program coined “Research, Recipes, Resources.” In the first seven months of this work, the firm reported progress from an updated logo for the Wheat Foods Council, reports on declining search engine results for low-carb and gluten-free diets and use of information from the council by the Oregon Public Broadcasting Service. Recipes like breakfast pitas and blueberry-maple granola are gaining popularity, especially in fitness apps and online subscriptions. The firm also reported on the success of messages on the wonders of wheat, crowd-pleasing taste, sustained energy and plant-powered nutrition.&nbsp;

Close to Suppes’ heart, the firm is also working on messaging related to the concept that consumers trust growers and trust family farms. The goal of the campaign is to tie producers to consumers.&nbsp;

Next June, the organization’s summer meeting will come to Manhattan, Kansas. Suppes explained the plan is to highlight the Kansas Wheat Innovation Center, the Hal Ross Flour Mill and the IGP Institute, along with some of the brightest minds in the global wheat industry. Then, he’ll pass the baton to Mark Hotze, Vice President, North America of Corbion, who currently serves as the council’s vice chair.&nbsp;

Wheat Foods Council brings the value chain together from farmer to consumer during winter board meeting

<a href="https://invenergy.com/">Invenergy</a> is one of&nbsp;the largest wind energy producers in North America. Its holdings include the Buckeye Wind Energy Center, 1043 Buckeye Road, about 13 miles northwest of Hays.&nbsp;

The wind farm opened in December 2015. It was developed by and is owned and operated by Invenergy.&nbsp;

The 112 GE wind turbines, which are 300 feet tall with 160-foot blades, are spread across 25,000 acres and have a capacity of&nbsp;200 megawatts of electrical production per hour.&nbsp;

There are 13 full-time employees, and Ellis County's annual economic impact is estimated at $3 million. The project contributes to the local economy through annual payments to Ellis County, lease payments to landowners and salaries to local employees.

A long-term power purchase agreement sends half the project output to Lincoln, Nebraska and the other half to western Kansas.&nbsp;

The generated power goes through eight underground feeder lines into the nearby Midwest Energy Post Rock substation and then onto the electrical grid.

Nolan Schmeidler, who started working at the wind farm as a technician, is the operations and maintenance manager.&nbsp;

Schmeidler's duties include conducting informational presentations about Buckeye Wind Energy Center and wind power. On Tuesday, the guests were a class of David Wildeman's earth science students from Ellis High School.&nbsp;

"I want students to realize the difference between renewable and nonrenewable sources of energy," Wildeman told Hays Post, "and how the need for sustainable energy is so important with the growing demand for energy and trying  to keep up with the exponential growth of the human population globally."

Back in their classroom, the high school science students will create a group project in which they present the pros and cons of wind energy for this area.

"A wind turbine is essentially a sophisticated windmill with a generator at the top, similar to the much smaller windmills still used in rural areas for pumping water," Schmeidler, a former local farmhand and oilfield worker, told the group.&nbsp;

About two-thirds of the Buckeye technicians are former students of Cloud County Community College's&nbsp;<a href="https://www.cloud.edu/academics/academic-departments/renewable-energy/courses/wind-energy-technology">wind energy technology </a>program in&nbsp;Concordia.&nbsp;

Schmeidler gave a brief history of the facility and then launched into more technical aspects of its generating power and how the turbines are maintained by local technicians and specialized contractors, as needed.&nbsp;

He also showed several tools used by the technicians during their tower maintenance and their safety equipment.&nbsp;

Most of the facility itself is under high security, uses proprietary information and is off-limits to the public.&nbsp;

With regular maintenance and repower component replacements, the lifespan of the wind turbines averages 20 to 25 years and beyond, Schmeidler said. "It's like overhauling a car. Gut it and rebuild it." 

Old turbines are decommissioned and removed from the landowner's property, which the wind energy company returns to its original state.

Recycling some components is becoming more prevalent as the wind power industry grows.&nbsp;&nbsp;

"The fiberglass blades are recyclable," Schmeidler said. "It's used a lot in concrete, and they're now using them as power poles. Of course, there's recycling of all the steel. It's not like their towers are just cut down, and they go sit somewhere.

"We look forward to where we can go from there."

He also said the industry is becoming more gender-neutral, especially for technicians, as equipment becomes smaller and lighter. He estimated about 10% of wind turbine technicians are women, and the number is growing.&nbsp;

Questions from the group ranged from why some regions' governing bodies have opposed wind farm installations to where the industry is going in the future.

"Not every place is conducive for wind. We do many studies. (Research into the feasibility of the Ellis County location began in 2008.) We'll go many years before (construction) and do a wind study. If it even looks feasible, then the wheels start getting in motion. It's a process and doesn't happen overnight," Schmeidler said. 

"A lot of it goes back to different county zoning and whether county commissioners are supportive in the first place. Fortunately, for Ellis County, we got on board with it, and I think it's benefited the county greatly."

Ellis students learn about wind power industry at Buckeye Wind Energy Center 

Hays city commissioners will today discuss a citizen's request to allow golf carts to be driven on city streets.

If the city commission chooses to allow golf carts, it is staff’s recommendation that they be insured, operated by a licensed driver over the age of 18, and have seat belts.&nbsp;

Other agenda items for the March 7 work session include an annual activity report from North Central Kansas Technical College and its use of the city-owned Big Creek campus on Main Street.

Jeff Crispin, director of water resources, will present a low bid recommendation to upgrade the waterline along Walnut Street between 11th and 17th Streets. Bids were received from two contractors with the low bid coming from J Corp, Hays, for $759,955.

For the sixth time in nine years, Colby Community College is at the top for graduation and has the highest retention rate for the second year in a row, according to the&nbsp;<a href="https://www.kansasregents.org/resources/PDF/Data/2024_Community_College_Data_Book.pdf">2024 Kansas Community College Data Book</a>.&nbsp;The annual report, which evaluates the 19 Kansas community colleges, is published by the Kansas Board of Regents.

The graduation rate is measured by the percentage of first-time, full-time students who begin and complete an associate degree from the same institution. Colby ranked first, with 51.4% of students completing within two years.

Retention is measured by the number of first-time, full-time degree-seeking students attending an institution for the fall semester and returning for the following fall semester. The sector rate was highest at Colby, with 64.7% in the 2021 cohort. It is the fourth time in five years CCC has led the state.

"This sustained excellence is a testament to students, employees, the Board of Trustees, and the communities we serve," said CCC President Dr. Seth Carter. "These accolades are exceptionally important because they directly reflect our student's accomplishments and long-term success."

CCC continues to grow enrollment, posting the second-highest percentage of student headcount over the last five years and the second-highest percentage of full-time equivalency enrollment over the same period. Among the community college sector, only Colby reported positive enrollment growth over the last decade.

Recent record-setting high temperatures in Hays have many people thinking of spring, including participants in the Downtown Hays Market, who are looking forward to the popular program's annual opening.

"Vendor registration officially opened March 1," said Julie Ryder, executive director of the Downtown Hays Development Corporation, "and we've been getting a lot of calls about how that registration process works."

The market opens Memorial Day weekend, Saturday, May 25, and will run weekly through October 19, 7:30-11:30 a.m.

The market debuted in 2013 and is now in its 11th year. Last year, it was voted the&nbsp;<a href="https://hayspost.com/posts/c9dcf8aa-4a97-4821-b756-50bcf96635cc">Best Market in Kansas</a> in the&nbsp;15th-annual America’s Farmers Market Celebration, sponsored by&nbsp;American Farmland Trust and the Farmers Market Coalition.&nbsp;

"We're really blessed to have Ben Dome back for a third season as the market manager," she said. Dome is a local student whose position is made possible through the regional&nbsp;<a href="https://www.nex-generation.org/">NexGeneration Internship program</a>.

A $50 registration fee allows participation in all 22 weeks of the market. There is also an optional $50 reservation fee for the same spot&nbsp;each week in the downtown pavilion, 10th and Main, or adjacent parking areas.

"Many of our long-time vendors choose this option because it helps their customers know where to find them each week," Ryder said. "It has also created wonderful comradery among the vendors as they've gotten to know their neighbors."

The market is set up to accept SNAP (Supplemental Nutrition Assistance Program)&nbsp;payments.&nbsp;

Customers may use their EBT cards to purchase tokens to use at vendors' booths to purchase eligible foods, including fresh produce, meat, eggs, honey, baked goods and dairy items.

Also available is another state assistance program, Double Up Food Bucks, allowing customers to match their SNAP purchases of up to $25. Tokens are then used to buy more fruits, vegetables and seed packets.&nbsp;

30th annual Kansas Storytelling Festival celebrate rich tradition

A favorite page updates me daily on how many days remain til Spring arrives; however, I don’t need notices because friends post photos of budding trees and blooming crocuses. Lengthening sunshine, robins appearing, and sandhill cranes winging north direct me to search for sprouting tulips and daffodils as well as evidence of last fall’s scattered seeds germinating in our flower beds. These may not flash neon, but hints that spring lurks around the corner pop up daily in our yard.

One clue is a crazy tulip ring our two little granddaughters and I planted two falls ago that recently thrust a couple of inches of pointy green leaves through crusty soil. The wacky orb we three girls created that afternoon is as jabberwocky as it was the day we planted it despite me urging little blondes to keep it straight. I’m so glad natural inclinations took over, leaving intriguing protuberances and indentions in our masterpiece. That crazy shape adds so much joy to the blooms and reminds me of blessed time with loved ones new to digging orderly holes and burying bulbs.

Last fall, to complement the tulips, I tucked in a line of daffodils along a patio where we set bird baths. The stems haven’t emerged but bulges reminiscent of gloriously pregnant bellies tell me I’ll see green any day. I can’t wait to watch breezes make ruffled, yellow cups dance and invite neighborhood bees to hide inside.

After inspecting this emergent behavior, I checked last year’s flower bed to see what magic had worked it way to the surface. Sure enough, bachelor button leaves stretch toward sun rays along with tiny sprouts still too small to identify. I intentionally flung seeds of flowers I saw hummers or butterflies visiting last summer into every bed in the yard. Here’s hoping their blooms invite scores of favorite visitors.

To guarantee we’ll have ample nectar and pollen to entice more guests, I picked up seed packets at a local store. Now that some of last fall’s seeds have shot up tiny, curled leaves, I’ll add new varieties to the mix. If long term forecasters hit their mark regarding moisture predications, we’ll enjoy action in the flower garden until next fall’s first hard frost.

As protection for bees and other pollinators through the winter, we leave dead and decomposing stalks, stems, and leaves to cover overwintering pollinators. As a bonus, birds we feed hide in the tumbled piles from a Cooper’s Hawk who passes through at least one a week seeking dinner. I’ve started cleaning a few of those to prepare our potato plot for planting somewhere around St. Patrick’s Day. It takes all my patience to keep from rushing to clear everything to bare soil. I’m so ready to garden, but we still have frigid temps ahead and pollinators need any help we can offer.

Though I love autumn best, thoughts of giving myself a tilled-soil French manicure sets every eager-to-plant nerve in me on fire. When Spring lurks, more patience exits with every warm breeze.

Village beginning this summer.&nbsp;</a>On Sept. 13, iSi Environmental conducted inspections in 20 rooms within Victor E. Village and McMindes Hall, a common area in McMindes Hall, and two adjacent outdoor spaces.&nbsp;An inspection on Oct. 24 reported low to moderate levels of two common potential allergen mold types.<a href="https://hayspost.com/posts/90079914-f917-4323-b5b4-1005382e8ebe">FHSU officials said iSi returned to campus in February and again found mold.</a>University officials met with iSi and representatives of Restore and Clean on Wednesday. Restore and Clean is cleaned rooms in McMindes and will soon start in Victor E. Village.The complete iSi report from February was released Wednesday.&nbsp;Scott Cason, FHSU's chief communications officer, said the university is trying to be transparent about the issue and met with students living in the residence halls and staff to answer questions about the iSi reports and the cleaning process.The report said although two common kinds of mold were found in McMindes Hall, only normal levels of outdoor molds were found in Victor E. Village.Although the types of mold found can inflame allergies for those sensitive to mold, no black mold, which can be associated with more severe health concerns, was found.Cason said the university still intends to proceed with cleaning and maintenance on Victor E. Village.During iSi's inspection in February, the company found insulation in the HVAC units in some of the McMindes rooms had become detached and allowed condensation and mold growth within the units.The problem couldn't be seen from outside of the units. The adhesive holding the insulation in place had likely broken down over time, Cason said.The university replaced the insulation in all the units and cleaned the HVAC units and the rooms.iSi also recommended cleaning the tops of the thermal pipes in the McMindes Hall ceiling, which has also been completed."We want to be thorough," Cason said. "We want to be able to tell our students and our parents that we were thorough and we did our due diligence to make sure those rooms were not just as mold-free as we can get them but as allergen-free as we can get them."Cason said Restore and Clean primarily found cleaning issues and little mold.On its initial inspection, iSi found several rooms with poor housekeeping conditions, including overflowing trash and recycling cans, dirty dishes, and dirty laundry, which could promote mold, the report said.The follow-up inspection in February noted fewer of these problems.However, it urged the university to instruct room occupants to maintain their rooms. • Do not allow trash and recyclables to accumulate, especially those with sugary residue. • Dust surfaces as needed to avoid dust accumulation that might allow mold growth. • Do not allow damp towels and clothing to accumulate in the room, especially in unventilated areas such as baskets. • Wash and thoroughly dry bed linens and dirty clothes to avoid odors and the accumulation of moisture and body oils that encourage bacteria, mold and dust mites, the report said.About 1,300 FHSU students live on campus. As of February, 67 work orders concerning mold have been requested.Neither McMindes Hall nor Victor E. Village has been closed to students during the mold inspection and cleaning process. Students were asked to vacate their rooms for a few hours while individual rooms were cleaned.Cason said Restore and Clean was able to complete its work in McMindes much faster than projected. The university is still working with the company on the timeline for the cleaning at Victor E. Village, but Cason said he anticipated a similar timeline.He said students there will also only be asked to leave their rooms briefly during cleaning.If students still have concerns about mold in their room, the university is requesting they submit work orders.&nbsp;<ol>

 </ol>If you have a medically documented sensitivity to mold or other allergens and believe that your room conditions are of concern, you can talk with Residential Life staff&nbsp;at 785-628-4245 about the process for requesting room adjustments, the university said in a FAQ on its website.Cason said the university is working with Restore and Clean to develop a cleaning and maintenance plan to help prevent future issues."There is going to be some learning for our maintenance staff that we are going to put to work," he said.Cason said campus student health had not reported an increased respiratory illness since the mold concerns were raised.The university has been discussing the issue with the Ellis County Health Department and the Kansas Department of Health and Environment.KDHE has been preparing a survey of FHSU students who live or lived in McMindes Hall or Victor E. Village between the beginning of the academic year and now to determine if there has been a spike in respiratory illness.Students who live or lived in any other campus residence halls and submitted a mold-related work order should also receive the survey.That survey should be completed by the end of the week, and results should be available in about a month."One of the challenges in this process is there are so many things that can cause respiratory problems," Cason said. "Mold is one of them, but so are dust mites, so is COVID or the flu or a head cold."FHSU has created FAQs about Mold Concerns on its website.
