Dr. David Bauer ’68, Kearney, Neb.

Though Dr. David Bauer had always loved music, it was on the campus of Fort Hays State University where he began to hone the talents that led to his lifelong success. Thanks to the mentorship from his FHSU music instructors, Dr. Donald Stout, Mr. Lyle Dilley, Dr. Leland Bartholomew, Mr. Norman Jennings, and Mr. Patrick Goeser, Bauer developed the skills needed to kickstart a career in choir direction.

After graduating from FHSU, he earned a Master of Music Education degree from the University of Missouri Conservatory of Music in Kansas City and a Doctor of Education degree from Arizona State University. Bauer taught secondary choral music across Kansas for eleven years before transitioning to instructing collegiate-level students. He helped students fine-tune their voices at the University of Nebraska-Kearney for 35 years before retiring in 2019.&nbsp;He continues to be the artistic director of the Platte River Singers, a community choir he created in 2013.

Bauer has enjoyed 56 years of marriage to his wife, Ann, who is also an FHSU alum. The couple has five children, sixteen grandchildren, and nine great-grandchildren. This year, the couple received the “Friends of Kearney” award from the Kearney, Nebraska, Chamber of Commerce for contributions and leadership within their community.

Dr. Dale Herl&nbsp;<a></a>’01, Independence, Mo.

Dr. Dale Herl's 11-year tenure as the Independence School District (ISD) superintendent has been marked by transformative leadership and an unwavering dedication to student success. He has propelled the district to new heights with a solid foundation that was built during his four years as ISD's Deputy Superintendent of Operations and Finance. Herl oversees 30 schools with more than 15,000 students and is driven to prepare students for college and their future careers. Under Herl’s leadership, a recent initiative has empowered students within the district and led to a surge in academic achievement. When Herl began serving as superintendent, the ISD offered six courses for college credit, which has grown to more than 90 courses, giving students a head start on their futures.

A lifelong learner, Herl earned his bachelor's degree in mathematics education from the University of Nebraska-Kearney, a Master of Science in Educational Administration from Fort Hays State University, and a doctorate from Wichita State University. Actively engaged in community service, Herl is a Rotary Club and Lions Club of Independence member and previously served on the Centerpoint Hospital Board of Directors and ISD Foundation Board.

With four children who graduated from Independence School District schools, Herl's investment in the district mirrors his professional commitment to shaping every student’s future.

Jennifer (Mardis) Kitson ’76, ’80, ’92, Hays

Jennifer Kitson grew up in Pratt, never dreaming that she would leverage her education from Fort Hays State to lead her to where she is today. She has become a recognized leader in school psychology and an expert in advocacy, school mental health, community collaboration, and sustained system change supporting child well-being outcomes.

Kitson received a bachelor's and master’s in psychology and an education specialist in school psychology degrees at Fort Hays State. She had three professional careers over 45 years, including as a school psychology practitioner and coordinator of a $3 million federal grant in Ellis County, a co-leader for a federally funded national center providing training and assistance to communities in 50 states focused on achieving positive outcomes for children and youth, and as an FHSU Department of Psychology instructor and school psychology program director. Kitson’s state and national leadership were recognized as she received the 1997 KASP School Psychologist of the Year, 1999 NASP School Psychologist of the Year, 2022 KASP Lifetime Achievement Award, and 2024 NASP Legend in School Psychology.

Kitson was pivotal in creating Ellis County’s Big Brothers Big Sisters program and coordinating county-wide parenting classes. Her commitment to developing resources like this in communities nationwide further acknowledges the lives she’s touched through her advocacy, passion, and knowledge.

Donald “Don” Reif Jr. ’82, Hoisington

Every day, Don Reif lives and works in service to others thanks to his upbringing and Fort Hays State University education. Reif grew up in Hoisington and graduated with his bachelor's degree from Fort Hays State, double majoring in political science and history. As a student, Reif was involved with FHSU’s Young Democrats and served as a Student Government Association president and senator. These experiences inspired Reif to pursue a Juris Doctor of Law at Washburn University, where he served as a research assistant and intern for the Kansas Legislature.

Reif returned to his hometown of Hoisington after law school and founded an independent firm. Still serving after more than 35 years, Reif provides expertise to clients facing business law, criminal defense, and juvenile law cases. Throughout his career, Reif has facilitated more than 150 adoption cases, finding loving homes for neglected or abused children. He has been known to kindly represent veterans, elderly, and low-income clients pro bono on a case-by-case basis. Outside of his practice, Reif has educated aspiring lawyers as an adjunct instructor at Fort Hays State University for several years.

Sharing his expertise with students isn’t the only support he provides, though. Reif established the Don E. Reif Jr. Political Science Scholarship at Fort Hays State for pre-law political science students. In 2020, he became a Fort Hays State Wooster Society member by including the university in his estate plans. Reif’s passion and love for FHSU are demonstrated through his leadership, generosity, and the legacy he’s leaving in support of future Tigers. &nbsp;

Since graduating from Fort Hays State University, Ernestor De La Rosa has been working behind the scenes to make tangible change in the communities he has called home. As an immigrant, De La Rosa has used his own experience to show the possibilities available to others following in his footsteps. At 12 years old, De La Rosa came to the United States, faced challenges learning a new language, and experienced discrimination. He persevered through many barriers to gain an education.

Due to his status, De La Rosa did not qualify for financial assistance to attend Fort Hays State. He pushed himself to earn a bachelor’s in political science from FHSU while working two jobs. This hardworking spirit carried over to other pursuits, including earning his Master’s in Public Administration from Wichita State University and leading communities in various capacities. In 2014, he became Dodge City’s Assistant to the City Manager and spearheaded several immigration and transportation projects.

In early 2023, he became the City of Topeka’s first-ever Chief Diversity, Equity, and Inclusion Officer. De La Rosa transitioned out of the role in 2024, entering the private sector as a regional manager of local government and community affairs with ITC Great Plains Corp., a transmission-only utility company based in Topeka.

His service and mentorship to others, community enrichment efforts, and leadership demonstrate all that is possible for students seeking a degree in political science.

Tre’ Giles ’15, Portland, Ore.

Tre’ Giles, a Colorado native, brings passion, commitment, and joy to everything he does.

As a first-generation college student, Giles became a voice for others with different ethnic backgrounds. Guided by his faith, his ability to uplift those around him was well-recognized at FHSU, earning him both the Men of Merit and Diversity Ally awards. After graduating, Giles took the leadership skills he learned at FHSU to the Peace Corps.

In The Gambia, West Africa, Giles advocated for education and gender equality and created a group to spiritually support fellow volunteers during their service. He was led back to Hays and gravitated naturally to leadership positions at FHSU, Jana’s Campaign, and as a youth director at Celebration Community Church. His latest role as the Pastor of Justice and Mercy at the Bridgetown Church in Portland, Ore., has provided Giles a platform to share his faith in a larger capacity.

Giles empowers audiences in prisons, auditoriums, schools, and international venues to impact their communities through leadership and collaboration. When he’s not busy pastoring at Bridgetown, he cherishes family time with his wife, Carma, and their son, Saint.

Giles took the opportunities available to him at Fort Hays State University and has since proved that he can accomplish anything he sets his mind to.

Early voting continues through Aug. 5

You have a long to-do list and not enough time in the day to get everything done. Most Americans would agree that this is a regular dilemma. So, we often try to solve this problem by multitasking. Whether it’s eating lunch while replying to emails or making a grocery list while talking on the phone, we are all guilty of multitasking whether we realize it or not.

If you’ve ever noticed that you’re ineffective while multitasking, that’s probably because the human brain is unable to do it. In fact, MIT professor, Dr. Earl Miller, explains, “The brain is incapable of simultaneously processing separate streams of information from multiple tasks.” When we try to multitask, what we are actually doing is inefficiently “task-switching.”

Hays road closure on 6th, 7th southside between Park, Walnut starts Monday

When I was a kid, I owned a big ole’ jumbo prehistoric aluminum canoe that looked like it would have been more at home on four big tires and pushing a snowplow. Its saving grace was that it was also extra stable on the water. One particular evening my brother-in-law and I were anchored in the middle of dad’s farm pond, fishing. A boat anchor on one end and a big steel ball for an anchor on the other kept the thing from twirling around in the wind. We had multiple tackle boxes open on the seats, I guess to give the appearance that we were big-time contenders on the professional farm-pond bluegill circuit. Anyway, as it was getting dark, we pulled anchor to paddle toward shore. My anchor came up with no problems, but the steel ball on his end was stuck in the black, oozy mud bottom of the pond. Wrapping the rope around his hands a couple times, he leaned backwards to dislodge the steel ball. He was built like a dump truck and when the ball came free, he hit the other side of the canoe like a rodeo bull out of the chute, causing ole’ jumbo to do the unthinkable and dump us both into the drink. There we were, bobbing around in the middle of an absolute flotilla of fishing lures; some floating and some sinking slowly toward the bottom, but all sporting at least three razor-sharp hooks. Now, Katie Ledecky could swim the length of dad’s pond as easily as the rest of us could walk across the kitchen, but how about swimming it through a scum of floating fishing lures.

Welcome to the first event in the 2024 Farm Pond Olympics, the freestyle lure swim. The swimmers can choose their stroke, but they have to stay on top of the water. We’ll divide the pond into lanes with bailer twine tied to electric fence posts on each side of the pond. All shapes and sizes of floating fishing lures will be scattered over each lane beforehand, and at the crack of the starter’s pistol, the swimmers simply swim to the other side of the pond as quickly as possible. The event can be scored a variety of ways; most lures on their body, fewest lures on their body or certain lures could be given a point value and the winner would be the swimmer with the most points when the point value of the lures clinging to their body is tallied. The event could be made even more life-like by unceremoniously flinging each swimmer from a sinking canoe to start the race.

The diving board at dad’s pond was an old steel frame with a big old barn plank for a board. We welded the frame from stuff dug out of the usual farmer’s scrap pile and carried it to the pond with the tractor and loader. It was on the dam, so the frame was made to be as tall as the dam. One end of the old barn plank lay across the steel frame and hung out over the water and the other end rested on top of the dam and was held there with a huge rock. It did little good to bounce on the board when diving because the old plank had zero spring to it. I remember going to a nice swimming pool once with the church youth group and running out onto the diving board and pouncing on it like I did at the pond. The thing flung me so high I had a nose bleed when I hit the water! I once watched my buddy Ralph bounce off the end of the board as usual,

then looked-on as the plank followed him end-over-end into the pond cause’ the rock had somehow gotten moved. Anyway, the next event in the Farm Pond Olympics would be farm pond diving. The degree of difficulty will always be high no matter what dive they choose, and the chunkier divers will have a definite advantage in the event. We’ll probably have to employ an extra person at the judges table to keep an eye on the rock.

Dads pond was chock full of pesky little bluegills and each tiny one we caught found its way into the nearby fencerow as a way to weed them out of the pond. We found out that smacking them with a canoe paddle was a pretty novel and effective way to get them to the fencerow, so the third event in the Farm Pond Olympics would be bluegill batting. The event will be divided into two categories; land batting in which each contestant will bat his or her bluegill from the bank, and water batting where the batting will take place from a canoe. The batters can choose to have their bluegills pitched to them or they can choose the freestyle delivery where they throw it up in the air themselves before whacking it. Winners will be chosen for both longest distance and for highest flight, and naturally canoe paddles will be provided so that no one has an unfair advantage.

I’ve made my pitch to the International Olympic Committee, but I’m not yet sure if this Farm Pond Olympic thing will catch on. I figure we have ranch rodeos so why not Farm Pond Olympics. Any way, if the 2024 Farm Pond Olympics become a reality, I’ll be available to coach bluegill batting…Continue to Explore Kansas Outdoors!

Exploring Kansas Outdoors: Farm Pond Olympics

What started as a way to help out the high school play 13 years ago has turned into a phenomenal opportunity for youngsters in a six-county area in northwest Kansas.

The Main Street Summer Theater Festival—developed by the Main Street Arts Council in Hoxie—has now expanded to six communities, all in different counties.

Led by two local musical/theatrical icons, the 2024 festival is in its seventh year, and this summer provided more than 225 youngsters ages 5 to 18 opportunities to explore their creativity on stage.

This is all free to participants because the program is funded through various grants and local donations and fundraisers.

“I don’t like the pay-to-play concept. It excludes too many kids,” said Bonnie Cameron, creative director of the Main Street Arts Council and show director of the summer festival. “I want this program to be available to any child.”

Qualifications to participate are simple.

“We just ask them to put the work in and have good behavior and try their best,” Cameron said.

Karl Pratt, executive director of the Main Street Arts Council and festival manager, said they have the children take ownership in the productions.

“Over the years, we have had the kids help sell tickets to the shows and contribute baked goods for bake sales after their performances,” he said. “That makes it possible to plant seeds for the next year’s festival.”

Work on the shows begins in May following spring auditions.&nbsp;

Cognizant of how busy summer schedules can be for youngsters, the directors hold practices for one hour a day, four days a week.

“That’s the model we have found that works the best,” Pratt said. “We really require the kids to do their homework and practice at home. We hold them accountable, and they always come through.”

“We hold them to a pretty high standard,” she said. “They have to come in with their lines learned and be ready to go.”&nbsp;

A born musician who has studied abroad and performed opera professionally in Europe, Cameron returned to her hometown in 2011.

After helping Hoxie High School with its spring play in 2012, she decided to direct the summer community production “Snow White.”

“After that, everyone was asking, ‘What are we doing next year?’ ” Cameron said. “I remember thinking, ‘I guess we just started something.’”

That something soon developed into a full-fledged festival as more and more youngsters jumped on board.

The Main Street Arts Council was formed as a nonprofit organization in 2015, and the summer theater festival was started shortly thereafter.

The festival quickly expanded, with shows added at Atwood, Goodland, Colby, Quinter and Oakley.

Coincidentally, all six towns in which the productions are performed are in different counties, giving more children the chance to participate.

“A big part of our mission is to provide that opportunity at home so they don’t have to travel three to four hours away to participate in something like this,” Pratt said. “There is a lot of untapped talent in their own backyard that you don’t know about until they have an opportunity to express it.”

“It was very organic, knowing other teachers and talking about what we were doing in Hoxie,” Cameron said. “All of a sudden, it was getting bigger and bigger.”

The council has acquired more than 3,000 costume pieces and many other materials over the years, and they are all stored for next year’s use.

“We’ve gathered materials for more than 20 different shows,” Pratt said. “That allows us to recycle materials and stage them in different communities year after year.”&nbsp;

While the starting age to participate is 5, a younger sibling occasionally will be able to get on stage. For example, this year, 4-year-old Kolbe Schrick got to join his three older brothers and sisters in the “Honk!” production in Colby.

Cameron said it’s not unusual for entire families to participate.

This year, the Atwood production of “Aladdin” featured all but one of the seven sons of Mike and Shandi Sayre.

Shandi Sayer is one of several parents in the communities who go above and beyond to help out backstage during performances.&nbsp;

“We are always grateful for the help of parents and other volunteers, especially during performance weeks, when it’s all hands on deck for the finishing touches to put on a show,” Pratt said.

Student interns are funded through the Nex-Generation Round Up for Youth organization, and they continue to enjoy preparing for the productions—just in a different role.

“It’s a lot more complicated than I thought,” said Hailey Vaughn, a junior-to-be at Hoxie High School this fall.

Vaughn served as an intern this year after performing for five years.

“I’ve learned so much, how the show all comes together behind the scenes,” she said.

Vaughn is thinking of pursuing nursing when she goes off to college in two years. She said she will take valuable life lessons from the summer theater festivals with her, no matter what career path she chooses.

“I’ve learned how to work with a lot of different age groups and how to communicate with them,” she said. “It’s been a great experience. When you work together like this, you build a big family. And once a year, we get together with that family.”

Intern Tori Rucker has been involved with the summer festival since she was 10 years old.

A 2024 Fort Hays State University graduate, Rucker will begin her professional career in education this fall as a sixth-grade science and social studies teacher in Russell.

Like Vaughn, Rucker said she has learned many life lessons.

“I’ve really developed my classroom management skills through the festival and how I want to be a teacher,” she said. “You can have strict expectations but still be able to have fun.”

One of the many duties of a student intern includes building sets for the productions. Rucker has a real knack for that skill, which she learned from her dad, Ed, while helping him in years past.

This year, Rucker added another task to her summer duties and directed the Quinter production of “Shrek The Musical.”

As the 2024 summer season winds down, Rucker said she realized how being a teacher had many parallels with directing a play.

“Everything I’ve learned at school about being a teacher, I was able to put into action here,” she said. “This summer was a breeze with the kids.”

Cameron moved to Chicago about a year ago but vows to keep returning each summer to help direct shows in the music theater festival back home.

She said she “was busting at the seams” while watching “Shrek The Musical” in Quinter the weekend of July 13-14.

“Tori has grown up with us, and this summer she did it all,” Cameron said. “That’s so rewarding to see how she has taken to what we are doing so well and loves it. Shrek was phenomenal. I was so proud of her.”

This season will conclude with the "Alice in Wonderland" production on Aug. 2 and 3 in Oakley.&nbsp;

“We are so grateful to everyone who has made this summer’s theater festival possible,” Pratt said. “The hard work and talent that these amazing kids give to us all summer long—added with a dash of blessings from the theater gods—continue to culminate in better and better performances each year.”

She said she will take valuable life lessons from the summer theater festivals with her, no matter what career path she chooses.“I’ve learned how to work with a lot of different age groups and how to communicate with them,” she said. “It’s been a great experience. When you work together like this, you build a big family. And once a year, we get together with that family.”<figure>

 </figure>Intern Tori Rucker has been involved with the summer festival since she was 10 years old.A 2024 Fort Hays State University graduate, Rucker will begin her professional career in education this fall as a sixth-grade science and social studies teacher in Russell.Like Vaughn, Rucker said she has learned many life lessons.“I’ve really developed my classroom management skills through the festival and how I want to be a teacher,” she said. “You can have strict expectations but still be able to have fun.”One of the many duties of a student intern includes building sets for the productions. Rucker has a real knack for that skill, which she learned from her dad, Ed, while helping him in years past.This year, Rucker added another task to her summer duties and directed the Quinter production of “Shrek The Musical.”As the 2024 summer season winds down, Rucker said she realized how being a teacher had many parallels with directing a play.“Everything I’ve learned at school about being a teacher, I was able to put into action here,” she said. “This summer was a breeze with the kids.”Cameron moved to Chicago about a year ago but vows to keep returning each summer to help direct shows in the music theater festival back home.She said she “was busting at the seams” while watching “Shrek The Musical” in Quinter the weekend of July 13-14.“Tori has grown up with us, and this summer she did it all,” Cameron said. “That’s so rewarding to see how she has taken to what we are doing so well and loves it. Shrek was phenomenal. Walk His Way 2024 set for August 10

Before my family and I moved to Kansas, 18 years ago next month, I didn’t consider summer my favorite season. As a perpetual student and then a college professor, summer vacations were obviously a nice break, and of course summer activities were fun. But compared with flowers in the spring, foliage in the fall, and snow in the winter, summer just didn’t impress me.

The Sunflower state changed that. People complain about the heat, humidity, and wind but I found it all quite wonderful. Getting on my bike and hitting the long, straight county roads, looking across golden wheat fields and rolling green pastures towards a broad and blue horizon, with sunflowers along the way—it was beautiful, and made me a firm fan of Kansas summers.

That did involve some adjustments, though. For example: when are the lazy “dog days” of summer? As a scholar of politics as well as a fan of the season, this actually mattered to me.

Growing up in Washington state, August was the tired, tail-end of summer, the time when everyone mentally checked out, and I carried that assumption into my professional life. Living and studying in Washington DC, August was so disregarded by many who worked there that there were humorous&nbsp;<a href="https://slate.com/news-and-politics/2010/08/august-let-s-get-rid-of-it.html">calls to abolish it</a>. August was when the parties and agencies mopped up unfinished business, if they worked at all, just waiting for politics to re-ignite in the fall.

But in Kansas, whose approach to the calendar had historically followed agricultural patterns distinct from what I knew as a child and student, things were different. With the wheat harvest complete before the end of July, schools and governments looked to August as the time to get back into a normal routine. And so, as the years have gone by, I’ve had to accustom myself to treating late July, rather than August, as the time to truly tune out and reset one’s internal clock.

I was thinking about this while speaking to a local political group just last week. I was surrounded by older folks, who’d dedicated years—decades really--of their lives to understanding and promoting the causes and candidates they believed in. One might imagine these folks would be, like me on these hot, late July days, taking it easy. But no—they were fired up, anxious and ready and engaged, filled with questions and challenges and concerns.

Their attitude surprised me, though it shouldn’t have. In a single week they, like all of us, had seen the attempted assassination of one presidential candidate and the withdrawal of another. Far from the summer political calendar closing its eyes and taking a nap, suddenly everything was turbo-charged and dramatic, the news terrible and shocking and inspiring and unexpected. As I commented to some other news junkies, upon my second late-night visit to a local television station in a little over a week, it’s not supposed to be like this until after Labor Day!

Well, so much for those expectations. July is rushing into August and beyond at breakneck speed, with primary elections and brokered conventions looming across the nation, some of whose consequences might well affect even the most local legislative races across our state.

In a political culture supposedly built upon democratic debate, with people taking the time to test different political options carefully, that kind of speed isn’t good. But unless we can all learn to turn off our phones and trust that not everything always needs to be treated as a desperate emergency, we’ll have to make the best of our hurried reality, applying whatever limited breaks we can find occasionally. Summer’s still here, but maybe not the dog days of old, unfortunately.

Kansas Lt. Gov. David Toland discussed the economic wins of the Kelly administration and what the Department of Commerce plans for future development at a Chamber in Hays luncheon on Friday.

Toland also serves as the Kansas Secretary of the Department of Commerce.

Between 2019 and 2024, Gov. Kelly's administration generated 19.7 million in private business investment in Kansas and retained or created 67,912 jobs. About 15% of the jobs were retained from moving to other states or overseas.

Toland said Kansas has been on the defense to keep other states like Missouri from poaching its businesses and jobs.

"I'm not talking about federal grants or COVID money or stimulus or any of that," Toland said. "I'm talking about businesses that get to make a decision on where they invest, and in unprecedented numbers in our history, they are choosing to invest in Kansas."

He said the growth is a combination of new businesses and existing businesses expanding in the state.

The second-largest economic project in the state during the Kelly administration has been in northwest Kansas— the Amber Wave wheat protein facility in Phillipsburg. That project was a $670 million investment.

Private business investment in the state grew steadily from $1.3 billion in 2019 to $3.8 billion in 2021.

"2020 was COVID. As a state, we had a decision to make. Are we going to pause and wait and see what happens as the global economy collapses, or do we hit the gas?" Toland said. The decision we made as a state—as an administration—was to hit the gas."

Private investment peaked at $7.4 billion before settling back at $3.1 billion in 2023. The state has about $1.8 billion in private investment so far this year, but multiple major projects are in the works for this fall, Toland said.

Although unemployment has inched up across the state, including Ellis County, which was at 3.1% in June, Tolland said in an interview after his presentation that anything less than 4% is still considered low.

He said the state is closely monitoring the employment data, but there is no need for alarm.

Kansas still has 100,000 open positions—50,000 are listed on <a href="https://www.kansasworks.com/">KANSASWORKS</a>.

Although&nbsp;<a href="https://hayspost.com/posts/b6494bc6-04be-4643-a7e4-7d558c627ad2" target="_blank">EnerSys, an industrial battery manufacturer,&nbsp;</a>announced layoffs in May and&nbsp;<a href="https://hayspost.com/posts/1c08eb9c-3e48-4018-80f6-5414bb427eac" target="_blank">Amphenol</a>&nbsp;Adronics, which manufactures antennas and vehicles, closed its Hays plant earlier this year, Toland said the Microfactory is poised to bring in new manufacturing businesses and jobs to Hays.

<a href="https://hayspost.com/posts/086b27b6-fc06-490d-91ed-833bbf3e82cd">The MicroFacroty is a $4.5 million, 30,000-square-foot facility that was constructed to attract startup manufacturers or those wishing to expand to Hays.</a> The Kansas Department of Commerce contributed $2.6 million in a BASE grant for that project.

The ribbon was cut on the facility in March.

"[The MicroFactory's] very presence is a tangible reflection of this community's commitment to manufacturing and business development," Toland said.

He said he had personally spoken to two businesses interested in Hays. 

"I'm confident that we are going to have a win soon," Toland said.

Doug Williams, executive director of Grow Hays, said the economic development organization has seven to 10 businesses in the pipeline for possible rental of the space in the Microfactory.&nbsp;He said Grow Hays wants to ensure it finds manufacturers that are the right fit for the facility and Hays.

Toland also said housing is essential to recruiting talent to Kansas, and Hays has been aggressively addressing that issue.

"With the housing shortage we're seeing in northwest Kansas and across the state getting more acute with the growth that we are seeing in this part of the state, we've got to make certain that new rooftops are going up," he said.

"I'm confident that we are going to have a win soon," Toland said.Doug Williams, executive director of Grow Hays, said the economic development organization has seven to 10 businesses in the pipeline for possible rental of the space in the Microfactory.&nbsp;He said Grow Hays wants to ensure it finds manufacturers that are the right fit for the facility and Hays.Toland also said housing is essential to recruiting talent to Kansas, and Hays has been aggressively addressing that issue."With the housing shortage we're seeing in northwest Kansas and across the state getting more acute with the growth that we are seeing in this part of the state, we've got to make certain that new rooftops are going up," he said.Other Department of Commerce investments in Ellis County have included <a href="https://hayspost.com/posts/9108b04d-d307-4e44-b588-f0405d5575ae">$115,000 for renovations for the Catholic Charities of Northern Kansas building in Hays</a>, $150,000 for DSNWK, $2.3 million for workforce retention through Fort Hays State University, <a href="https://hayspost.com/posts/4493d3ca-7a48-4f10-9a84-c20923e7d68c">a $75,000 HEAL Grant for Chestnut Suites in Hays</a> and a $594,000 BASE grant for Gella's Diner."We have really tried to be focused and be intentional on making investments in Hays and Ellis County, knowing that this is the retail and commercial job center in this part of the state," Toland said.When companies are looking to invest, they want to make sure there will be places for their workers to live, he said.He said Hays also does well in investing in quality of life. This has included $6,500 in operational support for the Hays Community Theatre and $22,000 for the Hays Arts Council.Toland gave kudos to Ellis County's work to reduce the number of needed child care slots in the county from 800 to what will soon be 330.Sara Bloom, who is from Hays, is the child care advocate for the Kansas Department of Commerce. She said the Child Care Task Force of Ellis County, which is facilitated by the Chamber in Hays and Sarah Wasinger, deserves all the credit for reducing that care gap."There has been a focused effort in this county to solve the child care shortage here," Toland said, "and that matters because businesses that are trying to hire people need to be able to hire people who are often at child-bearing age. They want to know that their children are well taken care of while they are working."If you don't have child care slots, a lot of people choose not to work," he said.Toland also touched on the state's new "Love, Kansas" initiative, which aims to bring workers who once lived in Kansas back home.Hays is one of 19 cities in Kansas to pilot the program.Toland, an Iola native, left Kansas after graduating from The University of Kansas for a job on the East Coast.&nbsp;After he and his wife had their daughter, he decided they didn't want her to grow up playing in their 4-foot-by-4-foot front yard. The family moved back to Kansas."The Love, Kansas program is about taking someone who graduated from Hays High School, maybe 10 years ago or 20 years ago, you decide," Toland said, "and using local people who know those graduates to make a pitch to them—to reach out to them directly and say, 'Hey, do you know all of the great things that are happening in Hays?'"He added, "We have 100,000 open jobs. We have wonderful communities that offer such a high quality of life and are welcoming places, so let's go out there and bring our people back to Hays, to Ellis County, to northwest Kansas, to Kansas."
