The Heartland Community Foundation, which serves Ellis, Rooks and Trego Counties, is accepting applications for spring grants. Online applications opened March 15 and are due Wednesday, May 15, 2024.

This year, over $130,000 is available to charitable projects in Ellis, Rooks and Trego Counties, with more than $30,000 available per county. This cycle will fund local community projects that meet one or more of the following criteria:

· Projects focused on improving quality of life.

· Projects that support the public health of Ellis, Rooks and Trego Counties.

· Projects supporting education, health care, community social services and security, conservation and environment, arts and culture, and community beautification.

Funding for the spring grant cycle is provided by the Heartland Healthy Living Fund, the Heartland Area Action Fund, Kansas Health Foundation Fund for Heartland Community, the Stockton Community Fund, Ellis County Legacy Fund, Rooks County Legacy Fund, Trego County Legacy Fund, and Dane G. Hansen Community Grant Fund.

Grants are limited to projects in Ellis, Rooks and Trego counties and will be awarded through a competitive application process. FIRST Robotics is a global robotics community where 3.2 million students from over 100 countries participate, building industrial-sized robots to compete in a timed field game against other competitors. In Kansas, our team makes up one of twenty-five and is the only team west of I-35. Partnering with Thomas More Prep-Marian High School,&nbsp;Hays High School and STEM Harvest, this initiative combines community and schools together in an effort to promote STEM education.

NetWork Kansas’ award aims to drive innovation and excellence in science, technology, engineering, and mathematics&nbsp;within Ellis County.&nbsp; This will certainly benefit our students as they continue advancing their robots while participating in national FIRST competitions. Three-day weather outlook

Once again, the Victoria community is invited to a forum to provide insights and opinions about Phase 2 of St. John’s Place.&nbsp; The meeting is set for 6:30 p.m. Tuesday at the VFW. Refreshments and door prizes will be part of the event. &nbsp;

Sponsored by the Victoria Community Coalition, the meeting will be facilitated by Betty Johnson of the Dane Hansen Foundation. Groundbreaking for Phase 1 is set for Sunday, April 2.

The Coalition hopes to gain input about future building uses, including a child care, a senior center and a library. The coalition hopes for representation from the Victoria Recreation Commission, the Herzogfest Committee, the Victoria Alumni Association, the USD 432 School Board, Victoria City Council, civics classes and Grow Hays.

The meeting will open with an update on Phase 1, which will include photos of the demolition and design plans.&nbsp;

Coalition President Jeff Pfeifer said some of the hoped-for outcomes will be the formation of task forces/committees and a time for city-wide communication and involvement.

It will also be a time to celebrate community successes, including the new Dollar General store, tree projects and senior high school civics projects that will leave their marks on the community.&nbsp; &nbsp;

"The Merchant of Venice" is a play by&nbsp;William Shakespeare, believed to have been written between 1596 and 1598.

The students of Travis Grizzell, TMP-Marian Jr./Sr. High School drama director, will present the bard's famous comedy this weekend on the school's  Dreiling Theater stage. 

"It's not traditionally taught a lot in schools," Grizzell said. "It's not like 'Romeo and Juliet' or even 'A Midsummer Night's Dream.' It's classified as a comedy, but there's some very dramatic things there as well.&nbsp; There's a love story. There's a little bit there for everyone."&nbsp;&nbsp;

The version by the TMP drama program will take place in the Edwardian period rather than the Renaissance. Male characters will wear three-piece suits with ascots and sport lots of facial hair, while the female characters' clothing will be less voluminous and more fitted.&nbsp;

Male characters dominate the story and several female students will portray men.

Last year, the students performed Shakespeare's "A Midsummer's Night Dream."

"We've got a great group for this. They really do interpret it and act it out well," Grizzzell said. "'Merchant' is a little bit heavier than 'A Midsummer Night's Dream' with a lot of timely things in it.&nbsp; 

"It deals with antisemitism, stereotypes, some disparity in society. It starts a lot of good conversations, and we learn a little bit about history, too."

The central conflict in "The Merchant of Venice" stems from the segregation of Jewish people who were present at the time of its writing.&nbsp;

The commonalities in human lives over the centuries keep Shakespeare relevant for today's readers and audiences, Grizzell said.&nbsp;

"He wrote about the human condition and the things we all go through and feel. A lot of the things we were struggling with back then as a society, we're still struggling with today," he said.

Language that may come across as dry or stilted when one is reading Shakespeare today should come alive when performed on the stage. Grizzell said his students do a really good job of making that happen.

"I always tell the students if the acting is emphatic enough, and they're expressive, and the emotion is there, even though there's a language barrier, you'll get what's going on, and the audience will, too,"&nbsp; he said.

Phrases that originated in "The Merchant of Venice" and are still used today by English speakers include "pound of flesh" and "quality of mercy."&nbsp;

Grizzell teaches a Shakespeare unit in his drama class. He recently showed a performance of "The Merchant of Venice" by professional actors at Shakespeare's Globe Theatre in London.

"A lot of the students after seeing that were really excited about doing it. They'd kind of dipped their toes into it," he said.&nbsp;

The play will be presented at 7 p.m. Friday and Saturday and again at 2 p.m. Sunday.

🎤 Shakespeare's 'Merchant of Venice' to be performed by TMP-Marian this weekend

Brain health: It’s a topic that many of us are concerned about. Most of us know someone who suffers from dementia, and there’s good reason why experts call Alzheimer’s “the biggest health crisis facing the world today.” In fact, about 6.7 million Americans are living with Alzheimer’s, and the number is expected to reach 7.1 million by 2025.

Watching loved ones suffer from deteriorating brain health can be extremely challenging. It can also be uncomfortable to realize your own risk of developing dementia as statistics rise. So, what if you knew the disease was in your future? Would you act now?

The good news is that there are steps you can take today to reduce the risk of cognitive decline. It’s also important to remember that it is never too late to adopt a healthy lifestyle. Here are a few ways to boost brain health:

Get good quality sleep. Six to eight hours of restful sleep allows the immune system to repair and renew the body. This is also true for the brain. When one doesn’t get enough sleep, the deposition of beta-amyloid builds and this can form Alzheimer’s plaque.

Learn something new. You’ve heard the saying, “Use it or lose it.” Activities that challenge the brain such as learning and intellectual hobbies strengthen synapses between brain cells. Overall, this can improve brain health.

Stay socially connected. According to the CDC, social isolation is associated with about a 50% increased risk of dementia. Maintaining relationships helps to provide a sense of purpose, and it helps to prevent cognitive decline.

Take care of your mental health. Studies have shown that a history of depression increases risk of cognitive decline. Reducing stress, participating in hobbies you enjoy, and finding support can help to improve mental health.

These steps to boost brain health are just a few ways to take action. If you are interested in learning more, resources are closer than you may think.

A Different Mindset Association, located in Hays, Kansas, aims to support caregivers, provide education, network resources, and promote awareness about Dementia. Currently, the group hosts caregiver support group meetings via Zoom, and will begin an in-person option starting on April 25th at the Hays Med Center for Health Improvement. The group is also preparing to launch respite services for caregivers soon.

Along with these promising plans, A Different Mindset Association will partner with K-State Research and Extension to present Alzheimer’s 101 in April. In the program, we will educate about various types of Dementia including Alzheimer’s, Vascular Dementia, Parkinson’s, and more. We will uncover the signs of Alzheimer’s and discuss caregiver support opportunities. The following evening, in a panel discussion with experienced caregivers, participants will have the opportunity to ask questions.

Join us on April 10th and 11th at 6:30 pm at the Hays Cottonwood Extension office to learn more about Alzheimer’s and what you can do to better brain health for you and your loved ones. The cost is free, and the time to learn is now.

MANHATTAN, Kan. – In the United States, screens are everywhere.

Televisions, laptops, tablets, electronic bulletin boards and – of course – cell phones.

“Yet, what we know about positive childhood development,” said K-State Research and Extension child development specialist Bradford Wiles, “is that screens are not very helpful. Often, they are simply a mindless activity that doesn’t grow children’s brains or their social-emotional or physical development.”

Many healthcare authorities and pediatricians – among them the American Academy of Pediatrics – have published guidelines indicating children under age 2 should have no screen time, while everyone else should limit screen time outside of work or school to 1-2 hours per day.

Wiles, who has authored a K-State Research and Extension publication on the topic, says that there is an “opportunity cost” associated with screen time. “If you’re engaging in screen time, you’re not doing things that can help you with skill building in multiple domains – physical, mental and social.”

Screens, he said, are often substituted for babysitters, or a break for parents or other caregivers to get other tasks done.

“If that’s for a limited time, that’s fine; I understand the need to perform your household duties,” Wiles said. “You’re not harming your child by doing that, but be mindful of how much time is going by and do your very best to make up for that by being intentional in engaging with your children before and after screen time.”

Wiles is careful to indicate that technology, itself, is not the problem. “The problem is when you use that tool to isolate yourself or your children,” he said.

“If that tool is being used for engagement, then great. That is how children of all ages learn…through dialogue, discussion and shared experience. The ability to talk, and learn with and from each other is really a benefit to human development.”

Other things to keep in mind, according to Wiles, include:

Establish “screen free” zones in the home, including bedrooms. It may seem like punishment – and difficult to enforce – but the payoffs are great. Tablets and smartphones may provide an opportunity for families to play interactive games, such as puzzles. Less-skilled family members learn more by asking questions, receiving instruction and getting feedback.

Decide in advance what you will view as a family. Avoid watching TV during meals or leaving the TV on for background noise. In addition, avoid texting or talking on a phone during meals or when outside with your family.

K-State Extension: Parents encouraged to reduce children’s screen time

According to a 1935 online US timeline the US saw dramatic change. Franklin Delano Roosevelt served as US President. That same year Executive Order 7034 created the Works Progress Administration, and on August 14, FDR signed the Social Security Act into law. Despite long term drought effects in the Great Plains, the May 30 – June 2 Republican River Flood marked the deadliest flood ever in Nebraska. Kansan Amelia Earhart made history as the first person to fly solo from Hawaii to California, and Portis native son Tubby Millar’s cartoon character Porky Pig debuted in Looney Tunes “I Haven’t Got a Hat.” Area residents with a radio or access to national newspapers noted world changes while struggling to survive the persistent Depression and keep their kids in school.

While many students didn’t graduate high school during these hard years, Ellis High School recorded 169 enrollees in grades 9 – 12 and 468 grade school students in 1935. Teachers taught 175 days for a nine- month school year. Two male and seven female instructors educated grade school classes while six males and four females instructed high school courses. The grade school had ten out-of-district students enrolled while the high school boasted fifty-four non-resident enrollees. Clearly, the high school program offered much to young people seeking an education.

In 1935, teachers made approximately $125 a month for nine-months. Taxpayers anteed up a12.94 mill levy to fund schools during this economically challenging year. In 1936, the district received over $3,576 in WPA funding. Available data didn’t explain how the district spent this money. By 1938, the state of Kansas collected a sales tax fund and sent the district $1,764 in state aid. This was the first mention of state aid in accessible records. In addition, District 2 received a $3, 094.92 sales tax refund. Notably, school monies were no longer generated only by local taxes. Despite state contributions, the district levied taxes of approximately $26,000 to fulfill their financial responsibilities.

While a poor economy forced students to do without class rings, year books, and other expendable items, the Ellis district maintained a strong band program. According to Eileen Langley, a 1938 graduate, students traveled to various competitions throughout her high school years. She recalled that the American Legion sponsored uniforms, equipment, and trips when the district and parents couldn’t afford the full expense. Sacrifice and hard work paid off when the Ellis High School Band won a national title in Colorado Springs in 1939.

Keep in mind that during these years, area residents suffered disastrous bank and farm failures, drought, and dust storms that deposited soil locals find in attics and walls when they renovate old homes. Despite the struggle, the schools taught not only local kids but also out-of-district pupils. Under such duress, they supported a music program to the degree those kids and their instructor brought home a national band competition title. During this time frame, national government introduced the WPA and Social Security, while Kansas state government established taxation to redistribute to school districts. From those days forward, school finances and structure began to change into what we deal with today.

The Kansas Department of Transportation has started work on a box culvert bridge replacement project on K-18 in Russell County.

The bridge is located approximately 1 mile east of the K-232 junction near Lucas.

Traffic through the construction zone is reduced to one lane and is being guided by a temporary stoplight. Motorists should plan for minor delays of around five minutes.

KDOT expects work to be completed in August, conditions permitting.

Klaver Construction Company Inc. of Wichita is the primary contractor with a total contract cost of approximately $1.7 million. Box culvert bridge replacement underway on K-18 in Russell County

Salina City Commissioners held a <a href="https://www.youtube.com/watch?v=FEXVjjNFeVQ">special meeting</a> on Monday evening to address the ongoing&nbsp;federal district court civil lawsuit, Cozy Inn vs. City of Salina.

 The lawsuit, filed in Feb. by Cozy Inn owner Steve Howard, involves a painting on the exterior of the Cozy Inn Hamburgers restaurant located in downtown Salina.

Because the commission would need to consult with an attorney for the public body which would be deemed privileged under K.S.A. 75-4319(b)(2), commissioners recessed immediately into executive session to discuss the lawsuit following roll call.

Once they concluded their discussion, commissioners returned to vote on the matter.

In a unanimous vote, commissioners agreed not to pursue any penalties or fines against The Cozy Inn, from the time the case began until the time it is concluded, as long as the business maintains the <a href="http://weblink.salina.org/WebLink/DocView.aspx?id=531367&amp;dbid=0&amp;repo=Salina">"status quo,"</a> meaning not altering the current painting in any way.&nbsp;

&nbsp;The City Code allows for murals, but the controversial painting, according to the City, depicts hamburgers and directs pedestrians inside the business, classifying it as a commercial sign. 

Steve Howard doesn't see it that way. According to him, the partially completed mural depicts spaceships and a message to encourage visitors, "Don't fear the smell, the fun is inside!"

The lawsuit against the City argues that Salina's sign code infringes on Howard's right to freedom of speech.&nbsp;

<a href="https://kansasjusticeinstitute.org/case/salina-mural-free-speech/">According to the Kansas Justice Insitute</a>, KJI, a free public-interest litigation firm protecting the freedoms guaranteed by the Kansas and United States Constitutions, the government cannot restrict a mural simply because it contains references to the business on which it is painted.

KJI argues that the First Amendment prohibits content-based restrictions on speech and artwork an the amendment does not allow the City to pick and choose which murals to allow and which to prohibit based on the message or content of the mural.

Salina City Commissioners agree to stipulation regarding Cozy Inn v. City of Salina

The Hays City Commission will meet for a work session on Thursday afternoon with just one item on the agenda.

Discussion will center on a creating a reinvestment housing incentive district for The Grove, a mixed housing development by Grow Hays directly north of Hays Medical Center on Canterbury Drive. 

It would be retiree-focused and include a community center.&nbsp;Plans include 12 six-plex structures, eight duplexes, 50&nbsp;single-family homes, and infrastructure to serve the development.

Grow Hays is proposing that the city finance and construct the infrastructure related to the project. The city would then utilize rural housing incentive district&nbsp;revenues to offset the city’s costs.

Grow Hays estimates eligible project costs will be about $8.2 million, and the district would&nbsp;generate about $8.4 million of revenue over the maximum 25-year term.

The commission will be asked to consider&nbsp;adopting a resolution at its next meeting with specific housing needs findings and determinations to advance the statutory process for the creation of a&nbsp;rural housing incentive district.

This is the first step of many in the creation of a reinvestment housing incentive district&nbsp; for The Grove development.

City of Hays to hear first step in creating housing incentive district for Grove

Fewer than 1,300 Ellis County registered voters cast ballots in Tuesday’s Presidential Primary Election.

This year was just the third time that Kansas voters
were able to cast their ballot in a presidential primary election hosted by the
state. Previously, the two political parties hosted presidential caucuses. 

According to unofficial results from the Ellis County Clerk
and Election Office, Tuesday’s turnout was 6.42%.

Of the 19,613 registered voters in Ellis County, 1,259 total ballots were cast.

A total of 997 Republican votes were cast, with former
President Donald Trump getting 828 voters, or 83%.

Nikki Haley was second with 11%, followed by none of the names shown (4%), Ron DeSantis (1%) and Ryan Binkley (0.2%).

There were 262 Democratic ballots cast. President Joe Biden
received 198 of those votes for 76%.

None of the names shown was second with 39 votes (15%), Dean
Phillips (3.8%), Marianne Williamson (3%) and Jason Michael Palmer (2.7%).

In Kansas, Democratic voters cast 35,031 votes for Biden, or about 84%.

Trump received twice as many Republican votes and received 75% of
the vote.

Also on Tuesday, Trump easily won Republican primaries in
Arizona, Florida, Illinois and Ohio. Biden did the same except in Florida,
where Democrats had canceled their primary.

Both candidates had already gathered enough votes to secure
a rematch of the 2020 election.

Get ready to groove with Lovegrass Music Festivals as they ignite the stage with a fundraiser at Defiance Brewing Company.

Lovegrass Music Festival Association is dedicated to bringing bluegrass arts to rural Kansas, promoting regional and upcoming artists.

The executive director of the nonprofit,&nbsp;Aimee Riegel, said the collaboration aligns with the organization's goal of delivering entertainment.

"This partnership with Defiance is part of our mission to work with other businesses and nonprofits, helping them provide live music at their venues," she said.

Lovegrass on Tap marks the second year Lovegrass and Defiance,&nbsp;2050 Old Highway 40, have partnered for a fundraiser.

The event is set to take center stage from 3 to 11 p.m. on April 6. Kicking off with a cornhole tournament, which requires a team entry fee of $40.

"There will be different ranges of competition, so anyone from a backyard [player] to a pro can enter," Riegel said.

Through the tournament and a raffle, prizes including a Bluetooth speaker, a Samsung Galaxy tablet, earbuds and concert tickets will be up for grabs.

From 4 to 7 p.m., you can enjoy performances by bluegrass bands, including The Tequa Trio, Bartlett and 80 Proof Alice, followed by an open jam at 9 p.m.

"Anyone that wants to come out and play their instrument can join us for an open group jam," Riegel said.

The free and family-friendly night at Defiance will feature plenty of brews alongside food trucks from Tacos El Eguero Guey and PFONZ Smokehaus and Catering.

Reigel said money from the fundraiser will support other Lovegrass events, including their <a href="https://www.lovegrassmusicfestival.com/copy-of-festival">annual three-day August festival</a> in Wilson.

"If someone purchases a pint glass and a raffle ticket, their first beer is donated by Defiance," she said.

You can purchase exclusive merchandise and beer at the event, with proceeds from activities that spotlight the bluegrass genre.

"We want to promote the arts in our region," Reigel said. "Our mission is to provide outlets for individuals to experience music and for musicians to be seen."

Local businesses, including Nextech Wireless, Auto World, Breathe Coffee House, and Hays Convention and Visitors Bureau, donated raffle items and prizes.

This year, more than $130,000 is available to charitable projects in Ellis, Rooks and Trego counties, with more than $30,000 available per county. This cycle will fund local community projects that meet one or more of the following criteria:

Grassy sandbur is the "sticker" plant that looks like a grass. It will often invade thin lawns, especially in dry years. Therefore, the best control for this weed is a thick, healthy lawn. However, if your lawn is thin this spring and grassy sandbur was a problem last year, use a preemergence herbicide before the sandbur comes up. However, not all preemergence herbicides are effective. The three products that can help minimize grassy sandbur are oryzalin, pendimethalin and prodiamine.

Oryzalin is sold under the trade names of Surflan and Weed Impede. It can be used on all warm-season grasses as well as tall fescue. It should not be used on cool-season grasses such as Kentucky bluegrass, tall fescue is the only cool-season grass that is included on the label. Apply oryzalin about April 15 when redbud trees approach full bloom. Oryzalin is also sold as a combination product with benefin as Green Light Amaze. As with oryzalin alone, it can be used on all warm-season grasses, as well as tall fescue. It should not be used on cool-season grasses other than tall fescue. Apply Amaze about April 15 when redbud trees approach full bloom.

Pendimethalin is sold commercially as Pendulum as well as several other names. On the homeowner side, it is sold as Scotts Halts. Pedimethalin is best applied as a split application with the first applied about April 15 and the second about June 1. Alternatively, make the first application when redbud trees approach full bloom and the second six week later.

Prodiamine is sold under the commercial name of Barricade. It is also the active ingredient in a number of homeowner products. It can be used on all of our common lawn grasses. Apply as is done for oryzalin, about April 15 or when redbud trees approach full bloom. Only one application is needed per year.

None of the "weed preventers" will give complete control but each should help. Quinclorac (Drive) can provide some postemergence control especially if the sandbur is in the seedling stage. Quinclorac is also found in a number of combination products that control both broadleaf weeds and crabgrass such as one following:

· Ortho Weed-B-Gon Max + Crabgrass Control

· Bayer All-in-One Lawn Weed and Crabgrass Killer

· Trimec Crabgrass Plus Crabgrass &amp; Broadleaf Weed Killer

· Spectracide Weed Stop for Lawns Plus Crabgrass Killer

· Bonide Weed Beater Plus Crabgrass &amp; Broadleaf Weed Killer
