Hays City Commission to consider 2 housing projects

Hays city commissioners will vote on several items at their Thursday meeting related to two proposed new housing developments.

Hays resident Tim Speno, One Twenty Seven Investments, LLC, plans to construct three Airbnb rental apartments on the second floor of the building at 1012 Main St., which houses Eclectic Threads quilt shop on the ground floor.

Speno is requesting the city apply on his behalf for a $300,000 Community Development Block Grant from the Kansas Department of Commerce. There would be no financial obligation for the city.

Commissioners will have a public hearing regarding the grant request, then vote on the interlocal agreement between the city and One Twenty Seven Investments, and approve resolutions to certify legal authority and declare a building as blighted.

Another agenda item addresses new short-term housing planned in west Hays on the east side of the little Dillons store at 2707 Canal Blvd. Aaron Dreher, AD3 LLC, Hays, is requesting rezoning from agriculture to residential multi-family district for .607 acres of land.

Three adjustments to the Unified Development Code regarding small accessory structures 120 square feet or smaller will be voted upon.

Proposed are the elimination of 
• Side and rear setbacks for accessory structures 120 square feet and smaller
• Maximum number of two accessory structures that can be placed on a single parcel
 • Restrictions on the size of accessory structures in agriculture districts, which are on the edge of town.

Commissioners will also further consider a recommended general nuisance abatement for 206 E. 14th St.
