When life gives you lemons, make the most of them at the Lemonade Stand Challenge between Hays and Russell, a fundraising competition to support park accessibility.

This year marks Hays's fifth-annual lemonade stand event and Russell's third, continuing their efforts to create fun, safe and inclusive parks for all ages and abilities.

Executive Director of the Arc of Central Plains Kathy McAdoo said the competition will help the Arc reach its goal by 2025, aiming to outperform its challengers.

"Russell is also fundraising for an accessible playground, similar to what we have here in Hays at the ARC Park," she said.

Russell County issued the challenge in a <a href="https://www.facebook.com/russcokansas/videos/341545268651401">Facebook post</a>.

Set for today and Friday in Hays and Friday and Saturday in Russell, participants can win prizes donated by local businesses in various categories, including most money earned, best stand, most creative name and overall fan favorite.

"We encourage area kids, the young and the young at heart, to set up a lemonade stand," McAdoo said.

The park projects in Hays and Russell aim to include an accessible playground, ensuring that everyone, including those with physical, sensory, cognitive and developmental disabilities can play together.

Russell's Memorial Park, 1056 E. Fourth St., will include ramped play structures, transfer platforms, inclusive swings and wheelchair-accessible surfacing.

 Phase three of the ARC Park, 3300 Hillcrest Drive, will incorporate corn hole, climbing structures, shade structures and sensory features, in addition to its existing multi-generational equipment and the splash pad.

"We have been mentoring [Russell's] fundraising campaign," McAdoo said, "so this is just to add a bit of fun and friendly competition."

Lemonade stand duel fundraiser kicks off today between Hays, Russell

Hays has had a number of recent small rains but nothing significant for some time.

The much needed inch-plus of moisture came in a downpour Tuesday evening.

The official amount measured at the K-State Agriculture Center south of town was 1.65 inches.

With 10 days left in the month, Hays is already ahead of the average rainfall of 3.38 inches for June, with 3.75 inches received as of June 19.

The city is still behind for the year-to-date by 1.41 inches.

Ellis County still has severe drought conditions in a small portion of the southern end of the county, according to the U.S. Drought Monitor for July 18.

The remainder of Ellis County is listed as a moderate drought to abnormally dry.&nbsp;

Downpour in Hays Tuesday evening yields 1.65" of rain  

Requests by outside agencies for funding from the city of Hays in 2025 will be heard at today's city commission work session.

Scheduled to present requests are Fort Hays State University, Grow Hays, Downtown Hays Development Corporation, and the CARE Council.

Commissioners traditionally do not make decisions regarding funding amounts at the work session. They'll weigh in specifically on the allocations during the 2025 budget process.

"We're in the thick of budget preparations right now," said Collin Bielser, deputy city manager.

Jeff Crispin, director of water resources, will present a recommended bid award for advanced metering infrastructure for the city's 8,500 water meters.

"Currently, we have four staff members&nbsp; who walk and touch each meter once a month using a handheld computer to take a reading," said Bielser. "This new technology enables two-way radio frequency communication between the meters and the utility building office, which would eliminate this task."

The four employees would be reassigned to other areas of the Department of Water Resources.

"AMI provides continuous monitoring, which allows both the city and utility customers to monitor their usage in real time. This will help identify irregularities and detect malfunctions."

The technology is being used in Garden City, Abilene, Junction City and other similar-sized Kansas towns. Hays-based Midwest Energy also uses AMI for their electric and gas meters.&nbsp;

The recommended bid is from&nbsp;Core &amp; Main, McPherson, for $4.4 million.&nbsp;&nbsp;

Other agenda items include more information for a request by four local military veterans organizations to declare Hays as a Purple Heart City.

A resolution will be heard about the intent to issue industrial revenue bonds for the community center to be built in The Grove housing development north of Hays Medical Center.&nbsp;

Kim Rupp, director of finance, will make a recommendation of remaining with the current provider for the city's property/liability insurance coverage renewal.

Outside agency funding requests, advanced water meter system to be discussed by Hays City Commission 

After three executive sessions, Hays USD 489 board members unanimously approved pay raises of varying amounts for teachers, classified personnel and licensed personnel for the 2024-25 school year during their meeting on Monday evening.&nbsp;

Board of Education negotiations with the teachers union - the master collective bargaining agreements - were approved with salary increases for certified employees.

Teachers will see $1,910 added to each cell of the teachers' salary schedule.&nbsp;&nbsp;

Stipends of $650 were added for special education staff.&nbsp;

"It's an occupation that's hard to fill and we wanted to keep people in those positions as well as encourage others to look at it,"&nbsp;Superintendent Ron Wilson said during a Tuesday interview on KAYS Morning Blend. 

A 6% wage increase was approved for classified employees - anyone who is not a certified teacher such as cooks, custodians, and bus drivers.

Licensed classified personnel including social workers, occupational and physical therapists, received a 4.16% salary increase.

Administrators received a 3.5% pay raise.&nbsp;

"We're very, very thankful for our board for doing that for all our employees," Wilson said.&nbsp;

Hiring teachers and other staff has been problematic, he told the board.

"We're starting to feel the impact of teacher vacancies and have to look at it differently and creatively."&nbsp;

He said there are four open teaching positions and no applications.

The board also agreed to remove the $50 activity fee for high school and middle school students. 

"We will no longer charge that $50 activity fee. We try to chip away at back-to-school fees for our families.&nbsp; We've done that for the last four years," Wilson said.

Remaining in place are the textbook/material fees of $70 for elementary, $90 for middle school and $95 for high school students.

Also approved was a 5-cent increase in lunch prices for the upcoming year.

"I think anybody who's gone to the grocery store understands food costs have gone up. We really tried to hold the line and our nutrition director Jessica Younker has done a great job of keeping things affordable for families and still providing very healthy and enjoyable meals for our students and staff."

Free breakfast will still be offered for any student who wants it. That program started last year.&nbsp;

In other business, the board heard&nbsp;an update on the school bond construction from Nabholz representatives. The projects are on budget and on schedule. A design change order was accepted for Hays High School.

Board members also approved the 2024-25 board of education calendar, personnel transactions, the contract with Fort Hays State University for use of Lewis Field, and a two-year lease with Hadley Center for Hays Virtual School.&nbsp;

The board also gave its approval of authority for year-end budget transfers by Chris Hipp, assistant superintendent of business/finance. The fiscal year for the school district ends June 30.

🎙 Hays USD 489 approves employee raises, activity fee removal for 2024-25  

&nbsp;A 77-year summer tradition at Fort Hays State will be underway with High Plains Music Camp, slated to begin the last week of June. For the last 20 years, the camp has been held in July. However, the dates have been moved forward for 2024.

“I think changing the date will be a better move,” said Dr.&nbsp; Peter Lillpopp, FHSU director of bands. “It benefits our faculty to have the whole month of July off since the FHSU marching band starts in July. Moving the camp will also benefit students whose families go on vacation in July.”

Lillpopp will serve as camp director for the second year, and Hilary Shepard, FHSU flute professor, will serve as assistant director. This summer, the High Plains Music Camp will welcome FHSU’s new percussion professor, Luke Helker.

The influence of High Plains Music Camp extends beyond the camp experience, connecting alumni and serving as an intensive student recruitment tool.

“It’s a good way to meet people,” Lillpopp said. “Prospective students get to meet the FHSU faculty,&nbsp;and the faculty get to meet alumni throughout the state who help teach at the camp. As a major recruiting event, it showcases the FHSU Department of Music.”

New this summer, the camp will feature a string orchestra and alternative strings. Dr. Brian Buckstead, FHSU orchestra director, will direct the camp’s high school orchestra. Erika Pinkston, Great Bend orchestra director, will direct the high school alternative strings, and Brayden Smith, the new Hays High School orchestra director, will direct the middle school orchestra and alternative strings.

“They will do all kinds of arrangements to get kids excited about playing string music,” Lillpopp said. “Traditionally, string music is much more classically oriented than band, so this will be a way to get kids excited about playing strings.”

The public is invited to attend High Plains Music Camp concerts, all of which will be at the Beach-Schmidt Performing Arts Center. All concerts are free of charge.

FHSU High Plains Music Camp to kick off 77th year in late June

Feast your eyes on vibrant artworks at this year's Summer Art Walk, featured at various locations throughout the heart of Hays.

Highlighting work from across the state, the "Loosely Speaking" opening reception will showcase nearly a dozen different artists.

Brenda Meder, director of the Hays Art Council, said artists from both Hays and beyond will have their open-to-interpretation works on display.

"Artists speak through their work, whether its the form, color or media," she said. "In some cases, it may be recognizable subject matter but done in a truly very loose style."

"Loosely Speaking" begins at 6:30 p.m. and continues until 9:30 p.m. at the Hays Art Center, located at 112 E. 11th St.

The opening reception will feature paintings, sculptures and ceramics from 11 artists in this summer's exhibition.

The public display runs from June 21 to August 15 and will spotlight work from Charles Baughman, Cally Krallman, Kathleen Kuchar, Ron Michael, Angela Muller, Beverly Radefeld, Danielle Robinson, Von Pounds, Barbara Stevens, Robin Valenzuela and Teresa Wasinger.&nbsp;

"It truly is what the name implies," Meder said. "It's a wonderful mix of styles and lots of colors."

On the night of June 21, you can explore more art pieces at up to 14 different locations, including:

"Matt Venuti will be playing during the entire time of the art walk. You may want to check out other places but with him playing so much, you'll have time to sit down and take in a good chunk of his concert," Meder said.

Earlier in the day, a youth showcase performance at 11 a.m. and a performance by Lora McDonald at noon will be at the Downtown Pavilion, 117 E. 10th St.

"We have a nice variety of classes that still have room in them. You can enroll up until the end of the week before classes begin," Meder said.

Classes feature painting, acting, theatre, guitar lessons, and a variety of mixed-media arts and craft workshops.

Registration is required prior to the start of classes as class sizes are limited. Hays Art Council presents the 2024 Summer Art Walk on Friday

Embarrassing as it is to confess, I don’t wash my car as often as I should, especially since I frequently travel long distances in buggy areas. We recently returned from a week-long trek through insect-filled territory with predictable results. Squashed bugs covered the front of the car.

From my perspective, this meant more work. I needed to gather scrub rags and detergent in order to apply serious elbow grease. From a couple of little birds’ perspectives, our grill offered gourmet delights. Looking out the window the other day, I spied two sparrows working diligently at something around the slatted metal. Upon closer inspection, these opportunists were cleaning up dried bugs. I’d delivered a feast to their doorstep.

Lately newspapers are full of articles of other examples of opportunistic feeders. Swimmers and surfers off an American beach recently discovered this the hard way. As they splashed and kicked, hungry sharks zeroed in on their movement and noise. Since bait fish usually occupy those waters, the sharks apparently thought the movement signaled dinner time. I can imagine the surprise on the parts of both the swimmers and the sharks. Neither expected that encounter. While a couple of the swimmers required surgery, thankfully, no one died in that case of mistaken identity.

Sharks are not the only creatures showing up for unexpected meal encounters. We once visited an area in Wyoming that suffered an early freeze followed by summer drought. As a result, bears that typically hang out in berry patches and the like in the mountains, showed up at Fido’s back-door dog dish.

One lady told me her sister left her back door open while she did chores. As she carried boxes from one area to another, her dog started barking frantically. Curious, she visited the dining room to see what inspired the noise. Imagine finding a bear cub had wandered into the kitchen to investigate dining options. Thank goodness she frightened him out of the house with wild gestures and screeches before his mom came looking for him.

Around the same time, in southern Colorado, a bear wandered into a bottling plant where it discovered the raspberry-flavored ice tea vat. Mental picture triggered dozens of potential ice tea commercials. It reminded me of vintage Coca Cola ads starring a big, white polar bear. This bear story offered a case of life imitating art.

Wild animals aren’t the only creatures to take advantage of perfect opportunities. I’ve never known a dog to miss a chance to clean up under a toddler. Any dog worth its keep knows where to find the good stuff. I once watched a lab snatch ice cream off a little girl’s cone as the distracted tyke waved her cone around. Its owner struggled to scold the messy-faced pooch for doing what came naturally.

Three-day weather outlook

Kansas wheat producers can’t seem to catch a break in the weather, kicking up swirling, dust clouds as they raced to cut wheat ahead of heavy thunderstorms and hail on Tuesday, June 18. Harvest is now progressing into areas of south central Kansas that missed the rains that have benefited producers in other parts of the state — a reminder that not all are feeling a sense of recovery this season.&nbsp;

Moisture in the air had combines running slower on Tuesday near Larned, but the day before the Pawnee County Coop Association took in about 100,000 bushels, according to Kim Barnes, interim general manager. This year’s wheat crop suffered — hit by drought and Wheat Streak Mosaic Virus. As a result, yields are down at 15 to 40 bushels per acre, test weights are averaging 56 pounds per bushel and quality is lacking.&nbsp;

This is his 55th wheat harvest and Barnes said he has seen it all. This harvest is the fourth in a row to suffer from prolonged drought conditions — not breaking out of drought status for more than three days in a row for all that time.&nbsp;

“Out of the 55 years, this is the next to the lowest year,” he said. “I’ve never seen production this bad than the last couple of years.”&nbsp;

Last year, the coop took in 450,000 bushels, and as of Monday, June 17, Barnes reported the company has only taken in 341,000 bushels so far. While it’s on track to be more than last year, it’s a far cry from the coop’s high of 4 million bushels in 2016.&nbsp;

“We were hoping that we would see a million bushels this year, but now we’re just hoping we had more than last year,” he said.&nbsp;

Adding insult to injury, the wheat market has lost $1 per bushel compared to two or three weeks ago and early export demand was gobbled up by the Texas wheat crop. Even after starting 10 days early, Barnes noted producers will be cutting until the end of June, especially those who have to take extra time to control aggressive cinch bugs driven out of harvest fields into newly planted milo fields.&nbsp;

In eastern Kansas, Jesse Muller is having more harvest luck with a better crop in Montgomery County compared to the last few years. The operation planted solely WestBred varieties this year and Muller reported yields are averaging 40 to 70 bushels per acre with test weights averaging 62 pounds per bushel. He takes all of his wheat to the elevator in Liberty, which takes both hard and soft wheat.

“Compared to last year, everyone is seeing better than expected yields with quality staying steady,” Muller said. “Part of it comes from having a drier fall and a wet spring.”

For the entire county, Muller noted his neighbors have had some loss from both some freeze damage over the winter and hail damage from storms that rolled in the first part of June.

Harvest came later than anticipated, not due to a delay in ripening, but due to rains that kept them out of the fields. With the added moisture, Muller and his neighbors are fighting more weeds the later they stay in the fields.

Muller went through the Kansas Wheat Leadership Program in 2023, which gave him appreciation of the time it takes to get wheat genetics to the farmers’ fields.

“It’s crazy to think about the time it takes from an initial cross to getting planted in farmers’ fields and harvested,” Muller said. “The leadership program opened my eyes to everything within the industry that I can take home and can put into perspective on my operation and be thankful for what they are doing up there.”

Harvest is about halfway complete for Knopf Farms near Gypsum in Saline County after starting cutting on June 11. While there wasn’t much spring moisture, yields are better than expected, according to Justin Knopf, who said the cool, nighttime temperatures in May helped offset that lack of rainfall.

Yields are averaging 45 to 60 bushels per acre, but are wide-ranging from the 30s to 80s, depending on moisture and hail damage. He reported they are seeing good grain quality with test weights ranging from 59 to 62 pounds per bushel, but decreasing as harvest progresses. Excellent varieties include KS Providence, SY Monument and Rock Star.

While the farm will see “typical” yield averages, this is far from an average year with far more variability, due to the lack of spring rains, hail damage, freeze impacts and variety maturity. Knopf noted he was glad he applied fungicide at flag leaf because it was holding the stripe rust at bay.

Wheat harvest also started about 10 days early in McPherson County, where grower Derek Sawyer spoke with Slade Wiley with the Kansas Ag Network from the field on Tuesday, June 18. It could have been earlier, but the first good rain since January hit right when harvest should have started.&nbsp;

“It’s kind of ironic that we’re fighting mud when the yields are really depressed by drought,” Sawyer told the broadcaster. “But that’s the way it goes here.”

Now that he’s in the combine cab, Sawyer expects to finish up harvest by the end of the week — if there are no more rain delays. Overall, the crop appears to be of good quality with test weights hanging in about 60 pounds per bushel.

“The quality of the crop looks excellent; the yields are better than we expected,” he noted. “It’s a nice surprise to get out here and get some wheat rolling in the bin that we didn’t expect.”

Breaking down the harvest results further, however, reveals a spotty, variable crop within individual fields. Sawyer noted that going from 60-bushel wheat down to 10-bushel wheat within a single step, for no obvious rhyme or reason, is giving combine operators extra headaches as they work to set their machines and keep their headers clean.&nbsp;

Sawyer added that he’s reflecting on the 150th anniversary of the arrival of Turkey Red wheat in Kansas — noting that there’s no way the wheat of yesterday would have endured and made this year’s yields without the aid of the wheat breeding pipeline improving on Turkey Red’s foundation.&nbsp;

“You realize in years like this the impact of the research and the improvements we have done year after year,” he said. “There needs to be a lot of credit for the scientists and the breeders of wheat in Kansas because this year’s weather conditions shouldn’t have given us the yield that we’re getting.”

Rain delays will keep most of the state out of the field for the next couple of days.&nbsp;

 </figure>By JULIA DEBES Kansas WheatKansas wheat producers can’t seem to catch a break in the weather, kicking up swirling, dust clouds as they raced to cut wheat ahead of heavy thunderstorms and hail on Tuesday, June 18. Harvest is now progressing into areas of south central Kansas that missed the rains that have benefited producers in other parts of the state — a reminder that not all are feeling a sense of recovery this season.&nbsp;Moisture in the air had combines running slower on Tuesday near Larned, but the day before the Pawnee County Coop Association took in about 100,000 bushels, according to Kim Barnes, interim general manager. This year’s wheat crop suffered — hit by drought and Wheat Streak Mosaic Virus. As a result, yields are down at 15 to 40 bushels per acre, test weights are averaging 56 pounds per bushel and quality is lacking.&nbsp;This is his 55th wheat harvest and Barnes said he has seen it all. This harvest is the fourth in a row to suffer from prolonged drought conditions — not breaking out of drought status for more than three days in a row for all that time.&nbsp;“Out of the 55 years, this is the next to the lowest year,” he said. “I’ve never seen production this bad than the last couple of years.”&nbsp;Last year, the coop took in 450,000 bushels, and as of Monday, June 17, Barnes reported the company has only taken in 341,000 bushels so far. While it’s on track to be more than last year, it’s a far cry from the coop’s high of 4 million bushels in 2016.&nbsp;“We were hoping that we would see a million bushels this year, but now we’re just hoping we had more than last year,” he said.&nbsp;Adding insult to injury, the wheat market has lost $1 per bushel compared to two or three weeks ago and early export demand was gobbled up by the Texas wheat crop. Even after starting 10 days early, Barnes noted producers will be cutting until the end of June, especially those who have to take extra time to control aggressive cinch bugs driven out of harvest fields into newly planted milo fields.&nbsp;In eastern Kansas, Jesse Muller is having more harvest luck with a better crop in Montgomery County compared to the last few years. The operation planted solely WestBred varieties this year and Muller reported yields are averaging 40 to 70 bushels per acre with test weights averaging 62 pounds per bushel. He takes all of his wheat to the elevator in Liberty, which takes both hard and soft wheat.“Compared to last year, everyone is seeing better than expected yields with quality staying steady,” Muller said. “Part of it comes from having a drier fall and a wet spring.”For the entire county, Muller noted his neighbors have had some loss from both some freeze damage over the winter and hail damage from storms that rolled in the first part of June.Harvest came later than anticipated, not due to a delay in ripening, but due to rains that kept them out of the fields. With the added moisture, Muller and his neighbors are fighting more weeds the later they stay in the fields.Muller went through the Kansas Wheat Leadership Program in 2023, which gave him appreciation of the time it takes to get wheat genetics to the farmers’ fields.“It’s crazy to think about the time it takes from an initial cross to getting planted in farmers’ fields and harvested,” Muller said. “The leadership program opened my eyes to everything within the industry that I can take home and can put into perspective on my operation and be thankful for what they are doing up there.”Harvest is about halfway complete for Knopf Farms near Gypsum in Saline County after starting cutting on June 11. While there wasn’t much spring moisture, yields are better than expected, according to Justin Knopf, who said the cool, nighttime temperatures in May helped offset that lack of rainfall.Yields are averaging 45 to 60 bushels per acre, but are wide-ranging from the 30s to 80s, depending on moisture and hail damage. He reported they are seeing good grain quality with test weights ranging from 59 to 62 pounds per bushel, but decreasing as harvest progresses. Excellent varieties include KS Providence, SY Monument and Rock Star.While the farm will see “typical” yield averages, this is far from an average year with far more variability, due to the lack of spring rains, hail damage, freeze impacts and variety maturity. Knopf noted he was glad he applied fungicide at flag leaf because it was holding the stripe rust at bay.Wheat harvest also started about 10 days early in McPherson County, where grower Derek Sawyer spoke with Slade Wiley with the Kansas Ag Network from the field on Tuesday, June 18. It could have been earlier, but the first good rain since January hit right when harvest should have started.&nbsp;“It’s kind of ironic that we’re fighting mud when the yields are really depressed by drought,” Sawyer told the broadcaster. “But that’s the way it goes here.”Now that he’s in the combine cab, Sawyer expects to finish up harvest by the end of the week — if there are no more rain delays. Overall, the crop appears to be of good quality with test weights hanging in about 60 pounds per bushel.“The quality of the crop looks excellent; the yields are better than we expected,” he noted. “It’s a nice surprise to get out here and get some wheat rolling in the bin that we didn’t expect.”Breaking down the harvest results further, however, reveals a spotty, variable crop within individual fields. Sawyer noted that going from 60-bushel wheat down to 10-bushel wheat within a single step, for no obvious rhyme or reason, is giving combine operators extra headaches as they work to set their machines and keep their headers clean.&nbsp;Sawyer added that he’s reflecting on the 150th anniversary of the arrival of Turkey Red wheat in Kansas — noting that there’s no way the wheat of yesterday would have endured and made this year’s yields without the aid of the wheat breeding pipeline improving on Turkey Red’s foundation.&nbsp;“You realize in years like this the impact of the research and the improvements we have done year after year,” he said. “There needs to be a lot of credit for the scientists and the breeders of wheat in Kansas because this year’s weather conditions shouldn’t have given us the yield that we’re getting.”Rain delays will keep most of the state out of the field for the next couple of days.&nbsp;The 2024 Harvest Reports are brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council. Wheat yields down in Pawnee County area, as farmers race to beat weather

"I think it's something that society will always need."

That's the belief of Cathy Van Doren, a longtime volunteer and board member for the Community Assistance Center in Hays, which celebrated its 40th anniversary Monday.

She and some of the other 35 or so volunteers and board members were on hand for a ribbon cutting and brick presentation with The Chamber in Hays and the Downtown Hays Development Corporation.

Theresa Hill has been the center executive director for nearly 30 years.

"I'm now seeing the fourth generation in families being served," said Hill.&nbsp;

Other clients are new to the center, citing their need due to inflation and in particular, the high cost of groceries.

"Everything's so expensive now. You spend $100 at the grocery store, now it's $200

Hill's mother, Esther Taggart, a social worker through the Kansas Department of Social and Rehabilitation Services, started the organization in 1984 with the help of community volunteer Irene Boone. Clara Walters was the first executive director and served 10 years until her retirement.&nbsp;

Taggart saw the need for Christmas presents for the children of families she worked with through her job. 

"Then she saw they needed more help," said Hill.

The program expanded to include donated clothing, a food pantry, household goods, and even furniture.

There are four major drives for non-perishable foods each year sponsored by Hays High School DECA, Ellis County Emergency Medical Services, the Hays mail carriers, and HaysMed.

Other food drive are intermittent, often used as an admission fee to events.&nbsp;

Clients must be Ellis County residents and adhere to state income guidelines.&nbsp;

There is no cost to those who utilize the Community Assistance Center.

"They can shop for clothes once a month and for food six times a year," Hill said.

Special food boxes are also available during the holidays for Christmas dinners.&nbsp;

"Last year we had 254 Christmas box requests. One year we had 400."

Monetary donations are also welcomed and used to purchase perishable foods such as meat and milk which are stored in the center's refrigerators.&nbsp;

Patty Rupp, assistant director, said there are people who have given donations to the Community Assistance Center since it opened.

With temperatures reading the 90s for several days, a donor was scheduled to bring numerous window air conditioners Monday for clients who live in mobile homes.&nbsp;

Hours are 8:30 a.m. to 1 p.m. Monday-Friday.&nbsp;

Public garage sales are held 8-11 a.m. on the first&nbsp;and third Tuesdays of each month as a fundraiser.

"We have regulars who travel from as far as Plainville and Stockton to shop with us," Rupp said. "It's a mad house in here."

The Community Assistance Center is funded entirely by donations. It receives no state, federal, or local financial support.&nbsp;

Julie Ryder, DHDC executive director, presented Hill and Rupp with a red engraved brick to commemorate the center's 40th anniversary.

"We present these to businesses as a symbol of the unique connection we have as a downtown community," Ryder said. 

"The other symbolism of the bricks is that when bricks are put together in close connection they create something very strong and stable. In much the same way, we all make each other stronger by working together and I think that this organization exemplifies in the way that the community makes the donations and with your volunteers and board members all working together, makes 40 years of success," Ryder said.

The Community Assistance Center served about 3,000 Ellis County residents last year.

Community Assistance Center supports Ellis County needy for 40 years

TOPEKA – Representative Troy L. Waymaster, R-Bunker Hill, was recognized for his 100% voting record during the 2024 legislative session. 

Official records of the Kansas House of Representatives show that Representative Waymaster did not miss a single vote of the 297 cast by the full House. In addition to his 100% voting record, Representative Waymaster had no absences during the 2024 legislative session.

“I am very honored to serve the people of the 109th Kansas House District and am proud of my 100% voting record in the House during the legislative session of 2024,” said Waymaster.

Waymaster has served in the House of Representatives since 2013. He has been serving as the chairman of the House Appropriations Committee since 2017. He represents the 109th District which includes Ellsworth, Lincoln, Osborne, Russell, and Smith Counties.

The House Clerk records had recently confirmed the official voting records of the Kansas House of Representatives.

Police have arrested a suspect on charges of second-degree murder for the death of a 5-month-old boy on April 2 in Hays.

According to a media release from the Hays Police Department, 28-year-old Abraham Duran Leon of Hays was arrested on June 17.&nbsp;

Emergency personnel were dispatched at 12:15 p.m. on April 2 to Room 206 at the Rodeway Inn, 3404 Vine St., responding to a report that&nbsp;<a href="https://www.keithleyfuneralchapels.com/obituaries/fernando-leon">Fernando Leon III</a>, an infant, was not breathing.

Abraham, the father of Fernando, was also present in the motel room and was arrested for interference with law enforcement before being released the same day, according to Chief of Police Don Scheibler.

Hays police officers arrived as Ellis County EMS was performing CPR on Fernando. He was then transported to Hays Medical Center, where he was pronounced deceased.

The Hays Police Department and the Ellis County Coroner's office investigated the death. An autopsy report revealed the child had methamphetamine in his system and died from complications related to methamphetamine intoxication.

Abraham Leon is currently held in the Ellis County Jail and is considered innocent until proven guilty in a court of law.

The child's mother, Brandi Niehoff, who has been ruled out as a suspect, was previously convicted in connection with the death of the child's older brother.

 </figure>By TONY GUERRERO Hays PostPolice have arrested a suspect on charges of second-degree murder for the death of a 5-month-old boy on April 2 in Hays.According to a media release from the Hays Police Department, 28-year-old Abraham Duran Leon of Hays was arrested on June 17.&nbsp;Emergency personnel were dispatched at 12:15 p.m. on April 2 to Room 206 at the Rodeway Inn, 3404 Vine St., responding to a report that&nbsp;<a href="https://www.keithleyfuneralchapels.com/obituaries/fernando-leon">Fernando Leon III</a>, an infant, was not breathing.Abraham, the father of Fernando, was also present in the motel room and was arrested for interference with law enforcement before being released the same day, according to Chief of Police Don Scheibler.Hays police officers arrived as Ellis County EMS was performing CPR on Fernando. He was then transported to Hays Medical Center, where he was pronounced deceased.The Hays Police Department and the Ellis County Coroner's office investigated the death.
