Many families and businesses are beginning cleanup after Sunday night’s tornado. The Heartland Community Foundation donated $1,000 to the new Neighbors Helping Neighbors Fund at the <a href="https://www.facebook.com/GoveCountyCommunityFoundation">Gove County Community Foundation</a>, which will offer immediate and long-term support.

Red Cross Kansas helping out in Grinnell tornado aftermath

<a href="https://www.redcross.org/local/kansas.html">The American Red Cross</a> is in Grinnell to provide assistance and supplies to those affected. A spokesperson said the Red Cross is coordinating with local officials to meet community needs for shelter, food, health services and other support.

Residents needing assistance or information can call 1-800-RED CROSS (733-2767), 24 hours a day.

Catholic Charities of Northern Kansas is providing emergency and long-term support after the tornado that hit Grinnell. Backed by donor support and a $25,000 grant from Catholic Charities USA, the group is helping families access aid and begin recovery.

Ways to support Grinnell tornado relief efforts

TOPEKA —President Donald Trump&nbsp;has granted&nbsp;Governor Laura Kelly’s&nbsp;request for a federal disaster declaration for the state due to damages caused by severe winter storm, straight-line winds, flooding, and wildfires during the period of March 14-19, 2025. Multiple counties sustained damage to utility infrastructure, roads, bridges, and some government-owned buildings.

“I am grateful that this request for federal assistance has been approved,”&nbsp;Governor Laura Kelly&nbsp;said. “These federal funds will go a long way in supporting the restoration work by those in counties impacted by the storms.”

The declaration allows state and local levels of government, as well as certain private nonprofit organizations that provide vital and essential services, such as rural electric cooperatives, to apply for Public Assistance funds for emergency and permanent work for the repair or replacement of infrastructure damaged by the disaster.

Counties named in the declaration are Barton, Chautauqua, Edwards, Elk, Ellis, Gove, Graham, Gray, Greeley, Hodgeman, Jewell, Lincoln, Logan, Ness, Norton, Osborne, Pawnee, Phillips, Rice, Rooks, Rush, Russell, Sheridan, Sherman, Smith, Stafford, Wallace, and Woodson Counties.

President OKs federal disaster declaration for March storms in Kansas

Start your Saturday with the fresh flavors of the Downtown Hays Market, where local goods and small-town charm come together under one roof.

The market will take place from 7:30 to 11 a.m. every Saturday from May 24 through Oct. 18 at the Downtown Hays Pavilion, 117 E. 10th St.

Andrew Taylor, board president of the Bricks in Downtown Hays, said the market will feature about 50 vendors selling produce, meats, baked goods and artwork.

"It started as a farmers market, but it has expanded into incorporating those staples and other types of vendors like DIY and crafts," Taylor said.

The market, organized by the Bricks in Downtown Hays, will accept SNAP and provide Double Up Food Bucks, helping low-income families stretch their food budgets while supporting local farmers and producers.

All reserved vendor spots are filled, but non-reserved spaces are still available for $50 for those interested in joining the market. Vendors ready to sell include:

"While it takes place in the heart of downtown Hays, it is a collaboration of many different individuals across western Kansas that bring some of this produce to our community," Taylor said.

Customers can expect homegrown fruits and vegetables, farm-fresh eggs, plants and fresh honey.

The pavilion can accommodate 22 reserved vendor spots, while larger trailers and food trucks will be along 10th Street. Local musicians occasionally perform at the market but are not scheduled at set times.

Taylor said vendor turnout varies throughout the season. Every vendor is present some weeks, while others may see fewer vendors, depending on the time of year.

Special events will take place during the market, including <a href="https://www.downtownhays.com/bazaar-on-the-bricks">Bazaar on the Bricks</a> on July 26 and the Thunder on the Plains Car Show on June 14, which, while not an official market event, coincides with it.

Additional events include <a href="https://www.downtownhays.com/wines-steins">Wines and Steins on the Bricks in Downtown Hays</a> on Sept. 14 and the <a href="https://www.downtownhays.com/farm-to-fork-dinner">Farm to Fork Dinner</a>, the date of which has yet to be announced.

"It is a fantastic way to start the weekend," Taylor said. "A great way to bring people downtown and spend time in what I consider one of the biggest assets our community has to offer."

I have always appreciated the great impact of school psychologists, and I’m proud of each of our FHSU grads who strive to give back to their communities through this essential service. FHSU’s 2025 Lighthouse award winner, Allyson Baloga, exemplifies the spirit of supporting children, parents, and their school systems as she looks forward to launching her career as a school psychologist.

Allyson was born in Stillwater, Oklahoma, and grew up in Belle Plaine, Kansas, south of Wichita, and then later in Wichita.

 She earned her bachelor’s degree in criminal justice from Wichita State University. “I had a class with a professor who talked about the school-to-prison pipeline, and that was probably the best thing I learned,” Allyson said. “I decided that for me, personally, the place I could have the most impact wasn’t going to be in the criminal justice system. I needed to work on the education side if I was going to change this dynamic.”

However, Allyson’s transition from a career in the criminal justice field to education would have to wait several years. She met and married her husband, Ben, an Air Force Explosive Ordnance Disposal Technician stationed at McConnell Air Force Base. She also went to work as a mental health case manager, helping children with severe emotional disturbances and supporting teachers, parents, doctors, and community providers to ensure they got the care they needed. She also met a school psychologist while working as a case manager.

“She was so amazing and generous with her time and expertise. She let me ask her questions and tag along like a puppy,” Allyson said. She went home the first day after meeting the school psychologist and told her husband that this was the work she was fated to pursue.

About the time Allyson decided to go back to school and pursue a master’s degree, Ben let her know he had just received orders to his next duty station in Alaska. Marriage and family were Allyson’s first priorities. With their two young sons in tow, the Balogas headed to Elmendorf, Alaska.

“We spent eight years in Alaska, and once my youngest started kindergarten, I decided it was time for me to dive back into my education and career,” Allyson said.

She began looking for an online master’s program in school psychology and found Fort Hays State University. She reached out to some practicing school psychologists through Facebook and liked what they had to say about the program. She then contacted Assistant Professor Angie Howard in the FHSU Department of Psychology, little knowing that Angie would go on to play a pivotal role as a mentor for Allyson during her graduate degree experience. 

The more she&nbsp;got to know the online program and the faculty she spoke with, the more she liked the idea of restarting her educational journey at FHSU. “It turned out it was fate,” Allyson said. “I just knew this was the program for me.”

While unmatched affordability played a big role in Allyson’s decision to pursue her master’s degree in school psychology at FHSU, the supportive professional culture she found at the university made all the difference. “I still can’t believe the education that you get at FHSU. It’s the people at FHSU who make the difference. This whole university community cares about you.”

Eight years after she decided to pivot from criminal justice to school psychology, Allyson is poised to start doing the work she feels she was destined to do. “I think the preventive care that I’ve been trained to deliver as a school psychologist, the nurturing element, is what will make that difference for the children I will serve, and for me,” Allyson said.

She is drawn to working through what amounts to a great big puzzle when finding solutions for kids in need. “I enjoy the challenge of figuring out their needs and how teachers, parents, other specialists, and compassionate people in the community can best support our kiddos. I love the fact that it’s never the same day twice.”

This academic year, she completed a 600-hour practicum and will begin a 1,200-hour internship in Minot Public Schools next fall. Allyson explained why in-depth field experiences are essential elements in the FHSU school psychology graduate program: “School psychologists are relied upon to know laws and regulations. We also depend upon them for our expertise in child development theory and practice, assessments, and knowing how children learn and develop, and the impact of childhood illnesses and developmental challenges.”

As a graduate student, she co-authored a professional article featured in Communique’, the journal of the National Association of School Psychologists. She has testified before the Kansas House of Representatives’ Committee on Health and Human Services on behalf of legislation that would expand access to school psychology services by allowing professionals in the field the ability to practice across state borders. She also served as a leader with the National Association of School Psychologists and as a FHSU Online Student Government Association member.

Allyson Baloga graduated last week with her education specialist degree in school psychology. In a fitting sendoff, she was also named the recipient of this year’s Lighthouse Award as the outstanding graduate student in this spring’s graduating class. 

Never one to seek or revel in accolades, Allyson said, “I will always come back to the fact that it is absolutely the people at FHSU who put me in a position for an award like this. People like Professor Howard and Director Amy Drinnon were always there to support and challenge this online student from far-off North Dakota."

TOPEKA—A Kansas man will serve more than three years in prison for felony abuse of a child, according to Kansas Attorney General Chris Kobach.

On January 31, James Z.T. Rhodes, 33, of Paradise, pled guilty to the crimes.&nbsp; Russell County District Court Judge Levi Morris imposed the sentence of 41 months in the Kansas Department of Corrections.

On July 23, 2024, after the 5-month-old victim was transported to Wesley Medical Center in Wichita with life-threatening injuries, Rhodes admitted to becoming angry with the victim and throwing her into her crib. 

He also admitted to forcefully striking the infant’s forehead with his open hand.

“Our job is to protect the most vulnerable,” said Assistant Attorney General Nicole Southall, who prosecuted the case on behalf of the Kansas Attorney General’s Office. 

“Holding the abuser accountable before a homicide occurred is a fundamental step in our pursuit of justice for this child.”

The Kansas Bureau of Investigation investigated the crime.

Kansas Insurance Commissioner to offer assistance in Grinnell today

The former WaKeeney police chief was charged Monday with crimes of mistreatment of suspects after an investigation by the Kansas Bureau of Investigation.

Michael Allen Romero was put on administrative leave in March and ultimately removed as police chief.

Romero is charged with one count of mistreatment of a confined person and two counts of battery.

On Jan. 19, Romero allegedly battered&nbsp;Steven&nbsp;Michael Balock.&nbsp;

Balock was facing charges of mistreatment of an animal and interference with a law enforcement officer. Both charges were dropped by the prosecutor, according to court records.

Irene Dirks, WaKeeney mayor, said Balock spoke to the city commission and he said Romero came to his door and was tased when he opened it.

Dirks said Balock told the commissioners at the council's March 18 meeting that although he does own a gun, he was not holding any weapons when he opened the door for Romero.

On March 7, Jesse Clair Maupin was allegedly battered and mistreated while he was in custody, according to court records.

Maupin was taken into custody on a requested misdemeanor charge of disorderly conduct.

Trego County Attorney Abraham T. Pfannenstiel&nbsp;said the alleged battery against Maupin happened while the suspect was in the back of a police vehicle.

Pfannenstiel, who is also the city prosecutor, dismissed the case against Maupin.

Pfannenstiel issued an official statement on Romero's charges on Wednesday.

“It gives me no pleasure to present charges to the court in this unfortunate case,” Pfannenstiel said in the statement.

“However, any apparent abuse of power by our public officials is in violation of the oath&nbsp;they take to uphold the rule of law—and nobody, not even our leaders in law enforcement, are&nbsp;above the law," he said.

“While these crimes will be prosecuted in the courts of Trego County, I pray that we&nbsp;work together to prevent this case from turning into a prosecution of all law enforcement in the&nbsp;court of public opinion,"&nbsp;Pfannenstiel said in his statement. "The men and women that serve our communities across this country are&nbsp;overwhelmingly officers of the highest integrity who take their duty to protect and serve to heart.

"They deserve our respect and gratitude for the tough role they play in making our communities&nbsp;safer."

No action had been taken on Romero's certification as a law enforcement officer as of an online check of records with the Kansas Commission of Peace Officers' Standards and Training on May 21.

Dirks said as mayor, she has concerns about the city's civil liability, as the charges against Romero came while he was on duty as a city employee.

However,&nbsp;Pfannenstiel, who is also the city attorney, said he was not concerned about civil liability because Romero was not acting within law enforcement standards.

Dirks said she had concerns about Romero since at least September, and her opposition divided both the city council and the community.

The police chief is appointed by the mayor. In January, Dirks refused to reappoint Romero. 

Council member&nbsp;Brent Deines made a motion to approve the mayor's appointment of Alex Baker as chief of police. That motion failed on a 2-3 vote, with council members Curtis Flax, Kristin McCoy and Shane Pfeifer voting against appointing a new police chief, according to city council minutes.

Because the council rejected the mayor's new appointment, Romero was allowed to remain at his post.

Two of the WaKeeney City Council members who were backing Romero mounted a petition to recall Dirks, but the petition did not garner enough signatures to move forward, Dirks said.

Romero allegedly gave his key card to another person, giving them access to the law enforcement center that is shared with Trego County's Sheriff's Office, Dirks said.

Dirks said county officials expressed concerns with the security of the law enforcement facility based on Romero's actions.

The sheriff's office served the city with papers in February, indicating that it intended to terminate its lease with the police department. Dirks said once the city terminated Romero, the county reversed its decision to terminate the city's lease.

As issues mounted with Romero, Dirks said her opposition on the council finally relented, and Romero was placed on paid administrative leave on March 18. Trego County Sheriff Edward Pritchard was named interim police chief. 

According to an email from Dirks to the Hays Post, Romero was terminated as of the city council meeting on April 1.

"We have had quite a bit of turmoil through the years. We've opened it up and done searches, but at this point, we want things to settle down before we go to the next step," Dirks said.

WaKeeney, population 1,800, has a staff of five when it is fully staffed. The department has two full-time and two part-time staff members now.

Dirks said the two current officers were hired right out of the academy when they turned 21. She said city officials are looking for a new chief to mentor the younger officers.

Dirks attributed the difficulty in finding personnel to burnout due to long hours. She also said, "Part of it is getting someone who understands the community and living in western Kansas."

She said the city has been fortunate to have assistance from the sheriff's office as well as a strong Kansas Highway Patrol presence while the police department is in transition.

"We are not getting in any big rush to find someone," Dirks said. "We want to get into some type of a groove and then look for people."

Federal Trade Commission: Spotting student loan scams

The 12th Street Bridge in Hays is expected to be replaced as O'Loughlin Elementary prepares to open a new drop-off and pick-up entrance nearby.

The Ellis County Commission discussed the bridge’s future at Tuesday’s meeting. County Administrator Darin Myers said the initial plan was to close the bridge to help secure a grant, but updated school traffic plans now direct traffic onto 12th Street.

This raised concerns about higher traffic volumes, prompting the commission to shift its focus towards replacement options and working with the city of Hays on traffic planning.

"It's going to have to become a priority, and we're going to have to rework that. I don't want a failure with a bunch of families crossing that," Ellis County Commissioner Nathan Leiker said.

The bridge is narrow, without sidewalks and has structural problems, such as concrete damage and moisture seepage. Myers said action will be needed within the next 10 years, including larger and deeper pilings for replacement.

"However, if this traffic load increases by 30% to 50%, 10 years is going to become five years," Myers said.

Myers said the current traffic study is outdated, but recent data show that about 336 vehicles cross the 12th Street Bridge daily.

"We're going to get this traffic study updated and see what options we have as part of these meetings between the city, the county and the school to come up with a good solution," Myers said.

USD 489 Superintendent Ron Wilson and O'Loughlin Elementary Principal Rene Burns spoke at the commission meeting with Ellis County Public Works Director Brendan Mackay.

Burns said the congestion on Hall Street creates a dangerous situation with vehicles and students crossing. As for the bridge, she does not anticipate increased pedestrian or bicycle traffic.

"That's too far for any students to be going through there. I don't anticipate any of our families crossing by foot or bike," she said.

Mackay and Myers said pedestrians continue to use the bridge despite expectations, and the bridge will need a complete replacement, which could cost between $3 million and $5 million.

Wilson said while an entrance will remain on the front side of O'Loughlin along Hall Street, most students and families will use the new drive access. Pick-up and drop-off will continue on school grounds, not on 12th Street.

Wilson said the new entrance is expected to be ready by August 2026, although construction could be completed earlier.

County Administrator Darin Myers said the initial plan was to close the bridge to help secure a grant, but updated school traffic plans now direct traffic onto 12th Street.This raised concerns about higher traffic volumes, prompting the commission to shift its focus towards replacement options and working with the city of Hays on traffic planning."It's going to have to become a priority, and we're going to have to rework that. I don't want a failure with a bunch of families crossing that," Ellis County Commissioner Nathan Leiker said.<figure>

 </figure>The bridge is narrow, without sidewalks and has structural problems, such as concrete damage and moisture seepage. Myers said action will be needed within the next 10 years, including larger and deeper pilings for replacement."However, if this traffic load increases by 30% to 50%, 10 years is going to become five years," Myers said.Myers said the current traffic study is outdated, but recent data show that about 336 vehicles cross the 12th Street Bridge daily."We're going to get this traffic study updated and see what options we have as part of these meetings between the city, the county and the school to come up with a good solution," Myers said.USD 489 Superintendent Ron Wilson and O'Loughlin Elementary Principal Rene Burns spoke at the commission meeting with Ellis County Public Works Director Brendan Mackay.Burns said the congestion on Hall Street creates a dangerous situation with vehicles and students crossing. As for the bridge, she does not anticipate increased pedestrian or bicycle traffic.<figure>

Santa Fe Trail Days in Larned is Friday through Sunday

Coronado Area Council, SA, the Northwest and Northcentral Kansas leading organization to develop youth to make moral and ethical choices over their lifetime, announced that Samuel Pyle has been named their newest District Field Executive.

In his role, Pyle will oversee the operations of the Wheatland District, including the counties of Ellis, Russell, Gove, Trego, Rocks, Osborne, Phillips, Smith, and Jewell. 

He will focus on developing growth and sustainability strategies for Northwest Kansas Scouting units. 

He will be based in Hays at the Wheatland District office located in the Hadley Center at 205 E. 7th St. 

Pyle will be focusing in the short term on building community relationships and budget-focused efforts. 

Pyle is an Eagle Scout from Ellis who has an extensive background in Outdoor Programs. He brings a wide assortment of experiences to his new role. 

The Wheatland and Eastern Tomahawk Districts he will serve support 26 units with over 250 Scouts from elementary through high school-aged youth. 

In addition to the traditional Scouting events, he will also support our new Special Needs outreach program and collaboration with WeKan. This program currently serves 10-15 special needs young adults each semester in Hays.

Ellis man named new district field executive for Coronado Area Council Boy Scouts

Standout Tiger Rodeo Cowgirl, Hailey Witte, has qualified for the College National Finals Rodeo to be held in Casper, Wyo., June 15-21. This is the first national qualification for Fort Hays State in many years, so the excitement for the program is at a high level.

Witte is a freshman from Crookston, Neb., and was the year-end regional reserve champion in the barrel racing event. She won four events outright during the year, and her crowning achievement at the regional rodeos was winning the Fort Hays State Rodeo in grand fashion.

“She not only won our rodeo, but she also annihilated the competition by smoking two runs on her way to winning the aggregate,” said FHSU Rodeo Coach Guy Forell. “Frankly, no one else had a chance, and it was great fun to watch.”

“It’s pretty exciting to hear the crowd go crazy cheering for your own people.”

Witte was a two-time state champion barrel racer in Nebraska and a National High School qualifier. She is an animal science major at Fort Hays. Witte  rides a horse by the name of Hummer, a beautiful palomino gelding with personality and speed.

With the upkeep of horses and equipment, Witte's rodeo career takes up a lot of her time, not including the amount of traveling the sport requires. 

She is excited at the chance to qualify for her first CNFR in her first year of college competition and will be working the next few weeks getting Hummer in top shape and preparing herself mentally and physically for college rodeo’s biggest stage.

Hays city commissioners will vote during their Thursday meeting on a recommended low bid of $6.6 million to Smoky Hill, LLC, Salina, for reconstruction of the deteriorated crosswind runway 4-22 and Taxiway M at Hays Regional Airport.

The Federal Aviation Administration would pay for 95 percent of the project.&nbsp;

A&nbsp;consultant agreement for construction&nbsp;engineering services with Lochner, Lenexa, for $445,800 will also be voted upon. The FAA would again pay for 95 percent of the cost.

Three items for Covenant Estates 1st Addition in northwest Hays are up for a vote.&nbsp;

Commissioners will decide on a rezoning request, final plat and annexation of the property west of Thunderbird between 33rd and 41st streets.
