The Kansas Department of Transportation plans to begin a chip seal on portions of U.S. 24 in Rooks and Osborne counties the week of June 16.

Work will take place on approximately 19 miles of U.S. 24 starting near Pleasant Street in Stockton and ending just east of Alton. Traffic will be reduced to one lane in areas where crews are actively working and directed by flaggers and a pilot car. Motorists should plan for delays of 15 minutes or less during daylight hours.

KDOT expects the project to be completed in July, conditions permitting.

According to KBOR, on-time graduation rates at state universities have increased by 10.2 percentage points over the last five years. Entry-level wages for graduates have risen more than 15% since 2020, and the total amount of need-based aid, grants, and scholarships has grown by 28%.

Individual tuition rate changes for each university are expected to be posted on the Board’s website.

The six state universities governed by KBOR include the University of Kansas, Kansas State University, Wichita State University, Emporia State University, Fort Hays State University and Pittsburg State University.

THOMAS COUNTY—One person was injured in an accident just after 6:30p.m. Wednesday in Thomas County.

The Kansas Highway Patrol reported a 2014 GMC Yukon driven by Danielle J.&nbsp; Long, 38,&nbsp;Crawfordsville, Indiana, was eastbound on Interstate 70 approximately four miles east of the K-184 Brewster exit.

The driver reported her camper trailer became unstable due to high winds and she was unable to regain control of the camper. 

The SUV and the camper left the roadway twice before flipping completely over onto the roof. The vehicles slid across the eastbound lanes and came to rest at the edge of the shoulder and median. The camper remained attached with safety chains on the vehicle during the event.

EMS transported one passenger identified as 15-year-old David C. Long of&nbsp;Crawfordsville, Indiana, to the hospital in Colby. The driver and two other passengers were not injured. All four were properly restrained, according to the KHP.

A request to rezone the property site of the former Lincoln Elementary School, 1906 Ash, will be heard by the Hays Area Planning Commission on Monday.

An application has been submitted for a change from public and institutional district to&nbsp;residential multi-family district.

Property owner and Hays developer Michael Graham is proposing to remodel&nbsp;the former school into apartments, as well as build a residential multi-family housing&nbsp;development on the surrounding property.

Lincoln School was closed this spring as part of the Hays USD 489 bond project. Graham&nbsp;plans to remodel the 100-year-old school into 26 to 28 one- and two-bedroom apartments&nbsp;and construct seven 4-plexes on the surrounding area east of the former school.

City&nbsp;staff recommends setting a public hearing for&nbsp;July 21.

Rezoning request for former Lincoln School property to become housing

I love entrepreneurs who creatively meet local needs. A history group friend recently mentioned a service that supports individuals many don’t think about—elderly or disabled folks who once lived vibrant lives growing gardens, taking walks, and riding bikes around neighborhoods.

She described attending an event where Gay Flax, a clever Hays woman with a mission, showed up with adapted bicycles built for two. Keep in mind, these are not the style built for Daisy who pedaled behind her sweetheart as they fell in love. No, one bike is a side-by side-bike that permits the passenger to ride in something like a side car. The other version has a bicycle-powered wheelchair attached to the front. Naturally, driver and passengers sport protective head gear. Is your mind going where mine went?

I immediately thought of nursing home residents or loved ones with Alzheimer’s or other disabilities who can no longer bike or walk distances. Many would love to buzz through nearby neighborhoods, looking at flowers and other landscaping or noticing flitting birds. My mom would have thrilled to feel sunshine warming her face, wind blowing her hair, all while checking out pretties local green-thumbs grew. She’d let me know which ones she loved most.

Owner/operator Gay Flax is a bike rider and so was her mother before Alzheimer’s interfered with this activity. While Gay originally altered the bikes to permit her to continuing bicycling with her mother, she expanded her target audience.

She now goes to area nursing homes taking residents on rides as well. She calls her business Sunny Cycling and designed an interesting and informative <a href="https://www.facebook.com/profile.php?id=61575750135078">Facebook </a>page to promote it. She describes her service as “companion rides through parks and scenic spots allowing individuals to reconnect with the world one ride at a time.” She’s also willing to meet near a passenger’s former home so they could revisit an old neighborhood. As I explored her many options, my heart smiled, thinking about the joy she brings her clients and their loved ones.

Rates are $50 an hour, but users can choose one 60-minute ride,&nbsp; two 30-minute rides, three 20-minute rides, or four 15-minute rides for one or multiple passengers. Using her pick-up and trailer, Gay will take her service to nearby communities. Long-term care facilities can arrange several short rides for multiple residents. An online photo revealed one of her passenger’s grandkids biking alongside their loved one. Think of the laughter everyone experienced making memories during that adventure.

It's more than just a bike ride. Gay said she thoroughly enjoys visiting with each passenger. They talk about spouses, children, grandchildren, jobs, relocating, and memories of the area. She genuinely loves the relationships she builds with each rider.

In another post, I noted Hays Recreation Commission added this as an option people over 55 can sign up to enjoy. This makes it easy to involve either elders or the disabled in a laughter-filled outdoor activity that will generate great family stories around holiday tables.

I didn’t realize this was an option in this area until a couple of weeks ago. Now that I know, I’m telling our daughters to sign me up when that day comes and to tell Gay I want to go past houses with the most flowers and birds.

MADORIN: Sunny cycling, peddling blessings in Hays

The Ellis County Commission reviewed the process for funding outside agencies for the 2026 fiscal year, including an almost $82,000 requested increase from High Plains Mental Health Center.

Craig Poe, executive director of High Plains Mental Health Center, requested $378,603.

The request includes $305,993 in annual funding to support core mental health services and $72,609 for the new Crisis Intervention Center.

Poe said the 22-bed center remodeling project is expected to cost $5.4 million. The facility aims to relieve strain on state hospitals, such as Larned, and help reduce wait times for treatment.

"This facility is the only type that will be in any of the western half of the state," he said.

Poe said 224 individuals in Ellis County were screened for crisis in 2024, and the new facility is expected to create 50 jobs. Entry-level positions will start at $19 per hour and offer full benefits.

Eight agencies submitted funding requests totaling about $1.22 million. The Care Council will review most of the requests and provide recommendations at a future meeting.

Five of those agencies presented to the commission on Tuesday.

Amanda Rupp, executive director of the Ellis County Historical Society, requested $140,000 for 2026, an increase of $40,000 from the organization’s 2025 funding.

Rupp said county funding is vital to the historical society’s efforts to operate programs, maintain and grow access to its collections, and support schools, researchers, and families.

Rupp said the society cut staff hours due to budget constraints and would like to restore those hours. The society has been drawing from reserves, but those are starting to be depleted.

The society is also hoping to open its Victoria location in 2026, and it will need to staff that new location.

"We will continue to find other ways to fund," she said.

Jessica Frieb, assistant manager of the Humane Society of the High Plains, requested $2,600, the same amount as last year.

Frieb said the Humane Society took in 54 dogs and 36 cats from Ellis County in 2024, with just 18% of strays returned to their owners. The average cost to care for each unclaimed animal, excluding emergency veterinary care, is $118.

"We are doing everything we can to help all of the animals within Ellis County and the Hays community, including the ones that are left without any help," Frieb said.

Mary Pfeifer, chairperson of the Ellis County Conservation District, requested $72,646, with $61,896 for operations and $10,750 for cost-share programs.

"Our goal is to develop and implement programs to protect and conserve the natural resources in Ellis County," Pfeifer said.&nbsp;

Doug Williams, executive director of Grow Hays, requested $165,000 from the commission and said the county and surrounding communities play a vital role in the organization's mission.

"Without you all, we would not be able to function the way we are, and we wouldn't be able to have the success that I believe we've had," he said.

At a previous commission meeting, Williams updated the commission on ongoing projects and economic development efforts. DSNWK President Jerry Michaud also discussed the organization’s 2026 budget request of $250,000.

Fireworks sales within the Hays city limits are permitted exclusively on July 2, 3, and 4.

On Monday, in an Ellis County courtroom in Hays, Wakefield resident Alec Donald Vann was sentenced to 114 months in the Kansas Department of Corrections after pleading guilty to one count of aggravated sexual battery.

Vann was initially charged with two counts of rape, both being level 1 person felonies, and one count of aggravated sexual battery, a severity level 5-person felony.

The charges alleged Vann knowingly engaged in sexual acts and intercourse with a woman, who did not consent and was overcome by force or fear, in Hays in October 2023.

Vann accepted a plea agreement from the state and pleaded guilty to one count of aggravated sexual battery. After serving his 114-month prison sentence, Vann will be required to register as a sex offender for 25 years and be subject to lifetime post-release supervision.

In addition to the victim in Hays, five additional people were identified as possible victims of Vann. Four victims were willing to speak with the prosecutor, and ultimately, three testified concerning the defendant’s prior acts of sexual misconduct.

The defendant was represented by Andy Vinduska, attorney from Manhattan. The state was represented by former Ellis County Attorney and now Special Prosecutor Appointed, Robert A. Anderson Jr. The Honorable Thomas Drees, 23rd Judicial District Court Judge, served as the sentencing judge.

"This defendant was finally held responsible for his actions, and the Ellis County Attorney's Office will continue to seek justice for victims and hold perpetrators accountable," Anderson said. "We are thankful to the courageous women who came forward in this matter and hope they can now move forward in peace and heal from the trauma caused by the defendant."

The Grinnell school library was damaged in the tornado that struck that community on May 18.

Books have been donated to help the community restore its collection. The Hays United Methodist Church has been accepting books.

The Grinnell school libraries have received an overwhelming number of donated books, according to the Hays Public Library.

After consulting with the Grinnell librarian, the Hays Public Library, with assistance from the Friends of the Hays Public Library, has chosen to take the donated books and have a benefit book sale, with all proceeds going to the Grinnell school libraries. 

The library will continue to accept donated books until 2 p.m. Friday.

The sale will be 2 to 5 p.m. Friday, 9 a.m. to 5 p.m. Saturday and 1 to 5 p.m. Sunday.

A PLANNING HORIZON OF 10 YEARS —OR MORE — CAN HELP REACH GOALS

Preparing to transition a&nbsp;<a href="https://familybusinessmagazine.com/" target="_blank">family business</a>&nbsp;to the next owner — whether it be a family member or third-party buyer — is a process that requires taking the long view. The business owner who decides to retire one year from now without having made any preparations is about 10 years too late. The owner will be able to sell, but may have to make concessions on price, deal structure and tax consequences that would not have been necessary if the proper long-range planning had been done.&nbsp;

While every business is different, it is also true that every business is the same. That is, every business owner needs to look at the distant horizon, questioning basic assumptions about the business, assessing the talents and wishes of family members who may someday become owners, and innovating in ways that keep the company at the top of its game in order to maximize value. All of this takes time and careful planning, preferably with the help of trusted advisors along the way.&nbsp;

Business owners and family farm owners who follow certain steps in planning for exit are more likely to reach the goals they set for a successful transition.&nbsp;&nbsp;

Hays City Commission to vote on Phase 2 cost for new police station/municipal court

Four people were arrested following a man's false report of his girlfriend being kidnapped in Hays.

Hays Deputy Police Chief Tim Greenwood said officers responded to a reported kidnapping in progress about 2:40 a.m. June 5 in the parking lot of the Econo Lodge at 3503 Vine St.

42-year-old Douglas Lee Carson told police his girlfriend was allegedly with another man, 39-year-old Ryan Douglas Howser of Wichita, and was unable to leave, Greenwood said.

After the woman called Carson claiming she had been kidnapped, Carson, along with 47-year-old Joseph Oneil Torres and 32-year-old Cassandra Leigh Kinish of Manhattan, drove to Hays. Carson confronted Howser. Carson allegedly pointed an AR-15 at Howser, Greenwood said.

Greenwood said officers arrived soon after, spotted a gold Chevy Trailblazer, and identified the suspect, Howser, who allegedly fled on foot toward the Econo Lodge.

Greenwood said Howser ran into the hotel to evade officers and tried to escape down a laundry chute before being arrested.

As officers pursued Howser, they spoke with Carson and uncovered multiple alleged crimes, leading to further arrests.

Carson was arrested on requested charges of aggravated assault with a deadly weapon.

Torress was arrested on requested charges of possession of opiates, drug paraphernalia and criminal use of weapons.

Kinish was arrested on requested charges of possession of opiates and drug paraphernalia.

Howser was arrested on requested charges of felony interference and was found to have an active felony warrant elsewhere.

All were booked into the Ellis County Jail. Greenwood said all parties are innocent until proven guilty.&nbsp;

Four arrested in Hays after false kidnapping report, AR-15 drawn

The Kansas Highway Patrol arrested a California man on Monday after a chase through Russell and Ellis counties.

At 5:29 p.m., a trooper tried to stop a vehicle driven by&nbsp;Shelby L. Miller, 54, of&nbsp;El Sobrante, California, because the tag indicated the vehicle had allegedly fled from law enforcement in Seward County, Nebraska, earlier on Monday, said Trooper Tod Hileman.

The trooper initiated the stop at about milepost 183 of Interstate 70 between Russell and Gorham.

At about 5:35 p.m., the trooper lost sight of the vehicle on southbound U.S. Highway 281.

Multiple units, including the KHP aircraft out of Hays, were deployed to search for the suspect, Hileman said.

At 6:22 p.m., a trooper located the suspect vehicle going southbound on Fairgrounds Road in Ellis County.

At 6:31 p.m., the KHP aircraft located the vehicle now going eastbound on I-70 at about milepost 182.

The vehicle crashed at about 6:33 p.m. in the 600 block of Front Street in Russell, and the suspect was taken into custody.

The suspect is facing requested charges of felony fleeing and eluding, reckless driving, resisting arrest, and leaving the scene of an accident, Hileman said.

The suspect is also wanted for charges in Nebraska, Hileman said.

KHP makes arrest after chase through Russell, Ellis counties

The Ellis County Commission approved a 2.5% cost-of-living adjustment for all Ellis County employees, elected officials and contract positions on Tuesday.

The cost-of-living adjustment is intended to keep wages competitive, support employee retention, prevent wage compression and&nbsp;reduce turnover costs.

The county commission planned for this item last year, but Commissioner Michael Berges said he has concerns about the broader economic outlook.

"Everywhere we can save money right now, it feels like we need to. It's tough because I can see all the reasons to do it, but I also struggle with that outlook and making sure we're as secure as we need to be," Berges said.

Darin Myers, county administrator, said 109 employees are in the $45 tier, and if all were to move to the proposed $60 tier, it would cost about $37,500 in the 2026 budget.The commission said they would like additional time to review the proposal before making a decision.<h2>Secured loads policy</h2>Justin Craig, environmental services director, received approval for a resolution establishing a secured loads policy at the Ellis County Landfill to address increasing concerns about roadway debris.The policy is designed to reduce litter, improve public safety and address residents' complaints by enforcing load security standards.The policy will be fully enforced starting April 1. Violators could be subject to a 50% surcharge on landfill fees and possible law enforcement involvement.<h2>Alcohol funding request</h2>The Ellis County Commission approved the distribution of alcohol tax funds as recommended by the CARE Council.One-third of the collected alcohol tax revenue, designated for alcohol and drug programs, will be split evenly between Dream Inc. and the Smoky Hill Foundation for Chemical Dependency. Both will receive $3,865.<h2>Highway 40 and Main Street intersection in Victoria</h2>&nbsp;The commission voted not to approve financial assistance for the reconstruction of the East Main Street approach to Old Highway 40 in Victoria.The city of Victoria requested the county fund one-third of the total $124,685 cost, as the approach is deteriorating, resulting in large potholes.Younger said the project was not budgeted as it was brought forward outside the commission’s budgeting process."Maybe this is something that we should look into for the future, to start putting funding away to help assist in other communities or villages around," he said.The commission rejected the request with a 2-1 vote, with Leiker voting in favor of the funding.<h2>Other business</h2>The commission reappointed David McDaniel and Mason Ruder to new three-year terms on the Joint Planning Commission beginning July 1. Their current terms end on June 30.Mackay received approval to purchase 27,456 gallons of asphalt emulsion oil for the Catharine Road reconstruction project, which is expected to cost about $74,400.
