The annual alley cleanup is an opportunity to discard items that would not be picked up in the normal refuse collection. The 2022 fall cleanup will begin on Oct. 17.&nbsp;Items should be placed out by 7 a.m. and items can begin to be set out on Oct. 1.

The annual fall cleanup consists of one sweep through the city. No set schedule has been established; however, residential curbside services will be first with residential regular alley services following.

 If you put your trash on the curb, put your fall cleanup items on the curb. &nbsp;If you put your trash in the alley, put your fall cleanup&nbsp;items in the alley. &nbsp;The citywide general schedule for alley services will start after curbside collections are completed. 

The number of employees committed to the task may vary from day to day; therefore, crews are unable to predict when they will be by a residence. City crews have a 20-minute time limit per residence. Any items remaining after 20 minutes of pickup will be the responsibility of the property owner.

Midwest Energy is proposing a new three-part electric rate structure for residential and small business (General Service Small) featuring a customer charge, energy charge and a demand charge and would begin Jan. 1.&nbsp; The proposed rate changes would be revenue-neutral for the cooperative and would be phased in over a period of four years. As demand charges are introduced, energy charges will decline each year, offsetting much (in some cases, all) of the demand charge, resulting in a $0 monthly increase for an average residential customer.​

Currently, most Midwest Energy residential and small business customers have a two-part rate structure; a customer charge, which is a fixed $28 per month charge for all residential customers, and an energy charge, which is based on the volume of kilowatt hours of electricity used during the month.

The proposed rate change would introduce a third component, a demand charge. Demand refers to the amount of electrical power being used at a given time. While the energy charge is based on the volume of electricity used in kilowatt hours (kWh), demand is based on the intensity at which energy is used (or the “demand” one puts on the grid) in kilowatts (kW). &nbsp;

The proposed rate structure sends a price signal for demand, which could lower the cooperative’s costs for system capacity, resulting in lower costs for all customers in the future. &nbsp;Additionally, by adding a demand component to bills, customers will have two ways in which to control their energy savings: through managing their demand, as well as using energy efficiently.&nbsp;

Public information meetings about the new electric rate proposal are scheduled for October. The locations are spread throughout the service area to give as many members as possible a chance to attend. All Midwest Energy electric customers are encouraged to attend.

GARDEN CITY&nbsp;– The Kansas Creative Arts Industries Commission (KCAIC) has awarded High Plains Public Radio a grant.

The KCAIC’s grant of $7,124 will allow High Plains Public Radio (HPPR) to purchase mobile video broadcast equipment.&nbsp; This will allow HPPR to broadcast remote events, such as HPPR’s Living Room Concerts and festivals.

“We sincerely thank the&nbsp;Kansas Creative Arts Industries Commission&nbsp;for this grant,” said Abby Killingsworth, development director.

&nbsp;“The past couple of years have been very challenging operationally and financially.&nbsp; Throughout the pandemic HPPR has maintained full operations in order to continue to provide factual COVID news and information from local, national and global perspectives, including through the most recent Omicron wave.&nbsp; However, HPPR’s fundraising from individuals and businesses has fallen short of budget.&nbsp; This grant will expand audience awareness of HPPR and increase the value of the station to its listener members and community partners.”

FORT LARNED — It’s that time of year again when the weather starts to cool down and everyone looks forward to Fort Larned’s annual Candlelight Tour.&nbsp;

This year’s tour theme is all about dealing with bad food. A shipment of flour delivered to Fort Larned turned out to be bad. Some of the enlisted men had to sift through the flour to find out just how much was bad. What difference did that make you might wonder? Well, the commissary officer could have been financially responsible for the bad flour and needed to know just how much of it there was.&nbsp;

The tour vignettes highlight the important role food shipments played in the life of a frontier fort, and how a shipment of bad food could affect the whole fort’s operation.&nbsp;

The tour will be on Oct. 8 with reservations beginning on Sept. 26 at 8:30 am. Reservations can only be made by phone at 620-285-6911.&nbsp; The first tour will leave at 7:30 pm and then every 15 minutes after that until the last tour leaves at 10:15 pm for a total of 12 tours. Each tour has space for 20 people and reservations will be taken on a first come, first served basis.&nbsp;

The health and safety of our visitors, employees, volunteers, and partners continues to be paramount. Our masking status, and indoor group number limitations are based on the CDC’s COVID-19 Community Level tool and can change from week to week. Details on where the tours will start and end, and whether masks will be required, will not be known until closer to the actual tour date. The Copper Street Brass is the premier brass chamber ensemble in Minnesota and one of only a handful of self-sustaining brass groups in the country. They were founded in 2008 as a professionally trained classical chamber music ensemble with two trumpets, horn, trombone and tuba. They perform&nbsp;exclusively their own music, which is an original blend of musical styles from Mozart to&nbsp;Madonna, and&nbsp;perform dozens of concerts and outreach programs each season.&nbsp;In Colby, they will present “That 70s Show," which includes music from 1770s, 1870s and 1970s.&nbsp;

The Mission of the Copper Street Brass is to represent the “Evolution of the Brass Quintet” through inventive concerts, engaging educational programs, and original musical arrangements. Also used in instrumentation are keyboards, guitar, percussion, and electronic instruments. Copper Street Brass performs their concert at 3 p.m. CDT Sunday, Oct. 2, in the Cultural Arts Center, Colby, KS. Partial support for this program is given by the Dane G. Hansen Foundation. Landri Dotts, a 2022 graduate of Hays High School, is on the roster of the cheer team at Kansas State University.

In high schools, she particpated in cross country, basketball, track, cheer, leadership, National Honors Society and Spirit Club, among others.

Dotts, daughter of Wayne and Mandi Dotts, is a life sciences and nursing major at K-State.
