Victoria citywide garage sale set for this weekend

WICHITA — The American Red Cross has an urgent need for blood donations to prevent another blood shortage as hospitals resume surgical procedures and patient treatments that were temporarily paused earlier this spring in response to the COVID-19 pandemic. 

Healthy individuals who are feeling well are asked to make an appointment to donate in the weeks and months ahead by downloading the free <a href="http://americanredcrossbiomed.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2b%3b4%405-%3eLCE3%3a368%3e9-GLCE17.6&amp;RE=MO&amp;RI=1711546&amp;Preview=False&amp;DistributionActionID=345102&amp;Action=Follow+Link" target="_blank">Red Cross Blood Donor App</a>, visiting <a href="http://americanredcrossbiomed.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2b%3b4%405-%3eLCE3%3a368%3e9-GLCE17.6&amp;RE=MO&amp;RI=1711546&amp;Preview=False&amp;DistributionActionID=345101&amp;Action=Follow+Link" target="_blank">RedCrossBlood.org</a>, calling 1-800-RED CROSS (1-800-733-2767) or enabling the Blood Donor Skill on any Alexa Echo device.

In recent weeks, hospital demand for blood products has grown by 30% after sharply declining in early April amid this rapidly changing and complex public health crisis. At the same time, blood drives continue to be canceled as many businesses and community organizations remain closed. 

Donors are needed to make and keep scheduled appointments to help meet the current need.

All those who come to give through May 31 will receive a special Red Cross T-shirt by mail, while supplies last. And thanks to Amazon, all those who come to give June 1-30 will receive a $5 Amazon.com Gift Card via email. *

“Blood donors have played a vital role in the lives of patients who have needed lifesaving transfusions during this pandemic, and patients continue to depend on donors each and every day,” said Paul Sullivan, senior vice president, Red Cross Blood Services.

 “The Red Cross appreciates the support of those who rolled up a sleeve to give in recent months, but the need doesn’t stop. We need the public’s help to avoid another blood shortage this summer.”

It’s important to remember that red blood cells must be transfused within 42 days of donation and platelets within just five days. So, they must constantly be replenished. 

There is no known end date in this fight against coronavirus, and the Red Cross urgently needs the help of donors and blood drive hosts to ensure blood products are readily available for patients.

Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and&nbsp;<a href="http://americanredcrossbiomed.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2b%3b4%405-%3eLCE3%3a368%3e9-GLCE17.6&amp;RE=MO&amp;RI=1711546&amp;Preview=False&amp;DistributionActionID=345100&amp;Action=Follow+Link" target="_blank">additional precautions&nbsp;</a>– including temperature checks, social distancing and face coverings for donors and staff – have been implemented to ensure the health of all those in attendance.

The Hays Department of Water Resources, in partnership with the Ellis County Extension Master Gardeners, is seeking nominations for the 2020 WaterSmart Landscape Award Program.

Since 2016, one residential and one commercial property has been chosen to receive a WaterSmart Landscape Award.&nbsp; The goal of this award program is to increase awareness of the importance of water conservation in the landscape and to recognize those in the community that have made great strides towards that effort.

A WaterSmart Landscape involves more than just watering plants correctly. It is actually the combination of several gardening principles that together create a landscape that not only conserves water but is creative and beautiful as well.

&nbsp;The principles of a WaterSmart Landscape include:

1) Planning and Design 2) Soil Preparation 3) Right Plants in the Right Place 4) Practical Turf Areas 5) Efficient Irrigation 6) Proper Mulch 7) Proper Maintenance

• Landscape must exemplify WaterSmart Landscaping • Nominee must be within the city limits of Hays, KS • Selected WaterSmart Landscape must be visible to the public • WaterSmart Landscape must have been installed at least one year prior to nomination to show healthy establishment and proper care&nbsp;

Understanding Icons of Liberation: Bergen-Belsen and Dachauwill be presented by Dr. Shelly Cline, Director of Education &amp; Historian with the Midwest Center for Holocaust Education. The scenes captured at Dachau and Bergen-Belsen concentration camps by liberating armies have become iconic representations of the Holocaust in the West. However, these camps did not always exist in the form in which they were found. This session will look at the creation, evolution, and liberation of these sites as well as compare them to places visited by Eisenhower.

 The street will remain open to traffic; however, there may be temporary restrictions as construction progresses.

Food drive will help stock Ellis Food Pantry

Due to the observance of the Memorial Day on Monday, refuse/recycling route collection schedules will be altered as follows:

Monday and Tuesday routes will be picked up on Tuesday.

There is no anticipated change to Wednesday, Thursday or Friday’s collection schedules.

Although
 collections many not occur on your normal day, collections will be 
completed during the week. It is anticipated that heavy volumes of 
refuse/recycling will be encountered around the holidays. Please make 
sure your refuse and recycling are out by 7:00 AM, and keep in mind that
 the trucks have no set time schedule.

LENORA —&nbsp;Nex-Tech this week announced the recipients of the Nex-Tech “Break the Rules” Scholarship.&nbsp;

“Unlike most scholarship programs, this one allows high school seniors to send us any type of entry that depicts what they are most passionate about and how that has led to their chosen career path,” said Jacque Beckman, Nex-Tech’s Youth Services/Training Specialist. “We have received everything from essays to photos in framed collages to YouTube videos and PowerPoints. Our area students are very talented, and this allows them a non-traditional way to showcase their strengths and passions.” 

Many creative and well-thought-out entries were received, and Nex-Tech wishes every student success as they embark on their future education and career path.&nbsp; The following 10 students will each receive a $1,000 award for excellence in showcasing their passion and describing how it led to their chosen career.

Carson Ackerman&nbsp;is the son of Jeff and Kelly Ackerman of Hays.&nbsp; He is a student in Hays High School and plans to attend Kansas State University, where he will pursue an education in Sportscasting/Broadcast Journalism.

Madison Gottstine&nbsp;is the daughter of Phil and Janet Gottstine of Logan.&nbsp; She is a student at Logan High School.&nbsp; Madison will attend Fort Hays State University to study Elementary Music Education.

Camryn Greving&nbsp;is the daughter of Colby and Cher Greving of Prairie View.&nbsp; She attends Logan High School.&nbsp; Camryn will study Healthcare at Fort Hays State University, majoring in Health and Human Performance with an emphasis on sports and exercise, then continuing her education to become a Physician’s Assistant.

Nex-Tech announces 2020 scholarship recipients

In response to a request made by the City of Hays, the Kansas 
Department of Agriculture’s Division of Water Resources has issued a 
control order restricting the watering of lawns and other vegetation 
from private wells between noon and 7 p.m. from June 1 through 
Sept. 30.

This measure is part of a greater interest to 
reduce water waste and to improve conservation practices in the 
Intensive Groundwater Use Control Area located in Hays.

The
 IGUCA in Hays was established in 1985 at the request of the city to 
help implement water conservation measures. It provides a mechanism to 
address preventable water waste by privately-owned wells.

Currently,
 the City of Hays prohibits the following year-round: the washing down 
of sidewalks, parking lots and driveways; the known loss of water 
through breaks or leaks in plumbing systems; and the escape of water 
from private property onto public property such as sidewalks or into the
 street guttering from landscape irrigation; in addition to outdoor 
water use between noon and 7 p.m. from June 1 through Sept.
 30.

By restricting daytime outdoor water use, including the
 watering of landscapes and gardens, unnecessary water loss due to wind 
and evaporation can be reduced, thus conserving the resource for more 
efficient use.

All citizens are encouraged to practice the 
conservation of natural resources, including water, and look for ways to
 improve conservation measures in our homes and businesses, both indoors
 and out.

City of Hays water restrictions set to begin

Memorial Day services by the American Legion Post 173 have officially been canceled. 

 The Post will, weather permitting, put out the flags in Veteran’s Park (just north of 13th and Haney). 

"So if you feel inclined, you may come out, enjoy the park with flags and privately reflect on the solemnness which comes during Memorial Day," the Post said in a news release.

Police officers will be training with special tactical equipment. This training is being done with great care and safety.

As
 a home or business owner, you may see law enforcement officers move 
through your area. There is no need to be alarmed. The officers are 
merely conducting a realistic training exercise and there is no danger 
to the community.

In 1976, President Gerald Ford proclaimed May as Older Americans Month. The National Academy of Elder Law Attorneys also recognizes and celebrates May as National Elder Law month. I am an elder law attorney, and it is my great pleasure and honor to get to work with older Americans. &nbsp;

I don’t know that this month has been more important than this year. While COVID-19 has greatly impacted our community, our lives, and our economy, no group of people have been more impacted than older Americans. The death rate of older Americans due to COVID-19 has been nothing short of staggering. The number of elderly and chronically ill in nursing homes that have been affected by COVID-19 takes my breath away. Not only have older Americans died at a higher rate than any other population group, they, more than any group, are more isolated. Much of that is because of the dictates of the law, regulations, and executive orders.&nbsp; Much of it is by “necessity.” Many older Americans are sheltering in place, fearing infection even if they just go to the store to buy food. Many feel abandoned, even forgotten. Adult children are afraid to visit their parents and grandparents, fearing the possibility of infecting them. &nbsp;

My middle son, Ben, works at a COVID-19 ICU outside of California. He told me of his heartbreaking experiences of being the go-between between elderly couples who had never been separated until isolation in an ICU unit, while one of their lives slipped away. &nbsp;

It’s something that Ben thought he would never have to experience. &nbsp;

Our older Americans are our most treasured assets. Many represent what is good about our country and our society. They’ve worked and toiled to make us what we are today. They possess unfathomable reserves of knowledge of right and wrong, of goodness, and of how to love.

My own life was immensely impacted by my parents and my grandparents. They showed me what is good in the world: work hard; treat people as you want to be treated; love God with all your heart; love your children and grandchildren as if it’s your last day to be with them; help those that need it, and one day when you are in need, it will be returned.

They taught me about how to enjoy life’s simple things: sitting on the porch; holding hands; spending time around the dinner table, just visiting; playing dominos as another opportunity and excuse just to be together; traveling distances to share holidays and celebrations; and being there when someone passes away. &nbsp;

My life would be incredibly shallow, empty, and rudderless without the influence of those older Americans – yes, those elders. &nbsp;

Help me celebrate Older Americans Month and Elder Law Month. Reach out to honor, or just even visit, with those older Americans and those elders in your life, in your neighborhood, and in your community. To all the elders in my life, from the past to the present, I thank you for all you’ve done for me and for others.

CLINKSCALES: Older Americans Month

Brett Julius of Hays graduated with a Master of Arts in Education degree from Chadron State College.

Chadron State College, which was founded in 1911, is the only four-year, regionally-accredited college in the western half of Nebraska. As a public institution with its roots in teacher education, Chadron State takes pride in its accessibility and affordability. 

Nearly 3,000 undergraduate, graduate and online students currently attend Chadron State and its curriculum has grown to offer programs and courses in more than 50 majors and endorsements and eight master's degree programs.

Midland Marketing is proud to give back to the communities where we live and that we are a part of.&nbsp; One of the organizations that we help to fund projects and special equipment for is the rural fire departments.&nbsp; They are a vital part of our communities and we are fortunate to be able to work with them on many things.&nbsp; Midland Marketing employs many fire department members throughout the trade territory.

This year, Midland Marketing had some funding available to purchase new SCBA equipment for three of our rural departments.&nbsp; 

Damar, McCracken and Plainville Rural fire departments received The SCBA equipment along with new gloves to protect them from the dangers they incur when on the fires.&nbsp; Fire Fighters use the SCBAs to provide them with breathable air when they are in a dangerous situation such as fighting a structure fire, vehicle fire, or responding to a hazardous material call. This allows them to work more effectively in tough conditions. 

The SCBAs are a vital piece of equipment for the health and safety of our rural departments. We are proud to be able to give back to our communities and thankful that we have volunteers that are willing to protect them.

Midland Marketing donates equipment to rural fire departments

The Ellis County Planning and Zoning Committee meeting scheduled for May 27 has been canceled.

The next meeting is tentatively scheduled for June 24.&nbsp;

TOPEKA—Eight more district courts will resume issuing marriage licenses using a process that doesn't require in-person contact, according to a news release from the Office of Judicial Administration (OJA).

District courts in Barton, Leavenworth, Lyon, Miami, Pawnee, Reno, Saline and Thomas counties will begin processing new marriage license applications starting Wednesday, May 13.

Applicants must call a court to begin the process.

Ten courts have been processing marriage licenses using this new process since April 20.

Courts that will issue marriage licenses

People who live in Johnson, Sedgwick, Shawnee, or Wyandotte county will get their marriage licenses through the district court in their county:

People who live in other counties will now be able to choose from 14 court locations to get a marriage license:

Courts will receive applications by encrypted email or mail

Marriage license paperwork requires the applicant to provide a photo identification that includes personally identifiable information, such as date of birth, Social Security number,
 or driver’s license number. To protect this information, courts will begin an encrypted email exchange with the applicant through which the applicant will return completed paperwork.

If an applicant does not have email, courts will also send and receive paperwork by U.S. mail.

Marriage license applicants previously were required to appear in person in the clerk of court’s office to swear an oath that includes affirming:

Prior marriage license applications will not be processed

If a person submitted a marriage license application before courts closed to in-person contact on March 18, and the marriage license was not issued, the person will need to submit a
 new application to a court issuing marriage licenses using this new process. This applies even if the earlier application was submitted to a court that will now issue marriage licenses, and it is to ensure all requirements are met.&nbsp;



State courts slowly expanding operations&nbsp;


On May 1 the chief justice issued six new administrative orders to provide updated direction to state courts and court users as the state slowly reopens following a plan outlined by
 the governor April 30.

Under these orders, courts will gradually increase the number and types of service delivered to the people of Kansas.

State courts have been operating in a limited capacity since March 18 under earlier Supreme Court orders issued in response to the COVID-19 pandemic. Courts initially were restricted
 to only essential functions, but they were later permitted to perform additional functions to the extent local resources and circumstances allowed.

Thomas Co. court to issue marriage license with no in-person contact

TMP-Marian Seniors are invited to take a final lap around Victory Road to celebrate their achievements and shed light on all they have missed during the last nine weeks.&nbsp;

On May 17, at 8:20 p.m., 20:20 military time, there will be a drive-by celebration to honor the TMP-Marian Senior Class of 2020. Seniors, deck out your cars with any design of your choice, use window chalk or design a poster.&nbsp; Please be sure all designs are school appropriate. 

Seniors, please report to the east student parking lot by 8 p.m. to line up for the drive-by.&nbsp; The parade will be led by the TMP-Marian “Victory Bell."

Seniors are also welcomed and encouraged to place their senior yard sign on Hall Street between 17th Street and the Victory Road entrance&nbsp;by 2 p.m. on Sunday, May 17 and pick them up after the parade.&nbsp;&nbsp;
