The project will consist of a 1-inch mill and 2-inch overlay beginning at S Road and ending at 12th&nbsp;Street in Stockton. Traffic will be directed through the work zone by flaggers and a pilot car during daylight hours, and minor delays should be expected.

KDOT anticipates work to be completed by the end of April, weather permitting.

&nbsp;Since 2001, Downtown Hays Development Corp. has fostered awareness of the area by recognizing, communicating, and celebrating Downtown Hays' accomplishments. Now DHDC is celebrating its 20-year anniversary in style with a brick celebration, ribbon cutting, photo gallery and a big reveal.

"Downtown Hays has come so far in 20 years, but so has our organization," said Sara Bloom, executive director of DHDC. "What used to be a blight on our city is now a place where our community loves to gather. An organization that started out fundraising to breathe life back in now focuses on creating greater opportunities and activities for the community. Both deserve a celebration."

On March 23 at 4:30pm, the Hays community is invited to gather at BriefSpace, 219 W. 10th. Along with other featured speakers, Bloom will give a brief history of DHDC and celebrate its many accomplishments. The Hays Chamber will host a ribbon-cutting. DHDC will also reveal their newly purchased event trailer for the first time that they will use to be more present throughout the community.

"BriefSpace was chosen for the event location for its ample space. Guests will be able to social distance and enjoy a variety of activities," Bloom said. "Listen to the speakers, enjoy a walk down memory lane with our photo gallery, and stay afterward for our monthly speaker series kick-off."

The monthly speaker series is one of many ways DHDC will be celebrating 20 years. Each session will begin promptly at 5:15pm. The first guest will be founding DHDC board member and current Hays Mayor, Sandy Jacobs, telling her emotional story of loving and losing a downtown and the efforts behind turning blight into beauty. Special guest Chuck Comeau, a key developer for the Downtown area, will join her. No RSVP is required to attend. Refreshments will be served.

GREAT BEND — Barton Community College will present a Vocal Masterclass featuring Wichita State University Professor Alan Held at 10 a.m. March 26 via Zoom. The event is free and open to the public. &nbsp;

Held is recognized internationally as one of the leading singing actors today. The American bass-baritone has appeared in major roles in the world’s finest opera houses, including The Metropolitan Opera, The Vienna State Opera, The Royal Opera House Covent Garden, The Paris Opera and many more. His accolades are many and his distinction is worldwide. He is also a seasoned clinician and routinely provides private coaching and masterclasses at Yale University, according to&nbsp;<a href="http://wichita.edu/">Wichita.edu</a>.&nbsp;

Barton Vocal Instructor Jessica Perez said Held is one of the best vocalists in the world and will work with performers on their selections and provide instruction to strengthen the presentation using various vocal techniques. Wichita State prof will host free virtual Vocal Masterclass

The Hays Fire Department will be inspecting and flow testing fire hydrants on March 19, 2021 in the area from Vine St. to Fort St. between 27th&nbsp;St. and 33rd&nbsp;St. and Hwy 183 Alt. to Madison Dr. between 37th&nbsp;St. and I-70 and North of I-70 between Hall St. and Sherman Ave., and also private hydrants at Enersys. 

This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually. &nbsp;&nbsp;

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. &nbsp;Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains.&nbsp;

Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects work to be complete by June 15.

Crews will contact property owners or tenants for permission to enter private property if access is needed. Michael Lindquist, field survey project manager, will oversee the surveys for KDOT.

Each year CASA hosts its Valentine’s Evening event. This fundraiser includes a dinner, live auction, silent auction and games. However, with the effects of COVID still prevalent, CASA decided to not host the 2021 Valentines Evening. In place of this major fundraiser, it is having an online auction,<a href="http://charityauction.bid/CASAauction">&nbsp;Lucky Bids for CASA Kids.</a>

Some of the items up for grabs this year include Brews on the Bricks tickets, Lee Brice concert tickets, gift cards to area businesses and restaurants, a guided hunting package, a Ring Camera, fire pit with S'more package, fitness memberships, meat bundle, Kendra Scott jewelry, coffee for a year, KU signed basketball, Kate Spade purse package, and much more.

In 2020, about 100 new Child in Need of Care cases opened in the 23rd Judicial District (Ellis, Rooks, Trego and Gove counties). Some examples are children without adequate parental care; who have suffered physical, emotional, or sexual abuse or neglect; or who have been abandoned.

CASA of the High Plains’ mission is to advocate for the best interests of abused and neglected children so they can find safe, permanent homes as soon as possible. CASA provides compassionate, highly trained volunteers who are empowered by the courts to provide this advocacy in the 23rd Judicial District.

CASA is reaching for a goal of at least $10,000 through this online event. All proceeds from the event will go toward the recruitment, training and managing of CASA volunteers, so that they can advocate for these children who desperately deserve and need their help.

WEATHER PERMITTING: The Hays Fire Department will be inspecting and flow testing fire hydrants on March 17, 2021 in the area of Indian Trail to Wheatland Ave. between 27th St. and 22nd St. , and&nbsp; also the area of Hwy 183 to Fort St. between 27th St. and 12th St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually. Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. 

Drivers are asked to avoid driving through water discharging from a fire hydrant during the short flushing period.&nbsp;

Fire hydrant testing in east Hays Wednesday

The city of Hays will temporarily convert the disinfectant used in the water distribution system from chloramine to free chlorine. 

The conversion will begin on March 16 and continue through May 24. During this period, you may experience taste and odor changes associated with this type of temporary disinfectant conversion.&nbsp;

Public water systems are required to properly disinfect their water and maintain an adequate disinfectant residual in the distribution system.

 Chloramine, free chlorine combined with ammonia, is widely used as a disinfectant because it persists for longer periods while also limiting the formation of disinfection by-product contaminants. Prolonged use of chloramine may result in the growth and/or persistence of organic matter within the pipes of the distribution system. Other factors that can impact water quality, such as high temperatures or reduced usage of water, may hinder the ability to maintain an adequate disinfectant residual.

&nbsp;The Hays Fire Department will conduct their annual flow testing of all 1,034 hydrants during the conversion and rid distribution pipes of this organic matter to improve the quality of your water overall.

Beginning Monday, Season 2 of the North Vine Street Corridor Project will begin. 

During this phase, work will take place in the center medians under and around the I-70 overpass, and left turns will not be allowed at the I-70 ramps. Only right turns will be allowed to and from the I-70 ramps. 

Detours will be signed directing traffic around the construction zones. 

Southbound Vine Street to eastbound I-70, as well as eastbound I-70 to northbound Vine Street will be detoured to use the 32nd Street Roundabout. Northbound Vine Street to westbound I-70, as well as westbound I-70 to southbound Vine Street will be detoured to use 41st Street, General Hays Road, and 43rd Street.

Per Western's current Energy Cost Adjustment tariff, all power-generating fuel costs are to be collected in the following month's bill through the Energy Cost Adjustment that accounts for market fluctuations in fuel costs. Due to supply shortages during February's Winter Storm Uri, natural gas prices soared from approximately $3.00/MMBtu to $999/MMBtu. This Rider provides Western the flexibility to spread the expense recovery over 24 months.

Monday, March 15, has been declared American Legion Day by Kansas Gov. Laura Kelly.

The American Legion is 102&nbsp; years old and continues to play an important role in the lives of veterans and their families.

In honor of this proclamation, the American Legion Moore Post #197,WaKeeney, will host an open house, Monday, March 15, from 9 - 11 a.m. Refreshments will be served to help celebrate this special day.

Open house Monday at WaKeeney Post 197 for KS American Legion Day

It is that time of the year again, daylight saving time is upon us 
this weekend. The one hour jump ahead is met with both positive and 
negative reactions each year. The downside is the one hour of sleep that
 you lose, especially for those who wake up early. The change leaves 
most with a form of jet lag for the first few weeks of the change over.

The
 upside is that the sun now stays up longer in the evening. That's 
beneficial for many high school and college spring sports, especially 
golf and track. It also allows more people to enjoy outdoor activities 
after work including golfing, walking, and cycling.&nbsp;

Ways to beat 
the lag from the change-over include: spending more time outdoors, 
getting exercise and slowly adjusting your sleep patterns to accommodate
 the change.

It also helps to get to bed at the same time each 
night regardless of how you feel, and practice good habits before 
bedtime like finding ways to slow down. If there were no daylight saving
 time in the central US, the sun would come up around 5:30 a.m. during 
the longest days and set around 7:30 p.m.
