PRATT – For the first time ever, the Kansas Department of Wildlife and Parks is offering a fully-online Hunter Education course for prospective hunters aged 16 and older. Upon successful completion of the self-paced course, students will be issued a Kansas Hunter Education Certificate, allowing them to purchase hunting licenses and permits, and be eligible to hunt without the direct supervision of a licensed adult in Kansas.

Historically, KDWP has offered two delivery methods for Hunter Education certification: a traditional, 10-hour minimum in-person course, and an internet-assisted option that requires an in-person “field day.” The newly-added, fully-online course – developed by the National Rifle Association (NRA) – is currently offered in 12 states and covers 14 subjects across four modules – Firearm Basics, Firearm Handling, Field Safety and Hunter Ethics.

“While researching online course options for our Kansas resident hunters, our team was very critical of online delivery options. We wanted a course that was comprehensive, interactive, inclusive and free,” said Aaron Austin, KDWP education section chief. 

“The NRA Online Hunter Education course exceeded our expectations. The engaging online activities have the students applying what they learn in the course to real-life situations, giving them practical knowledge they can use while hunting.”

Kansas’ full-online option will not replace traditional courses or internet-assisted courses; it is being offered in conjunction with previous course formats.

Fort Street asphalt overlay project begins Wednesday

COLBY — A James Taylor tribute singer is coming Sunday, Oct. 17 at 3 p.m. CDT to Colby Community College’s Cultural Arts Center. This is a community and venue change from the pre-season show list.&nbsp;

Grammy Award-winning songwriter and recording artist Steve Leslie performs the music of the internationally famous singer-songwriter James Taylor in an authentic concert event “How Sweet It Is!”

The program is made possible through the generous gifts of the Deane G. Hansen Foundation, Logan, and the Greater Northwest Kansas Community Foundation-Dane Hansen Community Grant for Thomas County, in addition to additional area foundations, businesses and individuals. Admission is by Western Plains Arts Association season ticket for adults $20 and students $10.

Leslie’s warm baritone and exceptional guitar technique&nbsp;will have audiences singing along to such James Taylor classics as “Carolina In My Mind,” “Shower the People,” “You’ve Got a Friend,” “Fire and Rain,” “Up On the Roof,” and many more. Taylor, who was born in 1948 and achieved his breakthrough in 1970, is a six-time Grammy Award winner and was inducted into the Rock and Roll Hall of Fame in 2000. Taylor is one of the best-selling music artists of all times having sold more than 100 million records worldwide.

Steve Leslie has had a professional songwriting career spanning more than 25 years with songs recorded by Kenny Rogers, Mark Chesnutt, George Strait, Darryl Worley, Rhonda Vincent, Neal McCoy, Ricky Skaggs, Darius Rucker, and more. A multiple BMI Award-winner,&nbsp;Leslie received a Grammy for the title cut to Ricky Skaggs' 2004 Best Bluegrass Album of the Year "Brand New Strings.”

Leslie has been playing guitar and singing onstage since he was 15 years old. As a recording artist Steve has released three CDs, as well as written the music and book for the&nbsp;full-length musical, Umbrella.

James Taylor tribute singer set to perform in Colby

The Hays Symphony will be presenting&nbsp;Creepy Classics: A Children’s Halloween Concert, featuring loud noises, creepy sounds and the scary stories music can tell, on Sunday October 31, 2021, 2:30 p.m. in the FHSU Beach/Schmidt Performing Arts Center. The ensemble is under the direction of Dr. Brian Buckstead, Assistant Professor of Violin and Viola at FHSU.

The program features&nbsp;Danse Macabre&nbsp;by Camille Saint-Saens,&nbsp;Night on Bald Mountain, by Modest Mussorgsky,&nbsp;In the Hall of the Mountain King from Peer Gynt Suite No. 1, by Edward Grieg,&nbsp;Suite from Psycho, by Bernard Herrmann,&nbsp;March to the Scaffold from Symphonie Fantastique, by Hector Berlioz, andHarry Potter and the Sorcerer’s Stone Suite, by John Williams.

In addition, a host of music and Halloween themed pre-concert activities will be offered starting at 1:30pm. “We think it’s important for kids to get their hands on instruments and to make connections between the music they’re hearing and how it’s created,” said Buckstead.

Symphony musicians and members of the FHSU Chapter of the National Association for Music Education will assist with pre-concert activities which include:

· &nbsp;Spooky Music Tour—costumed statues come to life playing clips of the scariest sounds and music kids will hear in the concert;

· &nbsp;Drumming Circle—bongos, tam-tams, and other rhythm devices for making lots of loud noise;

· &nbsp;String Instrument Petting Zoo—hands-on guided experimenting with violins, violas and cellos;

· &nbsp;In the Hall of the Mountain King—tiptoe past the troll….run for your life in this retelling of the Mountain King story full of music, story and action;

· &nbsp;Meet the Family: Winds &amp; Brass—flutes, trumpets, tubas, clarinets and more. FHSU students demonstrate their instruments from the wind and brass families;

· &nbsp;Creepy Arts and Crafts—create a variety of Halloween characters and props with a treasure box of arts supplies;

· &nbsp;Halloween Costume Parade—follow the brass leaders as costumed children parade around Beach-Schmidt and into the auditorium for the start of the concert.

· &nbsp;Free Trick-or-Treat Bags to the first 250 kids

Kiwanis taking orders for poinsettia plants 

The first free hearing screening of the semester to be held in western Kansas by Fort Hays State University graduate students. The screening will be hosted by the Sharon Springs Masonic Lodge #417 at the Sharon Springs United Methodist Church on Friday, October 15th&nbsp;from, 9:00 a.m. to 1:00 p.m., Mountain Time.&nbsp;

“The FHSU Speech-Language Hearing Clinic is continuing into its fifth year of providing hearing screenings sponsored by a grant from the Kansas Masonic Foundation after last year’s screenings were delayed due to COVID-19,” said Marcy Beougher, speech-language pathologist and an instructor in the Department of Communication Sciences and Disorders. &nbsp; The grant has and will continue to provide numerous opportunities for older adults in western Kansas to receive important health screening services that are currently scarce or difficult to access. “Over the years, the Herndon Clinic students, faculty, and staff have provided over 830 free screenings in Western Kansas communities providing hearing screening results, referrals, free hearing protective earplugs, and helpful handouts.” Said Beougher. “Through these community screenings hosted by active Masonic lodges, we are trying to reach individuals who likely would not have access to a free hearing screening.” &nbsp;&nbsp; Appointments may be scheduled ahead of time, but walk-ins will be welcomed on a first-come, first-served basis. Each site will have four stations, with each screening lasting approximately 15-20 minutes. Information about hearing loss and follow-up services available will be shared during the screenings. Free educational materials and earplugs will be provided by the Kansas Masons. The screening is provided by graduate students from the Department of Communication Sciences and Disorders under the supervision of an FHSU Herndon Clinic instructor. &nbsp; “The students are gaining excellent clinical experience as well as mandatory clinical hours from each screening,” she said. “We are grateful to the Kansas Masons for their support of this quality program.” Additional free hearing screenings will be offered this fall in Nickerson on Nov. 5 and Lewis on Nov. 19. The screening will be hosted by the Sharon Springs Masonic Lodge #417 at the Sharon Springs United Methodist Church on Friday, October 15th&nbsp;from, 9:00 a.m. to 1:00 p.m., Mountain Time.&nbsp;“The FHSU Speech-Language Hearing Clinic is continuing into its fifth year of providing hearing screenings sponsored by a grant from the Kansas Masonic Foundation after last year’s screenings were delayed due to COVID-19,” said Marcy Beougher, speech-language pathologist and an instructor in the Department of Communication Sciences and Disorders. &nbsp; The grant has and will continue to provide numerous opportunities for older adults in western Kansas to receive important health screening services that are currently scarce or difficult to access. “Over the years, the Herndon Clinic students, faculty, and staff have provided over 830 free screenings in Western Kansas communities providing hearing screening results, referrals, free hearing protective earplugs, and helpful handouts.” Said Beougher. “Through these community screenings hosted by active Masonic lodges, we are trying to reach individuals who likely would not have access to a free hearing screening.” &nbsp;&nbsp; Appointments may be scheduled ahead of time, but walk-ins will be welcomed on a first-come, first-served basis. Each site will have four stations, with each screening lasting approximately 15-20 minutes. Information about hearing loss and follow-up services available will be shared during the screenings. Free educational materials and earplugs will be provided by the Kansas Masons. The screening is provided by graduate students from the Department of Communication Sciences and Disorders under the supervision of an FHSU Herndon Clinic instructor. &nbsp; “The students are gaining excellent clinical experience as well as mandatory clinical hours from each screening,” she said. “We are grateful to the Kansas Masons for their support of this quality program.” Additional free hearing screenings will be offered this fall in Nickerson on Nov. 5 and Lewis on Nov. 19. Faculty exhibition to open at FHSU's Moss-Thorns gallery Friday

DOWNS — The Downs Arts Council invites amateur storytellers to tell their best tale at the Tall Tale contest on October 9 in Downs, Kansas.

The popular October preliminary contest will narrow down the contestants to four. The four will then move on to vie for the traveling trophy, the storytelling shovel, at the Kansas Storytelling Festival Tall Tale Contest in April. 

"We all have a story, but no one can hear it if you don't tell it," encourages Keyta Kelly, Master Storyteller, Tongaxonie, Kansas. "Sometimes, the things you think you can't do, you actually can do rather well. The only reason you couldn't is that you didn't try," said Kelly.

"A Tall Tale is some truth and some facts. I find great enjoyment telling good-natured stories to a live audience," said Kenneth Lee, Master Storyteller, Downs, Kansas. "We invite amateur storytellers to bring their best tall tale to the annual contest at 7 p.m. this Saturday." 

Through the Kansas Storytelling Festival events, Tall Tale Contests, Master Storytellers, and audience members celebrate the American genre of tall tales.

Tall Tale contest set for this weekend in Downs

Members of the FHSU and Hays communities are invited to join FHSU President Tisa Mason as she kicks off this year’s regional media tour at 9:30 a.m. Friday in the Sunset Atrium of the Memorial Union on the campus of Fort Hays State University. 

The annual regional media tour has been a rarely missed tradition at Fort Hays State since 1987. Participants at the kick-off event will get an advanced briefing on the key messages President Mason will focus on during this year’s tour, including:

LA CROSSE — The Kansas Barbed Wire Collectors Association will be hosting the annual Barbed Wire Festival on Friday and Saturday, October 1-2 in La Crosse. This year's festival is being held in the fall to coincide with the Barbed Wire Symposium. "Due to the uncertainty of Covid last spring, we decided to postpone the festival to the fall," said Bradley Penka, festival coordinator. "After being unable to host the festival in 2019, we decided we needed to go ahead with the festival this fall with a few changes. We also want to let everyone know that we are taking steps to keep everyone safe during this unprecedented time." This is also the 50th anniversary of the Kansas Barbed Wire Museum and for those interested in visiting, the museum complex will be open Thursday-Saturday 10:00 am to 4:30 pm.

On Thursday, barbed wire collectors will meet in the museum conference room for the annual Barbed Wire Symposium. This is a day of meetings and discussions that establish policies for the hobby that has enthusiasts from around the world. 

Events begin at the La Crosse City Auditorium on Friday at 8:00 am with historical displays, craft vendors, and of course, barbed wire. The show closes on Friday at 5:00pm. On Saturday, events begin at 8:00 am at the Auditorium with the famous barbed wire splicing contest taking place at noon. The contest is open to everyone and prizes are awarded. Events at the auditorium conclude at 3:00 pm with the live fund-raising auction. The auction features a lot of new and collectible items. Some of the items can be viewed on our Facebook page. Proceeds from the auction benefit the museum. At 6:30, we will conclude the festivities with fund-raising Taco Bar followed by our annual "Casino Night" games. Participants can play casino games to win barbed bucks and then participate in the fun auction afterwards. Cost of the meal is $10 and there is no charge to play the games. This is not a gambling event, but it is not recommended for children.

Human-centered design is a creative approach to problem-solving that begins with people for whom the
design is intended and ends with new solutions that are purpose-built to meet their needs. Such solutions
rely on new ideas, products, services, institutions and relationships that offer fresh approaches to
overcoming critical societal and environmental challenges. Human-centered requires empathy for those
being designed for, creation of prototypes, sharing solutions with the target market and affected parties, and
solution implementation.


Design-thinking is a human-centered approach to innovation that balances consideration of people’s needs,
technological possibilities, ecological sensitivity, and business-oriented measures of success.


Human-centered design solutions should be feasible, viable, and desirable and should benefit society,
including members of disadvantaged and marginalized communities, while being specifically attentive to
target market needs and desires. Such solutions may assume many forms that include creation of policies,
processes, products, services, relationships and enterprises that benefit society, including members of
disadvantaged and marginalized communities. An implicit component of social benefit is that such
creations should be environmentally neutral or restorative.


Innovating for people and the environment pursues the pathway from discovery, to understanding, to design
/ creation. Although this path can be pursued independent of environmental considerations, such
considerations may be integrated into problem/opportunity-framing and design criteria.


• Discovery examines methods for observing, characterizing, and enhancing human experiences such as
voice-of-the-customer collection and interpretation methods such as the Kano Customer Needs Model,
Garvin’s Product Quality Dimensions, Service Quality Dimensions, and varied ethnographic,
participatory, and evaluative research approaches.


• Understanding examines methods for analyzing challenges and opportunities. Explored are
brainstorming and methods for examining people and systems such as stakeholder mapping, person
profiling, experience diagramming, concept; methods of pattern identification and prioritization such as
affinity diagramming, cause-and-effect diagramming, interrelationship digraphs, pareto diagramming,
multi-voting, and the nominal group technique; and problem-framing methods.


• Design and Creation examine varied ideation and design methods such as brainstorming, concept
generation and selection, and quality function deployment.

The Kansas Department of Transportation plans to begin a pair of resurfacing projects on U.S. 24 and K-184 in Thomas County the week of Sept. 27.

Project work will involve a mill and overlay on both routes.

The U.S. 24 portion will begin at the I-70 exit 45 near Levant and extend approximately 9 miles west, ending at the west Colby city limits.

The K-184 portion will cover the approximately 2 miles of road from I-70 to Brewster.

Traffic will be reduced to one lane through the work zones and directed by flaggers and a pilot car. Delays of up to 15 minutes may be possible. KDOT expects the project to be completed by mid-November, weather permitting.

Dart event Saturday to benefit ARC Park

HaysMed’s annual drive-through flu shot clinic has been scheduled for Sunday. The event will offer free flu shots for all residents older than 6 months.&nbsp; The time this year has changed to 9 a.m. to 1 p.m.&nbsp;&nbsp;&nbsp;

For the safety of the public and those working the flu drive, masks will be required for all people ages 2 years and up.&nbsp; In addition, physical distancing will be observed at all locations on campus.

Children 6 months through 9 years of age will be vaccinated on the west side of the Center for Health Improvement.&nbsp; Adults attending with children can also receive their shots in the same location.

More than 100 volunteers will be on hand to help with the event. HaysMed partners with Fort Hays State University and NCK Tech as both facilities provide students to help with the shots.

There will be no nasal flu vaccine at the drive-through flu shot clinic.&nbsp; There will be no egg free vaccines available at the drive-through flu shot clinic. People with a severe egg allergy will need to contact their local healthcare provider for their flu vaccine.&nbsp;

RUSSELL — After a year-long delay due to the COVID-19 pandemic, RCT will present its 100th production, "Living Together," Nov. 2 to 6.

RCT presented its first production, "God’s Favorite," in 1986 and 98 comedies, musicals, dramas, and mysteries followed over the next three decades. "Living Together," originally scheduled as the final show of the 2020 season, welcomes patrons back to the RCT Playhouse and the world of live theater this November.

"Living Together" is one of three plays by Alan Ayckbourn collectively called "The Norman Conquests." RCT presented "Table Manners" in 1990 and "Round and Round the Garden" in 2002. The plays are at times wildly comic, and at times poignant, in their portrayals of the relationships among the six characters: Norman and his wife Ruth (Bob Roe and Sheryl Krug); Ruth’s brother Reg and his wife Sarah (Kiefer Craig and Monica Harrison); Ruth’s sister Annie (Teressa Roe); and Annie’s next-door-neighbor Tom (Alan Templeton).

In "The Norman Conquests", Annie lives in a countryside house taking care of her demanding mother, and has decided she needs a weekend off. Reg and Sarah have agreed to come and take care of Annie’s and Reg’s mother for a weekend while Annie goes on a short trip. However, Annie is secretly planning to meet up with her sister Ruth’s charming, rakish husband Norman for an illicit weekend together (something Annie has never done before, and is unsure about). However, things go wrong when Norman shows up at the house early to pick up Annie contrary to plan, and everybody ends up at the house for the entire weekend. Various arguments ensue while the characters have differing degrees of understanding about what’s actually happening.

The action in "Table Manners" was played in the kitchen while "Round and Round the Garden" was set in the garden. "Living Together" is played in the middle of it all, with entrances to the garden, the front yard, the kitchen and the rest of the house.

Carol Dawson, one of the original RCT members and founders, directed "Table Manners" and "Round and Round the Garden." Crystal Craig, veteran RCT volunteer, is directing "Living Together," and credits Dawson as an honorary director of the 100th RCT production.

 “Live theater requires flexibility, cooperation, creativity and compromise under the best of circumstances,” said Craig. “With the pandemic, RCT’s resilience has been put to the test, but we’re proud to say we’re ready to hit the stage once again.” 

Performances run Tuesday through Saturday, Nov. 2 to 6, at the RCT Playhouse (Fifth and Kansas, Russell). Show time is 8:00 pm. Admission is $12 or by season ticket.&nbsp;
