The Rush County Historical Society and Kansas Barbed Wire Museum will&nbsp; once again be hosting the annual Old-Fashioned Christmas on Friday, Nov. 28, from 5:00-8:00 p.m. at the museum complex in La Crosse. 

Visitors can browse the five unique museums beautifully decorated for the holidays: the Historical Museum in the 19th Century Timken Depot; the Post Rock Museum, one of the seven wonders of Kansas Customs; the Nekoma Bank Museum, a restored 1916 rural bank; the Pleasant Point School Museum; and nationally recognized Kansas Barbed Wire Museum. 

Visitors can enjoy hot cider, homemade cookies, roast marshmallows over an open fire, and enjoy Kansas-grown popcorn. There will also be a special project for the kids in the one-room school, and other special displays throughout the complex.

Santa Claus will arrive at 5:30 on the firetruck and have a special gift for the kids. The Rush County Sheriff’s Office will help out Santa by handing out the candy sacks to the kids in front of the bank museum. For kids of all ages, La Crosse Fire District #4 will be serving hot dogs, hot chocolate, or water. Rush County EMS will be helping with the kids crafts.

Events begin at 5:00 p.m., Friday, November 28 at the museum campus on the south edge of La Crosse on West First Street. 

To ease congestion, visitors are asked to park north of the creek on Third Street across the bridge. Visitors can access the complex by the footbridge in the park. Persons with mobility issues are welcome to park in the museum parking lot.

La Crosse hosts annual Old-Fashioned Christmas Nov. 28 at museum complex

The Kansas Supreme Court has set the oral argument date for one of the legal challenges in the R9 water case, which seeks to transfer Hays- and Russell-owned water from their ranch in Edwards County.

The case goes back to the original conversion of the cities' water rights from agricultural use to municipal use, said Toby Dougherty, Hays city manager.

"A group of irrigators challenged that in district court. The district court took their time to rule on it, but eventually ruled it, and resoundingly upheld the master order, which governs the conversion of those water rights.

Challenges and appeals continued on both sides.

"That group of irrigators appealed. We counter-appealed to the state Supreme Court, trying to skip appellate court," Dougherty said. "The Supreme Court kind of took their time in a procedural way, getting it briefed and onboarded."&nbsp;

"We are hoping for a quick ruling on the matter. We see no reason why the Supreme Court would overturn what a <a href="https://hayspost.com/posts/8d8e87f6-e3c9-4950-bcea-9cac40e269bd">judge has already resoundingly upheld</a>," Dougherty said.

Once the Supreme Court rules in the cities' and the state's favor, and the master order, that specific portion of the long legal process will have come to an end.&nbsp;

"There's no further court they can seek appeal at," Dougherty said.&nbsp;

The Water Transfer Hearing Panel (chief engineers of the Kansas Department of Agriculture, Division of Water Resources, the director of the Kansas Water Office, and the director of the Department of Health and Environment, Division of Environment) will then be allowed to convene and hold a final hearing, which is required by state statute.&nbsp;

The Kansas Water Transfer Act, K.S.A. 82a-1501, et seq., requires the panel's approval of projects that propose to transport 2,000 acre-feet of water or more per year for beneficial use more than 35 miles from the source.

This project is the first time such a long-distance transfer will have happened in Kansas.

Change of use applications, however, are regular and routine, Dougherty said.&nbsp;

"We're arguing at the Supreme Court that it happens all the time.&nbsp;

"In fact, there was a dairy built last year in Edwards County about 10 miles up the road from our property that converted water rights from irrigation to stock watering, which is the exact same process we went through.

"There was no local opposition, and the process took six months from start to finish."

Legal wrangling between WaterPACK (Water Protection Association of Central Kansas), the Edwards County Commission and the Edwards County Planning Commission, which <a href="https://hayspost.com/posts/72cef8d3-79bf-4085-b070-bccbdc589f9d">oppose the pipeline</a>,&nbsp; and Hays and Russell has been underway for almost 11 years.

Dougherty, who just surpassed his 20th year of employment with the city, recently attended major water industry conferences in Tucson, Arizona, and Topeka, where he discussed Hays' water policies and the R9 project.

"We have people contacting us all the time," Mayor Sandy Jacobs said, "and talking to Holly Dickman (Hays' water conservation specialist) about how we conserve and how we put these practices in place. ... We've been doing this since 1996, when Hays was named an "All America City."

KS Supreme Court sets date for R9 water transfer latest challenge

Families needing a little help in purchasing Christmas gifts for their children this year can find that help at the Salvation Army office in Ellis County. There are no income requirements, said Laura Allen, Service Extension Ellis County coordinator.

The Salvation Army is accepting Angel Tree gift applications from families through Monday, Nov. 24. Applications may be picked up and returned to the Salvation Army office in the Hadley Center, 204 E. Seventh St., Suite A.

Allen said, “Please slide completed applications under the door from 8 a.m. to 5 p.m. Monday through Friday.”

The Salvation Army accepts gift requests for children ages infant to 18 years of age. Last year the agency served 112 children, Allen said.

Once she has received an application, Allen places a gift tag request for that child on the Angel Tree, which is located at Fuzzy’s Tacos, 4310 Vine St. The gift tag requests started going on the tree on Wednesday, Nov. 19.

People are asked to take the gift tag for a specific child, purchase the gift(s) and return the tag and the gift(s) unwrapped either to Fuzzy’s or to the Salvation Army office.

Gifts need to be returned by Monday, Dec. 15. That way, Allen said, volunteers have time to purchase additional gifts as needed. Sometimes not all gift tags are taken, she added.

Families will pick up the gifts Thursday and Friday, Dec. 18 and 19, in the Hadley Center Conference Room.

Her office is also accepting donations of wrapping paper in a box outside her office. That wrapping paper then goes to families who need it, she said.

This Christmas gift project is one of the things she loves most about her job, Allen said.

“There is no reason for parents to worry about not being able to buy gifts, and all kids deserve gifts on Christmas. Knowing that the volunteers who help and the people who donate gifts have worked together to make gifts possible is one of my favorite things.”

Ellis County Salvation Army offers Christmas help to families with children 

WASHINGTON (AP) —&nbsp;<a href="https://apnews.com/article/trump-marjorie-taylor-greene-republicans-maga-feud-f4b0dffe06440dfed16d336d08a05422">Rep. Marjorie Taylor Greene</a>&nbsp;of Georgia, a loyal supporter-turned-critic of President Donald Trump who faced his political retribution if she sought reelection, said Friday she is resigning from Congress in January.

Greene, in a more than 10-minute video posted online, explained her decision and said she didn’t want her congressional district “to have to endure a hurtful and hateful primary against me by the president we all fought for,” she said.

Greene’s resignation followed a public fallout with Trump in recent months, as the congresswoman criticized him for his stance on files related to Jeffrey Epstein, along with foreign policy and health care.

Trump branded her a “traitor” and “wacky” and said he would endorse a challenger against her when she ran for reelection next year.

She said her last day would be Jan. 5, 2026.

The White House did not immediately respond to a message seeking comment Friday night.

Greene was one of the most vocal and visible supporters of Trump’s Make America Great Again politics, and she embraced some of his unapologetic political style.

Her break with him was a notable fissure in his grip over conservatives, particularly his most ardent base. But her decision to step down in the face of his opposition put her on the same track as many of the more moderate establishment Republicans before her who went crosswise with Trump.

The congresswoman, who recorded the video announcing her resignation while sitting in her living room wearing a cross necklace and with a Christmas tree and a peace lily plant behind her, said, “My life is filled with happiness, and my true convictions remain unchanged, because my self-worth is not defined by a man, but instead by God.”

Greene had been closely tied to the Republican president since she launched her political career five years ago.

In her video Friday, she underscored her longtime loyalty to Trump except on a few issues, and said it was “unfair and wrong” that he attacked her for disagreeing.

“Loyalty should be a two-way street and we should be able to vote our conscience and represent our district’s interest, because our job title is literally ‘representative,’” she said.

Greene swept to office at the forefront of Trump’s MAGA movement and swiftly became&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-donald-trump-marjorie-taylor-greene-congress-ed7fb114dbe45d0cd703d8800c21bfa3">a lightning rod on Capitol Hill</a>&nbsp;for her often beyond-mainstream views. In her video Friday, Greene said she had “always been despised in Washington, D.C., and just never fit in.”

As she embraced the QAnon conspiracy theory and appeared with white supremacists, Greene was initially opposed by party leaders but welcomed by Trump. He called her “a real WINNER!”

Yet over time she proved a deft legislator, having aligned herself with then-GOP leader Kevin McCarthy, who would go on to become House speaker. She was a trusted voice on the right flank, until McCarthy was ousted in 2023.

While there has been an onslaught of lawmakers from both parties heading for the exits ahead of next fall’s midterm elections, as the House struggles through an often chaotic session, Greene’s announced retirement will ripple throughout the ranks — and raise questions about her next moves.

Greene was first&nbsp;<a href="https://apnews.com/article/marjorie-taylor-greene-wins-georgia-seat-8e162ba61e53631512dde33238f596f4">elected to the House in 2020</a>. She initially planned to run in a competitive district in northern Atlanta’s suburbs, but relocated to the much more conservative 14th District in Georgia’s northwest corner.

The opening in her district means Republican Gov. Brian Kemp will have to set a special election date within 10 days of Greene’s resignation. Such a special election would include party primaries and a general election to fill out the remainder of Greene’s term through January 2027. Those elections could take place before the party primaries in May for the next two-year term.

Even before her election, Greene showed&nbsp;<a href="https://apnews.com/article/donald-trump-technology-las-vegas-mass-shooting-media-social-media-700f28747d856a9bad22a59674a9afe6">a penchant for harsh rhetoric</a>&nbsp;and conspiracy theories, suggesting a 2017 mass shooting in Las Vegas was a coordinated attack to spur support for new gun restrictions. In 2018, she endorsed the idea that the U.S. government perpetrated the attacks on Sept. 11, 2001, and mused that a “so-called” plane had hit the Pentagon.

Greene argued in 2019 that Reps. Ilhan Omar, D-Minn., and Rashida Tlaib, D-Mich., both Muslim women, weren’t “official” members of Congress because they used Qurans rather than Bibles in their swearing-in ceremonies.

She was once&nbsp;<a href="https://apnews.com/article/election-2020-georgia-politics-elections-ga-state-wire-d78785cf8183d11c7e52d7aad5949279">a sympathizer with QAnon</a>, an online network that believes a global cabal of Satan-worshipping cannibals, including U.S. government leaders, operates a child sex trafficking ring. She eventually distanced herself, saying she got “sucked into some of the things I had seen on the internet.”

When Trump was out of power between his first and second terms, Greene was often a surrogate for his views and brash style in Washington.

While then-President Joe Biden delivered his State of the Union address in 2022, Greene stood up and began chanting “Build the wall,” referring to the U.S.-Mexico border wall that Trump began in his first term.

Last year, when Biden gave his last State of the Union address, Greene again drew attention as she confronted him over border security and the killing of a nursing student from Georgia, Laken Riley, by an immigrant in the country illegally.

Greene, wearing a red MAGA hat and a T-shirt about Riley, handed the president a button that said “Say Her Name.” The congresswoman then shouted that at the president midway through his speech.

But this year, her first serving with Trump in the White House, cracks began to appear slowly in her steadfast support — before it broke wide open.

Greene’s discontent dates back at least to May, when she announced she&nbsp;<a href="https://apnews.com/article/mtg-greene-ossoff-georgia-senate-6df53b2ef8bf9d49272a4b4359abad21">wouldn’t run for the Senate</a>&nbsp;against Democratic incumbent Jon Ossoff, while attacking GOP donors and consultants who feared she couldn’t win.

Greene’s restlessness only intensified in July, when she announced she wouldn’t run for Georgia governor, either.

She was also frustrated with the Republican leadership on Capitol Hill, which worked in lockstep with the president.

Greene said in her video that “the legislature has been mostly sidelined” since Republicans took unified control of Washington in January and her bills “just sit collecting dust.”

“That’s how it is for most members of Congress’ bills,” she said. “The speaker never brings them to the floor for a vote.”

Republicans will likely lose the midterms elections next year, Greene said, and then she’d “be expected to defend the president against impeachment after he hatefully dumped tens of millions of dollars against me and tried to destroy me.”

“It’s all so absurd and completely unserious,” she said. “I refuse to be a battered wife hoping it all goes away and gets better.”

WICHITA, Kan. - The third-ranked Fort Hays State women's basketball team scored the final eight points after Eastern New Mexico rallied to tie the game with just under 2 1/2 minutes to play and beat the Greyhounds 74-66 Friday on the first day of the Newman Classic at Fugate Gymnasium.

The Tigers (3-0) led by only two at the half and quickly found themselves down for the first time this season early in the third quarter before a 7-0 run put them back on top. Two baskets from Talexa Weeter and one from Olivia Mortensen helped FHSU push its lead to a game-high 11 points three minutes into the fourth quarter, but the Greyhounds scored nine straight to tie the game with 2:24 to play. 

Talexa Weeter, who scored a game-high 25 points to lead the Tigers, scored on the next two possessions. Brooke Loewe added two free throws and freshman Brittan Zeka locked down the win with her first field goal as a Tiger, giving FHSU an eight-point lead with 20 seconds to go.

Freshman Olivia Mortensen added 17 points and six assists, Loewe nearly recorded a triple double with 15 points, eight rebounds and nine assists.

The Tigers hit 50 percent from the floor as a team (28-of-56) while holding Eastern New Mexico to just 36.2 percent shooting (25-of-69). FHSU accumulated 24 assists on their 28 made baskets and outscored the Greyhounds (1-3) by 10 in the paint, 34-24.

FHSU will wrap up the weekend in Wichita on Saturday when the Tigers take on William Jewell College beginning at 3 p.m.&nbsp;

WASHINGTON (AP) —President Trump says he is not threatening Democrat lawmakers but says they broke the law.

The president insists he’s not threatening Democratic lawmakers for recording a video reminding military service members that they shouldn’t obey illegal orders.

“I’m not threatening them, but I would say they’re in serious trouble,” Trump said during an interview with Fox News Radio. “I’m not threatening death.”

Trump previously posted of those participating in the video, “SEDITIOUS BEHAVIOR, punishable by DEATH!” He subsequently shared a separate post that suggested, “HANG THEM GEORGE WASHINGTON WOULD !!”

Trump said Friday that the Democratic lawmakers “are bad people,” suggesting, “In the old days, if you said a thing like that, that was punishable by death.”

He added: “These are people that, in my opinion, broke the law. Now what happens to them? I can’t tell you. But they broke the law.”

Week one Reindeer Radio winner announced; play with KAYS, Hays Post

The Kansas Attorney General's Office recently notified the city of Hays it violated the Kansas Open Records Act by not releasing a copy of an arrest record.

Jill Boyle-Kenyon, formerly of Russell, reported a case of a suspect allegedly peeping into the window of her home in Russell in March.

A Russell police officer wrote Eric Lee Henderson of Russell a ticket on March 27 for criminal trespass.

Boyle-Kenyon told the Hays Post she was concerned for her safety, so in March, she requested an arrest record on&nbsp;Henderson from the Hays Police Department.

Boyle-Kenyon told the Hays Post she wanted to know if this individual had been arrested on a similar charge in Hays.

In an email, which Boyle-Kenyon provided to the Hays Post,&nbsp;Shay Spellman, Hays Police Department records clerk wrote:

"The Hays Police Department's reports are not open to the public. You&nbsp;can subpoena the business records (most people hire an attorney to do&nbsp;this) if you are looking to receive this report. Depending on the&nbsp;information you are looking for you can contact the Hays Municipal Court&nbsp;at 785-625-1070 to see what they would be able to give you."

After receiving the above email from&nbsp;Spellman on March 19,&nbsp;Boyle-Kenyon filed a Kansas Open Records complaint with the Kansas Attorney General's Office.

Boyle-Kenyon said about two weeks after filing the complaint, she received the information she requested.

On Oct. 28,&nbsp;Boyle-Kenyon received a letter from the Kansas Attorney General's Office.

Braelyn Cummings, law clerk for the open government enforcement unit, said in that letter an investigation determined the city of Hays had violated the Kansas Open Records Act.

The unit determined no formal enforcement was required, but the violation will be noted in the unit's annual report.

"We have also requested the city to take remedial action to resolve these violations," the letter said.

The letter said the unit will continue to monitor the matter for compliance.

The city of Hays issued a statement on the violation today. That statement is as follows:

"During the month of March, a request for a city of Hays public record was received by an inexperienced former employee and inadvertently denied.

Upon supervisor review, the record was immediately released. We regret the inconvenience this caused to the person that filed the request.

The city of Hays strives to ensure complete transparency with the public. In this case, we clearly missed the mark.

Although no formal enforcement action was required to create compliance, as a government entity, we always wish to inform the public to the best of our ability, and the review of the initial procedural mishandling involving complex subject matter was addressed with the utmost seriousness.

A complete audit of our open record request practices was conducted following this incident, resulting in new organization-wide procedures being put in place to ensure we are following the letter of the Kansas Open Records Act, both legally and in the spirit of openness it is designed to create.

As a result, the entire organization is now better equipped to respond to open record requests, as confirmed by the Kansas Attorney General’s office."

Following the release of the city's statement, Spellman said, "I was following the policies and procedures given to me by the Hays Police Department.

The city chose not to respond to Spellman.

Boyle-Kenyon said in an interview with the Hays Post this week, "It made me sad, because I worry about other Kansans not realizing the full breadth of their rights to obtain public information from a law agency they should be able to trust."

Boyle-Kenyon was in the process of moving out of state when the alleged trespass incident occurred. She has since moved from Russell.

Because she is no longer living in Kansas, she said the delay in receiving the document did not have a significant adverse effect on her.

However, had she still been living in Russell, she said her answer would have been different.

The 90-second video was first posted early Tuesday from Sen.&nbsp;<a href="https://apnews.com/article/slotkin-democratic-response-text-trump-congress-6ba1012264201e715c290da1b8f45bc4">Elissa Slotkin’s</a>&nbsp;X account. In it, the six lawmakers — Slotkin, Arizona Sen. Mark Kelly, and Reps. 🎥Dem lawmakers respond to President Trump's accusation of sedition

Both the Hays Middle School and O'Loughlin Elementary School construction projects are on schedule.&nbsp;

The Hays Post accompanied several board members on a tour of the two project sites on Nov. 12.

The former high school,&nbsp;at 2300 E. 13th, is being renovated into a new middle school.

That&nbsp;$6.1 million project is supposed to be finished by the end of the year, with students and staff moving into the building in January.

The renovations include moving some classroom walls to create larger classrooms and adding collaboration rooms.&nbsp;

New flooring is being installed, lockers are being painted and repaired, and other cosmetic improvements are being done. Work on the flooring has started, and about half of the school's lockers have been painted.

Additional boys' and girls' bathrooms were also added in the athletics wing.

The framing of the rooms has been completed, but wiring and work in the ceilings are still underway. Painting and flooring in the renovated rooms still need to be completed.

Hays High students will still use the former high school wood shop. They will walk a short distance from the new high school to the former building for woods classes. The former ag classroom will be used as a lecture classroom space for the high school woods program.

The high school class is separated from the new middle school by a locked door accessible with a key card.

The former high school metals shop will become the middle school's new wood shop.&nbsp; Superintendent Ron Wilson said the middle school students will have much more space in the new wood shop compared to the current middle school.

To allow for move-in time, Hays Middle School students will have an extended Christmas break.&nbsp;HMS will not have classes on Dec. 18, 19 or Jan. 6. Other Hays schools will be in session on those days.

The middle school is planning an open house on Tuesday, Jan. 6, so students can  see their new classrooms.

Two additions, interior renovations and sewer improvements at O'Loughlin Elementary School are set to be completed by fall 2026.

The school will remain a three-section school, but it is getting a new cafeteria. Its gym now doubles as a cafeteria and auditorium.

The south-side addition will also include a new entrance and an art room.&nbsp;

A new drop-off area and drive are being added on the south side of the school to help relieve congestion on Hall Street during drop-off and pick-up times.

On the north side of the school, new classrooms are being added that will also serve as storm shelters. This includes a reinforced concrete ceiling. The O'Loughlin students currently have to shelter in the school's hallways.

Although work on the two additions continues, work inside the building has been suspended until this summer to allow for classes to continue as usual.

<a href="https://hayspost.com/posts/7b175c88-0297-4573-a357-7f54d01571ee">The O'Loughlin project had been budgeted at about $15 million. However,&nbsp;a camera survey of the pipes found sewage leaking underneath the school. Repairs to the sewer lines will cost about $1 million.</a>

That brings the total cost for the O'Loughlin project to $16.8 million. The entire slate of bond projects remains on budget, according to school officials.

The sewer repairs are slated to be completed this summer.

The two largest of the bond projects have been completed: <a href="https://hayspost.com/posts/4ecf935d-41cb-472c-9754-49c567a9dddc">an addition at Roosevelt Elementary School</a> and construction of the new <a href="https://hayspost.com/posts/b20dc400-848a-4e10-bda4-36f5dad6d626">Hays High School</a>.

Once the current middle school is vacated, it will be renovated into a four-section elementary school, Felten Elementary School, which is scheduled to open for classes in fall 2026.

At that time, Wilson Elementary School will close as an elementary school, and the district plans to move administrative offices into the Wilson building.

The district plans to vacate the Rockwell Administration Center.

Although funds are in the bond projects budget to renovate Felten Elementary, work to convert Wilson into an administrative office would come from the capital outlay budget. A complete timeline for that work has not been announced.

The good weather this fall has helped keep the construction on schedule, Chance Conley, Nabholz Construction field engineer, said.&nbsp;

Conley moved his wife and children to Hays about two years ago when he was assigned to work on Hays USD 489 bond projects. He said he has enjoyed living and working in Hays. The couple just welcomed their third child.

Washington and Moscow worked together on the draft, and it offers terms more favorable to Russia by calling for Ukraine to cede territory, avoid joining NATO and more. The Associated Press obtained a copy of the draft proposal Thursday.

1. Ukraine’s sovereignty will be confirmed.

2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.

3. It is expected that Russia will not invade neighboring countries and NATO will not expand further.

4. A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development.

5. Ukraine will receive reliable security guarantees.

6. The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.

7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.

8. NATO agrees not to station troops in Ukraine.

9. European fighter jets will be stationed in Poland.

— The U.S. will receive compensation for the guarantee;

— If Ukraine invades Russia, it will lose the guarantee;

The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.19. The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine — 50:50.20. Both countries undertake to implement educational programs in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:— Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.— Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.— All Nazi ideology and activities must be rejected and prohibited.21. Territories:— Crimea, Luhansk and Donetsk will be recognized as de facto Russian, including by the United States.— Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.— Russia will relinquish other agreed territories it controls outside the five regions.— Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal zone will be considered a neutral demilitarized buffer zone, internationally recognized as territory belonging to the Russian Federation. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. If past is prologue, it would seem untenable for Ukrainian President Volodymyr Zelenskyy, who has opposed Trump's previous calls for territorial concessions.There has also been resistance from European leaders, who are likely to decry the U.S. peace push as rewarding Russian President Vladimir Putin for his aggression, leaving him emboldened rather than defeated.For example, the proposal would not only bar Ukraine from joining NATO but would also prevent the alliance's future expansion. Such a step would be a significant victory for Moscow, which views NATO as a threat.Putin would also gain ground he has been unable to win on the battlefield. Under the draft, Moscow would hold all the eastern Donbas region, even though approximately 14% still remains in Ukrainian hands. Ukraine's military, currently at roughly 880,000 troops, would be reduced to 600,000.The proposal opens the door to lifting sanctions on Russia and returning it to what was formerly known as the Group of Eight, which includes many of the world’s biggest economies.
