TOPEKA — The Kansas Board of Regents boosted salaries of state university presidents and the chancellor an average of 6.4%, despite the Legislature’s decision to provide no more than 2.5% raises to campus employees lagging the farthest behind market rates.

The Legislature earmarked $36.2 million to address state employee pay disparities in the new fiscal year starting July 1. These targeted increases would bring state workers up to 10% below market rate or enact raises of 2.5%, whichever was greater.

The Board of Regents universities received state funding equivalent to a 2.5% merit pool. Lawmakers left it to university administrators to fill other compensation gaps, but the reality was some campus employees won’t get a raise.

The Board of Regents awarded University of Kansas Chancellor Doug Girod a 12% surge of $105,000 to place his total compensation from state government and private endowment sources at $1 million per year.

After meeting in executive session, the Board of Regents also voted Friday without dissent to authorize a 7% increase for Fort Hays State University President Tisa Mason to take her annual package to $355,000. Kansas State University President Richard Linton, who received a 10.2% raise last year, was provided a 5% increase this year to elevate his compensation to $750,000.

The low end of the scale were 4% adjustments for Wichita State University President Rick Muma and Emporia State University President Ken Hush. Muma’s annual compensation climbed to $635,000, while Hush’s was bumped to $370,000. The Board of Regents recently hired a new president for Pittsburg State University, so no raise was adopted for PSU.

“Some of the most important actions we take concern our CEOs,” said Carl Ice, chairman of the Board of Regents. “Leaders matter. Leaders set a vision — visions that are compelling.”

Becky Pottebaum, director of finance and administration with the Board of Regents, said the annual review of compensation for university leaders was designed to make certain salaries were based on performance and competitive with peer institutions.

The latest salary adjustments reflected the Board of Regents’ adoption of new principles regarding CEO compensation.

“Strong leadership is essential to the continued success of our institutions and the broader mission of advancing higher education in Kansas,” she said.

For more than six months, state university leaders expressed alarm about converging financial challenges that included general operational inflation, softness in student enrollment, loss of federal research funding and new financial obligations to college athletes.

In response, the Board of Regents approved tuition increases averaging 3.9% for in-state undergraduate university students. University administrators have moved to impose cost-cutting measures to deal with anticipated budget deficits.

Girod said the “challenges largely are due to external factors such as disruptions to federal funding, the lack of new state funding, rising costs associated with facilities construction and operations, and the projected nationwide decline in college enrollment.”

He said without decisive action KU’s Lawrence campus could wind up with a $4 million shortfall by the end of the fiscal year.

“The reality is higher education is at a crossroads, and universities must develop new financial models for the new world we are in,” Girod said.

Kansas Board of Regents’ CEO raises exceed adjustments for university faculty, staff

Windholz, age 78, of Victoria, Kansas passed away on Saturday, June 28, 2025,
at Hays Medical Center, Hays, Kansas.

She was born on December 10,
1946, in Genoa, Nebraska to Alphonse Louis and Dorothy Mary (Stanczyk)
Shotkoski.&nbsp; She married Alfred “Al” Windholz on November 26, 1966, in
&nbsp;Globeville, Colorado.

Judy was a paraprofessional at
Fullerton Elementary School in Fullerton, Nebraska.&nbsp; Then Judy and Al
moved to Victoria, Kansas and she worked for U.S.D. # 489 at Jefferson
Elementary School, Westside School and Kathryn O’Loughlin McCarthy Elementary
School, for over 30 years and retired in 2010.

Judy grew up in Nance County
Nebraska and Denver, Colorado.&nbsp; She was a 1964 graduate of the Mount
Carmel High School in Denver, Colorado.

Judy was a member of the Basilica
of Saint Fidelis, Saint Fidelis Christian Mothers, served on the Saint Fidelis
Parish Council, a volunteer on the funeral committee, a volunteer for the
Victoria Meals on Wheels, and was a religious education instructor for many
years.&nbsp; She had a big heart that touched everyone she knew, and she
absolutely loved being a wife, a mom, and a grandma ~ family was everything to
her.

Judy survivors include her
husband, Al, of the home; her children, Dan Windholz and husband, Hunter Shaw,
Brookfield, VT; Deanna Bombardier and husband, Ray, Hays, KS; Denine Larson and
husband, Eric, Ankeny, IA; Darren Windholz and wife, Jill, Wichita, KS; Dale

What began as a casual visit turned into a new beginning for two regulars who are now the new owners of the Paisley Pear Wine Bar, Bistro and Market in Hays.

Matt and Tiffany Mayo marked the grand reopening of The Paisley Pear, 1100 Main St., with a Friday ribbon-cutting ceremony hosted by the Chamber in Hays.

"We just want to continue supporting the Hays community, the locals, travelers and people who like to come in. For anybody that has not been here, we welcome you to come because we always love seeing faces," Matt said.

Matt is a former FedEx driver, and Tiffany is a longtime financial adviser. They purchased the business to begin a new chapter and preserve a place they had grown to love as customers.

"I'm excited to be off the road and be able to interact with a lot more people than I used to," Matt said.

The couple kept the establishment's original charm while expanding its offerings to include bourbon tastings, comedy and open mic nights, and heartier menu options like pasta.

The menu also features blackened lemon herb salmon, bierocks, an extensive wine selection, and monthly food and drink specials.

The building also includes a semi-private back room that can host small gatherings of 20 to 25 people, such as bridal showers, baby showers and other special celebrations.

Former owners Shaun and Heather Musil listed The Paisley Pear for sale in April 2024. Matt and Tiffany purchased it that October.

"Shaun was very forthcoming and helpful," Matt said. "He's been very good to work with, and I appreciate everything he's done."

Shaun and Heather announced their decision to sell the Paisley Pear to prioritize time with loved ones.

HAYS
– The Hays Larks sent 20 batters to the plate in a 14-run third inning and closed
out their three game homestand with 20-2 blowout of the Dodge City A’s Monday
night at Larks Park.

Dylan
LaRue homered twice in the big frame. His two-run shot which pushed the lead to
8-1. Lane Sparks added a three-run blast to push the lead to 11-1. LaRue then added
another three-run homer to increase the lead to 15-1. The Larks (15-3-1, 11-3
RMBL) took advantage of six walks and had 10 hits in the inning.

Trent
Baker hit a two-run homer in the second to push the Larks lead to 6-1. Sparks
had&nbsp; two-run single and Thomas Lyssy a
two-run double earlier in the inning. 

Dodge
City (10-13, 5-6 RMBL) scored on a wild pitch in the second to take an early
1-0 lead.

Sparks
finished with three hits and seven RBIs which is the most since Brady Evans drive in seven vs. Colorado Springs Outlaws on July 8, 2022. LaRue had three hits and drove in
five, Baker also had three hits and three RBIs.

Nick
Gray (4-0) allowed one run on three hits with seven strikeouts over five
innings and picked up his team-leading fourth win.

The
20 runs scored by the Larks are the most in a game since they scored 21 at the
Colorado Springs Cage Rats on June 24, 2023. 

It’s
the second time this season the Larks have hit four or more home runs against
the A’s. They hit five out in their home opener on June 7th.

The
Larks have won five straight and move to 15-3-1 and 11-3 in the Rocky Mountain
Baseball League.

Chester
Neil DeWerff, 89, of Monkey Island, Ok and formerly of Hays, Ks, passed away on
Wednesday, June 25, 2025 in Grove, Ok. He was born on February 12, 1936 in
Great Bend, Ks to Chester Leon and Clara (Scheufler) DeWerff. 



Neil was raised near Ellinwood, Ks on the family dairy farm, where &nbsp;his
strong work ethic and his Christian faith were instilled. He graduated in 1954
from Ellinwood High School, where he had been a standout athlete and
quarterback of the undefeated football team. Neil played football and
basketball on scholarship at Emporia State University and earned 3-year varsity
honors and a Bachelor’s degree in Education. 



Neil began his career at Sabetha High School, coaching basketball and golf for
six years. His basketball team famously won the Dodge City Tournament of
Champions, a rare feat for the small school. Neil moved to Colby and coached at
the high school for 14 years. He led the basketball team to four consecutive
state tournaments, culminating with the state championship in 1970 and a
perfect 25-0 record. His Colby golf teams won state championships in 1973 and
1976. At his retirement, his career basketball coaching record was 337-99.



Neil became the Golf Course Superintendent at Smoky Hill Country Club in Hays.
Under his leadership, it became one of Kansas’ top courses. Neil served as
consultants to many area golf courses and was a member of the Golf Course
Superintendent Association. While at Smoky Hill, he also served as the
Commissioner of the Kansas Jayhawk Community College Conference. After leaving
Smoky Hill, he served as the Superintendent of the Ellis Golf Club in Ellis, Ks
&nbsp;for 17 years. Neil was an outstanding golfer in his own right and a true
devotee of the game.



Neil is survived by his wife, Belinda (Steckline) DeWerff of Monkey Island, OK;
sons, Joe DeWerff (Kathy) of Topeka, KS and Mike DeWerff (Tammy) of Gulf
Shores, AL; daughter, Lindsay Taylor (Adam) of Wichita, KS; sister, Virginia
Smith (Ed) of Sun City, AZ; grandchildren, Megan Tadlock (Jared) of Fairmont,
WV, Molly DeWerff of Topeka, Kelsey Alvarez (Ben) of Olive Branch, MS, Matt
DeWerff of Memphis, TN, and Kinley, Kasen, Kallan, and Viviana Taylor of
Wichita; and great-grandchildren, Brooklyn, Leo, and Landon.



He was preceded in death by his parents and siblings, Vernon DeWerff, Kenneth
DeWerff, and Edith Meyer.



Funeral services will be held at 10:00 AM on Wednesday, July 2, 2025, at St.
Joseph's Catholic Church, 215 W. 13th St., Hays, KS. Burial will follow at 2:30
PM in the Ellinwood Cemetery.



Visitation will be Tuesday, July 1, from 5:00 to 7:00 PM with a vigil and
rosary at 7:00 PM at St. Joseph’s Church. 



Additional visitation will be Wednesday, July 2, from 8:30 to 9:30 AM at
Keithley Funeral Homes and Crematory – Brock’s Chapel, 2509 Vine, Hays.



Memorial contributions are suggested to the Thomas County Community Foundation
(TCCF) in honor of Coach Neil DeWerff. Donations will benefit the Colby high

The Wild West Festival Committee has announced details of the much-anticipated return of a carnival to the annual Fourth of July weekend celebration, with Garry Moore Amusements set to provide a variety of rides, games and food stalls.

The carnival will operate in conjunction with the festival from Thursday, July 3, through Saturday, July 5, offering entertainment for all ages.

Garry Moore Amusements will open each evening at 5 p.m., with operations continuing as long as crowd support allows.

Wristbands for unlimited rides will be honored nightly from 6 to 10 p.m. Per-ride tickets will also be available for purchase during all operational hours. The carnival is expected to feature about 10 rides, 10 game stands, and two food stands, ensuring a diverse array of attractions for all ages.

"We are incredibly excited and relieved to announce the return of a carnival to the Wild West Festival," said Julie Edgeman, committee president. "Securing a quality carnival has been a significant challenge in recent years, and we are immensely grateful to Garry Moore Amusements for stepping up to bring this exciting piece of events to the Fourth of July holiday weekend. It's an element that truly completes the festival experience for many families."

Advance wristbands for the carnival are available for $25, offering a discount from the $30 price at the carnival gate.

These advance wristbands can be purchased during Wild West Festival set-up days, today through Wednesday at the Fort Hays Tech | North Central Main Street building at 101 Main St. from 9 a.m. to 1 p.m. They will also be available at the merchandise table inside the festival grounds during open festival hours.

It is important to note that access to the carnival does not require a Wild West Festival concert ticket, as Garry Moore Amusements operates as an independent entity, despite running concurrently with the festival.

Beyond the carnival, planning for the Wild West Festival's main stage concerts and activities is proceeding smoothly.

Wild West Festival announces carnival details, festival updates

Sherlyn Jean (Stull) Tatkenhorst,
77, of Natoma, Kansas, passed away Friday, June 27, 2025 at her home.

Jean was born April 10, 1948, in
Hays, Kansas.&nbsp; She is the daughter of Max
and Alberta (Jennings) Stull.&nbsp; She grew
up in the Codell and Natoma area.&nbsp; Her
parents divorced and Max remarried to Goldie Stull.

She graduated from Natoma High
School in the Class of 66.

Jean was united in marriage to
Keith Tatkenhorst on July 27, 1968, in Natoma.&nbsp;
They made their home in Hays, Kansas for a short time before moving to
the farm north of Natoma.&nbsp; Then in 2012
they moved in to Natoma.&nbsp; This union was
blessed with three children: Jenjer, Jason and Jeanna.

Jean drove the school bus for
Natoma School District #399 for many years.&nbsp;
She had her own route and drove to most activities of the school.&nbsp; In her spare time, she was a devoted farmer’s
wife and homemaker.&nbsp; She was a member of
Peace Lutheran Church of Natoma.&nbsp; She was
active in the church participating in Sunday school, vacation bible school and
being a part of Lutherans For Life.&nbsp; When
she was young, she was active in 4-H and FHA.&nbsp;
She enjoyed gardening, doing crafts, quilting and raising her sheep.&nbsp; It was her love for her grandchildren and
great grandchildren that put a sparkle in her eye.

Jean’s surviving family include
her husband of 56 years, Keith of the home; daughters, Jenjer Murphy (Brad) of
Waldo, Kansas and Janae Talbott (Aaron) of Russell, Kansas; son, Jason
Tatkenhorst (Stacy) of Basehor, Kansas; three brothers, Wane Stull (Cheryl) of
Solomon, Kansas, Lary Stull (Peggy) of Hays, Kansas and Keith Stull (Rhonda) of
Spearville, Kansas; six grandchildren, Jodi, Phillip, Kade, Kurtis, Austin and Kamden;
and four great grandchildren, Waylon, Jemma, Wryatt and Wiley.

Jean was preceded in death by her
parents; step-mother; and brother Joel Stull.

A celebration of Jean’s Life will

She was born October 1, 1954 in Hays, the daughter of Leon
A. and Lillian (Dreiling) Dinkel.&nbsp; She
was a graduate of Victoria High School with the class of 1972, earned a
Bachelor’s Degree in business administration from Fort Hays State University,
and then she worked for Sears doing merchandise ordering.&nbsp; Diana was a talented musician who played the
saxophone, accordion, piano, and played guitar at the Comeau Catholic Campus
Center.&nbsp; Diana was a devout Catholic and a
member of the Basilica of St. Fidelis.&nbsp; She
enjoyed family gatherings, graciously put the needs of others before her own,
and lovingly cared for her nieces, nephews, and parents.

Survivors include her mother Lillian of Victoria, two
brothers, George Dinkel and wife Linda of Wichita and Joseph Dinkel of
Victoria, three sisters, Mary Stecklein and husband Duane of Munjor, Annette
Wiesner and husband Raymond of Hays, and Therese Augustine and husband Vern of
Overland Park, and numerous nieces, nephews, great nieces, and great nephews.

She was preceded in death by her father Leon.

Mass of Christian burial was Saturday, June 28, 2025 at the
Basilica of St. Fidelis with Fr. Curtis Carlson, OFM Cap. officiating.&nbsp; Burial followed in St. Fidelis Cemetery.&nbsp; Memorials are suggested to the Basilica of

E. Ochs, 61, of Park, KS passed away peacefully surrounded by her family on
June 27, 2025, after a second battle with cancer. She was born on October 11,
1963, to Billy and Sophie Ochs. Shirley was the fifth of their six daughter
family. She was raised on a farm near Park, KS and really enjoyed the outdoors
and her quiet country life. Shirley’s interests were art, fashion, sports and
dance.

Shirley
believed education was very important. She was always eager to learn new
things. She graduated from Fort Hays State University, Colby Community College
and Goodland Vo-Tech.

Shirley
worked as a bank teller, receptionist, medical transcriptionist, pharmacy tech
and manager trainee. Her favorite and most important job was being a caregiver
for her parents for over 20 years until her cancer returned.

Shirley
treasured her family and friends. She enjoyed spending time with her nieces and
nephews. Many hours were spent playing outside with them. There was a special
place for all of them in her heart. She made an&nbsp;impact on their lives and
everyone’s that she met. She will be greatly missed.

Shirley
was a member of the Sacred Heart Church in Park and a member of their Altar
Society. Religion was an important part of her life. She prayed and talked to
God daily knowing that he was always with her no matter what.

She
was preceded in death by her father Billy G. Ochs and mother Sophie Ochs. She
is survived by her sisters, Beverly and husband Darold Zimmerman, Darlene and
husband Melvern Zimmerman, Kay Ann and husband Larry Schmidt, Jo Ann and
husband Ronald Zimmerman, Marilyn and husband Larry Heier; 14 nieces and
nephews.

Rosary will be said at 10:00 a.m. followed by a Memorial Mass at 10:30 a.m.
Thursday, July 3, 2025, at Sacred Heart Catholic Church, Park, with burial in

The Ellis County Commission will take action on the final plat application for the Fairview Patch Addition during its 8:30 a.m. meeting Tuesday.

The proposed 13-parcel residential development is north of Severin Road and 400th Ave.

The application has gone through the necessary planning, zoning and public hearing steps, and has received prior approvals from the Joint Planning Commission and the county for the preliminary plat.

Ten parcels will measure 3 acres each, one about 3.1 acres, and two larger parcels around 4.5 and 4.7 acres.

Highway 40 and Main Street intersection in Victoria

Brendan Mackay, Ellis County public works director, will ask the commission to approve $25,000 in funding to reconstruct the East Main St. approach to Old Highway 40 in Victoria.

At a previous meeting, the commission <a href="https://hayspost.com/posts/f411c2a9-c20a-4cf3-963d-d834ddb0f613">voted against approving financial assistance</a> for the approach reconstruction after the city of Victoria requested the county cover one-third of the total $124,685 cost.

The approach is deteriorating, resulting in large potholes.&nbsp;The funding will come from capital project savings and will not affect the general budget.

Mackay will request the commission to approve restructuring the Public Works Department that reallocates existing positions to improve efficiency, career development, workload distribution and long-term planning without adding new positions.

The restructuring aims to resolve staffing challenges and prepare the department for future operational needs.

The Ellis County Commission will receive an update on the 2025 Ellis County Fair from Justin Scheck, Ellis County Fair board president. The theme for the fair is "Another Day in Fairadise."

Mackay will also request that the commission approve the purchase of a $358,000 road grader to replace one that requires major repairs. The county will owe about $51,420 for the first year's payment.

The commission will be asked to approve a two-year cell phone contract with Verizon to replace the expired contract with Nex-Tech Wireless. The Ellis County IT department determined that Verizon offers a more cost-effective option.

Ellis County Commission to decide on final housing plans

The Gorham Community Development Association has announced a partnership with the city of Gorham to bring a splash pad to the community. 

Thanks to a generous grant from the Kansas Department of Commerce's Community Development Block Grant, that dream is becoming a reality.&nbsp;

The total cost of this project is $733,329. The Gorham Community Development Association is committed to supporting this effort, with a cash match of $190,666 to complete the grant. To date, the association has raised $164,913 toward the total project cost. The remaining amount to be raised is $25,750.

The association has already received grants from the Dane G. Hansen Foundation and funds from Russell County. The remaining funding has been raised from local supporters and through various fundraisers.

This splash pad will not only serve the residents of Gorham but also invite families from surrounding communities to enjoy a fun, safe environment for all ages, the association said.

However, the association still needs your support. The association is seeking businesses and individuals interested in partnering to create a lasting, fun-filled experience for the entire region, it said.

"Your sponsorship will enhance the splash pad and contribute to the joy and well-being of families throughout Gorham and beyond for years to come," the association said.

"We would love the chance to discuss this further and explore how we can work together to enhance our community," a news release from the association said.

Gorham association seeks sponsors for splash pad

The City of Hays Fire and Police Departments are urging residents to follow safety guidelines carefully as they prepare to celebrate Independence Day with fireworks.

Proper adherence to safety measures can significantly reduce the risk of injuries, fires, and property damage during holiday festivities.

Residents in Hays are permitted to discharge fireworks on July 2, 3, and 4, from 10 a.m. until 11 p.m.

Adhering to these designated dates and times helps ensure a safe, enjoyable holiday for the entire community.

Fireworks must only be used outdoors and should never be ignited or discharged from any vehicle, whether moving or stationary.

Additionally, fireworks should never be discharged on public streets or rights-of-way, and residents must observe strict distance regulations.

Fireworks are prohibited within 100 feet of hospitals, nursing homes, and fireworks sales locations, and within 50 feet of fuel pumps and gas stations.

"Safety should always be the top priority when handling fireworks," said City of Hays Fire Chief Ryan Hagans. "Following basic safety rules can help prevent accidents, injuries, and fires, allowing everyone in the community to enjoy the holiday safely."

Residents are reminded that bottle rockets, skyrockets mounted on sticks or wires, and untethered sky lanterns are illegal under Kansas state law.

Additionally, fireworks usage is prohibited in all city cemeteries, ensuring respect and preservation of these community spaces.

Hays Police Department Chief Don Scheibler highlighted additional essential safety recommendations, including having adult supervision at all times when fireworks are in use.

"Adults should closely supervise anyone younger than 12 using fireworks. Always use fireworks as intended—never attempt to alter or combine them," he said.

Alcohol consumption should never coincide with fireworks usage, and Scheibler recommends appointing a designated individual to handle all fireworks-related activities.

“Having essential safety equipment readily available, such as a garden hose, bucket of water, or fire extinguisher, is also crucial for quick response in case of fire,” Hagans said. "It is everyone's responsibility to practice safety and consideration during celebrations. We ask residents to promptly call 911 in case of any fire or injury related to fireworks, ensuring swift emergency response."

The Police Department also urges residents to be respectful neighbors by minimizing noise disturbance, particularly late in the evening, and thoroughly cleaning up fireworks debris to keep the community clean and safe.

"By following these simple yet critical guidelines, we can all contribute to a memorable and safe Fourth of July," Scheibler said.
