Vernon J. Kisner, 91, Hays, died Sunday, September 27, 2020 at HaysMed.

He was born May 4, 1929 in Pfeifer the 
son of Adam and Cecilia (Jacobs) Kisner.&nbsp;&nbsp; In 1947, he graduated from 
Schoenchen High School then attended Kansas State University for a 
year.&nbsp; He earned both a Bachelor and Masters Degree in mathematics from 
Fort Hays State University and taught math in Schoenchen, at Jefferson 
West, and at Hays High School.&nbsp; On April 18, 1950 he was united in 
marriage to Virginia Dome in Pfeifer and they celebrated 70 years of 
marriage.&nbsp; He was a farmer, automotive repairman in LaCrosse, and a 
police officer for the City of Hays.&nbsp; His memberships included St. 
Joseph Catholic Church and St. Joseph Third Degree Knights of Columbus 
Council #1325.&nbsp; Vernon loved the world of mathematics, but especially 
loved teaching and helping his students learn.&nbsp; He enjoyed playing 
volleyball, raising eight wonderful children with his wife, watching his
 children’s and grandchildren’s sporting events, and following K-State 
athletics.&nbsp; He loved life and farming, and always looked forward to 
harvest and driving the combine.

Survivors include his wife Virginia of 
Hays, four sons; Mark Kisner and wife Judy of Sugarland, TX, Terrence 
Kisner and wife Anne Marie of Bellevue, WA, Dale Kisner and wife Karen 
of Victoria, and Craig Kisner and wife Robyn of Hays, four daughters; 
Donna Bailey and husband Berny of Hays, Kimberly Moore and husband Phil 
of Hays, Sandra Skipton and husband Steve of Derby, and Anne Zimmerman 
and husband Keith of Hays, four sisters; Melvina Sexton of Topeka, Mary 
Jane Kuhn of Victoria, Flora DeBacker of Topeka, and Vera Toyzan and 
husband Mike of Albuquerque, NM, 22 grandchildren, 17 great 
grandchildren, and numerous nieces and nephews.

He was preceded in death by his 
parents, a brother; Delmar Kisner, four infant brothers, and two 
sisters; Bernice Cochran and Twila Grace.

Mass of Christian Burial will be at 
10:00 am on Thursday, October 1, 2020 at Holy Cross Shrine in Pfeifer.&nbsp; 
Burial will follow in Holy Cross Cemetery.&nbsp; Visitation will be from 5:00
 pm until 8:00 on Wednesday at Hays Memorial Chapel Funeral Home and 
from 9:00 am until service time on Thursday, at Holy Cross Shrine.&nbsp; A

Norma “JoAnne” Elder, 90, Bison, Kansas, died Monday, September 28, 2020, at Locust Grove Village, La Crosse, Kansas.

JoAnne was born March 9, 1930, in La Crosse, Kansas, the daughter of 
Clyde Christopher and Elva Mae (Smith) Hall.&nbsp; She was a lifelong 
resident of Bison, Kansas.&nbsp; A 1947 graduate of Bison Rural High School, 
Bison, Kansas, she was a homemaker, and cosmetologist working for 20 
years from her shop in her home.&nbsp; JoAnne helped her husband, Leonard, 
with the farm work.&nbsp; Although she disliked it, she was very good at it.&nbsp;
 But JoAnne was a seamstress from the get go.&nbsp; She owned and operated 
Elder’s Drapery in Bison, Kansas, for 12 years prior to her retirement 
in 1995.

She was a member of the United Methodist Church, United Methodist 
Women, and Joy Club, all of Bison, Kansas.&nbsp; She was a lifetime member of
 the Order of the Eastern Star, Hays Chapter #228, Hays, ,Kansas, and a 
charter member of the Sunshine Unit Extension Club.

JoAnne enjoyed gardening, and loved spending time with her grandchildren and great grandchildren.

On January 16, 1949, she married Leonard D. Elder at the United 
Methodist Church, Bison, Kansas.&nbsp; He preceded her in death October 13, 
2007.

Survivors include:&nbsp; two daughters, Kathy M. Holopirek, and her 
husband, Rick, Bison, Kansas, and Lori A. Collins, and her husband 
Charles, Omaha, Nebraska; nine grandchildren, and 15 great 
grandchildren.

She was preceded in death by her parents; her husband; one son, 
Dennis Elder; an infant daughter, Karen Marie Elder; and two sisters, 
Bonnie Schraeder, and LoRee Cooley.

Memorial service will be Saturday, October 3, 2020, at 10:30 A.M. at 
the United Methodist Church, Bison, Kansas, with Pastor Angie Vertz 
officiating.&nbsp; Inurnment will be in Lone Star Cemetery, Bison, Kansas.

Social distancing is recommended.&nbsp;The church is requiring all service attendees to wear masks.

Kansas crude prices are once again above $30, but remain more than $16 a barrel below the prices posted last year at this time. CHS in McPherson on Friday raised prices by a quarter to $30.50 per barrel.&nbsp;

AAA reports just 10 states had average gasoline prices below two dollars a gallon last week, and Kansas was one of them. The statewide average for a gallon of regular was just over $1.97 Thursday. We spotted $1.99 across Great Bend and $1.89 at several stations in Hays. The national average was a fraction over $2.19 a gallon, which is up a cent and a half from a week ago, down a penny from a month ago, and down 47 cents from a year ago.

Independent Oil &amp; Gas Service reports five active drilling rigs in eastern Kansas, which is up one, and five in the western half of the state, which is down one. Operators are about to spud one new well in Russell County. Baker Hughes reported 261 active drilling rigs across the U.S. on Friday, four oil rigs and two rigs drilling for natural gas. The rig count in Texas was up seven, while New Mexico was down two rigs.

Regulators in Kansas approved 11 new drilling permits last week, six in eastern Kansas and five west of Wichita, including one location in Barton County. That's 315 permits statewide so far this year, compared to 741 by this point last year.

Operators completed eleven new wells last week across Kansas. Independent Oil &amp; Gas Service reports five of those were east of Wichita and six were in Western Kansas, including one in Ellis County. The year-to-date total is 655 completions. At this time last year, the state saw over one thousand newly completed wells.

The government reported a big drawdown in U.S. crude oil supplies. The Energy Information Administration reported total inventories of just under 495 million barrels for the week ending September 18. That marks a decline of more than one and a half million barrels. EIA says inventories remain about 13% above the five-year average for this time of year.

U.S. crude-oil production was just over 10.7 million barrels per day, down 154,000 barrels per day from the week before, and down more than two million barrels per day from a year ago.

U.S. crude oil exports reached a record high in February and have since fallen each month, based on data through June. The U.S. Energy Information Administration says U.S. crude oil exports in the first half of the year are still higher than they were in the first half of last year.

Monthly crude oil imports declined sharply in April before increasing in May and June. EIA says imports were still lower than the same period last year. During that time, global demand fell by more than ten percent. Last week refineries increased imports by 160,000 barrels per day, but the four-week average is 24% below the same period a year ago.

The governor of California on Wednesday announced a timeline under which the state would ban the sale of new passenger vehicles powered by gasoline. The plan won’t stop people from owning or selling used gas-powered cars. But in 2035 it would end the sale of all new gas guzzlers in the state that accounts for more than one out of every 10 new cars sold in the U.S.

The state oil company in Libya reopened three ports for oil exports last week, as a political truce took hold. Reuters reports Shell provisionally chartered an oil tanker to load crude from one of the open ports at the end of this week. The ports have been shut down since January as part of a wider blockade. Bloomberg reports Libyan output has tripled in the week since the deal was reached.

Two huge Oklahoma-based Permian Basin producers have announced their merger. WPX Energy of Tulsa will merge with Oklahoma City-based Devon Energy in an all-stock transaction. The combined company will keep the name Devon Energy with its headquarters in Oklahoma City.

Just a week after revealing its plan to turn itself into a clean-energy giant, BP watched its share price drop to a 25-year low. Bloomberg reports top brass spent last week making presentations to show the world they could adapt to a low-carbon future without sacrificing returns. Investors were skeptical, and on Thursday BP stock closed at its lowest level since October 1995.

The Russian budget took a $164 billion hit last year because of a two-percent drop in crude prices. The Ministry of Natural Resources announced the value of Russia's crude reserves dropped by 17% in 2019. Russia's oil reserves make up more than 70% of that country's Gross Domestic Product. Analysts expect a much larger hit this year because of the pandemic price crash.

Based solely on the number of wells drilled, 2020 is shaping up to be the worst year since the 1930s, and perhaps earlier. World Oil offers a new drilling forecast suggesting we could drill fewer than 11,000 wells this year. That's half of last year's total and one fourth the total six years ago. The last time the total was below 12,000 wells was 1933.

LAWRENCE, Kan.&nbsp;– Bronze statues of legendary Kansas Football players John Hadl and Gale Sayers will be unveiled outside the Anderson Family Football Complex at halftime of the Jayhawks game on Oct. 3 vs. Oklahoma State. Because of the COVID-19 pandemic, this event will not be open to the public to attend in-person, but fans will be able to watch the ceremony online through KUAthletics.com. For those fans in attendance for the game, the ceremony will be live streamed on the videoboard in-stadium.

Two of the greatest players to ever suit up for the Jayhawks, Hadl and Sayers become the first two Kansas Football representatives to have statues of their likeness on the University of Kansas campus. Each statue stands eight-feet tall if standing upright and weighs close to 1,000 pounds.

Hadl, who played at Kansas from 1959-61, etched his name into Jayhawk lore with three brilliant seasons. The first two-time All-American in program history, Hadl starred for the Jayhawks both as a quarterback and halfback. A three-time all-conference selection, Hadl finished his career with 1,281 passing yards and 1,016 rushing yards, on top of leading the nation in punting in 1959. He also shined as a defensive back and return specialist.

Hadl’s No. 21 jersey is one of three retired Kansas Football numbers, joining Sayers and Ray Evans. Hadl still holds the school record for longest interception return (98 yards vs. TCU in 1959) and longest punt (94 yards vs. Oklahoma in 1959).

The Jayhawks went 14-5-2 during Hadl’s junior and senior seasons and ranked nationally in the top 20 each season. Hadl’s dazzling career concluded by being named MVP of the 1961 Bluebonnet Bowl and leading his team to a 33-7 win over Rice.

The Lawrence native is a member of the Kansas Athletics Hall of Fame and was inducted into the College Football Hall of Fame in 1994. After Kansas, Hadl also flourished in the NFL, enjoying a 16-year career and throwing for more than 33,000 yards. He was named NFL Man of the Year in 1971.

The statue of Hadl’s will stand next to the one of Sayers, who starred at Kansas one season after Hadl graduated.

Nicknamed the “Kansas Comet”, Sayers is widely known as one of the best running backs in the history of the game. A two-time All-America selection like Hadl, Sayers led Kansas in rushing, touchdowns and kickoff returns in all three of his seasons. He became the first player in NCAA Division I history to record a 99-yard run when he did it against Nebraska in 1963. Sayers also had a 96-yard dash a season prior against Oklahoma State, giving him the two longest runs in school history until 1997.

Sayers finished his Jayhawk career with 2,675 rushing yards and 3,917 all-purpose yards. He was inducted into the College Football Hall of Fame in 1977. Following his Kansas career, Sayers was a first-round pick of the NFL’s Chicago Bears and the AFL’s Kansas City Chiefs.

While Sayers had an abbreviated seven-year NFL career that was cut short due to knee injuries, that didn’t stop him from making a major impact when healthy. He led the league in rushing in 1966 and 1969 and in 1977 was inducted into the Pro Football Hall of Fame at age 34. Sayers, who passed away at age 77 on Wednesday, remains the youngest person ever selected to the NFL Hall of Fame.

The running back’s impact went far beyond the field, both during his time at Kansas and with the Bears. While with the Bears, Sayers was roommates with Brian Piccolo. The two became the first interracial roommates in the NFL and remained close friends until Piccolo passed away in 1970 of cancer.

Sayers, who also served as an assistant athletics director at Kansas from 1972-76, was also inducted into the National Association of Collegiate Directors of Athletics Minority Athletics Administration Hall of Fame in 2009.

Sayers also had a 96-yard dash a season prior against Oklahoma State, giving him the two longest runs in school history until 1997.Sayers finished his Jayhawk career with 2,675 rushing yards and 3,917 all-purpose yards. He was inducted into the College Football Hall of Fame in 1977. Following his Kansas career, Sayers was a first-round pick of the NFL’s Chicago Bears and the AFL’s Kansas City Chiefs.While Sayers had an abbreviated seven-year NFL career that was cut short due to knee injuries, that didn’t stop him from making a major impact when healthy. He led the league in rushing in 1966 and 1969 and in 1977 was inducted into the Pro Football Hall of Fame at age 34. Sayers, who passed away at age 77 on Wednesday, remains the youngest person ever selected to the NFL Hall of Fame.The running back’s impact went far beyond the field, both during his time at Kansas and with the Bears. While with the Bears, Sayers was roommates with Brian Piccolo. The two became the first interracial roommates in the NFL and remained close friends until Piccolo passed away in 1970 of cancer.Sayers, who also served as an assistant athletics director at Kansas from 1972-76, was also inducted into the National Association of Collegiate Directors of Athletics Minority Athletics Administration Hall of Fame in 2009.

Elnora Leone (Lynn) Jinks passed away on September 23, 2020 at 
Midlothian, TX.&nbsp; 

She was born on April 30, 1925 at Scott City, KS to 
Edward J. and Maggie (Miller) Schultz.&nbsp; The family moved to Pawnee 
County, Kansas when she was very young, and later moved into Larned.&nbsp; 
Her nickname in High School was “Dutch” and she was a member of the 
Dramatics Class, taking part in several plays.&nbsp; Elnora graduated from 
Larned High School in 1942 and then attended Business School in 
Hutchinson, KS &nbsp;

She married Jerry Jinks on June 7, 1958, and they lived in Larned the
 rest of their lives.&nbsp; They both worked many years at Larned State 
Hospital. Elnora was the Secretary for the Social Services Department.&nbsp; 
She took great pride in the fact that she could make the department run 
smoothly and make her boss look good.&nbsp; She retired at age 70 after 39 
years of service.&nbsp; Elnora was also well known for her Avon business

She enjoyed traveling with Jerry in their RV, and going to Lake 
Wilson for weekends. She loved fishing, camping, and being in their 
boat.&nbsp; Elnora also loved spending time at Port Lavaca, TX on the beach.&nbsp;
 She and Jerry would also spend a week in the RV at the Hutchinson Sate 
Fair every year.&nbsp; She loved decorating her home.

Elnora was preceded in death by her parents Edward J. &amp; Maggie 
Schultz, 2 brothers - Vernon and Estes, 3 sisters Ethel, Doris, and 
Gladys, and husband Jerry Jinks.&nbsp; She is survived by her children: Benny

Elnora L. Jinks

Helen Louise Hoyt, age 91, died on Thursday, September 24, 2020 at the Homestead Assisted Living in Garden City, Kansas.  She was born on April 28, 1929 in Dallas, Texas, the daughter of Ralph Johnson and Dorothy (Morrow) Coen.

She worked as the administrator for the Finney County Health Nurse for over 30 years before retiring.  Louise was also a member of the First United Methodist Church.

Louise was an incredible cook, baker and loved her country music.  Louise was a super grandmother and certainly knew how to throw parties for family and friends.  Her big smile and infectious laughter will always be remembered for brightening up any room.  

On March 7, 1948, she married Donald “Ed” Edward Hoyt in Garden City, Kansas.  He preceded her in death on March 6, 2000.

 Ann Staab, 92, of 222 State St., Carthage, N.Y., died peacefully on Friday, 
September 25, 2020 at her home surrounded by her loving family.

Sue
 was born on August 28, 1928 in Deferiet, N.Y., the daughter of the late 
Joseph and Anna (Tunia) Siedlecki. She attended school in Deferiet. She 
married Nicholas J. Staab on February 23, 1946 at St. Joseph’s Church in
 Hays, Kansas. Nicholas, a former employee of the St. Regis Paper 
Company died on October 14, 1975.&nbsp;

Sue
 enjoyed working many years for Willie and David Lewis at the Whistle 
Stop in Deferiet. She later worked as a teller for the St. Lawrence 
National Bank in Carthage for many years.&nbsp;&nbsp;She retired from Community 
Bank in 1992.&nbsp;

Sue
 loved her family with all her heart. She was a truly devoted wife, 
mother, grandmother, and great-grandmother. Her family was her absolute 
pride and joy. Her favorite pastime was to attend all the various 
sporting events of her son and then her grandchildren and her great 
grandchildren. She was known as the “number one fan”.&nbsp;&nbsp;Sue had been very
 involved in athletics herself through the years. In particular, she 
enjoyed softball and bowling. During the time she bowled at the Deferiet
 Bowling Alleys, Sue made bowling league history there and for the 
Carthage area by bowling a 609. She was told then she was believed to be
 the first person ever to do so but most definitely the first woman. She
 has always been proud of that accomplishment.&nbsp;

Sue
 had a very generous heart and giving spirit. She was always giving of 
herself to family, friends, and the community. Sue volunteered her time 
whenever and wherever needed. Sue was a very active member of the 
American Legion Auxiliary Post #789 in Carthage. She was a longtime 
parishioner of St.Rita’s in Deferiet and then St. James Catholic Church 
of Carthage. Sue volunteered many years working for the St.James Fair.

She is survived by one son and his wife: Richard J. (Peggy) Staab of West Carthage, 7 grandchildren
 and their spouses, Tamara Anderson, Brian (Angel) Staab, Adam 
(Abby)Staab and Joseph Staab and companion Tasha, all of West Carthage, 
Andrew (Tara) Staab of Carthage, Anna (Steve) Steele of Scottsville, NY 
and Theresa (Eddie) Escudero of Pennellville, NY, 16 great 
grandchildren, a sister, Helen Piroli of Deferiet and numerous nieces

She was born July 29, 1933 in Natoma, 
Kansas the daughter of Albert and Edna (Hartman) Grasch.&nbsp; She was a 
graduate of Natoma High School.&nbsp; On June 3, 1951 she was united in 
marriage to Everett R. Williams in Alton, Kansas, and they celebrated 55
 years of marriage before he preceded her in death on November 15, 
2006.&nbsp; Janet and Everett lived, worked, and raised their family on 
Higher View Dairy.&nbsp; She was a former member of Messiah Lutheran Church, 
housekeeper at the Ramada Inn, and a Senior Companion.&nbsp; Janet loved 
dancing, angels, and spending time with her grandchildren.

Survivors include a son; Rick Williams 
of Wichita, two daughters; Dee Rupp and husband Eddie of Hays and Pam 
Foster of Augusta, a brother-in-law; Bill Williams and wife Carolyn of 
Medicine Lodge, eight grandchildren; Angie Rupp, Missy Trent and husband
 Robert, Jaycee Bourget and husband Rocky, Nichole Foster, Kelly

Capuchin Father Bennett Colucci O.F.M. 
Cap., 89, victim of Covid-19 of Via Christi Village Care Center in Hays,
 Kansas, died Thursday,&nbsp; Sept. 24, 2020, just 28 days short of his 90th 
birthday, having tested positive for&nbsp; Covid-19 virus a few days earlier.

The youngest of the eight children of 
late Pasquale and Pasqualina (Citarelli) Colucci, Pasquale Jr., was born
 on October 22, 1930, in Hillsville, Pennsylvania.&nbsp;Early in childhood 
his parents died, and he was raised by his uncle and aunt, Frank and 
Nellie Colucci.&nbsp; He received the new name Bennett, when he joined the 
Capuchin Franciscan Order in 1951.&nbsp; Bennett studied for the priesthood 
at St. Fidelis Seminary and College in Herman, Pennsylvania, and 
Capuchin College in Washington, D.C., and was ordained a priest in 1957.

His first assignment was to the 
Capuchin Missions in Puerto Rico, where he ministered as associate 
pastor in Ponce, Utuado, Trujillo Alto, and Adjuntas, and then as 
director of a school for lay brothers and a retreat house in Adjuntas.&nbsp; 
In 1970, he moved to Colorado and served for four years as an associate 
pastor in Annunciation church in Denver.&nbsp; He then was on the staff of 
Denver’s Marycrest High School for 14 years while engaging in pastoral 
ministry at Clare Gardens.&nbsp; From 1986 till 1993 he was associate 
director and chaplain of Samaritan House for the homeless.&nbsp; Father 
served next in Kansas on the pastoral care team at Hays Medical Center, 
becoming its director in 2001.&nbsp; Retiring&nbsp;from public ministry in 2005,

late Pasquale and Pasqualina (Citarelli) Colucci, Pasquale Jr., was born
 on October 22, 1930, in Hillsville, Pennsylvania.&nbsp;Early in childhood 
his parents died, and he was raised by his uncle and aunt, Frank and 
Nellie Colucci.&nbsp; He received the new name Bennett, when he joined the 
Capuchin Franciscan Order in 1951.&nbsp; Bennett studied for the priesthood 
at St. Fidelis Seminary and College in Herman, Pennsylvania, and 
Capuchin College in Washington, D.C., and was ordained a priest in 1957.His first assignment was to the 
Capuchin Missions in Puerto Rico, where he ministered as associate 
pastor in Ponce, Utuado, Trujillo Alto, and Adjuntas, and then as 
director of a school for lay brothers and a retreat house in Adjuntas.&nbsp; 
In 1970, he moved to Colorado and served for four years as an associate 
pastor in Annunciation church in Denver.&nbsp; He then was on the staff of 
Denver’s Marycrest High School for 14 years while engaging in pastoral 
ministry at Clare Gardens.&nbsp; From 1986 till 1993 he was associate 
director and chaplain of Samaritan House for the homeless.&nbsp; Father 
served next in Kansas on the pastoral care team at Hays Medical Center, 
becoming its director in 2001.&nbsp; Retiring&nbsp;from public ministry in 2005, 
he took up residence at St. Fidelis Friary in Victoria, until his move

TOPEKA, Kan. (AP) — A state university president in Kansas whose decision this year to cancel a virtual speech by Ivanka Trump angered donors has resigned after less than a year in the job. The board overseeing the Kansas higher education system did not say why Wichita State University President Jay Golden stepped down in announcing the move Friday. 

The university in June received national attention and plenty of criticism for dropping a virtual speech by President Donald Trump's elder daughter for its technical school graduation. Regent and Wichita restauranteur Jon Rolph said that Golden’s resignation was not related to the Ivanka Trump controversy.

WICHITA — Wichita State University President Jay Golden has&nbsp; submitted his resignation to the Kansas Board of Regents, according to a statement Friday afternoon from Regents Chair Bill Feuerborn.

"The Board is thankful for his service. We are appreciative of his hard work and dedication to the university and are grateful for his commitment to serving students. We wish him well in all his future endeavors.

Wichita State Provost Rick Muma will serve as acting president while the Board considers options for an interim president. We are thankful that Rick is willing to step into this role."

The Board of Regents released no additional details Friday afternoon.&nbsp;

In June donors pushed the Kansas’ higher education board to fire Golden after he canceled a virtual speech by Ivanka Trump for its technical school’s graduation.

The Regents held a special Zoom meeting two days after a former board member from Wichita said the regents should ask for Golden’s resignation. Golden was present for at least part of the four-hour closed meeting.

Afterward, the board issued&nbsp;<a href="https://www.kansasregents.org/about/news-releases/2020-news-releases/757-kansas-board-of-regents-statement">a short statement</a>&nbsp;that didn’t mention Golden or Wichita State, expressing its commitment to “support and promote freedom of speech and diversity and inclusion.”

Golden became the<a href="https://www.wichita.edu/administration/president/golden_bio.php"> University's 14th President</a> in October of 2019.&nbsp;He previously served as vice chancellor and professor of engineering at East Carolina University and as a faculty member and associate vice provost of research and executive director of corporate relations at Duke University.

Betty Jean Shelton Austin, age 91, passed away peacefully on Friday, September 25, 2020, at her home in Scott City, Kansas.  She was born on January 3, 1929, in Glade, Kansas, the daughter of John Allen and Vernie McLaughlin Baker.  A resident of Scott City, Kansas since 1979 moving from Guymon, Oklahoma, she was a retired secretary from HRC Feedyard and was the owner and operator of Kringle’s Kreations where she sent her Santa’s all over the world.

She was a member of the First Baptist Church in Scott City, Kansas.

On November 8, 1946, she married Charles Shelton in Ness City, Kansas.  He passed away in March of 1979 in Guymon, Oklahoma.  On January 29, 1983, she married Robert Austin in Scott City, Kansas.  He passed away in November of 2002 in Scott City, Kansas.

Survivors include Her Six Children - Sherry &amp; Robert Brooks of Broomfield, Colorado, Nikki &amp; Alan Geier of Garden City, Kansas, Allen &amp; Patrice Shelton of Garden City, Kansas, Steve &amp; Lou Shelton of Scott City, Kansas, Craig &amp; Patty Shelton of Fayetteville, Arkansas, Elizabeth &amp; Gil Lewis of Scott City, Kansas, One Step Son - Mike &amp; Lynn Austin of Graham, Washington, Twenty-One Grandchildren, Thirteen Great Grandchildren, and Four Great Great Grandchildren.

TOPEKA, Kan. (AP) — Republican legislators in Kansas have started pushing to give more of their colleagues a say in how the state manages protracted emergencies such as the coronavirus pandemic after months of conflict between them and Democratic Gov. Laura Kelly.

A Republican-led legislative committee studying the state’s emergency management laws agreed Thursday that the GOP-controlled Legislature should consider creating a new panel with permanent oversight of how the governor handles monthslong emergencies. The study committee also said lawmakers should look into making it easier for them to reconvene later in the year after their annual spring session has concluded.

Top Republicans previously concluded that the Legislature needs to revise laws that give the governor sweeping powers during a state of emergency, arguing that they were designed for short-term emergencies such as floods and tornadoes. Kelly and GOP lawmakers compromised in June on a special law that set separate rules for the coronavirus pandemic, but key parts of it expire in late January 2021.

The law gave eight top legislative leaders, six of them Republicans, some oversight of Kelly’s actions and the ability to prevent her from extending the state’s existing state of emergency past mid-October. Six of the lawmakers are from the state’s two most populous counties, where support for restrictions is greater and mask-wearing is more common, and only one is from western Kansas, where skepticism of such measures is stronger. That’s created dissatisfaction among rank-and-file lawmakers, particularly conservatives from rural areas.

“It’s too limited, and you’re not guaranteed to have diversity,” said Rep. Fred Patton, a Topeka Republican and the study committee’s chairman.

Kelly frustrated many Republicans by&nbsp;<a href="https://apnews.com/article/8e5672095558ab92d7505f2a06f9a9b9">closing all K-12 schools</a>&nbsp;in March for the rest of the spring semester, keeping&nbsp;<a href="https://apnews.com/article/425a488fcf8f16dfb0d7e06a9293b1ff">a statewide stay-at-home order</a>&nbsp;in place for five weeks this spring and&nbsp;<a href="https://apnews.com/article/abd6bb1cfc4f6349d94f853f04b12bcb">imposing statewide restrictions</a>&nbsp;this spring on businesses and public gatherings. They’ve argued for giving local officials control over such decisions and forced Kelly to largely accept that approach since Memorial Day.

Kansas has reported more than 55,000 confirmed and probable coronavirus cases, or 19 for every 1,000 residents, with 621 reported COVID-19-related deaths as of Wednesday.

The seven-day rolling average of daily new cases in Kansas has risen over the past two weeks, from 496 new cases per day on Sept. 9 to 622 per day on Wednesday. That last figure represented&nbsp;<a href="https://apnews.com/article/virus-outbreak-health-kansas-clinical-trials-archive-c87451b4cf129afb6d02d4c8cd0a0fb2">the biggest spike</a>&nbsp;in new Kansas cases since the pandemic began.

“Laura Kelly, I felt like, was managing this public health crisis very well until the Republicans stepped in and started restricting her power,” said Senate Minority Leader Anthony Hensley, a Topeka Democrat.

The Legislature delegated decisions to its top leaders because lawmakers meet regularly only during the first part of each year in annual sessions scheduled for 90 days ending in May. Governors can call special sessions, as Kelly did to get the pandemic law enacted in early June, but the state’s tradition is not to have them frequently. Legislators can call themselves back only if two-thirds of them want to do it.

Rep. Stephen Owens, a Hesston Republican, said his constituents want him to be active in the state’s pandemic response, asking him, “Why aren’t you in Topeka fixing this?”

“I just think more legislative oversight is the way to go,” he said.

Meanwhile, a report from the state health department said nursing homes made up nearly half of the places in Kansas linked to active coronavirus clusters with five or more new cases in the past 14 days. The report released Wednesday listed 29 clusters, including 14 that are tied to nursing homes in 11 counties.

And Scott Brunner, a deputy secretary at the Kansas Department for Aging and Disability Services, told a legislative budget committee Wednesday that some nursing homes were struggling to meet federal testing bench marks because of lags in the supply chain,&nbsp;<a href="https://www.cjonline.com/news/20200923/coronavirus-testing-in-nursing-homes-remains-rsquomixed-bagrsquo-state-says" target="_blank">The Topeka Capital Journal reported.</a>

Karen Keller Becker, 79, passed away September 23, 2020, at Almost 
Home, Great Bend.&nbsp; She was born September 11, 1941, in Great Bend, to 
Marion Eustace “M.E.” and Ulanda (Schartz) Marmie.&nbsp; Karen was a 1959 
graduate of Great Bend High School and continued her education at 
Emporia State Teacher’s College.&nbsp; Karen married Norman C. Keller October
 21, 1961, in Great Bend.&nbsp; Norman passed away January 5, 1999.&nbsp; She then
 married Wayne A. Becker May 4, 2001, in Great Bend.&nbsp; Wayne passed away 
November 5, 2008.

Karen was a life time resident of the Great Bend area.&nbsp; Following her
 schooling she was employed as an administrative assistant for Central 
Kansas Electric Co-op.&nbsp; After she and Norman began their family, Karen 
was a homemaker, avid volunteer and active supporter in Norman's 
business, Keller Real Estate and Insurance. Karen was a member of Prince
 of Peace Parish at St. Patrick Catholic Church.&nbsp; She was a founding 
member and served as President and board member for the Holy Family 
School Endowment.&nbsp; She spent countless hours volunteering for the church
 and school including being a member of Altar Society, Parish Pastoral 
committee and attending Adoration Chapel.&nbsp; Karen served her community as
 a board member for Golden Belt Community Concert and a member of the 
Great Bend Progress Club and Great Bend Area Panhellenic.&nbsp; Karen was 
incredibly social and loved gathering with friends and family.&nbsp; She had 
lifelong friendships from several bridge clubs and coffee and dinner 
groups.&nbsp; Above all she cherished her time with family, enjoying every 
event and special occasion.&nbsp; She will always be remembered for her 
bright smile, true kindness and incredible generosity.

Survivors include, two sons, Kevin Keller and wife Lori, and Jeff 
Keller and wife Kathie, all of Great Bend; a daughter, Kim Meeds and 
husband Blaine of Anchorage, Alaska; seven grandchildren, Grant Keller, 
Alyssa Keller, Sarah Keller, Neal Keller, Katie Meeds, Maggie Meeds and 
Claire Meeds; Two brothers, Dave Marmie and wife Sherri, and Jerry 
Marmie and wife Linda, and their respective families; Norman's sister

Home, Great Bend.&nbsp; She was born September 11, 1941, in Great Bend, to 
Marion Eustace “M.E.” and Ulanda (Schartz) Marmie.&nbsp; Karen was a 1959 
graduate of Great Bend High School and continued her education at 
Emporia State Teacher’s College.&nbsp; Karen married Norman C. Keller October
 21, 1961, in Great Bend.&nbsp; Norman passed away January 5, 1999.&nbsp; She then
 married Wayne A. Becker May 4, 2001, in Great Bend.&nbsp; Wayne passed away 
November 5, 2008.Karen was a life time resident of the Great Bend area.&nbsp; Following her
 schooling she was employed as an administrative assistant for Central 
Kansas Electric Co-op.&nbsp; After she and Norman began their family, Karen 
was a homemaker, avid volunteer and active supporter in Norman's 
business, Keller Real Estate and Insurance. Karen was a member of Prince
 of Peace Parish at St. Patrick Catholic Church.&nbsp; She was a founding 
member and served as President and board member for the Holy Family 
School Endowment.&nbsp; She spent countless hours volunteering for the church
 and school including being a member of Altar Society, Parish Pastoral 
committee and attending Adoration Chapel.&nbsp; Karen served her community as
 a board member for Golden Belt Community Concert and a member of the 
Great Bend Progress Club and Great Bend Area Panhellenic.&nbsp; Karen was 
incredibly social and loved gathering with friends and family.&nbsp; She had 
lifelong friendships from several bridge clubs and coffee and dinner 
groups.&nbsp; Above all she cherished her time with family, enjoying every 
event and special occasion.&nbsp; She will always be remembered for her 
bright smile, true kindness and incredible generosity.Survivors include, two sons, Kevin Keller and wife Lori, and Jeff 
Keller and wife Kathie, all of Great Bend; a daughter, Kim Meeds and 
husband Blaine of Anchorage, Alaska; seven grandchildren, Grant Keller,

The Ellis County Health Department and Fort Hays State University announced today they are making flu shots available to the people of Ellis County and the FHSU university communities they serve.&nbsp;

“The COVID-19 pandemic remains a tremendous threat to our community, so it is absolutely essential that everyone in our community take a proactive step to ensure that Influenza doesn’t add to the burden on our local health resource,” said Ellis County Health Director Jason Kennedy.&nbsp;

According to the&nbsp;<a href="https://www.cdc.gov/flu/prevent/keyfacts.htm">Centers for Disease Control and Prevention</a>,&nbsp;

“Influenza is a potentially serious disease that can lead to hospitalization and sometimes even death. Every flu season is different, and influenza infection can affect people differently, but millions of people get flu every year, hundreds of thousands of people are hospitalized and thousands to tens of thousands of people die from flu-related causes every year. An annual seasonal flu vaccine is the best way to help protect against flu. Vaccination has been shown to have many&nbsp;<a href="https://www.cdc.gov/flu/prevent/keyfacts.htm#benefits">benefits</a>&nbsp;including reducing the risk of flu illnesses, hospitalizations and even the risk of flu-related death in children.”

Flu Shots for Residents of Ellis County&nbsp;

The Ellis County Health Department will offer flu shots beginning on October 1. Residents are asked to call 785.628.9440 and make an appointment for their flu shot. The Ellis County Health Department is open Monday through Thursday between the hours of 7:00 a.m. and 5:00 p.m. The office is closed each day between Noon and 1:00 p.m.

HaysMed, part of The University of Kansas Health System, will host the annual&nbsp;<a href="https://www.haysmed.com/drive-thru-flu-shots-available-september-27-at-haysmed/">HaysMed Drive-Thru Flu Shot clinic</a>&nbsp;on Sunday, September 27. The event, which will be from 9 a.m. to 2 p.m., will offer free flu shots for all residents older than 6 months.&nbsp;

People age 10 and up can receive their free flu shot without leaving their vehicles and HaysMed volunteers will direct traffic during the event.

Children 6 months through 9 years of age will be vaccinated on the west side of the Center for Health Improvement. Adults attending with children can also receive their shots in the same location.

More than 100 volunteers will be on hand to help with the event. HaysMed partners with Fort Hays State University and North Central Kansas Technical College as both facilities provide students to help with the shots. The event is sponsored by the Hays Medical Center Foundation. While there is no cost for flu shots, participants are asked to bring a canned food item to benefit the Community Assistance Center.

The flu vaccine also is available at HaysMed clinics for patients who are unable to attend the drive-thru flu shot event. Charges will apply at regular clinic visits, though the vaccine is covered by most health insurance plans.&nbsp;

Fort Hays State University’s flu shot program will begin on September 24.&nbsp;Students, faculty and staff are encouraged to get vaccinated for the 2020-2021 flu season at one of seven upcoming Flu Clinic Events.&nbsp;&nbsp;

These events have been organized as part of a joint initiative between the Human Resources Department and the Department of Nursing and the Student Health Center.&nbsp;

For members of the campus community who are unable to attend one of the seven Flu Clinic events, flu shots will be available at certain times in the Student Health Center.

Because Student Health Center staff are currently dealing with COVID-19 testing and patient care, appointments for a flu shot must be scheduled.&nbsp;Members of the FHSU campus community are asked to make an appointment online using&nbsp;<a href="https://tigertracks.fhsu.edu/TigerTracks/">Tiger Tracks</a>. Fall is in the air and that is exciting. For many families it means the start of a new school year with a schedule of extra-curricular activities that could make your head spin. For others it is a time of slowing down, and preparing your home and garden for cooler weather. For the Cottonwood Extension District, fall is a time when educational programs abound.&nbsp;

Are you a life-long learner? Moms and dads, grandmas and grandpas are never too old to learn something new. I don’t mean you have to enroll in a formal class, complete with a syllabus and a final exam. I am talking about the many educational programs offered by the Cottonwood Extension District. Whether you are a farmer interested in controlling honey locust trees in your pastures, or you have youngsters who are ready to join the 4-H and youth program, Extension has something for everyone. One program I am excited to share in the month ahead is about fermented foods. (Next weeks’ column will provide all of the details) &nbsp;

The year 2020 has created challenges for many. In Extension, our Administrative team has encouraged us to turn these challenges into opportunities. When our face-to-face meetings were restricted for a few months, our use of technology kicked into high gear. While Zoom meetings and webinars became the norm, our Cottonwood Extension Educators found ways to stay connected.

And just a reminder that our offices in both Great Bend and Hays are open and ready to serve you. We do ask that you wear a mask when entering our offices. If your questions can be answered through an e-mail or phone call we encourage that.

I would also like to encourage you to check out our Cottonwood website and like our Facebook page. Then you will see first hand the many learning opportunities that are highlighted. We are currently working on our fall quarterly on-line newsletter which will be posted to the web site in early October. I hope you will make time in your schedule to learn something new!&nbsp;
