WASHINGTON (AP) — The Justice Department unsealed charges Wednesday against two Islamic State militants from Britain, accusing them of carrying out a gruesome campaign of torture, beheadings and other acts of violence against Western hostages they had captured in Syria, including four Americans.

El Shafee Elsheikh and Alexanda Kotey are two of four men dubbed “the Beatles” by the hostages they held captive because of their British accents. They are expected to make their first appearance in the afternoon in federal court in Alexandria, Virginia, where a federal grand jury issued an eight-count indictment.

The charges are a milestone in a years-long effort by U.S. authorities to bring to justice members of the group known for beheadings and barbaric treatment of aid workers, journalists and other hostages in Syria. The men’s arrival in the U.S. sets the stage for arguably the most sensational terrorism trial since the 2014 criminal case against the suspected ringleader of a deadly attack on the diplomatic compound in Benghazi, Libya.

Videos of the killings, released online in the form of Islamic State propaganda, stunned the U.S. government for their unflinching violence. The recordings routinely showed prisoners in orange jumpsuits on their knees beside a captor dressed in black whose native English drove home the global reach of a group that at its peak occupied vast swaths of Syria and Iraq.

Relatives of four of the slain hostages praised the Justice Department for transferring the men to the U.S. for trial, saying, “Now our families can pursue accountability for these crimes against our children in a U.S. court.”

The indictment describes Kotey and Elsheikh as “leading participants in a brutal hostage-taking scheme targeting American and European citizens” from 2012 through 2015.

In July 2014, according to the indictment, Elsheikh described to a family member his participation in an Islamic State attack on the Syrian Army. He sent the family member photos of decapitated heads and said in a voice message, “There’s many heads, this is just a couple that I took a photo of.”

Elsheikh and Kotey have been held since October 2019 in American military custody after being captured in Syria one year earlier by the U.S.-based Syrian Democratic Forces. The Justice Department has long wanted to put them on trial, but those efforts were complicated by wrangling over whether Britain, which does not have the death penalty, would share evidence that could be used in a death penalty prosecution.

Attorney General William Barr broke the diplomatic standoff earlier this year when he promised the men would not face the death penalty. That prompted British authorities to share evidence that U.S. prosecutors deemed crucial for obtaining convictions.

In interviews while in detention, the two men admitted they helped collect email addresses from Kayla Mueller that could be used to send out ransom demands. Mueller was killed in 2015 after 18 months in ISIS captivity.

The State Department described their conduct in terms not nearly so benign. The agency declared Elsheikh and Kotey as specially designated global terrorists in 2017 and accused them of holding captive and beheading approximately two dozen hostages, including American journalists James Foley and Steven Sotloff, and aid worker Peter Kassig.

Specifically, the State Department said Elsheikh “was said to have earned a reputation for waterboarding, mock executions, and crucifixions while serving as an ISIS jailer.”

Kotey, according to the State Department, acted as an Islamic State recruiter and “likely engaged in the group’s executions and exceptionally cruel torture methods, including electronic shock and waterboarding.”

In a statement, relatives of Mueller, Foley, Sotloff and Kassig said the transfer “will be the first step in the pursuit of justice for the alleged horrific human rights crimes against these four young Americans.”

“We are hopeful that the U.S. government will finally be able to send the important message that if you harm Americans, you will never escape justice. And when you are caught, you will face the full power of American law,” the statement said.

The other two Beatles included the most infamous member of the group, Mohammed Emwazi, known as “Jihadi John,” who was killed in a 2015 drone strike. Emwazi appeared and spoke in the video of Foley’s execution. The fourth member, Aine Lesley Davis, was sentenced to seven years in prison in Turkey in 2017.

A vacant building in downtown Hays is being remodeled into a new pit barbecue restaurant.

Hays businessman Jacob Profitt bought 110 W. 11th last week at a sheriff's sale. The building has been other restaurants, but was&nbsp; last occupied by German-themed restaurant Das Essen Hutte.

Proffitt said remodeling has already started on the building and he has hired a pit master with 40 years experience for the restaurant.

He said he hopes to have the new business open in December or January.

Proffitt said all of the meat for the restaurant will be wood smoked fresh daily.

"Great pit barbecue is something that Hays has never had, and we have a pit master who is phenomenal," Proffitt said.

The restaurant will also offer traditional barbecue sides.

The name of the new restaurant will be Brick Rockin' BBQ.

The rock 'n' roll theme comes from the building's musical history. It was a record store between about 1920 and 1940.

This not Proffitt's first foray into local food.

Proffitt also owns  Kitsune Asian Creations, The Uptown Fox, Taco Grande restaurants in Russell and Hays, Auman Co. and Team prophecy MMA. He is a co-owner of Tiger Burger and Munsch Fitness.

Proffitt purchased 110 W. 11th for $104,401. The building was formerly owned by Plainville businessman Chuck Comeau and Liberty Group.

Four other properties also once owned by Comeau were sold at the sale.

Realtor Adam Pray bought four properties that were sold together for a total of&nbsp; $259,201. They include 1107-1109 and 1111 Main St. and 106 W. 12th St.&nbsp;

The storefronts at 1107 Main St. and 106 W. 12th St. are vacant. The buildings at&nbsp;1109 and 1111 Main St. are occupied by clothing store Couture for Men.

Pray said he has signed a long-term lease with&nbsp;Couture for Men. One of the other properties already has a lease pending.&nbsp;

He said he is still considering options for the second floor spaces on Main Street. One option is Airbnb spaces.

Pray also purchased the former bank building at 1108 Main St. last year during another Comeau foreclosure sale. That will be opening soon as a Haunted Hotel for Halloween. Watch the Hays Post for more details on that to be released soon.

Emprise Bank was granted foreclosures on the properties.&nbsp;Bank of Hays was listed as a second mortgage holder on the properties.

UPDATE: Vacant Hays restaurant being remodeled into pit barbecue

How do you put 95 years of living into a few paragraphs?&nbsp; Grammie was such a kind, selfless lady…but all of you that knew her already knew this.

Dolores Basgall was born on March 19, 1925 to Alex Basgall and Mary Urban at the Basgall farm southeast of Wallace, Kansas.&nbsp; She was the 4th child out of 10 children: Gene, Edwin, Willie, Bert, Norbie, Juanita, twins George and Margaret, and Bernice.&nbsp; She attended the Gill School east of their farm and later attended school in Wallace, Kansas.&nbsp; Her high school graduating class was the last class in Wallace in 1943.&nbsp; After high school she taught at the Gill School for a short time.

On July 13, 1944 she married her neighbor, Leo Bussen.&nbsp; Together they had 6 children: Jim, Butch and twin brother Johnny, Kenan, Trina and Mark.

The first few years of marriage Dolores worked as a housewife.&nbsp; She later worked at Uncle Pete’s Grocery Store and the Wallace Post Office.&nbsp; After her husband died in 1971, she went to work as a teller at the People’s State Bank in Sharon Springs, Kansas and worked there until she retired.&nbsp; Throughout most of these years, she was the City Clerk of Wallace as well.

Dolores was a very strong and active member of St Peter’s Catholic Church in Wallace, Kansas.&nbsp; Later in life, she became a member of the Holy Ghost Church in Sharon Springs, Kansas.&nbsp; She had a strong devotion to Jesus’ mother, Mary.&nbsp; Many Rosaries have been prayed through her lips!

Her family was definitely her greatest blessing.&nbsp; She lived and breathed for her children and more so, her grandchildren, thus came her infamous name, Grammie Dee!&nbsp; Almost everyone that knew her called her Grammie.&nbsp; I think every grandchild was rocked by Grammie with her singing a little song in German.

Dolores never turned away a “stray”, that not meaning cats or dogs, but people.&nbsp; There have been many of young folks that Grammie took under her wing, one special one from New Zealand named Lee.

She had a love for music.&nbsp; She always had her C.D. player or T.V. on with country music playing or was playing the piano.&nbsp; She was heartbroken when her legs became too weak to be able to dance.

Most of our memories will be from Grammie’s house in Wallace.&nbsp; We could pack more people in that little house when Grammie would cook.&nbsp; She was known for her endless pots of coffee, cinnamon rolls, homemade plum jelly and personal pan apple pies.

Her life has had so much love; there is no end to bragging on her.&nbsp; She left this world on October 2, 2020 after dying of natural causes.

Immediate family proceeding her in death are her husband Leo, son Kenan, infant son Johnny and Butch’s wife, Libby.

Dolores is survived by her sister Juanita Wostenberg (her side kick for 90 years) and brother George Basgall.&nbsp; She is also survived by 4 of her children, Jim and wife Penny Bussen, Butch, Trina and husband Ted Smelker, Mark and wife V.K. Bussen, Kenan’s wife Debbie Bussen, 18 grandchildren, 23 great grandchildren and 10 great-great grandchildren.

Grammie, you said you had a lot of questions for Jesus…now you can ask! &nbsp;

Visitation will held on Thursday, October 8, 2020 from 5:00 to 7:00 PM MT at the Holy Ghost Catholic Church in Sharon Springs with a Parish Rosary to begin at 7:00 PM.

A Mass of Christian Burial will be held on Friday, October 9, 2020 at 10:30 AM MT at the Holy Ghost Catholic Church in Sharon Springs with Father David Michael officiating.&nbsp; Interment will follow in the Fort Wallace Cemetery, Wallace, KS.

 </figure>How do you put 95 years of living into a few paragraphs?&nbsp; Grammie was such a kind, selfless lady…but all of you that knew her already knew this.Dolores Basgall was born on March 19, 1925 to Alex Basgall and Mary Urban at the Basgall farm southeast of Wallace, Kansas.&nbsp; She was the 4th child out of 10 children: Gene, Edwin, Willie, Bert, Norbie, Juanita, twins George and Margaret, and Bernice.&nbsp; She attended the Gill School east of their farm and later attended school in Wallace, Kansas.&nbsp; Her high school graduating class was the last class in Wallace in 1943.&nbsp; After high school she taught at the Gill School for a short time.On July 13, 1944 she married her neighbor, Leo Bussen.&nbsp; Together they had 6 children: Jim, Butch and twin brother Johnny, Kenan, Trina and Mark.The first few years of marriage Dolores worked as a housewife.&nbsp; She later worked at Uncle Pete’s Grocery Store and the Wallace Post Office.&nbsp; After her husband died in 1971, she went to work as a teller at the People’s State Bank in Sharon Springs, Kansas and worked there until she retired.&nbsp; Throughout most of these years, she was the City Clerk of Wallace as well.Dolores was a very strong and active member of St Peter’s Catholic Church in Wallace, Kansas.&nbsp; Later in life, she became a member of the Holy Ghost Church in Sharon Springs, Kansas.&nbsp; She had a strong devotion to Jesus’ mother, Mary.&nbsp; Many Rosaries have been prayed through her lips!Her family was definitely her greatest blessing.&nbsp; She lived and breathed for her children and more so, her grandchildren, thus came her infamous name, Grammie Dee!&nbsp; Almost everyone that knew her called her Grammie.&nbsp; I think every grandchild was rocked by Grammie with her singing a little song in German.Dolores never turned away a “stray”, that not meaning cats or dogs, but people.&nbsp; There have been many of young folks that Grammie took under her wing, one special one from New Zealand named Lee.She had a love for music.&nbsp; She always had her C.D. player or T.V. on with country music playing or was playing the piano.&nbsp; She was heartbroken when her legs became too weak to be able to dance.Most of our memories will be from Grammie’s house in Wallace.&nbsp; We could pack more people in that little house when Grammie would cook.&nbsp; She was known for her endless pots of coffee, cinnamon rolls, homemade plum jelly and personal pan apple pies.Her life has had so much love; there is no end to bragging on her.&nbsp; She left this world on October 2, 2020 after dying of natural causes.Immediate family proceeding her in death are her husband Leo, son Kenan, infant son Johnny and Butch’s wife, Libby.Dolores is survived by her sister Juanita Wostenberg (her side kick for 90 years) and brother George Basgall.&nbsp; She is also survived by 4 of her children, Jim and wife Penny Bussen, Butch, Trina and husband Ted Smelker, Mark and wife V.K. Ness County Sheriff's Department

On October 6 at approximately 4:25 p.m., Ness County Sheriffs Office conducted a traffic stop on a white 2017 Chevy Cruz for a minor infraction at H Rd on K96 Hwy in Ness County. During the stop, K9 Kaia was deployed and indicated an odor of narcotics on several areas of the vehicle. As Deputies requested the female driver to exit the vehicle she fled from the stop and pursuit ensued. Ness County Emergency Management overheard the radio traffic and shut down vehicles at the K96/U283 Hwy Jct in Ness City. 

The vehicle was chased through Ness City, and Ness County into Rush County and continued north on 183 Hwy into Hays, Ellis County. The Pursuit encompassed approximately 75 miles at speeds exceeding 115 mph. Spike strips were deployed and were unsuccessful 4 times during the pursuit, and 1 successful deployment just inside the south city limits of Hays, Kansas. At one point the driver used her vehicle to swerve at law enforcement officers attempting to use spike strips to stop the pursuit. The pursuit was ended when Kansas Highway patrol performed a tactical vehicle intervention (TVI) maneuver on the vehicle, in the 1900 block of Vine Street in Hays. 

After a preliminary probable cause search of the vehicle, approximately 30 - 40 individual containers of THC, THC paraphernalia and other drug paraphernalia were located in the trunk and passenger area of the vehicle. 

The vehicle is currently being held by Ness County Sheriffs Office for further investigation. The female driver was arrested on charges including: Felony Flee and Elude, Possession of Marijuana with the intent to distribute, Possession of Drug Paraphernalia and Aggravated Assault on a Law Enforcement Officer. 

No injuries to pursuing law enforcement, general public or suspect in this incident were reported.

This is an ongoing investigation. Formal Charges are pending in Ness County, Kansas. All suspects are innocent until proven guilty.

A number of law enforcement agencies used their vehicles to surround and stop a white car driving north on Vine Street in Hays Tuesday shortly after 5:30 p.m. 

The incident occurred near the intersection of 19th Street.

An employee of the nearby LoanMax told Hays Post she saw officers with guns drawn as the male driver was removed from the small vehicle and handcuffed, followed by officers searching the car.

Harolyn A. Sanders, 68, passed away October 3, 2020 in Wichita.

She was born September 29, 1952 in Larned to Harold L. and Lucille L. Caro Jackson.

A lifetime area resident, she was a Registered Nurse for Larned State Hospital and a member of Escue Chapel CME church.

On February 28, 1972 She married Frank Sanders Jr. at Milwaukee, Wisconsin; he preceded her in death on October 18, 2019.

Survivors include: three daughters, Diana Sanders and significant 
other Lamont, Barbara Sanders, and Meagan (Shannon) Rauls, all of 
Wichita; two brothers, Lloyd Caro, Larned, Roy Jackson, Tulsa; two 
sisters, Susan Whitaker, Lenexa, Olivia Jackson, Atlanta, Georgia, and 
seven grandchildren.

She was preceded in death by her parents, her husband, a daughter, Mary L. Sanders, and a grandson.

Joanne M. Clarke, 81, was born January 25, 1939, in Boston, 
Massachusetts, to John P. Babin and Blanche E. (Bourget) Babin and 
passed away on October 5, 2020, in Jetmore.&nbsp; She was raised on Mission 
Hill, MA and lived there until her marriage to Velven D. Clarke on May 
30, 1958, at Our Lady of Perpetual Help Basilica in Boston, at which time
 they moved to Jetmore, Kansas.

Joanne had been a resident of Jetmore since 1958.&nbsp; Children born to 
this marriage were Yvonne (Bonny) (Terry) Clarke McCarty, Kingsdown, KS,

Robert Eugene Seyfert, 74, passed away October 5, 2020, at the University of Kansas Health Systems Pawnee Valley Campus, Larned.

He was born March 20, 1946, in Great Bend to William Junior and Connie White Seyfert.

A longtime area resident he was an electrician. He enjoyed putting 
things together, inventing things, fixing things, cooking, and shopping.
 He served in the United States Navy.

Survivors include: his partner of thirty-seven years, Karen Smeeks, 
Garfield; three brothers, Fred Seyfert, Seward, Ted Seyfert, Dallas, 
Texas, Steve (Lisa) Seyfert, Wilber, Nebraska, and numerous nieces and 
nephews.

Cremation has taken place and no services are planned at this time.

WASHINGTON (AP) — Recovering after a battle with COVID-19, President Donald Trump plunged back on Tuesday into playing down the disease that hospitalized him for three days and has so far killed more than 210,000 Americans. He compared it anew to the seasonal flu and signaled he plans to return soon to the campaign trail.

Back at the White House after a dramatic helicopter return from the military hospital where he was receiving an unprecedented level of care for COVID-19, Trump’s attitude alarmed infectious disease experts. And it suggested his own illness had not caused him to rethink his often-cavalier attitude toward the disease, which has also infected the first lady and more than a dozen White House aides and associates.

Anxious to project strength just four weeks from Election Day, Trump, who is still contagious with the virus, tweeted Tuesday morning that he is planning to attend next week’s debate with Democrat Joe Biden in Miami. “It will be great!” he said.

The President's doctor reported Tuesday Trump now had 'no symptoms' of COVID-19. However, Navy Cmdr. Sean Conley, said Monday afternoon that the president would not be fully “out of the woods” for another week.

Trump returned to the White House Monday night aboard Marine One, gingerly climbing the South Portico steps before removing his mask and giving a double thumbs-up from the terrace, where aides had arranged American flags for the sunset occasion. He entered the White House, where aides were visible milling about the Blue Room, without wearing a face covering.

In a video released later, Trump offered a nonchalant take on the virus, contravening the public health warnings of his own administration that Americans take the threat seriously and to take precautions to avoid contracting and spreading the disease as cases continue to spike across the country

“Don’t be afraid of it,” Trump said. “You’re going to beat it. We have the best medical equipment, we have the best medicines.” His remarks were strong, but he was taking deeper breaths than usual as he delivered them.

Left unsaid was that the president’s experience with the disease has been far from typical, as his doctors rushed him onto experimental antiviral drugs and prescribed an aggressive course of steroids that would be unavailable to the average patient. While most must cope with their symptoms — and fear of whether they’ll take a turn for the worse — at home and alone, Trump had been staying in the presidential suite of one of the nation’s best hospitals, and he’s now at the White House, where there is a team of doctors on call with 24-hour monitoring.

On Tuesday, Trump also returned to his previous comparisons of COVID-19 to the seasonal flu.

“Many people every year, sometimes over 100,000, and despite the Vaccine, die from the Flu,” he tweeted. “Are we going to close down our Country? No, we have learned to live with it, just like we are learning to live with Covid, in most populations far less lethal!!!”

In fact, COVID-19 has already proven to be a more potent killer, particularly among older populations, than seasonal flu, and has shown indications of having long-term impacts on the health of younger people it infects.

Just days before, Trump suggested he had finally grasped the true nature of the virus, saying in a video, “I get it,” moments before he ventured out of the hospital while contagious to salute cheering supporters by motorcade — an outing that disregarded precautions meant to contain the virus.

Trump’s efforts to play down the threat of the virus in hopes of propping up the economy ahead of the election have drawn bipartisan criticism.

Republican Sen. John Cornyn of Texas told the Houston Chronicle editorial board that Trump had “let his guard down” in his effort to show that the country was moving beyond the virus and had created “confusion” about how to stay safe.

“We have to be realistic in this: COVID is a complete threat to the American population,” Dr. David Nace of the University of Pittsburgh Medical Center, said of Trump’s comment.

“Most of the people aren’t so lucky as the president,” with an in-house medical unit and access to experimental treatments, added Nace, an expert on infections in older adults.

“It’s an unconscionable message,” agreed Dr. Sadiya Khan of Northwestern University Feinberg School of Medicine. “I would go so far as to say that it may precipitate or worsen spread.”

Likewise, Biden, who spent more than 90 minutes on the debate stage with Trump last week, said during an NBC town hall Monday night that he was glad Trump seemed to be recovering well, “but there’s a lot to be concerned about -- 210,000 people have died. I hope no one walks away with the message that it’s not a problem.” Biden tested negative for the virus on Sunday.

Trump left the hospital after receiving a fourth dose of the antiviral drug remdesivir Monday evening, Conley said. He will receive the fifth and final dose Tuesday at the White House.

Vice President Mike Pence returned to the campaign trail moments after Trump announced he would soon leave the hospital. The vice president boarded Air Force Two to fly to Salt Lake City, where he is to face off against Democratic vice presidential nominee Sen. Kamala Harris on Wednesday.

Howard W. Linenberger, 84, Parker, Colorado, died Sunday, October 4, 2020, at his home.

He was born January 1, 1936, in 
Benkelman, Nebraska the son of Alfred and Angela (Reiman) Linenberger.&nbsp; 
On January 28, 1956, he was united in marriage to Shirley Befort, and 
they celebrated 64 years of marriage.&nbsp; From 1953 to 1956 he served in 
the Army National Guard.&nbsp; In 1961, he moved to Denver, Colorado, where he 
owned his own business, Denver Reconditioning.&nbsp; He then went to work for
 Ford Truck Sales as the body shop foreman.

Survivors include his wife Shirley, of 
the home in Parker, CO, a son; Howard W. Linenberger, Jr. and wife 
Jeannie of Post Falls, ID, a daughter; Sharon Christy and husband Rob of
 Elizabeth, CO, his twin brother; Harold Linenberger of Hays, four 
grandchildren; Vanessa Strouse and husband Rick, Amanda Zoller, 
Christina McElwain and husband Tony, and Mark Zoller, Jr. and fiancé 
Alyssa, and nine great grandchildren; Sammy Linenberger, Daniel Strouse,
 Emma Zoller, Hunter Zoller, Zakery McElwain, Athena McElwain, Mark 
Zoller III, Garrett Zoller, and Ryker Zoller.

He was preceded in death by his parents and a brother; Alfred “Berdal” Linenberger.

Jacy Joseph Braun, age 22, of Victoria, Kansas, died Friday, October 2, 2020, at Wesley Medical Center, Wichita, Kansas.&nbsp; He was born April 27, 1998, in Russell, Kansas, to Terry Joseph and Krista Dawn (Rathbun) Braun.&nbsp; He was engaged to Jessica Mallory.

He was a mechanic at Dreiling Field Service and had worked at Lang Diesel.&nbsp; He grew up in Victoria and was a 2016 graduate of Victoria High School, and a graduate of North Central Kansas Technical College in Beloit, Kansas.&nbsp; He enjoyed hunting, trapping,

softball, golfing, farming, raising cattle and his pickup.&nbsp; He was a member of St. Boniface Catholic Church, Vincent, Kansas and a member of the Victoria/Ellis County Fire Department.&nbsp; He was an organ donor to “extend others’ lives."

Frances Alberta (Holl) Nuss, 97 of Russell, Kansas, died on October 3, 2020, at the Main Street Manor in Russell, Kansas.

Frances was born on the family farm on February 6, 1923, in Russell County, Kansas, the daughter of Levi and Caroline (Dumler) Holl.  She grew up on the family farm and attended Holl School located across from the Holl homestead.  She graduated from Russell High School in 1941.  Following graduation she attended Salt City Business College in Hutchinson, Kansas.  She worked in clerical jobs over the years.  She met, fell in love and was united in marriage to Leland Martin Nuss on October 15, 1953, in Russell, Kansas.  She continued working outside the home for a few years before becoming a full time farm wife.  She enjoyed cooking, sewing, and many crafts.  Frances and Leland were blessed with two children, a son Monte and a daughter Sandra.  They were members of the St. John Lutheran Church in Russell, Kansas.  She was an avid Kansas University Basketball fan and loved attending her granddaughters sporting events. Most of all she enjoyed spending time with her family, especially her children, grandchildren and great grandchildren.

Surviving family include her son Monte Nuss and wife Mary of Russell, Kansas; daughter Sandra Doherty of Hutchinson, Kansas; 5 grandchildren David (Susan) and Brian Doherty, Erica (Ryan) Feil and Kaci and Whitney Nuss.  Five great grandchildren Bryson and Lawson Feil and Tayler, Peyton and Andy Doherty. One sister Betty (Dean) Popp of Lakewood, Co.

She was preceded in death by her husband of 67 years, her parents, brother Ottomer Holl and great granddaughter Carly Doherty.

A graveside service to celebrate Frances’ life will be held at 11 A.M. on Friday, October 09, 2020, at the Russell City Cemetery.  Visitation will be from 1 P.M. to 7 P.M. on Thursday, October 08, 2020 at the mortuary.  Memorials may be given to the Main Street Manor Nursing Center and can be sent in care of the mortuary. She continued working outside the home for a few years before becoming a full time farm wife. She enjoyed cooking, sewing, and many crafts. Frances and Leland were blessed with two children, a son Monte and a daughter Sandra. They were members of the St. John Lutheran Church in Russell, Kansas. She was an avid Kansas University Basketball fan and loved attending her granddaughters sporting events. Most of all she enjoyed spending time with her family, especially her children, grandchildren and great grandchildren.Surviving family include her son Monte Nuss and wife Mary of Russell, Kansas; daughter Sandra Doherty of Hutchinson, Kansas; 5 grandchildren David (Susan) and Brian Doherty, Erica (Ryan) Feil and Kaci and Whitney Nuss. Five great grandchildren Bryson and Lawson Feil and Tayler, Peyton and Andy Doherty. One sister Betty (Dean) Popp of Lakewood, Co.She was preceded in death by her husband of 67 years, her parents, brother Ottomer Holl and great granddaughter Carly Doherty.A graveside service to celebrate Frances’ life will be held at 11 A.M. on Friday, October 09, 2020, at the Russell City Cemetery. Visitation will be from 1 P.M. to 7 P.M. on Thursday, October 08, 2020 at the mortuary. Memorials may be given to the Main Street Manor Nursing Center and can be sent in care of the mortuary. Pohlman-Varner-Peeler Mortuary of Russell, Kansas, is in charge of the funeral service arrangements.

A short somber ceremony at the downtown Hays Fire Department Sunday was one of the few in-person tributes in observation of National Fallen Firefighters Memorial Weekend, Oct. 3 and 4.

The coronavirus pandemic forced the <a href="https://www.firehero.org/">National Fallen Firefighters Foundation</a>&nbsp;at the National Fire Academy in Emmitsburg, Md., to conduct its annual&nbsp;<a href="https://www.firehero.org/events/memorial-weekend/about/bells-across-america/">Bells Across America </a>memorial ceremony online.

 Other such observations at fire stations across the country also went virtual because of COVID-19 concerns.

Although the public was not invited, Hays Firefighter Justin Choitz organized a local remembrance ceremony Sunday evening in front of the fire house on Main Street.

The tolling of a bell in a specific pattern represents a special message to firefighters, according to Choitz.

"The history of tolling the bell 3 times — 5 times each — comes before telephones, and [emergency] pagers and radios," Choitz said.&nbsp;

"The fire alarm pull boxes that used to be on the corners of streets in America&nbsp;— depending on the location&nbsp;— would tone out a specific tone to a specific fire&nbsp; station.

"And it became universally known that 5 tones with a short pause, 5 tones with another pause, followed up by 5 tones was to signify that there had been a line of duty death," he explained.

Participating in the Hays ceremony were two current firefighters in their dress uniforms and face masks, Lt. Tyler Brungardt and Firefighter Brandon Woods, along with two future firefighters, the young sons of Brungardt.

Noah Brungardt, wearing a T-shirt with "HFD" on the back in big red letters, helped pull the long rope for the final set of five bells, carefully counting each one on his fingers.&nbsp;&nbsp;

"The tolling of the five bells is for the 82 firefighters that we lost [nationally] in 2019," Choitz said.&nbsp;

Sitting on a portable trailer, the large silver bell that rang out 15 times was provided by Thomas More Prep-Marian school. The bell is used to rally school spirit during football games and other activities.&nbsp;

Choitz had invited several retired firefighters to join in the tribute but they declined, worried about COVID-19.

Two Hays firefighters have been killed in the line of duty.
