HUTCHINSON — 
Mark Tallman with the Kansas Association of School Boards has attended 
most of the meetings on the Kansans Can success tour and the X factor as
 he sees it is we don't know what kids are going to need to know 
throughout their careers.

"We think about what they know, what you
 can measure on a test," Tallman said. "That is important, but that 
doesn't tell us what they can actually do. It doesn't tell us how 
they'll be able to change, because preparing in a certain way with a 
certain set of knowledge doesn't help you, if what you need to know 
changes in the future."

There are many skills kids got outside of the formal classroom, that are just as important as the knowledge they may gain there.

"Adaptability
 and problem solving and the ability to be more self directed, those are
 all things that we don't really think about as part of the mission of 
schools," Tallman said. "What we are hearing from parents and business 
and others is to say, that's what young people really need to have."

Teaching
 the ability to pivot when you need to synthesize new information is the
 educational holy grail that makes someone employable throughout their 
career.

"How do you teach a child to say, I don't know how to do 
this, how do I figure that out?" Tallman said. "What many people seem to
 be saying is, you do that by making school more about projects, more 
about things to accomplish than it has traditionally been. When you're 
confronted with a whole new thing you didn't study, instead of just kind
 of giving up or saying that's not my job or that's not what I was 
trained to do, you have a whole set of skills that says, I need to 
figure this out, here's tools I can use to figure it out, here's how I 
can get help, here's how I can work with other people. I'm going to take
 responsibility for this."

Extracurricular activities and 
community activities can help, but for kids who struggle academically, 
they might not get those opportunities, because they're still trying to 
get the actual school work done. 

Also, because of financial 
hardship, they may not get the chance to put themselves in new 
situations through things like travel that force them to learn to pivot 
to gain knowledge.

Tallman: Teaching kids how to adapt key to employability

The Tigers knocked off Sioux Falls at FHSU Soccer Stadium, holding the visiting Cougars to just two shots in the match. ⚽ Tiger women start season in win column


HUTCHINSON,
Kan. — University of Kansas political science professor Patrick Miller notes that, if Republicans can stay united in the Kansas Legislature, they can reshape the state's electoral map however they choose.

"There's no check on partisan based redistricting," Miller said. "The conservative majority on the Supreme Court has said recently that the federal courts cannot adjudicate cases about partisan redistricting, that you can't even bring that into the federal court."

D.C. is trying to shape redistricting on both sides, though.

"They are sending out maps from D.C. to the states, suggested maps to state legislatures saying, you know, this is kind of what we would like your map to look like, so that we can get another person of our party in D.C.," Miller said. "They're doing that more aggressively than they were 10 years ago, quite frankly. Democrats aren't going to waste their time sending model maps to Kansas. They're sending model maps to Illinois and New York. Republicans are sending model maps to Kansas and Georgia, places like that."

The Democrats best chance in Kansas to have a voice in the process may be to try to divide Republicans amongst themselves.

"Ten years ago, we couldn't come up with a map, quite frankly, because moderate Republicans and conservative Republicans couldn't compromise," Miller said. "They were each trying to shaft each other in that process, so the process broke down. There are a lot fewer moderate Republicans in the legislature these days, not very many, quite frankly. Republicans have that supermajority, which means that in theory, if Republicans stay united, they can override a gubernatorial veto."

Hutchinson Democrat Jason Probst is on the House committee. McPherson Republican Rick Wilborn chairs the Senate panel.

HUTCHINSON — Cosmosphere CEO Jim Remar notes that portions of the Hall of Space Museum are being worked on as of Monday.

"We
 are in the process of upgrading some of the oldest galleries in the 
Hall of Space Museum," Remar said. "What is known as our German gallery,
 the first gallery completed in 1997, is going to get a facelift. Then, 
we'll also renovate our existing Redstone and Sputnik galleries and then
 what is currently our Kennedy Theater."

The portions of the museum will tell the same story, just with some upgraded equipment.

"What
 we're going to do is upgrade the exhibitry, update lighting and 
graphics, open up a lot of the space," Remar said. "The flow will be a 
much more open and friendly pattern to the visitors and then we'll also 
tell the story in a little better chronological order than what we 
presently do. It will also allow the artifacts to be showcased and to 
allow the visitor to engage and enjoy the artifacts better than what the
 current displays allow for."

Experts from Hutchinson will make sure the exhibits are dealt with properly during the construction process.

"This
 week, we're going to start with some demo of the exhibitry and moving 
some of the larger artifacts out and then starting next week, we'll be 
full demo. Then we'll start construction and then hope to be open and 
ready by the holiday season."

Remar said the renovation has been on the drawing board since before COVID, but they finally have the funding in place.

Hall of Space upgrades underway at Cosmosphere


HUTCHINSON — Kansas Attorney General Derek Schmidt said the legal work 
continues to defend Senate Bill 40, the changes to the state's Emergency
 Management Act, at the Kansas Supreme Court.

"They've given us a 
schedule for the briefings, for both parties to file their written 
arguments, that extends into about mid-September," Schmidt said. "We're 
moving along. We also asked the Supreme Court to stay the decision 
below, to put it on hold, to take us back to the status quo and leave 
that in place while this appeal plays itself out."

The Court has 
neither agreed to a stay, nor said they won't. They've left that open 
for now. In fact, there's just a lot of uncertainty about the whole 
case.

"There were changes in June of 2020. There were changes in 
January of 2021. There were changes again in late spring of 2021. Then 
the court came in and invalidated some portion of the changes in late 
spring of 2021, but it's not clear how much was invalidated and even to 
the extent it's invalidated, what law takes its place. We think it's the
 January enactments. The Governor has argued that at least, to some 
extent, it takes you all the way back to pre-COVID law. It is a terrible
 muddled mess right now."

This makes it exceedingly hard for local
 governments, particularly counties, as many of them function as the 
Board of Health in their jurisdictions, to decide what cover they do or 
don't have to mandate masks or not or to do anything else until the 
question on remedies and which law controls is finally decided.

Schmidt offers update on emergency power Kan. Supreme Court case

The 1200 block of Felten Drive in Hays is adorned with the Stars and Stripes proudly waving in almost every yard.

The work is thanks to one man — Jerry Jacobs, a retired veteran whose hobby is making flag poles.

"I just love being patriotic, and I love watching the flags fly," he said.

Jacobs, 78, was in the National Guard for six years during the 1970s and on active duty for 18 months at Fort Hood in Texas. That is where he learned to operate a lathe, which he uses in his flag pole production.

Jacobs builds every flag pole, upon request, to exacting standards.

He's built 14 poles to date, six of which are on his block, Jerry said as he rocked in a white wooden rocker on his front porch, which is adorned with all sorts of patriotic decor.

"Everyone was anxious to get a flag and show their patriotism," Kathy Jacobs, Jerry's wife, said of their neighbors.

Fencing railing from chain-link fences is used so that the pole will not bend in the strong Kansas wind. Jacobs uses a special self-designed bearing system and weight so the flags will pivot around the poles in the wind and not wrap around the poles.

Each pole is fitted with a solar light to illuminate the flag at night. In addition, he uses metal decorative pieces for the finials on tops of the poles.

Jacobs recycles all sorts of brass and other items for this purpose, including candle holders and incense burners. Each pole is also stamped with a date.

Kathy said Jerry is passionate about his projects.

"It's funny, sometimes we'll be in bed and I'm just about ready to fall asleep, and he'll say, 'Should I use that 3/4-inch screw or 7/8?' I say, 'Shut up! Go to bed! Quit thinking!' But he's always building something."

He built a gun cabinet, but Kathy uses it as a hutch for her dishes.

With the exception of the framing, Jerry, who once ran his own air-conditioning business, built the house the couple lives in today on Felten Drive.

Jacobs patriotism is not just displayed on the exterior of his home. In his downstairs man cave, he has a 1776 flag and a 48-star flag alongside a portrait of President Eisenhower.&nbsp;

Kathy said Jerry goes all out decorating for the holidays. He has painted a large collection of bowling balls in holiday motifs. For the Fourth of July, he's painted balls in red, white in blue. He painted bowling balls to look like large Christmas ornaments. He has "bunny balls" for Easter and yet another set for Halloween. Has more than 60 Christmas balls alone.&nbsp;

The porch has hooks from which to suspend the decorated bowling balls.&nbsp; Storing and hanging the decorations is no small feat. Each ball weighs about 16 pounds.

Word got around that he was decorating the bowling balls, and they just started showing up outside of his shop, Kathy said.

When asked why he likes to decorate, he said, "I just like to be different. Celebrate the occasion, you might say."

 </figure>Kathy said Jerry goes all out decorating for the holidays. He has painted a large collection of bowling balls in holiday motifs. For the Fourth of July, he's painted balls in red, white in blue. He painted bowling balls to look like large Christmas ornaments. He has "bunny balls" for Easter and yet another set for Halloween. Has more than 60 Christmas balls alone.&nbsp;The porch has hooks from which to suspend the decorated bowling balls.&nbsp; Storing and hanging the decorations is no small feat. Each ball weighs about 16 pounds.Word got around that he was decorating the bowling balls, and they just started showing up outside of his shop, Kathy said.When asked why he likes to decorate, he said, "I just like to be different. Celebrate the occasion, you might say."<figure>

Hays vet builds flag poles to share love of country with neighbors

HUTCHINSON, Kan. — The City of Hutchinson issued a proclamation to a nurse, Lacey Hardin, who rendered aid following an accident last month in Hutchinson.

"July 20th, I was riding my bicycle on Hendricks," said John Fairbanks. "I ride with a group of guys and we've probably ridden together for 20 years and I got hit from behind by a motorcycle. It happened to be in her driveway, basically at the end of her driveway. She's a nurse. She came out to the road. She started to render aid. She had a bag and she got my cycling buddies engaged in trying to fix my wounds and waited for the ambulance and all that kind of stuff. I feel like she should be recognized, which is why I got in touch with Mayor Garza. She went above and beyond and I will forever be indebted to her."

"I just did what I had to do," Hardin said. "It's just in my nature as a registered nurse. Even if I wasn't a nurse, I feel like I would have been out there to help John. I work in long term care. I work in hospice care, so the emergency part of it is not really anything that I've ever done in my nursing career. I've been in nursing since 2003. It was a little adrenaline rush, but I knew what I had to do and I just wanted to make sure that he was okay."

Hutchinson USD 308 has heard back from Facebook as to the justification 
for removing Monday’s school board meeting from the social media 
platform.

The meeting featured a lot of discussion and comment 
from patrons regarding the district's COVID policy and the mask mandate 
for all students and staff.&nbsp;

Director of Communications for USD 
308 Marissa Meis says the district received notification from Facebook 
on why the meeting was removed. According to Facebook, it violated their
 Community Standards on “spam.” Meis says the district disputes that 
claim, and the video has gone back for review.&nbsp;

The school board 
was set to approve the new guidelines for the district COVID response 
when a number of patrons spoke out against the policy regarding masks. 
The district feels that it was that discussion that got the video 
censored. The district says it will take steps to make sure that there 
is backup to the district's video system and its Facebook site for 
future meetings.

State fair visitors guide available online

RICE COUNTY — It took a coin flip to decide the second participant in the November election for a city of Sterling council seat. 

According
 to County Clerk Aurelia Garcia, after the canvass of the August 3 
election that took place Monday, there was a tie between Jeremy Bennett 
and Heidi McCullers. 

The Board of Canvassers decided to do the 
coin toss after certifying the Election results due to the fact that the
 Candidates were present.  

The winner of the coin toss was Heidi McCullers. McCullers will face Stephen Wilson in November.

Coin flip decides winner of Kan. city council primary

HUTCHINSON, Kan. — A long-time legal precedent regarding vaccinations could be challenged at the U.S. Supreme Court. A KU professor notes that Jacobson v. Massachusetts has been around for more than 100 years.

"The state of Massachusetts required that every adult be vaccinated against smallpox, on the pain of criminal sanction, you would go to jail," said KU Law professor Lumen "Lou" Mulligan. "The state of Massachusetts made no exception for a religious exemption or underlying medical condition. They just said, everybody has to be vaccinated, full stop. Mr. Jacobson protested. He claimed he had the Constitutional right to be free from a forced vaccination and the U.S. Supreme Court really had no problem saying, no, you don't."

Jacobson established a floor of constitutional protection that consists of 4 overlapping standards: necessity, reasonable means, proportionality, and harm avoidance. There are also First Amendment challenges on religious grounds that likely would have merit if a state decided to be overly draconian with the issue.

"There's no state or municipal government today, that I know of, that is pushing any kind of vaccine mandate that does not have some sort of religious exemption," Mulligan said. "For sincere religious beliefs, I don't take any vaccines at all, usually gets you an exemption, often coupled with things like the University of Indiana did, okay, you can do that, you have to be masked, you have to test, that sort of thing."

The states are given the police power and courts have traditionally given a lot of latitude to legislative bodies to make policy in this area, so it is important to remain engaged with all levels of elected officials as the COVID-19 situation continues to unfold.

OPINION: Reno County commissioner makes case for the vaccine

If you look closely, I just got my first dose Wednesday of last week.
 Prior to my vaccination, like many, I had reservations about the 
vaccine - nothing specific, it just didn't seem worth it. I had Covid-19
 last year and generally felt my risk was low. Those are similar reasons
 I’ve heard from other people that have chosen not to get the vaccine.

However,
 I felt compelled to get the vaccine if as a county commissioner, I’m 
going to support our health department and local medical community’s 
plea for you to get it too. While I certainly have strong convictions on
 personal freedom and choice, I am also a very analytical person that 
seeks facts and information and have never found my decisions on 
Covid-19 policy to be driven politically.

The latest information I
 have from our local hospital is that resources are again tight (related
 to many factors including a shortage of nurses), and hospitalized covid
 patients are increasing again. The situation is significant enough that
 many Kansas hospitals are again full and deferring patients elsewhere. 
This was a surprise to me and a large factor in this open letter to our 
community.

I believe our local health professionals when they say 
people are showing up at the hospital with life threatening covid 
symptoms who didn’t even know they were at risk. They also say they are 
now actively seeing younger covid patients as the virus naturally moves 
towards a population that is less vaccinated.

It seems quite 
possible that the Covid virus is here for a long time to come, and most 
every person will encounter it at some point. It is also quite evident 
that the virus and its impact is wildly unpredictable. These factors all
 look like risks to me, especially to those most vulnerable. You should 
weigh those risks with the Reno County commission’s current position on 
mandates.

I would not expect Reno County to require masks, limit 
gatherings, or close businesses or schools through this next wave. We 
have the right tools at our disposal to individually handle this threat 
and weather the storm the best we can. Most every adult and adolescent 
has an opportunity to get a potentially life-saving vaccine, stay home 
when they are sick or vulnerable to sickness, and do other common sense 
measures like listening to their family physician.

Yet, my fear is
 that people in our community are going to die because they did not get 
the vaccine or our medical resources become overwhelmed. I continue to 
respect the decision of those who choose not to get it, but I recently 
have come to respectfully disagree with those who argue the potential 
risk of the vaccine outweighs the value.

There seems to be good 
local evidence that vaccinated individuals currently have a hugely 
better likelihood of surviving contracting covid. Specifically, greater 
than 99% of all hospitalizations and deaths related to Covid-19 in Reno 
County are unvaccinated and we have yet to lose one person who was 
vaccinated. Consider that when you consider your risks.

You can 
choose to believe me or not, parse my words, or find information that 
supports an argument against what I have laid out above. It really does 
not matter because at the end of the day, those decisions are your own 
to make, and I am simply hopeful you consider the risk to yourself, your
 loved ones and your community in whatever you decide.

Finally, two important specific notes. One, vaccines are <a href="https://www.vaccines.gov/search/">widely available to you today</a>.
 Two, if you are a registered nurse who has time, please consider 
offering your skills to Hutchinson Regional Medical Center - Kayla

Covid patient counts continue to rise.

Commissioner Daniel 
Friesen is vice-chair of the Reno County Commission. He was elected last
 November and took office in early January of this year. Friesen was 
previously a third-term mayor of the City of Buhler, holding that 
position for 11 years before joining the Commission.

OPINION: State senator responds to county commissioner's column

It was about the second, maybe third, day of the Covid virus debacle 
that I realized the politics behind the response. And, it continues. The
 Biden Administration is at war with Florida and Texas where Republican 
Governors place individual rights and a fact based understanding of the 
covid virus before inflated fear campaigns. A wide open southern border 
betrays the Democrat’s desire to fill the country with their kind of 
voters of which many are contagious with the Covid-19 virus. While Cuban
 refugees who are passionate for democracy remain ignored. More liberals
 spread throughout our nation are more important than containing the 
spread of their dreaded virus. Pure politics!

At the very core is 
the shot. It’s not a vaccine. It’s a medical procedure. The liberals 
brag and brag as to its efficacy. Yet, not a peep as to its pitfalls and
 they are plentiful. The CDC has a system to report vaccine 
complications. Its acronym is VAERS. Its on the CDC website. Do not fall
 for the liberal mainstream talking points. More deaths and 
complications are associated with this current shot than all other 
vaccinations in the several decade history of VAERS. Do the research!

A
 recent study by the renowned Cleveland Clinic of 50,000 people proved 
the robust nature of natural immunity. The shot just adds risks for 
complications. It is an affront to science to deny the worth of 
naturally acquired immunity. Do the research!

Recent studies out 
of the United Kingdom and Israel show a much different rate of infection
 after vaccination versus that reported by our overly enthusiastic 
Health Department. They to are guilty of fanning the flames of fear 
rather than talking to us in an adult manner. Fanning flames with 
misleading data points goes beyond enthusiasm and becomes blatantly off 
putting. Do the research!

Injecting our children with this mRNA 
shot is beyond bizarre. A report on the CDC website outlining their 
thought processes on recommending the shot clearly defines that 
vaccinated children experienced “more severe complications” than 
unvaccinated children. Never in the history of mankind has a society 
knowingly sacrificed children for the alleged benefit of adults. Please 
do your research!

It’s quite clear that the India (delta) variant 
is more contagious and correspondingly less deadly than the original 
Covid-19 virus. Early treatment remains key. Ivermectin and 
hydroxychloroquine are proven in multiple studies to be effective in 
preventing hospitalization and death. Yet, liberal academic medicine 
continues to shut down their use while promoting a brand new, unproven, 
hospital based IV infusion that is expensive and in short supply. This, 
to a medical doctor such as myself, is unforgiveable if not criminal. I 
won’t forgive my colleagues for this. Do the research.

I will 
leave the idiocy of masks for another time. And, if you want the shot, 
then by all means please get it. Just don’t be so condescending as to 
tell me what to do. Remember this, elected officials that feel a 
stronger need to “go along to get along” rather than advance the truth, 
are not leaders. They are politicians. My respect they do not gain.

that I realized the politics behind the response. And, it continues. The
 Biden Administration is at war with Florida and Texas where Republican 
Governors place individual rights and a fact based understanding of the 
covid virus before inflated fear campaigns. A wide open southern border 
betrays the Democrat’s desire to fill the country with their kind of 
voters of which many are contagious with the Covid-19 virus. While Cuban
 refugees who are passionate for democracy remain ignored. More liberals
 spread throughout our nation are more important than containing the 
spread of their dreaded virus. Pure politics!At the very core is 
the shot. It’s not a vaccine. It’s a medical procedure. The liberals 
brag and brag as to its efficacy. Yet, not a peep as to its pitfalls and
 they are plentiful. The CDC has a system to report vaccine 
complications. Its acronym is VAERS. Its on the CDC website. Do not fall
 for the liberal mainstream talking points. More deaths and 
complications are associated with this current shot than all other 
vaccinations in the several decade history of VAERS. Do the research!A
 recent study by the renowned Cleveland Clinic of 50,000 people proved 
the robust nature of natural immunity. The shot just adds risks for 
complications. It is an affront to science to deny the worth of 
naturally acquired immunity. Do the research!Recent studies out 
of the United Kingdom and Israel show a much different rate of infection
 after vaccination versus that reported by our overly enthusiastic 
Health Department. They to are guilty of fanning the flames of fear 
rather than talking to us in an adult manner. Fanning flames with 
misleading data points goes beyond enthusiasm and becomes blatantly off 
putting. Do the research!Injecting our children with this mRNA 
shot is beyond bizarre. A report on the CDC website outlining their 
thought processes on recommending the shot clearly defines that 
vaccinated children experienced “more severe complications” than 
unvaccinated children. Never in the history of mankind has a society 
knowingly sacrificed children for the alleged benefit of adults. Please 
do your research!It’s quite clear that the India (delta) variant 
is more contagious and correspondingly less deadly than the original 
Covid-19 virus. Early treatment remains key. Ivermectin and 
hydroxychloroquine are proven in multiple studies to be effective in 
preventing hospitalization and death. Yet, liberal academic medicine 
continues to shut down their use while promoting a brand new, unproven, 
hospital based IV infusion that is expensive and in short supply. This, 
to a medical doctor such as myself, is unforgiveable if not criminal. I 
won’t forgive my colleagues for this. Do the research.I will 
leave the idiocy of masks for another time. And, if you want the shot, 
then by all means please get it. Just don’t be so condescending as to 
tell me what to do. Remember this, elected officials that feel a 
stronger need to “go along to get along” rather than advance the truth,

Dueling opinions on COVID-19 vaccine in Reno County

Kan. — The economy continues to bounce back, according to a survey released Monday by Creighton University economist Ernie Goss. The Mid-America Business Conditions Index continues its stay in a range indicating very strong growth for the next three to six months, but those being surveyed aren't as confident in the long term and Kansas is lagging in one indicator in particular.

"Wage growth is not nearly as strong," Goss said. "In fact, it's ninth in the nine state region. That's simply because Kansas is adding jobs in lower wage sectors."

Goss believes the Federal Reserve is going to have to take some action, or inflation is going to be a big problem.

"They're going to have to cut back on their purchases of mortgage-backed securities," Goss said. "What does that mean? Each month, they are buying $80 billion of U.S. Treasury Bonds, monetizing the debt, buying the debt, supporting government spending. Then, they are buying $40 billion of mortgage-backed securities, which is supporting the housing market. Now, the housing market, in my judgment, doesn't need this much support and $40 billion? They need to cut back right there."

If the fed does not continue the practice, it likely will result in higher long-term interest rates, which means it would cost more to get a mortgage. How much more remains to be seen.

"You keep putting air in that bubble, it's got to go somewhere," Goss said. "It's going to ultimately go up with interest rates, higher prices and/or higher taxes."

The wholesale inflation gauge for the month surged to a record high 98.7 from June’s 98.4, the previous record high.

Goss: Inflation will be a problem if Fed doesn't act

Mann and his wife are vaccinated and he said it was the right decision for him and his family.

Rep. Mann against mandates, even though he is vaccinated

HUTCHINSON — Formal charges have been brought against a Hutchinson man arrested after packages containing 40 pounds of marijuana were intercepted in the mail.

Luis Gutierrez is charged with possession with intent to distribute within 1,000 feet of a school and one count of possession of drug paraphernalia with intent to distribute.

Gutierrez was arrested last week after members of the Reno County Criminal Interdiction Unit along with members of the United States Postal Service Inspectors Division, Hutchinson Police Department's Special Operations Unit, and South Hutchinson Police Department executed two drug-related search warrants simultaneously at two neighboring houses in the south part of Hutchinson as part of a controlled delivery.&nbsp;

Approximately 40 pounds of marijuana was seized from the two residences. Gutierrez remains jailed on a bond of $270,000. He is also due back in court Friday, Aug. 6, on a motion on a community corrections violation from a case back in 2019.

Kan. man charged after marijuana sent in the mail

DESOTO COUNTY, Mississippi —A Kansas woman was killed and&nbsp; man was injured in a single-vehicle accident just after 11a.m. Tuesday in Mississippi.

The Mississippi Highway Patrol identified the victim as 35-year-old Cynthia Teeter of Hutchinson. 

She was a passenger in an SUV driven by 28-year-old Aaron Corkill, also of Hutchinson.&nbsp;

&nbsp;Corkill was eastbound on Interstate 22 near the Interstate 269 interchange when the SUV left the road and struck a bridge pillar.

Kan. — Kansas Attorney General Derek Schmidt's office is continuing to advocate for legislative intent when it comes to Senate Bill 40, the bill that changed the state's emergency management act.

"The Legislature wrote the emergency management act, the legislature then amended the emergency management act," Schmidt said. "The court doesn't agree with the amendments and won't allow them to go into effect. We're going to appeal this decision to the Kansas Supreme Court, probably later this week. We think the legislature wrote the law and has the power to amend it."

Schmidt notes that his office doesn't know exactly how far Johnson County District Judge David Hauber's ruling really goes.

"One of the issues here is that there was only one provision in the changes to the emergency management act that was in dispute as part of this lawsuit," Schmidt said. "Yet, the court's decision appears to be sweeping. We're having a little bit of trouble understanding just how broad the decision is. We've read it, obviously, many times and we can't tell from the language whether the court invalidated only that one provision that the parents and the school district were fighting about, or whether the court invalidated the entire emergency management act or something in the middle."

The emergency management act covers many different kinds of emergencies, not just those related to COVID-19.

"Our first responders, our emergency responders, citizens in our communities need to know how much of that law is in effect, what tools they have in their toolbox," Schmidt said. "This court decision has really muddied the waters on that, so we're trying to get a fast clarification from the Supreme Court."

It's especially important for the state's school districts to know how much of the act is in effect, as school starts around the state in just a couple of weeks.

 Schmidt: Appeal ahead on bill that changed Kan. emergency management act

The six counts of attempted murder and the single kidnapping carry sentences of up to 55 years in prison if Campos is convicted. Campos told the court that he is working on finding an attorney and did not ask for a reduction in his bond, which is set at $2,101,500.

Campos was arrested after allegedly abducting a woman and her family in Wichita. They drove out to Cheney Lake. When the woman tried to escape in a vehicle, Campos allegedly shot at the vehicle, hitting a 2-year-old girl.&nbsp;

The woman drove into Sedgwick County where she called 911. The child was taken to Wesley Medical Center where she underwent surgery and is recovering.

Campos' next court date is set for Aug. 4. If he does not have an attorney at that time, one could be appointed for him.

District Attorney Tom Stanton said he hopes to have formal charges filed by no later than Monday. Campos is due back in court Tuesday, July 27 unless charges are brought against him before then.

Karla Nichols with the Reno County Health Department wants to 
reemphasize the importance of getting vaccinated, especially against 
COVID-19. All of the approved types of vaccine are available at a 
special clinic on Saturday from 8 a.m. to noon at the Health Department.

"All
 three vaccines are available," Nichols said. "We will have the Pfizer, 
which is available for those 12 and older, we will have the Moderna and 
we will have that one dose Johnson and Johnson."

The county is 
also planning to increase its notification of the public of case counts 
in the county again, since numbers have been going up in the last couple
 of weeks.

"Starting next week, we'll start updating those case 
totals on a workday daily basis, so the public can be aware of cases in 
the community," Nichols said. "It's a way for us to continue to remind 
the community. We need their help in getting vaccinated."

As of the last update 40.7% of Reno County residents have had at least one dose of vaccine.

The Ellis County Health department stopped updating its local COVID-19 dashboard in April.

According to Hutchinson Police Lt. Dustin Loepp, a man was riding his bicycle north in the 2600 block of Hendricks around 6 p.m. Tuesday when a dirt bike rider, later identified as Mykle Mitchell of Hutchinson, swerved and hit the man on the bike.

The bicyclist had a broken wrist and fractured ribs. Mitchell had road rash, but initially ran from the scene and was caught on foot about a block away. Mitchell was booked into jail for No Drivers License; Leave the scene of an accident, resulting in great bodily harm; Registration Violation and No/Expired License Plate.

As of Thursday, Mitchell was still listed as in the Reno County jail with a bond of $2,650

 </figure>By ROD ZOOKHutch PostHUTCHINSON, Kan. — A man arrested in connection with the abduction and shooting in Reno and Sedgwick County on Monday made his first appearance in Reno County District Court Tuesday morning. The injured two-year-old had surgery and is recovering, according to the sheriff's department.In a very short hearing, 22-year-old Kamden Campos answered two questions with one word answers and did not make any request for a reduction of his bond which is $2,101,500.Campos is facing possible charges of four counts of attempted first degree murder, kidnapping and theft. Campos was arrested after allegedly abducting a woman and her daughter in Wichita. They drove out to Cheney Lake. When the woman tried to escape in a vehicle, Campos allegedly shot at the vehicle, hitting a 2-year-old.&nbsp;The woman drove into Sedgwick County where she called 911. The child was taken to Wesley Medical Center where she remained in critical condition, according to the Sheriff's office.District Attorney Tom Stanton said he hopes to have formal charges filed by no later than Monday. Campos is due back in court Tuesday, July 27 unless charges are brought against him before then.

Kan. toddler recovering after kidnapping, shooting

RENO COUNTY —Law enforcement authorities are investigating a Kansas man in connection with a domestic dispute that led to a kidnapping and a child critically injured after she was shot.

 </figure>RENO COUNTY —Law enforcement authorities are investigating a Kansas man in connection with a domestic dispute that led to a kidnapping and a child critically injured after she was shot.Just after 11a.m. Monday a man and woman from Wichita K were involved in a domestic dispute which resulted in the woman being brought to a dead-end road at Cheney Lake in the vicinity of Yoder Road and Sun City Road, according to a media release from the Reno County Sheriff.The man, identified as 22-year-old Kamden Campos, took the woman to the edge of the water with intent to harm her. While he was distracted, the woman jumped in the car and fled the scene. As she fled, the suspect fired multiple shots toward the vehicle from a handgun.The woman noticed the child moving around in the car seat and pulled over to discover the girl had been shot in the back. While on the phone with 911 dispatchers, emergency personnel and first responders located her in Sedgwick County. The child was rushed to Wesley Medical Center in Wichita.Multiple agencies responded to the area of Yoder Rd and Silver lake Rd to begin looking for the suspect. Kansas Highway Patrol aircraft, Sedgwick County Drone, Reno County Drone, and many Deputies and officers began to scour the area looking for Campos. A perimeter was established where it was believed the suspect was last seen. The aircraft identified someone walking matching the description and guided officers to him. Just before 2p.m., officers too Campos into custody without any further incident.Deputies took him to the Reno County Correctional Facility where he was booked on requested charges of Attempted Murder in 1st Degree, Aggravated Kidnapping, and Possession of Stolen property. His bond is set at $2,101,500.00.Late Monday, the sheriff reported the child had come out of surgery. A shooting incident at Cheney Lake occurred Monday afternoon when a Wichita man kidnapped a child and her mother from a home in Wichita. According to Reno County Sheriff Darrian Campbell, the kidnapped woman was taken by the suspect to Fish Cove, near Sun City and Yoder Road. When the kidnapped woman attempted to drive away, the two-year-old child was shot while in the car seat. The child's mother drove back to Sedgwick County and called 911. The woman and the child were found in their vehicle at 61st St. N. and 263rd St. W west of Andale. The child was taken to a Wichita hospital in critical condition.<figure>
