The Hays City Commission will discuss one of the major capital improvement projects scheduled for 2025 during Thursday's work session.

An award for reconstruction of 32nd/33rd Street from Willow to Vine will be presented by Jesse Rohr, director of public works.

Vogts-Parga Construction, Moundridge, submitted the lowest bid for the project, $1. 55 million. This is about $245,000 under budget.

The project includes removing and replacing all the concrete pavement, various areas of curb and gutter, select areas of sidewalk and curb ramps to meet ADA requirements, intersections, and some alley entrances. The north intersection of Skyline and 33rd Street will be widened.&nbsp;

Also for consideration is a construction engineering services agreement with Driggs Design Group, Hays, for $52,320.

This section of street is a minor urban arterial road and carries about 3,500 vehicles per day, said Collin Bielser, deputy city manager.&nbsp;

"Residents along the project will receive a letter with an invite to a pre-project open house meeting to discuss the project, phasing, traffic flow, etc. These details are currently being worked out with the contractor," Bielser said.

The entire community will be notified of project updates through the city's website and public notices.

The project is anticipated to begin in early spring when weather conditions are&nbsp;favorable.

Three items related to progress in the Tallgrass Housing 4th Addition near 22nd and Wheatland will be presented, including a rezoning request from agriculture and residential general districts to residential multi-family by the developer Grow Hays/Heart of America Development Corporation.

The designation request, already unanimously approved by the Hays Planning Commission, would&nbsp;offer the developer more housing-type options and flexibility, including higher-density residential uses.&nbsp;

"That's a lot more than the 65 lots that are in Phases 1 through 3," Bielser said, "and one of the most significant [housing developments] Hays has seen in recent history."

Sloan Engineering and Consulting, Hays, has prepared a $249,850 contract for engineering services.&nbsp;

Also on the agenda is an annexation request from BEREXCO, LLC, the Hays branch of an independent oil and gas exploration and production company, for their 5-acre front lot property at 800A Commerce Parkway. The remainder of the lot to the east would remain in the county.

The land is contiguous to the city and served by city utilities.

32nd/33rd streets to undergo reconstruction this spring in Hays

The Russell and Hays school districts have notified students and staff their districts were affected by the nationwide PowerSchool breach.

Hays USD 489 released a letter to parents and staff about the breach Tuesday night.

The breach occurred on Dec. 28, according to the letter.

"According to the message from PowerSchool, they believe that this breach is now contained but may have affected personally identifiable information of our employees and/or students and their families, " the letter said.

"USD 489 is serious about protecting the security and privacy of your data. This breach not only violates our expectations for district vendors; it also violates board policy and Kansas law," the letter said.

The letter said the district has limited information about the data affected and is working with its legal counsel and PowerSchool to determine the extent of the data that might have been affected.

The letter said the district would notify staff and families of the credit monitoring and identity protection services that PowerSchool offers.

"We would like to stress that the compromised account was not a USD 489 account, and we had no control over the breached PowerSchool support account," the letter said. "Other USD 489 systems were not affected and remain secured. 

"We are taking precautionary steps with password resets for staff and will be looking at the same for student and parent accounts in the coming weeks. We have also denied remote support access from PowerSchool, so they are unable to access our PowerSchool server without our knowledge and approval."

District officials said they highly encourage everyone to be cautious of unexpected emails, calls or messages requesting.

Russell sent a similar letter to its parents.

The Russell superintendent confirmed the district has been impacted by the PowerSchool breach.

Superintendent Jordan Perez said they were informed on Jan. 7 by PowerSchool that they experienced a cybersecurity incident involving unauthorized access to certain PowerSchool SIS customer data.

Perez said the company is investigating the impact and resources, including credit monitoring or identity protection services, that will be provided as they become available.

A Hays man was arrested in Russell on multiple domestic violence charges after an alleged disturbance involving his wife.

Deputy Hays Police Chief Brian Dawson said 52-year-old Douglas Leon Ray Abel, who has a criminal history, allegedly choked and shoved his wife on Jan. 11.

Dawson said Abel's wife managed to escape and report the incident from a different location in Hays on Jan. 12.

Abel was located and arrested later that day in Russell by authorities. He was transported and booked into Ellis County Jail on alleged aggravated sexual battery, aggravated domestic battery and criminal threat.

Abel denied the allegations, but evidence such as visible bruises on his wife resulted in his arrest, according to Dawson. Abel was reported to have been drinking alcohol during the incident.

Hays man arrested for allegedly choking wife

An Ellis County man has been arrested in connection with the alleged theft of a vehicle from Auto World in Hays.

Deputy Hays Police Chief Brian Dawson said surveillance footage from the dealership, 722 E. Eighth St., showed a suspect stealing a black and gold 2011 Dodge Ram pickup in July 2024.

Dawson said a tip from Jan. 3 led to the arrest of 19-year-old Jayden Dravon Sellers, alleged to be the person identified in the surveillance footage. The vehicle was valued at $19,495.

According to Dawson, Sellers refused to answer during questioning and was booked into the Ellis County Jail on Jan. 8 for alleged felony property theft.

HaysMed reported 25 injuries from ice and falls during a statewide snowstorm on the weekend of Jan. 4-5.

Dr. Nathan Smith of HaysMed said that weekend was one of their busiest and most severe days during a winter storm.

"We definitely have lots of falls when there's ice or snow outside, but this was even worse than our typical winter weather," Smith said.

Smith said several ice-related injuries led to hip fractures and even a brain bleed, posing challenges due to the bad weather and the closest neurosurgeons typically located in Wichita.

"If you fall and have a bad accident that we cannot take care of, it might be a matter of us sitting with you in the emergency room and monitoring you," he said.

Smith said ice and fall-related injuries persisted after the weekend snowstorm, as hidden ice beneath the snow remained a hazard while people shoveled their driveways.

Most of the individuals who sustained hip fractures were older than 60 due to the increased fragility of their bones.

"Your balance isn't quite as good as it once was," Smith said.

Smith advises staying indoors unless necessary and preparing ahead of time to avoid leaving the house for several days. Otherwise, wear good traction shoes and keep your hands free to maintain the best possible balance.

"There was a ton of ice underneath, and that didn't help anyone at all," Smith said.&nbsp;

While no frostbite injuries were reported, Smith suggests people stay warm by dressing in layers.

While highs are set to increase into the upper 40s as the week progresses, arctic air will be back in Hays during the weekend. Highs are forecast in the low 20s on Saturday and Sunday, with a 20-30 percent chance of snow on Saturday, according to the National Weather Service.

Support group GriefShare offers healing when loved ones die

Fort Hays State University students Lincoln Myers and Tyler Preisser wake up each day inspired to create something new and exciting. 

As residents of the on-campus Dane G. Hansen Scholarship Hall, the pair have embraced new opportunities to grow, learn, and connect. Hansen Hall offers entrepreneurial-minded students like Lincoln and Tyler a community designed to enrich students’ college experience. They can’t help but reflect on the memories and friendships that have already begun shaping their futures.

Lincoln, a Colby native,&nbsp;has leveraged his time in Hansen Hall by becoming president of the Collegiate Entrepreneurs Organization and founder of Myers Media LLC, an independent media company he founded while at FHSU. Lincoln specializes in building companies’ brands through producing video advertisements, drone photography, and videography. Aside from launching a company while studying digital production and marketing, Lincoln is most proud of his work with local, national, and international companies. &nbsp;

“My time in Hansen Hall has helped me refine and expand my vision, especially as I connect with like-minded peers who challenge me to think bigger,” said Lincoln.

One of those peers is FHSU senior Tyler Preisser. 

As an engineering design major, Tyler came to FHSU after receiving a scholarship to live in Hansen Hall. Time on campus has allowed Tyler the opportunities and resources to pursue his entrepreneurial interests. Growing up in the small town of Buhler has shaped some of his work. Building a social media following of hundreds of thousands and building a hydroelectric animal-saving water filtration system are only a few examples of what Tyler has been working on as a Hansen Hall resident.

“Living around passionate, driven, entrepreneurial-minded people while at FHSU has shaped me into who I am today,” said Tyler.

Mr.&nbsp;Dane G. Hansen followed in the footsteps of his parents as a successful entrepreneur. 

The charitable foundation that bears his name today has a mission to improve the quality of life for the residents of northwest Kansas.&nbsp;

Lincoln and Tyler are just two of the 33 outstanding Fort Hays State students who call Hansen Hall home. Since opening in 2016, Hansen Hall has become an entrepreneurial hub on campus, fostering innovation and collaboration for students across all academic majors.

Residents receive a scholarship from the Dane G. Hansen Foundation to help offset their housing expenses, reduce barriers, and empower students to focus on their entrepreneurial ideas. 

While all academic majors are welcome to apply for Hansen Hall housing, spots are highly competitive, ensuring that only the most driven individuals join this community. The goal is for 80 percent of residents to be students from northwest Kansas who are passionate about entrepreneurship.

EMPORIA - Hays finally got their season going in 2025 after Mother Nature postponed the first two contests last week. The first of two make-up game took place in Emporia on Tuesday night.

Girls:&nbsp;#6 Hays 66, Emporia 12 Hays outscored Emporia in all four quarters on their way to a 66-12 win and in the process picked up their seventh win in seven tries this season.

Emporia hit a three pointer to open the game before Hays went on a 21-0 run over the next six minutes. Emporia shot just two field goals in the first quarter and took seven total shots through the first half. The Indians knocked down a shot at the end of the first quarter for a 23-4 lead.

Hays outscored Emporia 19-4 in the second quarter and 19-2 in the third for a 61-10 lead. The running clock fourth quarter still saw the Indians outscore the Spartans 5-2 for the 66-12 victory.

Hays allowed just 12 field goal attempts and forced 36 turnovers. Hays let go of the ball just seven times to match a season low. The Indians also shot a season high 56%.

Hays improves to 7-0 while Emporia falls to 0-5. The Spartans graduated 12 seniors following a fourth place finish at 5A state last year.

The Indians travel to Garden City Friday to resume Western Athletic Conference play.

Boys:&nbsp;Emporia 41, Hays 36 Hays had was outscored by eight in the fourth quarter falling 41-36 on the road Tuesday.

There weren't many points in the first half but Hays had more than half of them leading 18-14. Emporia led by two points twice before Hays used a 9-0 run that led to a 11-4 lead midway through the first quarter.

The Indians didn't score for the next six minutes but only allowed four points during the same stretch. Hays rebuilt their lead to 18-12 and had the ball inside two minutes remaining in the first half. Emporia closed the gap down to 18-14 at halftime.

Hays had a pair of seven point leads in the third quarter but never advanced the lead from that point. The Indians led 25-18 with 3:36 left in the third. That lead was followed by six straight turnovers. Despite that Hays led 25-22 going to the fourth quarter.

The Indians opened up the fourth quarter with a three pointer to take a 28-22 advantage. Hays didn't score for the next 6:08 when they made a pair of free throws with 1:02 left in the fourth, cutting the lead down to 34-30.&nbsp;

A pair of three pointers by Hays wrapped around a single free throw make brought Hays within one point at 37-36 with 11 seconds remaining. The Spartans cashed a pair of free throws to lead by three and Hays turned the ball over one more time. Two more Emporia free throws made the difference at 41-36.

Hays falls to 3-4 on the season. Emporia is now 4-2.

The Indians travels to Garden City on Friday.

&nbsp;Albertine “Tina” (Pfeifer) Rajewski – age 94, of Victoria,
Kansas passed away Friday, January 10, 2025, at Via Christi Village Care Center
Hays, Kansas.

She was born June 11, 1930, in Victoria to Anthony J. and Rose (Dreiling)
Pfeifer.&nbsp; Albertine was one of twelve siblings.&nbsp; She grew up in
Victoria, attended Victoria Grade School, and was a 1949 graduate of Victoria
High School.

She married Vern Gene Rajewski on November 7, 1953, at Victoria.&nbsp;
He preceded her in death on April 21, 1999.&nbsp; The newlyweds resided in
Hays, Kansas during the early years of their marriage, then in Plainville until
moving to Cimarron, Kansas in 1975.&nbsp; After retiring they moved back to
Victoria in 1994.&nbsp; Together they raised five children.&nbsp; After the
children went to school, Albertine was a cook, and a school lunch lady so that
she would be on the same schedule as her children.&nbsp; She cooked for over 35
years in the Plainville and Cimarron Schools.

Albertine was a member of The Basilica of Saint Fidelis, the Daughters of
Isabella for over 50 years, Christian Mothers, and V.F.W. Auxiliary Post # 1751
all of Victoria.&nbsp; In retirement she worked with the Victoria Meal Site for
Seniors until she moved into Via Christi Village in Hays.&nbsp;

She is survived by her children, Patricia Munk;&nbsp;Frank Rajewski and
wife, Katie; Theresa Herman and husband, Norbert; her son-in-law, Leonard Weber
and wife, Donna;&nbsp;her
seventeen grandchildren; Gwen Robben (Joseph); Donna Richards (Chad); Dennis
Munk (Heather); Scott Munk and Ashley Shogren; Tiffany Thomason (Reid); Amber
Munk and Evan Madigan; Sister Rose Marie Weber; Kimberly Robinson (Harold);
Patrick Weber (Mary); Christopher Weber (Jenna); Sarah McCambridge (Connor);

Burial will be in&nbsp; Saint Boniface Cemetery, Vincent, Kansas.

A Vigil Service will be at 7:00 P.M. Friday, followed by a V.F.W. Auxiliary
Memorial Service / Daughters of Isabella and Christian Mothers Rosary all at
Cline’s-Keithley Mortuary of Hays.

Visitation will be from 5:00 to 8:00 P.M. Friday, at Cline’s-Keithley Mortuary
of Hays, and from 9:00 to 10:00 A.M. Saturday, at the Basilica of Saint

KANSAS CITY, Mo. – Fort Hays State Men's Basketball received votes in the NABC Top 25 Poll for the third-straight week on Tuesday (Jan. 14). Fort Hays State currently holds a record of 10-4 overall on the season and is off to a 3-2 start in MIAA play. FHSU will play at home twice this week.

Washburn is now the No. 1 ranked team in the nation in the latest NABC and D2CSC Top 25 Polls. With 2023-24 national runner-up Nova Southeastern taking its first loss of the season last week, undefeated Washburn (15-0) took over the No. 1 spot in both polls. The Ichabods have reached the No. 1 national ranking for the first time since 1992. Fort Hays State is the only other MIAA school referenced in the latest NABC Poll.

Two of Fort Hays State's losses this year have been to current NABC Top 25 ranked teams. The Tigers fell to Washburn back on December 7 and to Southwest Minnesota State (currently No. 22) in the season opener back on November 8. Washburn was ranked No. 3 when it met FHSU back in December and Southwest Minnesota State began the year receiving votes, while FHSU was ranked No. 16 in the preseason poll. FHSU also has a win over a current NABC Top 25 team in MSU Denver, which holds the No. 19 ranking this week.

Fort Hays State plays host to Missouri Western (Thur. Jan. 16) and Northwest Missouri State (Sat. Jan. 18) this week in Hays. FHSU defeated NWMSU in Maryville back on January 2 before falling by three points to MWSU in St. Joseph on January 4.

🏀 FHSU men receiving votes in NABC poll for third-straight week

The Fort Hays State women's basketball team held steady at No. 7 in this week's WBCA Coaches Poll while the Tigers moved up one spot to No. 13 in the latest D2CSC Media Poll, both released Tuesday (Jan. 14).

Fort Hays State is now 13-1 on the year after defeating Emporia State 87-65 last week, the Tigers' third conference win by at least 20 points. FHSU accumulated 426 points in the coaches poll this week, up from 402 a week ago.

This is the third time this season that the Tigers have been slotted seventh in the coaches poll and the ninth-such occurrence all-time. Fort Hays State is now 13-0 all-time when playing as the seventh-ranked team in the DII coaches poll. The Tigers have more wins without a loss as the seventh-ranked team than any other spot in the poll. The next closest is No. 11, where the Tigers are 7-0.

Fort Hays State is 170-44 when ranked in the DII Coaches Poll, including a 119-25 mark when ranked inside the top 10. The Tigers have been listed in the WBCA Top 25 112 times, including 73 appearances in the top 10.

Pittsburg State is the only other MIAA program listed in either poll, with the Gorillas moving up one spot in each poll to No. 12 in the coaches rankings and No. 11 in the media poll.

The Tigers will play at home twice this week beginning Thursday (Jan. 16, 5:30 p.m.) when they look to avenge their lone loss of the season against Missouri Western.

The Hays High girls' have six wrestlers ranked and the boys have one in the latest Kansas Wrestling Coaches Association rankings released Tuesday.

Tionna Napue is ranked No. 1 at 135, Eleanor Stoffel is second at 190, Timber Lovewell is third at 145, Lexi Barnett third at 155, Kenlee Vehige sits fourth at 120, Emersyn Copper is fifth at 100 and Reese Vehige sixth at 125.

Johnny Rigler is ranked fourth at 190 in Class 5A boys.1. 

Quinter's Tate Blackwill is ranked No. 1 at 113 in 321A boys.

Local Republican legislators said property tax relief will be a top issue as the Kansas Legislature began its session Monday.

Kansas Rep. Ken Rahjes, R-Agra, Sen. Rick Billinger, R-Goodland, and Rep. Barb Wasinger, R-Hays, give a sneak peek at key issues slated for the Kansas Legislative Session.

Rahjes, who represents the 110th district, which includes parts of Ellis County, outlined priorities for the 2025 legislative session, including education, agriculture, water policy and tax relief.

"Water is still a huge issue," Rahjes said. "I think the top issue will be taxes."

Rahjes said his conversations with Kansans have highlighted a strong desire for property tax relief, which will be a focus of legislative efforts.

He also pointed to the state's financial reserves as a potential source for funding this relief. Broader discussions will address caps on real estate values and additional measures to reduce Kansans' financial burden.

Billinger, 40th District, lists the budget process, the effects of recent tax cuts, university funding and property taxes as key priorities for the 2025 session.

Billinger said Kansas has received federal funds as budget committees have focused on reducing and paying off debt. Billinger is the chairman of both the Legislative Budget Committee and Ways and Means Committee in the Kansas Senate.

"I believe our rainy day fund has over $1.8 billion. That will keep us in good shape for a long time to come," Billinger said.

Billinger said Kansas is spending $400 million more than its revenue, partly due to tax cuts and payments to <a href="https://na.panasonic.com/">Panasonic</a>, a technology provider of electric batteries.

We will absolutely be addressing that at the state level," she said.Rahjes and Wasinger said water is another issue for Kansas in the 2025 session, which will focus on developing sustainable solutions and strategies."I think you will continue to see the Legislature work with other partners on a good water policy and a long-term funding mechanism beyond the next year or two," Rahjes said."We are taking care of funding water issues in the state to ensure we continue to have water for future generations," Wasinger said.Billinger said there are funding disparities for Fort Hays State University and emphasized the importance of securing resources for the college."Fort Hays gets less than other universities of similar size," he said. "It's really a question of fairness."K-12 education and support for rural schools remain consistent discussion topics in the Kansas session.President-elect Donald Trump has proposed eliminating the U.S. Department of Education and transferring control of education to the states.Rahjes said whatever action Trump takes, he hopes to review state test scores, school sizes and special education in the session."There will be discussions for a Kansas solution to continue K-12 regardless of what happens from a federal level," he said.&nbsp;Rahjes said agriculture is another key focus for the Kansas Legislature, including renewable fuels, updates to agricultural regulations and foreign ownership."We'll probably have a bill that will be cautious but protect good corporate citizens in Kansas that were here long before Chinese ownership," he said.Rahjes said health care discussions should focus on improving affordability and accessibility, especially in Kansas' rural areas.Wasinger adds there is a need to reduce the waiting list for services for individuals with intellectual and developmental disabilities.Wasinger also said she supports the Help Not Harm Act, a bill aimed at prohibiting gender reassignment surgeries and hormone therapy for anyone younger than 18."Anyone who's raised children knows that they don't always know what they want until they get a little bit older," she said.Wasinger said Democratic Kansas Governor Laura Kelly previously vetoed the bill, but Wasinger hopes to make progress on the issue in 2025.Billinger said there have been concerns about Kelly's spending practices, particularly citing unauthorized fund allocations."I don't think it's a secret," Billinger said. "She wanted to build a practice football facility for the Kansas City Chiefs.
