David R. McDaniel, mayor of Ellis, was awarded the E.A. Mosher Excellence in Local Government award at the 2023 League of Kansas Municipalities Conference on Oct. 9. McDaniel is a strong advocate for the city of Ellis and for the League of Kansas Municipalities.
McDaniel believes in positive and progressive growth, leads his community's long-range planning efforts, encourages public-private partnerships and collaborates with other governmental entities to secure the necessary resources for the city of Ellis.
McDaniel's leadership was instrumental in guiding the city of Ellis' governing body to address the community's search for a safe and ample source of water. His efforts resulted in the investments toward water infrastructure, development of a water treatment plant and distribution system, and the recent purchase of a water well field.
McDaniel also negotiated the implementation of the first Tax Increment Financing, also known as a TIF, in the state for affordable residential housing. He advanced an inter-county partnership resulting in the development of the Ellis Medical Clinic. He worked to secure private investment and partnerships resulting in the construction of the Interstate 70 Ellis Travel Center and Days Inn Hotel. He began the volunteer recycling program, a stand-alone city service, and he chaired the Ellis Lakeside Campground Expansion Project.
McDaniel is currently leading a community organization partnership to secure funding to revitalize the downtown business district. The entire Ellis community has benefited from McDaniel's experience, professionalism, knowledge and proven abilities in leadership.
His primary consideration in decision-making has always been what is in the best interest of the citizens. McDaniel is a true champion of public service and a role model for other local city officials to follow.
