SHAWNEE COUNTY—Law enforcement authorities are investigating a body found in rural Shawnee County.

On Wednesday, officials with the Douglas County Nebraska Sheriff's office contacted the Shawnee County Sheriff's Office for assistance, according to Deputy Abigail Christian.

Just before 3pm, law enforcement officers with the Shawnee County Criminal Investigations Division began an investigation in the 2200 block of SW 57th Street

 A search warrant was executed. A deceased human body was discovered. Authorities have not made a positive identification of the body, according to Christian. The Topeka Police Department and Shawnee County Coroner’s Office are assisting.

Sheriff: Authorities work to ID body found in rural Kansas 

WASHINGTON (AP) — Momentum toward passing a $1.7 trillion government funding bill with more aid for Ukraine slowed considerably Wednesday as lawmakers struggled to reach an agreement on amendments needed to get to a final vote and avoid a partial government shutdown at midnight Friday.

Senate Majority Leader Chuck Schumer, D-N.Y., said the Senate was making progress, but lawmakers exited the chamber late in the evening looking glum and talking of a standoff.

“This bill is hanging by a thread," said Sen. Chris Coons, D-Del.

At issue is a proposed amendment from Sen. Mike Lee, R-Utah, seeking to extend pandemic-era restrictions on asylum seekers at the border, also referred to as Title 42.

“Sen. Schumer doesn't want to have a vote on Title 42 because he presumably knows it will pass," Sen. Mitt Romney, R-Utah, said. But the House won't go along, he said, and “everything falls apart."

The impasse came just hours after Ukrainian&nbsp;<a href="https://apnews.com/article/zelenskyy-biden-68c65b3274e552f36f16853f24fedbb9?utm_source=apnews&amp;utm_medium=featuredcard&amp;utm_campaign=leadsubstory_01">President Volodymyr Zelenskyy</a>&nbsp;sought to assure lawmakers during a joint meeting of Congress that the aid the U.S. is providing was much appreciated and could “speed up our victory.” He projected confidence throughout and even told lawmakers in his closing: “Merry Christmas and a happy victorious New Year."

“Your money is not charity. It’s an investment in the global security and democracy that we handle in the most responsible way,” Zelenskyy said.

The measure includes $44.9 billion in emergency assistance to Ukraine and NATO allies, above even President Joe Biden’s request, and ensures that funding flows to the war effort for months to come. The measure would also boost U.S. defense spending by about 10% to $858 billion, addressing concerns from some lawmakers that more investment in the nation's military is needed to ensure America's security.

Schumer’s hope was that the chamber would approve the bill as soon as Wednesday night, but several lawmakers exited the chamber saying they didn't expect any more votes that night. Once the Senate votes, the House will then have to take it up and pass the measure before midnight Friday to avoid a partial-government shutdown.

Sen. Debbie Stabenow, D-Mich., emerged from a late-night meeting in Schumer's office saying she was optimistic “about putting together a path" that would lead to the bill's passage in the Senate on Thursday.

Schumer and Senate Republican leader Mitch McConnell, R-Ky., took to the floor Wednesday morning urging colleagues to vote for the measure, though they emphasized different priorities.

Schumer said the worst thing Congress could do now is give Russian President Vladimir Putin any signal that the U.S. was wavering in its commitment to defend Ukraine.

He doubled down on that message in the evening, saying he had just met with Zelenskyy.

“He made it clear that without this aid package, the Ukrainians will be in real trouble and could even lose the war," Schumer said. “So that makes the urgency of getting this legislation done all the more important."

McConnell is facing pushback from many Republicans who don't support the spending bill and resent being forced to vote on such a massive package with so little time before a potential shutdown and the Christmas holiday. He highlighted the bill's spending boost for defense and said that non-defense spending, when excluding a big boost for veterans health care, would increase below the rate of inflation.

“If Republicans controlled this chamber, we would have handled the appropriations process entirely differently from top to bottom," McConnell said. “But given the reality of where we stand today, senators have two options this week, just two: we will either give our Armed Forces the resources and the certainty that they need, or we will deny it to them."

The bill, which runs for 4,155 pages, includes about $772.5 billion for non-defense, discretionary programs and $858 billion for defense and would finance agencies through September.

Lawmakers worked to&nbsp;<a href="https://apnews.com/article/ap-top-news-3e0fef206f524f6b1b67f7c36178a688">stuff as many priorities</a>&nbsp;as they could into the sprawling package, likely the last major bill of the current Congress. That includes $27 billion in disaster funding to help communities recovering from disasters and extreme weather events as well as an overhaul of&nbsp;<a href="https://apnews.com/article/donald-trump-susan-collins-west-virginia-c9c15562ad910bbc0ba6ef1eecbfc158">federal election law</a>&nbsp;that aims to prevent any future presidents or presidential candidates from trying to overturn an election.

The bipartisan electoral overhaul was a direct response to former President Donald Trump’s efforts to convince Republican lawmakers and then-Vice President Mike Pence to object to the certification of Biden’s victory on Jan. 6, 2021.

The spending bill also contains scores of policy changes that lawmakers worked furiously to include to avoid having to start over in the new Congress next year.

Examples include a provision from Sen. Josh Hawley, R-Mo.,&nbsp;<a href="https://apnews.com/article/technology-politics-d33e58c76bb3c13297c72816ef4e6231">that bans TikTok</a>&nbsp;on government cell phones due to security concerns. Another provision supported by the Maine delegation was added to aid the state's lobster and Jonah crab fisheries, delaying regulations proposed to help save endangered North Atlantic right whales. And, on the health care front, the bill requires states to keep&nbsp;<a href="https://apnews.com/article/health-covid-304d921beee43d29f1862cd4d6ab5297">children enrolled in Medicaid</a>&nbsp;on coverage for at least a year, which advocates say increases access to preventative care.

However, millions who enrolled in the health care program for low-income Americans could start to lose coverage on April 1 because the bill&nbsp;<a href="https://apnews.com/article/health-covid-304d921beee43d29f1862cd4d6ab5297">sunsets a requirement</a>&nbsp;of the COVID-19 public health emergency that prohibited states from booting people off Medicaid.

The bill also provides roughly $15.3 billion for more than 7,200 projects that lawmakers sought for their home states and districts. Under revamped rules for community project funding, also referred to as earmarks, lawmakers must post their requests online and attest they have no financial interest in the projects. Still, many fiscal conservatives criticize the earmarking as leading to unnecessary spending.

Some Republican senators are raising objections to the measure, not only because the amount of spending but because of Congress's habit of placing 12 separate appropriations bills into one massive package long after the fiscal year has begun and just before critical deadlines approach.

“Giving us a bill at 1:28 in the morning, that's over 4,000 pages, that nobody will have an opportunity to read, that we'll have no idea what's in it, is not the way to run your personal life, your business life or your government," said Sen. Rick Scott, R-Fla. “This has to stop."

House Republicans, including Rep. Kevin McCarthy, R-Calif., likely the next speaker of the House, are encouraging their colleagues in the Senate to only support a short-term extension. That way, they would have more ability to shape the legislation. McCarthy spoke to senators during their caucus lunch Wednesday. A notice sent by GOP leadership to House members urged them to vote against the measure when it comes to the House.

“This deal is designed to sideline the incoming Republican House Majority by extending many programs for multiple years and providing large funding increases for Democrat priorities on top of the exorbitant spending that has already been appropriated this year," the notice stated.

Fight over immigration puts $1.7 trillion spending bill in jeopardy

CASS COUNTY —Two inmates who escaped Dec. 12 from&nbsp;the jail in Cass County, Missouri south of Kansas City are still missing, according to the FBI.

The U.S. Marshals Service is offering a reward of up to $5,000 each for information that leads directly to the capture of 33-year-old Trevor Sparks and 43-year-old Sergio Perez- Martinez. The FBI is offering $10k each to anyone who can provide information leading to the capture of&nbsp; Martinez or Sparks.&nbsp;&nbsp;

&nbsp;Perez-Martinez of Panorama City, California and Sparks of Kansas City escaped on Monay. Authorities did not know they were missing until Tuesday.

Perez Mertinez&nbsp; was being held for possession of dangerous drugs. Sparks was jailed on money laundering charges, according to the sheriff's office.

A third individual, Steven Lydell Williams, Sr., 64, Kansas City, has been charged&nbsp; with aiding or assisting in the escape.

Search continues, reward offered for 2 KC-area fugitives

SALINE COUNTY—A Kansas man died in an accident just before 9:30p.m. Wednesday in Saline County.

The Kansas Highway Patrol reported a 2003 Mazda Tribute driven by Sawyer B.&nbsp;Lysell-Alkire, 16, Lindsborg, was southbound on Interstate 135 at the Lindsborg exit. 

The SUV entered the west ditch, overturned and came to rest on its top.

A passenger identified as 21-year-old Grant L.&nbsp;Lysell-Alkire was pronounced dead at the scene and was transported to Christian's Funeral Home. EMS transported Sawyer&nbsp;Lysell-Alkire to Salina Regional Health Center. They were both properly retrained, according to the KHP.

Kansas man dies after SUV rollover accident

WICHITA, KAN.– A federal jury convicted a former member of the Kansas legislature of defrauding federal and state agencies by a total of $355,550 in COVIID-19 business recovery funds, according to the United State's Attorney.

Michael Capps, 44, of Wichita was found guilty of submitting false and fraudulent documents on behalf of his companies to Emprise Bank for a Paycheck Protection Program (PPP) loan, to the Small Business Administration (SBA) for Economic Injury Disaster (EIDL) loans, as well as to the Kansas Department of Commerce for Small Business Working Capital grants.

The jury convicted Capps of false statement to a bank for a PPP loan,&nbsp; count of bank fraud – PPP loan, two counts of false statement to the SBA for EIDL loan,&nbsp;two counts of wire fraud SBA,,&nbsp;&nbsp;two counts of wire fraud Kansas Department of Commerce and four counts of money laundering.

Capps represented Kansas House District 85 that includes portions of Sedgwick and Butler Counties from August of 2018-to January of 2021.

The Federal Bureau of Investigation (FBI) and the Sedgwick County District Attorney’s Office investigated the case.

Former Kan. lawmaker guilty of $355K COVID relief fraud

Three northeast Saline County residents were arrested and five children were removed from their custody after an alleged incident that was reported on Tuesday.

Saline County Undersheriff Brent Melander said this morning that sheriff's office personnel responded Tuesday after a trusted adult reported an incident that allegedly happened on Sunday at a residence in the 2600 block of E. Shipton Road.

"Originally, the deputy went out and took the call, and realized it was going to be something other than just a simple battery case, so he got our investigators involved with that," Melander said.

Saline County Sheriff's Investigator Kody Trower said the incident was originally reported to the Dickinson County Sheriff's Department, which turned it over to Saline County because the location of the alleged incident was within Saline County.

Trower said one of the five children reported the alleged incident to a trusted adult on Tuesday. After hearing the allegations from the child, sheriff's office personnel were required to take into protective custody the other four children at the residence. All of the children are now in the custody of other family members, he said.

As a result of the investigation into the allegations, three adults were arrested on the following requested charges, according to Melander.

Shawn McHone, 48, of the residence in rural Saline County is being held on requested charges of Battery and Indecent liberties with a child

Falon R. McHone, 40, of the residence in rural Saline County is being held on requested charges of Criminal threat and Abuse of a child.

Lindsey N. Whisenhunt, 26, of the residence in rural Saline Count is jailed on requested charges of Assault and Aggravated battery.

WASHINGTON (AP) — Ukraine’s Volodymyr Zelenskyy told cheering U.S. legislators during a defiant wartime visit to the nation’s capital on Wednesday that against all odds his country still stands, thanking Americans for helping to fund the war effort with money that is “not charity,” but an “investment” in global security and democracy.

The whirlwind stop in Washington — his first known trip outside his country since Russia invaded in February — was aimed at reinvigorating support for his country in the U.S. and around the world at a time when there is concern that allies are growing weary of the costly war and its disruption to global food and energy supplies.

Zelenskyy called the tens of billions of dollars in U.S. military and economic assistance provided over the past year vital to Ukraine’s efforts to beat back Russia and appealed for even more in the future.

“Your money is not charity,” he sought to reassure both those in the room and those watching at home. “It’s an investment in the global security and democracy that we handle in the most responsible way.”

The speech to Congress came after President Joe Biden hosted Zelenskyy in the Oval Office for strategy consultations, saying the U.S. and Ukraine would maintain their “united defense” as Russia wages a “brutal assault on Ukraine’s right to exist as a nation.” Biden pledged to help bring about a “just peace.”

Zelenskyy told Biden that he had wanted to visit sooner and his visit now demonstrates that the “situation is under control, because of your support.”

The highly sensitive trip came after 10 months of a brutal war that has seen tens of thousands of casualties on both sides and devastation for Ukrainian civilians.

Zelenskyy traveled to Washington aboard a U.S. Air Force jet. The visit had been long sought by both sides, but the right conditions only came together in the last 10 days, U.S. officials said, after high-level discussions about the security both of Zelenskyy and of his people while he was outside of Ukraine. Zelenskyy spent less than 10 hours in Washington before beginning the journey back to Ukraine.

In his remarks to lawmakers, Zelenskky harked back to U.S. victories in the Battle of the Bulge, a turning point against Nazi Germany in World War II, and the Revolutionary War Battle of Saratoga, an American victory that helped draw France’s aid for U.S. independence. The Ukrainian leader predicted that next year would be a “turning point” in the conflict, “when Ukrainian courage and American resolve must guarantee the future of our common freedom — the freedom of people who stand for their values.”

Zelenskyy received thunderous applause from members of Congress and presented lawmakers with a Ukrainian flag autographed by front-line troops in Bakhmut, in Ukraine’s contested Donetsk province. The flag was displayed behind him on the rostrum by House Speaker Nancy Pelosi and Vice President Kamala Harris. Pelosi, in turn, presented Zelenskyy with an American flag that had flown over the Capitol that day, and Zelenskyy pumped it up and down as he exited the chamber.

Declaring in his speech that Ukraine “will never surrender,” Zelenskyy warned that the stakes of the conflict were greater than just the fate of his nation — that democracy worldwide is being tested.

“This battle cannot be ignored, hoping that the ocean or something else will provide protection,” he said, speaking in English for what he had billed as a “speech to Americans.”

Earlier, in a joint news conference with Biden, Zelenskyy was pressed on how Ukraine would try to bring an end to the conflict. He rejected Biden’s framing of finding a “just peace,” saying, “For me as a president, ‘just peace’ is no compromises.” He said the war would end once Ukraine’s sovereignty, freedom and territorial integrity were restored, and Russia had paid back Ukraine for all the damage inflicted by its forces.

“There can’t be any ‘just peace’ in the war that was imposed on us,” he added.

Biden, for his part, said Russia was “trying to use winter as a weapon, but Ukrainian people continue to inspire the world." During the news conference, he said Russian President Vladimir Putin had “no intention of stopping this cruel war.”

The two leaders appeared to share a warm rapport, laughing at each other's comments and patting each other on the back throughout the visit, though Zelenskyy made clear he will continue to press Biden and other Western leaders for ever more support.

He said that after the Patriot system was up and running, “we will send another signal to President Biden that we would like to get more Patriots."

“We are in the war," Zelenskyy added with a smile, as Biden chuckled at the direct request. “I’m sorry. I’m really sorry."

Biden told Zelenskyy that it was “important for the American people, and for the world, to hear directly from you, Mr. President, about Ukraine’s fight, and the need to continue to stand together through 2023."

Zelenskyy had headed to Washington after making&nbsp;<a href="https://apnews.com/article/russia-ukraine-zelenskyy-kyiv-9b7d42d3897185c0ecff222e5149e4ea">a daring and dangerous trip</a>&nbsp;Tuesday to what he called the hottest spot on the 1,300-kilometer (800-mile) front line of the war, the city of Bakhmut.

Poland’s private broadcaster, TVN24, said Zelenskyy crossed into Poland early Wednesday on his way to Washington. The station showed footage of what appeared to be Zelenskyy arriving at a train station and being escorted to a motorcade of American SUVs. TVN24 said the video, partially blurred for security reasons, was shot in Przemysl, a Polish border town that has been the arrival point for many refugees fleeing the war.

Officials, citing security concerns, were cagey about Zelenskyy's travel plans, but a U.S. official confirmed that Zelenskyy arrived on a U.S. Air Force jet that landed at Joint Base Andrews, just outside the capital, from the Polish city of Rzeszow.

Biden told Zelenskyy, who wore a combat-green sweatshirt and boots, that ”it’s an honor to be by your side.”

U.S. and Ukrainian officials have made clear they do not envision an imminent resolution to the war and are preparing for fighting to continue for some time. The latest infusion of U.S. money would be the biggest yet — and exceed Biden’s $37 billion request.

Biden repeated that while the U.S. will arm and train Ukraine, American forces will not be directly engaged in the war.

The latest U.S. military aid package includes not only a&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-patriot-missile-system-explainer-b16125509161de8a7a3b4c38022534c7">Patriot missile battery</a>&nbsp;but precision guided bombs for fighter jets, U.S. officials said. TOPEKA, Kan. (AP) — A Kansas man already serving a federal prison sentence for running an illegal autopsy scheme also has been sentenced to serve an additional year in jail on state criminal charges.

The Kansas attorney general's office announced Wednesday that Shawn Parcells, 43, was ordered by a state-court judge to serve his 12-month sentence in Wabaunsee County, west of Topeka, after he finishes&nbsp;<a href="https://apnews.com/article/kansas-topeka-6c1e6b500c0983cf60d0c548a2cbf817">a sentence of nearly six years</a>&nbsp;in federal prison on a wire fraud charge.

Parcells is housed in the federal prison in Leavenworth, Kansas, after pleading guilty in May to the wire fraud charge. Parcells also has been&nbsp;<a href="https://apnews.com/article/crime-kansas-topeka-derek-schmidt-9fe88635e4d225e9d6abb6aef05a2b67">banned from doing business</a>&nbsp;in Kansas.

Parcells has no formal education in pathology but made more than $1.1 million in Kansas between 2016 and 2019 from autopsies for more than 350 clients, most of which he did not perform, according to federal court records. He gained national attention in 2014 by assisting a privately hired pathologist in an autopsy of Michael Brown, the unarmed Black 18-year-old from Ferguson, Missouri, who was fatally shot by a white police officer.

In Wabaunsee County, he was convicted of three felony theft charges and three misdemeanor charges of illegally obtaining control over bodies, stemming from three autopsies he performed for the county in 2014 and 2015, the attorney general's office said.

&nbsp;The aid signals an expansion by the U.S. in the kinds of advanced weaponry it will send to Ukraine to bolster the country’s air defenses against what has been an increasing barrage of Russian missile strikes.

The package, which was President Biden confirmed Wednesday, will include about $1 billion in weapons from Pentagon stocks and another $800 million in funding through the Ukraine Security Assistance Initiative, which funds weapons, ammunition, training and other assistance, officials said.

Zelenskyy and other Ukraine officials have pressed Western leaders to provide more advanced weapons, including the Patriots, to help their country in its war with Russia. The&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-patriot-missile-system-explainer-b16125509161de8a7a3b4c38022534c7">Patriot would be the most advanced</a>&nbsp;surface-to-air missile system the West has provided to Ukraine to help repel Russian aerial attacks. That would ensure that U.S. support will continue next year and beyond as Republicans take control of the House in January. Some GOP lawmakers have expressed wariness about the assistance.

During the quick trip, Zelenskyy is expected to meet with Biden at the White House, take questions from the press, and deliver an address before Congress. White House officials said the visit, which will come 10 months after the Russian invasion, is meant to help underscore Biden's message that the U.S. will be there for Ukraine for as long as it takes to repel Russian forces.

The decision to send the Patriot battery comes despite threats from Russia's Foreign Ministry that the delivery of the advanced surface-to-air missile system would be considered a provocative step and that the Patriot and any crews accompanying it would be a legitimate target for Moscow's military.

But the White House is pushing back against the notion that delivery of the Patriot amounts to an escalation of U.S. involvement on behalf of Ukraine. A senior administration official, who briefed reporters on the condition of anonymity, said that Biden has been clear that his administration would “lean forward” in supporting Ukraine but it is “not seeking to engage in direct war with Russia.”

It's not clear exactly when the Patriot would arrive on the front lines in Ukraine, since U.S. troops will have to train Ukrainian forces on how to use the high-tech system. The training could take several weeks, and is expected to be done at the Grafenwoehr training area in Germany. To date, all training of Ukraine forces by the U.S. and the West has taken place in European countries.

Also included in the package will be an undisclosed number of Joint Direct Attack Munitions kits, or JDAMs, officials said. The kits will be used to modify massive bombs by adding tail fins and precision navigation systems so that rather than being simply dropped from a fighter jet onto a target, they can be released and guided to a target.

U.S. fighter and bomber aircraft use the JDAMs, and the Pentagon has been working to modify them so they can be used by Ukraine.

The U.S. so far has been reluctant to provide Ukraine with American fighter jets. Russia has warned the the advanced aircraft would be considered provocative, and the U.S. to date has said other weaponry would be a better fit, citing the significant maintenance and training needs for those warplanes.

So instead of providing Ukraine those U.S. aircraft, the Pentagon is helping Kyiv find innovative ways to upgrade its fleet with the same capabilities it would get with a U.S. fighter jet.

The aid package will also include an undisclosed number of rockets for the High Mobility Artillery Rocket System, thousands of artillery and mortar rounds, trucks, and HARM air-to-surface anti-radiation missiles.

According to officials, the urgent pleadings of Ukrainian leaders and the devastating destruction of the country’s civilian infrastructure, including loss of electricity and heat during winter, ultimately overcame U.S. reservations about supplying the Patriots.

White House and Pentagon leaders have said consistently that providing Ukraine with additional air defenses is a priority, and Patriot missiles have been under consideration for some time. Officials said that as the winter closed in and the Russian bombardment of civilian infrastructure escalated, that consideration took on increased priority.

U.S. officials had balked at providing the Patriots to Ukraine because they could be considered a escalation that would trigger a response from Moscow. In addition, there were concerns about the significant training that would be required and questions about whether U.S. troops would have been required to operate it. Biden has flatly rejected sending any U.S. combat troops to Ukraine.

One Patriot battery routinely includes up to eight launchers, each of which can hold four missiles. It would be coming from Pentagon training stocks in the U.S..

The entire system, which includes a phased array radar, a control station, computers and generators, typically requires about 90 soldiers to operate and maintain. However, only three soldiers are needed to actually fire it, according to the Army.

US sending another $1.8 billion, Patriot missiles, to Ukraine

LINCOLN — The Canadian company that operates the Keystone pipeline 
indicated Wednesday that more than half of the crude oil spilled from a 
rupture near a northeast Kansas creek has now been recovered.

TC Energy, in an update posted Wednesday morning, said its crews had 
recovered an estimated 7,599 barrels of oil from Mill Creek, and a total
 of 15,488 barrels of oil and water.

Leak was more than half a million gallons

That would be more than half of the estimated 14,000 barrels of oil —
 about 588,000 gallons — that spilled into the creek east of Washington,
 Kansas, <a href="https://nebraskaexaminer.com/2022/12/09/leak-on-keystone-pipeline-released-more-than-half-a-million-gallons-of-crude-oil/">in a leak detected Dec. 7</a>.

It was the largest leak to date on the 12-year-old crude oil 
pipeline, and larger than five previous, reportable leaks combined, 
according to the Government Accountability Office.

TC Energy, formerly TransCanada, said Wednesday that crews had 
removed the impacted pipeline segment and have sent it to an independent
 lab for metallurgical testing.

The testing was ordered by the U.S. Pipeline and Hazardous Materials Safety Administration, which regulates pipelines.

The leak site is just a few miles south of Steele City, Nebraska, 
where TC Energy has a pipeline terminal. The cause of the leak is still 
under investigation, but it occurred as the company was sending a 
diagnostic tool through the metal pipe in that area.

A group that has opposed tar sands pipelines, the Bold Alliance, has 
called for the entire pipeline to be shut down so the integrity of the 
metal pipe can be assessed. Environmental groups have also expressed 
worry about the oil recovery because tar sands oil sinks in water, 
rather than floats like conventional oil.

The Keystone pipeline — a forerunner of the more controversial and 
now abandoned Keystone XL pipeline — transports refined crude oil from 
Canada’s tar sands region to refineries on the Texas Gulf Coast and in 
southern Illinois.

It was unclear when the Patriot battery would arrive on the front lines in Ukraine, given that U.S. troops will have to train Ukrainian forces. The training could take several weeks and is expected to be done in Germany.

Biden tells Zelenskyy: 'It's an honor to be by your side'

TOPEKA&nbsp;– Due to safety concerns regarding the winter storm projected for the state on Thursday, December 22 and dangerously cold temperatures on Friday, December 23, Governor Kelly has issued a Declaration of Inclement Weather for Shawnee County, ordering state office buildings in Shawnee County to be closed on Thursday, December 22 and Friday, December 23, 2022, according to a statement her office.

"Due to the potential for hazardous road conditions, precipitation, and dangerously cold temperatures, we are closing state office buildings in Shawnee County on Thursday and Friday,"&nbsp;Governor Laura Kelly said.&nbsp;"Please exercise extreme caution if traveling for the holiday weekend, give road crews enough space to do their jobs safely, and stay safe and warm."

The declaration takes effect at 11:59 p.m. Wednesday, December 21st and remains in effect until 11:59 p.m. Friday, December 23rd.&nbsp;&nbsp;Ambient temperatures 6 a.m. on Thursday will be 4 degrees with wind chills hitting -20 to -30 degrees.&nbsp;Additionally, with wind guests up to 40-45 mph, blizzard-like conditions are expected. Travel through midday Friday will be hazardous.

This declaration applies to all non-essential state employees in Executive Branch agencies under the Governor’s jurisdiction who work in offices located in Shawnee County. During the period of Inclement Weather, essential employees are required to report to work as normal. Benefits-eligible non-essential employees should record Inclement Weather Leave during the period of Inclement Weather.&nbsp;Remote work is not being required.

This declaration does not include employees in the Board of Regents, Regents Institutions, the Judicial Branch, nor the Legislative Branch of Government. Their designated representative will make a separate declaration for those employees if appropriate.

To ensure consistent leadership during potentially dangerous road conditions, Secretary Lorenz will remain in her current role as Kansas Department of Transportation Secretary until midnight on Saturday, December 24, 2022. Calvin Reed will assume his role as Acting Secretary at KDOT on Sunday, December 25, 2022.

“This time, abortionists are heartlessly pursuing their goal to perform larger numbers of abortions by withholding direct and needed physical care of an onsite physician. Once again, this has sadly become another ‘I told you so’ moment as women and babies in Kansas will be the ones who suffer from these actions.”

“<a href="https://kfl.org/locations/">Pro-life Kansans</a> have issued urgent, repeated warnings since 2019 that the abortion industry planned to push for the overturn of reasonable, existing limits on abortion and make our state an ever-growing regional destination for abortion. These predictions become truer by the day,” said Underwood.

Days later, these women may require hospital admission for immediate surgery, blood transfusion, or intravenous antibiotics to save their lives, causing disproportionate suffering and frightening escalation of adverse events.

However, for some states, the website lists only online pill providers, such as Aid Access or carafem.“My vision for telehealth medication abortion is the same as my vision for abortion generally, which is that it would be widely accessible by many providers,” Wales said in an interview ahead of the announcement.The blocked Kansas law required a doctor to be in the same room with a patient taking what is typically the first of two doses of medication to end a pregnancy. Another provider, a Wichita clinic operated by the abortion rights group Trust Women, offered telemedicine abortions for a few months late in 2018 but stopped because the legal climate was uncertain at the time.Trust Women also expects to offer telemedicine abortions but has said it is considering what additional staff and infrastructure it will need.Eighteen states have bans on telemedicine abortions in place, according to national groups on both sides of the debate. Doctors doing the teleconsulting also would have to be licensed to practice medicine in Kansas, as they must be now.For now, Planned Parenthood Great Plains is using existing staff and physicians to offer telemedicine abortion consultations to patients in Wichita. Wales said while the clinic sometimes has a doctor there three or four days a week, one day a week is typical. Her affiliate's medical director, Dr. Iman Alsaden, said there would have been no abortion appointments Monday in Wichita without teleconferencing.The Planned Parenthood affiliate already offers some telehealth services, such as refilling birth control prescriptions or gender-affirming care visits for transgender patients. Wales said it's still deciding day-by-day how quickly to expand telemedicine abortion appointments.Abortion providers had to wait until this year for a clearer picture of the legality of telemedicine abortions. The statewide vote in August preserved&nbsp;<a href="https://apnews.com/article/3f479b218a6140719e1694fcfcdb8036">a Kansas Supreme Court ruling</a>&nbsp;in April 2019 that access to abortion is a “fundamental” right under the state constitution.The vote came as Trust Women was pursuing a lawsuit to against the state's ban on telemedicine abortions. That lawsuit led to the state-court judge's order blocking enforcement of the Kansas telemedicine abortion ban.“We’re pretty confident that the courts are on our side and that we have a very strong legal leg to stand on,” said Erin Thompson, Planned Parenthood Great Plains’ general counsel.___
