LEAVENWORTH, Kan. (AP) — A Kansas woman has been sentenced to three years in prison for the death of her infant son, who died from overheating.

Catherine Smith, 32, Leavenworth, was sentenced Friday for involuntary manslaughter, aggravated child endangerment and obstruction of law enforcement.

Smith's son was found Nov. 29, 2018, in an upstairs bedroom at the Smith home where the temperature was nearly 100 degrees.

The boy died at a hospital after attempts to revive him failed.

His body temperature when he died was 105 degrees. A coroner testified the boy likely died of hyperthermia, an abnormally high temperature. The child also was dehydrated.

Smith had not checked on the child for some length of time and initially lied to law enforcement officers about facts surrounding his death, prosecutors said.

LAWRENCE —University of Kansas Chancellor Doug Girod announced Monday the university is suspending all travel to China,&nbsp;Iran, South Korea and Italy in line with CDC guidelines.&nbsp;

In a statement to faculty and staff, Girod wrote, "As the circumstances surrounding the 2019 novel coronavirus (COVID-19) evolve, I would like to update you on how the university is monitoring the spread of COVID-19 and refining strategies to keep our community healthy.

However, it is important to note that global circumstances suggest it is likely this virus will cause a pandemic. This is a rapidly evolving situation, and the risk assessment will be updated. At this time, the CDC emphasizes that everyday preventive measures such as handwashing can help prevent the spread of disease.

On January 31, in light of the U.S. Department of State issuing a&nbsp;Level 4: Do Not Travel warning to China, the university issued a&nbsp;<a href="https://chancellor.ku.edu/news/2020/jan31">restriction</a>&nbsp;on institution-related travel to China for faculty, staff and students.

Last week, in accordance with&nbsp;<a href="http://policy.ku.edu/international-programs/travel-to-high-risk-locations">university policy</a>, KU began the process of suspending study abroad in countries classified as&nbsp;Warning Level 3: Avoid Non-Essential Travel&nbsp;by the CDC, which includes China, Iran, South Korea, and Italy.

As of today, the university will suspend all institution-related travel to and from countries or regions with a&nbsp;Level 3&nbsp;advisory from the CDC or a&nbsp;Level 4&nbsp;advisory from the U.S. Department of State due to COVID-19.

Additionally, it is crucial that all Lawrence campus-sponsored international and domestic out-of-state travel be registered in advance, per guidelines and best practices. KU suspends university travel to 4 countries over coronavirus

WICHITA —Governor Laura Kelly and Senate Majority Leader Jim Denning held two public events in Wichita Monday to discuss their bipartisan compromise to expand the state's Medicaid program, KanCare, according to a media release from the governor.

"Medicaid expansion would make healthcare accessible to 150,000 more Kansans," Kelly said. "It is imperative we get this done. We cannot delay expansion any longer."

The compromise (Senate Bill 252, was introduced in January of this year and would provide healthcare to 150,000 working Kansans, has stalled in the legislature despite being favored by the majority of legislators.

"We should not be playing political games when lives are on the line. We have a moral obligation to make sure Kansans are receiving access to affordable healthcare," Kelly said.

In addition to expansion, the compromise also includes a reinsurance program and authorizes an IMD Exclusion Wavier.

"Not only does the compromise expand access to healthcare to those without insurance, it is also designed to lower the cost of private insurance and expand mental health services across the state," Denning said.

Kelly and Denning first met with healthcare leaders from across the Southcentral region of Kansas, who discussed the positive impact expansion would have on their communities during a roundtable hosted by Ascension Via Christi, a Catholic healthcare organization based in Wichita.

"Medicaid expansion will provide needed support to some of the state's most vulnerable people, potentially making the difference between debilitating illness and a healthy future,"&nbsp;said&nbsp;Kevin Strecker, Hospital President and Chief Operating Officer of Ascension Via Christi, a Catholic healthcare organization.

While meeting with leaders from various faith communities across the state, Governor Kelly highlighted the broad and diverse support for expansion. "Access to health care is a moral issue," Kelly said. "Just last week, over 75 Catholic nuns from across the state sent a letter to Legislature calling for KanCare expansion."

Kan. Governor, Senate Leader hold meetings on Medicaid expansion 

SEDGWICK COUNTY — Law enforcement authorities are investigating the shooting death of a&nbsp; 34-year-old Kansas man.&nbsp;

Just after 5a.m. today, officers responded to a shooting&nbsp; call at a home in the 2600 block of North Arkansas in Wichita, according to officer Charley Davidson.

Upon arrival, police found a 34-year-old man with a single gunshot wound to his head. He&nbsp; was pronounced deceased on the scene, according to Davidson.

Through the investigation of interviewing witnesses and examining the&nbsp; evidence, it was learned that a group of friends were at the home for&nbsp; a party. During the party, the 34-year-old man and a 38-year-old&nbsp; friend were in the garage. The friend had a handgun and began showing it to the 34-year-old who took the gun and fired one&nbsp; shot, striking himself.

TOPEKA – The State’s February total tax collections came into the Kansas Department of Revenue at $448.3 million; $63.6 million more than estimated. These collections are $66.4 million or 17.4% more than February of FY 2019, according to a media release from the Kansas Department of Revenue.

Individual income taxes saw a $30.5 million increase from the estimate with the collection of $171.5 million; 27.4% more than last February. Corporate income tax collections were 10.1% above the estimate at $7.2 million; an increase of $3.2 million compared to February FY 2019

Revenues from delinquent tax collections, included in February receipts, have also increased substantially this fiscal year. Debt collections through January from past tax years are up 16.8% over the previous fiscal year, $113.1 million compared to $96.8 million. Individual income and withholding represent about 52.7% of total delinquent collections and Sales and Use taxes represent about 40.3%.

Retail sales tax collections were $2.9 million or 1.6% more than estimated at $177.9 million. This is an increase of 5.3% over FY 2019. Compensating use tax collections saw a 17.0% increase compared to last fiscal year with collections coming in at $38.9 million.

February tax collections in Kansas $63M more than than estimated

DOUGLAS COUNTY—One. person was injured in an accident just after 2a.m. Sunday in Douglas County.

The Kansas Highway patrol reported a 2019 Ram Promaster driven by David Lee Woelfle, 50, Lino Lakes, MN, was eastbound on Interstate 70 just east of the South Lawrence trafficway.

The driver lost control of the vehicle after it struck a deer and then the barrier wall.&nbsp;

An eastbound 2002 GMC Yukon driven by Carmunanne Radke, 36, Shawnee, failed to see the disable cargo van. The SUV struck the passenger side of the van.

Woelfle was pronounced dead at the scene. EMS transported Radke and a passenger in the Yukon Daniel Bursey, 36, Edwardsville, to the hospital in Topeka. Woelfle was not wearing a seat belt, according to the KHP.

KHP IDs victims in fatal crash after van strikes deer on Kan. turnpike

MANHATTAN, Kan. (AP) — Three Kansas State University football players were arrested over the weekend, including a talented freshman on an outstanding warrant and two others on suspicion of impaired driving.

Redshirt freshman running back Jacardia Wright was arrested early Sunday near the university on an outstanding warrant for failing to show proof of insurance. Wright rushed for 122 yards and a touchdown last season in three games. Riley County police spokeswoman Hali Rowland said Wright was freed on bond.

Freshman linebacker DeMarrquese Hayes and redshirt sophomore linebacker Nick Allen were arrested in separate incidents Saturday night on suspicion of driving under the influence of alcohol or drugs. Roland said both had been freed on bond.

The Riley County prosecutor’s office had not received reports on the arrests Monday morning, and it was not clear if the three players had attorneys.

3 Kansas State football players arrested in separate events

SEDGWICK COUNTY&nbsp; —Law enforcement authorities are investigating a fatal&nbsp; accident that occurred Friday evening and left a 45-year-old man dead.

Just after 8:00 p.m.,&nbsp; police were dispatched to an injury accident at the intersection of W. 13th&nbsp;Street and N. Maize Road in Wichita, according to Officer Kevin Wheeler.&nbsp;

 Upon arrival, officers located the critically injured victim identified as 45-year-old Jeremy Wohlford of Wichita in the roadway.&nbsp; He was transported to a local hospital and died from his injuries Saturday morning.

The preliminary investigation has revealed that the Wolford was traveling south on N. Maize Rd. on his Harley Davidson motorcycle, lost control, and was ejected from the motorcycle.&nbsp;&nbsp;&nbsp;It is believed that speed played a role in the accident.

There were no other injuries.&nbsp; &nbsp;Wohlford was not wearing a helmet, according to officer Charley Davidson.

Police identify Kansas man who died in motorcycle crash 

TOPEKA –Law enforcement authorities are investigating a fatal weekend shooting and made an arrest.

Just before 1a.m. Saturday, officers responded to a home in the 1400 block of SW Van Buren in Topeka, regarding a shooting, according to Lt. Steve Roth.

On arrival, officers located a deceased man later identified as Kelly Parker, Sr., 51, Topeka.

Quick follow up led to police taking Raishawn Smith-Parker, 47, Topeka&nbsp; into custody for questioning.&nbsp; Police later arrested and transported her to the Shawnee County Department of Corrections for 2nd Degree Murder, according to Roth.

The investigation indicates this shooting stemmed from a domestic disturbance, according to Roth.&nbsp; Police have released no additional details.

Welch became one of the nation's most well-known and highly regarded corporate leaders during his two decades as GE's chairman and chief executive, from 1981 to 2001. 

He personified the so-called "cult of the CEO" during the late-1990s boom, when GE's soaring stock price made it the most valuable company in the world.

HUTCHINSON — Arraignment is set for Monday for a man in the August 2019 murder of a Hutchinson woman.

Isaac Ervin, 24, Hutchinson, also faces charges of aggravated kidnapping, aggravated intimidation of a witness and unlawful sexual relations. The additional charges came during Ervin’s preliminary hearing Thursday, according to the Reno County Attorney's office.

Ervin is charged with the beating and strangulation death of 29-year-old Lora Beth Stratton. 

Stratton was found in an alley in the 700 block of West 7th Avenue Aug. 24 unconscious. She was taken to Hutchinson Regional Medical Center and then to Wichita where she died a few days later.

Arraignment is set for 9 a.m. in front of Judge Tim Chambers.

WABAUNSEE COUNTY — The Kansas Highway Patrol has identified the five people who died in an accident just after 6:30a.m. Sunday in Wabaunsee County.

The KHP reported a 2001 Ford F150 driven by Armando David Mascote, 20, Council Grove was eastbound in the westbound lanes on Interstate 70 just east of Maple Hill.

&nbsp;The pickup struck a westbound 1999 Ford Econoline 350 driven by Jacinto&nbsp;Sanchez-Diaz, 33, Topeka head-on.&nbsp; The pickup came to rest in the median fully engulfed in flames.

Mascote, Sanchez-Diaz and passengers in the van Jose Luis&nbsp;Sanchez-Diaz, 29; Francisco Daniel&nbsp;Rosa-Mejia, 18 and Cervando&nbsp;Flores, 19, all of Topeka were pronounced dead at the scene.

EMS transported Santos Narcizo Mendoza Capetillo, 37, Lillington, North Carolina, to Stormont Vail.

The occupants of the van were not wearing seat belts, according to the KHP.

The KHP said the crash happened around 6:30 a.m. Sunday when a Ford F-150 pickup drove east in the westbound lanes and collided with a van near Maple Hill, Kansas. 

The crash happened about 25 miles west of Topeka. The driver of the truck and four people in the van died at the scene. One other person in the van was taken to a hospital in critical condition. The names of the crash victims were not immediately released.

SALINE COUNTY —Law enforcement authorities are investigating a Kansas felon on new charges after a chase in a stolen pickup.

Just after 1p.m. Friday,&nbsp;&nbsp;a patrol officer in the 700 block of North Ninth Street in Salina observed Joshua Quested, 32, of Salina, driving a 2001 Ford F150 pickup, according to Salina Police Captain Paul Forrester.

&nbsp;The officer knew that Quested had an active warrant for a probation violation, so he began pursuit of the pickup.

During the pursuit, the pickup traveled on multiple streets in north Salina, sometimes at speeds in excess of the posted limits, and almost hit two other motorists.

&nbsp;The pickup drove through multiple stop signs and multiple properties, eventually heading west on West North Street and catching southbound Interstate 135 at State Street.

Just before reaching the West Crawford Street exit, Quested turned east through the median and the northbound I-135 lanes, traveled into the east ditch and through a Kansas Department of Transportation fence, coming out onto Westport Boulevard, where he drove through a fence at Romm Chiropractic, 660 Westport Boulevard in Salina, according to Forrester. 

Quested then traveled east on West Crawford Street and turned south on Willow Drive and abandoned the pickup in the 1600 block of Redwood Drive.&nbsp;

Police found him nearby running through some yards on Redwood Drive and took him into custody on requested charges of Felony flee and elude, Spilling loads on a highway, Littering, Driving while suspended, No proof of insurance, Criminal damage to property, Trespassing and Felony possession of stolen property.&nbsp; He has previous convictions for theft, burglary, aggravated battery, aggravated escape from custody and fleeing a law enforcement officer, according to the Kansas Department of Corrections.

Police catch wanted Kansas felon driving stolen pickup 

DE SOTO, Mo. (AP) — A man is charged with animal abuse involving torture and armed criminal action for allegedly killing a dog with a machete and leaving the dismembered body for his mother to find.

Charging documents say Kaleb Reynolds of De Soto smoked methamphetamine prior to killing the dog. The charges were filed Thursday.

Police say the incident happened Feb. 17. Police say Reynolds was angry with his mother and girlfriend and became even more enraged after smoking meth.

Reynolds' dog jumped on him and Reynolds retrieved a machete from his yard and attacked the dog, leaving the remains for his mother to find, charges allege.

Court records do not list an attorney for Reynolds.

Manhattan —&nbsp;Authorities are working to determine the cause of a fire at an apartment building in Manhattan.

Just after 5 p.m. on Sunday evening, the Manhattan Fire Department was dispatched to 711 Allison Avenue, for a report of a structure fire,&nbsp; Deputy Chief Ryan Almes.

Upon arrival, crews found a three-story apartment building with heavy fire on the balconies of the second and third floors. Riley County Police Department officers had notified the occupants of the building, who were all out of the building prior to our arrival.&nbsp; Crews searched the building and extinguished the fire within 25 minutes.&nbsp; Firefighters removed two dogs and four cats from the building unharmed.&nbsp;

The building is a 3-story, 12-unit, apartment building. Five of the buildings' units were occupied, and seven were vacant.&nbsp; Two of the occupied units received significant fire damage.&nbsp; All occupants of the building were displaced for the night. Loss is estimated at $35,000 to contents and $100,000 to the structure. The owner is listed as Francis Properties L.L.C., with the resident agent being listed as Patrick Lee of St. George, Kansas.&nbsp; The fire is under investigation at this time, but preliminary reports suggest the fire was accidental.

The same building suffered a fire in the early morning hours of July 30, 2019, on the third floor.&nbsp; That fire, which caused an estimated $32,000 in damage, was determined to be accidental caused by improper disposal of smoking materials.

Fire does significant damage to apartment building in Manhattan

SEDGWICK COUNTY —Kyle Ellery, 19, Wichita, Kan., is charged with one count of transporting a minor across state lines for the purpose of engaging in sexual conduct, and one count of traveling across state lines for the purpose of engaging in sexual conduct with a minor, according to the United State Attorney.

The indictment alleges that on Jan. 10, 2020, Ellery traveled from Kansas to Missouri for the purpose of engaging in sex with a 14-year-old victim. Then, on Jan. 11, 2020, he transported the 14-year-old victim from Missouri to Kansas for the purpose of engaging in sex.

If convicted, he could face not less than 10 years in federal prison and a fine up to $250,000 on the transportation charge, and up to 30 years and a fine up to $250,000 on the traveling charge. The FBI investigated. Assistant U.S. Attorney Jason Hart is prosecuting.

Kan. man faces prison for transporting minor for sex

WICHITA, KAN. – A citizen of Honduras was indicted last week on charges of unlawfully re-entering the United States and attacking immigration officers when they took him into custody in Kansas, U.S. according to Attorney Stephen McAllister.

Gerson Ayala-Alfaro, 27, is charged with one count of unlawfully re-entering the United States after being deported and two counts of assaulting and injuring employees of Immigration and Customs Enforcement. The crimes are alleged to have occurred Jan. 17, 2020, in Sumner County, Kan.

Individuals who have an inherited condition that gives them high cholesterol regardless of diet or other lifestyle issues might one day benefit from a new drug recently tested at the University of Kansas Medical Center.

Moriarty</a>, M.D., director of <a href="http://www.kumc.edu/school-of-medicine/internal-medicine/clinical-divisions/clinical-pharmacology.html" target="_blank">clinical pharmacology</a> and the Atherosclerosis/ Lipid-apheresis Center, is a professor of internal medicine for the University of Kansas School of Medicine. He has co-authored a multisite clinical trial study published in <a href="https://www.nejm.org/doi/full/10.1056/NEJMoa1905239" target="_blank">The New England Journal of Medicine</a>.

The article, which ran in the Jan. 1, 2020, issue, shares the results of a drug trial. This particular drug targets the creation of a protein that carries cholesterol.

If eventually approved by the Food and Drug Administration, the drug could help lower a specific type of cholesterol found in the blood, which in turn lowers the risk for life-threatening conditions.

"For the upcoming phase 3 clinical trial, we're looking at very hard endpoints here," Moriarty said of the study. "Heart attack, stroke, death - the whole nine yards."

The new drug, referred to as APO(a)-I, affects a particular lipoprotein within the body called lipoprotein(a, also known as Lp(a).

In general, lipoproteins are a combination of fats (lipids) and proteins that carry cholesterol throughout the bloodstream. They're "good guys" when delivering cholesterol where it's supposed to go, since cholesterol is needed for the creation of the body's new cells.

But lipoproteins can also be bad guys. They drop cholesterol in places where it can cause problems, such as fatty buildups (atherosclerosis) and narrow arteries that can lead to strokes or heart attacks.

The good guys are compact and heavy, and they're measured as high-density lipoprotein, or HDL. This good cholesterol earns its praises because its lipoproteins are a clean-up crew. They remove cholesterol from the bloodstream by taking it to the liver to be disassembled and discarded.

The bad guys (which contain apoB cholesterol such as low-density lipoprotein or LDL) are like movers who are too lazy to take your boxes upstairs. They tote waxy cholesterol around and then just drop it wherever.

Lp(a) is a close cousin to LDL, since it causes similar problems. But unlike LDL, this particular lipoprotein can't be managed by lifestyle changes, such as quitting smoking or starting and maintaining an exercise program. Since Lp(a) contains LDL, it can cause atherosclerosis but also it can increase blood clots and inflammation.

High Lp(a) is due to genetics, Moriarty explained. If cardiovascular issues run in your family, one reason could be due to an elevated Lp(a) irrespective of LDL levels.

Drugs commonly used to treat high cholesterol - statins under the brand names of Lipitor, Pravachol and Crestor, for example - don't lower Lp(a). In fact, statins can actually raise Lp(a) and compound the problem.

Up until now, no medication treated Lp(a). "Most physicians don't even measure it," Moriarty said. "Some reason, ‘Why should I measure it when I can't treat it?'"

The clinical trial was Phase 2 of the FDA process for drug approval. In a Phase 2 trial, researchers test a small population to make sure the drug works and that it's safe.

For the trial, 286 specially selected participants were given injections. They received either a placebo of saline solution or the APO(a)-I in varying amounts.

Until the FDA approves new drugs to combat lipoprotein a, the only know therapies to successfully lower Lp(a) and risk of cardiovascular disease are PCSK9 inhibitors (PCSK9i) and Lipid-apheresis.

PCSK9i are injectables given once every two weeks that can lower LDL and Lp(a). Unfortunately, the reduction of Lp(a) with PCSK9i is not consistent, but reductions can be from 15 to 30 percent.

Lipid-apheresis is therapy approved for the past 20 years by both private insurance and Medicare. Treatment is somewhat similar to the process that removes plasma from the bloodstream during a plasma exchange or that removes extra water and toxins from the body during dialysis.

Lipid-apheresis can lower the amount of LDL and Lp(a) by 70 percent. Treatments are usually once every two weeks and last 2-3 hours.

Another study from Moriarty's clinic, also recently published, demonstrated that patients who had cardiovascular disease with an elevated Lp(a) used apheresis to reduce their risk of another cardiovascular event.

After four years of therapy the patients risk of another cardiovascular event was lowered by 94 percent. The University of Kansas Health System has the largest Lipid-apheresis program in North America. 

To qualify for the clinical trial, participants needed to have a history of cardiovascular problems. They also needed high levels of Lp(a).

Participants who received 20 milligrams of the APO(a)-I drug once a month for six months had 35 percent reduction in lipoprotein(a). Those who took that same dose every week had an 80 percent reduction.

APO(a)-I belongs to a class of drugs called antisense oligonucleotides. These drugs work because they interrupt the messenger RNA within cells. Without a successful signal, specific proteins can't be formed.

Without the proteins, there's no lipoprotein. And when there's no lipoprotein, there's nothing for the lipids and cholesterol to bind to, so they're no longer a problem.

"It's dramatic technology," Moriarty said.

About 20 percent of the world's population has high lipoprotein(a) levels, Moriarty said. "If you look at it globally, that's more than a billion people who have this marker, placing them at risk for cardiovascular events," he said.

Africans and African-Americans can have lipoprotein(a) levels two to three times higher than individuals of European or Asian descent, placing them at higher risk for cardiovascular problems.

Phase 3 of the drug trial will include 10,000 participants at hundreds of clinical sites across the globe, Moriarty said. The drug will be tested at a dosage of 80 milligrams once a month.

The University of Kansas Medical Center will be one of those sites, and research will last five years.

Prosecutors said the shooting appeared to be related to an earlier altercation that took place inside a Westport nightclub. Police said a gunman fired shots from a white sport utility vehicle traveling in the Westport district in midtown Kansas City,&nbsp;<a href="https://www.usnews.com/news/best-states/missouri">Missouri</a>.

An off-duty police officer witnessed the shooting and fired his gun at thee SUV.

One man was killed in the shooting, two other men were in critical condition and another man and a woman suffered injuries not believed to be life-threatening.

One man was killed, two other men were in critical condition and another man and a woman suffered injuries not believed to be life-threatening, police said.

A police spokesman, Officer Doaa El-Ashkar, said an off-duty officer witnessed the shooting and fired his gun at the SUV. Westport security officers also were also involved, but El-Ashkar said he could not give details. No officers were injured in the shooting, police said.

Police later found an SUV matching the description of the one involved in the shooting and bearing several bullet holes, and one person was arrested.

“This is a very large crime scene that will require several hours of investigation,” El-Ashkar said. “Crime scene investigators and detectives will be processing the scene for evidence. Detectives will be looking for any video available.”

KANSAS CITY (AP) — A lawsuit that a sexual assault survivor and his mother filed against the Boy Scouts of America was moved to federal court last week amid the organization filing for bankruptcy.

The move comes after the family sued last year in Jackson County Circuit Court. It will now be in the U. S. District Court for Western Missouri.

The lawsuit is one of many across the country against the organization. The suit alleges the organization mishandled sexual abuse allegations over multiple decades. It was also filed against the Heart of America Council and former assistant scoutmaster Terry A. Wright.

In 2016, Wright ordered the 11-year-old boy to take his pants off and then molested him, according to the lawsuit. The child had come to Wright’s tent for help treating a rash. Wright was convicted of child molestation in 2018 in Saint Clair County Circuit Court.

When the organization filed for bankruptcy last week, it&nbsp;<a href="https://apnews.com/d65e98062be130ceeb73a2581cc21d3f">called for all victims</a>&nbsp;to come forward.

The Boy Scouts of America told the newspaper that the organization believes and apologizes to those harmed in the program.

“The Boy Scouts of America is committed to fulfilling our social and moral responsibility to equitably compensate victims who suffered abuse during their time in Scouting, while also ensuring that we carry out our mission to serve youth, families and local communities for years to come. In order to meet these dual objectives, the national organization has filed for Chapter 11 bankruptcy,” the statement said.

The organization wants to use Chapter 11 in hopes of surviving a barrage of lawsuits, many of them made possible by recent changes in state laws to allow people to sue over long-ago sexual abuse.

The Boy Scouts also requested that all such lawsuits be moved to U.S. District Court for Delaware to be litigated along with the bankruptcy.

If the Missouri case is moved to Delaware, a resolution could be delayed for years and his client will likely get a smaller settlement, said Hans Van Zanten, the family’s attorney.

In Delaware, a federal judge could decide the outcome of these lawsuits, preventing some of the facts from being revealed as would happen if they were litigated individually.
