Several Republican Senators including myself sent SB 368 to the Ways and Means Committee. 

SB 368 will pay back money to the Kansas Public Employee Retirement System (KPERS) and should also serve as a message to Governor Kelly that her plan to use state employee pension funds to balance her budget is not one that we support. We must be vigilant in keeping KPERS strong for our teachers and state employees. 

The bill pays off $268 million in state/school group debt to KPERS and will save the state $209 million in interest payments by doing so early. Once the funds are transferred, they cannot be removed from the KPERS Trust Fund. 

This bill is similar to the 2019 SB 9 which passed both the House and Senate unanimously. 

With revenues coming in ahead of projections I feel we should be paying our bills, which should include this obligation to KPERS.

Kansas has collected more tax revenue than expected almost every month for more than two years and in January the trend continues. 

The latest Department of Revenue report released last week shows collections were nearly $60 million more than anticipated leading Republican legislators to continue to work on their plans to help Kansans benefit with long-term tax solutions. 

The $60 million more than analysts predicted translates into a 9% January surplus. Since the current budget year began in July, tax collections have run nearly $111 million more than budget officials expected. Even with extra revenue being collected monthly, Governor Kelly continues to reject that idea that Kansans should be able to itemize on their mortgage interest, healthcare costs and property taxes.

Late day Friday, the Senate Resolution, SCR 1613, Value Them Both Amendment, which would keep the current restrictions on state taxpayer funded abortions in place, failed by 4 votes. Leadership will regroup on Monday to figure out our path forward.

We still have opportunities for students (12years and older) in middle school, junior high or high school to come to Topeka to be a page. It is a great learning experience about the legislative process and an opportunity to see Kansas’ beautiful Capitol building. Ellis High school set to celebrate seniors

The Hays Police Department Special Situation Response Team will be conducting training on February 11, 2020 between the hours of 2:30 p.m. and 7:00 p.m. at 214 East 14th Street, Hays.

Police officers will be training with special tactical equipment. This training is being done with great care and safety.

Hays police to conduct SSRT training today

The co-founder of the Hays Community Theatre will make her playwriting debut Valentine's weekend with the murder mystery, "My Deadly Valentine."

Cheryl Glassman,63, wrote the two-act, comedy especially for the HCT's annual Valentine's weekend performances.

"I have been wanting to write something," she said. "I loved English and poetry and writing in high school. I have always wanted to write something."

When she couldn't find just the right script for the February show, her daughter encouraged her to write the play herself.

Glassman said she drew inspiration from her own life and many characters she has met over the years.

🎤Post Podcast: HCT to present 'My Deadly Valentine' this weekend

Girl Scout Service Unit 74, which includes Ellis, Trego, Ness, Russell and Gove counties, hosted its annual Cookie Kickoff Sunday at the First United Methodist Church in Hays.

About 50 girls made crafts inspired by this year's cookie mascot, Fiona Fox. The girls also worked on their cookie selling goals, recording their cookie pitches on video, took photos in cookie costumes and played a sensory game in which they tried to guess the cookie through feel and smell.

Cookies go on sale in the Girl Scouts of the Kansas Heartland Council of which Hays is a part on Thursday, Feb. 13. Sales end on March 22. Cost is $5 per box.

Girl Scouts celebrate cookies; sale starts Thursday

LAWRENCE — More than 6,100 undergraduate students at the University of Kansas earned honor roll distinction for the fall 2019 semester.  

The students, from KU’s Lawrence and Edwards campuses and the schools of Health Professions and Nursing in Kansas City, Kansas, represent 84 of 105 Kansas counties, 46 other states and territories, and 43 other countries.

The honor roll comprises undergraduates who meet requirements in the College of Liberal Arts &amp; Sciences and in the schools of Architecture &amp; Design; Business; Education; Engineering; Health Professions; Journalism; Music; Nursing; Pharmacy; and Social Welfare. Honor roll criteria vary among the university’s academic units. Some schools honor the top 10 percent of students enrolled, some establish a minimum grade-point average, and others raise the minimum GPA for each year students are in school. Students must complete a minimum number of credit hours to be considered for the honor roll.

NW Kan. students named to KU honor roll

BUNKER HILL –&nbsp;Doctors on Call, a local production of Smoky Hills PBS, will feature Dr. Dustin Moffit with Riordan Clinic from Hays where we will focus on the topic of obesity and weight management.&nbsp; This episode will air&nbsp;Tuesday at 7 p.m.

Doctors on Call is a program that provides medical information on a variety of different topics. Medical professionals from throughout the state travel to Bunker Hill to provide information and answer questions from the viewing audience. The doctors selected each week have expertise in the topic chosen for that program.&nbsp; Questions can be called in during the show or emailed prior to the broadcast.&nbsp;

Hays doc to talk obesity and weight management

While the folks who run the Legislature are figuring out what to do about that abortion resolution, plus the expansion of Medicaid to about 130,000 Kansans, we’re thinking about … taxes.

There’s money available for some tax cuts this year, income taxes are always a good place to start and the House Tax Committee is looking at income tax cuts this week and who gets them.

Now, nobody doesn’t want their individual income taxes reduced. But whose taxes do you cut? And will those tax cuts get you enough votes to get re-elected to the House or Senate, because both chambers are up for re-election this year?

Do you cut taxes for the wealthier voters, who will be driving Buicks or better to the voting booth, or for the folks who drive to the voting place and wonder in the back of their minds whether their cars will start when they’re done?

One plan sounds good for the folks who send their shirts to the laundry for washing: De-couple individual income taxes from the December 2017 President Donald Trump tax cuts.

Remember that federal tax cut that Trump is still bragging about? It raised the federal standard deduction to $12,000 for singles and $24,700 for married couples filing jointly. That was nice, of course, but it triggered a state law which says if you take the federal standard deduction, you take the state standard deductions.&nbsp; That’s “coupling.”

So, if you are single, and have more than $12,000 in federal deductions, you take them, of course. But if you don’t beat that federal $12,000 floor, you are stuck with the state’s $3,000 standard deduction for singles, and $7,500 for marrieds filing jointly. That means Kansans filing as married/joint don’t get to take advantage of deductions of more than $7,500.

So, about 63,000 Kansans have itemized deductions worth about $61 million that…well, they can’t use. There’s a voting bloc that is probably important in some House and Senate districts.

Another way to go was proposed by Rep. Jim Gartner, D-Topeka, to boost the Kansas standard deduction from $3,000 to $4,000 for singles and $7,500 to $8,000 for those married/joint filers. It costs about $50 million in lost state revenue and would deliver a tax cut to about 1.2 million Kansans. Generally those not as well-heeled as the decoupling beneficiaries, but voters, nonetheless.

Which way to go? Depends on whom you are hoping to impress.

Of course, those 1.2 million Kansans who benefit from the Gartner proposal includes the 63,000 who benefit from decoupling, but probably not by enough to choose leather upholstery for that Buick. But for more than 1.1 million Kansans, it’s something, a little less cash they have to send to Topeka…

There’s enough money in the state treasury to do both plans, but it tightens the state budget and probably will mean less money for Democrat Gov. Laura Kelly to use for her 2022 re-election campaign. Not sure Republicans are going to enjoy that. They’ve already said that vetoing a decoupling last session essentially raised income taxes due to the flow-through of federal tax law on individual income tax filers.

Lots of other issues, broader issues that are currently tying up the Legislature. Abortion, Medicaid expansion, probably school finance at some point, and things like social services, highways and such.&nbsp;

But there’s nothing like taxes to get the attention of every voter, and there’s nothing like tax cuts to distract Kansans from nearly every other issue, is there?

How’s this come out? Too early to tell…

Newton Medical
Center welcomes Holly Terrell as its new director of radiology. 

“I’m thrilled

recently served as the Manager of Imaging Services at Wesley Medical Center.

Terrell

FHSU grad named director of radiology at Newton hospital

ELLIS — For 100 years, the Ellis Knights of Columbus have been supporting charitable causes in their community with what the Catholic fraternal organization calls "faith in action."

The Ellis Knights of Columbus will be celebrating 100 years of its charter on Feb. 16 at St. Mary's Catholic Church in Ellis with a special mass by Father Dana Clark and Bishop Gerald Vincke of the Salina Diocese, of which Hays is a part.

The St. Mary's Knights of Columbus Council No. 2133 will also be celebrating the 50th anniversary of the purchase of the Knights' Hall in Ellis and a four-phase renovation project that was completed in 2019.

The Ellis Knights of Columbus raised $50,000 to repair heating and air conditioning in the hall; add new lighting; update walls and restrooms; add a handicap accessible restroom; and replace wall coverings, exit doors, and tables and chairs.

The Knights met in a variety of locations until it bought and remodeled the hall at 1013 Washington in 1969. The first function in the hall was in September — a wedding dance.

A come-and-go reception will be from 10 a.m. to 12:30 p.m. Feb. 16 at the Knights Hall in Ellis following Mass. Light hors d'oeuvres, desserts and beverages will be served.

Two Knights with a combined membership of more than 100 years, John Rupp, who joined in 1951, and Leonard Schoenberger, who joined in 1961, sat down with the Hays Post recently to discuss the history of the Knights in Ellis and what the organization has meant to them as Catholic men.

There are 286 men on the rolls of the Ellis Knights of Columbus, which makes it one of the larger councils for a city of its size in the state.

The Knights of Columbus was founded in 1882 by Father Michael McGivney and a group of parishioners in New Haven, Conn. At the time, many Catholics in the United States were poor immigrants who were living in unfavorable conditions and dying young. The group worked to establish insurance to protect the widows and orphans of the parish as well as to help the sick and disabled.

Today, the Knights organization is a multi-billion dollar, international insurance provider and insurance is still a large aspect of the organization, Rupp said.

The Knights of Ellis have also embraced their mission of charity. Their main fundraising focus is support of the developmentally disabled and Special Olympics.

The majority of the local Knights' annual Tootsie Roll sale is dedicated to assisting local residents with developmental disabilities, including Developmental Services of Northwest Kansas and Bethesda Place, a home for developmentally disabled men.

Schoenberger said his fondest memories of his service in the Knights was volunteering to host Special Olympics teams who came to the area for competition.

"I enjoyed getting to know the young people on a personal basis," he said.

He was paired with the Three Lakes Lasers from Topeka for a time. He took the team out to dinner and treated them with small gifts.&nbsp;

In return, he was showered with hugs and received a thank you sung by all the members of the team.

The state competitions for Special Olympics basketball are now split into two locations, and the Topeka team no longer travels to Hays. He said he misses the team and coaches very much.

Other major projects the Knights have taken on have included:&nbsp; • Assisted Ellis Food Box program • Packed care packages for service men and women stationed overseas • Provided the original playground equipment for St. Mary's School in&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Ellis • Sponsored a room in St. Mary's School • Supported Boys Town • Supported Catholic radio • Supported Boy Scout troops • Provided emergency disaster aid, with special efforts made after the&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Greensburg tornado • Provided scholarships for seminarians • Provided Lenten breakfasts&nbsp; • Donated the Ellis hall for many nonprofit events&nbsp;

"As far as I am concerned, it strengthens our faith in the fact of giving instead of receiving," Shoenberger said of his involvement in the Knights. "You receive a better feeling about giving once you have known the experience of helping someone in need or an organization that is in need.

"The giving of ourselves and our time to help these people is very rewarding."

Although Rupp never served as the Ellis Grand Knight (local chapter leader, he served two years — 1974-1976 — as the state deputy for the Kansas Knights of Columbus.

During his service, he oversaw 134,000 Knight members and opened eight new Knight councils.

"To me, it was almost like another college education," Rupp said.&nbsp;

During his service, he traveled across the nation and to Quebec, Canada, to represent the state at national Knights of Columbus conferences.

"I never dreamed that I'd be state deputy and I would get to go to all of those places," he said. "I have a lot of mementos of each national delegation. I have given them away over the years. I don't have many of them any more. I can't take them with me."

Fraternal organizations across the nation have seen significant decreases in recent years. Schoenberger admitted recruiting young men into the council has become more difficult as more families have both parents working.

He said hoped the Knights of Columbus will continue its insurance program and to be a caring organization in the community that helps people in need.

"We are trying to get more of the young guys to take over because us old guys are kind of wearing out," Schoenberger said.&nbsp;

"We are going to encourage them to continue to make things happen in Ellis hopefully for the next hundred years."

2020 Indian Call candidates announced

HaysMed, part of The University of Kansas Health System, has announced Kent Gleed, MD, has joined the staff of the DeBakey Heart Institute.&nbsp; Dr. Gleed has recently begun seeing patients in the DeBakey Heart Clinic.

Dr. Kent Gleed is an electrophysiologist who focuses on the heart’s rhythm, or electrical, system and on diagnosing and treating heart rhythm abnormalities. Electrophysiologists are qualified to perform special tests of your heart’s electrical system to diagnose and treat abnormal heartbeats or arrhythmias.&nbsp;

“We are very happy to add Dr. Gleed to our heart team.”&nbsp; said Jeffery Curtis, MD, Director of Cardiology Services. “Having an electrophysiologist on staff will allow us to expand the services we can provide at HaysMed including cardiac ablation for patients with atrial fibrillation conditions. Dr. Gleed will be a great asset to our heart program.”

Dr. Gleed completed medical school at the University of Utah School of Medicine.&nbsp; He completed a residency in internal medicine and fellowships in cardiology and electrophysiology at the University of Iowa Hospital and Clinics. Dr. Gleed is board certified in cardiovascular disease and electrophysiology.

New cardiologist joins staff of HaysMed

WASHINGTON —During National Sorghum Producers annual D.C. Fly-In this week, NSP producer leaders awarded both House Agriculture Committee Chairman Collin Peterson, D-Minn., and Congressman Roger Marshall, R-Kan., with the Sorghum Congressional Award for 2019 — the organization’s top honor presented to individuals who work diligently for the sorghum producers they represent and for achievements in creating and implementing farm policy that benefits sorghum farmers.

The NSP board of directors recognized Peterson for his support and leadership crafting the 2018 Farm Bill that provided effective risk management tools, advances in conservation policy and continued support for sorghum ethanol production.

“Chairman Peterson has been a true and devoted champion for U.S. agriculture,” NSP Chairman Dan Atkisson, a sorghum producer from Stockton, said. “His leadership through the 2018 Farm Bill provided certainty producers needed during a trying time, and he has remained a steadfast voice of reason throughout his tenure on the House Agriculture Committee.”

NSP also recognized Congressman Marshall for his representation of farmers in the U.S. Sorghum Belt. Marshall represents the first district of Kansas, the largest sorghum producing state in the nation, and has advocated for sorghum producers through the Environmental Protection Agency approval of a sorghum oil pathway, Renewable Fuels Standard policies and working to find resolutions during the China tariff issue.

“Congressman Marshall represents a large number of our grower members in Kansas and has been a powerful advocate for the Kansas Big First,” Atkisson said. “We appreciate his relentless efforts to be a champion for sorghum and the Kansas farmers he represents.”

Stockton farmer, National Sorghum Producers chair, presents award

Longtime high school band and vocal instructor Kathy Amrein has announced her retirement from teaching at the end of the 2019-20 school year.&nbsp;

Amrein’s 40-year teaching career included time in both Ellis and La Crosse before coming to TMP-Marian in 2001 where she has remained for 19 years. 

“When Jean Ross [past TMP-Marian President] said this was ‘God’s School, I knew God would take care of us and it was His intervention that helped me to land the job I still love today,” said Amrein.

Amrein helped build the Pop Singer competitive choir at TMP-Marian as well as take numerous students to state and national competitions and field trips. 

“Kathy always pours her heart and soul into the students’ music and performances. Her fire and sense of humor will be missed by many,” said principal Chad Meitner.

“Watching her inspire the students with her love of music has created the legacy she will leave here at this school. She will be missed more than she knows,” said Jr/Sr Spanish instructor Melissa Pinkney.&nbsp;

“Kathy is an original. There will never be anyone like her again at TMP-Marian,” echoed&nbsp;Debate, Forensics &amp; Drama instructor Travis Grizzell.

Last weekend marked Amrein’s final act as the director of the annual TMP-Marian Pop Singers Dinner Show. The three-show performance in the Dreiling Theater showcased “Blasts from the Past,” filled with song selections that spanned the years of Amrein’s direction. Alumni from across her tenure, surprised her on stage to bid farewell and to offer thanks.&nbsp;

“Mrs. Amrein helped me grow in my love for music and supported me throughout high school as a student and Pop Singer. I will forever be grateful for a teacher like her. In addition, getting to teach alongside Kathy for the past 13 years has been a blessing,” added Pinkney.&nbsp;

Mrs. Alexandra Rome, band and vocal instructor at Holy Family Elementary, will take over as the Pop Singers coach and sponsor in the 2020-21 academic year.&nbsp;

Kathy is married to Allan Amrein, assistant TMP-Marian high school football coach and mother to&nbsp;Holly Dreiling Lang and Hannah Dreiling Schmidt.&nbsp;She is well known in the community because of her active work with funerals and weddings. She works with church liturgies in Victoria at St. Fidelis Basilica. She plans to play in the community orchestra and sing in the community choir upon retirement. In retirement, Mrs. Amrein also hopes to work with cancer and Alzheimer patients by using music therapy and to spend more time with her grandchildren.

WICHITA, KAN.&nbsp;– A Kansas farmer was sentenced today to 30 months for federal crop insurance fraud and bankruptcy fraud, according to U.S. Attorney Stephen McAllister. In addition, the defendant was ordered to pay $604,303 in restitution.

Kevin W. Struss, 63, Wakeeney, Kan., pleaded guilty to one count of defrauding the U.S. Department of Agriculture's crop insurance program, which provides government insurance against unavoidable crop losses. He made false statements in which he under-reported his total 2015 corn crop by approximately 23,524 bushels, and his total sorghum/milo crop by 31,208 bushels.

He also pleaded guilty to one count of bankruptcy fraud. He falsely answered "no" to a question in his bankruptcy filing about whether he had transferred property to anyone else recently. In fact he made two transfers of $150,000 and $320,000 to another person in 2018.

Trego County farmer sentenced  for crop insurance fraud

Fort Hays State University continues to monitor the 2019 Novel Coronavirus outbreak, but as rumors continue to spread about possible infections, university officials are reminding the public that the danger of the virus locally is low, and like other communicable diseases can be even lower when preventative measures are taken.

"As a university, one of our concerns is taking care of our students and taking care of our staff," said Lynn Adams, director of student health.

"We wanted to share the information they needed, not rumors, not exaggerations, but specific information on what a person needs to know about this virus," Adams said.

The Centers for Disease Control said the risk to anyone in the U.S. remains low.

But as a precaution, they shared information with the university community on prevention and how to proceed if they become ill.

"One of the most important things you can do is keeping your hands clean," Adams said.

"Certainly when compared to other Coronaviruses such as SARS and MERS, which made the headlines in years past." However, as a precaution, the university has imposed a travel ban to China, similar to other state universities and the U.S. State Department.The travel ban was announced to university faculty Thursday in an email."Effective immediately, and until further notice, Fort Hays State University is restricting all travel to China.&nbsp;The restriction applies to all university faculty, staff, and students. No institution-related travel to China will be authorized or approved by the university, and we will defer any upcoming travel to China," the announcement said.Scott Cason, FHSU chief communications officer, said the announcement only applied to official university travel, as faculty members who teach in China were already responsible for their own travel arrangements and would be subject to the U.S. travel restrictions.The U.S. policy would apply to student travel as well."Our faculty who work in China face unique travel and destination challenges as this health crisis continues to evolve," the announcement said. "FHSU faculty serving in China are exempt from this policy, as we continue to work closely to identify potential short-term and longer-term solutions."Cason noted the closest FHSU partner school is 450 miles away from the Wuhan province — where the outbreak began and remains the most prevalent.<a href="https://www.fhsu.edu/student-health/current-events">FHSU has a webpage dedicated to the latest information about the virus and can be seen on their student health page.</a>
