“Who changes one person, changes the world whole.” That quote from the Jewish Talmud was posted in a Kansas classroom where an idea took shape among an inspirational teacher and three high school girls. The idea would develop into a project which would have impact, literally, around the world. It began in rural Kansas.

Norm Conard was a social studies teacher at Uniontown High School. One of his teaching methods was to involve his students in the National History Day competition.&nbsp;&nbsp;Through the years, nearly 200 of his students received state history awards and more than 60 received national awards. One project in particular had global impact. It was chronicled in a 2011 book titled “Life in a Jar.”

Liz Cambers, Megan Stewart, and Sabrina Coons were students of Mr. Conard’s at Uniontown High School in 1999. He told his students to be thinking about a project on which they could do research for National History Day. Liz Cambers picked up a folder of news clippings to leaf through for ideas. She came across a small story from U.S. News and World Report.

In a few paragraphs, the article told about a Polish social worker named Irena Sendler who smuggled almost 2,500 Jewish children to safety during the Nazi occupation of Warsaw. Liz had never heard of Irena Sendler and neither had Mr. Conard. They figured that perhaps the article had a typo. Maybe she saved 250 children, not 2,500.

Liz decided to look into the history of Irena Sendler. She was joined in the project by two classmates, Megan Stewart and Sabrina Coons. The more they looked into the history, the more amazed they were.

As mentioned, Irena Sendler was a social worker in Warsaw. After the Nazi occupation in 1939, Sendler – who was Catholic, not Jewish herself – observed the plight of Jewish families who were herded into ghettos and ultimately into death camps. She decided to establish a clandestine network to rescue Jewish children.

As conditions worsened, the rescues became even more heart-breaking. Often Irena would have to ask a mother and father to give up their child on the spot, so as to avoid certain death. In later years, Sendler would say, “In my dreams, I still hear the cries when they left their parents.”

The children would be smuggled out of the ghetto and hidden in orphanages, convents, and Polish homes with new non-Jewish identities. Irena kept a private list of their actual names and families and buried the lists in jars in her yard. Nearly 2,500 children were rescued by Sendler and her network before she was captured and severely beaten. The Polish underground arranged for her escape and she survived the war.&nbsp;&nbsp;When communists occupied Poland, they suppressed her story for another 45 years.

The three Kansas girls were captivated by this story. For National History Day, they wrote a play about Irena Sendler’s life titled Life in a Jar. It won multiple awards. More importantly, it had a lifelong impact on these girls.

They continued their research and made an amazing find: Irena Sendler still lived. With support of Jewish relief organizations and others, Mr. Conard and the girls were able to go to Poland and meet her in person several times.

Since that time, other students have stepped in to perform the Life in a Jar play. It has been performed in locations from Los Angeles to Washington, D.C. and in Europe.&nbsp;&nbsp;Hallmark produced an Irena Sendler movie. The students have appeared on C-SPAN, National Public Radio, CNN, the Today show, and more.

It’s an impressive record for students from a rural community like Uniontown, population 272 people. Now, that’s rural.

It began as an idea in Norm Conard’s classroom. It became part of a globally recognized effort to honor this one Polish woman who risked her life to save thousands of children.&nbsp;&nbsp;We salute Norm Conard and his students for making a difference in this way. “Who changes one person, changes the world whole.”

And there’s more. Norm Conard would go on to direct a nationally known center. We’ll learn about that next week.

Now That’s Rural: Norm Conard, Part 1 – Irena Sendler

LAWRENCE — A couple hundred million years 
ago, an ocean covering Kansas teemed with prehistoric life. Yet for 
millennia, Kansas has been a dry, sometimes even dusty, place.

The
 ocean is long gone, but traces of that long-ago aquatic life lie right 
below your feet captured for the ages in fossil form. Now, 
paleontologists from the University of Kansas have an app that they hope
 will help motivate people to go out and find it.

The Digital 
Atlas of Ancient Life app was created by a group of paleontologists and 
researchers led by KU ecology and evolutionary biology professor Bruce 
Lieberman.

“One of the goals of our project was to try and make it easier for 
citizens who might like fossils or maybe could like fossils to maybe go 
out into the field identify what they found and learn more about the 
natural world around them,” he said.

The <a href="https://play.google.com/store/apps/details?id=io.aleros.digitalatlasancientlife&amp;hl=en_US" target="_blank">app</a> boasts an extensive database with detailed pictures of fossils common to Kansas.

KU owns<a href="https://biodiversity.ku.edu/" target="_blank"> thousands of fossil specimens, especially trilobites, cephalopods and ancient clams</a>. The app is one way to share all of that information to smartphones around the world.

If it motivates people to go out and find some of their own, Lieberman said, all the better.

“We
 really are blessed in the state of Kansas to have lots of fossil 
resources that can very easily be found by the general public,” he said.

Lieberman offered a few tips for the novice fossil hunter.

Fossils
 from various geologic time periods can be found throughout Kansas. But 
Lieberman recommends beginners start their searches in the eastern part 
of the state. It’s home to rocks from the Pennsylvanian era — about 260 
million years ago.

Fossils exist almost anywhere in Kansas where rock peeks out of the soil. Start with a place where a road cuts through a hill.

“Start
 out looking around near the rocks to see if you find any fossils lying 
about,” Lieberman said, “Because they’ll just naturally weather out of 
the cliff.”

Once you’ve done that, begin working your way up. Mike Everhart of&nbsp;<a href="http://oceansofkansas.com/" target="_blank">Oceans of Kansas Paleontology</a>&nbsp;described the method while out looking for fossils in a road cut east of Wichita on U.S. 400.

“In
 a hillside like this, where the rocks are eroding out and tumbling 
down,” he said, “one of the things you do is keep working your way up 
there when you find the actual layer where the rocks are coming out.”

People also need to be sure they have permission to look for fossils 
before venturing on to private land. In Kansas, fossils found on private
 property belong to the landowner.

While
 some more experienced fossil hunters bring a rock hammer or a chisel, 
they aren’t necessary. Many fossils can be found in chunks of rock 
nature has already broken away.

That’s where the app comes in. It’s packed with detailed pictures of many of the fossils that can be found in eastern Kansas.

Lieberman
 said if you’re looking for fossils in eastern Kansas, you’ll want to 
select the Pennsylvanian time period on the app for the best chance to 
identify what you’ve found. If you’re farther west, you’re more likely 
to find a fossil from the Cretaceous period.

Once you’ve selected a time period, compare what you’ve found to one 
of the pictures on the screen. And after you’ve selected the species you
 think it is, there’s a map to show you where it’s been found in the 
past.

Lieberman said there are millions of fossils in Kansas. All you have to do is find some exposed rocks and look.

“It’s really what catches your eye and you find the most exciting,” he said. “There’s no right or wrong way to collect fossils.”

There are millions of fossils in Kan. — here's how to find them

Beginning
 Monday, the city’s contractor, J Corp, will be doing 
waterline work in the 400 block of East 19th Street. &nbsp;

The street will 
remain open to traffic; however, there may be temporary restrictions as 
construction progresses. &nbsp;Work should be completed by March 13. &nbsp;

Waterline work will begin Monday on portion of 19th Street

GOVE COUNTY, Kansas (AP) — A motorcycle rider who was escorting the body of a World War II veteran died after he lost control of his motorcycle in western Kansas, and a second deadly crash happened minutes later when a car crashed into a firetruck responding to the first crash. 

The Kansas Highway Patrol said the motorcycle crash happened on Interstate 70 in Gove County shortly after 7 p.m. Saturday. The second crash happened a few minutes later. The motorcycle driver was identified as 65-year-old Lennie Riedel of Colby, Kansas. The car's driver was 81-year-old Cal Silvrants of Fredericksburg, Virginia.&nbsp;

GOVE COUNTY — Two people died in separate accident just after 7p.m. Saturday in Gove County.

The Kansas Highway Patrol reported a 2005 Harley Davidson motorcycle driven by Lennie Riedel, 65, Colby, was eastbound on Interstate 70 at the Kansas 23-Grainfield exit. The driver lost control and laid the motorcycle over.

An eastbound 2014 Dodge Grand Caravan driven by&nbsp; Tanja Batchelor, 51, Colorado Springs, struck Riedel in the passing lane.

A few moments later, an eastbound 2011 Honda Accord driven by Carl A.&nbsp; Silvrants, 81,&nbsp;Fredericksburg, VA.,&nbsp; rear-ended a parked fire truck driven by&nbsp; Jerome L. Nelson, 35, Grainfield, at scene of the first accident.

Riedel was pronounced dead a the scene and was transported to Smith Funeral Home.&nbsp; Silvrants was also pronounced dead at the scene and was transported to Schmidt Funeral Home.&nbsp;

&nbsp;Batchelor and Nelson were not injured. They were properly restrained at the time of the accidents, according to the KHP.

Debris from the first accident struck a 1993 Honda motorcycle driven by George Overton, 73, Colby. He was not injured.&nbsp;&nbsp;

The homeless count in January in Hays showed no one living on the streets, but an organizer said the count likely does not reflect the reality of homelessness in Hays.

First Call for Help helped collect data for the statewide Homeless Coalition Point-In-Time Count on Jan. 23.

First Call volunteers interviewed people at Options Domestic and Sexual Violence Services, Hays Workforce Center and Hays Public Library. Although this count is supposed to cover all of Ellis County, First Call had no volunteers in Ellis or Victoria.&nbsp;

The survey is voluntary and covers age, martial status, number of people in household, gender, race, ethnicity, military service, number of times the person has been homeless in the last three years and factors that may have contributed to their homelessness.

Count volunteers interviewed 14 people; three people refused to complete the survey.

Of the 11 who did complete the survey, seven did not have a permanent place to stay and were at risk of being homeless, said Linda Mills, director of First Call for Help, the local agency that conducted the survey.

This includes people who were staying with family or friends or were staying in a hotel that they are not paying for, she said.

Individuals can't be counted as literally homeless unless they are staying somewhere that is not intended for habitation. Examples include living in a tent, on the street or in a vehicle.

"We didn't encounter anyone who didn't have a roof over their head," Mills said.

However, she said these numbers can be deceiving. People who are defined as homeless are likely staying in place when the weather is cold, Mills said.

"Unfortunately, it is not really an indicator for us of how many homeless we might have in the community," Mills said.

In cities, you might see people gathering at homeless shelters or soup kitchens at this time of the year, but this is not necessarily the case in rural areas, she said. The homeless population in a rural area may more difficult to reach.

Past Hays point-in-time counts have varied widely from between 25 and 100 surveys being completed. This year's count is the lowest recorded for Hays, Mills said.

"I don't know that it shows a true picture of homelessness or at risk," Mills said of the count. "We know there a few people who are literally homeless, although we didn't encounter them, but most of them are hunkered down somewhere.

"I think what we see in Hays is more the struggle of being able to afford their own place or being evicted and not having any place to go and really scrambling around and trying to find some place to stay."

Mills said the statewide homeless count numbers will be turned in to the federal government to determine housing funding for the state. Mills said she was unaware of any agency in northwest Kansas applying for funds at this time.&nbsp;

Separate from the coalition count, the Hays school district is currently reporting 33 students who meet the criteria for homelessness. However, the district defines "homeless" differently than the Homeless Coalition.&nbsp;

It includes students&nbsp;who are sharing housing with other people due to loss of housing, economic hardship or a similar reason in addition to families who don't have a roof over their heads.

The school district noted, the 33 students it has on record are only those who have self-reported their housing status.

During the warmer summer months, Mills said Hays sees an uptick in the number of transients coming through the area.

"[When] the weather is warmer, that is when people are usually on the move," Mills said. "I think they come from the warmer climates maybe back to where they are from during those months that are warmer. We see higher numbers in the spring and the fall in as far as transients go."

Hays does not have a homeless shelter. The closest shelter is in Salina.

"We have a of people who come into First Call for Help and ask if we can provide a place to stay, and unfortunately, we can’t do that at this point," Mills said. "We don't have many good alternatives for them at this point."

However, First Call is working on a capital campaign to remodel space in its building into transitional housing. The program is called First Step.&nbsp;

It would include temporary housing for people who are already established in the community and provide services to help those people move to permanent housing.

 </figure>By CRISTINA JANNEY Hays PostThe homeless count in January in Hays showed no one living on the streets, but an organizer said the count likely does not reflect the reality of homelessness in Hays.First Call for Help helped collect data for the statewide Homeless Coalition Point-In-Time Count on Jan. 23.First Call volunteers interviewed people at Options Domestic and Sexual Violence Services, Hays Workforce Center and Hays Public Library. Although this count is supposed to cover all of Ellis County, First Call had no volunteers in Ellis or Victoria.&nbsp;The survey is voluntary and covers age, martial status, number of people in household, gender, race, ethnicity, military service, number of times the person has been homeless in the last three years and factors that may have contributed to their homelessness.Count volunteers interviewed 14 people; three people refused to complete the survey.Of the 11 who did complete the survey, seven did not have a permanent place to stay and were at risk of being homeless, said Linda Mills, director of First Call for Help, the local agency that conducted the survey.This includes people who were staying with family or friends or were staying in a hotel that they are not paying for, she said.Individuals can't be counted as literally homeless unless they are staying somewhere that is not intended for habitation. Examples include living in a tent, on the street or in a vehicle."We didn't encounter anyone who didn't have a roof over their head," Mills said.However, she said these numbers can be deceiving. People who are defined as homeless are likely staying in place when the weather is cold, Mills said."Unfortunately, it is not really an indicator for us of how many homeless we might have in the community," Mills said.In cities, you might see people gathering at homeless shelters or soup kitchens at this time of the year, but this is not necessarily the case in rural areas, she said. The homeless population in a rural area may more difficult to reach.Past Hays point-in-time counts have varied widely from between 25 and 100 surveys being completed. This year's count is the lowest recorded for Hays, Mills said."I don't know that it shows a true picture of homelessness or at risk," Mills said of the count. "We know there a few people who are literally homeless, although we didn't encounter them, but most of them are hunkered down somewhere."I think what we see in Hays is more the struggle of being able to afford their own place or being evicted and not having any place to go and really scrambling around and trying to find some place to stay."Mills said the statewide homeless count numbers will be turned in to the federal government to determine housing funding for the state. Mills said she was unaware of any agency in northwest Kansas applying for funds at this time.&nbsp;Separate from the coalition count, the Hays school district is currently reporting 33 students who meet the criteria for homelessness. However, the district defines "homeless" differently than the Homeless Coalition.&nbsp;It includes students&nbsp;who are sharing housing with other people due to loss of housing, economic hardship or a similar reason in addition to families who don't have a roof over their heads.The school district noted, the 33 students it has on record are only those who have self-reported their housing status.During the warmer summer months, Mills said Hays sees an uptick in the number of transients coming through the area."[When] the weather is warmer, that is when people are usually on the move," Mills said. "I think they come from the warmer climates maybe back to where they are from during those months that are warmer. We see higher numbers in the spring and the fall in as far as transients go."Hays does not have a homeless shelter. The closest shelter is in Salina."We have a of people who come into First Call for Help and ask if we can provide a place to stay, and unfortunately, we can’t do that at this point," Mills said. "We don't have many good alternatives for them at this point."However, First Call is working on a capital campaign to remodel space in its building into transitional housing. First Call: Hays homeless count likely not telling whole story

Local students attending Fort Hays State University were among the graduate students chosen to present their research at the recent Capitol Graduate Research Summit in Topeka.

It was the 17th annual summit for selected graduate students to demonstrate the fruits of their research to legislators, government officials and the public at large.

Area students present research in summit at state Capitol

Every year, the Kansas Teacher of the Year Team (KTOY) – the pre-K-12 educators celebrated as the best of the best for that year – tours the state’s universities.&nbsp;

This year, the team will come to Fort Hays State University on March 9, and Dr. Chris Jochum, chair of the university’s Department of Teacher Education, decided to do something extra. His department and the College of Education are using it as the core event of what he is calling Future Educators Day, the first of what he hopes will be many.&nbsp;

The purpose is to “get kids interested in the teaching professions and, hopefully, stay in Kansas.”&nbsp;

So far, 12 schools and school districts have signed up, and Jochum expects about a hundred students with their sponsoring teachers, school administrators and counselors.&nbsp;

FHSU President Tisa Mason and College of Education Dean Paul Adams will welcome the attending teachers and students and the KTOY Team to campus in the union’s Fort Hays Ballroom.&nbsp;

The KTOY Team (KTOY is colloquially pronounced KAY-toy) is the current Kansas Teacher of the Year and the seven regional finalists for the honor.&nbsp;

“The KTOY team presents on campus every year,” said Jochum, “and the reason for Future Educators Day is because there is an identified need not only in Kansas but nationwide to attract more people to the teaching profession, especially people who will return to their hometowns and teach there.”&nbsp;

Jochum began preparing for the day last fall. The concept was an event that would begin trying to attract high school students to the profession of teaching by giving them a different perspective on teaching.&nbsp;

“We wanted to get in front of high school kids who are still thinking about their careers and show them the benefits of being a teacher.”&nbsp;

That idea evolved into the concept of a day that introduce students to the idea of teaching as a career and, with KTOY, using people acknowledged as this year’s best teachers to make the introduction. The Kansas Teacher of the Year for 2020, Tabatha Rosproy, preschool and early childhood teacher from Winfield USD 465, will deliver a keynote address at lunch in the ballroom.&nbsp;

A recent Fort Hays State graduate, Perla Camacho, a former Noyce Scholarship winner who teaches math in Ulysses USD 214, will also address the luncheon audience, as will Jon Armstrong, director of admissions at FHSU.&nbsp;

“The big picture,” said Jochum, “is we are responding to our K-12 colleagues and stakeholders who have rightly expressed concern: Are we doing enough to promote the profession? Are we doing enough to get in front of students and introduce the profession from a perspective different than that of a high school sophomore or junior?”&nbsp;

As part of that, the day’s schedule includes a time for the high school students to tour exhibits. From 1 to 1:40 p.m., tables will be set up in the union’s Black and Gold Room for the high school students to visit with faculty from departments with teaching majors or endorsements:&nbsp;

The day’s events also includes a KTOY presentation to the high school students from 9:15 to 10:15 a.m. and a panel discussion and activities with current teacher education students and Camacho as well as a tour of Rarick Hall.&nbsp;

The KTOY team will also engage in events with just FHSU faculty and students: a presentation from 10:30 to 11:20 a.m. in the Stouffer Lounge, and a discussion between the KTOY Team, K-12 teachers and FHSU faculty on “filling the teacher pipeline” from 12:55 to 1:40 p.m. The day’s closing remarks will include a drawing for scholarships from the Office of Admissions and the Department of Teacher Education.&nbsp;

Jochum provided another illustration of the “big picture” concerns that the Future Educators Day is intended to address.&nbsp;

“The defining moment of when a rural community is closing down is when they lose their schools,” he said. “The two entities in a rural community that are most likely to have college graduates are the bank and the school.”&nbsp;

He continued, “Let’s try to promote education, especially in rural Kansas, to get these kids to settle there and contribute to the economy, and then maybe their kids will go to school there. This would help all our communities, but especially those out here in Western Kansas.”&nbsp;

TOPEKA - Governor Laura Kelly recently was named 2020 National President of The Council of State Governments (CSG).


“It’s an honor to serve as CSG president this year. The Council plays a valuable role in bringing together elected leaders from both parties to facilitate productive, policy-driven
 dialogue, and find solutions to the problems we face,” Kelly said. “I always valued its counsel and expertise as a senator and a Henry Toll fellow, and I am grateful for the opportunity to serve as the Council’s president.”
