Keren, the comfort dog, is visiting Fort Hays State University to comfort and relieve students' stress with her warm, fluffy hugs just before their midterm exams.

Keren visits FHSU three times each semester. She will offer emotional support on Monday at the Memorial Union.

Lutheran Church Charities Top Dog, Carol Kratzer, oversees Keren's ministry work and said students tend to perform better on their tests after Keren's visits.

"Many students talk about how much better they do after they pet her. They are more focused and are able to recall information in tests," Kratzer said.

"Keren's calm, attentive and loving deminer brings people in," she said.

Keren is one of 130&nbsp;Lutheran Church Charities  K-9 comfort dogs who support those in need across 27 states. She has been based at Immanuel Lutheran Church in Ellsworth since 2021.

Keren is a 5-year-old purebred Golden Retriever who started training at 8 weeks old and knows more than 35 commands for her role. In her free time, she loves playing with her ball.

Kratzer said Keren can sense someone in emotional distress, even without the handler's awareness. On one occasion, Keren focused on an individual who revealed they had recently experienced a significant loss.

"Part of the reason [Lutheran Church Charities] chooses golden retrievers is their empathy. Keren has taken us to people who needed her that we didn't even know we would be visiting," she said.

While Keren has three sisters, she is the only&nbsp;Lutheran Church Charities comfort dog in Kansas. She travels throughout the state, providing comfort in schools, hospitals, nursing homes and disaster areas.

She has also provided support during personal tragedies, including the community of Independence, Missouri, after the death of <a href="https://www.facebook.com/share/p/JFh5eV2vx5TKdybL/">police officer Cody Allen</a> earlier this year.

"She has done a number of disaster responses here in the state. She has been to Natoma three times and was in Andover after the tornado," Kratzer said.

In addition to Kansas communities, Keren also visited Robb Elementary School in Uvalde, Texas, following the 2022 shooting.

"Our purpose of being there is just to listen. We're not there to necessarily solve any problem, just help them cope at that time," Kratzer said.

Kratzer said there are misconceptions about Keren and her services due to her affiliation with a church.

"She belongs to a church organization, but we're not here to convert you. We're here to share mercy and compassion," she said.

Barton Community College’s annual literary publication, “Prairie Ink”, has begun accepting entries for its 16th edition.&nbsp;

The editors are looking for the following types of original work to be considered for publication: fiction, creative non-fiction, poetry, drama, graphic narrative, biography, photography, sketch, painting, digital art, and pictures of 3D art. Submissions will be accepted through Nov. 24 with submissions after that considered for the following edition.

Barton students, alums, and all residents of the seven counties in Barton’s service region: Barton, Pawnee, Rush, Russell, Rice, Stafford, and Ellsworth counties, as well as; Barton’s Fort Riley, Fort Leavenworth, and Grandview Plaza campuses are encouraged to submit entries.

The federal government is once again offering free COVID test kits. When it opens in September, you can order up to four kits per household at&nbsp;<a href="https://aspr.hhs.gov/covid-19/test/Pages/default.aspx">COVIDTests.gov</a>. All for free.

Shipping is free, too. Just give a name and shipping address. Sharing your email is optional if you’d like to get confirmation and delivery updates from the U.S. Postal Service.&nbsp;Anyone who asks for more information than that is a scammer.&nbsp;You don’t need to give financial information or pay anything to get these free tests, and nobody can promise you special access or extra tests. If they do, they’re scammers.

One thing to know: the expiration date for many kits has changed. Before you throw away a kit because the expiration date on the package has passed, go to the&nbsp;<a href="https://www.fda.gov/medical-devices/coronavirus-covid-19-and-medical-devices/home-otc-covid-19-diagnostic-tests#list">FDA’s website</a>&nbsp;to see if that kit’s expiration date has been extended.

How to order free COVID test kits from the federal government and avoid the scammers

In today’s fiercely partisan environment, elected officials struggle to balance their party loyalties with their responsibilities as representatives of the public they serve. Most falter, unable to rise above their tribal instincts: Witness Kris Kobach’s failed 2020 Senate campaign. Still, a few do achieve a successful equilibrium. Governor Laura Kelly comes to mind.

It appears that Secretary of State Scott Schwab has also established a favorable balance.

A couple weeks ago, he launched a well-orchestrated campaign against the United States Postal Service. In a letter to the postmaster general, Schwab blamed USPS for the disqualification of voters in the Kansas primaries.

Specifically, voters had sent their mail ballots in a timely manner, well before Election Day. But the ballots either arrived late, past the three-day post-election grace period, or without an essential postmark.

Under Kansas law, the ballots could not be counted.

Through no fault of their own, nearly 1,000 primary voters – approximately two percent of all mail-in votes – were unfairly disenfranchised.

Bear in mind local elections are often decided by narrow margins. State House District 51 in Leavenworth was decided by a mere 22 votes.

In 2017, the legislature adopted the 3-day grace period in part because of concerns about slow mail delivery.

This is therefore not a new concern, nor a trivial one.

Secretary Schwab recognized the ramifications extended well beyond Kansas to the presidential battle grounds.

In these states, the political climate is highly charged, with intense pressures mounting on election officials and the postal service.

Even a small number of mail-in ballots thrown out could be decisive. In 2016, Georgia rejected over 13,000 mail-in ballots. Four years later Joe Biden won the state by roughly 11,000 votes.

So, it makes sense that national news organizations carried the Kansas story, and CNN invited Schaub for an interview.

“The post office delivers great on excuses, but they don’t deliver great on ballots.”

“If you vote by mail, use a drop box run by the county, give it (ballot) to your county election officials, give it to a polling place, give it to any advanced early polling place.”

“But don’t ever give your ballot to the federal government.” This resonates in a nation that has completely lost faith in its federal institutions.

It strikes a chord with Kansans as well. They visit the post office; they get it.

Several days later, the National Association of State Elections Directors penned its own bipartisan letter outlining serious concerns about long mail delivery times, poor training for postal workers, and an increase in ballots returned as undeliverable.

Next, a bipartisan group of KC area congressional representatives including Sharice Davids, Emanuel Cleaver, Mark Alford, Jake LaTurner and Sam Graves sent a letter citing similar concerns.

Schwab’s efforts resulted in a rare trifecta.

By casting himself as champion of Kansas voters, he drew praise from constituents while simultaneously boosting his partisan credentials and political visibility.

To be sure, Schwab also deflected blame, setting up a handy scapegoat.

Now, as we head down the home stretch of the closest presidential contest in memory, all eyes are on Postmaster General Louis DeJoy – ironically a Trump appointee.

Three-day weather outlook

Kansas State University is growing the talent pool of agriculturists, engineers, business leaders and changemakers for Kansas and beyond, fulfilling its promise as&nbsp;<a href="https://www.k-state.edu/next-gen/">a next-generation land-grant university</a>. This fall, university enrollment grew by 2.8% for 2024.

Continuing an upward trajectory, this is the second year of enrollment increases, as K-State's overall headcount this semester grew to 20,295 students across all campuses.

"Our plan to broaden the university's reach in a strategic and measured manner is a responsibility we take seriously every day," said Provost and Executive Vice President Jesse Perez Mendez. "But it is also one we celebrate, especially when we see such positive results. These numbers aren't just 20,000-plus students — they're 20,000-plus stories and opportunities to change lives."Total undergraduate enrollment grew by 3.6%, while graduate enrollment slightly declined 1%. The College of Veterinary Medicine increased by 3.6%.K-State's efforts over the past several years to&nbsp;<a href="https://www.k-state.edu/admissions/">significantly expand access to its quality educational offerings</a>&nbsp;have established a strong sense of momentum as key elements of the university's&nbsp;<a href="https://www.k-state.edu/next-gen/">Next-Gen K-State</a>&nbsp;strategic plan, Mendez said.

A standout first-year class highlights K-State's fall 2024 enrollmentThis semester's increase is driven by a 9.4% increase in first-time freshmen, with this year's first-year class of 3,493 being the largest since 2018. This growth did not sacrifice quality: incoming first-time freshmen averaged a high school grade point average of 3.78 — one of the highest for K-State in recent years.

Focusing on its land-grant mission of access, K-State is making significant strides in enrolling low-income, first-generation and underrepresented minority students, especially among its first-year class, said Karen Goos, vice provost for enrollment management.

Pell-eligible first-year students, as a group, grew by 27.8%, while first-generation enrollment increased 13%. Enrollment from traditionally underrepresented minority groups also grew, up 16% from the previous year. In-state enrollment among those freshmen is up 7.7%, with students coming from 95 of Kansas' 105 counties.

Out-of-state enrollment in this year's first-year class increased 14%, with K-State attracting students from 43 states and U.S. territories.

K-State also drew students from nearly 400 different institutions, as out-of-state transfer student enrollment increased by 7.5%.

"K-State continues to build on its national profile, with this being the largest out-of-state freshman class in recent university history," Goos said. "More students are discovering and recognizing the world-class education and university experience they can expect when they come to K-State."

Student support, access and success core to K-State's mission

As a land-grant institution, K-State strives to provide a high-quality, accessible public research university education. The university offers more than $92 million in scholarships and awards, bolstering affordability and access. More than 79% of students earn some form of aid while earning a degree at the university.

In recent years, K-State has pledged its commitment to access by expanding its&nbsp;<a href="https://www.k-state.edu/sfa/scholarships-aid/grants/land-grant-promise/">Land Grant Promise grant</a>, which assures that full-time, Pell-eligible undergraduates with total household incomes of $70,000 or less receive a total grant and scholarship aid package — up to the equivalent cost of 15 credit hours of in-state tuition.

That commitment is a promise that continues beyond financial aid, with the university providing&nbsp;<a href="https://www.k-state.edu/onestop/">academic experiences and support programs</a>&nbsp;that help students&nbsp;<a href="https://www.k-state.edu/media/newsreleases/2024-09/KState-2025-Princeton-Review-rankings-happiest-friendly-student-support.html">find success throughout their entire careers at K-State</a>.

The university retains 85.5% of its first-time freshmen and graduates 53.9% of students within four years — and 71.8% within six years — significantly higher than national averages for public, four-year universities. It's success that continues after graduation, with 96% of undergraduate students reporting being employed or continuing their studies in graduate or professional school six months after graduation.

"Student success is not just measured by graduation rates, but by our ability to create an environment that supports every student's personal, academic and professional growth," Goos said. "This year's enrollment and retention numbers reflect the strength of this commitment, showing that when students feel connected, valued and empowered, they stay and thrive."&nbsp;&nbsp;

This growth did not sacrifice quality: incoming first-time freshmen averaged a high school grade point average of 3.78 — one of the highest for K-State in recent years.Focusing on its land-grant mission of access, K-State is making significant strides in enrolling low-income, first-generation and underrepresented minority students, especially among its first-year class, said Karen Goos, vice provost for enrollment management.Pell-eligible first-year students, as a group, grew by 27.8%, while first-generation enrollment increased 13%. Worlds largest bierock revealed at Oktoberfest in Hays

The Hays City Commission discussed plans for a new police station and the redevelopment of a Cerv's location in Hays on Thursday.

The city recognized the need to design a new police station and municipal court facility, which is estimated to cost $8.9 million.

The city plans to issue $1.39 million in bonds and temporary notes for the project. This follows an agreement with Astra Bank to construct a new facility at 27th and Main.

The city will renovate the former Astra Bank building, 1100 Fort St., in downtown Hays.

Cervs and the Russell J. Pfannenstiel Trust, as the developer, applied for a Community Improvement District (CID) to help fund a $4.7 million project to replace the Vine Street Phillip's 66 store and gas station, 3701 W. 41st St., Hays, with a new facility.

The developer requests a 1.5% CID sales tax that will be applied only within the district, not citywide.

In the proposed redevelopment, a new building will built on the north side of the lot, with its entrance facing south as it currently faces east. The gas pumps will be relocated to the south side of the lot.

The project aims to enhance the gas station's layout, especially for travelers and truck drivers accessing the site from Interstate 70.

The developer estimates the CID sales tax will generate $895,000 during the district's maximum term of 22 years.

The new store will provide increased amenities. Construction will begin in December, contingent on city approval.

The city commission approved a $2,565,000 economic development grant to Heart of America Development Corporation for the&nbsp;<a href="https://hayspost.com/posts/bc26d31c-170f-4982-8534-088157e96e50">Tallgrass 2nd Addition</a>&nbsp;Reinvestment Housing Incentive District (RHID) project.&nbsp;The city will issue general obligation bonds to fund this grant.

Bids for these bonds will be received on Oct. 10, after which the winning bid and related resolutions authorizing the bond issuance will be approved.

The city also has approved a project to install advanced metering infrastructure for the public water system. The project will be funded by issuing general obligation temporary notes, with bids to be received on Oct. 10.

Kansas woman dead, 5 injured in NW Kansas pickup crash

The Kansas Department of Agriculture and the Kansas Department of Health and Environment together advise Kansans to be alert to the human health risk caused by unvaccinated animals, following a second detection of rabies in a cat in the last two weeks. The two cases were in Jewell County and Harvey County, and both involved outdoor cats which exposed multiple humans and other cats. The known human exposures have started rabies post-exposure prophylaxis, a series of five vaccinations to prevent rabies in humans.

Rabies is a viral disease transmitted by the bite or scratch from a rabid animal. There have been six positive cases of rabies in cats this year, as well as several cases in wildlife. Both of the cases this month were in unvaccinated outdoor barn cats.

“Rabies is not unusual in the wildlife population, and unfortunately this often means domestic animals that roam freely can be exposed to the virus,” said Animal Health Commissioner Justin Smith. “It is vital to vaccinate domestic animals against rabies, especially animals that interact with humans, because humans can be infected. Vaccinating pets and livestock against the virus protects both animal health and human health.”

Even if an animal is kept indoors, ensuring their vaccination against the virus is up-to-date serves as an important barrier if they are ever exposed to a wild or stray animal that could be carrying the disease. Those who have barn cats should have them vaccinated against rabies.

Many Kansas cities and counties have vaccination requirements; know what is required in your community and contact your veterinarian for more information about rabies vaccination.

Rabies attacks the brain and spinal cord and can take several weeks to months for symptoms to appear, but early treatment after an exposure can prevent rabies in both humans and pets that are up to date on vaccinations. The vaccination is highly effective.

If you notice unusual behavior in your animal, or you think your animal may have had contact with rabid wildlife, it is important to immediately contact your veterinarian to determine the next steps to take.

If you are a veterinarian, remember to always consider rabies as a potential diagnosis for neurologic animals.&nbsp;In Kansas, rabies is&nbsp;a reportable disease which requires a veterinarian to report a positive rabies test&nbsp;to the KDA Division of Animal Health.

In order to prevent the spread of rabies, people should teach children to be cautious around outdoor animals, wild or domestic, even if they look to be friendly; wash a wound from an animal encounter thoroughly with soap and water and get medical attention immediately; keep pet vaccinations current; and monitor pets when outside.

KDA and KDHE remind Kansans to vaccinate animals against rabies

Barton Community College emerged as one of the leaders in enrollment growth across the state, with an initial increase of 15.9% in students for the fall semester.

Preliminary 20th-day enrollment numbers for the fall state census were released on Oct. 2 by the Kansas Board of Regents (KBOR). This early growth establishes Barton as the second-largest community college by headcount for the eighth consecutive year, with 5,092 students. Barton president Dr. Marcus Garstecki said this growth reflects the college’s ongoing commitment to providing accessible, high-quality education.

"We are thrilled to see this significant rise in enrollment, which highlights the value of the education and opportunities we provide," he said. "This increase affirms our commitment to student success and community engagement. I want to thank the entire Barton faculty and staff for all the hard work that went into achieving this increase."

He said this success is partly due to innovation in the classroom and increasing program offerings. The College’s initiatives aim to meet students' evolving needs in the local service area and beyond.

Barton begins the academic year with the second-highest percent increase over the past year, just behind Seward County Community College. Overall, the state of Kansas saw a preliminary enrollment increase of 4%, while community colleges saw a growth of 5.9% for the fall semester.

Barton Community College reports 15.9% enrollment increase for fall semester

This fall after wheat is planted and any new stands of alfalfa are established, farmers will need to scout those fields for grasshoppers, fall armyworm, armyworm and any feeding damage on seedling plants.

Fall armyworms do not overwinter in Kansas in any significant numbers. Thus, after these larvae (worms) pupate in the soil and emerge as adult moths, they will head south for overwintering. Armyworm moths do not migrate south for the winter, but continue to feed on plants until temperatures get cooler, then overwinter in a protective cocoon in the soil.

Army cutworm moths, on the other hand, lay their eggs on the soil in the fall, and the larvae remain active throughout the winter, emerging to feed above ground in warm spells, and hiding deeper in the soil when it is cold. So, it is important to properly identify any worms feeding in wheat or seedling alfalfa, as armyworms and fall armyworms will not feed through the winter and early spring, but army cutworms will.

Keep in mind that, if growing conditions are favorable for fall planted wheat, it can withstand quite a bit of armyworm feeding and continue to grow. However, if growing conditions are not favorable, considerable feeding may severely reduce the stand.

Fall armyworm counts from pheromone traps steadily increased through August, particularly in central and eastern Kansas, with reports of egg masses in residential and agricultural settings. At-risk crops should be scouted regularly for the remainder of the growing season, says K-State Research &amp; Extension Entomologist Anthony Zukoff. Caterpillars increase in size at an exponential rate and a majority of feeding occurs during the last larval stage. It is critical to scout thoroughly and treat, if needed, before the caterpillars are over ½ inch long. Larger caterpillars are harder to control and do the most damage, says Zukoff.

Fall armyworm thresholds for fall planted crops

• Alfalfa: 1-2 caterpillars per square foot can destroy seedling alfalfa. 10-15 per square foot can

• Wheat: Larval “window-paning” in early planted wheat can be a concern. If 25-30% of

plants show damage, examine field frequently. Treat at 2-3 active larvae/ft.

SMITH COUNTY —One person was injured in an accident just after 9:30a.m. Friday in Smith County.

The Kansas Highway Patrol reported a 2017 Kenworth semi driven by Nathaniel Keith Brandt, 43, Omaha, was southbound on&nbsp;Kansas 8 approximately fifteen miles north of U.S. 36. While negotiating a curve, the vehicle traveled off the the roadway. It entered the west ditch and came to rest facing south.

EMS transported&nbsp;Brandt&nbsp;Good Samaritan Hospital. He was not wearing a seat belt, according to the KHP.

The Hays 2024 Oktoberfest kicked off this morning with opening ceremonies and the tapping of the keg.&nbsp;

The event will close at 7 tonight and reopen at 11:45 a.m. Saturday after the Fort Hays State University Homecoming parade at 11 a.m. on Main Street.

Event-goers can enjoy a variety of foods, including German favorites such as bierocks, brats and kuchen, as well as choices from other food booths and trucks.

A beer garden is open both days, and FHSU and community groups are selling food and other items as fundraisers.

Hays Oktoberfest 2024

Kansas businesses and entrepreneurs were honored Thursday
night during the Kansas Department of Commerce’s 2024&nbsp;To The Stars:
Kansas Business Awards&nbsp;ceremony at the Great Bend Convention and
Visitors Bureau. The event recognized their outstanding contributions to the
state’s economy and communities.

It was announced at the ceremony that Nu Life Market in
Scott City won the 2024 Governor’s Award of Excellence, and KSi Conveyors in
Sabetha earned the 2024 Governor’s Exporter of the Year Award.

“Nu Life Market and KSi are both large contributors to our
state’s growing economic success in the agribusiness and food processing
industries,”&nbsp;Governor Laura Kelly said. “By honoring and showcasing
their accomplishments, we aim to inspire other businesses to keep reaching for
new opportunities across our state.”

A record 346 businesses, organizations, and individuals were
nominated in nine categories for this year’s&nbsp;To the Stars: Kansas
Business Awards. Nominees were reviewed and scored for various criteria,
such as business expansion, employee recruitment and retention practices,
training and educational programs, capital investment, and support of local
community events. A total of 226 Merit Awards and 45 Regional Awards were
presented at the event. Additionally, one nominee in each category was
designated a Statewide Winner, making them finalists for the Governor’s Award
of Excellence.

“Our state has been reaching unprecedented heights in terms
of business investment and economic growth in Kansas thanks to companies such
as those we’re honoring here,”&nbsp;Lieutenant Governor and Secretary of
Commerce David Toland said. “Each of the nominees play a critical role in
the new era of Kansas we are creating — they are truly the pillars of our
success and more than worthy of being celebrated.”

The 2024 Governor’s Award of Excellence winner, Nu Life
Market, is the largest grain sorghum milling food processing company in the
United States and is a leader in regenerative agriculture and utilizing
