Members of the Hays school board saw examples of positive programming at Roosevelt Elementary School during a tour Monday night, but also some of its infrastructure issues.

Roosevelt houses the life skills program for the Western Kansas Special Education Cooperative. Aspects of the school are designed around the needs of those students, including the halls being marked with colored tape.

Principal Paula Rice said the school also has named its halls for the character traits it wants to see for students: respectful, honest, compassionate, independent and motivated.

The school is set to receive a new secure entrance this summer. A new door will be added in what is now the principal's office.&nbsp; The main office is going to be remodeled and the principal's office moved. The counselor's office is going to be moved across the hall.

This will route all visitors through the main office during school hours.

In addition to the Roosevelt kitchen serving its 418 students, the school's kitchen also prepares portions of meals for O'Loughlin Elementary School and Early Childhood Connections. This increases the school's lunch count to more than 900 meals.

The kitchen is larger than the kitchens at the other elementary schools, but Rice said nutrition services is still tight on space because of the extra meals it prepares. The kitchen is in need of a new freezer, and its stoves are starting to wear out.

Roosevelt's gym also serves as a cafeteria and auditorium. The school has to serve lunch to all of its 400 students in 72 minutes.

"There is a lot of furniture and a lot of bodies," Rice said. "Classroom discipline is crazy in here. Even at a whisper, 200 voices get really loud, really fast."

Each grade can earn points for positive behavior as part of the school's lunch incentive program.

Roosevelt uses a storage area as a tornado shelter, but it is not a FEMA-approved shelter. Rice said the area is not ideal because it still exposes students to an exterior wall and door. The area has to be accessed via steps, so it is not ADA compliant.

"Our kids who have physical issues stand out on the landing until we have to shelter," Rice said. "When we bring them down, sardines isn't even the word for it. ...

"In a drill it is not that big of a deal, but when you have to shelter in place for the real reason, you are down there or sometimes half an hour or an hour."

All of the bodies can generate heat, kids can get panicked and sick to their stomaches, and the nurse can't get to everyone easily, Rice said.

Not all of the students will fit in the space, so the older students shelter in the utility tunnels underneath the school.

Rusted pipes were recently found throughout Roosevelt's heating and cooling system. The chiller and other components of the system are also failing. The district is working with an engineer to develop plans to replace the HVAC system in summer 2021.

Roosevelt houses the district's STAR program for students with special needs. Three rooms were remodeled for this program when all the STAR services were consolidated at Roosevelt several years ago.

The program serves 22 students, Tasha Lang, STAR teacher, said.

Students participate in a variety of life skill activities in the STAR classrooms, including going through a lunch line, doing laundry and practicing leisure skills.

"We know that kids with autism and significant needs — one of the reasons they don't get employed out of high school is because of their leisure skills," said Lindy McDaniel, STAR teacher. "They don't know what to do with break time. The don't know how to have conflict resolution with other peers."&nbsp;

The STAR program consolidation allows the district to use its teachers and resources more efficiently. The program has been nationally recognized for its work with children with special needs.

Roosevelt also has a dedicated motor lab, which helps children who are behind in developing gross motor skills.

Students with behavior issues also use the room for physical activity that can help them refocus.

"This is another one of those incidental benefits I was talking about," Rice said. "Our entire building benefits. Because OT and PT sees so many kids on their regular case load, our [general education] and [special education] kids get the benefit of having their services, which directly benefits and impacts their behavior and their learning and their overall well being."

However, Rice noted even though Roosevelt has more space than the other elementary schools, it is also running out of room.

"I am asked a lot why [STAR] gets three classrooms for 22 kids," Rice said. "We told the board three years ago, the needs of one of those students is equivalent to three to five general education students. They take more space, and it's OK."

Roosevelt is on a large lot, and its playground is not completely fenced. However, a fence for the playground will be installed in the next few weeks.

Elementary school districtwide have two 15-minute recesses per day. Rice said that is not enough.

"Texas has tripled their recess time, and learning has improved and behavior has decreased dramatically," she said.

Home and school is helping buy pieces of playground equipment for the school. They will focus on needs that have been identified by the occupational and physical therapy staff. Some of the new playground equipment will also be incorporated in PE classes, Rice said.

Based on Roosevelt's enrollment composition, it receives federal funding for Title 1 and Title 2 reading programs. The school has dedicated classroom space for those programs.

The school also has two dedicated resource rooms for the Leveled Education with Accommodations and Differentiation (LEAD) program.

Planning commission to review travel plaza TIF request

TOPEKA — The Kansas State High School Activities Association has announced they are canceling the state basketball tournaments at the conclusion of quarterfinal round play Thursday due to concerns regarding COVID-19.

The following statement is on the KSHSAA website.

After the conclusion of the quarterfinal round, the 2020 KSHSAA State Basketball Tournament will be canceled. Given the escalating concerns regarding COVID-19, the best decision for the safety of the student-athletes and spectators was to cancel the remainder of this championship tournament. The KSHSAA regrets the lost opportunity for teams and players that have worked to achieve their goals.&nbsp;&nbsp;

The move comes after the NCAA announced earlier in the day that they were canceling their men's and women's basketball tournament as well as all spring sports.

Hays High was scheduled to play Friday evening in the semi-final round.

 assault and stalking.&nbsp;

Recipients include two Hays-based groups — Options: Domestic and Sexual Violence Services, which was awarded $16,211, and Northwest Kansas Community Corrections, which received $35,000.

“I’m proud to announce more than $2 million grants awarded to our Kansas communities,” Kelly said. “These grants provide essential services to survivors
 and strengthen our support systems throughout the state. Many victims – oftentimes women – experience serious, life-threatening situations. These crimes are far reaching and pervasive in our society and it is our responsibility as leaders to do all we can
 to ensure the safety of our families, friends and our communities.”

The Federal Services, Training, Officers and Prosecutors Violence Against Women Formula Grant Program (STOP VAWA) supports communities in their
 efforts to develop and strengthen effective responses to sexual assault, domestic violence, dating violence and stalking.


Law enforcement agencies, prosecution offices, courts and nonprofit victim organizations received funds for calendar year 2020.

The Federal Sexual Assault Services Program (SASP) funding is dedicated to the provision of direct intervention and related assistance for victims
 of sexual assault and their families.&nbsp;These funds support sexual assault and rape crisis centers providing services to victims and survivors.


Funds are made available through the U.S. Department of Justice, Office on Violence Against Women.&nbsp;

The Ellis County Health Department is committed to ensuring the health and safety of our patients, staff and the community. 

ECHD is coordinating with KDHE, community health partners and local schools to closely monitor COVID-19.

Currently, the risk to the Ellis County public is low.

spread of this virus throughout the United States and the rest of the world, it is very clear
things can change suddenly.

							</li><li>If your child is experiencing any flu-like symptom, please keep your children home from school
until they are 24 hours symptom (fever/vomiting/diarrhea/etc) free without medication.

							</li><li>If you or your child have a fever over 100.4, cough, or shortness of breath contact your medical
provider or the county health department.

							</li><li>If traveling over spring break make sure to use standard hygiene precautions. Upon return
from traveling you develop a fever, cough, or shortness of breath contact or call your medical
provider or county health department.

							</li><li>In the event that USD 489 Hays Public schools would be required to close at the
recommendation of our local officials, I encourage all parents to develop plans now for your
children. Unlike winter weather-related closures, school districts in other states that have
closed for COVID-19 have shut down for one or two weeks. We understand this would create a
hardship for many of our families, especially if we are required to close with very little
advanced notice.

							</li><li>We will continue to share updated information with you through emails, texts and our
communication system.
We will continue to stay in close contact with our local health agency and KSDE (Kansas Department
of Education) as they are issuing guidance to Kansas’ school districts. We want our families to be
prepared for all possible scenarios, including an extended closure of schools, should COVID-19
become an issue locally. All decisions will be made in the best interest of the health of our students,
staff and community.
The best ways to reduce the risk of getting this or any viral respiratory infection include:

Hays USD 489 offers Covid-19 information for families

In a letter addressed to faculty and staff Thursday afternoon, Fort Hays State University announced the university would shift all instruction to online only after spring break on March 23.

<a href="https://hayspost.com/posts/5e6a70c4afae0f4d5f5cd7d8">The decision comes after FHSU contemplated the possible local impact of the COVID-19 outbreak and other Kansas schools' decisions to shift to online-only instruction.</a>

"Based on guidance received from Kansas Department of Health and Environment last night, as well as information gleaned from ongoing discussions with our Student Health Center, our Critical Incident Policy Group, and various leaders and stakeholders throughout all divisions of FHSU, we have decided that&nbsp;all FHSU classes will be transitioned to online delivery, effective March 23," said FHSU President Tisa Mason in the letter.

"Additional issues surrounding clinicals, labs and practicums will be addressed in their respective departments," she said. "This effectively means that, after the conclusion of spring break, faculty and students should be prepared to transition all face-to-face classes to online delivery only."&nbsp;

As a part of a social distancing strategy, the university is asking all students who reside on campus to return home during the break and remain there while courses are taught online only.&nbsp;

However, accommodations are being planned for those who must continue to reside on campus.

As the virus continues to spread, FHSU will continue to re-evaluate the decision on a weekly basis, but anticipates that online-only instruction will continue through the end of the semester.

The campus will remain open during this period, but university-sponsored travel is being restricted.

"All university-sponsored travel to destinations with community spread or outbreaks is prohibited," Mason said. "We strongly discourage all non-essential personal travel to any such areas, and may require employees or students who do travel to such locations to self-quarantine upon return."

In the letter, Mason acknowledged the challenges the decision will create but believes in the interest of safety is the best decision with the information available.

"We appreciate the gravity with which this decision will impact our local Hays area businesses and partners and the ripple effect this will create through western Kansas," Mason said. "We believe that these measures help to proactively mitigate the potential social spread of COVID-19 throughout this area. Armed with the information and guidance we have received to date, we believe this is a prudent course of action."

Dillons limiting some purchases, taking coronavirus precautions

Hays High overcame a double digit deficit for the second time in three post season games winning 46-43 over Highland Park on Wednesday at the 5A State Tournament.&nbsp;

The Scots got to the rim early in the game posting a 15-5 lead through eight minutes.&nbsp; The Indians broke a 7:15 scoring drought early in the second quarter but then fell behind 18-7 on the following possession.&nbsp; Hays was able to close the gap down to seven by halftime 22-15.

Hays had two opportunities to tie or take the lead midway through the third quarter but failed to take advantage and fell behind by seven at 34-27.&nbsp; Hays rattled of six straight points to end the quarter and trail by one heading to the fourth.

The Indians missed a three to take the lead to start the fourth quarter.&nbsp; Two minutes later TJ Nunnery connected on an inbound play for a three that gave Hays their first edge in the contest at 36-35.&nbsp; Leading 37-36 Hays turned the ball over on three of their next four possessions and missed a free throw on the other.&nbsp;&nbsp;

Highland Park took the lead at 38-37 but never led again.&nbsp; Carson Kieffer scored seven of the team's last nine points keeping the Indians from ever falling behind.&nbsp; Two Nunnery free throws with 3.6 seconds remaining gave Hays a 46-43 lead as Highland Park could not get a three to fall at the buzzer.

Carson Kieffer led the Indians with a career high 19 points.&nbsp; TJ Nunnery added 14 and Dalyn Schwarz put in 10 points.&nbsp;&nbsp;

Hays improves to 17-6 on the year and #5 Highland Park ends the year at 15-8.&nbsp; Wednesday night's opponent marked the ninth state ranked team Hays has played in their last fifteen contests.

Hays will play Basehor-Linwood in the semi-finals on Friday.

The following is a letter from Bishop Gerald Vincke issued Wednesday afternoon to members of the Catholic Diocese of Salina, which includes Hays.

The coronavirus (COVID-19) has been on everyone’s heart and mind during these past few weeks. We trust the situation to Our Lord who desires to heal us and bring us His peace. We trust that there will be a vaccine sometime soon.According to the Center of Disease Control, the risk to most Kansans from COVID-19 is low, but it is still important for us to take simple steps to ensure that we do not spread any viruses or bacterial illnesses to others.

 There are 4 Stages of Virus Endangerment:

· Stage 4 – City/State Mandated Quarantine

We are in Stage 1, where endangerment is next to none. Right now, stay calm.

I would like to offer a few recommendations for individuals. 

As with any virus, please be mindful of yourself and others. If you are sick, stay home! Make sure to cover your mouth and nose should you sneeze or cough, and regularly wash your hands with soap and hot water. 

While at Mass, I ask that you please refrain from: physical contact during the Sign of Peace, drinking from the chalice, receiving Communion on the tongue, using Holy Water fonts, and holding hands during the Lord’s Prayer.

Additionally, I have sent out a list of recommendations to all the priests within the diocese. Should you have any parish related questions, please feel free to address them to your pastor.

As I previously said, the risk to most Kansans from COVID-19 is currently low. We hope it remains this way. I ask that you continue to remain calm and keep informed. If the threat of COVID-19 progresses past Stage 1, I will be sure to reach out with updated recommendations and directives.

We continue to pray for those affected by the coronavirus, for their families, and for the healthcare professionals who are serving those who are ill. We must remember that God is in control and desires us to trust Him.

🎥 Hays High knocks off Highland Park 46-43

The Hays Fire Department will be inspecting and flow testing fire hydrants on March 12, 2020 in the area of Vine St. to Hall St. between 27th St. and 33rd St. This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually.&nbsp;

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. &nbsp;Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. 

The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains.

Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer. &nbsp;

All reasonable efforts will be taken to minimize the inconvenience to the public. &nbsp;
