A serial burglar was arrested in Hays after a theft at a liquor store.

Video evidence showed an individual throwing a brick through the front door of the Southside Liquor, 701 Vine.

The suspect then grabbed four bottles of liquor from the business. The loss was estimated at around $60.

At 3:16 a.m. Friday, March 13, Anthony Wayne Gilliland, 22, Hays was arrested on suspicion of attempted burglary, criminal damage to property and theft, according to Hays Police Chief Don Scheiber.

Gilliland has two previous burglary convictions and interference with law enforcement.

Dr. Shane Shartz led a list of Fort Hays State University representatives who brought home three of the top awards from a business conference in San Antonio last month.&nbsp;

Seven faculty and four undergraduate students presented research at the conference, a &nbsp;collection of interdisciplinary conferences that together make up the Federation of Business Disciplines Constituency. &nbsp;&nbsp;

Shartz, assistant professor of Informatics, brought home the most esteemed prize from the conference – the 2020 FBD Outstanding Educator Award. He was recognized not only for his excellence in the classroom but also for his role as an educator in transforming his department to intersect with industry change.&nbsp;

Dr. Robert Lloyd, assistant professor of management, received the 2020 Southwest Academy of Management Best Reviewer Award for his work in reviewing manuscripts submitted to the management track of the conference.&nbsp;

Four FHSU students contributed to a manuscript with Lloyd as part of an Undergraduate Research Experience grant that earned the Best Paper in the Marketing Management Track award.&nbsp;

Seniors Ector Diaz from Hutchinson; Mallory Milstead, Kansas City, Kan.; Bryanna Kohler, Beloit; and Braden Scott, Ulysses; joined Lloyd on the manuscript that was titled “Emerging Nexus Between Self-Brand and Place Branding: City Attributes that Contribute to Strong Self-Brand Connections.” In addition, the students presented two other research projects of their original work that focused on entrepreneurship, globalization and public relations management.&nbsp;

The students submitted a total of five co-authored manuscripts, of which three were accepted to the conference. The work the students did to contribute to the best paper award was in competition not against their peers but rather against professional scholars.&nbsp;

“These students revised, they rehearsed their presentations, and they had to deal with the rejection that comes with the peer review process,” Lloyd said. “I am proud of their efforts.”&nbsp;

Other FHSU faculty who presented their work included Dr. James “Skip” Ward, associate professor of applied business studies; Misty Shartz and Jessica Heronemus, instructors of economics, finance and accounting; and Dr. Hiro Nishi, assistant professor of economics, finance and accounting.&nbsp;

FHSU faculty, students win awards at international business conference

If Samuel Crumbine were alive today, he’d recognize the precautions that Kansans are taking to limit COVID-19.

There’s little doubt he would approve of the closing of schools, theaters and restaurants.

He would worry about Kansas hospitals and wonder if their staffs are prepared for a crisis.

But
 mostly, he’d be determining how, once again, the government could 
persuade the public to take seriously the threat of a global pandemic.

It
 was 102 years ago that Crumbine, a public health reformer and executive
 officer of the Kansas State Board of Health faced down a similar crisis
 — the 1918 Spanish flu pandemic.

At the turn of the 20th 
century, he had led public health campaigns that encouraged Kansans to 
“swat the fly” to combat the spread of diseases, had “Don’t Spit on the 
Sidewalk” emblazoned on bricks and had encouraged the replacement of 
common drinking cups on trains and in public buildings with paper cups.

“If
 you are talking about Crumbine, then you realize he was a very early, 
early leader in public health – not just in Kansas, but nationally,” 
said Marilyn Irvin Holt, a historian and author based in Abilene and a 
consultant for PBS documentaries.

The 1918 flu pandemic began at 
Crumbine’s back door — in western Kansas — and flared up among men 
reporting for duty at Fort Riley. It soon spread worldwide in three 
distinct waves during 1918 and 1919, causing more than 50 million deaths
 and infecting nearly a third of the world’s population.

Because 
of Crumbine and a legion of nurses who helped champion public health, 
Kansas in the late 1800s and early 1900s was a leader in hygiene and 
disease prevention.

Several
 times over its 159-year history, Kansas has been called on to be a 
leader in the field of public health. In April 1957, the aptly named 
town of Protection in Comanche County became the first community in the 
nation in which everyone was immunized against polio.

Dave Webb, a
 Kansas historian and retired assistant director of the Kansas Heritage 
Center, was 8 years old when the Foundation for Infantile Paralysis, 
later known as the March of Dimes, arrived in Protection.

“They 
staged some events and took newsreel footage of it and used it in a 
national campaign,” Webb said, “to say that ‘Everyone in Protection is 
protected against polio. Why, you should be, too!’ ”

There was a barbecue and town parade, and Webb remembers riding on a float, dressed as a pioneer boy.

“I
 know that ABC ran a segment about it on the evening news and I was 
playing outside and Mom yelled, ‘Come in, quick!’ And, I didn’t come in 
very quickly and when I got there, she said, ‘Well, you were just on the
 evening news.’ They had a clip of the parade and showed the float I was
 riding on. I was crushed. I had missed my TV debut.”

It was a 
time when local swimming pools were closed. Watermelon was avoided. 
Children were encouraged to play only on their neighborhood blocks — all
 in the hopes of avoiding polio.

Former U.S. Sen. Nancy Kassebaum remembers a childhood friend who nearly died from polio.

“He was a year older than I was, and so it made a big impression,” she said.

She’s spent the past few weeks hunkered down at her Morris County ranch and has been thinking of Kansans.

“What
 is important, when things are as serious as they are, is to lend a 
voice of quiet leadership, and it is enormously important for 
(government officials) to coordinate,” she said. “It was wise for the 
(Kansas) governor to make the decision she did with the schools. It is 
also important for families to realize the responsibility they have.

“What
 is really disappointing is how slow we were to pick up that we were 
going to need far more medical test kits, ventilators and medical 
garments for those in the health field to wear. That is unfortunate.”

She worries for people in rural communities who have medical needs and how rural hospitals struggle.

“Will Kansans be innovative and rally? I think they already are.”

One
 of Crumbine’s greatest strengths was being able to tap into the sense 
of social solidarity Kansans have with one another, even those for whom 
public health wasn’t the chief concern. Kansans have a long history, 
dating back to the state’s earliest days, of trying to help one another 
through a crisis.

There’s evidence Kansans still demonstrate that
 spirit. From Manhattan to Council Grove to the Riverside neighborhood 
in Wichita and beyond, people are placing teddy bears in front windows 
so families can go on “bear hunts.”

Talented seamsters and seamstresses are producing protective masks.

In
 Kingman, people are working together to create a Porch Angels group to 
help groceries get delivered. Boot Hill Distillery in Dodge City is 
making and giving away hand sanitizer.

In Andover and Overland 
Park, teachers formed motorized parades and drove through neighborhoods 
to say goodbye and give their students a chance to do the same.

On Saturday nights, the town of Seneca has hosted a Quarantine Cruise Night for residents to cruise Main Street.

And that’s the idea that Kansans have historically rallied around.

“The
 thing about Crumbine was that he wasn’t just progressive, he also had a
 forward-thinking outlook to foresee and understand the way people 
spread disease,” Holt says. “He not only understood public policy, he 
knew how to get politicians to pay attention to public health.”

A century ago, one Kansan showed the world how to fight pandemics 

PHILLIPS COUNTY HEALTH DEPARTMENT

The Phillips County Health Department is announcing the first presumptive positive case of coronavirus disease (COVID-19) in Phillips County.

The case involves a male in his 50’s, with a travel history in the last 2 weeks. Phillips County Health Department officials and Phillips County Health Systems staff are working to identify any close contacts of the individual and those who were exposed will be contacted as soon as possible. We will be monitoring these contacts for fever and respiratory symptoms. No further information about the patient will be released.

“Sadly we have identified through reference lab testing the first presumptive positive case of COVID-19 in Phillips County. The individual is being monitored and is quarantined along with his family. Now that we know this disease is in our community we are asking that all residents continue to comply with the Governor’s current stay at home order and take all the steps we have been outlining to help avoid and stop the spread of this illness,” said Pete Rogers, Phillips County Public Health Officer.

A patient has been identified through reference lab testing with the first presumptive case of COVID-19, the disease caused by the novel coronavirus, or SARS-CoV-2, at Phillips County Health Systems (PCHS).

 The patient was screened in the designated COVID-19 screening pod in front of the Emergency Department at the Phillips County Hospital and was further examined in the isolated exam room within the ER. These designated and isolated areas were set up to prevent the spread of the virus to other patients, staff, and the community. 

Upon arrival, caregivers wearing protective personal gear provided the patient with a mask and coordinated the patient’s screening in the COVID-19 screening pod and then escorted the patient into the hospital for further examination in one of the isolated ER rooms. No patients, visitors, or caregivers were exposed. PCHS followed the CDC and KDHE guidelines to protect our community, patients, and staff from exposure.

The patient is currently quarantining at home and their health is improving. We will not share information about patients diagnosed or admitted for COVID-19 in order to protect their privacy as required by HIPAA. PCHS is working in tandem with the Phillips County Health Department and the Phillips County Emergency Operations Center for contact exposure tracing and notifying people at risk of exposure per their protocols. All questions related to public safety should be directed to the EOC.

PCHS’ top priority is the safety of our patients, staff, and our community. Our medical team and community health partners have been well prepared for this inevitable event. The correct tools and techniques are in place to protect and care for our community. We are equipped and ready.

While some patient appointments have been postponed or delayed already due to our COVID-19 protocols, patients who have appointments are safe to keep their medical and outpatient appointments. 'Hang in there': Campus barista offers encouraging words

While the Hays Public Library building may be closed and the staff working from home through April due to COVID-19 precautions, digital services and some programming continues to be offered to provide area residents the opportunity to access entertainment and learning materials — even if they are stuck in their homes.

Digital resources still available include thousands of books, movies, graphics novels, audiobooks and music.

"You can access all of these things, and it's free, just like checking out a book at the library," said Callie Kolcany, HPL communications coordinator.

And if a patron would like something not currently offered, she said you can contact the library and make a request.

"That's another great thing that is available, requesting items," Kolcany said.

Kolcany said the biggest question they have received from people trying to access the digital resources so far centers around the PIN number needed for checkout.&nbsp;

That number is the last four numbers of the user's library card, she said.

Shifting services online is not limited to just checking out media.

"We have some programs that we are adapting to go online," Kolcany said.

<a href="https://hayslibrary.org/2020-poetry-contest/">Their 20th annual poetry contest has been adapted to go online as well.</a>

The contest started on the April 1, accepting original poems from anyone 16 and older.

The contest will be open until April 15 when a panel of judges will make choose the winners. The top two entries will win Hays Chamber Cheques.

They will also host the student art contest.

"This is another thing we have adapted to be online," Kolacny said.

That contest is open to any grades K-12 and will be open to illustrations that interpret their summer reading theme of "Imagine Your Story."

🎤The building may be closed, but Hays library is open

A local animal lover is trying to help fellow pet owners who have fallen on tough economic times.

Lisa VanHorn of Hays is coordinating with First Call for Help to offer donated dog and cat food, and cat litter to pet owners in need.

"People are now having to prioritize what they are getting and what they are spending money on," VanHorn said. "We want to keep the pets in the homes ...

"Being quarantined and having to stay at home, that is the last thing we want to do is have anybody give up their pet just because they can't afford a bag of cat food or dog food."

Owner surrenders are not being accepted by the the Humane Society of the High Plains at this time. The Humane Society closed its doors to the public as of March 30 when the governor's stay-at-home order went into place.&nbsp;

Strays are being accepted by appointment, and adoptions are being handled by appointment. See more information on the <a href="https://www.facebook.com/HumaneSociety.of.the.HighPlains/">Humane Society Facebook page</a>.

A donation box is going to be placed outside the side door of the First Call for Help building, 607 E. 13th. Pet owners can take supplies as they need. The supplies will be available on the honor system.

VanHorn said First Call as well as other local food pantries have said they have had requests for pet food, but none of the food banks offer pet supplies.

VanHorn has ordered the weather-proof storage container and is waiting for it to arrive to launch the program. She hopes to launch the program on or after April 15.

Hays pet lover starts pet food donation program

A Rush County man was arrested Thursday in Hays after allegedly coughing on a store clerk while making statements about the coronavirus.

At 12:43 p.m., the Hays Police Department responded to a complaint of a disorderly customer at Walmart, 4301 Vine.

Responding officers found the incident began after a clerk informed the suspect there was a limit on the amount of hamburger he could purchase, according to HPD Chief Don Schiebler.

"The customer became upset and began yelling profanities and began knocking stuff over and breaking things inside the store," Schiebler said.

He then allegedly began coughing hysterically in the direction of a clerk while making comments about the coronavirus.

Michael Craig Cochrane, 50, Rush County, was arrested on suspicion of criminal threat, disorderly conduct and criminal damage to property.

He was being held in the Ellis County jail and is presumed innocent until proven guilty in a court of law, Scheibler said.

"The Hays Police Department understands this is a trying time for the community," he said. "But we have to work together. We have to remain patient with each other as we try to work through this situation.

"We appreciate the community's continued cooperation and support, but we want to be clear we will not be going to tolerate this kind of behavior," Scheibler added.

Virus relief: $49M awarded to 6 universities in Kansas

Although First Care Clinic has not had to refer any patients for testing for the coronavirus, the clinic was awarded a $646,985 federal grant to help deal with patients when the pandemic peaks in northwest Kansas.

The funds were part of the most recent&nbsp; CARES Act federal stimulus package passed by Congress to fight the pandemic.

First Care provides a sliding-fee scale for underinsured or uninsured clients. Brady said as workers are furloughed or laid off, the clinic may see an increase in uninsured patients.

First Care Clinic launched primary care telehealth services for its patients on Wednesday. Patients can access the service from their homes.

The clinic is continuing to see patients in its office, but virtual appointments are being offered for the elderly and those who have chronic conditions who need more regular appointments.

People can also get their questions answered about COVID-19.

The clinic is using a secure video conferencing system through its medical records provider, Brady said. Patients will be seeing the same providers they see in the clinic.

The clinic had already been using telehealth services to provide psychiatric care.&nbsp;

In the wake of the coronavirus outbreak, insurance companies have waived some restrictions on using telehealth for primary care.

Some insurers are waiving fees or allowing telehealth services for the first time. If you have questions if telehealth services will be covered, Brady suggested you call your insurer.

Brady acknowledged telehealth has limitations. Providers can't take blood pressure or do lab work if a patient is seen through telehealth.

However, he said it may be a good alternative for the elderly or immune-compromised patients who are being encouraged to stay at home.

"We want to protect people," Brady said. "We want&nbsp; to provide high quality care and for people to continue to have access to that care&nbsp; through alternative means of care."

The clinic has assigned staff to help patients with the technical elements of the new telehealth system.&nbsp;

Brady said although the clinic has been told by insurers the rules regarding telehealth are supposed to be temporary, he said he hoped this would be a look into the future of medicine for rural Kansas.

"I think there is definitely a place for this media, especially in western part of the state. We have patients who come from as far as a hour and a half away," he said. "It would be nice if we could continue to provide this option."

Beginning Tuesday, USD 489 free drive-up meals will be offered Mondays through Thursdays.&nbsp;

Friday's cold breakfast and lunch will be served on Thursdays.

Ellis County Commissioner Dustin Roths has filed for re-election. 

Roths, R-Hays, was elected by Republican Party precinct members
at the end of 2018 to fill the District 2 seat previously held by Barbara
Wasinger. Wasinger vacated the seat after she was elected to the Kansas House
of Representatives.

Roths is the second Republican to file for the seat and will

The candidate filing deadline is June 1. The primary

Roths files for re-election to Ellis Co. Commission

TOPEKA –&nbsp;The Kansas Department of Health and Environment has issued a boil water advisory for the customers of Ellis County Rural Water District No. 1C public water supply. <a href="https://www.krwa.net/Portals/krwa/mapovers/EL01-01C-03.pdf">This advisory includes the town of Antonino, but does not include the city of Hays. </a>This advisory is not related to the COVID-19 pandemic.

<a></a><a></a>Customers should observe the following precautions until further notice:

The advisory took effect Friday and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a line break resulting in a loss of pressure in the system. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

 </figure>TOPEKA –&nbsp;The Kansas Department of Health and Environment has issued a boil water advisory for the customers of Ellis County Rural Water District No. 1C public water supply. <a href="https://www.krwa.net/Portals/krwa/mapovers/EL01-01C-03.pdf">This advisory includes the town of Antonino, but does not include the city of Hays. </a>This advisory is not related to the COVID-19 pandemic.<a></a><a></a>Customers should observe the following precautions until further notice:<ol>
 <li>If your tap water appears dirty, flush the water lines by letting the water run until it clears.</li><li>Boil water for one minute prior to drinking or food preparation or use bottled water.</li><li>Dispose of ice cubes and do not use ice from a household automatic icemaker.</li><li>Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.</li><li>Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.</li>
 </ol>The advisory took effect Friday and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a line break resulting in a loss of pressure in the system. Boil order issued for Ellis Co. rural water district; Hays not included

The Kansas Department of Health and Environment has confirmed a positive case of COVID-19 in Ellis County. 

The patient is currently in home isolation, following the guidance of the CDC and ECHD. 
The positive case was identified through testing sent to a private lab. These results will be verified by the CDC lab but will be treated as a positive unless determined otherwise. 


ECHD has followed KDHE guidelines to identify any close contacts of the individual. Those individuals have already been notified and have been directed to self-quarantine. The patient is a male in his 30s.  No other information will be provided about the patient. 
It is important to remember to take basic precautions like washing your hands, covering your cough and staying home when you are ill. Most people with mild symptoms will recover in a short amount of time.

Man in his 30s the first COVID-19 case confirmed in Ellis Co.

WOODSTON — The KBI and the Rooks County Sheriff's Office are investigating the death of a woman who was shot in Rooks County.

Just
 before 11:45 p.m. Wednesday, the Rooks County Sheriff’s Office and EMS
 were dispatched to the 70o block of Spruce in Woodston, after 
receiving a report that a woman later identified as 36-year-old Charity 
Northrup had been shot at her residence, according to a media release.

&nbsp;She was pronounced dead at the scene early Thursday.

The
 Rooks County Sheriff’s Office requested KBI assistance Thursday at 
around 1:15 a.m. KBI agents and the Crime Scene Response Team responded 
to investigate.

No threat to the public is believed to exist related to this incident.
