Holy Family Elementary weekly update

The next change in the Vine Street construction traffic configuration will occur Thursday. 

Traffic on Vine Street will be switched over to the west side of Vine Street between 29th and 35th Street onto the new pavement. Traffic will be one lane in each direction following the curve of the west half of the 32nd/33rd Street roundabout. 32nd Street traffic at Vine will be westbound only to allow the construction of the splitter island. 

Eastbound 32nd Street traffic will be detoured at Oak Street. Once the splitter island is complete, eastbound 32nd Street will be allowed to access Vine Street. However, no left turns will be allowed. 33rd Street will be completely closed at Vine Street to allow for the expedient completion of the roundabout. 

Access to businesses in the area of East 33rd Street will be detoured via 29th Street and Broadway Avenue. Signs will be in place to direct traffic. For more information, call (785) 628-7350.

Vine Street traffic flow set to change this week

In the past few months, everyone’s world has been turned upside-down 
and backwards as a result of the COVID-19 pandemic. Plans made turn into
 plans changed – or canceled. We’ve lost personal contact with so many 
people, and sometimes it can seem like there is little good that can 
come of it all.

As we all find our way together through these unprecedented times, 
it’s important to know that we can make a difference in our own lives 
and in the lives others. HaysMed has been touched by individuals, 
families, churches, restaurants, businesses, and our volunteers and 
associates who have chosen to make life a little better for someone 
else. It seems like a great time to share some of the good that has come
 out of this crazy time.

Brad and Lisa Unrein have two school-age children, Alex and Braden, 
who were looking forward to Spring Break when the world shifted around 
them.  Among the end-of-year activities the boys would miss this year 
was their school’s annual “Race for Education” a day of walking and 
running laps to raise money for their school. Like so many other events,
 it was canceled and the parent volunteers decided to take pledges, not 
for laps, but for good deeds.

Alex and Braden decided that among the good deeds they would do to 
fulfill their commitment, was to provide meals for front-line medical 
workers at HaysMed through the Foundation’s “Stay Home, Go Give” 
initiative. Their gift provided ten meals for essential associates of 
HaysMed who continue to take care of patients, screen visitors, prepare 
food, and maintain and clean the facilities around the clock. The boys’ 
mother, Lisa, said, “We sat the boys down and talked about things they 
could do. They immediately jumped at the chance to do something for the 
people at the hospital for keeping us safe  and taking care of us.”

The Ambulatory Surgery staff is using their resources to brighten the
 day of some of our youngest patients. Sarah Green, Director of 
Peri-Operative Services explained, “Earlier this year the Wonder Women 
League of the United Way purchased several motorized vehicles for our 
pediatric patients to use when going from their rooms to the operating 
room. Now that we do pre-op testing of COVID, patients are coming in 
through Entrance A and have a long walk down the hall to the Ambulatory 
Surgery Department. The staff working the entrance decided it would 
be nice to have the pediatric patients be able to drive the cars from 
the entrance all the way to the department on arrival and back to the 
when they left.” The staff has enjoyed bringing smiles to the faces of 
patients and families and by making the trip to and from a procedure 
fun.

As the old saying goes: It is better to light a single candle than to
 curse the darkness. In “light” of that expression we would like to 
invite you to join those whose actions have lit a candle in the darkness

Foundation outlines HaysMed initiatives in response to COVID-19

MANHATTAN —&nbsp;The Kansas State University College of Education's&nbsp;<a href="https://coe.k-state.edu/academics/departments/rural-education-center/index.html" target="_blank">Rural Education Center</a>&nbsp;recently received its largest grant in history: a telemedicine grant to support STEM education in rural and underserved communities. The $451,480 Distance Learning and Telemedicine Grant will be administered by the Rural Utilities Service of the U.S. Department of Agriculture. It will support the center's Rural Enhancement of STEM Education through Tele-Presence, or RESET, program and purchase robots, microphones and laptops for the 20 schools in 10 Kansas school districts involved in the project. No funds will be used to support personnel salaries. Kansas schools participating in the grant are Andale High School,&nbsp;Andale; Axtell High School,&nbsp;Axtell; Cheylin High School,&nbsp;Bird City; Buhler High School and Prairie Hills Middle School, both in&nbsp;Buhler; Garden Plain High School,&nbsp;Garden Plain; Jackson Heights High School,&nbsp;Holton; F.L. Schlagle High School, J.C. Harmon High School, Sumner Academy, Washington High School and Wyandotte High School, all in&nbsp;Kansas City; Blue Stem High School,&nbsp;Leon; Ness City High School,&nbsp;Ness City; Osage City High School and Osage City Middle School,&nbsp;Osage City; Sabetha High School and Sabetha Middle School,&nbsp;Sabetha; Troy High School,&nbsp;Troy; and Wetmore High School,&nbsp;Wetmore. Project RESET will acquire tele-presence equipment necessary to support STEM education learning experiences in rural schools, with the Rural Education Center serving as the hub site for providing training, curriculum, instructors and additional resources to aid its partner rural schools. Debbie Mercer, dean of the K-State College of Education, said this grant addresses a critical need in schools across Kansas — one that came into sharp focus with the emergence of COVID-19. "This is a phenomenal example of how College of Education faculty are positively impacting some of the most complex and labyrinth-like issues in our profession," Mercer said. "This initiative addresses two at the top of the list: finding STEM teachers and providing schools with technology that levels the playing field for rural schools or those in underserved or low socio-economic communities." The grant expands a previous&nbsp;<a href="https://www.k-state.edu/media/newsreleases/2019-12/usda_grant121919.html" target="_blank">Distance Learning and Telemedicine Grant the Rural Education Center received in December 2019</a>. The $146,031 award similar is similar to the new grant and involved eight rural districts and nine schools. Both grants were written by College of Education faculty members Spencer Clark, Rural Education Center director and associate professor of curriculum and instruction, and Lori Goodson, Rural Education Center assistant director and assistant professor of curriculum and instruction. Combined, the two grants will support 29 schools in 18 districts with a total of 118 Double Robotics robots and 23 Ohmni robots. "This grant is an important part of our vision to create a rural distance learning network across the state," Clark said. "It is another step toward creating more equitable access to educational opportunities for rural students."&nbsp;

For Goodson, it's both professional and personal. "It's exciting to see the Rural Education Center providing support for our rural education partners," Goodson said. "As a product of a small rural school in northwest Missouri, I know the value of those small districts, and I'm glad to be a part of this effort." Entering its fifth decade, the Center for Rural Education and Small Schools was renamed the Rural Education Center in Spring 2019. Approved by the Kansas Board of Regents in 1978, the center focuses on meeting the needs of rural schools in the state of Kansas.

Clark and Goodson emphasize advocacy for rural schools and their communities by pursuing grant opportunities and other sources of funding to support various rural educational projects. They will also conduct research and coordinate other educational activities to support the learning opportunities for rural students and teachers. 

Clark and Goodson look forward to supporting current curriculum initiatives and goals associated with the Kansas State Department of Education school redesign, STE(A)M education, career and technical education place-based education, and civic engagement in rural schools.&nbsp;

A blue ribbon. For millions of 4-H youth through the years, blue ribbons have been awarded in recognition of a high-quality project.&nbsp;&nbsp;

For Joni Albers, the founder of the Hungry Gardens in California, her first blue ribbon helped launch a lifelong interest in horticulture. She is now using those skills to produce healthy food for urban neighbors.&nbsp;&nbsp;

Originally from Hoxie, Joni’s roots go deep in rural Kansas. Her grandparents were dairy farmers, and her family always had a large garden. “My mother got me started in gardening,” Joni said. “I had my first garden at 6 years old.”&nbsp;

She was also a member of the Solomon Valley 4-H Club. In her first year, she took her homegrown green beans to the Sheridan County Fair and won a blue ribbon. “That started it all,” she said. Joni was active in 4-H, taking on projects such as sewing, art, bucket calf, and woodworking, but horticulture was her favorite.&nbsp;

Joni went to college in Denver and worked as a designer before taking a technology position in New York City. When her company allowed her to transfer to California, Joni settled in Sun Valley.&nbsp;

Unlike in New York City, she now had some land. “I wanted to garden as I had in my youth,” Joni said. She started a small garden, but the garden space quickly grew. Soon she had about 4,000 square feet, and her neighbors were interested in her produce.&nbsp;&nbsp;

Locally grown products were hard to come by in the region. “There was one produce stand in the area, but it was only open one day a week, and they didn’t have locally grown produce,” Joni said.&nbsp;

She decided to launch her own business as an urban produce farm. She named it the Hungry Gardens. She uses innovative technology to communicate with customers and focuses on heirloom produce.&nbsp;

These are not plain, everyday tomatoes, for example. “Healthy food and culinary experiences underpin everything we grow at the Hungry Gardens,” her website says.&nbsp;&nbsp;&nbsp;

“I try to find the rarest heirloom vegetables,” Joni said. “We specialize in growing unique vegetables that are not available commercially but have historical and indigenous value.”&nbsp;

For example, Joni offers many products which I hadn’t heard of, such as cinnamon basil, blacktail watermelons, red noodle beans, tigger melons, violet sparkle peppers, thai lime, pineapple sage, cucamelons, and many more. She works with various partners, including several chefs.&nbsp;&nbsp;&nbsp;

“I want to provide an experience for people, and give them new things to try,” Joni said.&nbsp;&nbsp;Her market is hyperlocal, and she offers pickup and delivery. Hungry Gardens also offers seedlings for such items as heirloom tomatoes, squash, zucchini and flowers.&nbsp;

Some cities have used community-supported agriculture, where consumers pay a fee and receive whatever produce happens to be in season. Joni goes a step further by enabling consumers to select their products. “I allow consumers to curate their own boxes,” Joni said. “That means they get what they really want.”&nbsp;&nbsp;

She updates the inventory of fresh products each day, and her customers get to choose among the freshest items.&nbsp;

Joni uses an iPhone app called Cropswap, to offer Heirloom CropBoxes by subscription. These include a variety of heirloom vegetables not offered on her website. The boxes come with scannable codes that connect to recipes from area chefs, plus ideas for preparation of these unusual products.&nbsp;

It’s a remarkable business, inspired by Joni’s early days as a 4-H’er at the rural community of Hoxie, population 1,201 people. Now, that’s rural.&nbsp;

A blue ribbon. For 4-H youth, it symbolizes a high level of achievement. A couple of weeks ago on a pleasant Tuesday afternoon, Andrew Denning was walking his dog and talking with me about fascism.

Denning is a <a href="https://history.ku.edu/andrew-denning">history professor at the University of Kansas</a>
 who specializes in 20th century Europe. I’d called him because I 
haven’t read enough books about World War II and was hoping he could 
give me a crash course on what regular people did as fascists took over.
 Did people in Germany go about their daily lives, worried but paralyzed
 by their inability to fully grasp what was happening, and how much 
worse it could get, as Nazis came to power?

It wasn’t just Germany, Denning reminded me. It was Italy’s Mussolini who <a href="https://time.com/5556242/what-is-fascism/">gave us the term “fascism.”</a> And there were fascist movements between the two World Wars in France and Great Britain as well.

“In the United States, <a href="https://www.history.com/this-day-in-history/americans-hold-nazi-rally-in-madison-square-garden">tens of thousands of American Nazis</a>
 were going to Madison Square Garden,” he said. “Why does fascism 
succeed in consolidating power in Italy or Germany but doesn’t in France
 or Great Britain or the United States in the same time period?”

Like Jay Steinmetz at Fort Hays State University, who I’d spoken with a couple of weeks earlier about <a href="https://kansasreflector.com/2020/09/23/were-so-close-to-civil-war-everyone-can-smell-the-smoke/">protest movements in the United States</a>,
 Denning said what we’re seeing around the world in recent years follows
 more of a “populist authoritarian” playbook, which can be used by 
dictators on the left (Hugo Chavez in Venezuela) but in recent years has
 been more widespread on the right (he cited Putin in Russia, Orbán in 
Hungary, Bolsonaro in Brazil and Erdogan in Turkey).

Denning said there were reasons for concern in the United States.

“The rise of armed 
paramilitary groups showing up to ‘help police’ and ‘protect property,’ 
blurring line between agents of the state who enforce the law — the 
police, the military, the National Guard — with paramilitary groups. 
That’s where there is, I think, some danger,” he said.

All summer, we’ve seen reports of armed vigilante groups showing up to do <a href="https://www.cnn.com/2020/08/30/politics/vigilante-group-activity-kenosha/index.html">exactly what he was describing</a>.

“The ways political 
figures and members of the media have either tolerated or spoken 
approvingly of either threats or acts of violence by paramilitary groups
 in pursuit of, or defense of, political goals is quite troubling as 
well,” he added.

A couple of hours after we spoke, the president made his now infamous comments about the <a href="https://kansasreflector.com/2020/09/30/trump-tells-far-right-group-to-stand-back-and-stand-by-in-presidential-debate/">Proud Boys</a> and urged his supporters “<a href="https://kansasreflector.com/2020/09/30/biden-says-hell-support-election-outcome-but-trump-urges-supporters-to-watch-very-carefully/">to go into the polls and watch very carefully</a>.”

Nationwide concern about 
that Proud Boys comment lasted all of two days before it was swamped by 
the president’s COVID-19 diagnosis and Washington sank into whole new 
layers of crisis.

None of that had happened when I spoke to Denning. But each crashing wave of chaos brought echoes of what he’d told me.

“What’s troubling about 
the current situation in the United States is a real sense of internal 
disorder,” he said, “and political factions lined up against one another
 which are certain the other political faction does not have best 
interest of the country at heart and so is incapable or unable to rule. 
That’s something we would want to pay attention to in the American 
context if we want to avoid something like a fascist revolution or a 
rising authoritarian regime.”

As in, <a href="https://kansasreflector.com/2020/10/05/i-just-dont-trust-the-system-any-more-voters-on-edge-as-election-nears/">questioning the legitimacy of elections</a>.

“The view that, ‘If my 
side wins, the election was just and the will of people, but if my side 
loses, something was corrupt and the winner was cheating’ — that doesn’t
 lead to a sense of legitimate governance,” Denning said. “When one side
 totally disavows the right of the other side to rule, that becomes 
deeply problematic because then there’s an inability to separate the 
instruments of the state from political parties.”

Those instruments of the 
state — which we all chip in for, trusting that they’ll keep us safe, 
healthy, educated, fed and transported, among many other functions that 
by their nature are politically neutral — should be separate from 
political parties in a democracy like ours. Sure, presidents appoint 
partisans to lead government agencies, but the whole idea of “peaceful 
transfer of power” means the foundational work that keeps our country 
operating can continue regardless of who is president.

“The state has immense power — to tax, to seize property, to imprison, to commit violence,” Denning noted.

He said the modern state 
holds “a monopoly on legitimate violence,” such as the death penalty. 
“This requires a sense that the state is just,” he said, and not the arm
 of one political party.

Regardless of the 
president’s state of health or mind on this day, we didn’t get here 
because of just one man. And we didn’t get here in just four years.

The particular warning of 
history, Denning had told me, is that “small political questions,” such 
as when different wings of a party disagree about tactics and 
strategies, are what divide and fracture coalitions that can challenge 
authoritarian aspirations.

It’s only the big political questions that matter now.

OPINION: Kan. professor sees ‘troubling’ danger signs for US

Following a successful tenure of more than two decades, Francine Hestermann plans to retire in October 2021 from her position as Chief Financial Officer for the Fort Hays State University Foundation. She joined the FHSU Foundation as CFO in 1997 and says the thought of retiring is bittersweet.

“I’m looking forward to retirement, but I’m going to be leaving an incredible job that has brought me joy over the last 23 years,” Hestermann said. “I’ve met so many wonderful people through my career and have been humbled by the generosity of our Fort Hays State alumni and donors.”

Thanks to donor support from 1997 to today, Hestermann and the FHSU Foundation have created more than 700 new funds in support of Fort Hays State University. In addition, they have more than doubled the number of endowed funds, which are those over $10,000 that are invested and live on in perpetuity.

She has seen a great amount of growth and change through her years serving as Chief Financial Officer. Net assets for the FHSU Foundation have grown from $21 million to more than $116 million to date, and its staff has grown from seven employees to 21.&nbsp;

The FHSU Foundation is currently in the capstone year of its Journey Campaign with a goal of raising $100 million by Homecoming 2021. Hestermann has served in her role through three prior capital campaigns for Fort Hays State: the Centennial Campaign, the Cornerstone Campaign, and the Power of One Scholarship Campaign.

Hestermann is proud to have built an organized and stable accounting team – one that has received an unqualified audit opinion, with no adjusting entries proposed, for all of her 23 years as CFO.&nbsp;

“Our Foundation staff has been amazing, but I’ve also enjoyed working with our Board of Trustees, professors, staff and students,” she said. “I could not find a better place to work.”&nbsp;

Longtime CFO at Fort Hays State Foundation plans to retire next year

The Smoky Hill Country Club Ladies’&nbsp;Golf&nbsp;Association was excited to 
show their PINK! Their annual “Pink Out” event was a huge success 
raising over $6,000 for the Breast Care Center.&nbsp;Since beginning “Pink 
Out” just three years ago, the SHCC Ladies’ Golf Association has raised 
more than $13,000 in support of services benefiting patients who utilize
 HaysMed’s Breast Care Center. 

“The support of passionate people like the Ladies’ Golf Association 
is becoming more and more critical as we see existing funding sources 
stretched to meet growing demand. There are statewide grants from which 
we’ve just not been able to receive the same level of funding for 
patient education and support services. These ladies have stepped up in a
 big way to help close that gap. We’re incredibly grateful,” said 
HaysMed Foundation Executive Director Jeff Brull.

Hays ladies’ golf association supports breast health

TOPEKA — Technical Trooper Justin Rohr has been promoted to Lieutenant, according to a news release from Col. Herman T. Jones. superintendent of the Kansas Highway Patrol.

Rohr joined the Patrol as a Trooper in 2006 with Class #45. His first duty station was Saline County, Troop C. He was awarded a transfer to the Special Response Team, Troop S in Topeka, in 2012. In 2014, he was transferred to the Police Service Dog Unit. In addition, Rohr has served as a Defense Tactics Instructor.

During his time with KHP, Rohr has received several awards.

In 2014 and 2018, he received the "Top Producer" award for currency seizures. In 2019, he was awarded the "Largest Currency Seizure in the Nation." 

This year, Rohr was recognized as the "K-9 Officer of the Year" by the Kansas Narcotics Officers Association.

Rohr is a native of Hill City. He graduated from Hill City High School and later attended Northwest Kansas Technical College.

Crews will be surveying approximately 11 miles of U.S. 281 starting at Land Road and ending at the west K-18 junction to gather information for the detailed design of a proposed pavement and shoulder widening project.

Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. Work is expected to be completed by the end of October, weather permitting.

Crews will contact property owners or tenants for permission to enter private property, if access is needed. Michael Selley, field survey project manager, will oversee the survey for KDOT.

PHILLIPS COUNTY —One person was injured in an accident just before 5p.m. Friday in Phillips County.

The Kansas Highway Patrol reported a 2003 Harley Davidson motorcycle driven by Kevin Dwaine White, 53, Norton, being pursued by the Phillips County Sheriff's Office on U.S.36 highway five miles east of U.S. 183.

The driver lost control of motorcycle and crashed. The motorcycle came to a rest on its side in the roadway.

EMS transported White to the hospital in Phillipsburg. He was no wearing a helmet, according to the KHP.&nbsp; Authorities have not released details on what prompted the chase.

The Ellis County Health Department on Friday reported the&nbsp;average number of new coronavirus cases per day in the last seven days held steady at 12.

The department also announced three additional coronavirus-related deaths, bringing the total to 12.

On Oct. 2, the Hays City Commission voted to extend the ordinance requiring face coverings until the seven-day new case average was five or fewer for 14 straight days.

There were 37 new cases of COVID-19 identified in the county since Wednesday. There are now 122 active cases, including 10 active hospitalizations, and 10,44 recovered cases.

The seven-day average of percent of positive tests fell slightly to 18.1 percent.

Since reporting began, there have been 1,178 cases of coronavirus identified in the county, including 12 deaths. Of the total 9,076 tests administered, 12.2 percent have returned positive for COVID-19.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Because of delayed test results, total cases might include cases prior to the previous reporting period, so the figures might not necessarily correspond.

DSNWK unveils new logo, website, slogan

Hays Mayor Shaun Musil expected to be back in town Thursday night for the city commission meeting.

He's been at his children's soccer games the past couple of weeks at various schools and has not attended meetings in person.&nbsp;

"I've been chasing kids all over the country watching soccer games," he quipped.&nbsp;

But as he joined the Thursday night meeting via telephone, Musil also announced one of his sons had been diagnosed with COVID-19 earlier in the day.

"I thought I'd be back tonight, and my youngest son tested positive for COVID," he told commissioners at the end of the meeting.

"It's kind of a shock to the whole family today, but he's doing fine and we'll get through this.&nbsp;

"Everybody in this community has been touched by this," Musil said. "I know Commissioner (Ron) Mellick has a family member that passed away.

"None of us are immune to it. ... It's a tough time in this whole community. But we're a great community. We will get through this, so thank you all," Musil said.

Vice-mayor Sandy Jacobs also thanked the community "for how we're approaching the coronavirus."

"It seems to me that we have a really positive attitude throughout the&nbsp; community and I've been in various parts of the community.

"I have not had a lot of negatives the last couple weeks, which is really appreciated," Jacobs said.&nbsp;&nbsp;

During a special meeting on Oct. 2, commissioners voted to <a href="https://hayspost.com/posts/b927d4eb-e1b4-4c57-bc57-56ad4e14516e">extend the face covering ordinance</a> until specific metrics are met.&nbsp;

"And people are understanding.&nbsp; As our numbers increase, they often get closer to home and I think that makes a big difference," she added.&nbsp;&nbsp;

On Thursday, HaysMed had 22 inpatients, two more than Wednesday, according to the University of Kansas Health System.

The Ellis County Health Department <a href="https://hayspost.com/posts/5e835c24-ba60-4e14-9055-344b9a1a418b">reported Wednesday&nbsp;</a>a decrease in the average number of new coronavirus cases per day in the last seven days — from 14 on Monday to 12 on Wednesday.

The department also announced the eighth and ninth coronavirus-related deaths.

Fundraising for an accessible recreation complex  in Hays started in 2018.&nbsp;

The project is spearheaded by local parents of special needs children and directors at the Arc of Central Plains.

With about $1.6 million in donations so far, groundbreaking for the first phase, a 14,000-square-foot playground, is scheduled for 4 p.m. today in Seven Hills Optimist Park, 33rd and Hillcrest.

Features will include swings with harnesses for kids of all ages and abilities, static-free slides, and inviting sensory equipment.

Hays vice-mayor Sandy Jacobs wasn't sure the day would ever come.&nbsp;

"I think in the beginning I doubted they could do what they set out to do," Jacobs said at the end of Thursday night's city commission meeting.

"I could see a park, or a little piece of it, but the whole project is going to be amazing for our community."

Jacobs is executive director of the Heartland Community Foundation which has awarded grant money to the project. She has been working closely with the project volunteers to help them find other financial and in-kind work donations.

"It's not only going to be a quality of life issue," Jacobs said, "it's going to impact communities around us that will bring kids here.

"It will have an economic impact in our community as well."

"It's something positive coming to our community," echoed Commissioner Michael Berges, who has a special needs son.

Jacobs singled out <a href="https://hayspost.com/posts/eebb230f-b7c4-4721-84ed-2447cc19a469">Sarah Meitner</a>, parent of a special needs son, and Kathy McAdoo and Brent Kaiser with the Arc of Central Plains.

"The work that they've done on this has been absolutely inspiring."&nbsp;&nbsp;

Phase two of the park is a splash pad with a special fundraiser underway now called "<a href="https://www.haysarcpark.org/">Drop in the Bucket</a>."&nbsp;

A donor has offered to triple-match donations&nbsp;- up to $100,000 - through the end of the month for the ARC Park Splash Pad.&nbsp;

The third phase is a baseball field featuring a turf infield and outfield with in-ground bases so individuals with limited mobility can also enjoy playing ball.&nbsp;Youth teams in the community will be allowed to play on it.

Algae warning lifted for Phillips County lake

Local Knights of Columbus members will hand out Tootsie Rolls in front of many Hays businesses Friday through Sunday during the 49th annual Tootsie Roll drive to help people with intellectual disabilities.

Eighty percent of the donations from Tootsie Roll weekend stays in Hays and is given to local organizations that work with these special citizens.

The balance of the collections is given to the state "Commitment to Humanity" fund, which helps finance projects such as the Special Olympics.

 </figure>By BECKY KISER Hays PostLocal Knights of Columbus members will hand out Tootsie Rolls in front of many Hays businesses Friday through Sunday during the 49th annual Tootsie Roll drive to help people with intellectual disabilities.Eighty percent of the donations from Tootsie Roll weekend stays in Hays and is given to local organizations that work with these special citizens.The balance of the collections is given to the state "Commitment to Humanity" fund, which helps finance projects such as the Special Olympics.Last year the Knights of Columbus gave $23,000 to the Special Olympics Basketball Tournament at Gross Memorial Coliseum in Hays.&nbsp;The K of C Tootsie Roll Drive also supports the Developmental Services of Northwest Kansas (DSNWK) Consumer Medical Fund, a fund that assists individuals with intellectual and developmental disabilities with the cost of medical items and care that are not covered by Medicaid.Statewide, more than $364,000 was collected in 2019 during the Tootsie Roll drive.&nbsp;There are more than 38,283 K of C members in Kansas.&nbsp;
