After six transformational years, Forsyth Library Dean Deborah Ludwig will be stepping down at the end of November, assuming new special project duties as she transitions to full retirement in 2022.&nbsp;

Ludwig’s distinguished career includes several stops at Fort Hays State University. She served as the catalog librarian at Forsyth Library from 1988-90 when the first online library catalog, TopCat, was implemented. Between her FHSU appointments, she held technology and library leadership positions with the Kansas City, Kansas Public Library, Johnson County Community College, and the University of Kansas.&nbsp;

During her most recent tenure at FHSU, Ludwig was instrumental in advancing university priorities. She co-chaired the committee that developed FHSU’s five-year strategic plan from 2017-19.&nbsp; She also chaired search committees for the provost, dean of the Robbins College of Business and Entrepreneurship, and director of Teaching Innovation and Learning Technologies (TILT).&nbsp;

Ludwig is responsible for several immensely successful initiatives that reshaped and repositioned the Forsyth Library as a research and learning hub and realigned the library’s mission to support the academic success of university faculty and students. Under her leadership, the 53-year old library was transformed into a true “learning commons” with group and individual study spaces, enhanced computer workstations, and a self-service video production lab. An old reference desk was replaced by an online model that allows students to connect to a librarian, whether studying on campus or online. Two prominent exhibit spaces now showcase unique and historical artifacts from Special Collections and Archives. New meeting rooms and a large presentation/classroom space in the south study area have become a hub for social, civic and professional engagement events.&nbsp;

Ludwig also elevated the library’s collections and services to reflect the university’s mission of providing an accessible and affordable education. As an advocate of open educational resources (OER), she shepherded several OER initiatives at the university. She helped establish two FHSU grant programs, which encourage faculty to create or adopt openly licensed materials for their courses, saving students thousands of dollars in textbook costs. Forsyth Library launched the FHSU Scholars Repository in 2016, providing a place to collect, preserve and openly share faculty and student research, making scholarly and creative works discoverable and accessible worldwide. The repository is now home to a growing collection of the university’s intellectual output, including several peer-reviewed journals, master’s theses, OERs, and digitized collections from the University Archives.&nbsp;

Research services have also grown significantly under Ludwig’s leadership, with librarians integrating information literacy instruction into courses and exponential growth for the “Ask A Librarian” research help service, which answers hundreds of one-on-one questions each year. To recognize students who demonstrate outstanding undergraduate research and honor a long-time librarian, Ludwig established the Lynn Haggard Undergraduate Library Research Award in 2019 to honor students who demonstrate sophisticated information literacy and library research skills.&nbsp;

At the onset of the COVID-19 global pandemic, Ludwig delayed her planned 2020 phased retirement to reconfigure and deliver library services designed to meet the research needs of the FHSU community while prioritizing the health and safety of patrons and employees.&nbsp;

Ludwig’s contributions to the transformation of the Forsyth Library will be felt long after her retirement. With an extensive renovation on the horizon, the library is positioned to become the dynamic center of teaching, learning, research and engagement that she envisioned when she returned to FHSU six years ago.

Three-day weather outlook

In recent years, when I have written letters about USD 489, often it has been to complain. But not this time. I want to commend the school board and superintendent Wilson for working so well together and in collaboration with school principals, who are making such strenuous efforts daily and weekly to lead teachers and staff in maintaining positive educational settings on behalf of the students in our district. 

One example is the work of Hays High football coach Tony Crough who has joined with Athletic Director Lance Krannawitter and high school Principal Marty Straub to create an ordinary football season in turbulent times and given our youth the opportunity to enjoy what has become an extraordinary and unforgettable experience, with hopefully even a few more games yet to be played and watched and cheered. 

My wife and I are so proud of everyone throughout the district who has contributed to what is already a memorable school year, under difficult circumstances. God bless each employee of USD 489 for your heroic efforts on behalf of the children and youth of Hays, America.

TOPEKA — A ballot misprint
 in Ellis County could provide an opportunity to challenge the outcome 
of the U.S. Senate race or a legislative race if the results from either
 are extremely close.

The misprinted ballots 
list the Kansas Senate 40th District race between Republican incumbent 
Rick Billinger and Democratic challenger Larry Dreiling as the U.S. 
Senate race. About 3,800 ballots were mailed last week before the 
mistake was discovered.

A statewide race decided 
by fewer than 3,800 votes would be extraordinary, but some polls show a 
virtual tie in the U.S. Senate race between Democratic state Sen. 
Barbara Bollier and Republican U.S. Rep. Roger Marshall. Secretary of 
State Scott Schwab said the prospects for litigation will depend on the 
margin of victory in both the statewide and legislative races.

Schwab said the county 
election office worked with its vendor to reprint ballots as soon as the
 problem was discovered and resumed mailings with the corrected ballots.

“Folks need to know, 
occasionally mistakes like that can happen at the local level,” Schwab 
said. “We do all we can to aid. But that being said, look at the ballot,
 know your candidates — not just the title of what they’re running for —
 but know your candidates and what they’re running for so if there is a 
misprint, you can kind of use your own knowledge to overcome what might 
be a typo.”

Megan Challender, voter 
protection director for the Kansas Democratic Party, expressed concern 
that the printing error caused a delay in advance voting in the county. 
She said the county should expand early voting opportunities to evenings
 and weekends to compensate.

“Every ballot with the 
misprint will be counted by hand, and Ellis County residents can be 
confident their votes will still count despite this error,” Challender 
said.

The legislative district, 
which spans 10 rural northwest Kansas counties, heavily favors 
Republicans. In 2016, Billinger received 74.4% of the votes with a 
margin of victory of 15,508.

Billinger said the printing error was “an honest mistake” and that he doesn’t think voters will be confused.

“You’re either going to vote for me or the other guy,” he said.

The incumbent said he has been in the harvest field for the past three weeks and hasn’t “done a whole lot” to campaign.

“I’ve got some ads running, and that’s about it,” Billinger said.

Dreilling, a former editor
 of the High Plains Journal, an agriculture publication based in western
 Kansas, said he has “angst” over the ballot misprint and has talked 
with an attorney and the secretary of state’s office about the 
situation.

“What we’re going to do is
 pretty much have this election,” Dreilling said, “and we’ll let people 
use these misprinted ballots, and what we’ll hope for here is that they 
won’t make a difference in either my election or the election of Senator
 Bollier.”

He said the district’s 
historical preference for Republicans doesn’t matter because he has 
“better ideas,” including support for Medicaid expansion.

“I’m just hoping that I 
win, basically, and win big,” Dreilling said. “I’m hoping the people of 
Ellis County will see me as their candidate and select me. That’s all I 
can do.”

Each fall semester, Jana’s Campaign works with the freshman class at Hays High School to provide
Bystander Intervention Trainings. These trainings teach students how to safely, immediately and
effectively intervene when they believe unhealthy or violent relationship behaviors are occurring.


After providing Bystander Intervention Trainings to freshmen in September, on Thursday, Oct. 15,
Jana’s Campaign was invited back to Hays High for a follow up session to further discuss the
continuum of violence, recognizing ‘red flags’ or warning signs of unhealthy relationships, and to
review the bystander intervention strategies. Select upperclassmen, nominated by school faculty as
outstanding leaders, assisted in facilitating conversations about the information students learned at
the September trainings, and to discuss possible answers to questions raised on the post-training
surveys Jana’s Campaign administered at the initial training.


Nationally, one in three adolescents report being hit, slapped, stalked, sexually assaulted or
emotionally abused by a dating partner (CDC, 2019). This prevention education program, along with
other evidence-based programs Jana’s Campaign provides, helps prepare students to take the lead on
creating a culture of strong respect and to promote healthy relationship behaviors.


“Ongoing conversations about the issue of teen
dating violence are crucial to ending all forms of
gender-based violence. National domestic
violence awareness month is observed in
October, but these issues won’t disappear at the
end of the month. It is necessary to have
conversations about preventing violence year-
round,” stated Derek Ingalls, Education &amp;
Prevention Specialist at Jana’s Campaign.


The ultimate goal of Jana’s Campaign’s
programs is to stop violence before it starts. In
Ellis County Jana’s Campaign has worked with 12,687 students, from 9 schools – Kindergarten
through college. Beyond Ellis County, Jana’s Campaign has impacted over 72,500 middle and high
school students across 9 states, nearly 420 colleges and universities across 43 states, and thousands of
citizens since 2013.

Hays High students assist Jana’s Campaign with gender-violence prevention lesson

TOPEKA –&nbsp;Governor Laura Kelly has announced&nbsp;appointments to Kansas state boards and commissions.&nbsp;&nbsp;

The purpose of the Board is to license and regulate certified public accountants (CPAs). It is a regulatory body authorized to carry out the laws and administration regulations governing CPAs. The Board is disciplinary and has the authority to conduct investigations.

Kansas Commission for the Deaf and Hard of Hearing

The Commission advocates for and facilitates equal access to quality, coordinated, and comprehensive services that enhance the quality of life for Kansans who are deaf and hard of hearing.&nbsp;

The Board of Examiners in the Fitting and Dispensing of Hearing Instruments

The Board&nbsp;regulates the licensing of examiners and market of hearing aids.

Commission on Police Officers’ Standards and Training

The Commission may suspend, revoke, or deny the certification of a police or law enforcement officer who fails to meet the requirements of the Kansas Law Enforcement Training Act or has met such requirements by falsifying documents or failing to disclose information required for certification. It provides accredited instruction, which is required for permanent appointment of full-time police and law officers.

Hays police chief reappointed to Kan. commission on standards, training

I always love the changing of the seasons, especially summer to fall. After the heat of the summer, the cool, crisp mornings and cooler days makes me happy. One of the first signs that I can tell that summer is on its way out is the first leaves on the cottonwood trees starting to turn yellow. The reds and oranges of the maples and oaks quickly follow suite. &nbsp;Although the New England states is the place to view the changing of the seasons, Kansas is no slouch. I found an article this week for you for the Horticulture Department about why trees change the colors they do and how you get the striking colors of fall.&nbsp;

&nbsp;Part of the allure of fall foliage is color variation. There are trees that turn red, purple, yellow, orange and brown.&nbsp;

Specific plant pigments determine individual colors. Foliage derives its normal green color from chlorophyll, the substance that captures the energy of the sun. Other pigments produce fall colors. Reds and purples are caused by anthocyanins, yellows by xanthophylls, and oranges by a combination of carotenes and xanthophylls. Browns are the result of tannins present in the leaf. Most of these substances are present throughout the growing season but are masked by the green color produced by chlorophyll. Anthocyanins are the exception and are produced after the chlorophyll is destroyed in the fall.&nbsp;

If you have ever seen pictures of New England in the fall, you have probably wondered why trees in Kansas usually do not color as well. This difference is partly because of the tree species prevalent in New England. Certain oaks and maples naturally produce good color. Coloring also is influenced by the weather.&nbsp;

Warm, sunny days and cool nights are ideal for good color. The sunny days encourage photosynthesis and, thus, sugar accumulation in the leaves. As fall progresses, each leaf develops an abscission layer at the base of the petiole, or leaf stem, that prevents these sugars from being transported down the trunk to the roots for storage. This high sugar content in the leaves produces more intense colors. Cloudy days and warm nights prevent some of the sugar accumulation in the leaves and results in less vibrant colors.&nbsp;

Weather during other parts of the growing season also can have an effect. Heavy rains in the early spring or hot, dry weather during the summer can both have a deleterious effect on fall color.&nbsp;

The length of time a tree maintains fall color also depends on weather. Reds, yellows and oranges are short-lived when trees undergo frosts and freezes.&nbsp;&nbsp;

BOOR: A closer look at the colors of fall

Houseplants need varying amounts of water and fertilizer at different times of the year. They need the most during summer when light levels are high and days are long. They need the least during the short days of winter. 

The primary reason for this is light. &nbsp;Light produces the fuel for plant growth. More light allows more growth, which results in a greater demand for water and nutrients. When light is limiting, the need for water and nutrients decreases dramatically. Therefore, it becomes easy to overwater and overfertilize during the winter months. Excess water and fertilizer can harm a plant by damaging the root system. 

Overwatering can suffocate roots by eliminating oxygen and excess fertilizer can burn roots. &nbsp;Therefore, it is best not to fertilize at all during the middle of winter (December-January) and to fertilize sparingly during November and February (maybe 1/4 a normal rate).​It is never wise to water on a set schedule. 

Rather, allow the potting soil to tell you when watering is needed. Check to see if the soil is moist 1-inch deep by inserting your finger into the potting mix. FICK: Caring for houseplants during the winter months

I can’t think of many things that provide so much joy, build community, improve memory, and help people “tap into” their feelings than music. Music has even been known to reignite memories in Alzheimer’s patients. As a true believer in the power and gift of music, I must say that I have really missed the marching band, the theatre productions, and the many ensemble performances of our student musicians at Fort Hays State University this fall.

Indeed, this year has been hard on our music and theatre department because of COVID-19 concerns.

“The pandemic has changed the way we make music and perform on stage, and has altered how we rehearse with ensembles,” shared Dr. Ivalah Allen, associate professor of music and theatre. “All recitals, concerts, and plays have been canceled for the semester. We have recent graduates who were in the process of auditioning around the country when auditions were put on hold. Some musicians have not had incomes since March. Despite all of this, our music and theatre faculty feel grateful to be able to share their craft with our students.”

Dr. Allen noted that vocalists have had a lot of fear instilled in them. It isn’t safe to sing as they have in “normal” situations of the past. As we learn more about Coronavirus being transmitted mostly through aerosols, this helps musicians better navigate these uncertain times.

For example, we started this semester with all applied voice lessons being taught online. While students typically come in and out of faculty studios many times a day for lessons, now faculty remain alone in their studio space while a student, in another location, sings with his or her phone, IPad, or laptop computer (with masks on).&nbsp;

While it is not ideal, the students are learning that they can still be successful through this new format. They have to rely more on themselves and their ear for intonation and the specific sounds of various languages. Most importantly, Dr. Allen reports that the voice students have made great progress through these different ways of teaching and learning.

To the pleasure of many of us on campus, lessons have also been conducted outdoors. Senior Dannielle Dickerson, a music education major from Riley, feels that the music department is doing its best to rise to the occasion. Danni really enjoys having vocal studio outside as “it has been such a blessing to sing while enjoying the beautiful weather.”

Is it working? Dr. Allen said that every one of her FHSU continuing students (sophomores, juniors, seniors, and graduate students) returned to campus this semester. In addition, she has a large number of freshmen, giving her one of the largest applied voice studios she has ever had as a college voice professor.&nbsp; The department as a whole had very few students who didn’t return to campus this semester. “This is a true testament that musicians just want to make music any way they can,” Dr. Allen said. “Creating music is like breathing air for them – a true necessity.”

Senior music education major Gavin Blehm from Abilene believes that the ways in which the department has responded and adapted to meet the needs of its students is rather remarkable. As a woodwind and brass instrumentalist, Gavin told me that one of the biggest concerns was how those instruments may allow water vapor and air to potentially spread the virus.&nbsp;

Instruments now “wear” bell covers, which prevent any water vapor or air from leaving the instrument uninterrupted or unfiltered. The students wear masks with holes cut in them so that their instruments can contact their faces while limiting the air exhaled. “We are lucky that the department is still allowing us to practice. Like many things these days, there are inconveniences, but the department has adapted and is continuing to provide us with the opportunity to learn and grow as musicians,” Gavin shared.

Strings and orchestra professor Brian Buckstead shared that innovation has become a central part of our musicians’ professional lives. For Brian, that translates to a strings-only orchestra, reduced rehearsal time, social distancing, masks, and a thorough cleaning of music stands and chairs after each rehearsal.&nbsp;

“Even though the format of what I do has been reconfigured and reduced, the essential experience, the communal joy of music making, has remained intact,” Brian said. “Whether that means meeting with students on Zoom for online performances, or in carefully controlled in-person environments, the act of making music supersedes any and all environmental limitations.”

Brian is not only working hard for our students. In order to get community and regional musicians involved, he has created the “Hays Symphony At Home” concert series. During this period of social distancing and canceled concerts, Brian has invited Hays Symphony players to create videos of themselves performing at home. While the musicians cannot perform together as a symphony, his hope is that these individual performances will bring joy and inspiration to our community. This series began in early October and is available on the Hays Symphony Facebook page, as well as hayssymphony.org.

As for theatre, “the show must go on” – just without an audience. “Given the resilient spirit of my colleagues, to have students actively create and produce theatre remains a priority,” shared Director of Theatre Tomme Williams. So, faculty and students will perform Ibsen’s “Hedda Gabbler” in full costume with a set and lights, safely wearing masks, socially distanced, and to an empty room.&nbsp;

“While the wearing of masks and maintaining safe distance from acting partners presents challenges, it also has impacted us in many positive ways,” Tomme said. “Theatre is about human connection – that once-in-a -ifetime moment of exchange. The improvisational spirit of “yes, and” lives as an opportunity to reach out, to create connections despite differences, and to find new ways for our emerging theatre artists all to perform together.”

“More importantly, students will have that chance to socially connect once more. If we can find ways to turn social distancing into social togetherness, then we will have done a great deal.”

I cannot agree more with that sentiment and the spirit with which all of our faculty, staff, and students are embracing the challenges of this academic year: determined to grow, learn, and rise. As Roger Crawford said, “Being challenged in life is inevitable, being defeated is optional.”

MASON: FHSU comes together to make beautiful music

By KIRBY ROSS Phillips County Review There is currently no good news in what is a worsening major health crisis in Norton County, where COVID is close to having infected 10 percent of the population in less than two weeks and has developed into being the <a href="https://hayspost.com/posts/e4299112-0fe4-40da-ac7e-a0c62f0df35b">worst local outbreak in the entire United States.</a> While information is still lacking, the situation at the Andbe Home Long Term Care Facility is becoming a bit less murky, with the facility making national news, including segments on CBS, NBC and CNN. Every single resident at Andbe — 62 of them — has caught the virus, with 10 of them dying. &nbsp; In addition, 12 staff members and other individuals associated with Andbe have caught the dangerous disease. Just east of the city of Norton at Norton Correctional Facility, cases have reached a stage where the situation is the worst mass health crisis the Kansas prison system has faced in any of its facilities. Cases there jumped from 133 on Monday to above 230 just 24 hours later — almost one-third of all inmates there. In addition, at least a dozen NCF staffers have been infected.

The Kansas Department of Health and Environment on Wednesday reported a total of 385 cases of COVID-19 in Norton County since reporting began — the cast majority a result of the recent spike in cases.

The Norton County Health Department reported 464 total cases. Updates will be provided as information becomes available.

REVIEW: Norton COVID-19 outbreak worsening by the hour

&nbsp;CODELL — The Cyclone Day Memorial in Codell was honored as a source of pride to the area by&nbsp;Midland Marketing Cooperative&nbsp;and&nbsp;Cenex, the energy brand of CHS, at a check presentation on Oct. 17. 

As part of this award, the Codell Community Service Club received a $5,000 grant&nbsp;for improvements to the memorial site.

The Cyclone Day Memorial features a 15-foot tornado sculpture honoring May 20, the day that Codell was struck by a tornado three years in a row from 1916 to 1918. 

In 2018, the sculpture was installed in commemoration of the 100th&nbsp;year anniversary.

Toby Flores, associate professor of art and design at Fort Hays State University, and Danielle Robinson, adjunct art faculty, were chosen by Codell to design and fabricate the <a href="https://www.fhsu.edu/news/2018/07/15-foot-cyclone-sculpture-created-by-fhsu-faculty-dedicated-to-codell">sculpture in honor of “Cyclone Day.”</a>

With this grant, the community will construct a picnic area for those visiting the memorial. In order to better tell the story to visitors, interactive storytelling will also be created and installed near the memorial.

“This freak weather incident from over a hundred years ago is a huge piece of Codell’s history,” said&nbsp;Audrey Werth, customer relations at Midland Marketing Cooperative. “We’re proud to support the Codell Community Service Club in capturing this history and sharing it with the community and its visitors.”&nbsp;

The grant was provided through an initiative that encourages&nbsp;Cenex&nbsp;dealers, retailers and distributors to share stories about what makes their local communities special. In its second year, the initiative will grant more than $100,000 to&nbsp;Cenex&nbsp;communities.&nbsp;

“The&nbsp;Cenex&nbsp;brand is committed to supporting and celebrating what makes hometowns across America special,” said Mark&nbsp;Vanderlinde, communications manager at CHS. “We are proud of our&nbsp;Cenex&nbsp;dealers, like Midland Marketing Cooperative, who play an active role in supporting their community and honoring its history.”&nbsp;

 </figure>&nbsp;CODELL — The Cyclone Day Memorial in Codell was honored as a source of pride to the area by&nbsp;Midland Marketing Cooperative&nbsp;and&nbsp;Cenex, the energy brand of CHS, at a check presentation on Oct. 17. As part of this award, the Codell Community Service Club received a $5,000 grant&nbsp;for improvements to the memorial site.The Cyclone Day Memorial features a 15-foot tornado sculpture honoring May 20, the day that Codell was struck by a tornado three years in a row from 1916 to 1918. In 2018, the sculpture was installed in commemoration of the 100th&nbsp;year anniversary.<figure>

 </figure> Toby Flores, associate professor of art and design at Fort Hays State University, and Danielle Robinson, adjunct art faculty, were chosen by Codell to design and fabricate the <a href="https://www.fhsu.edu/news/2018/07/15-foot-cyclone-sculpture-created-by-fhsu-faculty-dedicated-to-codell">sculpture in honor of “Cyclone Day.”</a>With this grant, the community will construct a picnic area for those visiting the memorial. In order to better tell the story to visitors, interactive storytelling will also be created and installed near the memorial.“This freak weather incident from over a hundred years ago is a huge piece of Codell’s history,” said&nbsp;Audrey Werth, customer relations at Midland Marketing Cooperative. “We’re proud to support the Codell Community Service Club in capturing this history and sharing it with the community and its visitors.”&nbsp;The grant was provided through an initiative that encourages&nbsp;Cenex&nbsp;dealers, retailers and distributors to share stories about what makes their local communities special. In its second year, the initiative will grant more than $100,000 to&nbsp;Cenex&nbsp;communities.&nbsp;“The&nbsp;Cenex&nbsp;brand is committed to supporting and celebrating what makes hometowns across America special,” said Mark&nbsp;Vanderlinde, communications manager at CHS. “We are proud of our&nbsp;Cenex&nbsp;dealers, like Midland Marketing Cooperative, who play an active role in supporting their community and honoring its history.”&nbsp;- Submitted

Codell receives Midland Marketing grant for tornado sculpture memorial

Just four years ago, 3 white Southwest Kansas men, calling themselves “Crusaders,” were arrested by the FBI and charged with domestic terrorism. Why? They planned to blow up four explosive-filled vehicles at an apartment complex filled with Somalian refugees in Garden City, creating untold terror, havoc and bloodshed.&nbsp;

They also planned to sow chaos for the new president.&nbsp;&nbsp;They got 25-30 years.&nbsp;&nbsp;

Tracey Mann, however, encouraged such terrorism and has gone unpunished.&nbsp;&nbsp;Not just unpunished — rewarded.&nbsp; After falsely accusing terrorism victims of being terrorists. &nbsp;&nbsp;

His primary election ad accused opponent Bill Clifford of voting to bring Somalians “from a terrorist country” to Garden City.&nbsp; Yes, the same cheap-labor Somali war-torn refugees the Kansas Legislature voted to bring to Kansas to help our economy.

The black-is-white, up-is-down, Orwellian nature of this charge, is simply, and breathtakingly, racist.&nbsp;&nbsp;Yet Republicans made him their First District candidate.&nbsp;

Anyone running such ads is unfit for public office.&nbsp;&nbsp;

Fellow Kansans, we are better than this. Our latest First District Congressmen have been unconscionably and uncritically obedient to unprincipled power.&nbsp;First District Kansans deserve a Representative who will improve our lives and diversify our economy.&nbsp;&nbsp;

Mann will not do that.&nbsp; Kali Barnett will. &nbsp;
